Region full of mining activity THE SKEENA region continued to draw heavy interest and spending in the mineral exploration and development sector in 2012, indicate statistics from the provincial government.

And those expenditures contributed to a very healthy province-wide total.

The preliminary regional estimates for exploration expenditures are $680 million in 2012, up 47 per cent from the record-breaking number of $462 million in 2011.

That 2011 exploration figure itself represents an increase of 35 per cent when compared to 2010.

Aside from exploration and development itself, the construction of one mine at the copper-gold Red Chris property has added to the optimistic atmosphere in the region.

“The apparent tighter fiscal times resulted in less immediate availability to high-risk capital and fewer implemented grassroots stage projects. However, the level of activity maintained by advanced stage exploration projects remained high,” reports provincial geologist Jeff Kyba in a 2012 assessment of activity in the region for a Ministry of Mines, Energy and Natural Gas publication.

“Finite exploration budgets have forced companies into exploring smarter, generating higher quality targets before the expense of drill testing; innovative techniques are getting increased mileage out of limited funding; and, of course, there are some less explored, high quality projects available for joint venture options,” wrote Kyba.

“At least 82 significant exploration projects were active in the region in 2012 and spent over $285 million – nearly a 30 per cent increase from 2011.

“Approximately 90 per cent of exploration expenditure was spent on advanced stage projects and the 15 projects undergoing mine evaluation.

“The remaining 10 per cent of expenditure was spent on grassroots, and early stage exploration; about half of what a healthy exploration pipeline should be to ensure steady graduation of projects from early stages.

“The limited number of active early stage projects is reflected in the 8 per cent decrease in exploration drilling. Mine construction and development expenditure are estimated at over $133 million.”

Kyba also included major hydroelectric development activity in his report, tying it to the future for the minerals industry in the region.

“Expenditure on hydro power-related projects, including the [BC Hydro] Northwest Transmission Line, totalled over $1 billion. This level of development spending is unprecedented and reflects the costs of constructing key infrastructure and will be the source of hundreds of longterm, well paying jobs for the northwest,” he wrote.

“It is also a confirmation that the region is an attractive jurisdiction for large capital projects which inherently increase development confidence for all levels of responsible mineral exploration.”

The following are examples of some of the mineral exploration and development work that is going on in the region.

It is not a complete list, but it does give a flavour of the level of activity.

construction work is well underway at the Red Chris copper and gold mine owned by Imperial Metals. Completion is scheduled for next spring and the mine will use power from the Northwest Transmission Line.

Red Chris

ALL EYES are turned on the Red Chris property, owned by the Red Chris Development Company Ltd., a wholly-owned subsidiary of Imperial Metals Corporation.

The company received its Mines Act Permit May 4, 2012 and began construction within days at the copper-gold project located south and to the east of Iskut up Hwy37 North.

It is to be finished in the spring of 2014.

That Red Chris is a mine under construction makes it a standout in the region.

But it also wants to be the first customer to buy power made available by BC Hydro’s Northwest Transmission Line, which is also to be completed in the spring of 2014.

Mining activity booming The prospect of mines being developed to use hydro power made available through the provincial grid via the transmission line instead of using onsite diesel generators was one of the justifications for the Northwest Transmission line in the first place.

To that end, Imperial has formed another subsidiary and has struck a deal with BC Hydro to build an extension from where the Northwest Transmission Line is to end north along Hwy37 North to a new substation. From there a line will be built eastward to the Red Chris property.

When finished, Imperial will sell the line extension to BC Hydro at a fixed price of $52 million.

Any costs after that will be borne by Imperial itself as a contribution to the project so that it can gain access to the provincial grid.

Imperial’s subsidiary to build the power line is in partnership with the Tahltan on whose traditional territory the Red Chris mine is located.

Kitsault YEARS of environmental and other studies cost-

ing in the order of $70 million led to Avanti Mining in April 2012 submitting its Kitsault molybdenum mine plan to the province for approval.

In March of this year, the province gave conditional approval to the project, provided the company adhere to a set of environmental and socioeconomic conditions.

Avanti’s plans are to begin full construction by this fall based on a 25-month schedule and timed for an opening in 2015. Its business plan calls for more than 700 workers during construction and approximately 300 afterward during the projected 16year operating life of the mine.

This will be the third time a company has opened a molybdenum mine in the Kitsault area. The last one closed in the early 1980s following a fall in the price for the product. Among its other uses, molybdenum is a steel strengthener.

Avanti is now assembling a combination of debt and equity financing totalling $938 million and it must obtain formal federal environmental approval.

However, the Nisga’a Lisims Government has filed a dispute notice under its land claims treaty with the provincial and federal governments, questioning the extent of the environmental work that was done on the project.

Lisims president Mitchell Stevens said the Nisga’a rely on the Alice Arm area as a marine food source and that industrial development there would threaten those sources. Dealing with disputes can start informally but can escalate to court action.

KSM

THE THREE letters stand for Kerr, Sulphurets and Mitchell and on Feb. 28, 2013 property owner Seabridge Gold submitted its plans for a copper and gold mine for a provincial and federal environmental assessment.

The filing documents are now being examined for completeness before the official assessment clock, which is 180 days, begins ticking.

The document is one of the largest and most comprehensive ever submitted for a mining project in Canada, consisting of 41 four-inch volumes containing more than 30,000 pages of text, tables, figures and maps, says the company.

Taken together, deposits found on the property add up to one of the largest undeveloped gold-copper porphyry systems in North America.

The initial 25 years would be an open pit mining operation processing 130,000 tonnes per day, decreasing to 90,000 tonnes per day for the remaining 30 years.

Brucejack

LOCATED in the exotically-named Valley of the Kings near Stewart, the Brucejack gold-silver project owned by Pretium Resources is now the subject of a federal environmental assessment by the Canadian Environmental Assessment Agency.

The proposed project would produce approximately 16 million tonnes of mineralized material at a rate of up to 2,700 tonnes per day over a minimum 16-year mine life. The initial capital cost would be approximately $450 million.

Information supplied by Pretium indicates it is planning the sampling and mining plans for a 10,000 tonne underground bulk sample, which it expects to take out in the second quarter of this year.

Arctos

POPULARLY CALLED the Mount Klappan Anthracite project, Fortune Minerals has now changed the name to the Arctos Anthracite Joint Venture to give it a fresh start.

Because it is located in the Klappan area, the home of the headwaters of the Skeena, Stikine and Nass rivers, its development has been strongly opposed by the Tahltan who hold the Klappan within their traditional territory.

Still, Fortune has secured a South Korean partner in the form of a subsidiary of POSCO, one of the world’s largest steel producers. Anthracite, a hard form of coal, is a key ingredient in steel and metal processing.

POSCO now owns 20 per cent of the project and should a mine come to fruition, would receive 20 per cent of the coal that’s mined.

POSCO acquired its interest by paying $30 million to Fortune, $20 million of which was contributed to finance future work on the property.

With Fortune’s expenditures and the spending of previous owners, nearly $100 million has been spent on the project.

Rock and roll, most literally MINES and mineral exploration is often regarded as being faraway - with operations or the deep bush seen only by mine workers or by prospectors and drill crews.

Terrace has a very direct connection to that world thanks to two assay services companies setting up shop here.

In its summer peak season, ALS Laboratories (ALS stands for Australian Laboratory Services) employs 45 people and handles about 1,000 kg of mineral samples a day.

“The last two years were the busiest two ever,” says branch manager Jamie Bell of ALS activity since it opened an outlet here in 2007.

The company crushes mineral and core samples into a very fine powder for shipping to Vancouver labs for complete analysis.

ers can send thousands of kilograms of samples, he said.

The company doesn’t know at the beginning of the summer how many samples it’ll get, it all depends on exploration and that changes depending on the stock market which provides companies with the capital they need.

“We wonder every year,” said Bell.

Usually ALS hires a large number of workers in March and is going full steam by May. Last year, the company was still working to the end of November, which is the longest session ever in Bell’s three years with the company.

Other years the busy season will run from June to mid-October.

During peak season, wages can add up to nearly a $1 million impact on the local economy.

“People are surprised how big it is because

people don’t know we exist,” said Bell.

In the winter, most of the staff are laid off as business slows to a crawl so about five employees catch up on paperwork, fix equipment and do other tasks.

Of the laid-off workers, about half return the next summer, which is great since they know their job, he said.

Employee ages range from people in their first job to retirees who want to top up their pension income, said Bell.

AGAT Labs is a smaller setup that has expanded with the increasing workload associated with mining in the area and it’s expected to continue to increase.

It has a prep lab that dries, weighs and crushes the exploration and mining samples sent to it into smaller particles about the size of sand and then collects a smaller sample to send off to another

The company used one crusher for the first two years and recently installed two more crushers in anticipation of business increasing, she said.

There were plans of adding a fourth crusher but she decided to hold off and run extra shifts instead if needed.

“We can see 1,000 a day to 10 samples and it varies,” she said. “You never know what’s coming through the door.”

During its busy time, the company employed about five employees in its past two years but this year anticipates having from eight to 12 employees, she said.

When on its down time during the winter, there’s three staff working with a couple people on-call.

Water quality testing makes up the biggest number of samples the company receives, said Edwards.

All the big projects in the area do an environmental test and there are very strict guidelines and criteria. An environmental company takes water samples, adds preservatives and brings it in a cooler at a certain temperature, she said.

Then AGAT takes it from there to transport it to the lab. The company also does tribology, which is looking at hydraulic fluids, oils or other lubricants for certain things that can accelerate the deterioration of the equipment it’s in.

Consider just obsidian, gold or copper and one soon realizes this history extends back centuries and that current settlement and transportation routes are closely aligned with its mining past.

Exploration and mining will figure prominently in this region’s future too.

Renowned mines such as Premier, Anyox, Silver Standard, Granduc and Eskay will be replaced with a new list of projects, several accurately described as “world scale.” Mining in the northwest will take new forms, with new mineral products in demand, global trade and improvements in roads, ports and electrical infrastructure changing the economics of mineral extraction.

Development is key for Kitsumkalum

By Don Roberts SIX years ago, I welcomed delegates of the Minerals North Conference to Terrace and to Kitsumkalum territory, speaking of the importance of working with First Nations to develop mining projects and to ensure that communities whose territories that are affected by projects become part of the developments. I emphasized Kitsumkalum’s support of the mining industry and our desire to work with proponents. Kitsumkalum has moved to delivering on our commitment.

Northwest Transmission Line In 2007, the Northwest Transmission Line stood front and centre as the project the mining industry wanted to seen. Today I am pleased to say that the Kitsumkalum have been active supporters and project participants. In fact, our portion of the right-of-way construction is 98 per cent complete.

Kalum Quarry Over the last year, with our partner CN Rail, Kitsumkalum invested over $3 million to extend a rail spur into Kalum Quarry, opening the quarry up to global markets for the aggregate and specialty rock. In the first year of operations, Kalum Quarry has over 200,000 metric tonnes of aggregate orders in place and is looking to grow.

Kalum Logistics Park Kitsumkalum is also investing in the Kalum Logistics Park, a 100 hectare industrial park located between Prince Rupert, Kiti-

mat and points north. The park is serviced by rail, road, power and water for industries requiring industrial space to support their activities.

These projects represent over $15 million of Kitsumkalum investment during the last year.

Don Roberts Each project was successfully managed by First Nations people and completed using contractors from the area. This points to the tremendous skill and expertise we have in the region and also personifies Kitsumkalum’s pledge to invest in the place where we live.

Much activity has taken place since the last time the Minerals North Conference was hosted in Terrace. Kitsumkalum has become a community actively involved in the mining sector and will again welcome Minerals North delegates. This time, I will do much more than speak of the value of working with First Nations on projects. I will also proudly be able to take a participatory role in the conference, as an active member of an industry that has become a very important economic generator in the northwest.

Hundreds coming to the conference WITH more than 500 delegates expected to attend, Minerals North 2013 is going to be the largest event held in Terrace since it hosted the 2010 BC Winter Games.

The kind of organizing required for the three-day conference beginning April 24 has occupied the minds – and time – of a core group of volunteers ever since Terrace was announced as the 2013 location two years ago.

Providing guidance along the way has been a ‘how to’ handbook containing a template of what to do that’s been refined over the years by other host communities.

Still, says Terrace Economic Development Authority officer Evan van Dyk, a key player on the organizing committee, much depends upon local knowledge and experience.

“We began by meeting once a month, then every two weeks and now every week,” notes van Dyk of the kind of effort being put in by the volunteer organizing committee.

“The closer we’re getting, the more we are meeting. I’ve been very pleased by the level of commitment. A lot of people have stepped right up,” he said.

The organizing committee now numbers 12 people, each with a specific area of responsibility.

Probably the biggest hurdle has been accommodation for the delegates.

With city motels and hotels already busy because of industrial development elsewhere, accommodation coordinators have been lining up other options. “With so much activity in Kitimat, Terrace has been pretty much booked up,” noted van Dyk. Northwest Community College has provided relief by freeing up 35 of its dorm rooms for the conference period and the city’s Ferry Island campground will be opened. “The fishing lodges, the guiding lodges have mostly been booked up,” added van Dyk, “and people are being referred to Prince Rupert.”

A billeting committee is also hard at work and the message being sent out is that if conference delegates have family and friends, ask to stay with them.

The level of support from businesses, the community and area has also been appreciated, said van Dyk. That’s going to be evident in the delegate bags being prepared for those attending the conference.

One item, high quality water bottles, is coming from the Skii Km Lax Ha, a Gitxsan First Nation. “They called up, said they were actually pro-mining and wanted to know what they could do,” said van Dyk. “The next thing, they had ordered 1,000 bottles.”

School of mining prepares workers Northwest Community College School of Exploration and Mining in Smithers was recently selected by the Ministry of Advanced Education to lead mining training in British Columbia.

And that is by being named the BC Centre of Training Excellence in Mining.

This designation owes a great deal to its unique field-based training model demonstrated in the six-week Workforce Exploration Skills Training (WEST) program.

It has been recognized nationally as a best practice in preparing students for employment in the natural resources and minerals sector.

“I learned the basic skills as a geo-tech and environmental monitoring,” says Phillistine Olson, “Basically any skills you would need in the mining industry up here.”

School graduates being snapped up “It can be tough in camp,” says Gabriel Garcia, a WEST graduate who earned the highest recorded marks in the program and was the recipient of The Prospectors and Developers of Canada student scholarship for excellence. “But being in camp for the six weeks means you get a sense of the lifestyle…and for me, it was a pretty magical experience. I came from the city, Vancouver, so experiencing the outdoors, getting the opportunity to learn about First Nations culture and getting in touch with the environment was a great experience for me. Since the school was established in 2004, more than 1,000 students have graduated through a variety of training programs geared to meet the employment needs of the natural resources industry while integrating elements of First Nations culture with hands-on training in an authentic work setting. New map updates area resources FOR THOUSANDS of years, people have relied on maps.

They’ve pointed the way toward adventure and away from danger and to new lands or to old civilizations.

In Northwestern B.C., the map that’s done all of that and more carries the official title of “The KitimatStikine Regional District Regional Resource Inventory.”

First printed in two halves in 1978 and then revised with another printing in 1981, the map quickly became the Bible for those who wish to know what’s in the ground, what’s in the forests, where the roads are, what the wildlife is like, what the elevations are and where the water resources are located.

Regional district economic development manager Andrew Webber remembers that as a summer student, he hauled flat after flat of the revised 54 inch by 40 inch map off the back of a truck.

While it was originally meant as a singlesource reference for planners interested in pinpointing where development might take place, it also became a northwest reference guide. “It was an easy way to get a comprehensive view of our regional district. There were thousands of them,” says Webber.

Those mining properties now in various stages of development are listed along with some of first companies who acquired them.

“It’s an interesting document in that you can get an idea of the planning that people had in mind, a CN line up the Nass, for example,” said Webber.

Several decades later, those maps are all gone and regional district employees now photocopy all or parts of the map when inquiries are made.

There are copies around – the Northern Motor Inn has one pinned up inside its en-

trance area.

But now after several years of planning and preparation, the regional district hopes to have an updated version ready for Minerals North 2013 here in Terrace. It’ll cover more territory with the inclusion of the area around Dease Lake into the regional district boundaries.

First Nations territories will be outlined as will newer resource development possibilities, namely run-of-river hydroelectric developments, pipelines and liquefied natural gas plants. “We’ll be extending it south around Kitimat because of LNG,” said Webber.

This time the regional district won’t be printing thousands of copies right away – thanks to modern technology, it will print on demand.

It’ll also be venturing into the interactive online world, depending upon budget approval.

unique challenges of mixing detailed technical work with industrial operations.

Setting up security cameras at a mine in Endako was dirty work, Graydon said.

The technicians came back with tools caked in dust and stories of being covered except for the whites of their eyes while they tried to make fine adjustments to the camera systems.

The company now services the B.C. interior as well, employing 85 people across 11 divisions and nine operating offices.

Airport key to mining industry flying into the Northwest Regional Airport is never boring.

No matter what airline you fly in on — and currently there are three choices in Hawkair, Air Canada Jazz and Coast Mountain Airlines — the mountains will give you a thrill, descending for a straight-in approach or one that involves circling over the southern portion of the city.

As the region’s busiest airport and within the top ranks of airports around the province, the Northwest Regional Airport recently celebrated 15 years of being managed by a non-profit society made up of representatives from Kitimat and Terrace organizations.

Previously, the airport was run by the federal government.

First developed during the Second World War, the airport served as a base for the Royal Canadian Air

Force.

Largely abandoned after the war, the airport slumbered until the early 1950s when Alcan began to develop its Kitimat townsite and smelter, thus increasing the need for regular air service to and from points south.

Indeed, the growth of the airport has been tied to the growth of the region’s natural resource industries.

In the past several years, the start of the Rio Tinto Alcan smelter renovation project, preliminary work on liquefied natural gas developments and the resurgence of the mineral exploration and development sector has helped propel the number of passengers passing through the airport.

Passenger numbers have has been growing steadily, with 139,193 enplaned and deplaned passengers in 2012 compared to 98,369 in 2005.

Because of geography and terrain the airport, along with Castlegar in the Kootenays, held the dubious distinction of being one of the more challenging when it came to aircraft landing and departing.

In 2001, Terrace turned away 221 flights because of weather.

But the installation of a new landing system allowing pilots to descend to lower altitudes before needing to make visual contact with the runway reduced the number of missed flights in 2012 to 23, vastly increasing the reliability of service into the area.

The construction of BC Hydro’s Northwest Transmission Line, the just-announced extension of that line, a growing number of energy companies exploring liquefied natural gas projects and companies building run-of-river hydroelectric projects are other growth factors adding to the passenger count at the airport.

Keeping pace with the increase in traffic has been an increase in passenger and other amenities at the main terminal building.

There’s a new hold room for departing passengers with its own washrooms, more washrooms elsewhere in the building and an indoor baggage area.

Outside there’s more parking to meet the need of business and other travellers who regularly fly in and out of Terrace.

The airport has hit record passenger numbers the last few years. 2012 marked the first year that all three airlines scheduled three flights or more a day. And now private jets and helicopters dot the tarmac.

Hawkair general manager Rod Hayward said the mining exploration and development sector provides the company with a solid core of customers.

“It’s seasonal because of the nature of the industry,” said Hayward.

“There are days when almost the whole plane is full of people from the mining industry,” he added.

For its part in Minerals North, Hawkair is hosting an April 26 barbecue luncheon at the airport for delegates and others.

It did the same in 2007 when Minerals North was last in Terrace.

Absolutely.

Mineral deposits can be found anywhere followed by extraordinary efforts of people to extract ore from the ground.

But such is the transitory nature of mining that once a deposit has been mined to the satisfaction of its owners, it can lay dormant for years until another group believes it has the opportunity to revive production.

Such is the case with the Surf Point mine, originally called the Patterson mine, on Porcher Island southwest of Prince Rupert.

Although known for its ranching and agricultural properties, Porcher Island back in 1916 was drawing interest for its gold-bear-

ing quartz showings.

“Last March, Frank Patterson, a rancher on Porcher Island, who had had no experience in mining and did not have a miner’s license, made the find,” reports The Prince Rupert Daily News in its Nov. 14, 1916 issue.

“He showed the rock to Mr. Gillette, the Anglican missionary, who had spent two years in the Porcupine country in northern Ontario, who also had no miner’s license.

Mr. Gillette thought there were possibilities in this gold bearing rock so he brought samples to Prince Rupert.”

Gold-bearing ore drew eastern interest “There, George R. Naden advised him to send them to an assayer.”

“He received between $130 and $140 from the samples. Mr. Patterson and Mr. Gillette at once procured licenses and together with ranchers on Porcher Island, located a group of 15 claims.”

This drew the interest of the TonopahBelmont Company which sent engineers to the location.

“Until some development is done, it is impossible to tell what the outcome will be, but there is a big probability that this will be a mine,” the Daily News article concludes.

The Prince Rupert Daily News picks up the story next in its Sept. 21, 1926 issue under the headline “Ore Shipment from the Patterson Mine Brought Good Returns to Owners.”

Owners of the mine, says the accompanying story, are pleased with the returns from the ore sent to the Anoyx smelter.

“The ore was not sorted yet it brought $55 a ton, giving enough to pay the cost of production as well as the cost of building bunkers and other work at the mine.”

“In future, however, the ore will be carefully sorted before being shipped in order to lessen the cost of smelting. It will probably be sent to the smelter in sacks.”

A column by Ken Campbell in the Jan. 28, 1983 edition of The Prince Rupert Daily News fleshes out the history of mining on Porcher Island.

After two years of work, the Belmont company decided no further investment was

warranted and dropped its claim to the Patterson-Surf Point property in approximately 1920. “But Patterson didn’t give up easily,” writes Campbell of the man who originally discovered the rock. “For 10 years he worked his claims, in open cuts or in short tunnels.

Sometimes he worked alone, at other times associates assisted him.”

That eastern company was the N.A. Timmins Corporation which made additional investments.

“During 1930, 20 to 30 men were employed,” says Campbell, adding that mining operations were then suspended so that a narrow gauge railway could be built from water’s edge to the mine.

A short reference found in the July 5, 1928 Prince Rupert Daily News adds this: “development of the Surf Point Mine on Porcher Island, formerly known as the Patterson Mine, is proceeding steadily with 20 men employed.

Fire ended gold mine Campbell then writes that Patterson staked another claim nearby and worked it until 1936 when it was sold to Reward Mining Co. which then acquired Surf Point in 1937.

“But in June 1938, that dreaded foe that has spelt the end of so many north coast industries, fire, destroyed the [processing] mill.”

A new company then surfaced to rebuild the mill and re-opened the property in 1938.

“But it was a dying gasp,” writes Campbell.

“The next year the fledging company went into bankruptcy, and there were no more

gold mines on Porcher Island.”

The mine may have closed and the workers dispersed, but some stayed in the area and their families remain to this day.

Eric Christison and Aleza Dodd met at the property and subsequently married.

Family members continue to live in the region, including Kelsey Wiebe, a greatgranddaughter, who is the curator at the Terrace and District Museum Society.

You might say that this water cannon now on display at the Heritage Park Museum in Terrace was one of the original fracking machines. Owned by Cassiar Hydraulic Mining Co., it operated at Kleanza Creek (also known as Gold Creek) just east of Terrace between 1912 and 1915. Called hydraulic monitors, these machines would shoot water at river banks and cliffs, blasting and breaking up gold-bearing sand, soil and gravel. The mixture would fall into the streambed where sluice boxes were waiting to process so the company could recover the metal. An operator would control the monitor, moving it up and down and left to right controlling the high-pressure stream, while a gravity-fed system of flumes and pipes supplied the water. The way it was...

It’s no secret that British Columbia has been one of the world’s major mining regions since the 1850s, with hundreds of prospectors coming to the northwest region on the lookout for gold. And the way they operated and looked for their treasure was much different back then than it is today, changing with technology and the increase in provincial and federal infrastructure, like the railroad.

One of Terrace’s most well-known prospectors is Bill McRae. He gave a talk to

Northwest Community College students in 2011, spinning his historical tale to teach these students about the way things were.

“Going back in history, before the railway came, there was a lot of prospectors here, and that’s before they had modern conveniences and helicopters – to get up the mountain you cut a trail and you packed and got up there,” he said to the students during a tour of Heritage Park Museum in Terrace.

Bill McRae was there McRae says the government did give these prospectors some allowance for cutting and marking the trails they cut during their expeditions, but the men did not make a lot of money on the whole.

“They were very enthusiastic fellas,” he said. “If a guy had two or three hundred bucks that was a grub stake for the summer – and it was kind of like his summer holidays.

“So if you do go up on the hills and you wonder why some fellow dug quite a tunnel, or made quite a tunnel and it’s only a little bit of a showing you have to wonder whether he was selling stock in the wintertime to get a grub stake for the summer, or was he hoping to get a mine?”

He says the area was teeming with prospectors, even before the railroad came in.

“There was one year where there was 102 prospecting parties in this area, and they went over it with a fine tooth comb – before the railway, and the railway came through in 1911,” he said.

“There’s lots of myth out there,” he cautioned, of some of the stories involving the first gold rush. “You can’t look on the ground very far, but I guess people trained in geology can look in the ground further than I can. I’m only a guy by hard knocks.

“I started in ‘14 and I never quit til 1949 and it was always interesting,” he said. “Eventually I became a trouble shooter for drilling companies and then I thought I should change my direction.”

And he says while he has a wealth of experience working on the mines in the area, he kept discovering evidence of the people who’d been to the area before him.

“I worked for the mining companies and drilling companies and every time I thought I was going to be the first guy there I’d find some remnants of somebody being there before,” he said.

“Once I climbed a mountain with a fellow and we thought we’d be the first guys on that peak, and what do you

think was up there?”

This was on a mountain in Hazelton, and he and his partner discovered a claims stake.

“They’d carved the numbers in because it was before they had tags. So that kind of shot us down,” he said.

He told the students that his most exciting memories are working on sites up the Copper River.

“I did, with another fellow, run a small gold mill at the Lucky Luke, and we pumped the old shaft out and we had this little mill and we had a lot of fun, but we didn’t make a lot of money,” he said.

It fascinates him how things have changed.

“I think there’s lots of things in the earth that we don’t know about it,” he said.

“As technology advances you find more things. And lots of things you walked over, weren’t good enough, and now they’re valuable because the prices of metals have gone way up. I was up in the Yukon and stuff that we walked over and wouldn’t look at, now they think it’s a bonanza.”

And he went over some of the old machinery on display at Heritage Park – many of them there because of his own efforts to preserve local history and recounted how many people it took to operate the mines – and get the infrastructure to the site in the first place.

The winch on display was salvaged by McRae in a daring helicopter expedition with a pilot friend of his.

And the “Whim,” used to transport ore up and down the mine shaft, also on display at the museum, “came up on the steamboat before the turn of the century when Kitselas was quite a going place because of steamboats,” he said.

“They brought a lot of people and equipment and sunk a shaft up on the mountain – and of course the shaft was long caved.

“I know they even brought the timber up there, it was all framed, ready to be put into the shaft. They brought everything with them.

“So it was a great activity.”

The Land of Hope ARTHUR CLORE was a rarity in the area around Terrace when he arrived to prospect in 1909.

“The tall, quiet unassuming black man was from West Virginia and when anyone asked him about being in this country, he described it as “the Land of Hope,” recalls Nadine Asante in her book, “The History of

Terrace.”

Asante further describes other prospectors as saying “he was the best partner a prospector could hope to have.”

Clore lived in Kitselas and Copper City (present day Copperside subdivision is in that area). He never married.

Prospector came to the Land of Hope In his memoirs, another area pioneer, Ted Johnstone, describes the kind of work Clore did one time with partner Walter Van Meter.

“They found a rich ore vein at Fall Creek on a branch of Edgar Creek. The three-foot ore body consisted of galena (silver, lead and zinc), in about a six-foot lead. It assayed at around two hundred dollars a ton.”

“Van and Clore built a camp at about the nineteen-hundred-foot level of O.K. Mountain (Kleanza Mountain). They ran a shaft following down the lead, which dipped at a forty-degree angle. They hand picked the ore as they went down, taking only the high grade, then “rawhided” it down the trail they had blazed to the river and boated it across to the Vanarsdol train station. They shipped a carload to the Trail smelter.”

Gordon Little, the son of Terrace founder George Little, had this to say about Clore in an interview done by Norma Bennett.

“Then he had a partner by the name of Arthur Clore, a famous old chap from this area and they were partners for ages. Well Dad grubstaked him – Dad paid for everything – he bought the food, the dynamite and whatever Arthur Clore needed. They were partners for a long time but they never made any money. So during the Depression, my mother was quite perturbed about spending all this money on mining so she said, “Have you got a good mine?” And Dad said, “Oh, yeah, it’s a fine mine.” “Well” she said, “Tell you what. You take the ore out of that mine and ship it away and if you make some money, or even if you break even, well from ship-

ping this ore, then you are going to make a deal. You are to quit mining.”

So, okay, they went to work. Old Clore, he handpicked all the best ore that they had. I think they had silver, lead, zinc and he handpicked this and put it in the trough, pounded it, knocked the poorest quality stuff off and just got the choice ore. They skidded it down to the bottom of the mountain with a horse and an old setup that they had. Then Lloyd Johnstone had a truck and they got me to load that ore and bring it to town; which I did and then they shipped it away.”

“I think it went to Trail, let’s say, and when the returns got back, they lost $250 on it. Dad was as good as his word, he quit mining right there.”

“This was a disappointment to old Clore because he didn’t want to end that partnership at all. He was as happy as could be just climbing around in the mountains, absolutely nothing but mining and prospecting.”

“I can remember when I was a young boy going up into his cabin and it was a work of art. All the beds, the table, the floor – the cabin in its entirety was built from out of the bush. Well, that is, except for the glass in the windows and maybe the stove. But Arthur Clore was a fine woodsman and a fine axe man. He lived a great life and that was exactly what he wanted to do.”

The British Columbia Aboriginal Mine Training Association (BCAMTA), for which Mills is the northwest regional manager, opened its newest office last month in Gitlakdamix (formerly New Aiyansh) to recruit and

train prospective workers from the Nisga’a community.

Mills hopes the training program can start this spring, and gave as series of presentations throughout February in Gingolx, Gitlakdamix, Canyon City, and Greenville, to alert people to this new training program.

Training workers is a partnership Avanti Mining, which just recently received a conditional environmental permit to develop a molybdenum mine at Kitsault on the north coast, is B.C. AMTA’s first partner in the area and the raining program is directed at providing labour once development begins.

The Kitsault Avanti mine happens to be on the northwest portion of Nisga’a traditional territory, and Mills wants to help this First Nation benefit from the project.

Training partners include Northwest Community College in Terrace as well as the college’s School of Exploration and Mining in Smithers.

Residents of the Nisga’a territory can enrol at the office in Gitlakdamix and do an initial sit-down to determine an individualized program.

“We take candidates and look what your skill set is and decide what the demand is based on the jobs that Avanti is posting and what you are interested in doing,” Mills said.

This includes a TOWES assessment for essential skills.

TOWES stands for the Test Of Workplace Essential Skills and is an effective assessment that accurately measures three essential skills needed for safe and productive employment – reading text, document use and numeracy.

The Avanti mine will employ 700 workers during a two-year construction phase, and then 300 once production begins, Mills

said.

By building partnerships between the BC AMTA, First Nations groups and mining companies, Mills is able to arrange sufficient money to sponsor the program.

“We all bring something to the table,” Mills said of the funding arRobert Mills rangement. “Our partnerships are about who can bring what. BC AMTA can bring some money but not all of it. A mining company can bring some funds but not all of it. Likewise the First Nations can bring some but not all.

That’s what makes these partnerships so successful.”

According to the BC AMTA fact sheet, “there are 1,200 aboriginal communities located within 200 miles of mineral properties in the province.”

Mills’s organization also has offices strategically located in Kamloops, Merritt, Cranbrook and Williams Lake. Other offices are planned for Gingolx and Terrace once work picks up.

MINERALS NORTH, the annual gathering of anyone and everyone connected with the mining and resource industry in northern B.C. returns to its starting point when it celebrates 25 years here April 23-25.

It was in Terrace in 1989 that the industry first gathered at the arena, although the annual convention did not take on its official name

of Minerals North until the third conference was held in Stewart in 1991.

Minerals North notes 25 years It was in Burns Lake for the first time last year and it will be in Vanderhoof in 2014, also for the first time.

The 2015 location for that year’s Minerals North conference will be announced the last day of this year’s one in Terrace.

That gives the host community’s organizing committee a full two years to plan the event.

Hans Smit, the president of the Minerals North umbrella group prior to the 20th conference held in 2008, explains that the events are more than a mining conference.

“They were a forum where people were invited into communities to meet and discuss aspects of the industry with people having many different connections to, and opinions on, mineral exploration and development,” writes Smit in a history of Minerals North.

“The intent was to not only facilitate an annual conference, but also to provide a northern perspective to land use debates and to promote the economic benefits of the industry in the north part of the province.”

There was an effort made in 1992-1993 to hold a session with environmental groups and others over the future of the proposed Windy Craggy mine. The need for that particular gathering ended when the government of the day turned the area into a park.

“However, the understanding and goodwill remained between people with different outlooks on the issue that resulted from working together,” noted Smit.

“The goal of getting mineral industry and non-industry people to talk to each other, and more importantly listen to each other, has been central to the conferences, as has the intent of providing a forum for northern communities to find out what economic opportunities the industry presents, while “Communities being able to showcase have put a huge what services effort into the and products conferences.” ” they can provide,” said Smit.

Conference goers “are a mixture of residents from communities throughout northern B.C., including an increasing number from First Nation communities, mining and exploration company representatives, service providers and local and provincial politicians. Not only does the mix of people make the conference unique, so does the atmosphere,” notes Smit.

“Communities have put a huge effort into the conferences, and the friendliness and open hospitality has been the thing delegates most remember.

“Many have remarked that it felt like they were invited right into the living rooms of the hosts.”

“I’ve had to pick up tampons and EpiPens from the pharmacy. I have picked up beer and fireworks when they were having a party for accomplishing something big,” says Richie Lefrancois from Bear Creek Contracting in

“It’s pretty much 24/7. I’ll be on call Saturday, Sunday night. If something happens out there and they need something, we have to be ready,” Lefrancois says.

He buys food, building and housing supplies, loads them into flatbeds and helicopters, and ships them off to areas as far west as Prince Rupert and far north as the Red Chris mine development site.

Expediters move the goods quickly North of 50 Logistics, another Terracebased outfit that’s only two years old, started expediting for operations closer to home.

When company owner Carl Whitehead moved onto a ranch at the end of Kozier Road, he was originally planning to set up a fishing guide business.

But after 26 years of guiding, the expediting business beckoned, from just down the road.

“Opportunities seemed great for entrepreneurs,” Whitehead said of the Terrace economy.

With the Veresen Dasque and Middle creeks run-of-river project starting up near his farm, he saw a chance to put previous knowledge and skills to new use.

Whitehead’s previous experience raising a family for 10 years in an off-the-grid setting near Campbell River on Vancouver Island “went well with the logistics of operating a remote work site.”

He came to the Veresen project with knowledge of micro hydro and solar systems.

“I’m a one-stop shop,” Whitehead said.

Whitehead forged strong ties with other suppliers to bring in the machinery and equipment necessary, he said.
