Surrey man charged in murder of Jonathon Bacon Three arrested in connection with 2011 shooting

with the first-degree murder of Jonathan Bacon and the attempted murder of four others in Kelowna in August 2011.

In a press conference held Monday in Delta, the Combined Forces Special Enforcement Unit (CFSEU) announced that Jujhar KhunKhun of Surrey, Michael Kerry Jujhar KhunHunter Jones Khun of Gibsons, and Jason Thomas McBride of North Vancouver were arrested last Friday.

CFSEU Chief Supt. Dan Malo said the arrests were part of Jonathan an 18-month Bacon investigation, called E-Nitrogen, and were made after 100 officers in Vancouver, Kelowna and Toronto executed simultaneous search warrants.

Surrey RCMP are now calling for anyone who has any information to come forward.

Between 4 a.m. and 6 a.m. on Oct. 18, 2012

a woman was picked up by two men at 105 Avenue and King George Boulevard. She was driven to a remote spot on Colebrook Road, where she was beaten and raped.

She was later found and taken to hospital with serious, but non-life-threatening injuries.

Police say it has taken them four months to appeal for any witnesses because investigators

mIDNIght oN Thursday (Feb. 28) is the cutoff time for free registration and to secure the half-price introductory rate with the Port Mann Bridge tolling system, TReO. Small vehicle drivers who do not sign up for the TReO decal by the deadline will pay $3 to cross the bridge starting on March 1. Meanwhile, registered users are being rewarded with a discounted toll rate of $1.50 until December 2013.

Carpoolers who sign up early will also cash in on some savings, a 25-per-cent discount for using the High Occupancy Vehicle lane on the Port Mann during peak hours.

More than 700,000 vehicles have registered for a TReO account since last September.

The company says electronic vehicle registration helps the tolling system run more efficiently and keeps administrative costs to a minimum.

TReO Customer Service Centres will extend their hours of operation ahead of the Feb. 28 deadline to accommodate last-minute registrants. Drivers can sign up for an account at treo.ca. The website also provides information for inperson registration sites in Coquitlam and Surrey.

Khun-Khun, 25, who has survived two targeted shootings believed to be in retaliation for Bacon’s death, was arrested at his residence in Surrey, while Jones, 25, was arrested at his home in Vancouver.

McBride, 37, was arrested in Toronto, where he had recently moved, but has been transferred to B.C. All three have been remanded in custody.

Bacon, 30, a key player in the Red Scorpions gang, was in a Porsche Cayenne SUV with four other people when they were shot at on Aug. 14, 2011 outside of the Delta Grand Okanagan Resort in Kelowna.

The shooting wounded Hells Angel Larry Amero, Independent Soldier James Riach, and

Lyndsey Black, while Leah Hadden-Watts was paralyzed.

Malo said police believe the “cascade of violence,” which has continued since the Kelowna incident, began with the fatal shooting of Gurmit Dhak in October 2010 in a parking lot at Burnaby’s Metrotown shopping centre.

“There have been several homicides that have occurred through the last 18 months, with the flashpoint being that of Gurmit Dhak… that caused groups to align, groups that we had not seen align in the past, and a sustained conflict among those gangs,” Malo said at the press conference.

Khun-Khun was critically injured in that shooting, then was shot at in Surrey one month after Bacon’s killing, and was critically wounded in a shooting in January.

Since Bacon’s death, several other highprofile gangsters have been killed or targeted, including Sandip Duhre, who was gunned down in a Vancouver restaurant in January 2012.

Sukh Dhak died in November 2012 after being shot in the lobby of the Executive Inn Hotel and Conference Centre in Burnaby. His bodyguard Thomas Mantel was also killed.

Last month, Manjinder Hairan was fatally gunned down near 127 Street and 112B Avenue in the Bridgeview area of Surrey, when Khun-Khun was last shot.

Khun-Khun was also arrested last September in Abbotsford in a car that was allegedly seen pulling away from the scene of a drive-by shooting on Bradner Road, but no charges were laid.

A week after woman died from a brutal beating in Whalley, a Surrey councillor is asking city staff to ensure all of the support services available were offered to her before she was killed.

Shore was found on Dec. 2 – barely conscious, partially clothed, and weakly calling for help in an empty lot in Whalley,

at 106 Avenue and 135A Street.

She had been viciously beaten.

The 45-year-old succumbed to her injuries last week.

On Monday morning, during an informal session, Coun.

Barinder Rasode asked her colleagues to request staff help determine what sort of safety net Shore had in place.

Shore had a place to live at the time of her killing, however, social service providers say she

faced times of homelessness.

And the type of housing she had may not have been ideal for the mental health issues she faced, Rasode said.

Often when medications are not ideal for people with mental illness, they turn to the streets to “self medicate,” which may have been the case for Shore, who used street drugs.

“It is important to make sure that there are some measurable

outcomes on the type of services that are made available by taxpayers dollars,” Rasode said.

Rasode will be meeting with Coun. Judy Villeneuve, chair of the city’s task force on housing and homelessness, Aileen Murphy, Surrey’s social planner, and other stakeholders in the coming weeks to examine what was available to Shore before she was killed.

“Not good enough,” Abbott said Wednesday.

“The RCMP needs to be on top of that in a much more efficient way.”

She believes there’s a two-tier system for police services in this city.

“If (the assault) had happened to somebody’s mother in South Surrey, who was at home cooking dinner when she was attacked, absolutely, it would have gone out immediately,” Abbott said.

Police say the case was treated seriously from the outset.

“From the early stages of this investigation it was clear... this was a

The passenger, also a South Asian male, is in his early to mid-20s, 5’10” or 5’11”, 200 to 230 lbs. with a stocky build, wearing a dark top with white design on it, dark fitted jeans, yellow gold chain around his neck and white running shoes.

They were driving an older-model metallic blue (blue with “flakes”), fourdoor sedan, (possibly a Honda Civic or Acura) with low-profile tires, dark-tinted windows, a rear spoiler and rain guards on the rear passenger window.

The non-profit society’s motto is “crime prevention through rehabilitation,” and it takes a nononsense, cold-turkey approach to addiction treatment.

The program is 90 days, although clients are not forced to leave afterwards.

“If they don’t have a place to go that’s not solid for them… a lot of these guys don’t have homes to go back to,” said drug and alcohol

counsellor Frank Degenstien. “If they’ve got somewhere to come, they’re not doing crimes on the street.”

The clients are prolific offenders, and have been ordered by judges and prosecutors to take the VisionQuest program – the alternative is prison, they’re told.

“The Crown and prosecutors know the reputation we have, that if they decide to bolt, we file the report immediately,” says Degenstien. “The judges, they trust

TransLink should lay off homeowners School should be central

TransLink.”

Because Delta has chosen to remain as a lowdensity area (and in particular Tsawwassen), it is to be expected that the cost per capita is so high.

Two things are left out of Mayor Jackson’s comments: 1. TransLink is responsible for roads as well, and so all people using the roads must pay.

2. TransLink loses a lot of revenue due to

people crossing to the United States (especially Point Roberts) to fill up their cars with gas that is much, much cheaper.

Can you blame us?

If only the taxes could be lowered for Canadians, we might all fill up at local service stations and in this way keep the business in our community.

I do not want to see density increased here, as it has been done in Surrey and many parts of Vancouver.

I therefore must accept that more payment is required and that we cannot have as efficient a bus service as some might like.

Don’t just ‘wish’ bullying away

oN wedNesday, I hope everyone

wore pink and took a minute and think… the one thing every child will ask their parent(s) at least once is, “When will I ever need this information I’m being taught in school in the real world?”

I have to wonder why we are not making a mandatory course in our schools for every grade – from kindergarten to graduation – that will help teach our children respect, accountability, responsibility, acceptable behaviour and general human kindness.

Yes, these are things to be taught at home, but as times change, social media and technology have changed the world.

Why can’t we make a change?

Why can’t we make it part of the curriculum and give these kids the life skills they will be able to utilize throughout their life?

Consider something like this, for primary level (kindergarten to Grade 4): “Friendship and Acceptance” ; for intermediate (Grades 4-7): “Community and Your Role in It”; and then for high school: “Making a Difference.”

We could incorporate social media, technology, community and teamwork.

Maybe it’s time to get down to the nitty gritty and utilize the one source we all share – our schools.

Heights.

This is absolutely ridiculous.

Unless they are expecting to develop all around it, why would you build a school north of all the development?

It should have been across Fraser Highway to service schools in the Hillcrest/Adams Road area that feed into Clayton Heights and Lord Tweedsmuir.

This school was supposed to take pressure off Tweedsmuir before Clayton.

Why isn’t it being built in a more central location?

Probably because they couldn’t afford to buy land there.

All the prime real estate goes to the developers.

We already have two schools, Katzie and Hazelgrove, with over 1,000 elementary students opening on one site in September.

The principals leading this charge are superheroes.

If Katzie Elementary was a bridge, the government would have called a news conference to announce its early opening, threaten to sue the contractor for being four months behind, and got the building open for September.

But of course, it’s kids’ education and not making money for the economy so nobody cares.

It’s up to the principals, teachers and parents to figure it out and deal with the consequences of bad planning at all levels of government.

Dramatic crash in North Delta injures three drivers Police say speed a factor in collision

week sent a man to hospital with serious injuries, while shutting down Nordel Way for about seven hours.

Police are still trying to piece together exactly what happened.

At about 9:40 p.m. Tuesday, a 24-year-old man driving a grey Toyota westbound on Nordel Way crossed the centre line at about 112 Street.

The vehicle smashed into a red Chevy sedan and a burgundy Chevy minivan.

The driver of the minivan and

the grey Toyota were trapped inside their vehicles and had to be extricated by Delta fire crews.

The driver of the minivan sustained only minor injuries and was treated at the scene.

The driver of the sedan was taken to hospital with minor injuries.

The driver of the Toyota suffered a broken pelvis, hip and sternum.

Nordel Way was closed until about 5 a.m. Wednesday.

Police have not charged any of the drivers in the accident, but say speed was definitely a factor.

Winners announced in Surrey’s Stop Bullying Film Contest

hues of pink, Surrey students were honoured Wednesday as the the winners of the city’s secondannual Stop Bullying Film Contest were announced.

The winners included Maple Green Elementary (in the Grade 6-7 junior category) for their movie A Miserable Life; L.A. Matheson Secondary (in the Grade 8-10 intermediate category) for Words Can Harm; and Jus-

tine Crawford (in the Grade 11-12 senior category) for Hidden Words Never Heal.

“We have very talented, creative and thoughtful students in Surrey and I want to congratulate all those who participated in the contest,” said Mayor Dianne Watts.

“Through this project we were able to reach out to the schools and the broader community to talk about bullying and the solutions to the problem.”

Finalists in each category were announced last week

at a special event held at SFU Surrey for the students and their families.

“I was very impressed by the quality of films produced,” said Surrey RCMP Supt. Bill Fordy.

“These students reinforced the message about this very serious social issue and found creative ways to raise awareness about its consequences. We support all initiatives that promote youth involvement in education and prevention on this issue.”

The Stop Bullying

Film contest is a partnership between the City of Surrey, Surrey RCMP, CUPE 402, and the Surrey School District. Students from grades 6 to 12 were invited to submit a 30-second or 60-second film that identifies types of bullying, the impact that bullying has on people, and solutions to the problem.

South Surrey site helps pay for new Clayton high school

Sunnyside Elementary has been traded by the school district as partial payment for a larger chunk of land in Clayton where a new high school will be built.

The value of the deal has not been disclosed – it isn’t expected to complete until spring of 2014 – but the developers involved, and Surrey School District secretary treasurer Wayne Noye, agree the innovative exchange is a win-win for everyone.

“They’re getting about four times the size of the Sunnyside land,” said Ted Dawson, spokesperson for the Surrey-based developers, LYPD Holdings Ltd. and Lakewood Madrona Development Ltd. Noye said the Sunnyside Elementary site was also very attractive to the developers, and that the exchange was based on appraised values, with a difference still to be made up by the district.

“When you go to try to find land and assemble land, particularly with the market the way it is, you have to think outside the box and be creative,” Noye said, noting that Clayton, like Grandview, is a current “hot spot” for the district, which, given Surrey’s population growth, faces a constant demand for new schools.

“It didn’t come easy – you’ve got developers in there, everyone in there,” he said of the Cloverdale/ Clayton parcel.

“There was give and take on both sides – it took a long time, about three to five months, to put together,” he added, noting that Surrey school board has expressed its appreciation of the work district staff put in.

The 18.5-acre Cloverdale/Clayton parcel, at 73 Avenue and 184 Street, is the same land that was highlighted in a Feb. 15 announcement by the province as the site of a new high school. No other properties are

involved in the agreement.

The province is committing $10.5 million toward a $16.7-million new high school with the district to fund the remainder.

The school district approached the developers regarding the site about a year ago, Dawson said.

The group had purchased the property to hold it for future development, and was initially reluctant to get involved in the deal, he said.

“It’s very difficult to get developable land in Surrey that makes sense,” he said.

Noye said having the old Sunnyside Elementary property to put on the table was an advantage for the district.

“When dealing with developers, cash is nice, but they really like land,” he said.

“Lakewood was very understanding of our predicament – it was a case of let’s talk and see what we can do. Lakewood was a real class act through all of this.

The social good they’re bringing to the table will also be beneficial to them in the long run.”

Both Noye and Surrey School District spokesperson Doug Strachan said they do not know what the developers have in mind for the current Sunnyside Elementary site at 15250 28 Ave. Dawson said no moves to develop the property will be made until the new Sunnyside Elementary, currently under construction at 2828 159 St., opens. The school is slated for occupancy in January 2014.

“We were not going to jeopardize the school community and they (Lakewood) were very understanding of that,” said Noye.

Dawson promised that nothing for the old Sunnyside Elementary site will be initiated without community consultation first.

“It is important to us to have a positive impact on the community,” Dawson said.

“We’re going to look at everything.”

Officials don’t suspect widespread non-compliance, but rather a faster move by owners to switch to much cleaner machines or relocate old models to the Fraser Valley or other jurisdictions where fees don’t apply.

“The surprisingly high amount of impact in the first year is very encouraging,” said Vancouver Coun. Heather Deal, who chairs Metro’s environment and parks committee.

“We’re thinking we have around a third less off-road diesel soot emissions in the region just from excavator turnover alone.”

Metro initially targeted the worst polluting off-road diesel engines – the oldest ‘Tier 0’ category of engines with no emission controls – in a bid to reduce exposure of nearby residents to diesel particulate and other emissions linked to higher rates of cancer.

Tier 0 equipment was charged $4 per horsepower last year or close to $500 for a 120-horse excavator. That rose to $6 this year and continues to climb each year to $20 per horse by 2017,

making it increasingly costly to run soot-spewing machines.

Fees kick in next year on the next newest engine group (Tier 1 engines that meet the earliest emissions standards), while newer, cleaner Tier 2 to 4 engines are exempt.

Metro took in $676,000 in fees in 2012, less than the $967,000 it estimated.

The annual program costs, mainly for enforcement officers to patrol the region, are $600,000.

But some 2012 revenue was fees paid in advance for 2013 and Metro has yet to recoup significant program setup costs over the previous three years.

The region has also promised that operators who retire or upgrade a machine to Tier 2 or better will get an 80 per cent rebate of fees they paid on it in the previous three-year period.

That pledge means setting aside more money in future years for refunds.

Environmental regulation and enforcement division manager Ray Robb said Metro officers will begin ticketing or prosecuting some “very persistent” violators

who continue to run Tier 0 machines in the region without registering or paying fees.

The initial emphasis was on education, he said, rather than getting “too aggressive too soon.”

Robb said the new fees prompted Port Mann/Highway 1 project builder Kiewit Flatiron to swap old machines that would have been subject to fees for newer ones it had available outside the region.

Another example is the Fraser Richmond Soil and Fibre composting operation in east Richmond.

Owner Harvest Power told Metro it will replace 13 Tier 0 machines this year with electric or newer diesel equipment, cutting its diesel particulate emissions by 10 tonnes per year.

Asked if Metro is concerned its fee structure just pushes the problem of badly polluting diesel equipment to the Fraser Valley, Deal said the neighbouring regional district could easily follow Metro’s lead.

“I encourage them to take up similar regulations,” Deal said.

“They are very concerned about their own air quality – and rightfully so – and I’m sure we’d be happy to work with them on the program.”

Non-road diesels often work in construction sites near residential areas, exposing more people to emissions than some other sources, such as ships.

By spurring owners to switch to cleaner engines, Metro expects there will be large health benefits and lives saved.

“It’s about building your dream home,” says Trendall.

Among the highlights of the show

is the feature home built by Maurer Log Homes of Penticton and fully landscaped by Mijodelu Landscaping, and log structures built by Pioneer Log Homes, Artisan Log Homes and Trout Creek Timberframe.

The show will offer several seminars each day, including Backyard Barbecuing at its Best! with chef Angie Quaale, Off Grid Solar Electric Systems, How to Build in the Boonies and Know your Septic System, just to name a few. The show will also feature anything related to the wood industry, solar power, restoration, docks and many unique sculptors, wood carvers and artists.

An all-star at Saint Mary’s Surrey’s Sienna Cooke wins AUS rookie award

Mary’s Huskies to a huge turnaround season in AUS (Atlantic University Sports) women’s hockey, goaltender Sienna Cooke landed two postseason awards from the conference.

The Surrey native was named the AUS Rookie of the Year and was voted to the first all-star team last week.

The 18-year-old ranked third in the AUS with a .934 save percentage, and was sixth with a 1.86 goals against average.

She was the conference leader in saves with 506, and minutes played at 1,160.

The Huskies were 1-22-1 (won-loss-overtime loss) and in the Atlantic league basement a year ago. Cooke started in goal for 19 of 24 games this season, and with a 10-9-0 record helped Saint Mary’s to a third place finish at 12-8-4.

“Cookie has a real passion and love for the game that is contagious,” said Saint Mary’s head coach Chris Larade. “She has come in and just ran with the challenge she was given.

She is very coachable and is also on pace to become an Academic all-Canadian in her rookie year. She has been a great addition to our program

In the championship game, Saint Mary’s fell 4-1 to the St. Francis Xavier X-Women.

Cooke was named as goaltender on the tournament all-star team.

Valley West Hawks will be headed to Kelowna in 10 days for the playoffs.

The Hawks will go into the final weekend of play in the BC Hockey Major Midget League in sixth place, two points behind the Vancouver Canadians with two games to play.

Only two wins by Valley West, coupled with two losses by the Canadians, will vault the Hawks into fifth place. Unless that happens, Valley West will be on the road for a best-of-three series with

the Okanagan Rockets the weekend of Mar. 8-10.

Valley West managed only a split last week in Nanaimo against the North Island Silvertips, and failed to gain ground on the Canadians. After a 6-4 win Saturday, Valley West lost 3-1 Sunday morning.

The Hawks rallied from a twogoal deficit for the win Saturday.

Gymnasts earn medals on the North Shore Surrey club members Treyson Cerrato and Kevin Hignell place third all around

bronze medals highlighted a successful weekend by athletes from the Surrey Gymnastic Society (SGS), while competing at the North Shore Invitational hosted by the Flicka Gymnastics Club in North Vancouver.

For the male gymnasts, the North Shore meet was one of two trial events to select the provincial team that will compete at Western Canadian Championships.

Treyson Cerrato, 11,

placed third all around in the Men’s Level 4, Under-13 category, placing in the top five in all six events and winning event gold medals on rings and parallel bars. He also added a silver medal on high bar, and a bronze on pommel horse.

The other bronze medal in all around competition came from Men’s Level 4 gymnast Kevin Hignell, 14, competing in the 13-and-over group.

He won a gold medal on the pommel horse, and added a bronze on

floor and parallel bars.

He was fifth on rings.

Competing in the same category, Spencer Principe won gold on parallel bars, silver on rings and bronze on parallel horse to place seventh all around.

Emily Carroll, 15, led the SGS women with a fourth all around placing in the Level 4 Open group, winning gold on beam.

Teammate Jusleen Sangha, 13, won a silver medal on beam and a bronze on bars to place sixth all around.

Bridget Hastings, 16, won silver on floor and

placed fifth on bars.

In Level 3 Novice, Isabelle Louie, 11, won a bronze medal on vault and was fifth on beam, while 12 yearold Luci Kask was fifth on bars.

Photographer Dee Lippingwell launches her new book of classic rock images

F

or more than 40 years, Dee Lippingwell has been shooting her way to the top.

The Surrey-based photographer has published her second book, First Three Songs… No Flash, a title based on the instructions given to all concert photographers before a show begins.

“I’m not sure where that initially came from,” said the slightly built, extremely energetic photographer. “It was probably some diva who didn’t want a photo of herself with her make-up running.”

The book – a follow-up to her first book, Best Seat in the House, published in 1987 – chronicles Lippingwell’s life as a rock-and-roll photographer, documenting her years photographing and touring with many of the iconic acts of the last four decades. The book features many one-on-one personal stories and pictures from photo sessions with many of the stars.

From her first introduction to photography with her grandfather’s Brownie camera when she was five years old, Lippingwell has always had an eye for timing and capturing the moment others seemed to miss.

Her vocation began in earnest high in the “nose bleed” section of the Pacific Coliseum in Vancouver in 1973 with the band Pink Floyd performing one of their memorable

shows.

“There really wasn’t much security back in those days, and I just put my camera under my jacket and walked in,” said Lippingwell. But the 300-mm telephoto lens she had borrowed proved to be too big to handle so she decided to try and get as close to the stage as possible.

“Because it was festival seating I was able to get right up to the stage and I got some amazing shots.”

A few weeks later she happened to notice a photo display in the window of A&A records on Broadway in Vancouver with black-and-white photos from the same Pink Floyd show.

Lippingwell approached the manager of the store with her photographs and within minutes the display had been replaced with her far superior images. That’s when her career really began to take off.

Over the years, Lippingwell has toured with numerous acts, including Heart, Prism, The Headpins, Chilliwack, Trooper, and ZZ Top, with her photos appearing in magazines, calendars and exhibitions around the world, with a few even hanging in the homes of some of the performers.

Throughout her four decades as a professional photographer, Lippingwell has shot virtually all of the most influential rock-and-roll artists of her generation, but like so many of the performers she photographed, she found that often the work she loved didn’t pay the bills. So she found herself photographing weddings and family portraits to supplement her income and put food on the table.

“Often people think if you’re an artist you’re rich. Well, you are if you’re Sting or Rod Stewart or Tina Turner, but many of the artists I’ve photo-

graphed throughout my career have been struggling as much as I have,” she said. “When I first started I would make $5 for every photo published.

I might go to five shows in one week and two photos would get published, that’s $10 and no money for gas or film, nothing.

“I can’t sing or play an instrument, so the next best thing is to take pictures of what I see and feel on the stage,” said Lippingwell, “and hopefully people can connect with these photos.”

When pressed for her favourite, she just can’t choose.

“I love them all.”

An official public launch of her book will take place at the Fanclub on Granville Street in Vancouver on Sunday, March 3.

There will be a funeral mass for Albert on March 5th at 2p.m. at the Catholic cemetery of Garden of Gethsemani, 15800 32 Ave. Surrey, BC WEISS, Ruth Marie (nee Unger) Ruth was born on October 5, 1923 in Neustadt, Germany and passed away peacefully on February 24, 2013 in Surrey, BC. She was predeceased by her husband Rev Harold Weiss. Ruth will be missed by her children Rod Weiss (Lorna), Carolyn (Colin) Murdock, and Dan Weiss (Jodi); grandchildren Layah, Carter, Connor (Chelsey), Riley, Barret, Liam, Evan, Jared and Denae; siblings Molly Rapske, Harry (Verna) Unger, Ed (Jacquie) Unger, and Elsie Kerber. The family would like to thank the many friends who loved and cared for her during her illness. Ruth enjoyed many years serving as a pastor’s wife, and as a volunteer at Evergreen Baptist Home, playing the piano and caring for others. She also loved sharing her gift of music with others and enjoyed nothing more than to hear her children and grandchildren sing and play their instruments.
