The Northern Interior Mining Group (NIMG) connects businesses with mining.

“It’s not a top-down solution.

It’s bottom-up,” NIMG chair Fraser Deacon says. “Are there businesses in northern British Columbia that can provide services to support large-scale resource projects?”

The group was formed in 2008 by businesses to promote and support mine development in northern B.C. This can be accomplished by increasing the range of services and products.

Deacon, also the human resources manager at Geotech Drilling, started out as a consultant for NIMG to help the group get started. He says they identified 145 businesses in north-central B.C. at that time.

Prince George remains a forestry city.

While mining may be taking over the region these days, most of Prince George’s growth last century can be attributed to forestry. Long-standing relationships exist between leaders in that sector. Deacon points out that in mining, they cultivate their own relationships.

Deacon comes from a forestry background and has witnessed first-hand how different the industries operate.

“Mining is time based. They set up a mine,” he says. “They have to capitalize and take advantage of that resource at those prices based in the market.”

Through his experiences, Deacan has also seen how global mining is.

“Most of forestry is more provincial,” he says. “You might go to Alberta, back to B.C. Mining is global. These opportunities are very short lived.”

Young adults are educated, with UNBC and CNC offering a variety of courses.

“This is our world class expertise here, young people that understand the environment,” Deacon says. “They understand the challenge, they have technical skills, they can mechanically fix things. That’s what we do here and we’re really, really good at it.”

Deacon credits Stephen Anderson as an individual who helped attract him to mining. Anderson is the materials management superintendent at DeBeers Snap Lake Diamond Mine in the Northwest Territories. He carried the same title at Gibraltar Mines Limited, just north of Williams Lake, when he connected with Deacon.

Deacon joined Geotech in 2011 and took over his current role with the NIMG in January. From 2006 to 2009, he was the executive director of the 16-97 Economic Alliance, which looked at regional economic development. Deacon’s name is one of nine listed under leaders on the NIMG website (www. nimg.ca).

Mining is a geoscience that includes aspects such as exploration, prefeasability, mine construction, production and land reclamation. Geotech Drilling is a leader in the exploration phase, providing samples to engineers or geoscientists.

“When I think of mining, I think of all of those facets of a mine,” Deacon says. “Are there businesses that are capable of doing that?”

Getting businesses to support mining can be challenging.

Since it’s directly impacted by demand for commodities like gold and coal, support depends on prices and value in the marketplace.

“Mining is not going to be here forever,” Deacon says. “It’s commodity based sensitive.”

With a multitude of projects in various stages of planning, ‘they’ are coming, and to house them all, at work and home, the construction business is likely to remain very busy during the next years.

Mining will continue to grow as one of the expanding natural resource sectors, with 78 mines proposed and 14 that could go into production at any time. In the construction stage, these mines require tradesmen from electricians to plumbers as well as blower and sheet-metal professionals, to name just a few.

He said the mining industry adds a significant boost to the local economy.

“It’s a pretty big part of our life,” he said, pointing out mining equates to between 30 and 35 per cent of Sterling Crane’s current business. “We supply crane rentals to all the mines in our area. Iron workers are putting up buildings using cranes, the fill guys use cranes to replace re-bar for the cement work. Mines are very important.

Today I’ve got three cranes working at mines, then smaller cranes the contractors rent, and they’re all up at the mines as well.”

Off the top of his head, Morland named several mines utilizing his cranes, like Gibraltar, McLeese Lake, Mt. Milligan, Endako and Red Chris Landing.

“Mines are going crazy and we love it,” Morland said.

Many of the plans for mines and other projects wind up with the organization, which means contractors can have a look at all the requirements and then bid accordingly.

“A lot of the plans come into our planning room, then the general contractor pulls the plans off and goes through them, then the subs,” Morland said. “There’s a lot of work in mines and we service all of them.”

Morland said he believes mining gained ground locally at about the same time the forest industry began to seriously struggle.

“Mining became prevalent since the forest industry started dying off,” he said.

“When the Liberals opened up some of these mines and fast tracked the permits, there was more people wanting to invest money in B.C. “Then it started to skyrocket.”

The Mount Milligan copper-gold mine sits between two small communities in a sparsely populated region 155 kilometres northwest of Prince George.

But think in terms of money and there’s nothing tiny about Mount Milligan, a $1.5 billion project between Fort St. James and Mackenzie. The mine, owned by Denver, Coloradobased Thompson Creek Metals Company, is expected to be fully operational later this year.

Earlier this month, overall construction was listed at about 85 per cent complete.

More than 300 operations personnel have been hired.

Thompson Creek Metals director of corporate responsibility Jocelyn Fraser expects they’ll hit a mark of 450 fulltime employees by the time they hit full commercial production, expected in the latter part of 2013.

As of April 10, Mount Milligan was at 4.5 million hours without a lost time accident.

It’s a figure Fraser, who works out of Thompson Creek Metals’ Vancouver office, was pleased to report.

“The fact that everyone is working towards that common goal of safety for us is huge, and we just take every opportunity we can to thank everybody who’s involved up there because that commitment to safety really makes a different for us to the project.”

According to 2012 facts on the Mount Milligan website (www. mtmilligan.com), the open-pit mine is projected to produce an average of 81 million pounds of copper and 194,500 ounces of gold annually. The plan calls for production of 110,000 tonnes per day with a mine life of 22 years.

Also on the Mount Milligan website, a development update posted last month noted that the barge jetty was complete. Work continued on the west separator berm of the tailing storage facility, while construction was underway on the pebble transfer tower, the last major structure to be built.

The completed project will also include an administrative building, warehouse, truck wash, west ball mill and flotation area for tanks. A permanent residence and recreation complex will also be constructed.

After site preparation work the 2009, construction on Mount Milligan began in 2010. Upgrades to Rainbow Forest Service Road

and the building of a powerline from the mine site to the Kennedy substation were part of the early construction phase.

Instead of piling the waste rock at Mount Milligan, they’ve used the material to construct the tailings storage facility. Overburden placed in an open pit is picked up.

“That’s enabled us to have a smaller footprint which minimizes our environmental impact, and it’s quite a unique feature for the project,” Fraser says.

The trickle-down effect of the mine can be seen in the increase in service for businesses. Fraser says that they purchased goods and services valued at $450 million in 2012, $125 million of which came from the local economic study area. The area covers Prince George, Mackenzie, Fort St. James, Vanderhoof and Fraser Lake.

Mount Milligan has used the services of more than 200 businesses in the region. One example is Northern Spirit Transportation, a Prince George-based bus service who’s worked with American manufacturer Turtle Top to design a bus to transport staff to the mine site.

“That’s been quite a big success story, I think,” Fraser says.

“The staff really like the buses and they’re super comfortable and Paul (Clermont, owner) has been a valued partner on the project for a number of years.”

Old-time hydraulic mining sites weren’t quite on the same scale as today’s mines.

Mount Milligan has also worked with aboriginal communities to ensure they’re involved.

Fraser says they’ve made a formal agreement with the McLeod Lake Indian Band. Members of the Nak’azdli Indian Band have worked on the project. Furthermore, Fraser points out that 65 per cent of the 300 people they’ve hired reside in the north-central region that covers Prince George, Mackenzie, Fort St. James, Van-

derhoof and Fraser Lake.

For the management position, Mount Milligan looked elsewhere, preferring someone with vast experience in the industry.

In February, Dennis Hoof joined Thompson Creek Metals as the vice president and general manager of the Milligan project. He previously worked for African Barrick Gold as general manager of the Bulyanhulu Gold Mine in Tanzania.

“You’re also looking for somebody who’s going to bring into the project a leadership style that’s really going to fit in well with your team, so I think that’s the other thing about Dennis is he’s just got a really great leadership style,” Fraser says. “I think he’s going to make a huge contribution to the project.”

Education a key element of the mandate From a single club in Nova Scotia to a national body – and still growing It started as a club, then became an association, then a society and finally an institute.

And while many people think of CIM as standing for the Canadian Institute of Mining, the actual full name is the Canadian Institute of Mining, Metallurgy and Petroleum. Although the logo does still say CIM. For the North Central B.C. branch, the name hasn’t changed as often, but the size has.

“When we started up again in 2008, we had 28 members,” says Trent Bilodeau, treasurer of the local branch. “Now, we have more than 165.

“We’re probably the fastest-growing branch in B.C.” The not-for-profit group got its start in 1887 when the Gold Miners Club of Nova Scotia was formed in Halifax. While Nova Scotia was the home of the first society and association, when the Canadian Mining Institute was formed in 1898, the Nova Scotia group remained separate, meaning Ph o to s ub mitte d the institute had branches in Myrtle Patrick, centre, receives a $500 bursary from Christy Smith, right, of the North Central branch of the Canadian Institute of Quebec, Ontario and B.C. ety of Nova Scotia joined the Canadian group, and in 1920 the Canadian Institute of Mining and Metallurgy was officially recognized by an Act of Parliament.

Over the years, the CIM has set up a number of internal divisions, including Industrial Minerals, Coal, Natural Gas and Geology.

While the CIM focus is mining, Bilodeau says that’s not where all the members come from.

“We have mining companies and suppliers making up a good part of our membership, but we also have a lot of students.”

In fact, education is one of the driving forces behind the CIM, and the local branch has made it a priority.

“The mainstay of our fundraising is the college endowment fund we’ve established at CNC. We donated $30,000 to start it last year, and we’re donating another $10,000 this year, so we’re well ahead of schedule for making the fund $50,000.”

The North Central B.C. branch covers quite a range of territory, stretching from Fort Nelson in the north to Williams Lake, and from Prince Rupert to McBride and Valemount.

He says the regrowth of the mining industry has meant the work of the CIM in education is being recognized more by industry.

“We know there’s a trades shortage coming to B.C., but there’s also going to be a skilled trades shortage.”

Virtually gone are the days, he says, when someone could finish Grade 12, walk out of school and get a job at a mine.

“The skilled shortage is in areas like engineering, but there are also skills that our equipment drivers need to have now.”

■ PROVINCE SEES CHALLENGES

Avoiding a fly-in/fly-out industry in North Premier says training and job creation need to go hand-in-hand DELYNDA PILON newsroom@pgfreepress.com

Training the province’s residents to fill positions in the north will avoid a fly-in/fly-out society, where companies bring

employees, often from another country, then fly them home on paydays.

However, training only answers half the equation of success. The province has to secure the jobs in the first place.

“We don’t want to train people to send them to jobs in Alberta,” Premier Christy Clark said during an interview at the Free Press office earlier this month. “We have to do both.”

When it comes to skills training, she said the government is obliged to keep doing more. Getting kids to consider technical training while in high school by keeping counsellors updated on the multitude of opportunities for them in the trades is one key, she said.

Inventorying facilities that are training students and modernizing the equipment youth are being trained on is another aspect the government is tackling.

“The next challenge is to work with COFI (Council of Forest Industries) to make sure apprenticeships are sponsored,” she said, adding COFI is enthusiastic about helping to solve that aspect of the problem.

Though statistics will tell you that apprenticeships have a 35 per cent completion rate in the

province, the premier said the numbers don’t tell the entire story.

“We’ve doubled the apprenticeship spots since 2001,” Clark said. “And a lot of students don’t complete because they get a job.”

She added compressing programs so students can learn what they need to in a timely manner then get out into the job market as soon as possible is another way of adding efficiency to the way things are currently done.

MLA and Attorney General Shirley Bond, who accompanied the premier during her visit along with Mike Morris, Liberal candidate running for the Prince George-Mackenzie riding, said one of the things that keeps her passionate about politics is fighting to ensure children who grow up in the North can get their train-

ing in the North and have a career in the North.

“They can stay in the North and raise their own children,” she said.

“If they’re trained closer to home they are going to stay here,” the premier agreed, pointing to successes already achieved in that area, like the Northern Medical Program.

She added a $6 million job matching program will be put to the test in the province, one that looks at what the barriers are for people seeking employment.

“A lot of people are willing to work but they can’t find a job opening,” she said.

She added bridging that barrier may mean upgrading a potential employee’s education or something as simple as supplying a pair of steeltoed boots.

About 160 km southwest of Prince George down the Kluskus Forest Road lies New Gold’s Blackwater operation, one slated to be a conventional truck and shovel open pit, gold and silver mine.

“It is roughly the same size and type of mine as Mt. Milligan,” Tim Bekhuys, environment and sustainability director of the project, said.

He added they will make gold bars onsite, then transport those bars from the mine via armoured car.

Currently in the advanced exploration stage, Bekhuys, along with Kathie LaForge, marketing manager, visited Prince George city council in February to provide an update on the mine’s progress to date and let people know there will be another open house, likely sometime in April, so residents can be updated and share any concerns regarding the mine.

New Gold, an intermediate gold mining company, also operates New Afton, an underground gold, silver and copper mine about 10 km from Kamloops where it employs 400 people, 75 per cent local and 20 per cent Aboriginal. It has infused about $375 million into that economy, money spent on contracts with local suppliers and businesses.

“We think we made a good framework with New Afton,” Bekhuys said. “We want to continue that with Blackwater.”

All together New Gold has four producing assets and two significant development projects.

It owns and operates Mesquite Mine in California, Cerro San Pedro in Mexico and Peak Mine in Australia. The El-Morro project is a joint venture in Chile while it owns 100 per cent of the Blackwater project.

Currently the Blackwater project is subject to provincial and federal environmental assessments. It has employed nearly 400 people on the project, over 23 per cent Aboriginal, 66 per cent from the region as

well as 30 locals at the project office and prep lab which the company based in Vanderhoof.

In order to enjoy an open communication process with the community, it initiated a community liaison committee, provides newsletter updates and held open houses in four communities.

The estimated capital cost of the project is $1.8 billion and will provide between 1,000 and 1,500 jobs during the construction stage with the targeted opening of the mine in 2017.

Of the approximately $130 million spent thus far on the project, between 70 to 80 per cent was spent in the region, in northern towns including Prince George, bringing a direct benefit to the city from the mine.

After completion, it will provide 500 jobs.

Expected to run for about 17 years, the project’s plan includes a reclamation process.

“Hopefully we will extend the life of the mine beyond 17 years,” Bekhuys said.

The economic feasibility study will be conducted this year while the environmental study will proceed from 2013 through 2014. If all goes well, construction will begin in 2015 and operations will start in 2017.

According to its website, the Blackwater Project won the Developer of the Year Award at the 10th Annual B.C. Natural Resource Forum and Economic Summit, held in Prince George on January 9-10.

It says the award recognizes perseverance and determination by a prospector or mine developer during the past five years.

Kitsault gets enviro OK Conditional certificate issued for molybdenum mine Provincial environment minister Terry Lake and mines minister Rich Coleman have issued a conditional Environmental Assessment Certificate to Avanti Kitsault Mine Ltd. for the Kitsault open-pit molybdenum mine project, located at the head of Alice Arm and connected via road from the Nass Valley.

The decision was made after considering the review led by British Columbia’s Environmental Assessment Office, which concluded that the project is not expected to result in any significant adverse effects, based on the mitigation measures and conditions of the Environmental Assessment Certificate, the province said in a news release.

The Nisga’a Nation, however, wants the provincial government to hold off on any decision to approve the mine, saying it doesn’t want the upcoming provincial election to get in the way.

Avanti Mining is proposing to spend more than $900 million developing the min.

The location is within Nisga’a traditional territory and subject to provisions of the Nisga’a land claims treaty. “We fear that the current political environment could be driving a premature decision by provincial ministers to approve this mine before all the facts are in,� said Nisga’a Lisims Government president Mitchell Stevens in a statement.

A completed assessment of the project, which calls for an open pit operation spanning 16 years, was sent to the provincial mines and environment ministers March 1 and they have 45 days as of that date to say ‘yes’ or ‘no’ or ask for more work to be done.

But Stevens said the assessment failed to fully address “the potential impacts of the mine on the environment, the health of Nisga’a people, and the social and economic effects on the Nisga’a Nation.�

In particular, Stevens said the impacts of discharging heavy metals into fresh water and marine environments have yet to be fully considered. “Moreover, the project effects will include a loss of approximately 50 per cent of the aquatic life and habitat in a significant local watershed downstream of the mine site. This could have potential but as yet unknown corresponding effects in Alice Arm,�

Stevens continued.

He said the Nisga’a use Alice Arm as a food source.

Stevens also questioned the completed assessment’s position that the mine may have a modest improvement in the economic well-being of Nisga’a citizens. “We look forward to participating in the many opportunities for economic growth. However, the Nisga’a Nation will not allow the health and welfare of Nisga’a people to be put at

risk for this project,� said Stevens.

The Nisga’a are stating their position through the dispute resolution portion of the land claims treaty they have with the federal and provincial governments.

It begins with informal discussions to resolve problems and can include mediation or arbitration and ultimately court action.

Avanti has so far spent $70 million on its project, including $15 million in environmental studies.

It’s planning for a two-year construction phase employing 700 people with 300 people needed during the mine’s operating life. Molybdenum is used as a strengthening agent in steel.

The Environmental Assessment Certificate includes 34 conditions and a Certified Project Description.

Each of the conditions is a legally binding requirement that Avanti Kitsault Mine Ltd. must meet to be in compliance with the certificate.

It is also a legal requirement that the project be built and operated in accordance with the Certified Project Description.

• Develop and implement a Geographical Response Plan for spills and a plan describing appropriate forms of barrier protection along areas of the transportation route, which have bodies of water at risk from spills and hazardous materials.

• Collaborate on water, air and noise monitoring plans and protocols for sharing monitoring information and emergency plans and develop a communications Memorandum of Understanding with Kitsault Resorts Ltd. including protocols for sharing information related to road use, monitoring information and emergency plans.

• Complete management and mitigation plans (Social and Cultural Management, Recruitment, Training and Employment, Business Capacity, Economic Closure, and Communication) in consultation with Nisga’a Lisims Government.

Consistent with its enhanced compliance and enforcement program, the Environmental Assessment Office will co-ordinate compliance management efforts with other ministries to ensure that the office is independently satisfied that certificate conditions are met, the province said.

The project consists of an open-pit molybdenum mine that will produce 40,000 to 50,000 tonnes of ore per day, a processing plant, tailings storage facility, containment

embankments, waste rock storage and low grade ore stockpile, site runoff, diversion and water collection system, water management facility, borrow pit, overburden and topsoil storage, and the use of an existing 138 kilovolt transmission line and access roads. The estimated total capital construction costs for the project are $836

million and the operating costs are approximately $120 million per year. The project will create an estimated 960 person-years of direct employment during construction.

The project also triggered a comprehensive study environmental assessment under the Canadian Environmental Assessment Act. Before the project can proceed,

A recent survey looking at the economic impact of small-scale mining on local communities had some interesting and gratifying results, says Cariboo Mining Association (CMA) president Chris Winther.

The sampling – with 49 respondents – is less than one third of the number of placer mining operators believed to be working in the area, he said. About 90 surveys were sent by regular mail and 70 were e-mailed in February. According to the Ministry of Energy, Mines and Natural Gas, the number of Placer Permit applications in the CaribooChilcotin area was 173 in 2012 and 115 in 2011.

However, the survey results showed that those who did respond put over $13 million into the economy last year (2012) for such things as supplies, transportation, equipment rentals, fuel costs, food, lodging, security, storage, permits and exploration costs. Major equipment investments came to over $6 million while small equipment purchases totaled nearly $2 million.

Winther said the organization had a cash draw prize to encourage members and non-members to complete the survey.

There may be other surveys done in the future, but for now Winther says the CMA will just “see where this one goes� and how the government responds – if they do – to finding out how valuable the placer mining

industry is to the economy. “They see it as direct tax dollars but there is more to it than that,� he said.

The survey included questions of miners such as how many claims they worked, how far they lived from their claims, how many operators per claim

and how long was there work season. Of 49 respondents, two were doing hard rock mining as well as placer mining, 33 were mechanical mining, 16 categorized themselves as recreational miners. Five worked on claims turn to PAGE 17

Previum’s 100 per cent-owned Brucejack Project is part of a largely unexplored land package of over 90,000 hectares located 65 kilometres north of Stewart.

Brucejack is comprised of highgrade, gold-rich veins within a larger bulk-tonnage gold-silver envelope, offering Previum a catalyst for near-term production as well as a scale-up development opportunity.

In 2011 Previum completed a 72,144-metre drill program at Brucejack focused on delineating and expanding the project’s known high-grade gold mineralization. A particular emphasis of the program was on definition drilling in the Valley of the Kings Zone, where multi-kilogram gold intersections in parallel veins have been encountered since 2009.

One of the first holes drilled in 2011 intersected 18,755 grams per tonne gold over 0.6 meters, and set a record for the property. A total of 24 intervals with uncut grades over 1,000 grams per tonne gold were intersected in 17 holes during the course of the 2011 drill program.

Studies released in February 2012 indicated that the site has a base case pre-tax Net Present Value (5 per cent discount) of US$2.262 billion. Additionally, the mine life is estimated at 24 years, which will produce an estimated 6.9 million ounces of gold and 17.0 million ounces

In April 2012, there was an announcement of an underground high-grade gold resource for the Valley of the Kings and West Zone. Gold resources at the Valley of the Kings now comprise 4.9 million ounces of gold

in the Indicated Resource and 10.4 million ounces of gold in the Inferred Resource.

An initial 24,000-metre drill program is underway in the Valley of the Kings with the objective of upgrading the Inferred

British Columbia must fill more than 8,000 new job openings for technologists and technicians by 2020 – every job an opportunity for young B.C. adults.

But our economy faces costly skill shortages, because technology career opportunities have been overlooked and underpromoted.

Introducing a “Strategic Plan for Technology Education and Skills in B.C.”, John Leech, Executive Director of the Applied Science Technologists and Technicians of BC, told MLAs, industry and education leaders that “Technology has become B.C.’s second-fastest growing career sector, employing more workers than forestry, mining and oil and gas combined.”

The ASTTBC urges BC’s Education and Jobs ministries to join forces and resources with the technology professionals, technology-reliant employers, and Science World. The 40-page report called on government to put the same effort into attracting B.C. students to college technology programs that the province has in promoting trades training and university degrees.

“Technology is now the backbone of every industry. At least 150,000 British Columbians are now working in high technology occupations. More than 8,000 new positions will appear within eight years. What’s more, with half of our current membership over 45 years of age, retirements will soon open up thousands more extremely valuable and rewarding technology careers?”

The ASTTBC plan proposes that Science World take a lead role in creating a Science and Technology Leadership Board, mandated to attract boys and girls into science and technology studies, and to promote technology careers.

“Today’s youngsters are already immersed in technology, daily using computers, smart phones, robotics and games. These students and their parents need to know they can build great careers using and advancing technology, within engineering, architectural and design teams.

This generation of capable young women and men will keep B.C.’s tech sector healthy and expanding.”

The year-long ASTTBC study was drafted by Kerry Jothen, CEO of Human Capital Strategies, following ASTTBC’s

ASTTBC executive director John Leech call last year for greater focus on “STEM” studies, courses in science, technology, engineering and math, to cultivate a science and technology culture in the province.

“Forestry, mining, natural gas, technology and transportation – five of the BC Jobs Plan priority sectors – depend heavily on the productivity of technology professionals.

ASTTBC wants to support the growth of these and other sectors in B.C., and to ensure that sufficient numbers of young people, women, Aboriginal people and new Canadians, enter these careers,” the report notes.

Leech declares that a world of career opportunities is open to capable students who choose Diploma and Certificate technology programs at BCIT and Community Colleges.

“Ask any of our 10,000 members - when it comes to the workplace, a diploma sometimes trumps a degree,” Leech smiles. “Now B.C. technology professionals need to start replacing ourselves!

About half of ASTTBC’s members are above 45 years of age. Their wave of retirements threatens businesses, utilities and public services with shortages of skilled employees. Our province needs an expanding, healthy knowledge economy. For motivated young adults, that’s a bonanza of jobs.”

BC’s Jobs, Skills Training and Labour Minister, Pat Bell, and Advanced

Education and Technology Minister John Yap welcomed the report. Minister Yap termed the document “significant - it provides information of interest to all concerned with technology education and skills in our province.”

Government ministers and MLAs and the NDP legislative critics for Education and Skills Training received copies of the Strategy, along with officials from BCIT, Kwantlen, Langara, the Vancouver Board of Education and Industry Canada. Officers from FortisBC, Stantec and other industry and public sector employers of technology professionals also welcomed the report.

“Bottom line, far too few students currently enroll in post secondary courses and programs leading to applied science careers,” ASTTBC speaker John Leech noted. “Practically all occupations now demand skills in advanced technologies. Technology occupations are now B.C.’s second-largest employer.

New occupations appear constantly in technologyrich work.

“This report presents a ‘team approach’. We call on educators, employers and post-secondary institutions to develop and promote technology programs welcoming to qualified secondary students.

An integrated educational approach, involving all stakeholder groups, will open doors – open eyes – and meet B.C.’s workplace needs.”

Association happy with permit changes The Association for Mineral Exploration BC (AME BC) has acknowledged the provincial government’s decision to exempt some low-impact activities from permit amendments when a Mines Act permit is already in place. “This announcement demonstrates that the provincial government is committed to streamlining regulations for mineral explorers,� said Gavin C. Dirom, President & CEO of AME BC. “The exemption of low-impact activities from additional permitting will reduce unnecessary paperwork and delays for our members, for government and for First Nations. At the same time, it will maintain the existing requirement for the government to consult First Nations before the start of a mineral exploration program and to notify First Nations about changes in the nature or duration of these programs.�

Under regulation effective September 1, 2013, induced polarization geophysical surveys, exploration drill programs on producing mines and extensions of proposed exploration work for up to two years will be allowed to proceed

with notification to the provincial government. “The provincial government has stated its commitment to streamline mineral exploration permitting while maintaining health, safety and environmental standards,� noted Michael McPhie, Chair of the Board of Directors of AME BC. “We are pleased to see that the province has honoured its commitment to deliver legislation that will allow the work of our membership to discover and develop mineral resources for the benefit of all British Columbians.�

There is a lot of information on mining in northern B.C. at The Exploration Place.

How much?

Curator Bob Campbell and assistant curator Alisha Rubadeau aren’t sure, but if you want it, they’ll see if they can find it.

“We have a lot of information files,” Rubadeau says, “but you have to book an appointment to come in and use them.”

Campbell adds they’ll do what they can to make your job easier.

“We’ll clear a table for you and give you a hand finding the information you’re looking for.”

Some of it, however, can be found without having to even come to the building near Fort George Park.

“A lot of our photos are archived online,” Campbell says, “and we also have our reprinted edition of Reverend (Francis) Runnalls ‘A History of Prince George’ on the site as well.”

Talking with Campbell and Rubadeau about the history of mining in the region and what resources The Exploration Place has sends each of them frequently searching through files of papers or shelves of books to find the exact reference they are looking for.

Campbell, for instance, pulls out a book on the history of steamboats and paddlewheelers in B.C. “The Enterprise was the first paddlewheeler in the area.

It went in the water at Fort Alexandria, near Quesnel, in 1863. In 1871, there was a surge of gold mining in the Omineca region, so the boat headed up there, bringing supplies and stopping at just about sandbar along the way, from the sounds of things.”

Rubadeau finds a newspaper report from the 1930 reporting “promising” finding for gold on Tabor Creek.

“Nothing came of it, but they got a lot of gold out of Hixon area. Nobody knows how much, but then people went back in again in the 1960s.”

While most people think of gold as the main mining interest in the region (and it was for many years), Campbell says there has always been other minerals being sought as well.

“Out towards Bowron, there’s coal they want to develop. There are also a lot of the mines now where they’re looking at the rarer minerals they didn’t take out before when they were looking for gold, but now there’s a real market for them.”

Much of the material at The Exploration Place is from within the boundaries of the Regional District of FraserFort George, but not all of it.

“We will go outside the area for material if it’s part of a story being told here,” Campbell said, “and we also store materials for communities that don’t have a museum yet.”

Williams Lake First Nations share revenues TOM FLETCHER Black Press

VICTORIA – The B.C. government signed its 13th and 14th mine revenue sharing agreements earlier this month, giving two Williams Lake-area aboriginal communities a share of revenues from a metal mine expansion.

The Williams Lake Indian Band and the Xatsull (Soda Creek) First Nation will share 35 per cent of provincial royalties from an expansion of the Mt. Polley mine east of Williams Lake.

Williams Lake Chief Ann Louie said a partnership with mine operator Imperial Metals has already resulted in employment for some of her community’s 700 members, and the revenue agreement is another important step forward.

Xatsull Chief Bev Sellars issued a statement on the agreement.

“We welcome this longawaited acknowledgment of our environmental and economic interests that Xatsull holds in our stewardship area,” Sellars said.

Aboriginal Relations Minister Ida Chong said it is not yet possible to put a dollar figure on the agreement, because it depends

on how much copper, gold and silver is produced by the mine expansion and

the market price at the time.

The expansion of Mt.

Polley has received environmental permits and is expected to operate until

2024. The company projects that during its life it will produce 34 million

pounds of copper, 46,800 ounces of gold and 90,000 ounces of silver.
