Fatal traffic incident in Salmo West Kootenay Advertiser

West Kootenay Traffic Services (RCMP) has reported on a fatal motor vehicle incident occurring on Sunday, April 7.

At about 9:25 a.m. police responded to a crash involving a car and a parked dump truck on Railway Av-

enue (Hwy 6) near 3rd Street in Salmo, BC. Constable Michael Jourdin reported, “The male driver was transported to Kootenay Boundary Regional Hospital by ambulance where he was pronounced deceased.

“The male has been identified as 52 year

old Salmo resident, Roger IRWIN.” An RCMP press release went on,”According to witnesses, the automobile made a wide left turn onto Highway 6 from 3rd Street into the far parking lot on the west side of the hwy and drove slowly into the driver side rear tires of a parked

dump truck. lnnitial investigation appears that Mr. IRWIN may have been experiencing a medical condition just prior to the collision.”

The BC Coroner Service, Salmo RCMP, and West Kootenay Traffic Services are continuing to investigate this collision.

A Crawford Bay man is appealing a two-and-a-half year jail sentence stemming from an all-terrain vehicle crash north of Riondel, B.C. that claimed the life of 20-year-old Brandon Salviulo in 2009.

Cory Medhurst was convicted last December in Creston

provincial court of driving with a blood alcohol reading over .08 and criminal negligence causing death.

Judge Grant Sheard gave Medhurst 24 months on the first charge and 30 months on the second, to be served concurrently, and also banned him for driving for three years.

Sheard ruled alcohol, speed, and the fact Medhurst didn’t

ensure Salviulo wore a helmet were all aggravating factors, but they were mitigated

by Medhurst’s clean driving record and lack of criminal history.

The Crown had asked for a jail sentence of three years plus a five-year driving ban while the defence requested a 90 day sentence to be served on weekends plus community ser-

vice and probation.

Sheard noted that due to criminal code changes enacted in 2007, conditional sentences are not allowed in cases of “serious personal injury.”

Medhurst’s appeal is expected to be heard in Kelowna but not for at least six months.

He is serving his sentence in the Lower Mainland.

Local groups aiming to lure skilled labour Trail briefs Rural areas across Canada face a unique challenge when recruiting and retaining professionals.

According to Statistics Canada, over the next decade, British Columbia will be faced with one of its largest economic challenges: ensuring enough workers, with the right skills to maximize potential economic growth.

With this forecast in mind, the Lower Columbia Development Team, along with the Lower Columbia Initiatives Corporation (LCIC) has issued a request for proposals to create a unified regional recruitment package to allow employers, educators, and healthcare providers to attract and retain key employees.

“I don’t think it’s any secret that there are talks of skill shortages today and projected for the future,” said Sandy Santori, ex-

ecutive director of the LCIC. “It is imperative that our local companies remain competitive and productivity is enhanced.”

Santori said that over the last year, LCIC undertook a retention and expansion project that involved surveys of over 150 businesses in Greater Trail, and what the workforce renewal committee was hearing, was a need for a centralized recruitment package.

“During the interview or recruitment process, the discussion is usually around wages and benefits,” he said.

“Lifestyle and resources in our entire region should be a part of that process, because there is more to it when attracting someone from the outside.”

Santori said that LCIC is seeking either a local or external source to develop a robust integrated workforce recruitment tool

so that employers can sell the “entire package.”

He said that the information package will capture the attractions, benefits and services available to potential employees and new arrivals, all in one resource.

Pacific Coastal landing third daily flight An extra flight to Trail from Vancouver has been added to Pacific Coastal’s roster for a second year.

Spencer Smith, vice president of commercial services said that although last year’s extra flight didn’t quite net their targeted growth increase, a third flight will continue, but with a smaller aircraft.

“Balancing our load factor on an additional flight is the preferable option,” said Smith.

“The general sense is that the option of an additional flight is preferable over the

size of the plane.”

Last year, Pacific Coastal used a 30seat Saab 640A on its three flights into the regional airport: this year they will fly a 19seat Beechcraft 1900C to improve passenger load factor.

Passenger load factor refers to the ratio of revenue passenger miles to available seat miles of a particular transportation operation.

“It looks like this summer we will just run the 1900s,” he said.

“But we will upgrade depending on demand and aircraft availability.”

The new spring/ summer schedule was designed to provide Greater Trail residents more travel options and greater convenience, offering the latest departure time (6:20 p.m), from Trail by any airline in the region.

The additional evening flight is available seven days a week, said Smith.

B.C.Views: It’s still easy being Green TOM FLETCHER Black Press

VICTORIA –This is the first of a series of policy commentaries on the four main parties contesting the 2013 B.C. election.

I’m starting with the B.C. Green Party, which has higher than usual hopes for the 2013 election. It was also the first to put out a substantial policy document, albeit one that is still being debated and altered.

Green Book 2013 continues the Utopian positions that only a party with no chance of forming a government has the luxury to put forward. For example, they would double the area of parks in B.C., but take 100 years to do it.

would almost double the carbon tax, taking it from seven to 12 cents on a litre of gasoline.

Greens would extend this steeply increased carbon tax to industries such as natural gas and cement production.

Leader Jane Sterk told me she expects cement producers and the like to adapt, rather than shut down as their competitive position erodes.

And what about

the extra billions in carbon tax revenues?

Sterk says most should continue to go to income tax reductions, as is now the case, because the purpose is to change consumption patterns, not to increase overall tax revenue.

Most, but not all.

“We think there is an argument to be made for putting, for a period of time, the increased revenue from the carbon tax into creating the infrastructure that allows people to benefit from a carbon tax,” Sterk said.

That means transit, and potentially retrofits of homes and other buildings as well. Tax increase aside, this is essentially the NDP position too.

The Greens emphasize wind and geothermal power.

Sterk faces the awkward task of arguing against hydroelectric expansion.

Green Book 2013 continues the Utopian positions that only a party with no chance of forming a government has the luxury to put forward A Green government would cancel the Site C dam project on the Peace River. Sterk says it would only serve as a subsidy to liquefied natural gas exports, which she doesn’t believe materialize as international competitors develop.

The Greens’ star candidate, University of Victoria climate scientist Andrew Weaver, agrees.

Both point to vast reserves of Russian gas that may well get to Asia more quickly and cheaply.

Sterk said the 35,000 existing gas wells in northern B.C. “are not going to be shut down.”

Actually, in the absence of LNG exports, that is exactly what would happen to many of them. The U.S. has its own shale gas supplies, and is B.C.’s only current export customer.

Converting transport trucks and BC Ferries to LNG fuel isn’t going to maintain the vast industry blooming in northern B.C. The official Green Party position is to place a moratorium on B.C. gas drilling while a comprehensive water use policy is developed.

The Green Party platform also demands disclosure of chemicals used in hydraulic fracturing, which the B.C. Oil and Gas Commission has already done.

If one were to design a self-fulfilling prophecy that B.C.’s LNG project is doomed to fail, the Green Party platform would be a good place to start.

Reading through

Green Book 2013, I’m left with the impression that much of it remains calculated as a soothing message for urban voters who have been convinced it’s courageous to drive their cars down to an anti-tanker protest.

If Weaver, Sterk or any other Greens get elected, it will be surfing a wave of protest votes from people weary of the B.C. Liberals and the NDP. It will not be due to the practicality or even internal consistency of their polices.

It’s still pretty easy being Green.

Sixth in a series on West Kootenay-Boundary place names.

It never amounted to much, but for decades Applegrove remained on the map.

In 1909, an Edmonton real estate company laid out the townsite, also spelled Apple Grove, south of Fauquier. A 16-page promotional booklet published that year sold on eBay in 2006 for $73.50 US. Entitled Apple Grove on Lower Arrow Lake — The Fruit Belt of British Columbia — The Killarney of Canada, it extolled the area’s fruit growing potential.

One of the earliest newspaper references is in the Nelson Daily News of July 29, 1910: “The owners of Apple Grove, on the lower Arrow lake, report the selling of about 15 lots of 11 acres each …” The same paper said on January 3, 1911: “Apple Grove

is a new subdivision, consisting of several thousand acres, on the east side of Lower Arrow Lake.”

Just Where is Edgewood says: “Despite the fact it never became a town it remained registered as a townsite at least until the flooding [of the Arrow Lakes in the late 1960s] and is still shown on Super Natural BC maps.”

Today it’s remembered by Applegrove Road.

Mrs. Woyna and Mr. Kopecki were siblings and all four were Polish emigres.

Ed Kopecki was Appledale’s postmaster from 1919-29 and then he and Adeline moved to Nelson to run a grocery store.

Pop Woyna ran the Appledale post office from 1930-49. He and Julia also eventually moved to Nelson.

Mrs. Kopecki’s sister Irene (nee Rowinksi) married Kirby Grenfell of Nelson’s Grenfell’s Cafe, now the New China Restaurant.

Another place with an apple-themed name was established around the same time in the same area. The Nelson Daily News of October 16, 1911 reported the Wenatchee Orchard Co.’s purchase of 480 acres on the Arrow Lakes from T.A. Robley of the BC United Agencies. They planned to subdivide and sell to Washington fruit growers.

Company manager James Maclachlin said the land, between Renata and Edgewood on the lake’s west side, was already being carved into 10 and 20 acre tracts. The newspaper added: “The company proposes to establish on the property a townsite which will be known as Appleby.”

1889 and a few years later began visiting the West Kootenay, where he took many classic shots of sternwheelers, railways, and mining camps. He opened tent studio in Sandon and eventually operated branch offices in Sandon, Kaslo, Revelstoke, Grand Forks, and Vancouver.

His best known photo is of a train perched precariously at Payne Bluff on the Kaslo and Slocan Railway.

“His photographs … captured an exceptional tonal range, displaying a blending of artistry and technical quality that is outstanding,” wrote Robert Turner and David

Wilkie in The Skyline Limited. “[He] captured the setting, the events, and his subjects with beautiful clarity and composition.”

Last year the Masters Gallery in Vancouver hosted an exhibit of Trueman’s work, featuring two dozen silver gelatin prints found in an old album, including one showing the aftermath of an avalanche at Camborne.

They sold for $475 to $875 Cdn each.

A Trueman print of Sandon’s Reco Avenue also sold last July on eBay for $348 US — but proved controversial because the back indicated it had come from the Trail Historical Society’s collection.

Hancheroff selected as NDP candidate for Boundary-Similkameen Grand Forks briefs The BC NDP has selected a candidate in the Boundary-Similkameen to run in the upcoming provincial election.

Sam Hancheroff was selected over Brian Taylor (mayor of Grand Forks) and Rhonda Bruce at a

BC NDP Boundar y-Similkameen Constituency Association candidate nomination convention on Saturday in Oliver, B.C. He is said to be a strong advocate for education, health and seniors’ care, agriculture and environmental awareness.

Computer extortion scam hitting area A computer extortion scam that hit Nelson has reportedly hit some local residents and while Grand Forks RCMP haven’t received any reports, it is advising locals to be mindful with email. The Nel-

son Police Department recently warned residents of a computer scam that essentially froze the screen of the user through malware (form of computer virus) and demanded a $100 ransom to unlock it – the Nelson police said the malware claims to be from a law enforcement agency, in

the case of Nelson, reference was made to a cyber-crime unit. Paying the $100 doesn’t unlock computers either, Nelson police said.

Rossland readies for fashion fest Rossland staff West Kootenay Advertiser

The Rossland Art Gallery presents an evening of Art and Fashion this Friday at 7 p.m.

Mapleloop Boutique, a new online clothing store owned

by Rossland’s Genevieve Fortin, will unveil spring and summer collections as models bring clothing to life down

the runway. “This is not going to be your typical cat walk, it’s going to be Rossland style,” promises Fortin.

MP’s Commentary Change can’t come soon enough Local links looking lovely this spring submitted

As we move towards the end of another session of Parliament I always like to reflect on the events of the past year. Locally my office has continued to assist constituents who run into difficulties with the federal government bureaucracy. We have been able to help people in obtaining justice from Revenue Canada and Citizenship and Immigration. I have noticed that it is often difficult for people to sponsor visitors from India, Russia and a number of other countries.

My staff and I have provided support to many people in the process and have been pleased when the results have been positive. It means so much when people can bring family members and friends here to Canada so they can take part in weddings, funerals, welcoming a grandchild into the world and other important life events.

One major concern that we have noticed lately is the increasing frustration of people who are dealing with Service Canada. As a result of government cut backs and consolidation of services, the help people have been used to receiving is simply not there. Where Service Canada employees were once available to assist clients in person with their questions, they can now only do so very generally. Assistance with specific personal problems can only be obtained by going online or by calling an 800 number where the line is often busy.

Accessing the website is very difficult for some seniors, for people with disabilities and for anyone without computer skills.

delay when people try to go through the system. There are cases where a simple two week waiting period has been dragged on for four or five weeks.

This happened to a seasonal worker in Nelson who, as a result, experienced financial hardship while the claim was being processed.

When he complained to the Service Canada clerk he was told to write his MP! In the past, a seasonal worker would receive EI during the off season and start his/her job again in the next season.

There was no threat of having to leave their

community or any requirement to take a job with lower pay.

This was good policy for our small rural communities and ensured a certain degree of stability for families while keeping money circulating in the local economy. Now, many workers will be forced into jobs that come with big pay cuts and unreasonable commutes.

All workers and employers pay into the EI fund and the benefits should be there when the need arises. However, according to Statistics Canada, only 37.9% of unemployed Canadians actually qualify for EI benefits at a time when there are five unemployed persons for every single job vacancy.

Its March opening was one of its earliest in recent memory said head professional Craig Wilkinson.

“It was nice to open for a long weekend,” he said, adding there was quite a crowd eager to play.

He said the course is offering early-season rates on its green fees and, as of last Friday, the last of the temporary tee boxes were removed.

In Nelson, the Granite Pointe course teed off for the 2013 season last Thursday.

The mountainside course in Rosemont was under a blanket of snow in late-March, but sunny days and warmer temperatures has helped speed up the melt.

Over the winter, Granite Pointe secured the services of Kootenay golf legend Denny McArthur to take on the head pro

and pro shop management duties. The 69-year-old spent 36 years at the Castlegar golf course and brings a zeal to the sport that is unrivaled.

The Castlegar Golf Club opened nine of its 18-holes on the course last Friday, and will likely open the rest of the links sometime this week, said club pro Pat Biln.

“Obviously we want to get open as soon as we can, and our grounds crew is snowblowing out there, they’re doing everything to get us open.”

The greens are in prime shape, but pockets of snow on some holes will have to melt before they are fully operational.

Like all golf courses, Biln hopes to avoid the record rain falls that washed out much of May and June last year.

Beaver Valley’s Champion Lakes course head pro Kevin Nesbitt said the driving range opened last week and the course opened Saturday. The nine hole course wintered well for the most part, with some damage on number one and three greens, but operations manager Dave Duncan is pleased with the results, saying, “It’s grass, it will grow back.”

Rossland’s Redstone Golf Resort will open its front nine on April 15 or 16, and take a waitand-see approach for snow to melt on the back nine, but manager Cary Fisher is optimistic about the upcoming season.

“It (the course) is going to be absolutely perfect,” said Fisher. “We blew the greens two weeks early this year, and we’re just getting excited and geared up to get going.”

Redstone has already seen an increase in early bookings this year, and Fisher is hoping to build a solid and mutually beneficial relationship with area courses.

“We’re looking at doing a lot of inter-club play with local courses,” said Fisher. “We had a really good meeting with Birchbank regarding joint activities, which is really positive.”

A new provincial campaign called Bike to Vote is hoping to accomplish two things in the upcoming election: get more voters out to the polls and raise awareness of sustainable transportation issues by asking people to pedal to the polling place.

Rail trails and mountain biking are a big deal here in

the Kootenays, but beyond the adrenaline and exercise components, bicycles of any kind are one of the most efficient, earth-friendly ways to move people around.

Castlegar has good roads, trails and bike lanes — reaching most voting places should be pretty convenient by bicycle.

Joshua White was biking around Castlegar Monday, April 8, something he said

is just the norm for him.

“I don’t mind getting the odd ride from time-to-time,” said White. “But I use my bike to go just about everywhere.”

“It just makes sense,” said John Rowlandson, Bike to Vote co-organizer in a press release. “Most polling stations are within two to five kilometres of where people live and work, which is the perfect distance for riding a

bike. Bike to Vote is all about celebrating mobility and freedom – the freedom to move and freedom to choose.”

The Bike to Vote release suggests many benefits to making the trek on two wheels: less traffic congestion and greenhouse gas emissions, safer neighbourhoods, less money spent on gas and vehicle maintenance and improving one’s health.

Joshua White, above, is pictured utilizing his primary mode of transportation. The public is being urged to opt for self propelled, eco-friendly transport in the Bike-to-Vote initiative.

Residents are encouraged to place gently used, unwanted household goods at the front of their properties in a safe, easy to access location on that day.

Others can then come by, see if they might be able to make use of the item(s) and take them for themselves.

Signs should clearly indicate what is free for others to take.

By 4 p.m., any leftover items should be gathered back up and taken inside.

The EI fund once had a surplus of over $50 billion. Successive governments, both Liberal and Conservative transferred this money into General Revenue and as a result have made it progressively more difficult to collect benefits for those who find themselves out of work. In my opinion

this is akin to theft and is not only reprehensible but morally and ethically wrong.

In a fair and just society, workers who lose their jobs should have maximum access to the EI programs they have paid into and made possible for the benefit of all.

It is the unfortunate reality that under the current federal government we are progressively losing our ability to give a leg up to those in need. A change in government cannot come soon enough.

Community Help on the way for Kootenay people dealing with chronic pain submitted

Nationally renowned pain expert, physiotherapist, and yoga teacher, Neil Pearson, to lead Pain BC self-management workshop for people in pain in Nelson, B.C. Non-profit society, Pain BC, announced on Monday, April 8 it will hold a two-hour workshop for people living with chronic

pain entitled Innovations in Pain Management - the Science Behind Self Management on Friday, April 26, 2013 from 1 to 3 p.m. at the Prestige Lakeside Resort in Nelson, led by Neil Pearson, PT. This interactive workshop is aimed at helping people living in pain better understand what is happening to their bodies, as well as how to better

manage their pain.

Admission to the workshop is by donation.

Chronic pain, or pain which lasts more than six months, and often years, beyond the time expected for an injury, surgery or other condition to heal, is a silent epidemic affecting one in five Canadians.

Chronic pain is a complex condition that is under-diag-

nosed, under-treated, and is widely misunderstood by many health care practitioners.

Most don’t receive the tools and education necessary to properly diagnose and manage chronic pain.

In fact, veterinarian students receive five times more pain management education than do medical students.

This upcoming workshop aims to equip people in pain with the tools to become active participants in their own pain management.

“Un d e rst an d i ng how the nervous system works when we are in pain helps us solve the puzzle of how to exercise and keep active, when it hurts to move,” explains Pearson, who is a Board Member

of Pain BC, a triathlete, and an expert on the subject of chronic pain.

“In this workshop, we’re going to explain the complex problem of chronic pain in ways that are easily understandable, and will also look at how to incorporate effective pain self-management strategies to help people learn to ‘live well with their pain’.”
