OK Falls residents take sewer fee increases in stride RDOS officials come prepared for backlash over rising rates, but residents appear to accept pending increases

By Steve Arstad news@keremeosreview.com Regional district politicians and staff met with approximately 20 members of the Okangan Falls community on May 15 to discuss increasing sewer rates in the village.

Electoral Area “D” Director Tom Siddon provided a history of the old and new sewer plants in Okanagan Falls in an attempt to provide a clear picture to the residents as to why rates were about to hike upwards.

The regional district will be increasing sewer rates over the next three years in order to begin repayment of a 4.9 million dollar loan that was the community’s one third portion of the total cost for the new sewage treatment plant in Okanagan Falls.

Siddon explained that plans for the new water treatment plant began in earnest nine years ago, but were stalled until two thirds funding was found.

“It’s time for the community to pay the balance,” Siddon said, “the cost must be presented to the community.”

RDOS Engineer Liisa Bloomfield discussed the differences in technology between the old and new plants, noting that public consultation played a major role in the final selection of the treatment plant and process.

An additional treatment for water exiting the new plant known as “bio filtration” or “polishing” where the outflow is passed through marshlands prior to entering the Okanagan River channel - will have

to wait until the Canadian Wildlife Service reviews a study on possible “endocrine disruptors” in the outflow water.

The plant is now running in the commission stage. This phase involves the possible temporary use of the old treatment plant while the new one works through any start up issues that might occur as the plant moves towards a fully operational phase. Once that is achieved, the old plant will be decommissioned, and most of the infrastructure will be removed. What remains will serve as a sewage lift station.

RDOS Financial Manager Sandy Croteau presented the bad news sewage rates will rise over the next three years as the regional district implements the full cost of the loan repayment.

Okanagan Falls’ sewer user rates covers all costs associated with the operation of the sewer system, Croteau explained, adding that the original cost of the new plant was based on a figure of 11.7 million dollars, of which 6.25 million was funded through two thirds funding and a further $518,000 provided through Development Cost Charges and capital reserves.

Annual debt servicing on the 4.9 million dollar loan for an average single family dwelling will be $260, which will be phased in over a three year period. This year’s increment will be $114. She provided an example of an average residential user fee of $616, up $85 over last year.

Croteau added that the regional district had monthly payment plan options available.

Croteau noted other unanticipated costs related to the new plant, including environmental monitoring, operational costs, staffing, and utilities. New connections and the possibility of reducing operating costs may help to reduce future increases, Croteau said.

Residents were assured that should future developments and

other communities wish to hook up to the system, the new users will pay for any additional costs needed to service them. The plant was built with room for future increases in capacity, but there will be additional capital expenditure associated with a large increase in users.

One resident asked for a sanidump station to be located in Okanagan Falls, as recreational vehicles have to leave the community to dump their holding tanks. Director Siddon agreed, saying, “We’ll have to re-examine that.”

Few seemed upset by the upcoming rate increases, which was the major reason for the meeting. One resident commented that a sewer connection was still cheaper than a $30 - $40,000 septic system.

“We wanted people to understand the costs, and their bill when they get it,” Siddon said, “we feel it’s the way to go.”

He added that phasing in the debt portion over three years would be easier on taxpayers, noting that “now is not the time,” for big tax increases.

The need to clean up the valley’s water and Okanagan Falls’ residents reaction to the challenge was highly praised by the regional district politicians in attendance.

Osoyoos Mayor Stu Wells also attended the meeting, addressing the gathering to express his support for the project and the hope that secondary treatment through the Vaseux wetlands would take place soon. Wells’ interest in the project comes from his association with the Okanagan Basin Water Board, in addition to being mayor of a downstream community.

“It’s been said that water in Osoyoos has passed through at least three sets of kidneys,” told the gathering, praising Okanagan Falls residents for taking the initiative and bearing the cost to upgrade and modernized their sewage treatment facilities.

Regional board revisits consultant’s 911 infrastructure report once again Redundancy the reason for study options, board learns

By Steve Arstad news@keremeosreview.com Regional District Okanagan Similkameen Directors tackled the task of understanding the RDOS emergency radio telecommunication study at the May 16 Protective Services Committee meeting.

It was a lengthy discussion, however, that ultimately revealed little in the way of new facts or alternatives to the contentious December, 2012 Planetworks Consulting study.

RDOS directors sought assistance from DE Joinson and Associates to help bring clarity to the recommended upgrade requirements laid out in the Planetworks study, which was presented to the board late last year.

Since that time, a number of issues arose with the recommendations laid out in the study, which presented two options; a one to one approach, where each RDOS firehall had a dedicated link to 911 dispatch, or the zoned approach, where clusters of firehalls shared a common link.

Several RDOS firehalls protested the zoned option, citing concerns surrounding more complicated radio operations and, in the case of Summerland and Osoyoos, the feeling that the changes would actually represent a step backward for the two departments.

Doug Joinson was present at the meeting to summarize his findings with respect to the Planetworks’ report. Much of the meeting was spent rehashing the report’s findings and recommended options, going over information that most of the directors were already well familiar with.

Some clarity over an issue concerning communications methods was finally reached when Area “D” Director Tom Siddon asked why the study proposed all radio links to dispatch, as opposed to a combination of radio and VOIP ( Voice Over Internet Protocol) or fibre optic signals.

Noting that the regional district’s contract for 911 service with Kelowna may not be in force in perpetuity, Siddon said, “The Kelowna link is a temporary one, and the cost of a tower on Okanagan Mountain may not be necessary after a few years - that’s a major part of this expenditure.

Is this the best technical point? I’m not convinced it is.”

Chief Administrative Officer Bill Newell responded, “Landlines are often the first to go down. We’re looking for redundancy - all radio links will provide that.

This option doesn’t replace telephone links - it adds redundancy.”

Joinson further explained that the Okanagan Mountain site provided the best location in the region for a radio antenna that could access zones in the Okanagan as well as the Similkameen.

The concept of providing redundancy - by having primary and backup communication links sourced through separate, single mediums represented a breakthrough for several directors who questioned the report’s dispatch communication methods.

Osoyoos Director Stu Wells insisted that there was no failsafe method to ensure redundancy, to which Joinson replied that risk analysis had been undertaken in order that “best efforts had been made to make the system as reliable as possible.”

“There are many things you don’t address,” Wells returned, “ I want to make sure people understand this is not infallible.”

Summerland Fire Chief Glen Noble was on hand to discuss his department’s concerns with the zoned approach, while Summerland Director Janice Perrino sought assurance that her fire department’s effort and expense to keep their department’s communications links up to date would not be compromised or lost with the implementation of the Planetworks’ strategy.

During the afternoon board meeting, directors opted to authorize the Alternate Approval Process to allow funding for the upgrades. The board will also allow regional fire chiefs to look at the possibility of providing a separate zone for Summerland, a move that would allay many of the concerns of that department.

The B.C. Provincial election held on Tuesday, May 14 held more than a few surprises across the province with a majority Liberal win.

Liberals managed to maintain their hold on the Boundary Similkameen riding as well, with Linda

Larson besting Sam Hancheroff of the NDP by 1,197 votes.

Editorial Campaign promises not remembered Another election is over - and about time.

Most of us are probably “promised out”- having heard for the last month all the nice things our elected officials are planning to do for us.

It was interesting to note one particular promise made by almost all the candidates who were present at the Keremeos all candidates forum held on May 2 at Victory Hall.

One resident asked the panel how they would respond to MLA salaries and pensions once elected.

“You need to lead from the top,” the resident said, referring to salaries and pensions that were out of line with comparable private sector work.

“You need to show leadership.”

NDP candidate Hancheroff said that he was running for election to make a difference, and did not know how much an MLA gets paid.

Green Party candidate Kwasnica asked the resident to consider senator pay and compensation paid to ICBC executives as examples of excessive remuneration. He agreed that salaries needed adjustment.

Independent candidate Popoff described MLA pensions as “undefined, unfunded and indexed,” making them endlessly expensive and unsustainable. He promised to support a more acceptable pension plan and work to reduce the annual salaries of MLAs, which he declared to be in the order of $140,000 per year.

Liberal candidate Larson promised that she wouldn’t be looking for a pension, or taking one.

She also agreed to review MLA salaries.

The candidate’s answers were reminiscent of questions posed to our local rural directors during the last municipal campaign, regarding such things as food perks and remuneration.

From our perspective, it’s a campaign promise that has been long forgotten by our local reps.

Hopefully, our provincial representative will have a better memory.

Polarized politics a costly system

By Tom Fletcher Black Press One benefit of the surprising fourth term for the B.C. Liberal Party is that the provincial government won’t be subjected to another big, expensive ideological remake.

Taxpayers are spared a bill of millions in severance pay for deputy ministers and other senior staff who would be purged in large numbers in the left-right lurch that has defined B.C. politics for a generation.

BC Ferries will continue as an arms-length operation, with ferry commissioner Gord Macatee in charge of service levels as well as fare caps. The service rationalization that the government set out in the past year will continue.

The NDP platform vowed to “position BC Ferries as an integral part of B.C.’s transportation infrastructure.” Freely translated, that means “suck BC Ferries back into government,” as one

of their strident supporters likes to say.

That would conceal the growth of the subsidy and facilitate the kind of political and union interference that resulted in the current structure.

There will be no $10 million rehash of the BC Rail sale and subsequent seven-year trial, to enrich elite lawyers once again.

The NDP promised an inquiry for strictly political reasons, to drag their opponents through the scandal one more time. It was not a prelude to “nationalizing” the province’s train service, dream scenarios of the NDP provincial council notwithstanding.

Costly legal confrontations over development projects have been avoided. The Jumbo Glacier Resort proponents finally won a 20-year fight for permits, and the NDP promised to take them away.

A larger ideological battle over private power contracts has also been

avoided. The B.C. Liberals have been caught by a sudden shift in power markets caused by cheap, abundant natural gas, but the billions in commitments to independent power producers isn’t the fiasco that critics have described.

If all those privately developed run-of-river hydro projects were owned and operated by BC Hydro, the Crown corporation would have to staff them and maintain them all for the next 40 years. There are differing views about the future demand for electricity in B.C., but it can only rise with industry and population growth.

A decade of federal and provincial work to end duplication of environmental assessment won’t be undone. NDP leader Adrian Dix’s promise for “made in B.C.” reviews was a strategy to choke resource projects to death under endless procedure, which may yet be the fate the Jumbo resort.

Advocate office, but it won’t be staffed up to duplicate the Ombudsperson’s role of taking complaints.

That’s good, since the Ombudsperson has become ineffective, labouring for years over a massive seniors’ report with so many recommendations it sank like a stone.

A new seniors’ advocate can offer advice at the management level to help the health care system evolve, but only elected politicians are positioned to tell individuals they can’t have what they are demanding. The government should be adding more direct services, not more bureaucrats.

There will be many arguments about the failure of the NDP to win against an unpopular B.C. Liberal government that is still weighed down by the harmonized sales tax and other heavy baggage.

This election could be the beginning of the end for the old left-right model for B.C. politics.

Hedley resident upset with cell tower decision To the Editor: to the fine people of Hedley. it appears Ms Woods, our elected Area “G” Director, has screwed us again.

She did not make a motion to accept our cell phone tower petition and have the board issue a letter of concurrence to Industry Canada to support the “go ahead” for a cell tower in Hedley on the Telus site.

I find it totally baffling that she did not do this as she certainly used a smaller petition to block the tower.

Our petition held over 200 names if you counted the overwhelming vote for, by the U.S.I.B. Ms. Woods originally said that with such a close vote between yay and nay, using petition against and standard lands open house numbers which were for, she asked the rural directors to hold off on their decision until a secret vote was taken by her. This was on March 8 and since has done diddly squat about it. This is why the petition for the tower was taken as she was doing nothing.

I wonder why a secret vote needs to be taken. This is not a money issue so only property owners voting is crap. One of the biggest user groups of cell phones are teenagers, so surely since the money is coming from

Telus and not taxpayers everyone should have a say.

She refuses to act on the wishes of a majority of the people of Hedley.

In a letter she stated that she had been told that residents have been afraid to share their views because of possible harm coming to them from residents who have a different view. I request her to share the number of people who offered that opinion. That is pure psychobabble and is used way to often as an excuse. Give your head a shake, Ms. Woods. It certainly appears to me that you and a small group of your like minded buddies are coming up with any and all excuses to stop Hedley from leaving the Dark Ages. If the petition for is not acted on for the letter of concurrence, but was stopped because of the against petition I believe that Ms. Woods sense of democracy is delusional. So in ending my letter I wonder if Ms.Woods should be our elected official as Area “G”Director because it seems she is not competent to do her job. She does not know better than the majority.

Thoughts on the districts “inquiry model”

To the Editor: At the April PAC meeting at SESS the six parents in attendance were presented with School District 53’s latest proposal, which they plan to adopt (or not) at the next meeting on May 22, 2013. It is called the “Team Inquiry Model”.

This “model” is based on research done by an academic in New Zealand who determined that if educational staff, teachers, administration and support staff, took time to meet together to discuss and ask questions about teaching strategies, specific difficulties, student’s and their needs, then they could come up with ways to improve the learning outcomes for their students. They are probably right, and I support the fact that the people who spend their days teaching our children should be talking together, in fact I thought that they already did.

I recently attended the Learning Forum at SOSS on May 8 to educate myself about this new proposal. The district staff and the trustees presented the “Inquiry Model” to mostly other district staff and a handful of parents. Out of the 50-60 people in attendance I would estimate that there were 10 parents, of which Keremeos had two representatives.

If the district adopts this “model” it will remove approximately 10 hours of teaching time from the current school year, this is down from the 14 that was presented to us at our April PAC meeting. So throughout the year our kids will be dismissed early about six or seven days. This can be done because the district currently provides more face to face teaching time than is legislated by the government. It’s a case of not taking anything away from us because the district was giving us more than we were supposed to get in the first place.

And because the district is making this a blanket policy, it will occur on the same day at the same time for every school in the district. In the current proposal they have chosen Wednesday afternoons, it may be more palpable to parents on a Friday.

In my discussions with both of our local principals at the learning forum I was told that they have managed to incorporate time in the current schedule for “inquiry time” without having to dismiss the student body early on any days. So my question then becomes one of “Why doesn’t the rest of the district follow Keremeos/Cawston’s lead with their scheduling?”

Early dismissal will generate problems for many working families in our area, especially those families with younger children attending Cawston Primary. 9-1-1 Emergency Service Loan Authorization Bylaw BYLAW 2623, 2013 Notice of Alternative Approval Process NOTICE IS HEREBY GIVEN pursuant to Section 86 of the Community Charter, that the Board of Directors of the Regional District of Okanagan-Similkameen seek the approval of the electors within the boundaries of the Regional District for the adoption of the 9-1-1 Emergency Service Loan Authorization Bylaw 2623, 2013.

In general terms, the bylaw is to authorize borrowing upon the credit of the Regional District a sum not exceeding one million six hundred and forty thousand ($1,640,000) for the purpose of completing upgrades to the 9-1-1 Emergency Services system for the Regional District of Okanagan-Similkameen.

The alternative approval process applies to qualified electors within the entire Regional District which comprises the City of Penticton, the District of Summerland, the Village of Keremeos, the Town of Princeton, the Town of Oliver, the Town of Osoyoos and Electoral Areas “A”, “B”, “C”, “D”, “E”, “F”, “G”, and “H”.

Satisfying turnout for 75th Keremeos Elks Rodeo

By Steve Arstad news@keremeosreview.com Overcast skies and light morning rain broke in time for Saturday’s “Bulls and Barrels” event at the Keremeos Elks rodeo grounds.

This year marked a departure from the normal running of rodeo events, with the main rodeo schedule taking place on Sunday and Monday this year.

Indeed, the rodeo had a slightly different feel to it this year, from the parking lot attendant conducting a visitor survey to a noticeable increase in publicity for the event, to Saturday night’s dance, the first in years. The rodeo committee obviously put a lot of work - and new ideas into the event this year.

Saturday actually turned out to be a good afternoon, weather wise, for the light crowd that trickled through the gates throughout the afternoon. Calm winds, with broken cloud cover - and the rain, threatening down valley, stayed away for the remainder of the day.

The bulls weren’t so kind to the cowboys, however, as an program of 32 rides ended with only four qualifying.

It seemed to be that kind of an day for most of the cowboys, many of whom barely made it out of the chute before ending up on the ground. But then again, nobody said that riding 1,500-2,000 pounds of attitude and temper was an easy task.

The ladies event also suffered from a lack of competitive times. The best time of the afternoon went largely unchallenged by 31 other racers, several of whom were disqualified by their recalcitrant mounts.

This year’s rodeo also featured the debut of rodeo clown Josh “Slick” Sheppard , who provided a bit of levity to a sometimes less than riveting performance of man and beast. His mock performance of Evel Knievel - motorcycle jumping a series of “trucks” brought wry smiles to many.

Coming back to rodeo weekend for the first time in more than a decade was the Saturday night dance, which took place at Victory Hall. Flashback played to a packed hall.

Improving weather on Sunday and Monday no doubt enticed many to come to Keremeos, and it was evidenced by much fuller stands for both days of the regular rodeo events.

The Regional District has estimated the total number of qualified electors in the service area to be 68,635 and that 10% of that number, or 6,864 qualified electors, must submit signed Elector Response Forms to prevent the Regional District from adopting the bylaw without the full assent of the electors by referendum.

An elector response form must be in the form established by the Regional District. Elector Response Forms are available from the Regional District office, including by mail, fax, or e-mail, on request or on the Regional District website at www.rdos.bc.ca. As well, copies may be obtained at the office of the participating municipalities, upon request.

The deadline for delivering the original signed Elector Response Form to the Regional District is 4:30 pm on Tuesday July 2, 2013.

The only persons entitled to sign an Elector Response Form are those who meet the following criteria: Resident electors must: (a) be 18 years of age or older; (b) be a Canadian citizen; (c) be a resident of British Columbia, for at least 6 months; (d) be a resident of the Regional District of Okanagan-Similkameen for at least 30 days; and (e) not be disqualified by an Provincial enactment, or otherwise disqualified by law, from voting in an election.

Non-Resident property electors must: (a) not be entitled to register as a resident elector of the Regional District of Okanagan-Similkameen (b) be 18 years of age or older; (c) be a Canadian citizen; (d) be a resident of British Columbia, for at least 6 months; (e) be a registered owner of real property in Regional District for at least 30 days; (f) not be disqualified by any Provincial enactment or otherwise disqualified by law, from voting in an election; and (g) only register as a non-resident property elector in relation to one parcel of real property in the Regional District.

The bylaw is available for public inspection at the Regional District Office 101 Martin Street, Penticton, BC V2A 5J9, during regular office hours, or alternatively, on our website at www.rdos.bc.ca.

On Saturday, Sunday and Monday of the long weekend, Keremeos artist Judy Chisholm, along with Debbie Driver and Allie Aarnst, opened a temporary local art boutique next door to the BCLB outlet in Keremeos.

Displaying examples of local artworks, at least one of each artist’s pieces of work on display sold over the weekend “There are artists in this community with marketable talent” Judy said, “it’s something that is possible for others to do, too.”

Chisholm said the three day event was well received by locals and the travelling public. There are tentative plans for another showcasing around Christmas time.

First step taken to recognize heritage aspects of Granite Creek Local community group seeks protect and bring awarenes to Granite Creek’s history

The regional district is presently developing a heritage strategic plan. Following that, a Regional Heritage Register will be developed, at which time local existing community registers would be amalgamated. Community Heritage registers do not, however, put limits on the changes a heritage property owner may make to his or her historic place. It does not constitute designation or any other type of formal protection of an historic place, or create financial liability for the local government.

Residents of the Princeton and Coalmont areas took a first step towards protecting the heritage aspects of the site of Granite City with an adoption by the regional district Community Services Committee.

On May 16, the committee agreed to place Granite Creek on the Community Heritage Register. In addition, the RDOS will notify the province of its action.

“This has been a long standing issue for the residents of Granite Creek,” said Rural Projects Coordinator Lindsay Bourque, who spoke to the board about the motion.

The motion will allow the citizen’s group to apply for funds to provide signage that outlines the site’s history, and remind visitors to respect the area.

Wage earners at Regional District topping $75,000 on the rise Regional District Okanagan Similkameen staff salaries are up slightly over last year, with directors remuneration up 4.5 per cent.

Chief Administrative Officer Bill Newell notes that in the 2012 over 2011 comparison, there was no increase for management employees in 2012, but union employees received a 1.75 per cent increase. That apparently put a couple of the RDOS building inspectors over the $75,000 threshold for reporting on the Statement of Financial Information.

Generally, the total wages and benefits indicate an increase of two per cent.

Landfill for planets

At the ends of their lives, really big stars collapse and explode, ejecting their outer layers and lots of newly-formed elements out into space. Their cores get compressed, forming black holes. Stars that are a bit smaller explode almost as energetically, but their cores do not vanish from our space altogether; they collapse into neutron stars, with the mass of a star but only a few kilometres across.

Both these classes of

cosmic explosion sterilize everything in the neighbourhood but on the plus side the shock waves and material they eject destabilize nearby gas and dust clouds, stimulating the birth of new stars and planets. However, what sort of fate awaits smaller, more ordinary stars like the Sun? In general, a star has to work with the fuel it collects when it forms. It might pick up a little during its life by for example tearing a partner star to pieces, but usually it has to live on its savings. This means that at some point it will run low on fuel.

The first symptom is the star expanding into a red giant.

For stars like the Sun, this is followed by the outer parts of the star blowing

and sneezing off into space. This leaves the star’s naked core, white hot and with most of the mass of the original star, but compressed to about the size of the Earth, so that a teaspoonful of its material would weigh tonnes. There is no fuel left, so this remnant, known as a white dwarf star, will gradually cool. However, that amount of material will take a very long time to cool off, almost the lifetime of the universe.

Thanks to observations made using the Hubble Space Telescope, a Cambridgeled team of astronomers has added some more detail to the picture. They had a close look at two white dwarf stars located in the constellations of Taurus, “The Bull”. These stars are close to what we expect the Sun to become in a few

billion years. They found something rather odd. The light from these stars bore the signature of the element silicon, a lot more of it than might be expected. They suggest this comes from rock dust, from pulverized planets.

In a few billion years the Sun will start to run out of fuel and become a red giant, where Mercury, Venus and possibly the Earth will end up inside. Friction with the material in the expanded star will make the now well-and-truly-fried planets spiral inwards.

The Sun’s outer layers will then be sneezed off into space, disrupting the orbits of the other planets.

Planets venturing too close to the new white dwarf star will be pulled apart, forming a disc of rock dust.

Collisions between the dust particles will lead to some it falling onto the star’s surface.

White dwarf stars radiate very little energy, so what’s left of the

Solar System will be a very cold place.

Dust, planets and other objects in space usually end up being recycled, being used to form new stars and planets. However, collisions between stars are rare, so it is likely that any planet debris deposited on the surface of a white dwarf is probably going to stay there for the rest of the life of the universe. Thus, white dwarfs, neutron stars and black holes must arguably be the ultimate landfill sites.

What is buried there stays put.

Jupiter, Venus and Mercury are close together in the sunset twilight. Such occurrences are quite rare and worth seeing.

Saturn rises before sunset and is well up in the east by dark.

The Moon will be full on the 24th.

In sports, a perfect pass is a thing of beauty.

Your cottage is also a thing of beauty – a place for fun times with the people you love. But at some point, you will want to pass your cottage on to others, probably your adult children. To help you avoid potential obstacles like excessive taxation and maybe even some surprising opposition, here’s how to make the perfect cottage pass and ensure it will stay in the family for a long time to come.

Don’t get blindsided Wayne Gretzky famously said that he skates to where the puck is going to be, not where it has been.

When you’re thinking about who to pass your cottage to, do you rely on what has been or do you consider what is going to happen?

For instance, your adult children have always enjoyed the cottage – but will they in the future when you’re no longer around? Talk to your children now and if there are those who do not want ownership responsibilities, you can help avoid future family squabbles by ensuring they are treated fairly in your will.

Make the easy pass Plan now to avoid excessive tax liabilities when you make the pass. Unless you’re passing assets to a spouse or common-law partner, when you die you’re deemed to have disposed of your capital assets at fair market value – meaning that if your cottage property has appreciated, your heirs could face a significant capital gains penalty.

A less-taxing pass: Transfer the property to your kids while you are alive, either as an outright gift or by selling it to them at fair market value. (Selling for less can result in double taxation.) Spread out the capital gains triggered by the sale by making the payments over a five year period and claiming the capital gains reserve, so that only 20% of the capital gain is taxable in any one year.

Alternatively, transfer the property as a trust, with your kids as beneficiaries. This transfer option will also trigger an immediate capital gain but future capital gains on the property

MANAGING Your Money will accrue to you children and are not payable until they sell the property.

Insure your pass Cover cottage capital gains – and other estate debts – with permanent life insurance. The death benefits are usually taxfree and can provide an essential source of cash to pay any taxes so your family won’t be forced to sell assets, such as your cottage.
