Economic development in Greater Trail has been thrown a curve ball. In a mandated service review of the Lower Columbia Initiatives Corporation (LCIC) on April 16, the East End Services (EES) committee, recommended to withdraw funding after its threeyear contract ends in December. “This came as a total surprise,” said Mike Martin, chair of the Lower Columbia Community Development Team Society (LCCDTS). “It is really unexpected to go from three years of full support and funding, to receiving notification that the East End has recommended discontinuing the service.” The LCIC is a wholly-owned subsidiary of the LCCDTS, and was created in 2010 to provide economic development services within the lower Columbia region; and to serve as the “first place of call” as opportunities develop. The regional district, in particular the EES, committed to funding the LCCDTS $224,000 per year as flow-through funding for the LCIC until the review, at which time the board could decide if it was desirable to continue with the partnership. Before the axe officially descends on the Trailbased enterprise, the EES recommendations will be presented to the full board at the regional district’s meeting in Grand Forks on Thursday. All Candidates Forum slated for Cominco Gym BY ART HARRISON Times Staff

Candidates to represent the Kootenay West riding will be participating in a trio of All Candidates Forum at the beginning of May. The Trail forum, hosted by the Trail and District Chamber of Commerce, will be held at the Cominco Gym on May 6. Other forums will take place in Castlegar on May 7 and Rossland on May 8. With less than a week before the close of the nomination period on Friday, the Kootenay West race continues to have only three contenders – incumbent Katrine Conroy of the NDP, BC Liberals nominee Jim Postnikoff and independent candidate Joe Hughes.

Neither the Green Party nor the BC Conservative Party have managed to produce riding candidates to run in the May 14 provincial general election. The Greens, although fielding candidates in 56 ridings around the province, still appear to be struggling to find a likely challenger to the NDP incumbent and have no regional party coordinator for the Kootenay Columbia region. The Conservatives, similarly, are running candidates in 55 provincial ridings without producing anyone to run in Kootenay West. “There's still a few more days before the nomination period closes on the 26th and there are still candidates being discussed in Kootenay West,” said BC Green Party communications co-director, Nathalie

Down. “We are continuing to consider candidates in all ridings where we haven't got one, with the exception of ridings with Independent MLA's because we support diversity of parties in the house.”

Calls to the BC Conservative Party media contact were not returned. The party did nominate nine more candidates in ridings across B.C. to give them a total 55 candidates in the province's 85 ridings.

Absentee voting under way in Trail BY TIMES STAFF The official election date is still weeks away and the nomination period doesn't end until Friday, but voters can cast their ballot now if they choose. Absentee voting is open for the Kootenay West riding at 1398

McQuarrie St. in East Trail from Monday to Saturday. Don Vinish, the Kootenay West district electoral officer, said B.C. residents were able to vote the day writ was dropped on Tuesday. “We've had a few people in already,” he said.

Vinish explained the office allows people, who might be away on election day or when the advanced voting begins, to cast their ballot. “It's open to anyone from B.C.,” he said. Even if the voter is from outside the riding, See VOTERS, Page 3

Cubs from around the region converged on Waneta Plaza for a gruelling three hour race series Saturday with cars they had all designed, built, and decorated themselves. Well, perhaps with a bit of help from some almost equally enthusiastic parents. “The kids are each given a block of wood, nails, and wheels,” said race starter, Art Lane, a member of the Baden Powell Scouters Guild, a group which helps out at larger Cub and Scout functions. “Then they're given specifications for length, width, weight, and a minimum height off the track so they don't get stuck, and other than that: go for it.” There were 41 Cubs competing in the rally, along with ten Beavers and eight Scouts who competed against enthusiasts in their own age groups in side races. The final three racers after qualification rounds were all from the Second Rossland Cubs group, with Chance Marion scoring the top honours, followed by Andrew Sibbald in second place and Emry McGill in third. Nine year-old Marion described his work on building and racing the winning car as being a matter of fact, step by step process. “We got a piece of wood, then we drew our design on it, and we got a saw and cut it, then smoothed it and painted it,” Marion said. “Then we put the wheels on it and came here and won. “I was so nervous I was sweating in the final race,” he said. “Then I won and my mom came and kissed me a bunch of times.” Area scouting programs run groups for children from five to 15-years-old Anyone interested in more information on the groups in your area can call Heather Hamer, at (250) 367-7453.

Rossland

Council weighs next move on school issue By Timothy Schafer Rossland News

It isn’t clear if the City of Rossland will be appealing the School District 20 board of trustee’s decision to reject an offer for city taxation, says the city’s mayor. Greg Granstrom said City council has not yet met to discuss the ramifications, if any, of the SD20 board decision to not accept a grant-inaid from the City of Rossland. Council made the decision to offer $145,000 per year in taxpayers money to the school district. “As of now there are no other decisions of council to move in any direction,” he said. The acceptance of the grant would have set in motion a city-wide referendum on the new level of taxation, and was part of the list of nine hurdles the board found with the City’s offer. Those hurdles have settled the dust on the school board’s end of the spectrum as far as the issue of offering kindergarten to Grade 12 education in Rossland is concerned, said Darrel Ganzert, SD20 board chair. “It’s pretty much the end of the options for us to change our mind,” he said about the vote on Monday night at the regular board meeting. “But part of the motion that was passed was that the superintendent and I approach the mayor and his council to make ourselves available to explain each and every one of the issues we had, all nine of them, so they understand fully the concerns that we had with their proposal.” Trail school trustee Mark Wilson agreed. “You would hate to say never, but right now we’re progressing as if it is a done deal and 10s to 12 are out to J.L Crowe (in Trail),” he said. “And it’s not a victory of one community against another, it’s an educational decision.” Granstrom said the ultimate power in this decision lies with the school board, and, although City council will discuss the matter, trying to change the board’s view from the municipal end isn’t feasible.

Voters must bring valid identification

FROM PAGE 1 the office can help by providing a ballot and a list of candidates from their region. All that is required is photo identification such as a driver’s licence. However, if the driver’s licence doesn’t have your current address, you must also bring a secondary piece, such as a letter or bill, confirming your current address. If you do not have any photo identification, the office recommends bringing a birth certificate or Social Insurance Number card along with a piece of mail verifying your current address. The office hours at 9 a.m. to 5 p.m. Monday to Friday and 10 a.m. to 4 p.m. On Saturday. For more information call 250-364-6108.

Environmental fees part of disposal By Sheri Regnier Times Staff

Do you ever wonder whose pockets are being lined with money amassed from environmental fees? According to Allan Stanley, RDKB director of environmental services, the fees are part of a comprehensive plan between the government and related industries, to regulate the proper disposal of the product after its “end of life.” “Most adamantly, those fees you pay at the check out are not a tax. The way it works, is that the provincial government regulates a particular product stream and works with the industry associations to apply a fee to manage these items when they are no longer usable,” he explained. Stanley said that there are many stewardship programs coming on stream in the province. He said the latest materials that affect most people is the disposal of old appliances, both large and small. “Almost anything with a cord or a battery is now subject to a stewardship program.” Stanley explained that

Leanna McCormick, from the Trail Bottle Depot on Rossland Avenue, said there is always a steady stream of televisions, computers, monitors and other electronic equipment dropped off for recycle, with no charge to the customer.

there are collection sites in Trail and most other communities, endorsed by the appliance companies, where residents can recycle these products for free. More than any place in the province, our area has benefitted from the stewardship programs, he said. “These programs have made quite a big difference in our Greater Trail area. Because a lot of the materials get processed locally, for example at KC Recycling in Columbia Gardens. And much of the final processing of the recyclable materials happens up at Teck.” He said that the biggest support the RDKB can offer to the stewardship incentive, is to eventually ban disposal of these products at the landfill. “Before the regulation came in, there were horror stories and videos showing where our discarded materials, such as electronics, actually ended up,” said Stanley. “Now, with the new regulation, there is a strict protocol and that doesn’t happen anymore.” For information about free disposal programs and more, visit rcbc.bc.ca.

Final decision on funding expected Thursday FROM PAGE 1 The regional district will not be issuing any statements regarding these recommendations until after the boards have made their decision on Thursday, said John MacLean, chief administrative officer. As part of its 2013 plan, earlier this month, the LCIC put forth a request for proposals to create a unified regional recruitment package to allow employers, educators, and healthcare providers to attract and retain key employees. “All initiatives for 2013 will continue

to go forward,” said Martin. “We have received tremendous support from the community for advancing forward what seems to be a much needed initiative. “Now we will have to sit down and discuss how to move forward in the absence of funding from the regional district.” The East End Services, also known as the East End “Seven”, is a partnership between five municipalities; City of Rossland, City of Trail, villages of Warfield, Montrose and Fruitvale; and

electoral areas A and B. In August of 2010, Sandy Santori took on the position as executive director of the LCIC. “Our mandate is to undertake programs and projects designed to grow and diversify the local economy (Lower Columbia Region) by attracting new business, retention and expansion of existing businesses and actively supporting and leading on priority initiatives, projects and programs that have been identified as regional economic drivers,” he said at that time.

Provincial B.C. Election 2013

Election issue: Post-secondary education By Tom Fletcher Black Press

Parties in the May 14 B.C. election have highlighted their commitments to improve post-secondary skills training. The province faces a wave of baby boomer retirements, shortages in trades and industrial jobs, an increase in temporary foreign workers and under-employment of some university graduates. Trades and apprenticeship training is a major point of dispute. The B.C. Liberal-created Industry Trade Authority has increased apprentices from 16,000 in 2001 to 34,000, but the NDP counters that percentage completion rates have declined. Independent Contractors and Businesses Association president Phil Hochstein argues that with many more young people in the apprenticeship system, the number of graduates is at a record

level. Platform highlights: • The B.C. NDP’s biggest commitment is $100 million for a post-secondary student grant program, to be funded by a capital tax on large financial institutions. NDP leader Adrian Dix also promises $40 million new investment for skills training, to “increase apprenticeship training spaces, shorten completion times and improve completion rates.” The NDP notes that while the B.C. Liberal government touts its jobs plan in ads, its February budget projects a $42 million cut to the advanced education ministry over three years. • The B.C. Liberals highlight a $75 million commitment for upgrading training facilities and equipment, on top of the $500 million annual skills training budget. The B.C. Liberals emphasize plans to expand vocation-

al training in high schools, and encourage partnerships between high schools and employers. Their platform also promises to develop “relevant training programs” for B.C. residents to work in the LNG industry. • The B.C. Conservatives promise to “increase training and apprenticeships in the trades and technical sector,” but don’t specify how. They also promise to increase online learning capabilities in colleges and technical institutes, and give qualified B.C. students priority for admission to the province’s postsecondary institutions. • The B.C. Green Party promises to eliminate interest on student debt over five years, “immediately” cut tuition by 20 per cent, create a grant program for low-income students, increase core funding for colleges and universities by $200 million and provide training for laid-off workers.

Call for crossing fee at borders draws criticism in both countries THE CANADIAN PRESS TORONTO - A proposal to charge travellers a new crossing fee at U.S. land border crossings has drawn condemnation in both countries. The call to study a new levy - contained in the U.S. Department of Homeland Security’s proposed budget for 2014 - is needed to defray increased security costs, proponents say. However, Michael MacKenzie, executive director of the 70,000-member Canadian Snowbird Association, said Monday that Washington is trying to ease its “desperate financial situation” on the backs of Canadian travellers. “While we appreciate the fiscal challenges faced by our friends in the United States, we would prefer the U.S. government focus on ways to reduce obstacles at the border that hinder trade and tourism,” MacKenzie said Monday. “People feel like maybe they’re being nickel and dimed a little bit and politicians are taxing people who can’t vote, which makes sense politically but it just sends the wrong message.” Currently, air passengers pay to enter the U.S. but the fee is included in the price of the plane ticket.

Drivers and pedestrians do not pay a specific entry fee, although bridges spanning the border charge tolls that go to the bridge authorities. In its proposal, the Department of Homeland Security urges a study of setting up and collecting a crossing fee for both pedestrians and passenger vehicles along the Canadian and Mexican borders. Among other things, the study would examine the feasibility of collecting from “existing operators on the land border, such as bridge commissions, toll operators, commercial passenger bus, and commercial passenger rail.” Given the early stages of the proposal, just how such a fee might work - whether it might apply to travellers leaving the U.S. as well and what it might cost - is far from clear. Nevertheless, the Department of Foreign Affairs said Monday it would “vigorously lobby against this proposal.” The Canadian Chamber of Commerce also weighed in, saying charging a toll to drive into the United States would be a “serious mistake” and pledging to lobby against the idea. “Any fee on travellers crossing the border is bad for individuals

and for the economy,” the chamber said. “Building the walls higher and making the border stickier and thicker is exactly the wrong way to go.” In testimony two weeks ago to a Homeland Security Committee, the head of the department Janet Napolitano said fees that support processing more than 350 million travellers a year have not been adjusted, in many cases, for more than a decade. “As the complexity of our operations continues to expand, the gap between fee collections and the operations they support is growing, and the number of workforce-hours fees support decreases each year,” Napolitano said. The budget proposal, she said, calls for hiring more customs and immigration officers through adjustments in inspection user fees “to recover more of the costs associated with providing services.” Critics warn that fee collection could slow already clogged border crossings. Last week, Democratic Rep. Brian Higgins from Buffalo said any fee could hurt cross-border business. “At a time when we are looking to increase economic activity at our northern border, we should not be auth-

No claw back to soldiers’ danger pay

THE CANADIAN PRESS OTTAWA - The Harper government has backed away from a proposal to claw back overpayments of danger pay for soldiers in Afghanistan. Prime Minister Stephen Harper says soldiers won’t have to repay hundreds of dollars they got through an administrative error. After an outcry two weeks ago, the Conservatives backed away from a plan to reduce danger pay for Canadian troops training Afghan soldiers in Kabul. The proposal to cut the danger

money by almost a third, or nearly $500 a month for each soldier, is under review. Now, the government is backing off again. Opposition Leader Tom Mulcair says Defence Minister Peter MacKay has lost control of his department. “This is the second incident in two weeks where Conservatives have tried to short-change soldiers who are placed in harm’s way,” Mulcair said during question period. Harper dismissed the pay problem as a mistake.

oring proposals that would do the reverse,” Higgins said in a letter to Napolitano, according to the Buffalo News. Given the importance of cross-border traffic, successive Canadian governments - including that of Prime Minister Stephen Harper - have made the free flow of goods and people a priority. The Canadian

Chamber of Commerce said any new fee would break down the sense of North American community Canada and the U.S. have been working to build. MacKenzie said there are already numerous fees and taxes to cross the border and a new tax could be a “sizable economic burden” to people who cross the border regularly or amateur sports teams.

B.C. Liberals are running scared in this election

T

he B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a re-elected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not normally seen in a platform. This is consistent with Clark’s style since she was anointed party leader two years ago. The main focus, as

revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Albertastyle “prosperity fund” from liquefied natural gas exports. Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted each other on that when it was announced, and the platform doesn’t shed any new light. All we have is a big logo on the side of Clark’s campagn bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ pre-election budget predicts will keep growing, cartoonist Adrian Raeside summed it

TOM

up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale formations. That’s not an outright lie, but it’s almost

as speculative as Clark’s notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next one, at a time when it is unclear whether she can even hold her own seat in VancouverPoint Grey. The B.C. Liberals will cut small business taxes by a point, some time in

the next five years. They will also increase income tax on large businesses and personal income of more than $150,000, but that’s not mentioned in their platform, since it goes against 12 years of their policy as a government. • A clarification of last week’s column on the B.C. Conservative platform. Leader John Cummins informs me his plan to phase out the carbon tax does not include reversing the personal and business income tax rate reductions that were legislated as the fuel tax reached its current level. The platform asserts that total provincial revenues will continue to rise in the next four years, despite the uncompensated loss of $1 billion from the carbon tax. Daily violence has consequences on girls’ lives

T

he news of R e h t a e h P a r s o n ’ s alleged rape and eventual suicide has been called tragic, shameful and sickening. The truth is that Parson’s story is yet another example of violence against girls, an ongoing crisis we too often ignore. Sadly, for those of us working in the field of violence prevention, Rehtaeh’s story only reinforces a fact we have known for years: girls experience violence on a daily basis. The teenage years of a girl like Rehtaeh should be about learning, growing and developing interests. Instead, growing up a girl in Canada is often overshadowed by dealing with sexual gestures, comments and a bombardment of pressures to look sexy and have sex. It’s so common that most of us, even girls, fail to realize it is violence. A leading Canadian researcher, Dr. Helen Berman, has said that girls are socialized to expect violence to the extent that even victims overlook harassment. This type of “everyday violence”

begins at a shockingly young age, she wrote in one study.

Saman

Ahsan

Troy Media

A large scale student survey by Quebec’s provincial statistical institute found that an astonishing 43 per cent of girls aged 16 who had dated a boy in the last year had been victims of dating violence. One-fifth of the girls in the study reported being physically abused by their boyfriends. A 2010 study by a family violence research centre in New Brunswick found that a dating partner had physically or mentally abused nearly one out of every four girls studied. These statistics make it clear that harassment with sexual overtones is a daily reality for girls in Canada. Nonetheless, Rehtaeh’s story leaves us with an agonizing

question. How could these boys give themselves permission to rape? Society’s attitudes toward girls led them to believe it was socially acceptable not only to hurt this girl but to boast about the act on social media. These attitudes underlie representations of women in mainstream media – often as sexual objects – that send boys the message it’s okay to make sexual jokes or to do far worse. “Boys will be boys,” we often say about understated acts of sexual harassment. But when girls are being seriously hurt – physically, emotionally and psychologically – we can’t shrug off harassment as a matter of perception. In another alarming report, more than a quarter of high school girls who participated in an Ontario study by the Canadian Mental Health Institute said they had been pressured into a sexual act. A story like Rehtaeh Parsons’ makes it painfully obvious that staying silent about behaviours that demean girls is destructive. Moreover, media isn’t alone in reinfor-

cing gender stereotypes and inequality. Families, schools and workplace structures all have a role to play. Rehtaeh’s suicide is a reminder that a lack of support for young girls can have devastating results. Research has shown that girls tend to feel shame and internalize negative thoughts. Canadian girls between the ages of 15 and 19 are more likely to be hospitalized for self-injury. Suicide rates among girls have increased over the past 30 years. Social stigma from peers doubles the pain victims have to face. Rehtaeh’s mother says she faced months of bullying after photos of her sexual assault circulated online. Furthermore, law enforcement investigations of cases like this too often appear to blame the victim for inviting sexual violence. Many details of Rehtaeh’s case are still unknown but it’s clear that something went terribly wrong. Why did the community and the justice system fail to provide this girl and her family with enough support? Rehtaeh’s family needs answers and so

do all Canadians. Our society needs to create safer spaces for girls, such as the programs Girls Action Foundation supports, in order to help prevent tragedies like this one. Only by teaching boys what real strength means and how to respect the girls in their lives can we change the intergenerational cycle of vio-

lence. We need initiatives like the White Ribbon Campaign to prevent violence by showing boys how to respect girls and women. This is also a call to action for the education and justice systems – it’s time to start taking girls seriously. From school boards to law enforcement and everyday interactions, we must ensure girls

know they deserve respect, dignity and human rights. Saman Ahsan is Executive Director of Girls Action Foundation, a national non-profit advancing girls’ empowerment since 1995. She has worked for girls’ empowerment in her native Pakistan and her adopted Canada. Follow Girls Action on twitter @_GirlsAction.

Attack ads are bully politics

An editorial from the Halifax Chronicle-Herald Prime Minister Stephen Harper is hypocritical when he denounces the cyber-bullying in the case of Rehtaeh Parsons but allows his party to engage in some cyber-bullying of its own. An online and TV attack ad about Justin Trudeau shows the newly minted Grit leader taking off his shirt to raise money for the Canadian Liver Foundation as an announcer raises questions about his judgment. We’re not suggesting that the situation of a politician criticized by opponents is anything like that of a teenage girl who is abused and harassed by distribution of photos of the crime. But there’s merit to the old advice: attack ideas, attack philosophies, attack points of view - but don’t attack the person.

The Tories are certainly not the only Canadian political party to spread around negative-ad muck, although they seem to take particular pleasure in dumping it over the heads of new Liberal leaders. Both Stephane Dion and Michael Ignatieff were similarly pilloried by the Tories when they took the top Grit job. In the wake of the ads, both struggled to keep the loyalty of party members, much less win over other Canadians. Bullying has been around forever and it’s a tough behaviour to stamp out, but that doesn’t mean our political parties and their leaders should behave badly without getting called on it. Despite politicians’ sometimes tarnished images, they are important role models. When teenagers assess role models, they have an unfailing ability to call out adults for tell-

ing them not to do something those same adults do. Why should teens believe a political leader who says it’s wrong to gang up on someone and attack him publicly for, say, inexperience, when that leader and the back-room strategists are rubbing their hands in glee over the next round of attack ads? In the long run, these ads degrade the party that creates them, give credence to all-toopopular sentiment that politicians (most of whom spend long hours trying to help constituents) are a shady lot, reduce political debate to who can afford the best attack-ad agency and weaken democracy by robbing Canadians of a chance to assess up-and-coming political leaders on their merits. It’s time our politicians moved beyond the bully ads and got back to business: debating policy, not personality.

The welcome centre wants to become a full status visitor centre and it is in the process of completing a financial plan before it applies to Tourism BC. Darbyshire says travelers will be more aware of the welcome centre

if it gets registered as a full status visitor information centre. “Signage is a big thing, because once you get that big ‘I’ on the highway, people are so in tune with that visitor information marking,” she said. “We would also get recognized on maps and there is a little bit of funding available with that as well.”

World Sledge Hockey championship

Team Canada golden at last Trail’s Mike Mondin leads Canada’s sledge hockey team to victory over the U.S. By Jim Bailey

Times Sports Editor

Team Canada defeated its long time nemesis the United States in the gold-medal game of the IPC World Sledge Hockey championship in Goyang, South Korea Saturday. In what many predicted to be a tough defensive battle, turned out to be just that, as Graeme Murray netted the only goal of the game for Team Canada in the 1-0 victory. “Playing the USA in the final was fitting with the rivalry that exist between the two teams,” said Team Canada coach and Trail native Mike Mondin in an email to the Times Sunday. “As with any of our games when we play the U.S., the games are close and intense. Both teams bring the best out of each other.” Murray scored just 2:07 into the second period off a pass from teammate Anthony Gale, but other than that little offence was generated by the Americans with much of

the game played in the middle of the ice, in a physical battle for puck possession. Canada outshot the USA in the game 15-5, with Billy Bridges and captain Adam Westlake each having four shots on the net. Forward Josh Pauls led the Americans with two shots on goal. Canada won world championship gold in 2000 and 2008 and the U.S. has taken gold in 2009 and 2012, and at the 2010 Paralympics. Canada, the 2006 Paralympic gold medallists, earned bronze at the 2009 worlds and again last year after they lost 2-1 in a shootout to the Americans in a semifinal. It was the third World championship for Team Canada, but the first for Mondin as head coach. “Our team’s gold medal performance at this years IPC World Championship was a ‘fight to the finish’ attitude throughout the tournament,” said the J. L. Crowe instructor. “We were prepared physically, mentally, and were injury free allowing us a recipe for success. Each player understood and fulfilled their role in each of our five games. “We are extremely proud of the player’s performances and our team becoming world champions.” The team was stingy defensively throughout the tournament, outscoring opponents 20-3, and going undefeated with committed and aggressive play. The Canadians beat the Czech Republic 5-0 in the semifinal game, while the U.S. defeated Russia 2-1 in the other semifinal with both teams going through the round robin undefeated. Westlake was named top forward in the tournament scoring five goals and three assists for the Canadians. “Today we finally had the right game at the right time,” Westlake told an IPC reporter after the game. “The U.S. is a good team now and our series through the year is 3-3; any given day either team can win. I was just very happy it was us tonight.” In the bronze-medal game, Russia toppled the Czech Republic 3-0 to make the podium at their first World Championships A-Pool, just five months after winning last year’s B-Pool event in Novi Sad, Serbia. The victory also qualified Canada for the 2014 Winter Olympics in Sochi, Russia. As World Champions, the Canadians will also be the top seed at the Games.

Team Italy, led by tournament MVP Patrick Iannone of Fruitvale, won a spot in the 2014 IIHF World Hockey championship with a victory over Hungary Friday at the IIHF Div. 1 Group A tournament.

Iannone leads Italy back to Worlds

By Jim Bailey

Times Sports Editor

Greater Trail’s Patrick Iannone was named top forward and tournament MVP for leading the Italian national team back to the elite World Hockey Championship with a 2-1 win over Hungary in Budapest Friday. Iannone scored the winning goal with just under 10 minutes remaining in regulation time to break a 1-1 tie and propel the Azzurri back into the 2014 IIHF World Hockey Championships in Belarus. “We couldn’t be happier for our team and what we’ve accomplished,” Iannone told a reporter

for the IIHF website. “We knew how it was two years ago. We knew it would be the same tonight. It’s an amazing and loud crowd. It’s fun to play here. It’s these kind of games you want to play.” Italy finished 4-1 in the tournament and returns once again to the World championship after being relegated to Div. 1 Group A in the 2012 tournament. The top two finishing teams in Div. 1 advance to the 2014 Worlds. The other qualifier, Kazikhstan, needed a win against Italy in their final game of the tournament to also claim the berth. With the Italians

already guaranteed a spot, Kazikhstan skated to a 3-0 victory on Saturday to win the gold and claim their promotion, much to the dismay of the host Hungarians who would have won the berth with an Italian victory. Italy took home silver while Hungary beat Japan in their final match 1-0 for its third bronze medal in as many years. Iannone finished the tournament second in overall scoring with four goals and two assists in five games, while defenceman Trevor Johnson of Trail finished tied for second overall in plus/ minus with a plus-four rating in five outings.

Surrey Eagles eliminate Penticton Vees in six

By Emanuel Sequeira

Penticton Western News

Cheers exploded from the South Okanagan Events Centre as Michael Rebry put away the 2-2 tying goal over the Surrey Eagles Sunday evening. It just wasn’t the final sound that night. It went from constant oohing and awing to silence as over 3,100 Penticton Vees fans had their hearts broken when Adam Tambellini beat Chad Katunar over his glove 2:34 into the

second overtime for a 3-2 Eagles win. Demico Hannoun forced a turnover down low at the goal line then fed Tambellini out front as he waited in the slot. The championship goal was Tambellini’s first of the series and helped the Eagles clinch the Fred Page Cup in six games. Following the game, an emotional Vees coach-GM Fred Harbinson said his players laid it all on the line. “They have nothing to hold their heads

down about,” he said. “They battled right to the end. It was a heck of a series, two great teams.” Rebry’s goal came on the power play with

24 seconds remaining in regulation time. In overtime, neither team held back. There were more scoring chances for both sides that had fans in awe.

Harbinson credited the Eagles with the way they played. “They are a great team,” said Harbinson. “It’s a great accomplishment for them.”

The Eagles now move on to represent the BCHL at the inaugural Crescent Point Energy Western Canada Cup in Nanaimo, starting April

26. The championship marks the first time since 2007 that a team other than the Vees or Vernon Vipers has been crowned league champions.

Senior curlers crowned

THE CANADIAN PRESS FREDERICTON Canadian skips Rob Armitage and Cathy King both took gold Saturday at the world senior curling championships. Armitage’s men’s team from Red Deer, defeated New Zealand’s Hans Frauenlob 6-4, while King’s Edmonton outfit beat Austria’s Veronika Huber 13-1 as both Canadian teams finished with unbeaten records. It was the sixth time in the tournament’s 12-year history that Canada has swept the gold medals and also marked the 51st straight victory for Canadian women’s teams dating back to 2008. Overall, Canada has

eight men’s and nine women’s titles at the event. “It’s fantastic,” said King, the bronzemedallist at the 1998 world women’s championship in Kamloops, and a seven-time participant at the Scotties Tournament of Hearts. “I’ve been wanting this title for a long time, like the rest of my team. “Being to that many Canadian championships, you want to (win) at least one world championship, so it feels awesome.” Armitage showed the same consistency and shotmaking that produced nine round-robin victories and another in the semifinal against Switzerland’s Werner Attinger earlier on

Saturday. After forcing New Zealand to one in the second end, Armitage put together a deuce in the third end and stole one more in the fourth when Frauenlob - who like his three teammates was born in Canada - was heavy on his last-rock draw to the four-foot. The game-breaker came in the sixth when Armitage made a perfect hit-and-roll with his first rock to set up a draw for three that was enough to send Canada to victory. Switzerland won the bronze medal with a 7-2 win over Sweden’s Karl Nordlund, while Sweden claimed the ladies’ bronze medal with a 9-8 extra-end win over Scotland’s Christine Cannon.

ALLAN CUP

Generals capture Cup

RED DEER, Alta. – For the second time in five years, the Bentley Generals have won the Allan Cup, claiming Canada’s 105th National Senior Championship with a 3-0 victory over the Clarenville Caribous in Saturday’s championship game at Red Deer Arena. Chris Neiszner broke a scoreless tie 14 minutes into the second period, Scott Doucet doubled the lead four minutes later and Keenan Desmet rounded out the scoring in the third as Bentley became the fifth host team in the last decade to win the national championship. Dan Bakala stopped all 35 shots

he faced for the first championship game shutout since 2004. The Generals, who appeared in the final for the fifth time in the last six years, went through the tournament undefeated, beating the Rosetown Redwings 2-0 and Kenora Thistles 5-2 in preliminary round play before a 3-2 win over Kenora in Friday’s semifinal. Bentley won the Allan Cup in 2009, and lost in the championship game in 2008, 2010 and 2011. Jason Churchill made 30 saves for the Caribous, who were looking for their second national title in three years.

Global Youth Service Day is April 26-28 Mailbox

munities through the power of youth service. For more information, your readers can visit www.GYSD.org. Sincerely -- Steven A. Culbertson President and CEO Youth Service America Dear Steven Culbertson: Thanks so much for letting us once again mention Global Youth Service Day. Young people all over the world do such fantastic and helpful volunteer work, not only on this day, but every day of the year. Global Youth Service Day provides more opportunities for everyone to get involved. We hope all of our readers, young and old, teachers and stu-

appears. Does your local police department or neighborhood association issue fines for leaving pool gates open? If so, report your husband and ask them to give him a citation. You also could purchase a new lock to which only you have the key. Then talk to your husband and ask what’s going on. If he wants you to leave, you can find a lawyer through your state or county bar association. But also, please suggest he get a complete checkup. Dear Annie: “Disgusted” was annoyed with charities that send little gifts to guilt him into sending money. Here are my suggestions: Always check a charity’s privacy policy before you donate. Some of the best charities sell their mailing lists. Do NOT give your name and address if you don’t know their privacy policy. If you want to donate, send a money order. They still get the

donation, you still get a tax receipt, and you maintain your privacy. Check with Charity Navigator (charitynavigator.org) to find out how much of a charity’s money goes toward its purpose as compared to administrative costs. If the charity includes

a stamped envelope, fold up every piece of paper they sent, cram it in there and put the following message near your name: “Delete this address from your mailing list. Do not sell, trade, share or otherwise distribute this address with any other

mailing list.” We spent a lot of time and effort cleaning up my mother-in-law’s mail. For every worthwhile charity she donated to, there were about a dozen scummy ones. Good charities are out there, but be cautious. -- Mom’s Mail Clerk

dents, will check out your website. Dear Annie: My husband is 75 and seems fit and able. The problem is, he likes to fix the doors to our pool cage in the open position. The first time he did it, I went ballistic, pointing out the liability: There are children in this neighborhood who could wander in and easily drown in our pool. I said I would leave if he did it again. Yesterday, he did it again. So, I’m thinking he wants me to leave. What recourse do I have when my husband seems mentally fit but begins to exhibit such terrible behaviors? I’m fairly sure he would pass a mental competency test, if I could get him to take one. Is this abuse? Should I find a lawyer? How do I do that? -Sarasota, Fla. Dear Sarasota: This doesn’t sound like abuse, but we agree that your husband may not be as mentally competent as he outwardly

Dear Annie: Did you know that an estimated 16 million youth participate in volunteer activities in the U.S. every year, and that by volunteering, these young people will perform better in school? These amazing kids do everything from collecting stuffed animals for children who are victims of tragedy to creating sustainable gardens in urban communities. All of these remarkable youth have a common goal: to raise awareness and solve the problems facing the world today. To celebrate their ingenuity, idealism and passion, please remind your readers that the 25th Global Youth Service Day (GYSD) will take place April 26-28, 2013. Last year, young people around the world came together and participated in nearly 4,500 projects. Additionally, thousands of community partners in more than 106 countries brought together millions of young people to strengthen their com-

YourByhoroscope Francis Drake For Wednesday, April 24, 2013 ARIES (March 21 to April 19) You feel passionate about financial matters today or about something you own. You’re concerned because you might be looking for it or trying to clean it or fix it. Why? Because it matters! TAURUS (April 20 to May 20) Your relationships with others will be powerful today, primarily because you are so powerful. You won’t hesitate to say what you mean and go after what you want. GEMINI (May 21 to June 20) Clandestine romance and secret love affairs might take place today. Something is hidden, and you feel passionately about it. (You know who you are.) CANCER (June 21 to July 22) In group situations, you might try to vehemently persuade others to agree with you. Lighten up. Just speak

your piece, and let them decide. (Ya think?) LEO (July 23 to Aug. 22) You might fall passionately in love with a boss or someone older or richer today. This is a feeling that really grips you! Fortunately, it will pass. (But it will be memorable.) VIRGO (Aug. 23 to Sept. 22) Because your appreciation of beauty is heightened, you’ll love seeing beautiful buildings, parks, boutiques, galleries and the creative work of others. Romance with someone from a different background also might flower. LIBRA (Sept. 23 to Oct. 22) This is a highly romantic, passionate day. A new relationship that begins now will be intense, because your responses to others are quite physical. SCORPIO (Oct. 23 to Nov. 21) You are focused on part-

ners and close friends today, hopefully for a good reason. People feel the intense and magnetically drawn to each other. Have fun! SAGITTARIUS (Nov. 22 to Dec. 21) You might be obsessed about something at work today, especially if you’re trying to improve things or make something more attractive. Lighten up. Others will get the drift.

CAPRICORN (Dec. 22 to Jan. 19) This is a classic day for love at first sight, especially for your sign. Eyes across a crowded room and all that. (Be still, my beating heart.) AQUARIUS (Jan. 20 to Feb. 18) You’ll enjoy making home improvements or redecorating today. In particular, you want to make things look more beautiful as well as function more smoothly.

PISCES (Feb. 19 to March 20) You’re unusually persuasive today, which makes this a great day for those of you who sell, teach, market and act. No one can resist you! This also is a powerful day for writers. YOU BORN TODAY You are multitalented. You’re nurturing to loved ones and find helping others to be a rewarding experience. Two areas are important to you:

College gets high marks from survey

David Dudeck was hiking behind his home in Waneta on the weekend and took this early morning photo of the April contrast between the snowy mountains of the Rossland Range and the drier slopes lower down divided by the fog and clouds over the Columbia River. If you have a photo you would like to share with our readers email it to editor@trailtimes.ca.

By Sally MacDonald Cranbrook Townsman

There was great celebration at College of the Rockies’ campus in Cranbrook last Thursday as president Nick Rubidge announced the institution’s top placing in an international survey. A study conducted last fall by the International Graduate Insight Group called the International Student Barometer found that the College of the Rockies is the best institution for international students in Canada, and the second best in the world. “This is an absolutely amazing

The Local Experts™

achievement,” said Dr. Rubidge. Patricia Bowron, the college’s executive director of international affairs and dean of instruction, said it was a great honour. “It was great to be able to see how our results fared against some of the most well-regarded post-secondary institutions in Canada and abroad. We are really pleased that our students regard us so positively,” said Bowron. The Student Barometer is the world’s largest survey of student satisfaction. A total of 161,781 international students took the survey; 16,828 from Canada.
