George Penner has spent the last year and a half trying to evict the tenants from his home on Gladys Avenue. He gave them an eviction notice, but they wouldn’t leave, and Penner didn’t know what recourse he had. In the meantime, they turned his two-acre VIDEO property into a garbage ONLINE dump filled with used abbynews.com needles and human waste, destroyed all the vehicles on the site, allowed squatters to set up camp, and trashed the inside of his home. The property, with its large boat in the front yard, became the site of numerous complaints from neighbours and countless visits by police. By late Monday afternoon, police had not yet determined the cause of death for a woman whose body was found on Riverside Road, about halfway between King and Vye roads. Const. Ian MacDonald said police received a call at about 10:15 a.m. from a passerby who saw the body on the side
of the road and stopped to check. Traffic was shut down for most of the day along Riverside Road in both directions as police continued their investigation. The Abbotsford Police Department’s patrol, forensic identification and major crime sections were on the scene.
Abbotsford Police also consulted with the Integrated Homicide Investigation Team, as is standard procedure in the case of a suspicious death, to determine who will ultimately assume responsibility for the file. Other details were not available by press deadline.

Last Friday, the problems appeared to be coming to an end. Official notice was served in the presence of two Abbotsford Police officers, and the tenants were given 10 days to vacate the premises. A crew from Steve’s Towing volunteered their time over three days to haul away the mountains of refuse on the property. Penner, 75, was on site, relieved to finally see some action being taken. “What rights does a landlord really have? There are none,” he said of his frustration that the situation took so long to resolve. Penner bought the property 22 years ago and lived in it until December 2009 without any issues. Over the years, he acquired several vehicles – including three boats, 10 cars and a trailer – that he stored in his backyard. He then got a job as the resident manager of a storage facility on Townline Road, and this required him to live on site. Penner had previously befriended a man in the area who was living in a tent and had nowhere else to go. Penner offered him cheap rent – $400 a month – in exchange for keeping an eye on his property and the items in his backyard. When it became apparent that
the man was doing exactly the opposite, and failed to pay rent after the first year, Penner told him he had to leave. Penner said the man always had an excuse for why he couldn’t move out. Last week, the City of Abbotsford told Penner he must clean up the property, even if the tenants weren’t leaving. He approached Steve Larabie of Steve’s Towing to move some of the vehicles. When Larabie stepped on to the property, he was aghast at what he saw, and offered to clean up the site free of charge. He and a crew of eight began the massive task – a job valued at about $25,000 – on Thursday, hauling away three large boats, nine cars, a trailer and raking the yard of the heaps of debris. The boat on the front lawn was moved to the back. “It was just disgusting … drug paraphernalia, buckets and buckets of human waste,” Larabie said. Choiceland Property Management Inc. also stepped in free of charge, serving the official notice to the tenants. The company will now oversee the renovation of the home, and ensure that future tenants are properly screened. Penner said he will be relieved to put the matter behind him and provide better, safer surroundings for his neighbours.

The Fraser Valley Health Care Foundation (FVHCF) will use a $130,000 donation from the Crystal Gala Foundation to purchase a stateof-the art ultrasound machine for Abbotsford Regional Hospital and Cancer Centre (ARHCC). The announcement was made Friday night during a reception at Earl’s restaurant on South Fraser Way. The funds were raised at the 2012 Crystal Gala, held in October at the Ramada Plaza and Conference Centre. Despite a $20,000 speaking fee for John Furlong, former CEO of the Vancouver Olympics, the Abbotsford Economic Symposium, held in November last year made the city a profit, according to documents obtained through a Freedom of Information request by The News. An income statement from the city indicates the event made a surplus of $11,675.96. Total revenue was $82,192.30, with expenses of $70,519.34. All of the numbers recorded are before taxes. Furlong spoke for less than an hour. Katherine Jeffcoatt, the city’s director of communications, said Furlong’s presenta>>> INAL importion wasORIGan tant part of the event. “Furlong’s reputation as a visionary leader was a contributing factor in the financial success of the symposium, at-
tracting both sponsors and delegates to his inspirational and authentic message of success through collaboration and community building.” Guest speaker Ian Hanomansing of the CBC was paid $5,000 for his speech. The symposium attracted more than 300 people, including business and political leaders,

Unhealthy funding formula Fraser Valley residents are only getting about half the level of health care funding as their Vancouver counterparts, according to the B.C. auditorgeneral’s latest report. The report states that the Fraser Health Authority receives $1,585 per capita as compared to $3,008 per capita received by Vancouver Coastal Health Authority. Fraser Health also gets less than the Vancouver Island Health Authority ($2,554 per capita), Northern Health Authority ($2,465) and the Interior Health Authority ($2,372). The question is, why are Valley patients being short-changed? It may be that the formula used to establish funding levels has become outdated. The Fraser Valley has experienced significant growth in the past decade. Abbotsford, now home to a state-ofthe- art hospital and cancer centre, has more than doubled in size since
1981. In the past five years, it experienced a 7.4 per cent increase in population from 124,258 to 133,497. It would appear its growth, like that of other municipalities in the Fraser Health region, is not properly factored into the current funding formula. Abbotsford Coun. John Smith has crunched the numbers and found that Fraser Health received 28 per cent of the overall health budget, for 39 per cent of the population. Clearly, this is not workable. While Fraser Health has done a good job at providing health care services, it is being handcuffed by an unbalanced system that should provide the same per capita funding for all residents. The next provincial government needs to take a close look at health funding policies and ensure that residents are not disadvantaged in terms of medical care according to what region they live in.

Other Hand I always know it’s serious when I get a voice mail that begins “Hello, John … ”. But since I haven’t been in disagreement with the police or Revenue Canada lately, the recent “Dear John” was appreciated. Just so you aren’t confused about who really writes this stuff, my first name is John, though I’ve always answered to my second name. Why my parents chose to name me that way, I never did ask. And I’ve always eschewed the pretension of going by J. Mark … I leave that to luminaries such as J. Paul Getty, whose bank account allowed him to get away with anything he wanted, or sundry lawyers who like as many initials on their door as is possible. Mark is what I’ve always been called
. . . even my kids refer to me that way, though appreciatively the grandchildren have taken to the “Poppa” appellation. However, the name game isn’t necessarily the inspiration for this, but the phone message I received. It was from the Abbotsford Hospital and Cancer Centre, informing me I was scheduled for a scan on Monday. What made the call impressive was that it was made only three working days after my doctor requested the procedure, with the actual test occurring yesterday, just five days later. So, if you are having concerns with your medical issues, and the time it takes to have them scheduled, I’m thinking your complaints should be directed at your doctor, and not at the efficient folks at the hospital. When I arrived at the time stated, I was told it would take about half an hour to process me. It did, to the minute. Then I was taken into an imaging room, all the while entertained by the conversational health care worker. An injection, a preliminary scan and an order to be back at 1:30 for the main procedure took only a few min-
utes, with an instruction to just come straight into the inner waiting room . . . no need to again bother with the registration desk. Service – excellent service – with a smile. Was I given preferential treatment?
Better to be safe with, or at least aware of, the cause of my excuses not to tackle other more mundane chores like folding laundry. No, they still called me John despite my admonitions to the contrary and I doubt any of the young professionals in there take the time, or have the interest to read the musing of an, and I reluctantly admit this, elderly patient. Unless I tell them, of course, that I’m writing about them. Hey, you try to get readers any way you can!
And while I write this, some nuclear medicine is coursing through my veins and arteries, destined to penetrate bone marrow, just to be sure that cancer or some other concern isn’t causing my frequent lower back pain. That I have been bent over like a dog doing a (well you get the drift), laying and grouting a few hundred floor tiles recently, and at the same time spending a number of weekends bucking and splitting, loading and stacking about 12 tons of wood hasn’t helped the condition. However, better to be safe with, or at least aware of, the cause of my excuses not to tackle other more mundane chores like folding laundry. On the other hand, should the scan reveal something serious it might be further impetus to quit smoking, and maybe find other less strenuous activities to occupy my “leisure time.” It might also be a great excuse to spend more time fishing, which truth be known, is merely a euphemism for sitting around in the sun drinking beer and BSing with your buddy.

Concerns over legal grow-ops In the wake of two incidents at legal marijuana grow-ops in Abbotsford last week, the chief of Abbotsford Fire Rescue Service is supporting Health Canada’s proposed regulations to make such operations safer. Don Beer said he agrees with a statement by Len Garis, president of the Fire Chiefs Association of B.C. (FCABC), that “taking marijuana production out of homes and into a licensed commercial environment is a step in the right direction.” Beer said he is happy to see that Health Canada has committed to inspecting and auditing medical marijuana producers to make sure they comply with all regulatory requirements. “We would like to see them take a further step and ensure that all previous residential growing sites are remediated, and that future buyers

The fire was contained to a powerhouse building on the site. The same night, 250 marijuana plants were seized by the Abbotsford Police Department from a Health Canada sanctioned grow-op, licensed for only 35 plants. Legal grow-ops are regulated by Health Canada, and there have been concerns over safety issues and their connections to the illegal drug trade. These safety concerns include the local government’s inability to zone, license and inspect them based on Health Canada not providing notification as to where the operations are located.

Pair of blazes in a week Abbotsford Fire Rescue Service (AFRS) was called to a report of a bedroom fire in a duplex on Parkview Street at about 1:30 p.m. on Sunday. When crews arrived, they found smoke coming out the front door and two people still inside. An elderly man in a seated walker had to be helped out of the residence and was treated for smoke inhalation by paramedics at the scene. Quick action by crews prevented the fire from spreading. Total damages are estimated at $10,000, and the cause is still under investigation. Eight fire vehicles were dispatched and 32 firefighters were on the scene. He has been invited to attend a session, called Training of Trainers, from Feb. 25 to March 1 in Washington, D.C. While there, he will meet with Mark Hyatt, president of the Character Education Partnership, to continue to build a friendship between the two organizations.

halftime. But Walnut Grove seized control during a stunning third quater, out-scoring Yale 38-11 in the frame en route an 86-73 win. Yale guard Jassi Gill notched 22 points to lead all scorers,
while Jadon Cohee’s 18 points paced a balanced Gators attack. The Lions suffered just their second loss against Canadian competition this season, but Yale coach Al Friesen had sensed his team was developing

BROWN, Harry Ben August 16, 1930 February 6, 2013 Harry Ben Brown was taken from his family suddenly on February 6, 2013, to be with our Lord. Harry is survived by his loving family, wife, Verna Jean (nee Kanigan); daughter Corinne, son Derek and daughter-in-law Rebecca; sisters Terry Beck, Iris Slater, Diane Oakley and Dolly Ashe and their families. Harry was born and raised in Abbotsford, B.C. and is pre-deceased by his father, Ben Brown and mother, Astrid Peters. Harry served in the Canadian Army and fought in the Korean War, leaving the military with an honorable discharge. Shortly thereafter, he returned to Keremeos, B.C. to marry his beloved, Verna. Harry, being the hard-working family man and ambitious type, was involved in several business ventures throughout his life in B.C., including the cities of Penticton, Kelowna and Port Coquitlam, finally settling back in his home town of Abbotsford to retire with Verna. Harry embraced life and loved to ski, golf and any other activities that involved his family. Harry was a thoughtful, loving and caring man, always there to lend a helping hand, expecting nothing in return. His spirit will live in all our hearts forever. We will miss him dearly. HANNAH, John James Aug. 17, 1943 - Feb. 13, 2013 John James Hannah passed away unexpectedly on February 13, 2013, at Abbotsford Hospital. He will be missed by his wife of 43 years Jae, son Callum, daughter Samantha, son-in-law Hank, granddaughter Madeline, and by family in Scotland and England: his mother Caroline, sisters Elaine and Rita, and brothers Samuel and Edward. John also leaves behind many nieces, nephews, in-laws, and great friends. John is predeceased by his father Sam, sister Caroline, and brother Tommy. John was born in Falkirk, Scotland, and moved to Canada in 1966. For all of his life he was a master carpenter. He loved fishing and hunting, and he was a snare drummer in the Abbotsford Legion Pipe Band for many years. WIESNER MARTIN Abram It is with sadness and thanksgiving that the family of Abe Martin announce the passing of our dad on Saturday, February 16, 2013. He is now with the Lord ~ free from pain, pressures and cares. Abe was born December 1, 1923 at Roland, Manitoba. He was the son of David and Katherine (Letkeman) Martens. In 1948 Abe and Elizabeth (Wiebe) were married in MacGregor, Manitoba. They moved to the Abbotsford area in 1957. Abe’s main occupation was construction (framing and finishing). Dad was an active member of the Abbotsford Church of the Nazarene for 50 years until his death. Abe is predeceased by his parents and his eleven siblings. He is survived by his loving wife, Elizabeth (Betty) of 64 years; their children, Katherine (David) MacMillan, Reginald (Dorothy) Martin and Josie (Barrie) Mitchell. There are seven grandchildren and six great grandchildren. Memorial service for Abe Martin is tentatively set for Thursday, February 21st at the Church of Nazarene, 2390 McMillan Road. SHARPE James Ian Jan. 25, 1944 - Feb. 9, 2013
Jim was born in Montreal, Quebec but spent most of life in BC and Alberta. He was predeceased by his parents John and Dorothy Sharpe in the 1970’s. Jim passed away quietly at the Valhaven Rest Home in Abbotsford on February 9th, 2013 where he had been a resident for the past nine months. Jim was a loving and caring man who enjoyed his work and his family. He was happiest when he was on a motorcycle or just tinkering with a motorcycle or car. He loved to have his family around and was usually the one telling the jokes. Most of his adult life he worked in the automotive industry, as the Service Manager for Canadian Tire in several locations in BC, and other automotive related companies. Jim is survived by his loving wife of 33 years Cheryl, daughter Teri Sharpe, Langley, BC, step-son Jeff Gale (Debbie), Abbotsford, BC, granddaughter Kerri Neufeld, Lethbridge, Alta, granddaughter Ashley Gale, Abbotsford, BC and his great-grandson Jordie Neufeld, Lethbridge, Alta. His brother David Sharpe (Carolyn) Stratford, Ontario, nieces Brianna Sharpe, Calgary, Alta and Erin Altomare, Vancouver, BC, nephews Robin Sharpe, Thailand, Michael Sharpe, Ontario and Chad Altomare, Vancouver BC. Special thanks to the wonderful staff at Valhaven Rest Home that made Jim’s last days peaceful; also to Doctor Don Scaman. Ralph Ralph left this world peacefully on February 13, 2013 at the age of 80, after a courageous battle with leukemia. He was a loving husband and father. Survived by his wife Barbara, son David, daughter-in-law Pennie, daughter Jill, 4 grandchildren and 2 great grandchildren. A family celebration of Ralph’s life was held on Saturday, February 16th.
