The landmark “arrow” neon sign at the Lost in the 50’s Drive-In restaurant will remain a part of Edmonds after Burnaby council approved its purchase and restoration Monday. As with most local neon signs, it is owned by the sign company that originally built it, or in this case, Neon Sign Crafters, which acquired the assets of the original builder,
Neonette Sign Company, according to a city staff report. Burnaby city hall will pay $2,000 to purchase the sign and up to $7,000 to restore it, including repainting and installing the original neon tubing which is in storage, or replacement of the tubing. The funding will come from city casino revenues. The city will cover the costs of the ongoing maintenance, estimated at $150 a month, with the lessee of the property responsible for the sign’s electricity bills and maintenance, repair or replacement of the lexan

Burnaby city hall could ban the sale of fireworks after concerns were raised by the Heights Merchants Association. Isabel Kolic, the association’s executive director, said in a letter to council that fireworks vendors who set up shop temporarily in vacant commercial buildings around Halloween, often don’t respect city signage bylaws. “Indeed, their large, garish signage and flashing lights demonstrate their disregard for the communities that surround them,” Kolic wrote. While the temporary fireworks vendors provide income for property owners between leases, they “bring more consternation than prosperity to our business community as a whole.” The association’s board “expressed a desire to ban them outright,” but knows some property owners would not support such a policy, she said. At the very least, the association asks that council consider stricter enforcement and stiffer fines for violations of the signage bylaws. Please see FEW, A4

good idea, the city should have owned this sign from the beginning.” After the property sat vacant for over a year, Tahririha took on the lease of the property and underwent extensive renovations before opening for business last July. Business has been slow this winter, he said, likely due to the lack of awareness
that, unlike the previous operators, he’s keeping the restaurant open year round and there is now a small seating area inside. But business is picking up again and the sign fits right in with his business’ concept which is heavy on nostalgia. Customers talk about the sign “all the time, actually,” he said. “They stand and take
their pictures with it.” Coun. Colleen Jordan noted that there are no photos in the city’s records of what the neon sign originally looked like back when the restaurant was known as the Tomahawk. She asked that anyone with such photos contact Burnaby city hall. twitter.com/WandaChow
NDP makes last attempt to overturn riding change Local federal New Democrats made one last attempt at overturning a decision to merge North Burnaby and North Vancouver into a new riding. In January, the Electoral Boundaries Commission of B.C. decided to create a North BurnabySeymour riding despite earlier public hearings at which most speakers opposed the change. It’s part of a redistribution of population among federal electoral districts that takes place every 10 years. Earlier this month, Burnaby-New Westminster NDP MP Peter Julian and Kennedy Stewart, NDP MP for BurnabyDouglas, both spoke to a parliamentary committee asking it to recommend a reversal of the decision. The commission will make its final decision in June. Stewart, who would have lost the 2011 election if the proposed new riding had been in place, has said in past interviews that North Burnaby and North Van have little in common and being separated by Burrard Inlet could make it a challenge to properly represent constituents in both cities.

Burnaby Village Museum will be getting $245,000 in improvements as part of $1.3 million approved by council Monday for parks and recreation capital projects. Three of the 10 projects are at the museum, where facilities are wearing out because of the influx of visitors since the city stopped charging for admission in 2011, said Coun. Colleen Jordan, chair of the city’s community heritage commission. Burnaby Village saw more than 40,000 visitors just over the Christmas season, compared to 8,000 to 10,000 back when admission was charged, Jordan said. Few cities allow firework sales ⫸
continued from FRONT PAGE
At Monday’s council meeting, councillors discussed the feasibility of going even further and banning the sale of fireworks in Burnaby altogether. However, Mayor Derek Corrigan recalled that the Burnaby Fire Department had in previous years concluded that a provincial ban on fireworks sales would be preferable to prevent Burnaby residents from simply buying them elsewhere in the region. Coun. Sav Dhaliwal said the
issue is raised almost annually and that most municipalities in the region already have such bans. He noted that last Halloween, Burnaby’s fire department responded to several incidents caused by fireworks and suggested that changed circumstances in the region would warrant a new staff report on the issue. Coun. Paul McDonell, a retired Vancouver firefighter, was prepared to pass a motion immediately to ban fireworks sales in Burnaby, pointing out
it is one of only three cities in Metro Vancouver which still allow it. Corrigan said he was inclined to have a careful study of the issue since if council wants to go in that direction it would need to know what happened elsewhere and the implications of such a decision. Council directed Burnaby’s planning department staff to report back, in consultation with the fire department, on the feasibility of a ban. twitter.com/WandaChow

Tuesday, March 19 marked five years since Burnaby resident Kellen McElwee went missing, and his parents are desperate to bring his body home. “You don’t have to identify yourself. We simply want to find his body so we can bury him,” said McElwee’s mother Paula, who along with her husband Len spoke at a press conference held at RCMP E division headquarters in Surrey on Tuesday. “Try to put yourself in our position. It’s awful. It’s the excruciating pain that no one understands,” she said. “For these five years all we get to do is wonder what happened to our son.” Five years ago 25-year-old Kellen, who grew up in Surrey, went missing after having dinner with friends at the Keg in Langley. McElwee didn’t show up the next day at the Rogers call centre where he worked as a trainer. Several days later McElwee’s bronze 2006 Honda Civic was found abandoned in the

QUESTION OF THE WEEK:
PST redux
LAST WEEK: Do you think shopping across the border is better value?
With the return to a combination of a seven-per-cent provincial sales tax and five-percent federal goods and services tax April 1, the harmonized sales tax experiment will come to an end in B.C. Taxpayers shouldn’t count on having more money left over at the end of the month, however, as the changes made by the province in the wake of the initial HST – tax credits for lower-income families and seniors among them – will also come to an end. There will nonetheless be good news for consumers in certain sectors. Cyclists will regain their PST exemption on purchases of new bikes, safety equipment and repairs. The bill for restaurant meals will go down by seven per cent as they’re not subject to the provincial tax. The same with children’s clothing, books, newspapers and magazines and a myriad other goods and services. If that materializes, and there’s no guarantee it will, it could create jobs and benefit other related businesses. The HST was supposed to provide a less complicated tax regime for the sale of goods and services and eliminate exemptions and hidden taxes created under the PST/GST system. There were still loopholes. For example, a person buying a donut at Tim Horton’s would pay tax on their purchase, while the same donut at a grocery store would not be taxed, since it was considered a grocery item. We hope the work the province has done on reforming the PST, since the public voted the HST out with a 55-per-cent majority, makes B.C.’s tax system more streamlined. At the very least, we fully expect businesses that complained loudest about the HST to put their money where their mouth is and prove to customers they are saving money under PST/GST. —Black Press

THIS WEEK: Do you think Adrian Dix will be the next Premier of British Columbia? Vote at www.burnabynewsleader.com
Fast travel a transit priority TransLink has produced options for extending rapid transit in Surrey, and none of them come cheaply. Costs begin at the lower end with $900 million for a bus rapid transit (BRT) system, which would see buses on three major routes move on a dedicated roadway and at faster speeds than conventional buses. The options then accelerate into the billions with combinations of buses and at-grade rail transit, to a top projected cost of $2.2 billion for a SkyTrain extension from King George station to Langley along Fraser Highway, and BRT on King George Boulevard to Newton and White Rock, and along 104 Avenue to Guildford. There is no question that transit service in Surrey needs to expand significantly. The second-largest city in B.C. and in the Metro Vancouver region has modest bus service, and a heavily used SkyTrain line that only goes as far as 100 Avenue and King George.
Frank Bucholtz While Vancouver Mayor Gregor Robertson says it isn’t so, Surrey is also competing with Vancouver for what is likely to be scarce funding for SkyTrain or other rapid transit extensions. Vancouver wants a subway or SkyTrain line to go along Broadway, from Commercial Drive in the city’s east end to UBC. Costs could top $3 billion. Surrey council would like to see at-grade fast bus or rail service. That city’s council insists, with some justification, that SkyTrain is a blight on immediate properties, given that it towers over them or next to them. It wants to see a cleaner streetscape. Take Fraser Highway for

example. A number of larger multi-family units have been built along that road. The city has spent millions in widening the highway and planting perimeter vegetation. Bus stops with proper pull-outs have been added in the newer areas of the widening project. The Serpentine River bridge has been twinned, and the final stage of widening is underway. Would people who have spent hundreds of thousands in buying homes along there, or businesses along the street, appreciate SkyTrain? It would apply more pressure for added density, which is not bad if Surrey wants more transit, but any rapid transit system will do the same. Surrey wants to see more internal trips taken by transit, and council feels an at-grade system will make that more possible. TransLink points out, in its SkyTrain scenario, that trips would be quicker – about seven minutes faster (22 minutes versus

29 minutes) from Langley to King George. What Vancouver and Burnaby have, and Surrey does not, is significant numbers of the populace who use transit daily because it is quick and convenient. Surrey has few such transit routes, and many people in Surrey travel great distances each day. It seems to me that one of TransLink’s and the region’s goals should be to reduce the length of trips, as well as the commuting time. Yes, people will always want to go into Vancouver, but many also travel within Surrey or south of the Fraser, and it’s hard to do that by bus in many instances. Surrey residents and council need to consider carefully what type of transit expansion will suit them and their city best, now and into the future.

Survey says 48% snore and 75% are suffering if you include the silent suffering partners. To my surprise, after taking BellSound Sleep #23 I really didn’t snore or gasp for air anymore. I sleep through the night and feel rested and refreshed in the morning. Mark Wilson, 40, Hudson, NH < Sleep apnea capsules worked first night! For last 15 years I had sleep apnea and my doctor made me buy a CPAP machine, which I could not use. Finally Bell #23 helped the first night and every night thereafter. Like a miracle. Unbelievable. Karen Braun, 67, Glace Bay, NS < For 20 years I was waking up frequently gasping for air. During the day I would start napping every time I would sit down, because I was tired. Since #23 taking Bell #23 sleeping 6 hours is heaven. It made a substantial change in my life. Mary C. Myrick, 62, Jackson, MS <It is such a joy not having to use the CPAP machine. I have had sleep apnea for 10 years. Using Bell#23, my wife says there is no more snoring or stoppage of breathing. It is such a joy to be able to roll to left or right with no hose or mask to deal with. Thank you Bell for a great relief. I suggest anyone with these problems to try it. You will be overjoyed with the results. Wayne Burse, 63, Beamsville, ON. < Lost my husband because of sleep apnea in 2011. I had sleep apnea, too. I was scared to go to bed and have an heart attack like my husband. After taking Bell #23 I can now sleep for 5-6 hours peacefully without gasping for air. A blessing. 25 of 260 penalties in B.C. for incidents at Burnaby worksites Wanda Chow
MASTER OF COUNSELLING
www.CityU.edu/Canada
Company fined $58K for fatal incident The largest of 25 WorkSafeBC penalties for incidents in Burnaby in 2012 was for a fatal accident last June. Lexspan Limited Partnership was penalized $58,820 for the incident, in which a worker was crushed after a large part of the lowbed trailer he was working on suddenly dropped while being repositioned by another worker operating the hydraulic controls, according to WorkSafeBC’s 2012 enforcement report. The company was penalized for inadequate healthy and safety planning and training for the job. It was among 260 penalties B.C.-wide for companies by WorkSafeBC for violations of occupational health and safety regulations and the Workers Compensation Act. Wallmark Homes Ltd. received a penalty of $33,794 for a Burnaby incident in which a young worker broke his pelvis when an unstable soil bank collapsed at the worksite. The four-meter-tall (14 foot) soil bank was topped by an 800 kg (1,800 pound) section of a concrete retaining wall which landed on the worker’s back, seriously injuring him. The investigation determined the worksite was not properly prepared with safety precautions and the company failed to get the approval of a professional engineer that the excavation was safe for workers to enter. Great Van Roofing and Drainage Ltd. was penalized $30,000 after its workers at a Burnaby worksite were found to be working on a sloped roof of a house without proper

fall protection. The company has been penalized for similar violations in the past. Also penalized for workers not using proper fall protection at Burnaby job sites were RG Roofing Ltd. ($15,000), BS Sanghera Roofing Ltd. ($7,500), Neodawn Painting Inc. ($6,442 for an incident where workers were painting the exterior of a highrise apartment building), SPS Roofing Ltd. (twice, $5,000 and $2,500), Low Cost Roofing 2001 Ltd. ($5,000), B&W Framers Ltd. ($5,000), Hiline Stucco Ltd. ($2,500), Insightful Healthy Homes Inc. ($2,500), Saloana Framing Ltd. ($2,500), and C&H Gill Tile Roofing Inc. ($1,000). Most penalties in the province were related to inadequate fall protection (59 per cent) and exposing workers to asbestos (14 per cent), WorkSafeBC said, noting it has increased its enforcement capacity in recent years to focus more on industries where compliance is a problem, such as steep-slope roofing and asbestos abatement. Other penalties imposed on companies at Burnaby worksites include: Straightline Forming Ltd. was penalized $13,913 for an incident in March 2012 when a worker operating a tower crane contacted a high-voltage power line with the crane’s rigging. The power line fell, energizing the crane and parts of the worksite, putting other workers at risk and requiring evacuation of the worksite. The company failed to ensure the crane was far enough away from the power line, WorkSafeBC concluded. Next Homes Const. & Renovations Ltd. received a $13,420 penalty for multiple asbestos-related violations including failing to ensure a qualified person identified materials containing asbestos at the worksite where it was demolishing a house. It also
failed to provide required notice before removing stucco containing asbestos, and did not safely contain or remove the stucco before demolition. Next Homes also received a $2,500 penalty after the company’s principal “knowingly provided WorkSafeBC with false information about the firm’s involvement in asbestos-removal activities at a residential demolition site,” the enforcement report said. 3 A Demolition Ltd. was penalized $5,000 for allowing a worker to post a letter stating all asbestos-containing materials had been safely removed from a house being readied for demolition when actually, flooring containing asbestos was still inside. The company received another $2,500 penalty for failing to instruct and train workers on the health hazards of asbestos and how to prevent exposure, as well as allowing workers to walk into areas where asbestos had been disturbed without wearing protective equipment. Saab Framing Ltd. received a $4,589 penalty for only providing a ladder for workers to access the upper floors of a building under construction, a repeat violation of a requirement to install stairs to each floor before building the next one. Dynamite Concrete Pumping Ltd. received a $2,500 penalty for a repeated violation of failing to ensure its concrete pumper truck was set up with proper safety precautions, which “put the truck at high risk of tipping over.” Whitestone Management Ltd. received two penalties of $2,500 and $1,000, and Albert Chandra was penalized $1,000, all for asbestos-related violations at worksites. Tatla Developments Ltd. received a $2,500 penalty for failing to provide a safe workplace, a “repeated high-risk violation.”

Missing man a mystery ⫸
continued from page a5
Based on the information gathered to date, police have not been able to make any conclusive links to gangs, drugs or organized crime as being responsible for the disappearance of Kellen. He has no criminal record. On April 2, 2008, Burnaby RCMP released surveillance photos of a man of interest who was inside McElwee’s condo building at that time. The male in the photos was wearing a winter jacket with a fur-rimmed hood and carrying a DC brand backpack. To date, police have not been able to identify this man and would still like to, said Pound. “Five years is a very long time to hold on to this information and we know that lifestyles can change significantly in this period of time,” said Pound. “With the change of lifestyle comes better decision making and choices. Tina is working on leading a healthier life and wants to continue this with the Kin’s Green Fighters challenge. Better weather can’t get here soon enough for Tina Palazzo. The sun makes it easier for her to get out for runs or rides on her bike. “I’m an outdoors person, and I prefer to be outside enjoying the sun and doing my exercising,” says Palazzo, who’s three weeks into Kin’s Green Fighter Challenge. “You finish a long day at work after being on your feet most of the day and the thought of heading to the gym when it is cold and raining outside certainly is not appealing to me.” With spring having officially arrived on Wednesday, it’s only a matter of time before warmth follows.

That applies whether the children are involved in the relocation or not. When the changes were debated in the legislature, NDP justice critic Leonard Krog spoke in support, noting that B.C. has one of the highest levels of family disputes in Canada. “If we can keep people out of court, if we can let them settle their affairs in a more friendly and amicable way, then this is all to the good,” Krog said. “It means that people can get on with their lives. It will mean less emotional damage to children.” Details of the new rules and answers to frequently asked questions are available on the B.C. government website at www.justicebc.ca/en/fam/. The site also has contact information for family justice centres that offer counselling at no charge.

Clan run ends The SFU women’s basketball team’s Sweet 16 turned sour Tuesday when they were eliminated from the NCAA post-season by a 75-58 loss to the Western Washington Vikings. The loss closes the book on the Clan’s historic first season as a full-fledged member of the NCAA. They finished second in the Great Northwest Athletic Conference and were ranked as high as sixth nationally. It was also the last game for graduating senior Nayo RaincockEkunwe, who led the Clan’s offense with 19 points and eight rebounds. She capped her Clan career that began with a CIS championship in 2010 by being named GNAC player of the year and a member of the all-conference and first all-region teams.

Assault suspect turns self in The wheelchair-bound man being sought in connection with the assault of a pregnant woman at Metrotown SkyTrain station last month has come forward as a result of media attention, says Transit Police. The man has provided a statement to police. “New information has been gathered which now broadens the scope of this active investigation,” said Transit Police in a press release. The incident occurred on the afternoon of Feb. 20 when a man in an electric wheelchair entered an elevator and is alleged to have run over the feet of one of two women already inside with their babies in strollers. An argument ensued which led to an exchange of slaps and punches, ending with the man allegedly striking the woman, who was seven months pregnant, numerous times in the head and face before leaving the area. The woman was treated in hospital for cuts, bruises and scratches to her face, hands and leg before being released.

Fond memories of a trip to the theatre
I
can’t recall the first theatrical production I ever saw, but I do remember being a monarch butterfly in an elementary school production once and participating in an Easter Passion play at a relatively young age.
Later, I remember dancing with Rum Tum Tugger when I saw the production of Cats in Toronto which made my day. These moments have stayed with me over all these years. I don’t recall anything about my role as the butterfly but remember the beautiful wings my father helped me create. And of course dancing with a big cat is bound to stay with you long after the memory of the production has faded away. Involvement in the performing arts, as an actor, director, someone behind the scenes, or as a patron can be a powerful experience. I know it has been for me. It is this power of experience that is celebrated on World Theatre Day. Celebrated annually on March
Geraldine Parent 27 by theatre communities around the globe, World Theatre Day was created by the United Nations Educational, Scientific Cultural Organization (UNESCO) in 1961. Each year, a renowned theatre artist is invited to craft an “International Message” to mark World Theatre Day. The message is read for tens of thousands of spectators before performances in theatres throughout the world, printed in hundreds of daily newspapers and transmitted to listeners through radio and television. It’s too long to print here, but it’s worth reading this year’s message by Dario Fo (www.world-theatre-day.org/en/ message.html) if you can. The Shadbolt Centre will celebrate World Theatre Day with the March 27 performance of ONE, by Ghost River
Theatres, and host a postperformance reception. ONE is a multi-media theatrical event freely associated with the Orpheus myth. Created by Jason Carnew and directed by Ghost River co-artistic director Eric Rose (recently honored with Avenue Calgary’s Top 40 Under 40 distinction), it is the winner of three Betty Mitchell Awards, including the coveted Outstanding Production of a Play. ONE delivers an experience that is at once an engaging narrative and a sensory adventure about the search for love. Create your own theatre experience. Celebrate World Theatre Day at the Shadbolt Centre for the Arts. For tickets and information about ONE and other upcoming Shadbolt productions, please visit shadboltcentre.com. Geraldine Parent is the arts services manager at Shadbolt Centre for the Arts.

Langley living
Coming home to Polygon’s Red Maple Park By Kerry Vital
Langley is widely considered to be the “countryside” of the Lower Mainland, with a number of equestrian and agricultural areas. Polygon’s Red Maple Park makes living the idyllic country lifestyle easy. “The location is ideal,” says sales manager Judy Rohatyn. “The neighbourhood is nice and quiet. We’ve had so many young families and couples moving in.” Red Maple Park’s convenient location means that there are plenty of shopping and dining opportunities nearby. Willowbrook Mall and the Langley Events Centre are also close, and a new elementary school within walking distance of Red Maple Park will open in the fall. For commuters, this location offers quick access to Highway 1 and the Langley bypass. Red Maple Park offers some of the best value in Langley in a convenient, yet exclusive, setting. The two- and three-bedroom townhomes are spacious and open, with several floorplans to choose from. Homes impress with charming Arts and Crafts architectural details and custom interior design elements. Every home has a large deck or patio, and a yard surrounded by picket fencing, with most homes featuring a tandem double-car garage. “This is an established community,” Rohatyn says, adding that the homes are move-in ready. Inside, natural light flows through large windows and the nine-foot ceilings on the main floor give the
