The event gave folks an opportunity to get some first-rate instruction just in time for the snow sculpting competitions this weekend as

the ninth annual Winterfest comes to town.

Oliver resident Valerie Harkness drove over to the Boundary with her 16-year-old daughter to enjoy Family Day here. “I knew there would be something for families here in Greenwood,” she said as she worked on her heart-shaped snow creation that celebrated both Family Day and Valentine’s Day. Hot dogs, hamburgers and hot chocolate were available at no charge and a fire pit gave everyone a chance to warm up when necessary.

Firefighters needed

Three members of the Midway Volunteer Fire Department came before council Feb. 4 to present an update on the proposal to expand fire response to the rural area outside of the village. Fire Chief Walt Osellame, Ross Bayles and James Graham spoke with council for a little over an hour.

Osellame told council the department is now down to only 14 active members. “Of those 14, five are 60 and older, four are in their 50s, and five just below 50,” Osellame informed council. Some of those members work out of town, which can leave the department shorthanded.

He said there are times when there are only three or four members in the community should a fire call come in. Council was told that the truck could only be moved from the fire hall if there are four or more members available to action a fire.

“So it is becoming more and more difficult. We just don’t have the young bodies to bolster that up.”

He gave council an overview of the proposal that would see rural residents within serviceable distances contract with the village for an annual subscription fee for fire suppression and response.

The current proposal would see a 500-gallon side-pump truck currently housed in Kettle Valley near Freeman’s Farm Supply used for rural response with firefighters living in the rural area operating as members of the Midway department.

This could allow response as far west from Midway as an estimated five km west of Rock Creek on Highway 3 and five km north of Rock Creek on Highway 33.

There are now 12 members from the rural area receiving training with the Midway crew. Donations of turnout gear and other equipment have been coming in from other departments.

The truck now in Kettle Valley needs to be inspected and licensed. A list of equipment not yet donated has been drawn up and prioritized.

“We are not going to buy the whole shebang at one time. We just need to purchase enough so we are able to action a response with a 2½ or a 1½ hose and have enough nozzles and communication or whatever we need.”

One question yet to be answered is how much seed money Area E Director Bill Baird will be able to contribute to the initiative. “I will be helping them out with some grant-in-aid money,” Baird told The Times during a phone interview. “I don’t know how much yet. I don’t know what my budget is this year, but it is going to be less than it was last year. We lost $55 million in assessment at Big White.” He estimated the assessed value for Big White last year sat at around $600 million.

Osellame also told council he has heard of a chance to purchase a used 3,000-gallon water tender from the City of Grand Forks for $10,000 – something he says is a very good deal.

But without the tender the rural fire response would have the capability of responding with 1,800 gallons of water using some Midway engines; however, Midway’s Engine #1 would re-

main within the village boundaries.

Osellame told council the department needs to determine the boundaries of the service area and then a letter offering the service would have to be sent from the village to the affected property owners.

“I don’t have any other solutions to the manpower problem of the department,” said Osellame.

“My concern here is – you can have all the fire hydrants and trucks you want but if you don’t have a fire department that has been trained to deal with that, you are unprotected. You are not semi-protected – you are not protected.”

Osellame also asked council for help in resolving a long-standing communication issue that has the road rescue unit sharing the same radio frequency as the fire department.

“I will remind council that I am the one who went to all the meetings in the early ’90s to fight for that 911 dispatch system. All of us as fire departments were guaranteed that we would have our separate frequency because we didn’t have that before. We were on that frequency initially.

That’s what we paid for – that’s what we were licensed for.”

He said all emergency services need their own frequency.

Councillor Marguerite Rotvold sought assurance from Osellame that Midway taxpayers aren’t going to be asked to subsidize equipment in the Kettle Valley.

“That’s the first thing the folks from the west side and the regional district said,” replied the chief. “They don’t want any costs incurred to the Village of Midway and same way around – they have the expectation that the money they pay will be spent on their end” Rotvold said she just wants to be sure the money is coming, while at the same time that it is not coming from village taxpayers.

Osellame reminded council the whole proposal depends upon a sufficient number of rural residents signing up for the service.

Because Councilors Darrin Metcalf and Dick Dunsdon were not in attendance at the meeting a special meeting was set up for the following Wednesday when all could be in attendance. At that meeting they directed staff to draft an informational letter that will be sent to property owners after the areas of protection have been determined. *** The new animal control officer for the regional district has informed the village he is not interested in servicing Midway. That left council pondering if they indeed needed the service. They agreed to advertise a request for proposals to see if someone would take on the job. *** Permission was given to the Midway Trails Society to post directional signage for the Midway hiking trails along the highway and within the village.

The cooks at the Bored Room Bistro in Midway have been anything but bored. They’ve been baking! It took Tom and RJ Lesher only 63 business days (since Nov. 14) to sell 1,000 pizzas.

By the time they were two months in they had already sold over 625 so they started talking about a celebration for the day sales hit 1,000.

RJ told The Times that day came last Friday when, at 8 o’clock in the evening, Erica Ruley of Greenwood came through the doors and said, “I am here for the 1,000th pizza, I have been thinking about it all day.”

“Imagine her surprise when I turned around and said you got it! We have been waiting for you,” said RJ. To help her celebrate,t not only was that pizza on the house but she was also given coupons for a free pizza each week for a month.

RJ reported she was thrilled!

The Bored Room Bistro is planning a grand opening celebration on Saturday, March 16 to thank their customers for the faith and support they have shown the new business. Check them out on Facebook to find out more details about the big day.

The 4th annual Midway Men’s and Women’s Hockey Tournament was a big success last weekend as 10 teams came to the West Boundary.

The event was sponsored by the Midway Old-Timers men’s and the Midway Ice Maidens women’s teams with play open to men over 30 and women over 19.

The team that travelled the farthest was the women’s team from Wenatchee, Washington. Other ladies teams were from Kelowna, Midway, Grand Forks and Nelson.

There were two men’s teams from Midway plus those from Nelson and Osoyoos, and Grant Bernier put together an RCMP team so that he can return to Midway where he was posted until just a couple of years ago.

Bo MacFarlane and Mark Geen originally started the tournament but this year they spread the work out. “We gave out a lot of jobs so it is really run by a group now,” said MacFarlane.

“Every team that entered got four games. It was really close this year – two teams went three and one in the men’s division. They were all very competitive.

“The Osoyoos guys I think would have won it but we don’t really give out a trophy. It’s more just a fun tournament. We play hard but it’s just as much about making friends and having a good time. You just play for bragging rights.”

This year they also had a dance in the community hall – taking it to another level, MacFarlane called it.

“In the past we just plugged in an iPod but this year we hired a DJ.” Another new highlight, he added, was the,“Midway Challenge – almost like a survivor challenge.”

In one event each team had two

of their players go to the circle at centre ice and take off their hockey pads and skates. At the signal they had to redress and skate two lengths of the ice. “A lot of them were trying to rush, so their equipment wasn’t on properly,” said MacFarlane.

“There were spills and falls – we just had a ton of fun with it.

“The ice guys and the village office, they make it easy for us. It’s a real win-win. People love to come to Midway because the people treat them really nicely. They love Gerry’s food.”

Gerry Watson did a big spaghetti dinner for all the teams on Saturday night.

MacFarlane says that many players originally came to Midway for the hockey. “But they now come to see good friends. We now go to the Nelson tournament and we are talking about going to Wenatchee.”

He said the out-of-town players rave about Midway because, “It is this great little town that people come out and watch.”

It was a community effort that went into the welcome given the visiting teams.

Each year West Boundary Elementary School celebrates NHL week, with each class adopting a team. This year they also adopted one of the teams that were coming in for the Midway rec tournament.

So when the players arrived they found team banners that the kids had made for them up on the glass.

It was also a bit of a reversal of roles for the families this weekend, with the kids coming to the arena to watch their parents and, in some cases, grandparents play.

“They get to see that hockey is something that can be played as a life-long pursuit,” said MacFarlane. “That’s another big goal of ours. If they love it they start as kids and when they are done with minor hockey they join the OldTimers.”

Rock Creek Rodeo 2013 Derailed • The contract drawn up by fair employee was rebuffed by the new BOD whom then stipulated a 240% increase from last year’s rental cost plus additional associated rental costs.

• Buckin’ Hens Entertainment Association, a non-profit organization, had provided the Rock Creek area with three years of a great event – rain or shine.

Plan needed It seems that both demographics and economics have joined forces to make life hard for Midway Fire Chief Walter Osellame.

The bankruptcy of Pope & Talbot forced some fire department volunteers to move away to find work.

Others who still have homes and families here now work outside the community and aren’t always around when a fire call comes in.

Things are improving with Vaagen Brothers now in operation but more is needed.

Council was told last week that manning numbers sometimes fall so low that there are days when there are only three or four firefighters in the village, and it takes four members to action a response.

The chief has been warning of declining membership for two or three years now.

It is again proposed that residents of the rural area be trained as members of the Midway Fire Department. These rural members would respond to fire calls both within the village but also, using equipment to be housed in Kettle Valley, they would respond to fires in the rural area where the property owner contracts with the village for the service.

“I don’t have any other solutions to the manpower problem of the department,” said Osellame in recommending the plan.

And it certainly seems like a win-win for both Midway and those rural residents who sign on for fire protection by the village.

It sounds like a doable plan.

How much will it cost, though? Who is paying?

The parties involved here need a business plan, built upon a mission statement and statement of goals.

There should be a five-year plan in place that will allow the service to develop in a phased, prioritized manner.

Everyone needs to have a good idea of what the estimated costs are going to be.

By failing to plan, they may be planning to fail.

Pearls and Fancies join for tea in Midway for an afternoon of Scrabble. Francine says they like to plan their outings so they support local businesses.

Two groups of Red Hat Ladies got together at the Greenwood Race Trac Food Bar for tea and pizza last Friday afternoon. The group known as the Boundary String of Pearls is from Midway and the Frolicking Fancies are based in Greenwood.

They meet for outings such as this every so often, whenever the mood strikes them. Their motivations for showing up were to get out of the house, have fun and enjoy some laughter with friends.

They recently did a similar trip to the Bored Room Bistro

took home.

Both groups are always open to new members.

The queen for the Boundary String of Pearls is Lynda Thibault and Vice-Queen Jan Kohlhauser.

They celebrated their second anniversary this past Monday.

It was a colourful affair as two West Boundary Red Hat groups got together for tea last Friday afternoon at the Greenwood Race Trac Food Bar.

Children deserve best start in life Editor, The Times: Did you know that Early Intervention and Supported Child Care Services have not received an increase in funding in the West Kootenay Boundary area for almost eight years? Yet the number of children with special needs continues to increase every year!

As a result, wait lists are growing exponentially, services are consultative, shared support seems to be more the norm and children’s special needs are going unmet for a ridiculous amount of precious time.

As a parent of a child accessing these services, I feel that this is totally unacceptable of our provincial government. What’s truly disheartening is that some children have to wait 18 months to two years for certain services...which in some cases totally defeats the purpose of early intervention!!!

In essence, service need outweighs service ability and it’s not fair to make children and families wait for services that could potentially change their child’s developmental trajectory. In some cases, families have had to settle for the bare minimum of service that doesn’t optimally address their children’s needs,

whereas other children and families seem to have “fallen through the cracks.”

It’s imperative that the province of B.C. show more of a commitment to investing in the early years. Early Intervention and Supported Child Care services should be seen as essential services.

Decades of thorough research indicate that children’s earliest experiences play a critical role in brain development, especially in the first three years of life. High quality early intervention services improve outcomes for children, families, and communities, and can reduce the incidence of future problems in learning, behaviour and health status.

Overall, intervention is likely more effective and less costly when it is offered earlier in life, when the brain is most capable of change, rather than later on down the road.

I encourage others to engage in advocacy efforts in this regard.

We need to let the BC government know that investing in ALL of our children, regardless of ability, should be at the top of their agenda...ALWAYS! All children deserve the best start in life, anything less is unacceptable!!

Fishing derby gives back “It’s all about heart – giving back to the community,” said Greg Sterling, one of the organizers of the 2nd Annual Wilgress Lake Ice Fishing Derby last weekend.

Proceeds this year are going to the Sunshine Valley Child Care Society to help enhance quality care for children with special needs.

“Kids need treatment now,” explained Sterling, “and funding is not coming from the government, so this is seen as a stop gap to make sure that kids get timely treatment without interruption.”

The Boundary All Nations Aboriginal Council (BANAC) and the Boundary Metis Community Association (BCMA) sponsored the fishing derby. Last year Sterling organized the derby with Jason McIver.

Now in its second year, the Wilgress

Lake Ice Fishing Derby has gotten bigger – this year offering over $2,000 in prizes to be won over the three days. There was major sponsorship coming from the Canadian Tire stores in Trail and Castlegar and terrific support coming from over 100 businesses from throughout the Boundary.

“They really stepped up,” said Sterling. “They donated hundreds of dollars in prizes.”

BMCA president Danny Williamson said the two groups have a family focus and a family tradition. “If families need help we want to be there for them.”

Because the fishing derby happened so close to Valentine’s Day they also made up some special Valentine’s baskets to be drawn. “For the Love of Fishing,” they called them.

Sterling apologized for one rule cor-

rection. They had written the rules that the fish had to be brought to the weigh station while still alive, but they dropped that on the request of the Conservation Officer.

They estimated there were about 80 people on the ice by noon on Sunday and that there were over 100 on Saturday. As of Sunday noon the youngest person on the ice was four years old and the oldest was 86.

Falling on the same weekend as the new provincial Family Day statutory holiday, the tournament ran from Saturday morning until Monday afternoon.

Williamson, McIver and Sterling were very pleased to see the number of families that came out.

“And all you need is a license (if over 16), pail and a fishing rod,” said Sterling.

The Rock Creek and Boundary Fair Association is looking for a volunteer office manager as well as volunteers for other duties.

Co-ownership If you have purchased a home with your common-law spouse what are your rights in the case of a break up? Here again, this depends on where you live in Canada, as the legal recognition and definition of common-law relationships falls under provincial jurisdiction. In some provinces, for example, if no percentage share was indicated in the purchase agreement, then you could both have equal shares in the property and the right to half the value of the home when it is sold. One of the partners could also decide to keep exclusive use of the home on condition that compensation is paid to the other.

Be aware that even if you move out of the property, you can still be held financially responsible.

Beware of avalanche

There’s plenty of snow in B.C.’s backcountry and outdoor enthusiasts are being reminded about the importance of staying safe.

It is important for outdoor adventurers to learn how to be prepared before heading into the backcountry.

Here are some valuable tips: • Sign up for an avalanche skills training course - a list of instructors and courses can be found at: www.avalanche.ca/training • Plan ahead - before you head outdoors be sure to leave a trip plan with someone and stick to that plan. For a printable copy of a trip plan visit: adventuresmart.ca/trip_safety/planning. htm • Having the proper equipment is essential ensure it’s in working order and practise with it before heading into the backcountry. But it’s also important that all outdoor recreation enthusiasts recognize they are taking some measure of personal risk when choosing to do so.

Every year approximately 14 people across Canada die in avalanches and of those, about 80 per cent happen in B.C. The B.C. government has provided the Canadian Avalanche Centre with a total of $1,490,000 since 2001. This has enabled the Centre to enhance the public avalanche warning service bulletins are now issued every day in most regions and include region-specific information, improving safety for all backcountry users.

Hearing loss can interfere with a child’s speech and language development so parents should also be on the look out for hearing problems. At three months old a child should startle to loud sounds and by six months they should turn to where a sound is coming from. If parents notice any signs that a child may not be hearing well they should talk to an audiologist or other health professional.

There are some simple things that parents and caregivers can do to promote communication development. Try following your child’s lead: get face-to-face and down to your child’s level, observe your child’s body language in order to discover

GREENWOOD 20 1 3 WINTERFEST Welcome to the 9th year of Winterfest

Welcome everyone! In the past, as with this one, our goal has been to bring family and friends together for an old fashioned weekend of games, good food and great prizes. Some of the format has changed as we have gone back to the basics of the original Winterfest and we have added a new event (winter badminton) and a different game show for cash and prizes. Last year we dropped Deal or o Deal and to some people it seemed that something was missing on the Saturday night. This year we have come up with a new game show – Take It or Leave It.

The human dog sled race, which has been our signature event from the very first Winterfest, will again bring surprise teams and personnel to pull the sleighs. The Super Challenges are set up once again so anyone can compete.

Posters and schedules of our planned events will be distributed and available throughout the city. We hope that you will take time to review the various events, pick the events you would like to enter or just come out to watch and cheer on your families, friends and neighbours. Again we have some great prizes like accommodations at the Penticton Coast Hotel to dinners for two, embroidered sweaters and so much more.

To all the newcomers we say welcome! If you haven’t experienced Winterfest, all the competitions are free of charge. Take some time to come out, have a few laughs, join in the fun and get to know your community.
