Ray Johnson, an active member of the Grand Forks ATV Club, was tired of people calling him up every time they wanted to know anything about ATV locations in the area and how to get there.

So the Grand Forks ATV Club partnered with New Horizons for Seniors Program, which is a federally funded grant pro-

gram that supports projects led or inspired by seniors who want to make a difference in their community, to make a comprehensive trail map for local and visiting ATV riders.

Since May of last year, Johnson and nine club members, with help from Boundary Mapping, have been spearheading the trail-mapping booklet which will be available in May and sold throughout the

“We have done the mapping so that ATVers that come in from out of town, or anyone that is not familiar with the area, or even people that live here, that they know where to go and how to get there safely,” said Doug Zorn, vice-president of the Grand Forks ATV Club.

Since the project’s inception, approximately $15,000 dollars has gone in to the project, said Zorn.

Some of the funding from the trail booklets, which retail for $19.95, will go towards the installation of two loading ramps.

“One of the most

dangerous parts of ATVing is loading and unloading your ATV, so we are going to install two unloading and loading ramps, one at 28 Mile Bridge and one at Bluejoint Creek Provincial campground.

The club’s focus is riding safety and encouraging seniors to get active in their community while enjoying thousands of kilometres of riding trails.

Grand Forks City Councillor Bob Kendel said that the tourism potential in the area has proven to be significant.

“The trail society and the ATV club are coming up with a mutually beneficial plan for everyone to be able to use these trails and I think that is a key for things to work here,” he said.

Third in a series on local place names The Alamo mine, staked in 1892 during the initial Silvery Slocan rush, was worked off and on for 40 years along with an adjoining claim, the Idaho. While records are spotty, by 1926, the two had produced more than 25,000 tons of silver, lead, zinc, and copper with a gross value of $825,000. (Well over $11 million today.)

A Minnesota syndicate led by Nathaniel Moore bought the mines in 1894 and built a concentrator and mill at a site between New Denver and Three Forks called Duluth or New Duluth.

The first appearance of the former was in the New Denver Ledge of December 6, 1894: “Capt.

N.D. Moore, of the concentrator, has returned from a flying visit to Duluth.”

The latter appeared in the Ledge of January 31, 1895: “Six-

ty tons of ore from the Idaho are being hauled daily, and the bins are almost full.

New Duluth is the name given to the mill site.”

The Ledge of November 7 of that year added: “New Duluth is one mile from Three Forks, and is commonly called the Concentrator.”

New Duluth was never an official name of any sort — it showed up in newspapers but wasn’t the name of the Nakusp and Slocan Railway siding.

According to historian Innes Cooper, “I cannot find any information as to what they called this siding ... the name New Duluth, while having limited use, was not used on government documents or maps and the only name in general use was ‘the concentrator,’ up until the name Alamo was adopted.

“My judgment would be that it was likely named New Duluth by Mr. Moore but the name was not generally accepted by

the public of the day.”

It’s not clear when the place became known as Alamo, although it was between September 29, 1898, when New Duluth was last mentioned in The Ledge, and April 1, 1899 when the Alamo post office opened.

Later it was known as Alamo Siding, as in this example from The Ledge of June 20, 1912: “There is a 200ton mill, complete and in good repair at Alamo siding.”

The post office closed on September 30, 1904, re-opened on August 1, 1919 and closed again on August 4, 1939.

As for how the mine got its name, who knows? Alamo is Spanish for poplar tree.

In the BC Archives place names file, D.B. Lawrence of the University of Minnesota suggested it was “Possibly named by some loyal Texas gold miner in honor of the historic Alamo battle at San Antonio, Texas.”

Getting Around Exciting changes coming to WK Regional Transit this summer

Nelson — The West Kootenay Transit Committee (WKTC) received an update from BC Transit on the West Kootenay Regional Transit project on March 13, 2013.

Kevin Schubert, Regional Transit Manager outlined the gains that have been realized by the region working together.

The highlights include: • Increased regional service which will add two more trips to the Nelson and Castlegar corridor bringing this in line with the number of trips currently scheduled between Trail and Castlegar.

• Improvements to Health connection service in Kaslo and Salmo • Improvements in the conventional service in Nelson and Castlegar • New fare zones and products • Single riders guide with alignment

of routes and service options • Introduction of new smaller community busses to the system • Improvements have all been managed within existing budgets

Wayne Proulx, engineering technician and administrator for the proposed contract, said a press release by the city garnered significant media attention and CPWC was inundated with calls over the destination of the birds.

“In a recent conversation with CPWC on March 5, they advised the city that their proposal with the City of Trail was withdrawn.”

Proulx said that CPWC was advised by the BCSPCA that due to the long distance from Trail to the Lower Mainland that it was in their best interest not to proceed with the pigeon control program with the City of Trail.

The main reason given was that if the pigeons were in distress in the traps, the time for CPWC to attend to the situation would not be done in a timely manner, said Proulx.

Now, to move forward, the pigeon control staff is recommending that a request for proposals (RFP) be obtained from qualified pest control companies that may be in a better position to respond.

The joke is on municipalities when the GST and the PST return April 1.

All provincial municipalities will be receiving less and paying more when the

two taxes return on April Fool’s Day, with the re-instatement of the Goods and Services Tax (GST) and the Provincial Sales Tax (PST).

There will be fewer taxpayer dollars to spread around this year on municipal budgets than there were under the Harmonized Sales tax (HST) system.

Under the HST, a municipality would receive all of the federal tax paid for most goods and services back from the government, and 75 per cent of the provincial tax paid back.

However, under the renewed GST/ PST tax scheme, while the federal tax is still refunded, the provincial portion is not.

The City of Trail will pay a little more but it will be of minimal impact to its operations, said Rino Merlo, deputy director of finance, around one or two per cent.

Merlo did a quick analysis of the tax return and on total expenses the city would incur in a year—and not all expenses are PST taxed—the change might mean an extra $180,000 in additional costs to the city.

“This is a dollar figure that we wouldn’t get back and therefore is costed to the city,” he said.

For example, on a $100,000 city purchase the total tax paid would amount to $12,000, with around five per cent ($5,000) headed to the federal government, and seven per cent ($7,000) to the province.

Red Mountain Racers are hosting the U16 Provincial Championships this week. The races started yesterday and are ongoing until Sunday. Organizers estimate the event brings about 200 racers plus 200-300 parents and coaches to Rossland.

There are two races going on simultaneously, a slalom on the face of Red and giant slalom on Back Trail.

Ari Neufeld performs in Rossland Penticton-based folk singer Ari Neufeld played at the Rossland Miners’ Hall on Saturday to an entranced crowd.

Neufeld is known for his intimate live performances that create a unique energy, that energy was evident as the performer related stories between songs and, as he put it, went on stage with no agenda.

Neufeld sings and plays the guitar while playing drums with his legs through an amplified wooden box.

On Saturday, he was without his usual box, but managed by drilling a hole and inserting a microphone into his touring case.

He is now hoping to get a record deal and move to Texas.

The picture for the B.C. Election is shaping up in the West Kootenay-Boundary.

The roster of choices in three ridings in the region is filling in, with a field of three stepping forward in the Nelson-Creston, NDP candidates vying for the vacant seat in Boundar y - Si m i l k ame e n , and only incumbent NDP candidate Katrine Conroy stepping forward in the West Kootenay riding.

And it looks like a one-horse race in Kootenay West.

The only candidate declared for the general election, less than two months away on May 14, is the current member of the Legislative Assembly for the riding, Katrine Conroy.

When contacted by phone, neither the provincial Liberals, Conservatives or the Green Party had a list of candidate names to release to the public to begin the push for May. The lack of competition surprised Conroy, who had already begun her campaign for re-election weeks ago. She said there were a couple of her

colleagues who did not have any competition either but they were still moving ahead.

“It is a bit odd,” she said about the nearly fallow field of candidates. “But it doesn’t matter. We are still working hard and we have our campaign team meeting every Wednesday. Locally we are getting ready.”

And the arrival of NDP party leader Adrian Dix in Castlegar on Wednesday bolstered Conroy’s effort and helped kick start her re-election campaign.

Conroy has held the seat since the riding was first created in 2008—and the preceding West Kootenay-Boundary seat since 2005—winning the last election in 2009 with two thirds of the votes (12,126).

In that year it was a four-way race that

included Liberal candidate Brenda Binnie (4,072 votes, 22.4 per cent), Andy Morel of the Green Party (1,791 votes, 9.84 per cent) and Zachary Crispin of the Communist Party (204 votes, 1.13 per cent).

In all, there were 18,193 votes cast— with 88 rejected ballots—with a voter turnout of 59.1 per cent.

The electoral district is made up of parts of the regional districts of Central Kootenay and Kootenay Boundary, as well as the communities of Trail, Castlegar and Nakusp.

The B.C. Conservative Party has not yet nominated anyone in Kootenay West, but they do have some people going through the process of nomination, said Kristy Fredericks, Conservative Party director

of policy research and communications.

Conservative candidates have to submit an application that goes through a review committee and once they are approved they can start planning their nomination days.

There was no Conservative candidate in the 2009 election.

Fredericks said the party will be running a candidate in the electoral district, and every riding across the province except Delta South where Vicky Huntington holds a seat.

“Vicky Huntington is Conservative in all but name,” she said.

“We made a promise to her early on that we wouldn’t run against her.”

Rebecca Helps, executive director of Green Party, said there still is quite a bit of interest from

people wanting to be candidates for Kootenay West.

“It’s hard because we don’t have a lot of members on the ground in that area.

So often it is just happenstance when somebody comes forward,” she said.

The party members are “working networks and hoping someone will come forward on their own,” said Helps, and would like to have someone in place by at least April 1 as a final day.

“I doubt that anybody will be coming forward at this point that wants to run a significant campaign because chances are if they are going to do that, they would have already have come forward,” she said.

talking to potential candidates, said Sam Oliphant, communications officer for the party.

Once the party is ready to move forward with a candidate, the name will be vetted through the local riding association, then a nomination meeting will be scheduled.

“We want to obviously have our candidates in the field as soon as possible, but we don’t have a specific date set,” Oliphant said.

Conroy said it will be hard for those who are stepping forward right now as a last minute candidate.

There is a lot of work beforehand that needs to be done to stage an election campaign before the writ is even dropped.

“It’s not easy to run.

The next concert in the Kootenay Gallery TD Bank Sunday Concert Series presents vocalist Noemi Kiss and guitarist Rita Deane in a program bridging the centuries through the songs of love, on Sunday March 24 at 1:30 p.m. at Castlegar United Church.

These artists reside in the Kootenays but individually they have had careers spanning the globe. Nelson resident Rita Deane grew up in Rossland before going on to study classical guitar at the University of Victoria, where she eventually became an instructor, and at the International Music Academy in Salzburg, Austria.

Her recent recording of Pergolesi’s Marian Vespers with New College Choir and the

Academy of Ancient Music under Edward Higginbottom was nominated for both the Gramophone Award and the Classical Grammy Award.

Performing together for the first time, Rita and Noemi will perform songs from many centuries, starting with songs for lute and voice from the early 17th century

composer John Dowland, to folk songs of Vaughn Williams, traditional Hungarian songs as well as contemporary songs of Eva Cassidy. It will be a colourful program with many contrasts and yet the same theme, love and passion and sorrow and joy making for a beautiful, intimate and personal experience.

New retirement community becomes popular social hub

by Kathleen Thomas A mere three short months since the official opening of Silver Kettle Village, Grand Forks’ newest retirement community, and the place is already a hub of social activity. Residents barely had time to unpack treasured possessions before they were able to meet and mingle with other like-minded, independent seniors. The activities schedule is designed to give everyone the chance to socialize at their own speed. From a basic game of cribbage to full day outings, residents find they can choose activities that best meet their needs. The biggest event for February, a Valentine’s Day Dance, had Silver Kettle Village dwellers and dance enthusiasts from town cutting a rug to local band Buck Naked and the Saddle Tramps.

The band, as well known for their music as for the fact that Grand Forks mayor Brian Taylor is a founding member, dished out their popular brand of bluesy country rock.

The regular dances held at Silver Kettle Village are a fun way to spend an evening with your spouse or to meet new friends and dance partners. Plentiful refreshments wait on the sidelines.

“With all the chores I used to do at home, I didn’t have time to think about social activities,” said Kay Hummel. “But since I moved here I don’t have to worry about a thing. All the housekeeping, transportation, security and meals are provided so I can spend more time with my friends. Like enjoying the Valentine’s Dance.”

Programming at Silver Kettle Village is designed to meet the needs of all types, from folks who prefer more alone time to regular social butterflies.

“We want residents here to feel like they are in a village, with all the opportunities and benefits a small community can provide. This can be anything from a friendly smile in the morning to a walk with

a friend or a full-on dance party,” said Community Manager, Michele Shillaker.

Healthy social activities are a key element of programming at the Village. Residents can participate as much as they wish in classes, outings and walks down the treed streets of the city. Because the seniors at Silver Kettle Village are invested in living their best lives, they can mingle in the common areas or have favorite guests to visit in their private suites. Grandkids are always keen to be invited to a sleepover with their grandparents.

But social options aren’t the only ones packed into the monthly calendar. There are artistic, fitness and spiritual choices as well. Community/Education Bridge building competition ahead ARNE PETRYSHEN West Kootenay Advertiser

Students in the West Kootenay will once again put their bridge building skills to the test. For the past 16 years, students have used nothing more than a building kit made up of popsicle sticks, glue and instructions to build the strongest bridge they can.

It is then tested by qualified engineers for strength and load-bearing capabilities.

It’s an event that the Association of Professional Engineer and Geoscientists of B.C. (APEGBC) sponsors every year during the West Kootenay Science Fair.

“We recommend that you give it at least four, five days for the glue to dry and strengthen.”

The youngest group is eight and under, the next is nine-12, then 13-18 and then there is an unlimited category which includes adults, organizers, teachers and anyone else who doesn’t fit in the other categories.

Great prizes are up for grabs. There are cash prizes of $50, $40, and $30 for first, second and third place in each age category.

Then there are participation prizes as well, which include an iPad, a digital microscope, a telescope, a robotics kit and some other high-end science prizes.

“If you participate and get your bridge broken, then you get entered in to that draw,” Paré said.

The kits can be picked up at a number of locations and builders have from now until the competition to put their structure together.

“We recommend that you give it at least four, five days for

the glue to dry and strengthen,” Paré said.

“Typically we say that if you have it done by the ninth you’re pretty good to go for the 13th, ideally you’d have it built April 6. It’s not something you want to do the night before, because you’ll have wet glue and it won’t have any strength.”

Paré has been involved for the past three competitions locally, and before that worked on a similar contest in Golden for four years.

As another part of National Engineering Month, APEGBC also puts on classroom presentations.

The presentation is on structures and fits well with the popsicle bridge contest.

Paré said it was put together in her time in Golden, and deals with the parts of a bridge, such as what’s a span and what’s an arch.

It also talks about what materials bridges can be made of, how strong they are and what shapes they can be made into.

“When we were looking for more outreach in the West Kootenay, I offered this presentation up to volunteer engineers,” she said. “KAST (Kootenay Academy for Science and Technology) partnered with us to link their contacts within regional schools with their contacts within APEGBC.” The class fits in perfectly with a grade six curriculum.

“If there are other schools that haven’t been contacted, or teachers that are interested in having the presentation, they can either contact myself, or Erin Handy at KAST,” Paré said.

Three weeks after the nominations were announced, singer-song writer Shawn Hook has learned he’s up for a Juno Award as Breakthrough Artist of the Year.

The delayed nod came after a previous nominee was ruled ineligible.

Juno organizers took Elisapie out of the running because she won a Juno in 2005 for Aboriginal Album of the Year as one half of the duo Taima.

Only first-time nominees are eligible for the Breakthrough Artist category.

Hook — aka Hlookoff — grew up in South Slocan.

Singer/songwriter/musician Hook is up for a prestigious Canadian kudo.

Deconstructing Dinner Announces 2013 Film Festival SUBMITTED

(NELSON) – After last year’s highly-successful Deconstructing Dinner Film Festival, it was an easy decision for festival director Jon Steinman to bring this now-annual festival back to Nelson. The announcement of this year’s festival via social media has already inspired others across Canada to request it be hosted in their home cities.

From April 4 through 6, the Festival will be spread out over three days at three venues and will feature 11 films.

Similar to last year, the April 4 launch party at The Royal will feature Nelson’s Brent “The Oysterman” offering his 2-buck-a-shuck or $20-all-you-can-eat oyster bar - fresh from Cortes Island.

Adding to the fun, Ariah Desilets of Ariah’s Edible Creations will be on hand with a festival first - a Perogy Bar. News from the USCC annual convention submitted

The Union of Spiritual Communities of Christ (USCC) held its annual convention on February 23 and 24, 2013 at the USCC Community Centre in Grand Forks. Attending delegates included executive committee members, community representatives for the Kootenay/Boundary region and open list, as well as representatives of the many subgroups and committees within the USCC. Convention delegates expressed their appreciation to J.J. Verigin for his service to the membership and organization, and unanimously reaffirmed him in his role as executive director.

Verigin thanked the delegates for their confidence and support and pledged to continue efforts to deepen the spiritual understanding, broaden the cultural horizons of membership, and to strengthen their sense of community. Delegates also expressed their appreciation to members of the organization’s governing body, the executive committee including chairperson,

Jim Horkoff, of Nelson; treasurer, Robert Zwick, of Glade; secretary, Michael Davidoff, of Ootischenia; Bonnie Strukoff of Delta; Maxim Voykin, of Vancouver; and newly elected, Sam Semenoff, of Grand Forks, for their effective guidance and prudent management of organizational affairs. Outgoing executive members Briane Verigin, of Winlaw, and Barry Verigin, of Grand Forks, were thanked for their years of service.

Members thanked the community representatives: for the Kootenay South Community, Colin Markin - Spiritual and Cultural Development (SCD), Frances Kanigan - Youth, Membership and Communications (YMC), and Fred Bojey - Finances, and Asset Stewardship (FAS). For the Kootenay North Commu-

nity, Edna Sapriken (SCD), Paul Strelive (interim YMC), and Lewie Verigin (FAS).

For the Grand Forks Community, Barry Verigin (Interim SCD), Nadine Verigin (YMC), and Larry Jmaiff (FAS).

During the course of the convention, ably chaired by Larry Veregin, delegates accepted reports from members of the executive, community representatives as well as from the many sub-groups and committees within the organization. Resolutions passed by the delegates included: Adoption of a site plan for the Brilliant Cultural Centre (BCC) including placement of lights, benches, trees, shrubs and other items obtained through “In Memoriam” donations; a protocol safeguarding USCC funds in the event of a sub-group

or committee becoming defunct; proposed sale of community property at Perry Siding; and establishing an ethical investment portfolio with a portion of USCC funds currently held in various bank accounts.

R e commend at ions included: Extending office hours at the BCC; translation into English of significant Russian articles printed in the ISKRA publication; and several options were proposed for structuring an annual meeting dealing with issues specific to a spiritual cultural nature.

Delegates were pleased to hear that the fiscal year of 2012 ended well with a minor surplus. The budget adopted for 2013 also indicated a minor surplus without any increase in membership donations.

preciation the diligent efforts of treasurer, Robert Zwick; CA, Theresa Dergousoff; and accounting clerk, Fay Malins for dealing with the organization’s financial affairs in a responsible, transparent, and professional manner. Minutes of the convention were recorded by Ellen Strelaeff of Grand Forks. All those present on Saturday enjoyed a wonderful luncheon and refreshments prepared by the Grand Forks Ladies Organization.

On Sunday the prayer meeting or “moleniye” was followed by a member appreciation, when several USCC members were recognized for their exemplary dedication and service to the Union of Spiritual Communities of Christ. This year’s member recognition honours- Walter and Vera Kanigan, William and Kay Trubetskoff, Harry and Elizabeth Chernoff, Nick and Mabel Denisoff, and Fred Tomilin from the Kootenays, and Molly Sofonoff, Marie Demoskoff, Pauline Makortoff, and Peter J. Veregin of Grand Forks.

A busy student’s guide to healthy eating

Every year in March, dietitians promote and celebrate Nutrition Month.

The theme this year is eating healthy by planning, shopping, cooking and enjoying meals. As a dietitian-in-training, I know the importance of being organized and having meals planned out. However, as a busy student, sometimes I find it challenging to practice what I preach. It is stressful to come home after a long day and then figure out what I can eat for dinner and whether it will be healthy and affordable on a tight student budget.

Planning ahead can make things a lot less stressful and it doesn’t have to mean a lot of extra work.

The Healthy Families BC website has a meal planning sheet that I use to plan out my meals and create my shopping list for the week. You can find it here. Once I have my list in hand, I go shopping, but I make sure

I do not go grocery shopping hungry. I have a snack beforehand so I will not be tempted to stray from my list and buy foods that I do not need.

When I go shopping I try to buy most of my food from the perimeter of the store.

This way I spend my time looking at the four food groups of Canada’s Food Guide and fill my basket with fruits and vegetables, meat, dairy and alternatives and whole grains.

Sticking to my budget is important.

To save money I use coupons and weekly sales flyers to plan meals and I visit the bulk section of the grocery store so I can explore and try small amounts of ingredients without buying entire packages that I may not use up.

I also find it easier to stick to my budget if I use cash to pay for my groceries.

After shopping comes the cooking and preparation of my meals for the week.

Skiers and boarders urged to stay safe for spring break

Ministry of Justice Emergency Management BC Canadian Avalanche Centre VICTORIA - As students and families head for the ski slopes this spring break, the Ministry of Justice and the Canadian Avalanche Centre (CAC) want to remind skiers and boarders to respect the ski area boundaries and closure signs.

Often referred to as ‘slackcountry’, slang

for terrain outside of ski boundaries that is accessible by chairlift, these areas can pose the same risk and deserve the same respect from skiers and boarders as the backcountry.

It is important that those who venture out-of-bounds take all the necessary precautions and that all recreation enthusiasts who choose to do so recognize they are taking some measure

of personal risk.

“It should not be called slackcountry.

It is backcountry and it can be dangerous,” says Shirley Bond, Minister of Justice and Attorney General.

“This spring break, we are urging skiers and snow boarders not to go out of bounds - it can be incredibly hazardous and it is simply not worth the risk. I also want to encourage ev-

eryone to make sure that they are aware of the dangers that come with ducking the rope. This is especially important for parents to discuss with their children.”

Pamphlet not enough for at-risk species: WC A new draft plan for species at risk released March 19 by the B.C. Government, just days after the legislature finished sitting, fails to provide meaningful or enforceable strategies for recovering vulnerable wildlife, says the Wilderness Committee.

The glossy 40-page document, entitled Species At Risk: A Draft Five-Year Plan for British Columbia, outlines the importance of biodiversity and wildlife species in the province and lays out the government’s “themes for success” in protecting vulnerable species, but is vague on specific and enforceable actions. The B.C. Government also launched a public comment period that is less than four weeks.

“The pamphlet looks very pretty, but its beauty is only skin deep,” said Gwen

Barlee, policy director with the Wilderness Committee.

“There appears to be no funding provided, and I see no explicit strategy or enforceable mechanisms to actually ensure the survival and recovery of species at risk.

“This is a lovely glossy document but endangered species in B.C. need more than public relations spin. It is a recipe for extinction.”

B.C. is one of only two provinces in Canada with no stand-alone legislation to protect endangered species, despite being home to 1,900 species at risk – more than any other province. For 86 per cent of those species, habitat loss is the primary threat.

Environmental groups in B.C. are calling for an endangered species law based on best science, habitat protection and robust enforcement provisions.

“The ‘public consultation’ process is laughable,” said Barlee.

“It is less than a month long, it has been introduced just two months before a provincial election date and it centered around a document that has very very little substance.

“This is a cosmetic process at best and deceptive at worst.”

Johnson’s Landing hit by thieves Submitted RCMP

The Kaslo RCMP is investigating a rash of break-ins to properties affected by last year’s landslide at Johnson’s Landing. Thieves entered the slide area to gain access to several residences in the evacuated zone and stole tools and other items.

The unknown suspect(s) broke into one residence and a garage, then two more unoccupied residences on the South side of Johnson’s Landing.

The Kaslo RCMP did not personally attend two vacant residences on the South side of the slide.

(Warning signs remain in place and the public is cautioned not to go into the area due to the slide risk).

One residence on Holmgren Road, situated in the slide area, has an outbuilding/ garage near the property. The outbuilding was broken into and the following items stolen: an older Toro Ride on mower, a table saw, and an air compressor. (This was the property where the three deceased were located).

The property owner of a second residence located on McNichol Road, the other side of the slide, reports that he is missing: a yellow “Moose” snowplow blade for his ATV, assorted hand tools, a twin mattress, 100 LP’s and 100 45-rpm records, and also an Apple laptop and desktop computer.

The owner of the third property on Holmgren Road, also on the other side of the slide, is currently accessing what property was stolen.

Kasloo RCMP are currently reviewing the overall situation with the Regional District of Central Kootenay (RDCK) and the property owners.

It is indeed extremely unfortunate that not only were the property owners victimized by the original slide

but eight months later are victimized again by criminals stealing their property.

RCMP are seeking the public’s assistance in this investigation. Anyone having knowledge of this

incident are asked to please contact the Kaslo RCMP at (250) 353-2225 or CRIME STOPPERS at 1-800222-8477.

BC Views Both parties have betrayed us: ethnic outreach column, part II TOM FLETCHER Black Press

VICTORIA – There was some public business conducted in the final frantic days of the B.C. legislature session last week, but you likely wouldn’t have heard much about it.

The plan started in the premier’s office, led by Clark’s deputy chief of staff, wh resigned as soon as it was made public Premier Christy Clark’s skimpy governing agenda was overshadowed by the delivery of an internal investigation report into her government’s ethnic outreach program.

A review by four deputy ministers detailed what reporters already knew from a memo and meeting notes leaked to the NDP. The plan started in the premier’s office, led by Clark’s deputy chief of staff, who resigned as soon as it was made public.

A B.C. Liberal Party employee attended the first meeting, expressly intended to organize events to impress immigrant communities, then harvest the goodwill in the form of contact lists for the coming election campaign.

After 10,000 e-mails were collected and 27 interviews conducted, they revealed a few significant details.

Former multiculturalism minister John Yap knew or

should have known that the scheme was being kept secret because it was an inappropriate use of government resources. He won’t be back in cabinet, although Clark said he intends to run for re-election in Richmond-Steveston.

Yap’s executive assistant resigned when the report came out, admitting he helped cover the tracks of political meddling in the hiring of three outreach contractors with sufficient loyalty to the party.

Clark insists she knew nothing of this plan. She tabled the investigation report, and then announced that the B.C. Liberal Party had written a $70,000 cheque to the government to cover the estimated cost of the inappro-

priate political work done by non-political staff.

Here’s the part taxpayers may not fully appreciate. There are

authorized political staffers all over the legislature, in the premier’s office, the opposition leader’s office and two teams of caucus employees who spend much of their time digging up dirt on the other party. All are paid by you and me.

A line is crossed only when a non-po-

litical employee such as a ministry communications director acts on behalf of the party.

The main offender in that capacity was one Brian Bonney, whose records suggested he spent half of his time on party work.

He quit in February, before the plan was leaked, and the party paid back half of his salary for the 18 months he was on the public payroll.

NDP outrage over this was blunted by another leaked document.

This one was from a never-released 2010 report by Auditor General John Doyle, which condemned a five-year program of skimming money from NDP constituency office budgets all over the province and using it for polit-

ical work.

In a nice bit of symmetry, much of the more than $400,000 was spent to put three-time candidate Gabriel Yiu on the NDP caucus payroll. Yiu’s Vancouver-Fraserview candidate page boasts of his ethnic outreach work, which included tirelessly warning B.C.’s Chinese community about the evils of the harmonized sales tax.

In fact, it was the NDP-Yiu operation that inspired a B.C. Liberal copycat plan.

The NDP quietly stopped the budget skimming after Doyle pointed out the blindingly obvious, which is that constituency funds are to serve constituents and are not to be diverted to political organizing.

It was kept under wraps by the secretive Legislative Assembly Management Committee.

This is the B.C. Liberal-NDP co-managed trough of undocumented MLA expenses and other questionable payments that Doyle has only recently dragged into the light.

Both of these schemes have the same stink. Both are intentional abuse of taxpayers’ money for the political gain of the dominant parties.

There is no moral high ground for either of them.

Tip of the Week:Happy Spring Equinox! The season officially began on March 20 at 4:02 am PST this year. Some are sighing with relief because there were some concerns linked to the new round of the Mayan Long Count Calendar bringing with it some surprises. Yet, this could prove premature. The announcement of Comet Ison, discovered last year, reported to have an 11,000 year cycle, is scheduled to light-up our skies in late November. The word is that it will be as much as 15 X as bright as the Moon and will be visible in broad daylight for at least 2 months, crossing over into 2014! Some researches assert that it is the first among equals in that it is accompanied by several others…. Comets generally have highly elliptical orbits and are rather unpredictable. Although large, they do not have the mass of a planet or moon and so are susceptible to outer influence. That this event is set to occur within the scope of the 1st annual cycle marked by Winter Solstice 2012 is brow-raising. Could there have been a calculation mistake? Is 2013 the year perhaps that the great cycle is meant to occur? After all, the cycle is almost 26, 000 years long. With so many weather anomalies occurring all over the world, the world is hardly ‘back to normal’. Meanwhile, the new Pope voted in on the heels of a controversial resignation while Mercury was retrograde and with the Moon Void-of Course in Aries and the last aspect a Square to Pluto on March 13, 2013, a date which altogether adds to 13, contributes more intrigue to this snaky year. Closer to home, the actions, some would say the antics, of our federal government linked to plans to dismantle CBC has prompted the song “What Up Steve” to go viral on the net. Wow, blast off!

If you sit back and really think about it, we live in a world made up of various patterns and cycles where we come to expect a familiar rhythm or routine around certain things. For example, we have come to expect the cycle of the four seasons – winter, spring, summer and fall. There are definite differences in the characteristics within those seasons.

We may have a warm spring, rainy summer, snow in October and a balmy, mild winter. Nevertheless, we know what season we are in and we know what season follows – but, the day-to-day weather patterns will vary.

If we try to use this more simplified analogy when comparing the patterns of the stock market cycle, perhaps it would provide a bit more clarity and overall understanding about where we have been, where we are now and some insight to what may lie ahead.

Let’s rewind the tape and take a walk down memory lane.

Looking back at the years 2007 and 2008, we now know that we were “nearing the peak” in the markets.

We had been experiencing steady growth from early 2003 however, the issues with the U.S. and the sub-prime mortgage fiasco were beginning to rear their ugly heads. We were in a U.S presidential election year, and the republican leader of the day was already making his exit plan, leaving his people and his country in a state of chaos.

What followed in late 2008 and early 2009 was a horrific global meltdown with one of the worst recessions ever experienced in our lifetime. This note-

worthy recession was akin to having one of the most brutal of winters. The day to day volatility had the markets sharply down one day and bouncing back the next day - just as mind-blowing as an Alberta Chinook!

By March 9, 2009 we appeared to hit bottom or the “trough” in the stock market cycle. The markets then regained their footing and started to rebound into “recovery” territory right through to the end of 2010. Typically, a growth period in the markets can last about four to five years. This isn’t an exact science as there are so many factors that make the timing of it so difficult to determine.

True to form however, the year 2011 was a negative year where we experienced a natural “correction” in the markets. This is a typical pattern after a period of growth and recovery in the markets – a “cooling down” of sorts – before the final phase of the “late cycle boom.”

Most people have probably been quite pleased with their rates of return and overall performance on their investment portfolios, since early 2012. Double-digit returns can make anyone smile and we’ve all been “basking” in the glory of it all…hoping this doesn’t end any time soon.

We have become all too familiar with the pattern of the seasons and the variable weather systems we could expect within each season. However, the same can’t be said for those who invest. Exact market timing is impossible at best – however, cyclical patterns to the stock market cycle are somewhat clearer to identify.

A “peak” in the market is followed by a “recession” (lasting about a year, on average) – followed by a rebound “recovery” as it enters a new growth phase.

Part way through that four or five year growth phase, we have a “cooling down” period – a “correction” – which makes way for the last exciting phase called the “late cycle boom.” The late cycle boom does not last. It makes way for the inevitable “peak” followed by another recessionary period.

What time is it Mr. Wolf? Let’s just say, as “old man winter” finally bids us adieu – we can all look forward to spring flowers and warmer days ahead. The stock markets on the other hand, might be returning some positive numbers now but will eventually start to lose some steam, as we go through this last phase of the late cycle boom.

For well over a hundred years, history has shown that cyclical stock market patterns have a way of repeating. Something tells me that “spring may have sprung” in the Kootenays, but when it comes to the stock markets, it’s starting to get a tad breezy and I’m sensing a bit of a “chill in the air” – (hmmm, could old man winter be finding a new place to roost?)
