After 10 months of fundraising, the Lake Cowichan Fire Department is finally able to purchase a much-needed rescue boat.

Thanks to a $25,000 anonymous donation, Fire Chief Doug Knott, was pleased to announce his department can now make the final payment on a custom-built, 15-foot Zodiac.

“He said he felt there was a great need,” says Knott of the anonymous donor.

“He liked the idea and saw that the fire department was working hard to make it happen and he wanted to help.”

The total cost of the boat is approximately $40,000, which includes the trailer and outboard. Knott says he and the fire department are grateful to the community for the $18,000 raised through fundraising efforts.

“It most definitely helped,” says Knott. He explains those previous donations allowed the department to make a deposit to secure the boat’s construction.

“There’s no such thing as off-the-shelf boats. All are custom-built,” says Knott.

Tears and sparkles plentiful as Berry crowned Lady of the Lake: Vomacka and Pastor chosen as first and second princesses, 2013/14 Diana Hutton

The crowd that gathered around the main stage at Saywell Park was hushed as outgoing Lady of the Lake, Alicia Falls stepped up to the microphone clutching the fateful white envelope.

“Ladies and gentlemen,” she said. “Your 2013-2014 Lady of the Lake . . . Megan Berry!”

After months of hard work, training, rehearsals, and countless hours of practice, the moment had finally arrived. Sixteen-yearold, Berry, representing the Lake Cowichan Kinsmen, was crowned 2013-14 Lady of the Lake.

First princess was Miss Lions Club, Ashley Vomacka with Miss B.P.O. Elks, Emily Anne Pastor taking second princess. The three will act as ambassadors for the Town of Lake Cowichan at a variety of events, parades and functions for the next 12 months.

“I promised myself that I wouldn’t cry today and my whole family is crying,” said an emotional Berry as she accepted the crown.

“I’m so grateful for everyone’s help and I will do my very best to represent my town well.”

Tears came as well for Vomacka, not when she received her own

crown but as she watched Pastor receive hers. Pastor won the Island Savings essay contest as well as being chosen as Miss Congeniality.

“A big, big thank-you to my family and everyone involved. This has been an amazing experience.” said Vomacka.

The town’s long-standing ambassadorship program is a culmination of months of hard work by many volunteers, sponsors and the girls themselves. The weeklong whirlwind of festivities kicked off with Monday’s Strawberry Tea, through Wednesday’s Opportunity Night, Friday’s Grand Ball, culminating with the parade and crowning on Saturday.

At the Grand Ball, Molly Bragg, Miss Country Grocer, was honoured with the Personal Growth Award, while Chelsea Gunderson, Miss Jake’s at the Lake and Vomacka shared the Public Speaking Award sponsored by Angie’s Esthetics.

“It’s just been fantastic! Yeehaw!” said Lake Days chair Bob Day, echoing the cry that had been heard throughout the day with the “Lake Days Goes Country” theme. “This is our biggest crowd ever. The weather was great and it’s a miracle how all this work gets done. This is all the result of countless volunteers giving their

all.”

If there is any question as to whether the Lady of the Lake program is important and worthwhile, just ask the girls who take part.

Organizer Denise Allan said this year’s group has been amazing to work with, showing enthusiasm and encouragement for each other at every turn.

I’ve gained so much confidence in everything I do.

The bond and camaraderie that the girls build through their many hours of training and practice is something to behold.

“You are about to embark on the journey of a lifetime,” said Falls.

In an emergency, she says, paramedics have access to several communication methods: a VHF radio system; satellite-phone capability in both the station and ambulance; and access to the Ministry of Transport radio system – a radio-totelephone system.

“BCAS maintains good ongoing business relationships with telephone/ cellular providers, and we work closely with them to ensure consistent, high quality service,” Carwithen says.

A Telus agent was unavailable by deadline Tuesday to comment about poor citizen cellphone reception on the circle route.

Ambulance Paramedics of B.C. spokesperson Bronwyn Barter did not have first-hand knowledge of the local situation, but said communication problems aren’t uncommon in rural and remote B.C. She chalked gaps to remote geography, fickle weather, and technical snafus. “(Near Tofino) there are dead areas where dispatch can’t get ahold of (ambulance crews).”

That could mean paramedics are unaware of an accident on the road behind them, one they could circle back and attend, she said. Or bad reception may mean a patient has been ordered to another hospital.

“It’s something we address and bring up.”

To better pinpoint communication gaps, the APBC suggests folks to report problems to its staff, and to the B.C. Ambulance Service.

Barter noted BCAS has been receptive to ambulance-communication craters raised by the paramedics union, and done what it can to remedy issues.

“It’s a safety issue for paramedics, and we need to be able to communicate.

Lots goes on on these (remote) roads. Log-truck drivers are often the eyes and ears out there.”

Barter understood modern technology has its bugs.

“Things can always go wrong. Sometimes a tree’s down, or it’s bad weather.

These glitches can happen, and we have such diverse terrain in this province.”

Carwithen suggested simple actions “such as alerting family or friends of your route and time of arrival/return can greatly assist first responders in the event of an emergency.”

Knott explains the boat will be capable of night operations and will be equipped with a pump and nozzle for boat and brush fires that are not accessible by land. He is also pleased that having the boat will eliminate the need to borrow one, which the department has often had to do in the past.

The boat is being manufactured by Polaris Inflatables in Surrey and Knott expects that it will be delivered by the end of July.

Healthy river needs locals in control Step one for ensuring the future health of the Cowichan River has been accomplished.

But a provincial decision to allow the community to delay the release of water from Cowichan Lake doesn’t mean our conservation job is anywhere near finished.

At least three more important bridges have to be crossed before we can start to feel confident about the well-being of one of Cowichan’s most precious resources.

The first is getting a local agency to apply to the province for a license that will allow the same flexibility being granted this year to be repeated going forward.

The second is springboarding off that into the creation of an empowered local watershed board, tasked with overseeing the river’s flows to the benefit of man and nature alike.

And finally, the campaign must continue to get

the weir raised another foot to store more water during the summer season.

In order to make the final point reality, officials have to increase public education to stamp out the persistent myth that a raised weir will flood lakefront properties.

We’re not sure why local officials have been so hesitant to pursue steps one and three.

It is possible local governments may be wary of long-term ramifications tied to becoming a licenceholder, or perhaps conflict with the existing Catalyst licence. It is certain directors have, in the past, been cowed by the anger of lakefront property owners and the political clout they carry.

Those fears need to be set aside, and determined steps taken to protect the ecology of the river and lake, and the water supply of this valley we all call home.

In my opinion: May showers, extra two weeks storage will help the river, but a long-term plan is needed We are rich!

We have a great wealth of water stored in our lake due to the steady rains we have recently experienced. Sure, it’s not money, but it’s much more valuable than that.

The hot weather we experienced early in May had many of us quite concerned.

The river dropped to levels not usually seen until the dry days of summer and we lost thousands of salmon fry that got stranded in isolated pools as the water levels steadily dropped.

I toured the dry North Arm near the estuary with Tim Kulchyski from Cowichan Tribes in the first week of May and we saw several pools that were cut off from the river and still contained salmon fry and smolts. He said the river did not get this low last year until late June and naturally we were worried about the potential of a spring drought.

Then the life-giving rains came as they usually do at this time of year and the river

quickly swelled to cover the gravel bars again and provide the necessary habitat for the baby salmon.

The river flows are critical right now because the salmon fry are growing quickly and the trout and steelhead fry are now just emerging from the gravel beds where they were born.

Steelhead and coho salmon fry will live in the river for up to two years before they head out to sea, so having large wetted areas near shore is very beneficial for them to find food and grow big enough to survive the perilous journey.

The amount they can grow in their first few weeks of life are critical for their survival. Once they attain a certain size their chances of avoiding predators and conquering the other challenges they must face increase dramatically.

That is why we strive to provide at least 15 cubic meters of water per second in the river at this time of year and we can’t do that without money in the bank behind the weir.

At the time of this writing (late May) our cup literally runneth over the top of the weir and our baby salmon, steelhead and trout are benefitting from our water wealth.

I no longer complain too much about the dull, rainy spring weather.

I know summer is coming and the dry

days will soon be here. Spring and summer rains are critically important for the health and even the survival of our river and lake.

Our snowpack was not great this year and has been in steady decline for the past decade due to the effects of climate change.

We need to save the water that has been gifted to us at this time of year and spend it wisely later in the summer and fall when it will be needed again to provide ample water for the salmon that will be returning then.

Summer storage is not only critical for the fish, though they are directly affected by low flows, but for the health of all of our communities.

We learned last year what kind of damages can be caused by running out of stored water in the fall. We lost 1,000 salmon, one fifth of the run, we saw wells running dry, the Cowichan Tribes food fishery was shut down and we came within days of having to shut down the Catalyst pulp mill, costing about one million dollars a day.

A recent decision by our current water regulator means we will not squander our water wealth like we did last year.

It took almost two months to decide, but in the end the right decision was made and we will not start drawing down the lake from the full storage level until July 31.

These new rules do not allow for any storage above the full capacity of the weir, so the water levels we will see in July will be at least four feet below the average

winter high water mark.

The stewardship community is very pleased with this decision and it is the best outcome we could hope for this year. This change will allow for adequate fall flows in about half of the years.

We will need to be able to store more water in the weir in the future to prepare for the coming effects of climate change. Our summer precipitation is declining rapidly and this trend is predicted to increase.

A long-term plan will need to be developed and we are working hard to get some real legislated authority to make those decisions in our Cowichan Watershed Board.

Tragedy avoided when car bridge collapses Tragedy was avoided by just a few minutes on May 9, 1951 when a school bus full of children crossed over the [South Shore Road] traffic bridge in town, just minutes before the bridge collapsed.

The front page headline of the May 10th issue of the Vancouver Sun reported “150 school pupils cheated death when Island bridge collapses.” It went on to say that 3,500 residents of Cowichan Lake, Mesachie Lake, and Honeymoon Bay on Vancouver Island were isolated temporarily Rolli Gunderson when the span of PAGES OF the bridge collapsed.

After the vehicle bridge (that crossed the river near the Riverside Inn) collapsed in 1951, the CPR trestle which is situated near the entrance to Greendale Road was fitted with long wooden planks laid to allow vehicles to cross the river. The photo shows the former Al McPhee home which was located, to the left, beside the trestle. Both the home and trestle are still there.

There was an unsuccessful attempt by authorities to get a truck, carrying fire equipment, to the fire by way of the Canadian Pacific Railway (CPR) trestle, but the attempt was thwarted by an oncoming train. No one was hurt in the fire but the home was destroyed.

Prior to the installation of a temporary bridge — set directly beside the collapsed bridge — a makeshift route via the CPR trestle was used. Long planks were laid along the train trestle (now a foot bridge) which enabled vehicles to cross HISTORY to the other side. Presumably, arrangements were worked out with CPR so that trains and vehicles could both use the bridge safely. Once the temporary wooden bridge was installed beside the collapsed one, the CPR trestle reverted back to train use only.

In due time, a new steel and cement span bridge (the one that exists today) replaced the old wooden bridge as well as the nearby temporary bridge and traffic was once again back to normal.

Reminiscing about high-school history classes can be enough to make some people cringe, or worse still, yawn.

Flashbacks of reading endless pages of dry text, memorizing battle dates and the names of long dead monarchs and prime ministers is enough put most people to sleep.

At Lake Cowichan Secondary School however, fresh, new life was breathed into history by students and staff at the annual Historical Fair held May 30.

“This year there’s more technology involved and they are a little more creative with games and the way they approached their subjects,” said LCSS Grade 9 Socials Studies teacher, Noni Battye of the Grade 9 to 11 students taking part in the annual event. “Some have pleasantly surprised us.”

Battye along with Grade 10 and 11 Socials teacher, Sean Battye (coincidentally her husband) are the staff organizers of this year’s event.

The fair covers European history from the 17th to the 19th centuries and all of the history of Canada.

From witch hunts to the war of 1812, prime ministers to pirates, the subject matter is all over the historical map.

The team of Grade 10 students Marigold Arbic, Lacey Grunow and Jaydia Holm chose a multi-

media presentation on the advancement of women’s rights.

“We wanted to show just how far women had come in battling inequality,” said Grunow. “It’s really important for this generation to know about how hard they fought.”

For Grade 10 student, Maeve Hayward, who hopes to eventually pursue a career in kinesiology, medical advancements in 19th-century Canada peeked her interest.

“The advancements in the knowledge of things like germs and sterilization, bacteria and infections, disease and the use of aesthetics was amazing,” said Hayward.

Displays ranged from 3-D models of battles to interactive games on trench warfare, to taste samples of Canadian culinary legends like Labrador tea and Metis soup.

Grade 10 students Cassidy Longbottom and Emily Walker brought the gold rush to life with a fully running sluice box and gold panning trough where students could experience a taste of gold fever for themselves.

The special effects created in some of the displays were innovative and utilized all manner of technology as well as some old-school hooks, like board games, shooting galleries and the use of candy prizes as incentives for participating.

“You can tell which students are art- minded or science- minded by the way they’ve chosen to present their topic,” said Noni.

“It’s a neat way for them to express what they know and have learned in some really creative ways.”

As the dust settles on another Lake Days, the 2013 edition is being considered a big hit.

“Overall, I think it was a huge success,” said Bob Day, chair of the Lake Days Celebration Society. “Of course, the weather was beautiful for us. All the events within the week went off fantastic.

People were very enthused that we added more stuff for the younger children; they were very impressed about that, and that’s one comment we heard a lot.”

Day estimates that close to 4,000 people participated in the weekend’s Lake Days activities, including the volunteers and road hockey players, and he thinks attendance is pretty comparable to past years.

Day feels Lake Days was once again a fine example of community spirit and people coming together.

Day thinks this year’s Going Country theme was popular.

“The attendees responded amazingly,” he said. “We bought 700 Andrew Leong Photos cowboy hats and sold them for $5, and we sold them almost all.”

This year’s debut Build, Bail and Sail event on Sunday was a big hit.

After two hours of building a floatable boat out of cardboard, duct tape and contact cement, contestants entered Lake Cowichan from the dock located at Jakes at the Lake and tried to stay afloat.

First-place winners Jack Crossno and Alex Sawatzky completed the course in 2:04, while the RBC crew, paddling an unusuallooking square boat, managed to finish the race in three minutes to take second place.

“There were probably 200 to 300 people lined up to watch it, and that was quite entertaining,” said Day. “We’ll definitely be bringing that back next year.”

The KinDucky Derby saw more than 1,250 entries this year.

The ducks were released Sunday at 1 p.m. into the Cowichan River at the aptly named “Duck Pond.” Boats placed at the finish line just beyond the road bridge on North Shore Road caught Duck No. 40, which beat out early leader No. 64 with a time of 18 minutes. The unofficial winning ducks were Nos. 40 (Jacob Rai), 956 (Marg Davis) and 609 (Kaarlo Toiven).

Another highlight this of year’s event was the Baby of the Lake Sparky pauses to offer 15-month-old Ella Smith, with her dad Ryan, some contest. candies along South Shore Road during the annual Lake Days parade.

Four-month-old Rylnd McLean won the zero to six months category, while 12-month-old Natalie Potter was the winner in the seven to 12 months category. Sixteen-month-old Aria Carter claimed first prize in the 12-18 months category, and 21-monthold Mylan Knott won the 19-24 months category.

In the seventh annual Lake Cowichan Road Hockey Dressed for initiation is junior firefighter Tournament, the Lumberjacks won the Norris Division, while the Tyson Smith of the Lake Cowichan Fire Victoria Warriors finished atop the Smythe Division, the Mullet Department, passing out hotdogs along Mafia claimed victory in the Patrick Division, Get Lucky won the South Shore Road during the parade on Adams Division, and the Half Cutz were victorious in the Lakers Saturday.

“The road hockey is getting more and more successful,” said Day. “I’m calling it B.C.’s biggest road hockey tournament because no one’s contesting me on that. We had 22 teams and six rinks going on, and we closed the main highway to do that. It’s cool that we get co-operation from the Ministry of Transportation to do that.”

Day says the Lake Days dance was well-attended. About 500 people were there to listen to Maxwell Smart, which is celebrating 25 years of making music in the Cowichan Valley this year.

“It was a good choice of bands for the Cowichan Valley to support,” said Day. Theresa Darling won the iPad Mini as first-prize winner in this year’s Lake Days Raffle. Elva Forrest won the second prize of two weekend passes to Sunfest, and Angie Martini won the third prize of two weekend passes to the Campbell River Salmon Festival.

Day thanks all the community groups and volunteers who helped put Lake Days together.

The unusual looking, square, RBC boat stayed on top of the water but Patrick Major and his son Nathan Major were having a little trouble paddling with any speed. They did manage to finish in second place though, with a time of three minutes.

Parents and teachers beamed with pride as the LCSS graduating class of 2013 accepted their scholarships and bursaries on the evening of June 6.

More than $40,000 dollars was awarded to 24 students, with the individual value of each ranging from $200 to $1,500.

Along with the pride and celebration, there were a few emotional moments during the evening, particularly as parents and teachers handed out awards or bursaries in the name of community members who have passed away.

This was especially poignant when Denise Allan presented the Ram Johel Bursary, valued at $400.

“My friend Ram was my best friend.

We went to school together here our whole lives and she passed away in November,” said Allan, fighting back tears.

Allan was pleased to present the bursary to her daughter, Sydney Allan.

The biggest scholarship of the evening was presented by Ruth Kroek who works with Student Services at Vancouver Island University.

This full scholarship was awarded to the student with the highest overall grade average at LCSS. It is valued at approximately $20,000 and covers the tuition required to complete a bachelor’s degree.

knows that in order to maintain her eligibility she must keep up her grades while attending VIU and carry a course load of five classes per semester.

“It’s very exciting,” says Hudson.

Hudson says she made the decision to go into business just this year, so she is not sure exactly what aspect of the profession will draw her as she continues along her educational journey starting this fall.

“I’m not sure if I want to do accounting or finance yet, so I have to make that decision,” says Hudson. “I’ve always liked science as well; it’s always been kind of like a toss-up. I like a lot of things, but it seems like business is the best choice.”

Hudson says that she did know she had a chance at the scholarship.

“But there’s a few other girls that are

very close and I feel bad that they didn’t get it, but I’m happy that I got it.”

The scholarship will allow Hudson to focus on her studies, especially in the first year, without worrying about maintaining a part-time job. It will also help that she will be able to live at home and commute from Lake Cowichan to VIU. Teachers and administration staff at LCSS were very thankful to the many local societies, groups, and individuals who once again made the many scholarships possible.

They pointed out that there are many talented students at the school and that the scholarships are one way in which they are able to help encourage students to stay in the area.

Restructuring has also brought corresponding administration shuffles at schools in District 79.

But while the Lake Cowichan area was dramatically affected by the changes, that did not carry over much at the school leadership level.

Jann Drake becomes the principal at Palsson Elementary while Fergus Horsburgh goes to Khowhemun Elementary School in Duncan as the two changes in Lake Cowichan amidst significant shifting elsewhere in the district.

But Nicole Boucher and Dani Garner are staying on as principal and vice-principal, respectively, of the newly-named Lake Cowichan School.

All administrative appointments are effective Aug. 1.

Brad Law of the Honeymoon Bay Volunteer Fire Department was encouraging people to donate to the firefighter's "Fill the Boot for MD Canada" campaign on Saturday, June 1.

"We collected nearly $1,000 in six hours on Friday outside the Country Grocer," said Law. "People have been extremely generous."

The campaign has been around since the mid-50s and is international, with firefighters all over the world taking part in the fight to fund muscular dystrophy research and services.

South Island firefighters are returning to the Mesachie Lake Skydome for a 34th-consecutive year to continue their fight against muscular dystrophy.

Firefighters from Ladysmith, Langford, Cowichan Bay, Duncan, Lake Cowichan, Youbou, Caycuse, Honeymoon Bay and Mesachie Lake will gather in Mesachie Lake over the Father’s Day weekend to raise money for Muscular Dystrophy Canada through their annual slo-pitch tournament and auction.

According to a press release issued by Cam Ferguson, deputy chief of Cowichan Bay Fire Rescue, the tournament and auction have raised close to $700,000 for MDC since the Mesachie Group adopted MDC as its charity of choice in the early 1980s.

Tournament begins Friday June 14 and runs until Sunday, June 16.

A live auction featuring 100-odd items begins Saturday, June 15, at 1 p.m., Ferguson wrote, and bids will rise and fall under the “enthusiastic” gavel of Youbou volunteer firefighter and auctioneer Jeff Abbot.

The slo-pitch tournament is open only to teams put together by the firefighters themselves, event organizer and Ladysmith firefighter Dwain King said, but members of the public are invited to come and watch the action.

“And we invite anyone to attend and to participate in the bidding for the approximately 100 items we auction off each year,” King added.

The tournament begins Friday at 6 p.m. at the Mesachie Lake Hall and Skydome located at 9315 South Shore Road.

Gravity-fed derby cars shot past crowds of spectators lining Stone Avenue during the finals of the Cowichan Lake Days Soap Box Derby Thursday Derby co-ordinator Terry Hale said cars were clocked by a local RCMP staff sergeant at speeds of between 20 and 40-plus kilometres an hour as they rocketed along the course towards the finish line.

“They were going pretty good,” Hale said, adding that the race series was executed without a single accident, injury or mishap.

Thirty-five drivers signed on to compete in three categories with drivers of the three fastest cars in each category walking away with awards.

Charlie Crossno walked away with a trophy and medallion after winning top spot for drivers aged six to nine, followed by Charlie Vincent in second place and Jake Kelly in third.

For drivers aged 10-13, Jack Crossno placed first followed by Luke Martin and Trey Hill.

And in the Open category — for drivers aged 13 and over — Kyle Althaus earned top spot on the podium while Tristan Hill and Wes Kelly placed second and third respectively.

Hale said some of the youngest racers were “a little afraid”

prior to their turn behind the wheel, but “very excited” at the same time.

Many of the races were “very close and exciting,” Hale added, noting that an atmosphere of friendly, competitive rivalry filled the air at trackside.

A rivalry so contagious, it would seem, that it spread to the Lake Cowichan RCMP and local BC Ambulance Service representatives.

Hale said both the RCMP and the ambulance service built kit cars of their own — modelled, appropriately, after an RCMP cruiser and an ambulance — racing them independently of the derby.

“And the RCMP won,” Hale added.

Hale said the event, run by volunteers from the Lake Cowichan Christian Fellowship’s youth group and attended by 75-100 spectators, was by and large a success, adding that they will look to expand the race next year in hopes of drawing an even bigger crowd.

Next year’s iteration will likely include a “Total Open” category on top of the standard kit-cart races where competitors will be allowed to race vehicles of any design and with any wheelbase they choose “just for fun.”

Prizes for the most unique vehicle designs are also likely, Hale added.

Hale wanted to thank the dozen-plus sponsors who purchased cart kits for drivers and to Mobil 1 Lube Express in Duncan for providing certificates for the racers.

Hale said the cars are becoming more and more competitive — reigning champ Gary Miller was unseated this year — and he looks forward to seeing that trend continue in years to come.

• Honeymoon Bay Society is hosting a movie night at the Honeymoon Bay Hall on Saturday, June 15. They will be screening Cloud Atlas starring Tom Hanks and Halle Berry.

There are just a few boxes left for rent — between $15 and $25 per year, depending on size. The rent includes access to water, to a secure garden shed and greenhouse that is equipped with wheelbarrows, hoses and some hand tools. There is also a compost area. Rent can be paid by cheque (payable to LCSS) or cash. Deadline is June 26. Keys and receipts will be issued at the time of payment. Wally Baas (second from right) of the Valley Fish and Game Club received a $500 cheque to be used toward their annual family Fishing Derby in June and Bob Day of the Lake Days committee received a $1,000 donation which included sponsorship of a Lady of the Lake candidate. The Kaatza Lakeside Players, —who were not able to be there — received a cheque for $500.

The GIFT program stands for “Growing Island Families Together” and a small branch, like the one in Lake Cowichan, are pleased to keep the money in the community helping local families.
