Walked - The annual Good Friday Walk with the Cross through Sylvan Lake drew a large crowd of about 170 people in weather that was favourable for participants of all ages.

The group started at Our Lady of Assumption Catholic Church and walked north on 50th Street, east on Lakeshore Drive, south on 46th Street, east on 49th Avenue, then south on 43rd Street, before ending at Sylvan Lake Alliance Community Church where an inter-denominational service was held. Stops were made at seven ‘stations’ along the way to offer prayers — for Christian churches in our community (Father Gabriel), for our police, civic government and those in authority (Neil Evans), for summer residents and visitors (Stan Bell), for the business community (Patrick DeJonge), for seniors and all caregivers (Dr. Stephen Fugler), for families (Annaloese Vandenakker) and for youth (Lance Huget). The cross was transferred to various people along the route, ensuring those who wanted to carry it got a chance. A capacity crowd of about 295 attended the service at the Alliance Church. Good Friday events were organized by Sylvan Lake Ministerial organization.

Lacombe County asked to take over Niemela Dam operation

Participation by Lacombe County could save public fishing at Niemela Dam, suggested property owner Ernie Beskowiney, during a presentation to county councillors last Thursday.

Until recently, the area has been looked after by Sylvan Lake Fish & Game Association, said Beskowiney. But he added, “there’s not as much interest there, the capacity to look after it.”

The popular fishing spot was developed in the late 1960s, mainly by the fish and game group, and has been stocked with trout regularly through provincial government programs.

It was originally

leased from Mr. and Mrs. Niemela who owned the land at that time. When he purchased the quarter section, Beskowiney said he allowed the role to continue. “Everything was working fine until the last five years or so.

The last few years maintenance has become quite let go in regards to garbage, grass mowing, keeping it tidy. The club is at the stage it can’t do it.”

Beskowiney said he’s at the stage of barricading off the parking area and letting it go.

Then last month when talking to Mr. Hanson, who’s also researching possible changes to their pond, “all of a sudden there was a glimmer of hope maybe this can be salvaged still”.

“Liability is my main concern,” he said.

Asked if there are still fish in the pond, Beskowiney told Councillor Cliff Soper, that it’s been stocked annually. He also indicated there’s ice fishing during the winter. One area of the pond is as

much as 28 feet deep and the water body is fed by springs so fish survive over winter.

“The pond is totally naturally self-sustaining. Fresh water shrimp maintain the fish.”

He estimated the pond is well used.

Why entrench French while Francophones attack English?

Anglophones were left out of the latest pronouncement by our federal government.

Yet we’re going to be paying for a $1.124 billion program targeted at improving the lot of Francophones in Canada.

To our cynical way of thinking we wonder how much this is crafted to increase the Conservative’s support in Quebec.

The Roadmap for Canada’s Official Languages 20132018 focuses on “three pillars that will ensure the vitality of English and French in Canada through education, immigration and communities”, according to a news release by the Hon. James Moore, Minister of Canadian Heritage and Official Languages.

Thirty measures are going to be taken by 15 departments and agencies at a cost of $1.124 billion to implement the ‘roadmap’.

Three lobbyists were quoted in the release.

• Dan Lamoureux, President of the Quebec Community Groups Network. “Bilingualism is a unifying force. The more interaction there is between our minority and majority communities in Quebec and Canada, the better we will understand each other.”

• Marie-France Kenny, President of the Fédération des communautés francophones et acadienne du

Canada. “It’s important that the Roadmap initiatives seek to strengthen our population through immigration and support for families, creation of services that reach Francophones in all aspects of their daily lives, and expansion of our social and economic development.”

• Lisa-Marie Perkins, President of Canadian Parents for French. “This balanced approach also supports the majority linguistic groups working on cordial relations between English-speaking and French-speaking Canadians. It promotes a more cohesive and stronger society.”

Of course, Moore put it most bluntly. “English and French are an integral part of our history, our identity, and our future. They forge links that unite us and allow us to live together in a strong and prosperous society.”

According to him, “The new Roadmap is the most comprehensive investment in official languages in Canadian history.”

Hurray for that. Let’s live in harmony without the antagonism of the current Quebec government which is trying to strengthen its language law by targeting English citizens.

But we doubt the minority government of Pauline Marois is going to back off on Bill 14 which it’s currently

promoting. It’s a massive revision and expansion of every section of Quebec’s Charter of the French Language.

A Globe and Mail editorial last month noted “Bill 14 takes away the right of Canadian soldiers stationed in Quebec to educate their children in English. It requires businesses with more than 25 employees to work entirely in French, where the threshold is currently 50 … And it will end the bilingual status of dozens of municipalities that have historic English populations that date back to Confederation.”

In late February an Italian restauranteur complained that an inspector from the Office québécois de la langue française had ordered him to remove Italian words, including pasta, from his menus.

Others revealed they had been ordered by inspectors to tape over the “on/off ” button on a microwave, and not use English words on their shopping lists.

The Globe suggested the bill is a “deliberate strategy of confrontation with Ottawa and English Canada designed to create the polarized condi-

tions that would favour another referendum”.

Why should this concern Albertans. First and foremost, because our hardearned money is going to support Quebeckers through transfer or equalization payments just because our economy is better managed and our work ethic is stronger than that of Quebeckers.

Second, it’s a concern because more of our money is now being poured into appeasing the feelings of a minority which continues to want more than its entitled to receive.

And finally, particularly in Alberta and the west, is the disregard these actions hold for the languages of the Finns and Danes, the Ukrainians and Estonians and all the others who opened this province to settlement.

Sylvan Lake is a community which 100 years ago benefitted tremendously from the multi-cultural flavour of mixed nationalities working together for a bright future.

We need to continue that philosophy without cow-towing to one special interest group.

Sharp-as-a-tack Klein picked top-notch advisors, followed their advice I tossed back a few beers with Premier Ralph Klein many a time Did I say a few beers?

No, in truth I was often legless at the end of these sessions.

And not the only one to be legless.

So much so that my wife at the time — a stunning blodne who had been a stewardess on the Concorde airline — and who spoke French, German and Spanish fluently — stormed into the St. Louis bar and gave him a piece of her mind.

King Ralph didn’t flinch, he just asked her to cool down, sit down and have a drink.

She didn’t do that.

Just grabbed me by the ear and frogmarched me out of the place.

It was a chilly night in the bedroom. Cold shoulder stuff.

I didn’t really know Klein well when he was mayor since I had left Calgary after being posted to Ottawa back in 1971.

But I got to know him well

after Premier Don Getty gave him the lowly post of environment minister.

It was a disgrace that Getty never rewarded Klein — then already a national figure because of his headline-grabbing role as mayor — just basically tossed him aside when he moved into provincial politics.

One day, in frustration, Klein phoned Ken King, then publisher of the Calgary Sun, and bitterly complained about Getty’s treatment of him.

King — who had also been a drinking buddy of Klein — told me to see him and pen a major feature on Ralph.

So we met in some ritzy private club and I did as was ordered.

Yet during that lunch I discovered that Klein had done one heck of a job while holding the environment portfolio.

Many of Alberta’s progressive environment laws today are because of Klein.

A little known fact, but true.

Then, of course, after Getty had completely made a mess of Alberta’s finances — even losing his own seat in Edmonton — the Progressive Conservative leadership race began.

Klein’s only real opponent was Nancy Betkowski, a naive woman way out of her depth if ever there was one — was bested on the second ballot.

Thank God for that, because if Betkowski had won, Alberta would likely be in even a far bigger mess today than it is under the ineffective and seemingly lost Alison Redford.

Redford makes the modest Premier Ed Stelmach look like a whiz. As we know now, Ed was the wrong man, in the wrong

place at the wrong time.

Here I must say something, it’s true that under Klein, Alberta balanced its budget, wiped out an horrendous multibillion-dollar debt, and when he left office Alberta had a surplus.

But he didn’t really do it himself.

What Klein had was an uncanny knack of picking topnotch advisors, and making Jim Dinning provincial treasurer.

You’ve heard the saying, a second rate leader — or company president — picks a third rate person as his second in command.

In this regard, Klein was a first rate leader, because he picked other first rate leaders to give him advice and run his government.

Klein’s attributes were really just every day common sense, the guts to do what had to be done, and being a man who never believed he was better than anyone else. He was a character, yes, with flaws, but he was

as sharp as a tack.

A very different man to Premier Peter Lougheed — who was extremely sophisticated — Klein identified with the average Joe. I’ll bet you the proverbial dollar to a doughnut that if Klein hadn’t been suffering from dementia he would have been appalled at what Alison Redford and cabal are doing to this province.

The lady hasn’t got the talent to have even polished Klein’s shoes.

Sadly, it will be a long time before we see the likes of Ralph Klein again.

I doubt we ever will, which is regrettable on so many levels.

Lake and river frontage should always be accessible Dear Editor, I must agree with Cheryl Maki — I also don’t like the hotel that blocks the view next to the marina.

What good is a lake if the public doesn’t

have access? It reminds me of a USA lake near Seattle where you can barely see the huge lake from between the houses. Lake and river frontage should always be accessible for at least

viewing unconstrained by the public.

YOUR comment states the Marina is on private lands; that may be true, I don’t know and think that it is a very un-Canadian

practice. I had a lake front lot near Edmonton and there was a dedicated public r-o-w (right of way) around the lake that was beside the lake but not my property. I believe there

is a law about that somewhere …

YOU commented that “[development approval] was that the boat launch would be available for

public use.” For $ or for free?? Your comment wasn’t clear on this point.

Osmond, town honoured for involvement in Slave Lake’s disaster recovery Queen’s Diamond Jubilee Medal presented to Betty Osmond

Recovery and rebuilding is moving ahead in the community of Slave Lake, Sylvan Lake councillors learned at their meeting Mar. 25.

Mayor Karina Pillay-Kinnee told them that 77 per cent of the community has been rebuilt after nearly one-third of the town’s buildings were destroyed during a wildfire, including the town hall.

A milestone was reached the day after she was in Sylvan Lake.

That was the first day of operations inside the town’s new government centre.

“185 families have moved into new homes and we anticipate more building this spring,”

she said. “Emotionally it’s still pretty tough for us … but we’re the type of community that pulls together.”

That wasn’t the real reason for her visit to council chambers though. Pillay-Kinnee came to thank the mayor and council “for outstanding support and generosity”.

Betty Osmond, Sylvan Lake’s chief administrative officer, had moved from a similar position in Slave Lake at the end of October 2010. The fire struck Slave Lake in May 2011.

Following a request from Hector Goudreau, then Alberta Municipal Affairs minister, Osmond was seconded to the Town of Slave Lake to assist in its recovery. She was there for about a month.

Besides agreeing to Osmond’s return to Slave Lake, Sylvan Lake councillors approved $5,000 in June 2011 towards the fire victims with $2,500 earmarked for the Red Cross fund and another $2,500 towards a fund to benefit municipal workers in Slave Lake.

The surprise visit by Slave Lake’s mayor caught Osmond off guard. And for good reason. She was also the focus of attention.

Pillay-Kinnee noted that since Osmond knew the staff and council “she was able to provide us with strength and support at these times”.

“Betty was there with us right after the disaster,” she said.

“Those were difficult days, working around the clock — we relied on her heavily to get through.”

It was the “second largest insured disaster in Canada’s history,” Pillay-Kinnee said.

She first presented Osmond with her own medal of honour. Then she presented Osmond with the Queen Elizabeth II Diamond Jubilee Medal, on behalf of the GovernorGeneral. Osmond was nominated for the medal by the Town of Slave Lake in honour of her contributions to the community both before and after the wildfire.

A standing ovation followed as councillors and members of the audience of about 30 people rose simultaneously.

Struggling for words, Osmond expressed thanks. “I was very grateful to get to go up there. It’s good to know things are moving along.” She added she’s looking forward to a trip back to Slave Lake.

Following the presentations, Samson relieved Osmond of her duties during the rest of the council meeting so she could enjoy the evening catching up on Slave Lake with PillayKinnee.

Obstruction, assaulting officer charges following fight Friday, Mar. 22nd 6:22 a.m. – The owner of a truck reported vandalism occurred while it was parked on Hillman Way in Sylvan Lake. The truck’s windshield had been urinated on with cookies crushed and strewn over the mess.

Garbage was also thrown into the back of the vehicle. The individual responsible is believed to be known to the complainant.

Saturday, Mar. 23rd 1:02 a.m. – Assault charges are pending as a result of an incident at a party on Pritchard Close in Sylvan Lake. A male advised he was assaulted by five other males at the residence and that the males proceeded to damage his

vehicle. RCMP are currently investigating.

1:15 a.m. – A party was shut down by RCMP on Lyon Crescent in Sylvan Lake. Several underage youths were drinking and causing a disturbance on the street outside the residence.

Parents of the youths were contacted and advised to retrieve their children. The owner of the residence was not home at the time.

9:54 p.m. – A 26-year-old female is facing charges as a result of an incident outside the Monkey Top Saloon in Bentley.

A woman was reported to be kicking the windshield of her vehicle with her bare feet.

The female was extremely intoxicated and was witnessed by a Gaming and Liquor official to have driven her vehicle and park it.

The woman was taken into custody at the scene. She is facing a charge of impaired driving and refusing to provide a breath sample.

Friday, Mar. 29th 3:37 a.m. – A fight outside Hazzard County Bar in Sylvan Lake resulted in several arrests and two males officially charged.

RCMP arrived at the bar to witness a group of females involved in an altercation with one female assaulting

another on the ground.

A 20-year-old female was arrested at the scene. Following the arrest, a 22-year-old male confronted police and was told to leave the area. He refused and continued to interfere with officers at which time he was also arrested and charged with obstructing a peace officer. While questioning another female, her 19-year-old boyfriend obstructed officers and began to assault a member. He was subdued and charged with obstructing a peace officer and assaulting a peace officer. Another male was also arrested and lodged in cells for public intoxication as he also tried to intervene in the investigation.

- As the sun lightened the skies over Sylvan Lake about 40 people gathered on the pier about 6:30 a.m. Sunday for the annual Easter Sunrise Service organized by Memorial Presbyterian Church. “The Lord is risen! He is risen indeed!” participants began the service which was led by Rev. Jin Woo Kim. They gathered around a fire pit on which fish was warmed. Following the service those attending enjoyed fellowship along with coffee, hot chocolate, hot cross buns and fish.

Discovered

- Back in February 1972, the crew building Sylvan Lake’s arena signed a copy of the Sylvan Lake News announcing the new facility’s opening and placed it in a glass jar. It was found in 2001 by Albert Whitford during renovations. It resurfaced recently. A group of those who signed the paper gathered Saturday to reminisce and have their photo taken. They included, in the back row, Ken Johnson, Brian Nielsen and Sven Larsen and in the front row Robert Popilchak and Ray Reynolds. Others who signed the paper but have since died were Andy Murray, Art Ada and Howard Minchin. Popilchak, who got the group together, was unable to located Brian Harrison. The paper will be turned over to Sylvan Lake and District Archives.

Return of the Benalto train station to the community has been postponed until Apr. 23. It was originally announced for Mar. 25-29.

“In mid-April, a qualified crew of volunteers will begin disconnecting utilities in preparation

for the move,” said Dave More, Centennial Committee Chair.

Then on Tuesday, Apr. 23rd, local organizations and the community will be cheering the historic station’s return after an absence of 42 years.

It will be placed on a temporary site on 50th Avenue.

Recipe treasures now available in Centennial cookbook

Sylvan Lake’s Centennial Cookbook is now available for sale, following the work of hundreds of people who submitted recipes, organized and proofed the publication.

Giselle Campbell, who coordinated the project, said there are 214 recipes gathered from residents and those who have ties to Sylvan Lake.

About 40 volunteers were involved in collecting recipes, proofreading them, selecting pictures, creating historic tidbits and then checking the final book before printing.

The books are on sale at the Sylvan Lake Community Partners’ Association office on 50th Avenue beside the Telus building and the chamber of commerce office. Cost is $12 each (GST includ-

ed). Campbell said they will also be sold at Centennial events this spring and summer.

The initial order of 500 books is already 20

per cent sold, she said. If demand is great enough a second printing will be done.

Orders have come in from such far flung places

as Lloydminster, Edmonton and Airdrie, said Campbell, adding word is getting out to people with ties to Sylvan Lake, either historic or current.

She’d originally planned to have the books available for Mother’s Day — they would make a great Mother’s Day present — but they were available earlier.

One of the recipes Mayonnaise Chocolate Cake, was submitted by Sally Murdoch (nee Jensen) for Jean Jensen (nee Palmer, whose father operated the Creamery).

“This recipe apparently won someone a $100 prize - shows you how old it is!” states the opening line.

Another, contributed

by Judy Scanland, is How to Cook A Husband, which is included in the ‘Extra Special’ section.

This shows there’s also a little humour in the book, laughed Campbell.

Contributors ranged in age from kids three years old to grandmas 85 years old — it spans the generations.

The recipes are divided into categories — appetizers and beverages, salads and dressings, soups and sauces, vegetables, main dishes, breads, desserts, canning, and extra special.

The first couple of pages include important

dates in history. Then scattered throughout the book are further tidbits of Sylvan Lake’s last 100 years.

For instance, in 1936 the first year round local constable was hired with the RCMP assisting in the summer. Or July 28, 1932, the boy scout camp west of town was officially opened and named Camp Woods in honour of James C. Woods, of

Calgary, the man who donated the land.

The picture on the front cover from the Archives, is of a McClary wood burning stove with pots and pans hanging on the wall of Sherwood Lodge, a private cottage in town.

The project is a fundraiser for the Family Education Support program of Community Partners’ Association.

Recycling services may be required at apartments, condominiums

Residents of apartment and condominium buildings in Sylvan Lake may soon have facilities for recycling paper, cardboard and other items.

Town councillors, at their meeting Mar. 25, unanimously approved a

motion directing staff to prepare a bylaw which would make it mandatory for owners of buildings with more than 12 residential units to provide the services at their cost.

The bylaw would then be back before council for approval before coming into force.

The proposal came after eight-year-old Dane

Ross presented a petition at the Feb. 11 council meeting urging action be taken on recycling for people living in apartments. Councillors then asked staff to prepare a report.

The town’s current Green Box residential curb side recycling serves Sylvan Lake residences, including trailer parks

and multi-family dwellings up to and including 12 units in size, wrote John Watson, public works manager, in his report to council.

As well, the recycle facility at the Waste Transfer Site accepts cardboard and a number of other products such as paint, e-waste, and tires, but does not accept paper, tins, or glass.

Watson indicated there are 13 multi-family buildings that would be affected by a bylaw. “A

recent inspection of all 13 multi-family dwellings identified that there are no observable on-site recycling services.”

“No other Alberta municipality that we could identify currently requires mandatory onsite recycling for large multi-family dwellings although Calgary and Stettler are considering similar bylaws,” Watson’s report said. He added Abbotsford, B.C. does require implementation of recycling in multi-fam-

ily dwellings utilizing the private sector to provide commercial type dumpsters to dispose of recyclable products at an approved facility at a cost to the owner of the building.

“This is a great way for us to move forward,” said Councillor Dale Plante.

“I’m very much in favour of this. I don’t think it’s cost prohibitive.”

Watson’s report projected the average building cost at $150 per month based on 48 resi-

dential units or approximately $3.13 per month per tenant. That’s below what other town residents are charged for the green box service ($4.17 per month).

The per unit price would fluctuated depending on the size of the building, he suggested.

“With 629 units, that’s a huge amount of recycling directed from the landfill if we create the bylaw,” said Mayor Susan Samson.

Garage suites downgrading neighbourhood

We don’t want any more “low grade housing” in our neighbourhood, several Sylvan Lake residents told councillors at their Mar. 25 meeting.

Three residents in the Regal Court and Ramsay Lane area of Sylvan Lake complained about garage suites approved in their

high end neighbourhood.

“The majority of homeowners in the R1 area do not agree with the decision to allow garage suites. We do not want any more low grade housing constructed in our area,” said Robert Bordun, when he addressed council.

He indicated residents in the neighbourhood paid the most for their homes and probably pay

the highest taxes. He charged garage suites and rentals will affect the value of their properties.

to property owners in an area greater than the current 50 metre requirement. “It should be double that,” he said.

“The issue is not with the builder, the problem lies solely with the Town of Sylvan Lake,” Bordun said, after stating he was “surprised” the builder, who built many other homes in the area, had “the audacity to even apply for a permit to build rental suites”.

Another question he posed was why the garage suites were allowed when four people submitted letters opposing them.

Another resident said the garage suites directly affect his property as windows in the building look directly into his yard, contrary to a town requirement.

Mayor Susan Samson told the trio their comments were heard and council will receive a report back from staff responding to the issues.

The town will also contact them directly with a response.

Almost $8,000 raised by swimming marathon; donations still being accepted

Artists - Benalto & Area Rural Crime Watch Society (BARCWS) and partners, Sylvan Lake RCMP and Red Deer County Protective Services recognized four Benalto School students whose drawings had been selected for the Alberta Provincial RCW 2013 poster contest, during an assembly at the school Mar. 7. The students were given awards, a gift certificate to the Big Moo from BARCWS and pins and memorabilia from our law enforcement partners. In the front row are students: Josie Tait (Gr. 6), Ayla Mykyte (Gr. 5), Justin White (Gr. 4) and Sarah Belton (Gr. 3). The third annual Chasing For A Cure 12-hour relay swimming marathon included 61 participants, with some as young as three years of age, Mar. 23.

We had participants from Calgary to the Edmonton areas as well as a participant swimming in B.C. helping raise money for CFAC. Some of the participants were cancer survivors while others were swimming in memory/ honour for someone.

All swimmers present at 6:30 a.m. entered the pool in groups of six until everyone was in.

Ninja principal - Grade 1 students at Poplar Ridge School dressed Principal Barb Hanson as a Ninja Turtle recently. The class was one of the winners of a fun competition held to see which homeroom could bring in the most items for the Food Bank. Grade 5 students dressed her up Mar. 28.

Participants ranged from those with little swim experience to competitive and triathlete swimmers.

Even though freestyle was the choice of most, there were also butterfly, back stroke and breast stroke in the pool.

The last five minutes saw everyone enter the pool one last time to finish off the day with a loud cheer echoing across the pool when the clock showed 6:30 p.m.

Once again money had been raised for Canadian Cancer Society. Close to $8,000 has been raised with more donations coming in. Donations may be made until the end of April, which is Cancer Month. We’re still hoping to reach that $10,000 mark.

Fox Run Spirit Rally École Fox Run School held its Spirit Rally last Thursday. Students gathered in the school gymnasium for a number of events and activities,

and some of them tested basketball skills against their teachers in games that took place throughout the afternoon.

The Earthquakes were winners of the Impact Division (9-11 year olds) during Sylvan Lake Blizzard soccer club’s indoor season which wrapped up on Mar. 18. The team included, Jeremy Braitenback, Ashton Hammer, Reuben Braitenback, Stephanie Pacholko, Anis Musiime, Jagar Pon and Bonnie Pacholko. Missing was Megan Stace-Smith.

Team Revolution won the Premier division (12-16 year olds) during Sylvan Lake Blizzard soccer club’s indoor season which wrapped up on Mar. 18. Each year property taxes are billed in May and are due the last business day of July, covering the period from January 1 to December 31. If you pay through the Tax Installment Payment Plan (TIPP), you do not need to worry about the payment deadline or late payment penalties. Your taxes will be spread over 12 months, beginning the last working day of January, and your account will be paid in full after your December 31 installment.

Installment amounts are calculated by dividing your most recent annual tax levy by 12. This amount is paid through automated withdrawals from your bank account the last day of each month. We mail your annual tax bill at the end of May that will show your revised monthly payment to begin June 30. The revised amount reflects the actual tax levy, ensuring your account is paid for in full by year-end.

Your tax notice will show the TIPP credit-to-date, including the new installment amount for the remainder of the year. If you: Sell your property or Change bank accounts, you must notify the Town of Sylvan Lake in writing 15 days prior to the next due date. x x

At year-end the TIPP automatically continues to the following year. All installment amounts are reviewed in November, and if an adjustment is made to your installment amount, you will be notified.
