Community Grand Forks Farmers’ Market open for business Karl Yu West Kootenay Advertiser

The Grand Forks Farmers’ Market has started up for the season and anyone can head down to Gyro Park on Central Avenue on Tuesdays and Fridays to shop. Vendors sell their wares between 8 a.m. until 1 or 2 p.m. and the farmers’ market will go until about the middle of October. “We’ve got a really good variety, with Maxwell Nicholson’s (Alaythia Cakes) cupcakes and fresh fruit and vegetables and we have crafts, knitting and jewelry, tea and plants,” said market manager Heather Underwood. “I hope we’ll see everybody,

all season long, coming down and enjoying themselves.” But while Underwood said there were about 22 vendors at the market’s first official day of the season on May 10, she expects even more as the season progresses. She said while there are a number of people who grow their own produce in their gardens, it might not be ripe for picking yet. As the season progresses and the weather warms, however, so will the number of kiosks at the Grand Forks Farmers’ Market. “I hope people will come and have a look around and enjoy and spread the word,” Underwood explained.

Unified Trail city council officially adopts municipal budget Trail briefs

In a unanimous vote, Trail council adopted its 2013 City of Trail budget on May 13. The $24 million general revenue fund is slightly outweighed by expenditures, which are projected to be closer to $25 million, taking into account depreciation on capital assets. But, for the most part, money will be spent giving the city a much needed facelift. Council approved in excess of 80 projects, with a total value of $8.5 million. In light of all the improvements, residents may wonder how the bills are getting paid. In part, what this means to the taxpayer is an increase in property tax levy which is a primary revenue source for the city. For the average residential property

with an assessment of $180,000, the tax levy will increase by $6 over the previous year. Moreover, the total residential utility charges will increase to $620, up from $604 in 2012. And, the city’s general municipal budget is forecast to increase by 1.99 per cent with a municipal tax levy projected to be set at $11 million.

Education Selkirk College embraces Vodcasting for teaching

Selkirk’s Teaching and Learning Institute recently ran two workshops on flipped learning and vodcasting, the technique of creating videos shared with learners prior to classes to enhance face-to-face interaction during time together. Instructors, library and program staff who have students that would benefit from recorded material and who utilize online platforms are embracing vodcasting. Modernizing the Learning Environment

The first workshop was led by April Gudenrath, a member of the Flipped Classroom Cadre, from Colorado Springs via Google+ Hangout. Host, Teaching and Learning Institute Coordinator, Theresa Southam recorded the session live on her YouTube channel. These vodcasts were then available for learners to review. Southam offered the workshops in answer to demand from instructors curious about this new, revolutionary teaching technique. Vodcasting’s main platform is providing information for learners to view, at their own pace, before coming to class. This leaves classroom time for interactive knowledge application, sharing amongst learners and more one-to-one time. Flipped learning and vodcasting are key parts in Selkirk’s Strategic Directions focus to modernize our 21st century learning environments, and Pillars of Success aim for teaching excellence. While this may be true, tetanus infection can also occur from a minor scrape or puncture while gar-

The toxin that is released by the bacteria blocks normal control of nerve reflexes in the spinal column, resulting in painful muscle spasms that can affect the ability to breathe. Twelfth in an alphabetical series on West Kootenay-Boundary place names. Beasley, the Kootenay River community between Taghum and Bonnington, is named for Harry Exeter Beasley (18631943), in the 1890s the superintendent of the CPR’s Kootenay branches, and by 1904 the company’s Vancouver superintendent. When the infamous Bill Miner robbed a train at Mission in 1904, Beasley was part of the investigation and manhunt. His 6,000 square foot mansion in Victoria, designed by Samuel Maclure and built in 1912, still stands. The earliest appearance of Beasley as a place name was in the Nelson Tribune of November 14, 1900, which described the location of a mining claim as “opposite Beasley Siding.” It was still called Beasley Siding or Beasley’s Siding through 1908, but appeared in its abridged form the following year in the Minister of Mines re-

port: “In the immediate vicinity of Nelson, the Queen Victoria mine, at Beasley, has been the centre of great interest.” According to the Nelson Daily News of January 28, 1939, the Consolidating Mining and Smelting Co. established Beaver Falls southwest of Fruitvale in 1938 as a community for its employees. Writing in Beaver Valley & Pend d’Oreille, Margaret Wood credited Boyd C. Affleck, who built the first house there some years earlier, with choosing the name. Anna Reeves added in Tracks of the Beaver Valley & Pend’Oreille: “The name Beaver was first applied to this area because of the large population of beavers found in the district when the first people came through. Long-time

residents can remember beavers building dams to such an extent that they caused the creek to overflow and flood the road.” The Beaver Falls post office opened on May 2, 1949 but moved to the recently-established community of Montrose on October 30, 1953. (A rare Beaver Falls postmark sold last year for over $100.) The falls themselves are 56 feet (17 metres) high and have a train bridge running over them. Periodically passenger trains have been offered to the falls on special occasions. Belleview, also spelled Bellevue, was on the top end of a narrows on the west side of the Columbia River between the upper end of Lower Arrow Lake and lower end of Upper Arrow Lake. Clark Marshall

explained that Belleview was “about three quarters of a mile” north of the old Burton townsite, on the opposite side of the river. Kate Johnson in Pioneer Days of Nakusp & Arrow Lakes claimed the community got its name in the early 1920s when a school opened there. An earlier reference, however, can be found in the Trail Creek News of June 8, 1912: “All along the riverfront from Belleview to West Demars the same sign of prosperity exists …” Belleview was lost in the flooding of the Arrow Lakes. Contracts and letters of intent to sign up for broadband Internet service will be sent out in the next few weeks to prospective business owners as the grassroots interest in the project is firmed up and a business case is built for the expenditure. Rossland City council approved the move during their regular council meeting on May 13, setting the stage for bringing broadband Internet to the city. There has been a lot of positive feedback and interest on the project, said councillor Jody Blomme, but nothing down on paper. “One of the biggest risks to the initiative would be lack of adoption after all of this infrastructure is

put in,” she said. “So we want to mitigate those risks.” Broadband would be $125 for businesses and $50 per month for residents, over the life of a five-year contract. Councillor Cary Fisher said the broadband idea was good, but there had not been a business case attached to the proposal. He suggested issuing contracts with the letters of intent, contingent on the project being realized. “This could be better for our telecommunications, but no one has ever priced it out. It’s all anecdotal,” he said. Council agreed to have the contracts sent out in conjunction with the letters of intent (explanation). R e pre s e nt at ive s from the Broadband Task Force updated

council on the project and requested financial support ($10,659 plus tax) Monday to acquire the Fortis BC pole permits necessary to start implementing the broadband project. The Broadband Task Force—made up of technology-associated Rossland residents—had been investigating the potential risks and benefits of broadband to help move forward

the initiative and to apply for grants to pay for it. They have two grant requests in ($75,000 in total) and have constructed a business case around the buy-in of 18 downtown businesses. With the uptake of 18 businesses, the return on investment for the City is calculated at 10 years. The Columbia Basin Broadband Corporation (CBBC)—a

subsidiary of the Columbia Basin Trust (CBT) who could be partnering with the City of Rossland to bring broadband into the downtown—will be paying $4,697 of the cost for 30 poles. The monthly rental of the poles will be $211 per month. The contract is good in perpetuity, but Fortis BC reserves the right to change the rental price. The contract needs to be finalized by May 28 or the City loses the reservation and will need to re-apply. The application process for the pole permits took five months. City staff will bring a report back to council on May 27 on the letters of intent, with council action on May 28. “One of the greatest aspects of this is the potential to do business growth

Eclipses pack an added charge compared to usual New and Full Moons. In the flow of things, they manifest as important decisions and pivotal events that coincide with major turns in people’s lives. Those most affected are those whose charts are specifically affected. Whether the affect will bring opportunities, break through, challenges or break down or a mix of the above or nothing much at all depends on the specifics of one’s Natal Chart. The exact degree of this eclipse is 4 Sagittarius 08. Saturn in Scorpio and Neptune in Pisces are in close alignment with this Full Moon and the Sun, so they are key contributing factors to the overall picture and influence as well. Kootenay residents asked to attend an ener-vention FortisBC PowerSense launches the Kootenay Energy Diet Kootenay residents will get help slimming down their energy use when they join the Kootenay Energy Diet, set to launch in Castlegar on May 22 with community ener-ventions (information sessions and trade shows) to follow in Trail, Salmo, Rossland, Grand Forks, Slocan, Creston and Kaslo. “As we found through the successful Rossland Energy Diet, a community based approach is an effective way to provide customers with one-on-one support to make energy efficiency upgrades,” said Tom Loski, vice president of customer service for FortisBC. “With home and hot water heating accounting for most of the energy used in Kootenay homes, helping people make upgrades in these areas through a program like this can have impact for our

customers.” To participate in the Kootenay Energy Diet, residents are invited to attend an ener-vention where they can meet local experts and service providers and sign up. These ener-ventions are all from 7 p.m. to 9 p.m. and will take place (the first was in Castlegar on May 22 at Stanley Humphries Secondary School) in:

· Salmo on May 23 at the Salmo Community Centre, · Castlegar on May 28 at the Castlegar Community Complex, · Trail on June 11 at the Cominco Gym, · Rossland on June 12 at Rossland Miners Hall, · Grand Forks on June 18 at DA Perly School, · Slocan on September 10 at WE Graham School, · Creston on September 11 at the Creston Community Complex and · Kaslo on September 12 at JV Humphries School. Residents who can’t attend an ener-vention can sign-

up online for up to six weeks at fortisbc. com/energydiet. Participation also gives residents access to up to $4,000 in rebates from LiveSmart BC and up to $2,000 in rebates from FortisBC. Local credit unions have also collaborated to provide participants with financing for their energy saving upgrades. Participants can apply for low-cost, long amortization loans from all local credit unions – Nelson and District Credit Union, Kootenay Savings Credit Union, Heritage Credit Union, Creston and District Credit Union and Grand Forks Credit Union. “These partnering credit unions are interested in helping people invest in the energy efficiency of their homes,” said Doug Stoddart, chief executive officer of the Nelson & District Credit Union. “By taking advantage of the loan option, we can help our members overcome the upfront cost of making their home more comfortable and less expensive to operate.”
