While motorcycle safety was the focal point of the RHC Insurance Broker-sponsored Motorcycle Show and Shine event this past weekend in Grand Forks, poker was prevalent as well.

Forks, the second in Rock Creek, the third in Midway, the fourth in Greenwood with the final card drawn back in Grand Forks.

“There were door prizes along the way at each stop and all proceeds are going to the Boundary Community Food Bank,”

News Blueberry school society steps out JIM SINCLAIR WKA Editor

Existing in a facility which has long been operated by School District #20, the Blueberry Community School Society is testing it’s wings with a freshly signed three-year lease on the former elementary school in the district at the far south end of the City of Castlegar. The civic government has expressed moral as well as financial support for the venture, and did so at the annual Blueberry Community Barbecue held May 24.

The society’s goal is to continue with ongoing programs at the building centrally located in the Blueberry Creek district, and expand the amount of use of the facility.

The plan is to welcome more events, and set up a commercial-grade kitchen as well, all in the effort to be a sustainable, ongoing entity for children and other members of the area.

“This is something the community really needs,” said Mayor Chernoff in the packed gymnasium.

“Without this we’d be in big trouble. When new people come to the community this is what they’re looking for. This centre, with

Trail’s Sanctuary program has been providing after school support for local preteens for 15 years and it’s throwing a gala bash to celebrate.

News New Grohman dock moves ahead NELSON STAFF West Kootenay Advertiser

A new dock for the Grohman Creek subdivision on Kootenay Lake’s West Arm is a go. Docking society president Jeff Muldoon told 103.5 The Bridge the new 29-slip facility, expected to cost $76,000, should be installed the third week of June.

It will take the place of a smaller, existing dock that hasn’t seen much maintenance in recent years in anticipation of its replacement.

The community west of Nelson is accessed primarily by boat.

In 2011 the society approached the Regional District of Central Kootenay about building and maintaining a dock, but following a feasibility study completed last September, staff recommended against the idea and

the board passed on it.

Muldoon says they have since found other ways to make the project happen.

“We ended up looking at the whole project and trimming as much fat as we could.”

We also decided we needed to get as much money as possible from within ourselves.”

Muldoon says they raised fees for new members as well as annual dues for existing members.

Currently residents use the city wharf near the Prestige resort, belong to the launch club, or park at the float plane dock in an emergency.

The society approached the city last year, suggesting they would find a way to pay for the dock, which might provide a bit of income for the city.

“With the transfer station moving and waterfront plan coming together, we’re hoping to get in on it in the next couple of years,” Muldoon said.

“That’s our next focus. We’re quite an independent group.

We really like to do things for ourselves as much as we can and we’re quite proud of that.”

The Grohman Creek subdivision has 36 parcels belonging to 24 property owners.

All but two berths in the new dock are spoken for. “A bunch of new people have been building and breathing new life in the community,” Muldoon said.

They received a “great bid” from a local contractor and dock builder, he added.

For such a small place, the town of Beaton, on the northeast arm of Upper Arrow Lake (also known as the Beaton Arm) has a curiously complicated naming history.

It was first known as Thomson’s Landing after its founder, James Wilson Thomson (1851-1934). The earliest reference is in Revelstoke’s Kootenay Star of May 21, 1892.

A post office application was filed in 1893 but it didn’t open until July 1, 1895, with Thomson as postmaster.

On September 14 of the latter year, the Kaslo Claim stated “Major Hayward has purchased the townsite of Thompson’s [sic] Landing from Beaton and Thompson. The price agreed upon was $12,000 and the name will be changed to Selkirk.”

That change never really took, although Selkirk was later applied to the townsite at the foot of Trout Lake, subsequently known as Gerrard.

As demonstrated above, Thomson’s Landing was often misspelled.

Shores and Sunken Ships: “The family refers to their name as the ‘dry’ Thomson because it was spelled without a ‘p.’

Unfortunately, nearly all the maps and publications show the Thompson version, choosing to accept the more common spelling.”

In April 1901, the Lardeau Eagle commented: “Once the railway reaches this point ... it will no longer be Thomson’s Landing, which is now so familiar, but Trout Lake Landing.”

That name wasn’t adopted either, but Thomson’s Landing initials were apparently being confused with Trout Lake on freight bills, so on December 26 of the same year, the Eagle reported: “The name of Thomson’s Landing has been changed to Beaton, to begin with the New Year.

Application has been made to the postmaster general to have the name of the post office changed accordingly.

Hats off to Beaton!”

(The application wasn’t actually submitted until the following June and didn’t give any explanation for the change, which didn’t become official until August 1, 1902.)

Elsewhere the same edition of the Eagle said: “Not only did Thomson’s — we mean Beaton — have an exceedingly pleasant and successful Christmas tree … but the citizens also made use of the occasion to christen their town with its new name — Beaton.”

It took a while for Beaton to catch on — the Nelson Daily News was still calling it Thomson’s Landing as of 1903.

Beaton’s namesake is the source of some controversy.

Although it is well established that it was after local entrepreneur Malcolm Beaton (1860-1916), some sources mistakenly refer to him as the editor of the Nelson Miner. This was in fact Donald J. Beaton (1841?-1901). Their relationship, if any, is

unknown.

The Beaton post office closed on October 30, 1969 but the community remains inhabited.

Beaton is sometimes confused with Evansport, a nearby townsite we’ll get to later in this series.

One other oddity: in their book British Columbia Place Names, G.P.V. and Helen Akrigg claimed the fledgling town of Thompson, named for founder Ross Thompson, changed its name to Rossland “because the post office department found the name Thompson caused confusion with a Thompson [sic] Landing on the Arrow Lakes.”

However, this appears unlikely as there was never a post office application for Thompson and correspondence concerning Rossland’s application in 1894 didn’t mention Thompson or Thomson’s Landing. The latter had been named by then, but didn’t yet have a post office.

personal garden is only limited by the constraints of a person’s imagination. The vast array of plants and flowers available from all over the world can turn anyone’s yard into a melange of functional spaces.

When designing a garden, many homeowners do not know where to begin. Much like decorating the interior of a home, how a garden landscape is executed depends on various factors.

Climate and conditions The foremost consideration when planting a garden is the climate where the garden will be located. Planting items that are not conducive to growing in certain conditions can be counterintuitive and a waste of money and effort.

Those who like a dreamy ethereal feel to their gardens may be inspired by cottage designs, where generously filled borders overflow into a flower and foliage paradise.

Some people are more focused on the accents in their gardens than the plants themselves. Modern architecture pairs well with a contemporary style that blends minimalist accents and easy-to-maintain plants.

Although you can change plants in your garden, investing in a garden that you will be happy with for a long time is a costly venture. You may want to consult a landscape architect or local nursery to find the plants and trees that fit with your design and lifestyle. 2013 Sprinkling Regulations Here in Grand Forks, the water that is used by each and every resident comes from deep water wells — as deep as 250 feet. Like many communities in southern British Columbia, Grand Forks faces drought and water supply issues during the hot summer months and very high energy costs for pumping during high demand. Sprinkling regulations help conserve water and ensure there is enough water during the hot, dry summer. In Grand Forks, properties with “even” numbered civic addresses may sprinkle on “even” numbered days (ie: 2nd, 4th, 6th, etc.). Those with “odd”numbered civic addresses may sprinkle on “odd” numbered days (ie: 1st, 3rd, 5th, etc.).

• For manual users, sprinkling is permitted from 7am-9am and from 7pm-9pm.

• For automated timed underground sprinklers, watering is permitted either from midnight-4am or from 7am-9am and from 7pm-9pm.

• Flower gardens, vegetable gardens and newly planted lawns and landscapes may be hand watered at any time. Manual sprinklers are not permitted.

• For the first month only, newly planted lawns and landscapes can be sprinkled twice a day every day from 7am-9am and 7pm-9pm using either manual or automatic underground sprinklers. Automatic systems can be used to water up to five minutes per zone at a time with total watering time not to exceed 4 hours.

Conserving water will reduce peak demands and help reduce the cost to maintain and operate the water system. When it comes to water conservation, every little bit helps. If we all do our part, we can make a huge difference.

Did You Know?

• The average Canadian uses 329 litres of water per day, although the average Canadian thinks they use 132 litres per day.

• 26% of British Columbians have no idea where the water that flows out of their tap comes from.

• 65% of all indoor water use occurs in the bathroom. The next highest area of use is laundry, which accounts for 20%, followed by kitchen/drinking (10%) and cleaning (5%).

• Domestic water consumption can increase up to 50% in the summer months when people are watering their lawns and gardens.

Save Water in Your Home!

TIP 1 Fix that leaky toilet and save hundreds of litres of water in a year. To find out if your toilet is leaking, put food coloring in your toilet tank. If it seeps into the toilet bowl without flushing, you have a leak.

TIP 2 Shorten your shower by a minute or two and you’ll save more than 500 litres per month.

TIP 3 Invest in water savings. Energy efficient front-loading clothes washers use 35-50% less water and 30% less energy than standard washers.

Use your clothes washer for only full loads.

TIP 4 Upgrade older toilets with water efficient

Water – Every Drop Counts: Help Us Conserve One of Our Most Valuable Resources If your habits resemble those of an average Grand Forks resident, you use about 720 litres per day of water—that’s more than 3,000 cups of water every day. That’s also about one-third more than the average British Columbian.

Have you ever wondered where all that water comes from? With May 20-26, 2013 being Drinking Water Week across BC, we’re hosting an open house at our Well #3, located on 68th Ave. just east of 27th St. We want to help you save water and use it more efficiently. Join us for a short tour, refreshments and find out where your water comes from.

The open house is the first of many opportunities in the coming months for residents to learn helpful tips and practical solutions to reducing water use, and maintaining a healthy lawn and garden.

Currently, the City of Grand Forks pumps water to a reservoir located in the east end of Grand Forks. The electricity costs associated with pumping, as well as wear on the pumps would be reduced if water demands could be reduced up to 25 per cent.

There are a number of things you can do in the coming weeks to learn more about water conservation, including how to use less at home and still maintain a healthy lawn and garden.

Get started by making a commitment to save water by taking the Drinking Water Challenge at http://www.drinkingwaterweek.org/challenge.

Come see us on June 18 at 7pm at Dr. D.A. Perley Elementary for a public information session, sponsored by FortisBC, on how you can save water, energy and money all at the same time. You’ll be able to pick up a home energy saver kit — including a low-flow shower head, kitchen tap aerator and CFLs — at a reduced price. PUBLIC NOTICE

NOTICE OF WATER MAIN FLUSHING The Water Utility Department advises residents that we will be flushing water mains throughout the City during the months of April and May. Flushing water mains are done as part of a scheduled preventative maintenance program to remove sediment that gradually deposits in the pipes and helps maintain water quality in our system.

Flushing will take place between the hours of 5:00 am and 3:30 pm. As we flush your area, you may experience a temporary reduction in water pressure and/or discoloration of the water. These conditions are normal during flushing activities and are only temporary. Please check your drinking, cooking, and laundry water before using. To clear your water lines, simply turn on your cold water tap or outside hose bib and let it run until the water is clear (approx 15 min.)

The City of Grand Forks regrets any inconvenience the flushing program might cause you. If you have any questions or if you experience any persistent water quality problems as a result of this maintenance program, please call City Hall, at 250-442-8266.

BUILDING INSPECTIONS PUBLIC NOTICE Beginning July 1, 2013 the City of Grand Forks will be offering Building Inspection services within the new Land and Development department. This includes a one stop process for future development where building permits and building inspection services are available.

As of JULY 1st 2013, if you live within municipal boundaries, these services can be accessed through City Hall.

TIP 5 Install water-saving aerators on all of your faucets and water-saving shower heads.

TIP 6 When washing dishes by hand, don’t let the water run while rinsing. If your dishwasher is new, cut back on rinsing altogether. Newer models clean more thoroughly than older ones.

TIP 7 Collect the water you use for rinsing fruits and vegetables, then reuse it to water houseplants.

TIP 8 Keep a bottle of drinking water in the fridge, as running tap water to cool it off for drinking water is wasteful.

TIP 9 When shaving, fill the sink instead of letting the water run continuously and save 10 to 20 litres of water each time. Also, turn off the water after you wet your toothbrush.

Save Water Outside and Still Have a Healthy Lawn and Garden!

TIP 1 Do not over water to compensate for expected dry periods. Soil cannot store extra water.

TIP 2 Lawns and gardens require only 35 millimetres (enough to fill a tuna can) of water per week during warm weather. Less is needed during spring, fall, or cool weather.

TIP 3 Water lawns every three to five days, rather than for a short period every day. This will help grow deeper roots, making your lawn more tolerant to hot summer temperatures.

TIP 4 Raise your lawn mower blade to cut grass no lower than eight centimetres (three inches).

Longer grass will shade the soil and reduce moisture loss. Long grass also helps feed the roots, reducing the need for it to quickly re-grow.

TIP 5 Choose water-efficient plants and consider xeriscaping. On days when it has rained, water your lawn less and turn off your automatic irrigation system.

TIP 6 Install a rain barrel and use the water you collect for your lawn, garden, and/or indoor plants. Collecting rainwater for watering needs uses very little energy compared to watering with treated water, which require enormous amounts of energy to clean and pump it to your tap.

Property Taxation 2013 Property tax notices and Home Owner Grant applications are being mailed out to owners of properties within City boundaries in the second half of May. Property owners are reminded that the due date for the 2013 property taxes is July 2, 2013. If a property owner does not receive their tax notice they should contact City Office by phone at 250-442-8266, by fax at 250-442-8000 or by email at info@grandforks.ca. All balances owing after close of business on July 2, 2013 will be subject to a 10% penalty as required by the Community Charter.

Individual resident homeowners are eligible for a Provincial Home Owner Grant which will reduce the taxes owing on an owner occupied home but must submit a Home Owner Grant application for each taxation year regardless of whether tax payment arrangements have been made through the City, a bank or mortgage company or any other agency. Be sure to apply for your Home Owner Grant before the due date of July 2, 2013 to avoid unnecessary penalty charges. Home Owner Grant applications may be made in person at City Hall or on the City’s website. You must have the folio number of the property tax account and the access code which has been assigned to your account in order to claim the Home Owner Grant or to make a payment on line. Both these numbers appear on the property tax notice mailed to the address on record for the registered owner of the property.

PLEASE ALLOW 5 BUSINESS DAYS FOR YOUR PAYMENTS TO BE PROCESSED IF PAYING BY INTERNET OR TELEPHONE BANKING. The City sends out one consolidated property tax notice on behalf of the following local governments and agencies.

City of Grand Forks: Municipal works and services plus the parcel tax excluding water, sewer and garbage. This is the only amount the City retains and is accountable directly to the taxpayers of the City of Grand Forks.

Regional District of Kootenay Boundary [RDKB]: Governance, planning, animal control, building inspection, economic development, waste disposal, recycling, arena, aquatic centre, library and curling rink. This is a joint service with municipalities and electoral areas of RDKB. Arena and aquatic centre is a joint service with Electoral Area D and Grand Forks. Curling Rink and Library is a joint service with Electoral Areas C, D and Grand Forks.

School District: school tax assessed by the Province of BC. Partly offset by the Provincial Home Owner Grant. Any unused home owner grant is applied against the municipal tax Policing: Assessed by the Province for providing RCMP contracted police service in the City of Grand Forks, Electoral Area C and D of RDKB. Hospital: Hospital tax covers the entire West Kootenay to provide capital funding for buildings and equipment up to 40% cost sharing with the Province of BC for all hospitals and Interior Health managed facilities in the region.

BC Assessment Authority: The tax is levied to provide assessment service to all local governments in the Province.

Fortis BC will process the registration and arrange the initial $60 Energy Assessments.

Fortis BC will additionally confirm the residence of the applicant to be within the City limits. If the registration is for a City of Grand Forks property, the first 100 Grand Forks registrants will be charged $35 by FortisBC/Energy Assessor at the time of registration/assessment.

FortisBC will provide to the City of Grand Forks, a list of the Grand Forks applicants that received the $25 subsidy.

Property assessment is done by the BC Assessment Authority and is based on the market value of all real properties in BC. Correct classification is determined for every property. Legislation is reviewed to determine if the property is fully or partially exempt from taxation. Once the assessment is complete, a Revised Assessment Roll is provided to the City. Based on the information provided on the Assessment Roll and the revenue required to be raised from property taxation for services, a tax rate is determined for each class of property.

Survey aims to help Trail theatre grow Trail briefs

Trail likes country music, comedy and children’s programming, according to feedback from a survey in circulation that looks at the future of the Charles Bailey Theatre.

Theatre fronthouse manager Nadine Tremblay is collecting information from residents, patrons, business owners and the public before moving forward with a business plan for the 764-seat facility.

“The theatre is totally fine, in principle, it’s a business that’s up and running.”

The plan will recommend how the Regional District of Kootenay Boundary (RDKB) can efficiently run its theatre, with an ultimate goal of increasing the number of acts and patrons.

“The theatre is totally fine, in principle it’s a business that’s up and running,” said Tremblay. “But even just going to Nelson, a community really close by, they use their theatre six days a week almost all year so right there I think, ‘Why aren’t we doing that? Why are we only open four times a

month?’

Though the survey was just released Thursday, Tremblay said over 100 have been filled out. The questionnaire that collects information from recipients as well as ideas, can be found online at the Trail and District Arts Council website (www. trail-arts.com) or at the theatre box office (Monday through Friday from noon-4 p.m.).

handing the survey out, with initial efforts done at Ferraro Foods this past weekend and another round at Waneta Plaza this Saturday. This is in addition to a community consultation scheduled for the end of the month.

Accident victim identified The BC Coroners Service has released the name of the driver of the truck which crashed shortly after noon May 3 after los-

The coroner reports that the driver and sole occupant of the truck was 52 year old Frederick Wilkinson, of Cornwall, Ontario. The month of May is the time for birth and regrowth, which is apparent in all of the living things we encounter, especially when those things come in the form of new litters of kittens, puppies and other domestic pet animals.

This month, the Trail Regional BCSPCA would love to express the importance of kindness to animals. Not just adults, but children alike. The lesson to your children about the benefits of being kind and loving to animals they encounter is an extremely important lesson that they will learn.

As the knowledge of animal behavior becomes more mainstream in our day to day, teaching your kids the right way to be with animals is something that they will use for the rest of their lives, and in turn they will teach their children.

The pets that we add to our families are more understood today then in recent times. Helping your children to understand that their pets are individuals just like them and require a certain amount of space and patience is very important. When the kids understand that not all kittens and puppies want to be overly petted or cuddled, we can show them more positive interactions with animals with less chances of a bad or harmful occurrence. Learning to be kind to their pets will also strengthen the child’s ability to have sympathy and empathy to their human counterparts, and teach them that kindness is always the best way to be with anyone they meet.

We here at the Trail Regional BCSPCA feel that if we can teach the many kids in our community the importance of being kind to animals, that they will grow up to be more loving people. Perhaps teaching these children the lesson that animals need us to be their voice will make the animals we work with happier and more trusting of the humans they meet.

A great way to get your kids involved and to learn more patience and kindness to all animals, may be a chance to come and see the animals with you at your nearby shelter. The animals living there always love to meet new people and are in need of a kind touch and word. Sometimes the animals that come into shelters have had rough lives and haven’t had too much experience with young children. This is an awesome time to show your kids how animals have their own thoughts and feelings, and that they can feel the same things that the kids do....fear, sadness, and joy amongst other things. Once your kids know this, tell them to go slow and to earn the trust of the animals they meet. It will be a great thing to happen for both your child and the animal.

McGill introduced the idea for the project with council in February of this year and has developed a
