Williams Lake city council will propose a 1.9 per cent tax increase and borrow $215,000 internally for a five-year term from its landfill reserves to balance its 2013 budget.

At a public budget meeting held Wednesday evening in the Rick Hansen boardroom, council unanimously endorsed the proposal. Coun. Ivan Bonnell was absent from the meeting.

Geoff Bourdon reminded the public it has until Monday, April 22 to comment on this year’s budget process.

The city’s five-year financial plan will be presented at the April 23 regular meeting.

GREG SABATINO As the first stop on the 2013 BC Rodeo Association circuit, the 23rd annual Williams Lake Indoor Rodeo promises to attract hundreds of rodeo competitors to the lakecity this weekend.

Gwen Cyr, Williams Lake Indoor Rodeo director, said they’re expecting three back to back sellouts when the rodeo kicks off at 6 p.m. April 19 at the Cariboo Memorial Recreation Complex, then resumes for two more rodeo performances at 1 p.m. Saturday and Sunday.

“We’re expecting a strong number of entries,” Cyr said. “Ticket sales are going really well and there’s lots going on.”

New this year, as part of each rodeo performance’s opening act, are

the Young Gunz, a youth trick riding group based out of Bonnyville, Alta.

Some comedic performances, along with the West Coast Thunder Drill Team, rounds out the opening act. Canadian Pro Rodeo announcer of the year Brett Gardiner is he MC and Dennis Halstead is the rodeo clown and barrel man.

Cyr said C+ Rodeos will guarantee to provide stock that will undoubtedly treat fans to an exciting performance.

Local Stampede Royalty, special guest Miss Rodeo Canada Gillian Shields, and visiting royalty will also be there. During Sunday’s performance Archie Williams (Cache Creek), Larry Ramstad (Gang Ranch), John Dodd (formerly of Riske Creek) and Frank Teer (Houston) will be inducted into the BC

Cowboy Hall of Fame.

Friday night a local band, the Skid Marks, will perform a free concert in the beer gardens. Saturday’s barn dance features Quesnel’s Rockin Chair. Friday night and Saturday night Adventure Charters and the Williams Lake Rugby Football Club

will offer safe rides home.

Rodeo tickets, barn dance tickets and indoor rodeo merchandise are still on sale at the Williams Lake Indoor Rodeo office on the upper level of Boitanio Mall. Or, for more information, call the rodeo office at 250-398-3334.

The Husky gas station on Broadway Avenue South was robbed at about 1:11 a.m. on April 18, the RCMP reports.

The lone male suspect was wearing a mask and brandishing a knife.

Police dog service and RCMP responded, and arrested a male fitting the description, a few blocks

from the gas station.

The adult male is a Williams Lake resident, not previously known to police before this incident.

He was released on strict conditions. Charges are being recommended to Crown Counsel, RCMP said.

With hungry bears emerging from hibernation, it is interesting to note no other animal has the sniffer skills of a bear. If there were a sensory animal Olympics deer would take the gold medal in sound, the hawk in sight and the bear in scent; hence the saying “If a tree falls in a forest a deer will hear it, a hawk will see it and a bear will smell it.”

A bear’s sense of smell is seven times greater than that of a bloodhound … and a bloodhound’s sense of smell is 300 times better than a human’s! A bear’s nose consists of hundreds of tiny muscles they control with amazing dexterity that can be likened to a human manipulating their fingers. The result is so precise they can smell animal carcasses from a distance of 20 miles upwind.

I had long suspected bears of having superior olfactory capabilities, but until stumbling across the above statistics I didn’t realize just how

incredible their sense of smell really was. I recall with terrifying clarity the time Darcy and I went gold panning in the wilds. A hundred miles from nowhere we parked our vehicle and set off on foot. Darcy shouldered the heavy backpack filled with pans, picks, and other paraphernalia, while I carried the lighter pack that included our lunch of fruit, a couple sandwiches and a package of pepperoni.

I objected from the outset to the pepperoni.

Darcy often accuses me of sucking the fun out of food and he’s probably right. If it’s high in fat, salt or preservatives chances are I will comment on it. Vociferously.

The pepperoni fell into all three categories and I chirruped about it as we walked through bush so dense I could hardly see Darcy’s back even though he was never more than twenty feet ahead. Sadly for Darcy, the bush did little to muffle my voice as I opined on the long term effects

An hour later I had finally exhausted all possibilities of how pepperoni might wreak havoc on the human body. In the distance came the roar of the creek signaling our destination was close at hand. No doubt to Darcy’s immense relief, the creek would soon be muffling sound as effectively as the bush had been muting our sight. It was about this time an unsettling thought occurred. With brush slapping my face with every step and now the upcoming creek blotting out sound, there was no way to see or hear if anything was approaching. Anything like...a bear.

Adding to my newfound concern was the fact I was walking through the woods with food strapped to my back; food that included very smelly pepperoni.

As my heart started to drumbeat in my chest, it occurred to me that I the carrier—not Darcy the consumer--could very well be the one to suffer a heart attack brought on by the pepperoni. I hurried to catch up to Darcy so I could be heard over the roaring creek. I grabbed his arm and demanded he consume the pepperoni in its entirety on the spot. “Let me get this straight,” Darcy replied. “Now you want me to eat the pepperoni you’ve spent the last four miles telling me I should never eat.”

“Yes,” I shouted. “All of it.” To my mind once the pepperoni was safely inside his stomach the bear could no longer smell it. My reasoning was thus; they always tell you to remove food from a tent to avoid attracting bears, but you never hear

anything about not consuming food before getting inside the tent.

When Darcy expressed his reluctance to eat a pound of pepperoni in one go I suggested we toss the package as far as we could. In exasperation Darcy removed the offending package of pepperoni from my backpack and inserted it into his coat pocket and continued down the trail. I felt unreasonably relieved. It didn’t last.

While I didn’t want to be consumed by a bear, I certainly didn’t want Darcy consumed by one neither. Furthermore I was pretty sure being 20 feet from a person packing pepperoni wasn’t much safer than being the pepperoni packer; especially when the pepperoni packer could run faster.

As usual, my worrying was for naught. We didn’t strike it rich, but we didn’t get consumed by a bear, so it was a successful trip. On our way back we stopped at a park where I saw this

Election buses roll for May 14 vote Tom Fletcher Premier Christy Clark formally began the B.C. election campaign Tuesday with a visit to Lieutenant Governor Judith Guichon to end the current government and begin a 28-day run to form a new one.

Clark began with the dramatic claim that the May 14 vote is “a choice that will do nothing less than define our province for another generation,” and quickly went on the attack against NDP leader Adrian Dix. “I can’t remember

a campaign where the choices are as stark as this one, where we have a chance to grow government, grow taxes, kill the opportunity for liquefied natural gas exports, or we have the chance to shrink government, grow the economy, lower taxes and pay off the debt for our kids,” Clark told reporters gathered outside Government House in Victoria.

The NDP has supported LNG exports, but wants to extend B.C.’s carbon tax to natural gas drilling emissions that would

add up to $100 million more a year. Clark has suggested taxes and royalties from LNG exports should go toward a “prosperity fund” that could pay off B.C.’s debt in 15 years.

B.C. Conservative leader John Cummins has emphasized that B.C.’s debt nearly doubled under the NDP government of the 1990s, and has almost doubled again in the 12 years of B.C. Liberal rule.

Dix boarded his campaign bus Tuesday for a series of stops in Vancouver and Burnaby.

Cummins and B.C. Green Party leader Jane Sterk are also traveling the province as they prepare for a leaders’ radio debate on April 26 and a TV debate April 29.

Dix was forced on the defensive after the B.C. Liberals publicized offensive comments made by the NDP’s KelownaMission candidate on a local internet site four years ago.

Dix issued a brief statement Tuesday announcing Dayleen van Ryswyk has resigned and the party will nominate a new candidate.

Later in life pregnancies can be complicated Monica Lamb-Yorski Tribune Staff Writer A new University of British Columbia study has found most B.C. couples trying to conceive don’t know how many eggs are in their basket.

According to Dr. Judith Daniluk, Clinical Psychology Professor at UBC, a lack of fertility knowledge is exacerbating the growing trend of delayed childbearing.

“Some people don’t realize that at 42 their eggs are 42 years old,” Daniluk said. “We’re born with all the eggs we’ll ever have.You can be in the best shape you’ve ever been in your life, but your eggs are as old as you are.”

Daniluk has spent many years counselling people who struggle with fertility issues.

“There not old by any stretch but we’re seeing more and more people delaying having

children and as a consequence are having to turn to treatments like invetro fertilization which are very expensive and actually out of the reach for an awful lot of people, economically as well as geographically.”

She’s worked with couples who have remortgaged their homes to try and achieve a pregnancy, and some times the success rates are low.

“It’s one of those things where we can spend lots of money providing treatments and I think we should, but on the other hand people don’t have the information they should.”

Daniluk and her research team conducted a national study with approximately 3,300 childless women and 600 childless men.

“Every province was represented, urban and rural, demographically it was really broad from people with low

socioeconomic status to high economic status.

Educational levels from elementary school right up to PhDs.” The research revealed the following key knowledge gaps: most respondents incorrectly think that for women over 30, overall health and fitness level is a better indicator of fertility than age.

Fifty-one per cent of women and 66 per cent of men don’t realize that a woman’s eggs are as old as she is, and fewer than half know that a man’s age is an important factor in a couple’s chances of becoming pregnant.

Daniluk said they realized people need reliable sources of information.

The intent of the website is to put information out in a way that’s accessible, current and accurate to help people make decisions about having children, without making people have children before the ready, but also acknowledging that decisions should not be based on misinformation.

Thunder and lightning storms happen all the time. But did you know that lightning strikes and lightning fires occur most often in the summer? Know what to do to keep you and your family safe when it does strike!

If you can hear thunder, you are within striking distance of lightning. Look for shelter inside a home, large building, or a hard-topped vehicle right away.

Do not go under tall trees for shelter. There is no place outside that is safe during a thunderstorm. Wait at least 30 minutes after the last thunder before leaving your shelter.

Stay away from windows and doors.

If you are in or on open water, go to land and seek shelter immediately.

If you feel your hair stand on end, that means lightning is about to strike, squat low to the ground on the balls of your feet. Place your hands over your ears and your head between your knees. Make yourself the smallest target possible and minimize your contact with the ground. Do not lie flat on the ground. This is a last resort when a building or hard-topped vehicle is not available.

If a person is struck by lightning, call 9-1-1 and get medical care immediately. Lightning strike victims carry no electrical charge; attend to them immediately.

Check their breathing, heartbeat, and pulse. CPR may be needed.

“Library Dorothy” will be missed Gaeil Farrar Tribune staff writer Library Dorothy, as she is affectionately know by Williams Lake Library patrons, is retiring next week.

She invites all those patrons she has become close to in the past 30 years of working at the library to pay her a visit.

Over the years she has gotten to know many of the patrons well and helped to recommend books they might enjoy.

“Meeting the public has been a very enjoyable part of my job,” Dorothy says. “I’ve gotten to know a lot of people.”

Dorothy started out as a volunteer in the old library located on Oliver Street opposite Caribou Ski Source For Sports, which now houses Maureen Saunders School of Dance.

After about a year she was working as a casual employee at the library then alternately part and full time when her children were growing up.

She loves to read, so the job was a perfect fit.

She estimates she has read hundreds of books just on her breaks.

computer system failed and they had to sort and catalogue the books by hand.

For a while after the

separation she says they were checking out books the old fashioned way with paper record.

These days books are tracked by computer and Dorothy’s job is keeping the magazine and newspaper racks up to date and cycling on schedule, as well as other jobs at the desk helping patrons check out books and doing surveys of the collections.

The library has an extensive resource of newspapers and magazines, some of which are kept for several years before being recycled.

Dorothy and her husband, Jim, raised two girls and a boy in Williams Lake and they now enjoy the company of their extended family which includes five grandchildren and a great-grandchild.

She says her eldest granddaughter was born on New Year’s Day and ironically all the other

grandchildren were born in April, some on the same days as others in the family, so there is a lot of togetherness in their birthday celebrations.

Two of her grandchildren were born on April 5 (different years); one grandchild was born on her mother-in-law’s birthday on April 29; and one grandson was born on her own birthday which is this Saturday, April 20 when she turns 65.

Dorothy will say her final goodbye to the library on April 26.

In retiring she says she plans to do a lot of reading, babysitting for her grandchildren and enjoy camping and travelling with her husband and family. These days their garden is primarily potatoes to gives freedom for travel.

Dorothy just got an IPad and plans to download a lot of books in future. She enjoys books with historical themes.

Don’t Worry - Just Vote!

Bob Simpson, Independent Candidate Cariboo North While the election officially started this week, Cariboo North candidates have already squared off in a number of debates in Quesnel. More debates are slated throughout the riding in the coming weeks, and you can visit www.reelectbob.ca for dates and locations.

During the early debates, both the NDP and Liberal candidates echoed their party leaders’ election tag lines: “one practical step at a time” for the NDP, despite the fact Mr. Dix hadn’t yet laid out his step-bystep agenda for BC; and , “the Northern Decade” for the Liberals, a slogan resurrected from the Campbell era.

Both political party candidates also tried to convince audiences that only a member of government could get the job done for the Cariboo, a distortion of our representative system perpetrated by political parties.

In reality, MLAs with the least opportunity to represent constituents in the Legislature are government backbenchers. They don’t get to ask questions in question period, budget estimates, or legislation debate. They must echo their leaders’ voice when they give speeches. And they must vote as they’re told, even if it goes against their constituents’ wishes, which Liberal MLAs demonstrated when they repeatedly voted in favour of the HST. It’s particularly strange to hear the NDP candidate make the argument that people must elect a government MLA to get anything done for constituents. Since its formation in the 1930s, the NDP have won only 3 out of 21 elections. Does that mean all the people who voted NDP over the years wasted their votes? Certainly not.

The argument also disrespects the outstanding job that NDP MLAs Jenny Kwan and Joy MacPhail did in holding 77 Liberal MLAs to account for 4 years after the NDP was almost wiped out in 2001.

When political parties try to convince you that you need to pick the winning party to have an effective MLA, they are misrepresenting how our Legislature is supposed to work and suggesting that every region of BC would be well served by a single party system. That’s not a representative democracy.

Don’t listen to the false logic that you have to pick the winning party in order to be well represented. It’s just not true. You can vote for the candidate you believe will best represent you and the Cariboo without worrying about which party will form government.

Don’t count B.C. Conservatives out

As the B.C. NDP launched its election campaign last week with a package of income tax hikes, higher than those in the B.C. Liberals’ election budget of February, a third party leader toured the province with plans to get rid of the carbon tax.

It’s not readily apparent from his recently released “fiscal framework” document, but B.C. Conservative leader John Cummins told me his plan to phase out B.C.’s carbon tax does not include raising income tax rates that were lowered to make the carbon tax “revenue neutral.” He predicts revenue growth.

I reached Cummins in Prince George, where he was continuing his aggressive courtship of northern B.C. with an announcement that federal gas tax revenues would be redirected to a new fund for locally determined road improvements. Earlier he vowed to study the deplorable state of northern ambulance service.

Cummins has more good news for the north: that’s where a regionally phased elimination of the carbon tax would begin. It’s also the area of thinnest population, meaning the impact on the B.C. treasury would be less.

This is, after all, a tax budgeted to bring in $1.2 billion in the current year.

The B.C. Conservatives continually remind people that the carbon tax falls disproportionately on ru-

ral, remote and particularly northern folks who face long distances, long winters, and public transit options ranging from slim to none. This has ceased to be much of an issue for the urban B.C. majority, who are focused on bridge tolls, ferry fares and the like.

The B.C. Conservatives decry the population decline of rural B.C., with international immigration almost exclusively going to big cities, while temporary foreign workers increasingly fill agricultural and industrial jobs in the Interior. The par-

ty’s still-evolving platform echoes the NDP’s call for more skills training and increased completion rates for trade apprentices.

Cummins is in favour of the proposed Northern Gateway oil pipeline and the massive buildup of infrastructure needed to add liquefied natural gas to B.C.’s energy export mix.

He sees that enormous industrial expansion as the path to shift population growth beyond the south of the province.

Cummins is surprisingly cool to one industrial proj-

ect, the proposed Site C dam on the Peace River, calling himself undecided. He also sounds skeptical about the B.C. Liberal plan to extend B.C.’s electricity grid and use that to develop further independent power.

This sounds to me like political positioning rather than economic analysis. An anti-Site C independent candidate has significant support in Peace River North, creating a three-way struggle for a key B.C. Conservative target.

The B.C. Conservative platform also totals up the

billions in long-term electricity contracts with private power producers and suggests the price for this clean energy has been set too high.

This is another echo of the NDP’s vague position.

So if the B.C. Conservatives are gung-ho on oil and gas and think the carbon tax is a mistake, do they think there should be any effort to mitigate greenhouse gas emissions?

Cummins sidestepped that question, preferring to talk about conventional air pollution, whether it’s in the Fraser Valley or as a byprod-

uct of a northern industrial boom.

As a long-time former Reform and Conservative MP, Cummins is acutely aware that the urban media will leap with extra vigour on any perceived gaffe of the right wing. Should a Conservative let slip that he’s skeptical about global warming, or worse, express a rustic view on social issues, all Hell would break loose.

The B.C. Conservatives have started with the most detailed, costed platform of any party. Don’t count them out.

News BC Rail conflict complaint rejected

By Tom Fletcher Black Press A conflict-of-interest complaint against Premier Christy Clark for her role in the 2003 sale of BC Rail assets has been dismissed.

Saskatchewan lawyer Gerald Gerrand reviewed the complaint made by Abbotsford South MLA John van Dongen after he quit the B.C. Liberal Party last year.

In a 40-page decision released Wednesday, Gerrand found that Clark had no way to benefit personally from the sale, and that her decision to absent herself

from 2003 cabinet discussions did not demonstrate a real or perceived conflict of interest.

Clark said Wednesday she is relieved that the report is out, putting to rest what she described as “rumours, gossip and nasty untruths” about her conduct as education minister a decade ago.

“It’s cleared the air on this,” Clark said. “For me it’s proof that anybody can say anything, and it doesn’t have to be true for it to be hurtful, and it doesn’t have to be true for it to be reported again and again and again.”

Gerrand was harshly

critical of some of van Dongen’s accusations, noting that they arose nine years after cabinet meetings that van Dongen attended as agriculture minister.

Van Dongen’s complaints about Clark’s dealings with a lobbying firm representing one of the bidders for BC Rail are “replete with suspicion and innuendo,” Gerrand wrote.

One of the accusations was that Clark may have been a source of confidential information that was passed to the bidder, U.S.based OmniTRAX. The leaked information was central to the case

against two former ministerial assistants in the B.C. government, Dave Basi and Bobby Virk.

Basi and Virk eventually pleaded guilty to breach of trust and accepting benefits for their role in the case, admitting to providing confidential bid information to OmniTRAX in exchange for money and a trip to Denver to take in a football game.

Garrand was appointed by B.C. Conflict of Interest Commissioner Paul Fraser, who excluded himself from the case because Fraser’s son works in Clark’s office. Garrand interviewed a long list of

Concert tonight for Operation Smile Two bands and a childrens choir will perform in Williams Lake this week to help raise funds for Operation Smile.

Performances will be given by the Angel keys Children’s Choir, 100 Mile House Band and the Perfect Match.

The concert takes place tonight, April 19 at Cariboo Bethel Church starting at 7 p.m.

“We will also have a silent auction to generate funds to help sponsor Operation Smile to do voluntary cleft lip and palate surgeries in third world countries,” says Stefan de Swardt.

He says the concert is free but they will accept donations for the cause.

He says a single cleft lip/palate surgery in a developing country costs $240 but any donation is welcome and eligible for tax deductible receipts.

Operation Smile Williams Lake is a group of

people from all walks of life who have a passion to help children with cleft lip and palates in developing countries.

“We do not participate directly with outreaches/operations but we do help with raising funds to support the Operation Smile volunteer team to do these procedures and help children who do not have acces to essential services like cleft lip/palate surgery,” de Swardt says.

To date he says the local group has held several fundraisers and sponsored 18 surgeries.

Analysis supports forestry workforce The B.C. government is investing $126,500 to help build and expand the province’s forestry workforce under a Labour Market Partnerships Program agreement with the Council of Forest Industries (COFI).

This six-month project, which is funded through the Canada - British Columbia Labour Market Development Agreement

(LMDA), will identify forestry labour market trends, gaps and challenges with employee recruitment and training.

“Government is working with industry leaders like COFI to develop solid human resources strategies that will build B.C.’s skilled labour force,” Steve Thomson, Minister of Forests, Lands and Natural Resource Op-

erations said when government announced the plan earlier this month.

“The pulp and paper sector currently employs 12,000 people, and we need to ensure we have the necessary skills training in place to support future job opportunities in this sector.”

Balance Recently we turned a corner in the seasons. The northern hemisphere is on the march toward summer, the south on the trek to winter. The world is in balance.

Are our lives in balance as well? We hear much about the need to live a balanced lifestyle and we know that if we do, our health improves, our stress decreases, and so on. But how do we find the correct balance?

In our Euro-North American culture, we tend to balance things based on time. We cut up our day into pie shaped segments: time for work; time for sleep; time for chores; time for relaxation; a short time for spiritual activity, and so on. When we have the entire day divided, we try to keep to that segmented schedule and, if we do, we consider our life to be balanced.

Other cultures balance it differently.

Some base balance on effort spent, rather than time allotted.

How does the Bible suggest we balance our lives? I believe the Bible recommends our lives be balanced based on neither time nor effort, but rather on attitude.

Take Proverbs 30:7-9 for example: “Give me only my daily bread, otherwise I may have too much and disown you, or too little and steal”.

BY GERRIT APPERLOO That definitely eliminates balancing life on what we possess! But it also eliminates effort – “give me” is not my effort but is acknowledging what I have comes from some One else. No, this recommends our attitude be adjusted: from greed to contentment; from want to needs; and from self-focus to God - focus.

Other cultures balance life based on the spiritual and the physical. If the spiritual person is satisfied, the physical aspect is not important and we will be content with whatever we have. Is this what the Bible teaches?

In a sense, yes. But the Bible goes much further. It says that all of life is

spiritual! It says that unless we shift our focus entirely on to the spiritual, on to our relationship with God the Creator, we will never have a balanced life. “Seek first the kingdom of God and his righteousness, and all these things (material needs) will be given to you as well.” Matthew 6:33.

Does that mean we abandon our work, forget about that vacation, neglect to feed our bodies, refuse to spend time with friends, and spend all our time in prayer, in devotions, in church? No! That would be basing our balance on time and on effort whereas the Bible instructs us to balance our life on attitude!

What we need to do is shift our focus so that the spiritual aspect of our lives is not limited to time and space, but permeates all of our life, all of our thinking, all of our attitude.

We eat to the glory of God; we sleep to the glory of God; we work to the glory of God; we fish to the glory of God; we camp to the glory of God – it is not what we do but the attitude we do it with! It is a mindset.

1 Corinthians 10:31: So whether you eat or drink or whatever you do, do it all for the glory of God. Let’s change our attitude about life and get back into a Scriptural balance.

Film club screens Mad Ship Tuesday Krista Liebe The Paddling Film Festival is over – and a big thank-you to Gary who saved the evening.

He knows all of the quirks and problems with the equipment, managed to get it going again and keep it going.

He’s the man …

Now back to our regular schedule. Our next film will be screened next Tuesday, April 23, at the Cariboo Memorial Complex, Gibraltar Room.

We will be showing Mad Ship, a Canadian movie filmed in Manitoba, starring Nikolau Lie Kaas, Line Verndal from Norway, Gil Bellows, Martha Burns and Rachel Blanchard.

The director is David Mortin.

The film is loosely based on a Prairie legend. Back in Norway, Thomas convinced his new bride to go with him to Canada, the promised land, where they can work their own land. It would be next to impossible for them to get their own land in Norway, they would have to work with their family.

This was in the 1920s.

At first everything went well. They build up a small farm with house and barn, have two lovely children, but then the draught sets in.

There is a deep love and understanding, and real chemistry. When their lives get more and more difficult, they try and work harder and harder. They are immigrants, they have pride and do not want to fail.

For Thomas it is impossible to even think about going back to Norway and to admit failure. He finally goes to the city trying to make some money to support his family while Solveig stays with the children on the farm, which is in foreclosure.

This is all I am going to tell you. The film is simply beautiful, with its incredible cinematography and with a story told so honestly and unadorned that it goes right to your heart. So does Solveig’s Song

Polling suggests wild salmon protection is a winning platform in B.C. A poll conducted by Oraclepoll Research Limited suggests that candidates in the provincial election should take the issue of protecting wild salmon from salmon feedlots seriously.

The poll, which interviewed 1000 British Columbia citizens between March 21 and March 28 and has a margin of error of +/-3.1 per cent, found that over 70 per cent of those surveyed were more likely to vote for a candidate that supports the protection of wild salmon. It was also found that 70 per cent thought it was important to remove salmon farms from salmon migration routes.

When asked if they would be more willing to vote for a candidate that supported the protection of wild salmon, over 59 percent who self identified as Liberal supporters said they would, and 56 per cent of those identified as NDP supporters and over 78 per cent who were identified as Green Party said they would.

The same voters were asked how important it was to have a candidate that thought that

salmon farms needed to be removed from wild salmon routes.

Voters who identified as Liberal polled at almost 60 percent, NDP supporters at 68 percent and Green Party supporters at over 90 percent.

Alexandra Morton, co-founder of Salmon are Sacred (salmonaresacred .org) stated, “Wild salmon have been dying of politics for decades, now it would seem politicians need wild salmon to get elected. All parties are showing interest in the issue.

The Green Party is clearly interested in removing salmon feedlots and NDP environment critic, Rob Fleming, told CBC Radio Victoria (March 23) that the NDP would initiate a review of the issue including looking

at banning open net fish farms along key salmon migration routes. Also in March, the BC government announced a freeze on new net-pen salmon farms near the Discovery Islands.”

Morton concluded, “All of these activities are a good start. It’s time to give wild salmon some relief.”

The wild salmon populations in British Columbia are dwindling. While there are other factors, studies reveal a direct correlation between the introduction of salmon farms and the decline of wild salmon. This is an impact that can be easily reduced.

Tips for helping teens learn to drive Few parents look forward to the day when they must teach their teenager to drive a car.

Handing over the keys to a teenager and then riding shotgun as he or she learns the basics is hardly a recipe for a stressfree afternoon, but it’s a part of life many parents must endure sooner or later, and it’s a rite of passage for their children.

While it’s likely your son or daughter will not be a great driver from the get-go, there are ways parents can make the process of teaching their teen to drive less stressful and more likely to be a success. *Utilize an empty parking lot as a classroom. Empty parking lots are great places to teach teens to drive. In an empty parking lot, teens can practice skills like turning or braking without the risk of running into another driver.

This gives kids the feel of a vehicle and an opportunity to familiarize themselves with the vehicle’s controls, including those for turn signals and headlights. Find an empty parking lot that is large, such as one outside a closed grocery store or a nearby school when school is not in session. *Find a less-traveled road to practice more subtle driving skills.

Once your teen has become familiar with the vehicle, a good next step is to find a back road or a road without heavy traffic where he or she can learn more subtle driving skills that might be difficult to learn in a parking lot. Coming to a stop, maintaining a safe distance between vehicles, accelerating and

Teens will eventually take to the highway once they get their driver’s license, so it’s best to teach them how to handle using on and off ramps and learning to yield when entering a highway so they’re comfortable with such driving and don’t have to teach themselves. *Teach kids to anticipate other drivers. Anticipating other drivers is a lesson even some veteran adult drivers must learn, much less teen drivers with little or no experience driving.

When teaching teenagers to drive, emphasize how difficult it can be to anticipate other drivers’ maneuvers and how defensive driving techniques are designed to help drivers predict what other drivers will do in order to protect them-

Things to know about motor oil When it comes to taking care of their vehicles, many motorists prefer to be overly cautious. While that’s not necessarily a bad thing, there are times when being too cautious can unnecessarily cost you money.

Motor oil, and when to change that oil, has long been a point of contention. Many drivers grew up being told that motor oil should be changed every 5,000 kms. However, that myth has been debunked for many of today’s vehicles, which should come with suggested intervals between oil changes. According to Edmunds.com, in 2010 the average interval for oil changes was 12,500 kms. In addition to changing a car’s motor oil less frequently, there are other things drivers should know about motor oil. * Oil does not necessarily need to be changed before a long trip. Taking a trip?

While it’s good to have your car examined before embarking, if the recommended oil change interval is not up, then you do not need to preemptively change your oil. Such a change is likely unnecessary and will not improve the performance of your vehicle during the trip. * Black oil does not necessitate a change.

Conventional wisdom once suggested if the oil on the dipstick is black then it needs to be changed. But nowadays automotive professionals are noting that black oil is doing its job and different additives might be changing the oil’s color, which means the oil doesn’t need to be changed. * You can use petroleum-based oil after using synthetic. Another longstanding myth regarding motor oil was that once you use a synthetic motor oil instead of a petroleum-based

kms of driving had elevated metal levels from the camshafts and pistons. These elevated levels will not necessarily be harmful, but some auto manufacturers recommend a shorter initial interval just to be safe.

Honda, however, includes an anti-wear additive in their break-in oil and advises against changing their oil early.

Everyone’s land claim Andrew S. Mitchell Gradual or sneak privatization of British Columbia’s Public Forests has been underway for decades.

Successive BC governments have handed over increasing forest management responsibilities to forest corporations.

In March 2013, an attempt by the Liberal government to give forest corporations long term leases to areas of public forests was foiled.

Our politicians in Victoria have demonstrated their failure as trustees of our public forests for over a century. We need new accountable institutions for the trusteeship of our public forests, to prevent their inevitable enclosure into the private interest.

Local Forest trusts and a British Columbia Forest Trust Assembly

are promising alternatives: Local Forest Trusts with an elected board and professional forest management staff would operate large areas of forest landscape under a sustainable forest management charter. The charter would be based on the Montreal Process, an international agreement on sustainable forest management and conservation. Local forest trusts would operate as businesses drawing revenue from timber and non timber forest resources as well as nature based economic activities.

Timber would be sold on the open market to encourage a diversified forest industry. Local forest trusts would not be able to contract out or license forest management to major forest corporations. However, small local business, First Nation’s and family stewardship licenses

for woodlots, non timber and nature based enterprises would be encouraged. Proceeds of forest operations would first be directed toward the stewardship of the forest and its infrastructure, rather than to general provincial revenues or corporate coffers.

While local forest trusts would have considerable freedom to operate under their sustainable forest management charters, collective services such as aerial firefighting and auditing of local forest trusts would be done by a BC Forest Trust Assembly. The Forest Trust Assembly would be governed by an equal number of elected and professional delegates from local forest trusts.

The Forest Trust Assembly would also act as a court of appeal.

This will encourage secondary value added manufacturers and free our wood exports from discriminatory tariffs.

Proceeds of forest operations can be used for forest stewardship rather than being siphoned off to corporate or central government coffers. There will be better protection of the environment and active management of non timber and recreational resources. This will provide additional economic activity and employment. First Nation’s communities will also be able to have local forest trusts in an equal system that will give long term employment opportunities.

Smith, Ronald (Bruce) July 26 1954-April 9 2013 Bruce passed into the Lord’s presence after a short struggle with cancer.

He is survived by his son Mark (Mary) of Squamish and daughter Katie of Kamloops, grandchildren Kiley, Leah and Thomas, parents Ron and Mary of N.Vancouver and sister Lynn Hermansson and family of Saanichton.

Bruce was born in Vancouver and grew up in North Vancouver where he attended Canyon Heights and Handsworth Secondary. Most of his adult life was spent spreading the Lord’s teachings in Squamish, Horsefly and Williams Lake. Bruce had a love of music, fishing and family.

The family wishes to thank the staff of the Palliative care unit in Saanich Peninsula Hospital for their loving care of Bruce.

A memorial service will be held on Saturday April 27th 2013 at 2pm at Hillside Baptist Church. 840 Lynn Valley Rd. North Vancouver.

In lieu of flowers, donations in the memory of Bruce may be made to the Palliative care unit in the Saanich Peninsula Hospital.

Lillian Martha MacKay July 20, 1936 ~ April 13, 2013 Lil passed away early Saturday, April 13 at the age of 76 after suffering a stroke. She is survived by her husband Bill, mother Dora, sister Eileen, son Mick, daughterin-law Remona, daughter Linda, son-in-law Skye and grandchildren Kyle (Sonja), Brandon, Cody, Alix (Andrew), Max (Siobhan) and niece Lori-Ann (Tony).

Born in Ituna, Saskatchewan she lived in Winnipeg, Brantford and Toronto before her father moved the family to Burnaby and established a grocery and butcher shop at Sperling and Hastings. Lil attended Capitol Hill School and met Bill after finishing her education at Burnaby High School. They married and enjoyed nights out dancing together at nightclubs in Vancouver and hosting their many friends at their home in East Vancouver. They had two children, Mick and Linda, before emigrating to the USA where Bill continued to work as a sign painter and Lil became a medical steno.

In 1965 they returned to Canada and opened a sign shop in Williams Lake which they grew together into the successful business known as Mac Signs. Camping, hunting and fishing were outdoor passions, as were water skiing, snowmobiling and riding trail bikes everywhere in the Cariboo Chilcotin region. Quesnel Lake was a special place for the family and many happy days were spent together on the water, camping on the beaches, with music and laughter filling the evenings around the campfires.

Lil was active in the Chamber of Commerce for many years and created the colourful character of Diamond Lil, appearing in the Stampede Parade as the proprietress of the Chamber-sponsored saloon at the Elks Hall.

She enjoyed people and was a fun-loving gal who never took life too seriously, believing that the sun was about to shine each day. Her life with Bill was filled with adventure and her children were her pride and joy. Parties with family and friends at the house on North Lakeside, the cabin at Big Lake, and eventually the house at 150 Mile House were always her chance to shine, with goofy wigs, masks, and singing to hit songs bringing out her fun-loving personality.

After the kids were out on their own, Lil and Bill traveled to Scotland, Hawaii, Costa Rica and other destinations in the USA and Canada. Lil retired from business in 2010 and spent her last few years caring for Bill who remains in care at Seniors Village in Williams Lake.

Only eight weeks ago Lil lost her ability to drive and six weeks ago moved into assisted living at the Seniors Village where she began a new chapter in her life, quickly making a new circle of friends and enthusiastically participating in every social opportunity. She was developing memory loss and was confused at times but took great comfort in continued contact with her family and friends and was excited at the prospect of enjoying her new life.

Lil will be missed greatly by all who knew her, and her memory will inspire us to look to the positive, know that the sun is always about to shine, to live and to love with spontaneity and laughter.

A Celebration of Lillian’s life will take place on Saturday, April 20, 2013 at 1:00 pm at Compassionate Care Funeral Home, 180 Comer Street, Williams Lake.

Donations to the Heart and Stroke Foundation in lieu of flowers.

Resignation follows investigation into concealed ethnic outreach plan Tom Fletcher Black Press A review of the B.C. Liberal government’s ethnic outreach strategy has found two “serious breaches” of public service standard of conduct, and evidence that former cabinet minister John Yap was aware of attempts to conceal improper use of government resources.

The report identifies former ministry communications director Brian Bonney as spending about half of his work time on partisan activities.

Bonney was paid $124,000 over 18 months, when a group of premier’s office staff and other government employees developed a plan to hire three ethnic outreach contractors.

A September 2012 strategy memo leaked to the NDP detailed a plan to organize ethnicthemed events, apologies for historic wrongs such as the head tax on Chinese immigrants, and efforts to compile lists of ethnic community members for use by the B.C. Liberal Party in the coming election campaign.

Only one contractor began work, and was paid $6,800 before the program was terminated. Both Bonney’s conduct and the hiring of the contractor with a political role are what the report identifies as “serious breaches” of the oath taken by all government employees.

Premier Christy Clark tabled the report by three deputy ministers in the legislature Thursday, vowing to take action on all its recommendations.

Clark told reporters the B.C. Liberal Party has paid $70,000 to the government, roughly half of Bonney’s salary plus the amount paid to the contractor.

Clark’s deputy chief of staff Kim Haakstad, who organized meetings and distributed the strategy memo in September 2012, has already resigned. The investigation reviewed 10,000 emails from personal and government accounts, and interviewed 27 people over two weeks.

One of the emails is to Yap and Bonney

from Yap’s executive assistant, Mike Lee, referring to the hiring of three contractors.

“It is absolutely critical that we do not leave any evidence in us helping them through this

application,” Lee wrote on his personal email account, to the personal accounts of the others.

Yap replied: “I appreciate each of your efforts with the three [requests for qualifica-

tions]. Great job. Let’s now hope for the best.”

Clark said Yap will not be reappointed to

cabinet “at this time” and another staff member, later identified as Lee, has resigned.
