ore than 350 high school students stepped out of their comfort zones on Friday and got a taste of the trades.

In an effort to showcase opportunities for young adults, North Island College’s (NIC) Campbell River campus invited students

and the community to try their hand at a trade as part of hosting the Skills Canada Vancouver Island North regionals – an Olympic-style trades and technology competition.

Susan Auchterlonie, director of community relations for NIC, said the event was a chance to open the students’ eyes to the options they have with post-secondary education.

“Instructors were commenting that they had a number of students who were very engaged coming through and who expressed interest in having a career in the trades,” Auchterlonie said. “Which is great because there will be such a demand for those types of jobs in the next few years.”

She said instructors are aware of the need to get students to think “beyond the Continued on A3

NIC’s Campbell River campus has hosted the North Island Skills Canada competition since 2000, with the exception of last year when it moved to Vanier Secondary School in Courtenay. Randy Grey, career co-ordinator for School District 71 (Comox Valley), has organized the event since its inception and said this year was special because the students competed in front of an audience for the first time.

More than 100 high school students from Parksville, Qualicum, Comox Valley, Campbell River, and Port Alberni competed in trades such as 2D and 3D computer animation, automotive, website design, culinary arts, architecture, electronics, graphic design, welding, digital art, and hairdressing.

Winners from the North Island, as well as other regional competitions, will advance to the provincials at the Abbotsford Tradex Centre April 17. From there, students have the chance to compete at the national skills competition which will be held in Vancouver this year at BC Place in June.

Skills Canada is a non-profit organization that partners with government, educators, private industry and labour to promote and celebrate the skilled trades and technologies as possible first choice careers for young people across each province.

Skills Canada BC hosts 13 regional and one provincial competition each year.

To witness the power of volunteers, look no further than the Campbell River Food Bank.

Jeff Goodwin and an army of volunteers have transformed the old building on the corner of 14th Avenue and Marwalk Crescent.

Where patrons used to stand in line for food exposed to the elements is now a covered walkway where people can take shelter while waiting their turn on distribution day.

That project, dubbed Phase One, is worth ab o u t $ 5 0 , 0 0 0 bu t thanks to community donations it cost the food bank around $1,200.

The walkway was built under the direction of Joey Falsetti.

Tragically, Falsetti, who did 75 per cent of the work on Phase One, died last May. That delayed the start of Phase Two while Goodwin searched for a new lead hand.

Phase Two got underway last weekend and was expected to be complete by Tuesday after noon after the Mirror went to press.

“Phase Two involves enclosing a 30’ deep by 24’ wide x 14’ high warehouse complete

with framing, sheathing, siding, windows, overhead door, man door and down spouts,” Goodwin said. “The cost for Phase Two is approximately $10,000 to contract out, and we are hoping to complete the entire renovation for under $500 from our food bank budget.”

Goodwin took on the food bank project out of the kindness of his heart after witnessing the condition of the building as he was dropping off Shaw’s food bank donations generated through the Harvest the River campaign two years ago.

It took Goodwin 11

months to get engineer drawings done, secure a development permit, and gather trades contracts.

Goodwin also took it upon himself to approach local businesses for materials and financial donations.

Debbie Willis, manager of the food bank who, along with George Gunville, took over from Georg e and Ann Minosky in November, is amazed by the renovations and said having the front of the building along Marwalk enclosed will allow for a dry storage area.

“It’s amazing what (Goodwin) has been doing,” Willis said.

“He’s our resident genie. We can’t survive without volunteers like that – they’re the backbone.

“Apparently there’s lots of plans in the works. We’re thrilled.”

Phase Three will involve closing the outdoor loading area while Phase Four will be renovating the inside of the building, including re-doing the bathrooms. Goodwin said he hopes to complete Phase Three by the end of this year and finish the interior by the beginning of 2014.

Tidemark looks to expand drinking areas KRISTEN DOUGLAS

The Tidemark Theatre wants to expand its liquor licence to allow patrons to drink alcohol inside the auditorium and outside in the courtyard.

Currently, guests are only allowed to drink in the lobby, with a limit of 150 people, whereas

the auditorium can hold 435 people.

If the Tidemark is successful in its application, patrons will be allowed to bring drinks into the auditorium during a performance and in the courtyard area between the front doors and part of the sidewalk.

The alcohol permitted area would not

include the main courtyard between the Tidemark and the library.

The application would, however, also allow alcohol to be consumed backstage, in the green room and in the stage area.

Chris Osborne, the city’s planner, said the Tidemark’s rationale for expanding its liquor licence is that

“the lobby gets congested (and) restricting alcohol consumption only to the lobby unduly impacts the manner in which the facility might normally be used.�

Osborne said expanding the Tidemark’s liquor licence may also breathe some life into the downtown core. “Licensing exterior areas benefits patrons during summer events and animates the street within the cultural downtown core, evoking a greater sense of vibrancy/downtown life. “The proposal will enhance the experience of both patrons and employees/performers,� said Osborne in a report to council.

As part of the Tidemark’s application to the Liquor Control and Licensing Branch, it needs a resolution from city council showing that is supports the Tidemark’s plans.

City staff were recommending that council endorse the application at Tuesday’s council meeting after the Mirror went to press.

The application has received the support of the RCMP. As well, wrote Osborne, “the expansion of the liquor licence would allow the theatre to make greater use of a potentially significant revenue stream from alcohol sales and continue to provide affordable entertainment.�

P3 model for new hospital comes under fire ALISTAIR TAYLOR CAMPBELL RIVER MIRROR

It’s too late to scuttle the $600 million plan to build two new hospitals in Campbell River and the Comox Valley using a publicprivate partnership (P3) model.

That’s the message that came out of the Comox Strathcona Re g i o n a l H o s p i t a l Board’s meeting on Thursday.

“If we put a pause on this (plan), money ear marked for the hospitals would go somewhere else (in the province),” board chair Claire Moglove said.

Moglove made the comment during an eventful meeting of the Comox Strathcona Regional Hospital Board held at the Museum at Campbell River in which the plan to build two new hospitals using a P3 model came under fire.

The first shot at the proposal came from a delegation by the Citizens for Quality Health Care. The second came from a delegation by the Hospital Employees Union. And the third shot came in a failed

motion to rescind the board’s support for the project and delay issuing requests for proposals until after the provincial election.

That attempt was made by Oyster BayButtle Lake director Brenda Leigh.

Leigh took two shots at getting the board to delay issuing requests for proposals until after the provincial election.

Her first attempt included a two-part motion that said the board needed to reconsider its support made in June of last year for the P3 model for building the two new hospitals and therefore wants to delay requests for proposals (RFPs) until after the provincial election.

Board chairperson Moglove ruled that the first part of Leigh’s motion was out of order because the board had already passed support for the P3 model last June and that included committing financial resources to the project (40 per cent of the cost) based on that decision. Moglove suggested Leigh revise her motion, which Leigh

did, to simply request the province delay the RFPs until after the May election.

“I think we’ve seen and heard a lot of concern from our communities for the potential downside of P3s,” Leigh said.

Leigh said it’s only fair that the issue be part of a provincial election debate.

She is concerned that if the government were to change and it had a difference in policy, the region would be bound to a P3 model if RFPs were issued.

City of Courtenay director Jon Ambler doesn’t believe the voices in the communities speaking in opposition to the P3 model represent the majority opinion.

“The official public record shows that nine months ago, the people around this table made

a decision,” Ambler said. “A great course of action commenced because of it.”

That action was the commitment to build the hospitals which has reached the stage where RFPs will soon be issued. Ambler supports the P3 because health care in this province is “woefully underfunded” and if the public model of construction was followed, we face the danger of money running out in the future which would result in what we see now, poorly maintained buildings needing repair.

“We end up with two ruined facilities,” he said.

But P3 is a model that supports ongoing maintenance and upgrades.

“The reason that the provincial government goes to P3 is because

they don’t have money to do it publicly,” Ambler said.

Ambler further objected to the motion and “the politicization of the board by some members.”

Fellow City of Courtenay director Starr Winchester pointed out that she has been on the board for 20 years.

She said it is “time to stop playing politics with our public health care.”

“We made a decision, we committed ourselves,” she added.

Moglove said, “This hospital project has been 10 years in the making.” It’s not perfect but it’s better than what we have.

“We will end up with two state-of-the-art hospitals,” Moglove said.

Leigh’s motion was soundly defeated.

Gaining much more

support was a motion

by City of Campbell River director Larry Samson to address another popular issue currently buzzing the community right now, that of demands that the business plan for the hospitals be made public.

Samson said that the province has legitimate reasons for keeping that plan confidential. But the hospital board would be better informed if it knew what that plan was.

He proposed a motion that would ask the province to allow the board to see the plan but it would be delivered “in-camera” - not for public viewing. Samson’s motion passed.

The objections Rich Hagensen spoke on behalf of the Citi-

zens for Quality Health Care (CQHC) who have been actively campaigning against the P3 model for building the hospitals.

CQHC believe that the financial and social costs of P3s are unacceptable. Their preference is for the new hospitals to be built by government.

Their objections include: ■ Private sector financing costs more than gover nment financing and if financial partners in a consortium find circumstances unfavourable to their profit-oriented operations, they simply can withdraw.

■ P3 claims to be “on budget and on time” are only so due to constantly changing budget and time agreements and “creative accounting mechanisms.”

“I would like Telus to be obligated to hold an open house as part of the public consultation,” Samson said.

“I believe strongly they should have an open house and let the public come and view exactly what this tower’s going to look like and let them voice opinions through the public house.”

But Warren Kalyn,

the city’s manager of information services, said Telus is not legally required to hold such a forum.

“Telus has agreed to meet Industry Canada regulatory requirements, and the open hour requirement isn’t part of that,” Kalyn said.

“What they will abide to is providing public notification through the media, and correspondence via phone

and e-mail.”

Telus has already began advertising its project proposal in the local media with ads announcing its intention to build a 30-metre wireless radiocommunication tower to improve spotty cell phone coverage in the Willow Point area.

The public will have 30 days to raise any questions or concerns with Telus either by phone or in writing.

The Strathcona Regional District is preparing to establish a spot at its board table for select First Nations representatives.

In an historic vote at its March 13 board meeting, regional district directors elected to make a change to the board’s procedure bylaw which will recognize participation at the board meeting by treaty First Nations.

The change allows First Nations which have reached final agreement through the treaty process to designate a representative as an associate member of the regional district board until they are able to appoint a director.

Tom Yates, corporate services manager of the regional district, said treaty First Nations have the right to sit on regional government boards.

“The ability of a treaty First Nation to participate as a member of a regional district is set out in Part 24: Division 3.1 of the Local Gover nment Act,” Yates said in a report to the board.

In the Strathcona Re g i o n a l D i s t r i c t area, that criteria applies to the Kyuquot/Checleseht First Nation.

While the representative will have a designated spot on the board, he or she will only have observer status.

That means the First Nations representative will have a seat

It’s a political hot potato, at least that is certain.

And with a provincial election looming, this will be one of the hottest issues in many constituencies on Vancouver Island.

Because it’s election time, the NDP are also attacking the process and the B.C. Liberals, but

again, the meat of the issue will be in the science.

We will not pretend to be scientists. We are, however, attracted by the possibility of hundreds of well-paying jobs in our part of the Island for a couple of decades. However, the creation of these jobs makes absolutely no sense if it has the effect of eliminating hundreds of current jobs in what’s become a fabulous industry here, aquaculture.

We don’t believe a huge project like this can be either dismissed, or endorsed, quickly and purely on principles like ‘no coal mines ever again’ or ‘we need the jobs, period.’ That’s pure rhetoric. We are hopeful the submission of the application will provide some meat to the debate for all sides.

Back to the history books Dear Dr. Ingrid Pincott Re: “How to make your health last a lifetime,” MidWeek, March 6.

I’m afraid it’s back to the history books for you: “back in the Victorian era. There was no mechanization and no pollution.”

Actually the Industrial Revolution was in full swing – everything was becoming mechanized. London peasoup, often due to the burning of coal, killed thousands.

Desperately poor housing conditions, long working hours, the ravages of infectious disease and premature death were the inevitable consequences.

Life expectancy at birth, in the high 30s in 1837, had crept up to 48 by 1901. One of the great scourges of the age – tuberculosis – claimed between 60,000 and 70,000 lives in each decade of Victoria’s reign. And while the wealthy class ate quite well, the poor certainly did not.

No refrigeration or proper hygiene practises ensured that many people got sick, and many died Cholera killed over 25,000 people from 1848-1853.

Hopefully we will see some clarification of this in a future column. Namaste.

It’s Wednesday morning, do you know what your government is doing?

Controlling the message, that’s the focus of government these days.

At a time when there’s an appetite in the public for controlling the voracious media over sensitivity issues, government is using that appetite to cloak its clampdown on information for political purposes.

We all know that there are media outlets that swoop down on a tragedy in order feed what is derisively called infotainment. I’d be the first to admit that sensitivity is sometimes lost in the face of feeding news show ratings.

But don’t wipe your hands clean of this scenario because you have to ask, what is it that fuels this beast?

Do journalists crank out sensational news stories because they’re just insensitive boors? Or are they deliv-

ering what the public wants to view/ read? Plenty of fodder there for a couple of columns, eh?

It’s not the focus of my theme today but let me just leave you with this: because we can track readers of our online content, we know that the most-read stories are those involving courts, police and accidents. The numbers are there to see.

But like I say, that’s not what I came to talk to you about. The downside to this discontent with the media is that governments use that to justify muzzling them, for any purpose.

A recent case I read from the Calgary Herald raised my hackles about the Harper government which has been long known to be hostile to information getting out to the public.

Because like it or not, most people get

their information about their government from the media.

So naturally, a lot of your tax dollars are being used to control what goes to the media.

Case in point, Parks Canada’s October, 2011 press conference to announce the creation of Sable Island as a national park reserve.

Parks Canada was going to use this announcement to showcase its 100th anniversary. Great idea right? And who doesn’t love our national park system?

Well, apparently the Harper government doesn’t. The Canadian Press’ Dean Beeby outlined the railroading of Parks Canada’s big announcement

by Prime Minister Stephen Harper’s spin doctors.

Basically, they scoured all the media

“products” (press releases, posters, backgrounders, etc.) for ways for the federal Liberals to take credit for Parks Canada’s works. Parks Canada references “disappeared” from a backgrounder and were replaced with the Harper government.

Parks Canada officials were going to be on the podium for the announcement but were rejected by the Privy Council Office who also wanted the MC to be a politician. Parks Canada’s CEO had to sit in the audience!

Beeby wrote that “The original news release for the event had two paragraphs celebrating Parks Canada’s centennial and noting a recent award won by the agency from the World Wildlife Fund. All of this was purged from the final version, with no Continued on A9

NEWS Fuel theft thwarted Someone’s been ripping off diesel fuel from Lomak Trucking.

The latest theft attempt was reported to Campbell River RCMP on March 12, the third incident to occur in two weeks.

According to police, the company lost fuel the first

On Monday, at 6:55 p.m., police were called to Campbell River Fibre on the Island Highway.

Someone had moved one of their large excavators and a broken spool of wire was located nearby.

Dates set for 2013 Transformations on the Shore carving competition The 2013 Transformations on the Shore Chainsaw Carving Competition will be held from Wednesday, June 26 to Sunday, June 30.

Since its installation on the wall at the side of the Tidemark Theatre in downtown Campbell River, last year’s “ItsyBitsy Spider” carving has become a talking point. Created by artist/carver Jesse Toso, this is a fine example of creativity and a tree trunk combined with talent, skill and knowledge (and a chainsaw or two).

Park carving site is in a beautiful location along the Campbell River Seawalk in Willow Point. The artisans will be close-up as they “look into the log” then transform, by means of chainsaws and then more delicate tools, their chosen log into a legacy carving.

The event attracts around 30 carvers and there are great views of the site. There are four categories – Novice, Amateur, SemiProfessional and Professional.

Raffle tickets are on sale at the site – win a carving or lots of other

great prizes! The contest brings many tourists to the community.

If you or someone in your family has a disability, you already know what a profound impact it can have on your quality of life and your ¿nances.

Family support is always vital, of course, and there are programs and organizations that can also provide help and support, but anything that can be done to reduce the additional ¿nancial costs of a disability is always welcome. The federal government provides tax relief for those with certain types of physical or mental impairments through the non-refundable Disability Amount Tax Credit (DTC).

The tax relief can be signi¿cant and ongoing but many people don’t even know they qualify for the DTC, or that if they have missed claiming it in the past, they may be able to seek adjustments and reclaim those missed opportunities. Here is some basic info to be sure the DTC will work for you.

• To be eligible for the DTC you must complete

Canada Revenue Agency (CRA) form T2201.

• A quali¿ed person – usually your doctor – must certify that you have a severe and prolonged mental or physical impairment that markedly restricts the ability to perform the basic activities of daily living. If you are receiving extensive, lifesustaining therapy, you may also be eligible for the DTC, under certain conditions.

• Once approved, you may claim the disability amount on your income tax return.

• If all or part of the disability amount is not claimed by the taxpayer with the disability (who is also a dependent), it can be transferred to a spouse or common-law partner or another supporting taxpayer, who may also be able to claim the Caregiver Amount Tax Credit.

• The DTC can also be a quali¿er for obtaining other tax breaks, such as for certain medical expenses.

• If you have missed claiming the DTC in past years, you can seek adjustments to your previous returns for up to ten years through the

CRA’s Fairness Policy.

If you want the CRA to reassess a tax year and allow a claim for the DTC, you must either submit CRA Form T1ADJ or send a letter of request, with details, to the CRA. You must also obtain the support of a medical practitioner who certi¿es that the impairment existed during the previous tax years.

It can be very complex to get the most from the DTC, especially when it comes to the interrelationships with other ¿nancial provisions for a disabled person.

That’s why a discussion of the issues with your professional advisor is always a good idea.

Muesum at Campbell River talk puts the Elk Falls Mill in historical perspective

F

or many residents of Campbell River, the closing of the Catalyst Pulp and Paper Mill marked an historic moment.

Symbolic of the changing times in Campbell River, it reminded people of how a village grew into a town due in large part to the influence of the mill and the large numbers of people it employed.

There was great local excitement generated in this small western boom town when the Elk Falls Mill first opened for operations in 1952.

Join the Museum on Saturday, March 23, from 1-2:30 p.m. for a historic talk and visual presentation on the history of the Elk Falls Mill. The mill was in operation for nearly 60 years and served as the main

economic engine for the Campbell River region.

Described as “a milestone in the development of Campbell River” the opening

of the pulp and paper mill was an influential factor in the new era of economic growth and job stability in the region.

Bennett said that the Duncan Bay development was “free enterprise at its best.”

A writer from Victoria in August of 1953 commented: “Campbell River is becoming essentially a settled place, not just the loggers’ Saturday night town it used to be.”

The talk will be given by Norm Lee, a 40-year employee of the mill (1966-2006) and Museum docent Danny Brown. The afternoon will also serve as a opportunity for former employees to assist the museum in identifying unknown individuals in old photos of the mill.

1921-2013 Passed away peacefully February 26, 2013 with his family by his side. Born January 21, 1921 in North Vancouver. Dad served in the Royal Canadian Navy as a wireless operator. He returned to marry his high school sweetheart Maxine and joined the BC Telephone Co., moving to Campbell River to pioneer the North Island telecommunications. Dad built his family of 5 children a beautiful home at 21 South Mruphy St. and later retired to Victoria where he spent his time pursuing his love of golf as a member of the Royal Colwood Golf Club. When he wasn't golďŹ ng he was listening to music...another passion. He is survived by his wife of 68 years, Maxine and their children Gail, Gloria, Gordon, Karen and Stephen, his son-in-laws Fred, Ron, Mark and daughter- in- laws Leonie and Jill along with 14 grandchildren and 7 great grandchildren.

We will celebrate our Dad at a later date with a family dinner.....we will swing some golf clubs, listen to Frank Sinatra and eat Mincemeat pie, all his favorite things!

The family is grateful to Dr.Hinds and all the staff of Evergreen Seniors Home for all the loving care provided Dad in his last days.

Conley, Winston Jack passed away on March 11, 2013. Jack was predeceased by his father; William John Conley, mother; Myrtle Nellie Conley, father-in-law: Gib Popkey, mother-in-law; Hilda Popkey, brother-in-law; Gib Popkey Jr., brother: Tom Conley, sister: Joyce Conley and long-time friend; Vic Auclair.

Jack is survived by his loving wife, Carol Conley (nee Popkey), son; Robert Conley (Roxanne Johnston) of Port McNeill, B.C., daughter; Merina Illson (Paul) of Medicine Hat, AB, grandchildren: Cassie Conley, Stephen, Michael and Brandon Illson, Charlene Keats and Shannon, Tyler Johnston, lifelong friends: Ona Auclair and Franco Colucci who were such a great help to the family, nephew; Tom Conley Jr., niece; Penny Conley.

Jack owned Duncan Bay Store for 8 years, retired to travel, enjoy time with the family and friends. Jack was an avid outdoorsman and loved to hunt, ďŹ sh and garden. Jackâ&#x20AC;&#x2122;s wishes were for no formal service. Flowers gratefully declined but donations to the Medicine Hat Hospital would be appreciated.

Virginia Lee Wiese Brandon

250-287-3103 Born to this life May 24, 1923, with an adventurous spirit and a generous heart, Virginia Lee (Wiese) Brandon was born to eternal life March 8, 2013. In her 89 years she lived in seven US states plus Argentina and ďŹ nally Canada.

Virginia married John Ahlman Brandon in 1944. He took her to her junior prom in North Platte, Nebraska and she never dated another man. At their parentsâ&#x20AC;&#x2122; insistence Virginia went to nurses training at the Mayo Clinic in Rochester, MN and John attended the University of Nebraska. Soon John enlisted in the army, and on leave he and Virginia married in Chicago. When his military service was over, they were one of the many married couples who wanted to complete their college education, but it was before the days of â&#x20AC;&#x2DC;married housingâ&#x20AC;&#x2122; so they lived in one of the scores of tiny travel-trailers inside the Athletic Field House at Colorado School of Mines. Virginia worked as a nurse, John graduated with distinction as a mining engineer, and both took care of their ďŹ rst daughter, Carol.

Johnâ&#x20AC;&#x2122;s career took the family ďŹ rst to mining towns in New Mexico, where their other two daughters Susan and Kathy were born, and then to other lead, zinc, silver and copper underground mines all over the western United States. Virginia often worked outside the home too: as a hospital nurse, school nurse, for Planned Parenthood, and eventually as a nurse anesthetist.

After Virginia and John bought their property in Campbell River in the early 1970s, Virginia owned and operated a deli, and some residential rental property. She worked for Communitas Supportive Care Society, and their mission was dear to her.

When she set herself a goal, she simply took one step toward it, and then another, without being overwhelmed by all the possible future difďŹ culties. This, and her wide interests, allowed her to lease some land in Idaho and eventually raise a variety of farm animals, take a sailing trip out of Boston on a tall-masted schooner, backpack the Vancouver Islandâ&#x20AC;&#x2122;s west coast Lifesaving Trail with her daughters, and sea-kayak through Washingtonâ&#x20AC;&#x2122;s San Juan Islands.

Virginia oriented her life around God, her family, and friends. She quietly and generously supported many charities. To the last she found people and their varied lives interesting. She enjoyed reading and watching the cruise ships ďŹ&#x201A;oat by like lighted Christmas trees on the Inland Passage.

She is survived by her daughters Carol Brandon, Susan Brandon, and Kathy Brandon, and their spouses; six grandchildren; four greatgrandchildren; her dog Pulo-with-the-soft-fur; and many dear friends in the Campbell River community.

Her death leaves a hole in many lives. We hope you will smile when you remember Virginia as she embarks on her next adventure.

Virginiaâ&#x20AC;&#x2122;s Celebration of Life Service was held at Discovery Community Church in Campbell River on March 9. Ashes will be placed by the family at a later date. If you wish to make a donation in honor of Virginia, please consider Communitas Supportive Care Society.

Carla Anna MacDonald July 11, 1959â&#x20AC;&#x201C; March 13, 2013 Carla Anna MacDonald, 53, of Campbell River, peacefully passed away March 13, 2013.

She was born to Genoveffa Scodeller and to the late Italo Scodeller on July 11th, 1959. She graduated from Vancouver Technical Secondary in 1978 and married David MacDonald on January 19th,1985.

Carlaâ&#x20AC;&#x2122;s greatest passion was scrapbooking, which involved late nights with her ladies, and going to Camp Homewood every year. She also loved long walks with her dog Milo and going over to the States for Black Friday. She loved to travel; one of her favourite trips was Las Vegas with her family. Her most treasured moment was her sonâ&#x20AC;&#x2122;s wedding last June.

Carla is survived by her husband David, son Damion (Brianne), daughter Jennifer, her brother Danny (Ellen), and her many nieces and nephews.

In lieu of ďŹ&#x201A;owers, the family is requesting that donations be made out to the Canadian Cancer Society.

A Celebration of Life will be held at Suttonâ&#x20AC;&#x2122;s Funeral Home on Saturday, March 23, 2013 at 11am.

Kingfishers also use burrows that they excavate with their two fused front toes digging a tunnel and nest chamber into a river bank above the high water mark.

One of the most crucial habitats for

nesting birds and other wildlife species are the old growth forests which provide the trees for the cavity dwellers. Forests that have old and decaying trees are critical for species such as small owls, songbirds like chickadees, nuthatches, wrens and sparrows and even a variety of ducks such as mergansers, wood ducks and the marbled murrelet.

Dead or decaying trees are often soft and hollow and allow pileated, hairy and downy woodpeckers together with northern flickers to excavate holes in the bark to access the insects that are their staple diet. The holes are enlarged to create cavities which may be used by the woodpeck-

ers for one season or immediately abandoned.

These cavities provide the perfect nest sites for a variety of creatures particularly the small owls such as the saw whet, northern pygmy, western screech owls, and other creatures such as squirrels.

Over time trees become riddled with holes that cause the tree to rot and eventually die. This is a critical process as the decomposing tree feeds a multitude of insects that in turn are eaten by the birds.

Finally the nutrients are recycled and returned to the forest floor allowing natural regeneration of the forest to take place.

Hurricanes blow through tournament The Peewee Hurricanes took part in the Cowichan Valley tournament last weekend and skated away with the gold.

The Hurricanes kicked off the tournament against the Oceanside Ice Breakers and skated away with a 2-1 win in a tight checking affair. Goal scorers for the Hurricanes were Julianne Nelson and

Everett Feeney. Assists went to Madison Oke, M e g a n M ayo, a n d Tatum Feeney. Game MVP was Nelson.

In the second game of the day the Hurricanes faced a team from Washington State, the Washington Wild. The Wild jumped out to a 2-0 lead on the Hurricanes but by the end of the second the Hurricanes had reeled them in and

were up 3-2. The third saw the Hurricanes add three more to the Wild’s one to finish the game 6-3. Scorers were Nelson with the hat trick and one assist, Everett Feeney with two goals, Shayna Moen with one.

The second day of the tournament saw the Hurricanes take on

the host Cowichan Valley Capitals. The Hurricanes skated to a 5-0 win with Ashley Hogg picking up the shut out. The Campbell River branch of the Vancouver Island Regional Library presents Glenn Kachmar and the New Whiz Bang Science Show, on Saturday, March 23 at 2 p.m.

Glenn Kachmar is a science teacher from Saanich, on leave this year, who has developed several entertaining (but scientific) shows for children.

In fact, he helped put himself through university by developing these shows.

He has also travelled widely, delighting children in Central America, the Carib-

bean, South Pacific and Europe with his bubble shows.

The Whiz Bang Show “has evolved into a lot of spectacular, unforgettable, crazy science experiments.”

Comox-Strathcona regional hospital district adopts 2013 budget The Comox-Strathcona Regional Hospital District (CSRHD) has adopted a 2013 budget of $29.9 million.

The budget will see an estimated tax rate of $80 per $100,000 of assessed property value, which is an increase of $3.75 per $100,000 from last year. This increase reflects the board’s strategy to gradually increase the tax rate over the short term

in order to minimize future increases that will be required for long term debt costs for the North Island hospitals project.

“The CSRHD’s share of the projected capital cost of two new hospital facilities – known as the north island

hospitals project -based on a cost estimate of approximately $600 million, is approximately $240 million,” said Claire Moglove, CSRHD chair.

“A gradual tax rate increase from 70 to 84 cents per $1,000 of taxable value was first

initiated in 2010 in order to be proactive and to financially plan for the two new hospitals. As of Dec. 31, 2013 the major capital project reserve balance will be approximately $66 million. This ‘down payment’ could substantially reduce our

omen o om me en nh have ave sso av o many inherent skills that lend themselves to business success, the economic potential waiting to be tapped into is staggering to contemplate.

It’s a segment of the population that has still not reached its potential although it grows steadily each year. In the past 15 years, the number of selfemployed women in Canada has grown over 50 per cent – 60 per cent faster than the growth of self-employed men.

Colleen Evans, President and CEO of the Campbell River Chamber of Commerce, is not surprised by the success.

She said, “Women have impressive leadership skills.”

And those skills are being directed to self employment more and more.

Evans said you only have to look at how many women are the recipients of the Chamber of Commerce’s annual Business Distinction Awards to see the excellence women bring to entre-

And the Campbell River Chamber of Commerce has the tools available to allow women to tap into their entrepreneurial potential.

The chamber offers access to training and learning opportunities that can shepherd entrepreneurs – men and women – down the path to success.

A University of Alberta study noted that women’s self-employment is increasingly diverse. An in-depth study of 61 Alberta women, noted the following: ● Growing diversity — Women’s self-employment is increasingly diverse, ranging from highly educated professionals to small home-based businesses in low-return sectors. Women’s human capital, skills and motivations vary widely. One in five women is forced into self-employment. For others, independence, work–family balance and flexibility are strong motivators. ● Job quality and economic security — Self-em-

ployed women highly p pl lloy oyye o ed dw om o men en sscore core co re h igh ig hlly on intrinsic job satisfaction, work commitment and work–family balance, but less well on income and security. While 20 per cent of women in full-time selfemployment earn relatively good incomes, 50 per cent earn less than $20,000 and are dissatisfied with their insecurity, income fluctuations, lack of benefits and exclusion from existing social security programs (e.g., Employment Insurance, maternity benefits).

Addressing the distinct needs of these two groups is a key policy challenge. ● Improving performance — Training can play a key role in improving productivity and growth, as can skill transfer into less traditional, more profitable, sectors.

According to the SSE, there is strong interest in formal and informal training but very unequal access. Cost and time constraints are significant barriers, especially for low income women. Systematic research is needed on how to make training

more effective and accesmo m ore re e ffeccti ffec ff tivve ea nd acc nd a ccesscc sible.

But despite the successes, there is still room for growth.

There is no denying the progress Canadian women have made in filling positions of power over the decades, whether in business or politics. But we must not lose sight of the fact that these hard-won advances remain fragile.

Let’s not forget that there is still plenty of resistance to fair female representation in certain spheres of activity.

Before 1918, women in Canada didn’t even have the right to vote in federal elections! Since then, they have not ceased to take huge strides in their quest for equality in education, in personal and legal relationships, and in business.

But many more challenges remain. In parliamentary representation, the numbers are low: women made up 25 per cent of the windfall in the 2011 federal elections, but it that is still far from the critical mass target of 30 per cent. This dismal rate puts

Another place where the glass ceiling continues to prevent Canadian women from achieving their fair share of power is in boardrooms: women are notably under-represented on private sector and public boards of directors. In Canada, almost half of the boards of directors of large companies include only one woman, and only six percent include two or more.

Will the increasing numbers of women registering at our universities change this situation over the next few years?

Let’s hope it will, but in the meantime, we must continue to support those who already hold decisionmaking jobs or who have set their sights on them.

And as these pages illustrate, Campbell River Women are demonstrating the leadership needed to generate growth in the small business sector.
