Grow hidden under hay shed police: RCMP seize thousands of marijuana plants from underground bunker, one man arrested.

RcMP raided a sophisticated underground marijuana grow operation last Wednesday, seizing approximately 7,000 plants and arresting one man.

Police say they believe this grow operation is part of a larger network of grow operations in the area that police have been investigating for some time.

The search took place on an 80-acre rural property on Wells Bank Road near Sorrento. The plants were in various stages of growth.

RcMP discovered a large underground bunker which had been built beneath a hay shed. In addition, the residence on the property had been designed to operate a marijuana grow operation inside.

Staff Sgt. Kevin Keane of the Salmon Arm RcMP detachment called the large-scale operation “a telltale sign of the presence and activity of organized crime.�

A 52-year-old Sorrento man was arrested at the scene and is now facing charges of production of a controlled substance.

UBCO enhances region

The effects of UBC Okanagan in Kelowna are rippling throughout the region.

Going on eight years, the Kelowna campus has had to triple its building space since opening in 2005 to accommodate a student population boom from 3,500 to more than 8,300.

With that expansion comes opportunities and potential partnerships, said Deborah Buszard, the university’s principal and deputy vice-chancellor.

She spoke about those opportunities in Vernon recently, as well as in Salmon Arm at a city planning and development services meeting.

The campus features 1.5 million square feet of floor space in buildings “purpose-built for the 21st century,” which represents more than $400 million in capital construction.

There are enough dorm beds for 1,700 students.

Buszard estimated UBC Okanagan’s economic impact on the region to be around $1.45 billion, based on university spending, staff salaries and benefits, and student spending.

“The way that these buildings are being constructed, by local contractors using local materials, is really

an inspiration,” said Buszard.

Shuswap youth seem to be taking advantage of the university’s proximity as there are currently 182 North Okanagan-Shuswap graduates enrolled, and more than 800 have taken classes since it opened.

Buszard said future enrolment will see a more diverse student body thanks to the university’s decision to follow “broad-based admissions” criteria.

Rather than focusing solely on grades, UBCO is now starting to consider other qualities that might make for a more well-rounded student.

“One of the things that is important is to make sure we actually do make our campus open to all,” said Buszard. “Yes, it’s great if you can get 90 per cent, but it would also be good if you wanted to make a contribution to society in some way.”

One area where UBC Okanagan has excelled is in its community collaboration, said Buszard.

UBC has been recognized as having the largest number of Engage grants – a program sponsored by the Natural Science and Engineering Research Council of Canada – and most of them are held by the Kelowna campus (more than 50

grants since 2009).

“If that isn’t a recipe for transformation, in terms of growing a knowledge-driven sustainable economy, I don’t know what is,” said Buszard. “We’re determined to grab those opportunities and build on them.

Coun. Chad Eliason noted that with an economic impact in 2010 of $1.45 billion on the region, there are also social impacts.

Buszard pointed out that world-class scholars now live in the region and do research on issues that directly impact the region. For instance, a researcher

Eliason asked what municipal leaders can do to support the college.

Buszard replied: “We need to tell our government that education is an investment and a critical investment for the health of communities and our families…”

Coun. Ken Jamieson mentioned the impact of universities like McGill and Guelph on their cities, and asked how they grew to be so central to them.

Buszard said one is the production of graduates who want to stay on in the community to work, another is by generating new knowledge and innovation that leads to new products and enterprises, and a third is by changing the community to a community of scholars.

She suggested councillors talk to their MLAs, MPs and constituents about the need for investment in innovation in the region.

A boost for maternity care

Health: Program to improve training, patient safety.

Sending healthy moms and babies home has always been the goal at Shuswap Lake General Hospital.

But now this goal has been given top priority with the introduction of “MORE OB” a program designed to manage obstetrical risk efficiently.

“There is always an inherent risk to giving birth and we’re trying to manage that risk with every patient,” says Dr. Angela Plessis, one of seven local physicians who provide obstetrical services in the hospital that sees an average of 220 births per year.

“Ninety-five to 97 per cent of the time it goes very smoothly, but we need to be prepared for that three per cent when it doesn’t.”

While Shuswap Lake General Hospital is still a low-risk maternity unit and moms considered to be at-risk are sent to bigger centres, doctors and staff here have to be prepared to handle anything.

Patient care co-ordinator Allison New explains that a woman from out-of-town might arrive at emergency or a routine delivery might suddenly become very complicated.

“Even with people who are low-risk, complications can occur in the process,” adds Plessis.

“And we need to have everybody ready because they don’t happen at convenient times.”

For that reason 28 doctors and nurses from many hospital departments have begun training in the three-year program.

“The goals are to improve communication and enhance patient safety,” says New, noting the first-year module involves working together in a cohesive team and speaking a common language so everyone knows ex-

As well as working through the course material individually, trainees get together for monthly “lunch and learn” sessions to discuss the material and review complicated cases such as two that already occurred this year. Regular skills drills are also part of the program, involving scenarios such as a patient arriving by ambulance or at emergency, so team members are always prepared to mobilize the team and manage the emergency, says New. “Team members from OR and ER will be required to respond,” adds Plessis, noting everyone will know where emergency drugs and equipment are located and who will take what role in the emergency.

Working together and sharing information is changing the culture of the hospital for the better, says Plessis, who notes obstetrical doctors and nurses are being better supported and have greater job satisfaction as a result.

“There is potential for things to go so terribly wrong and it is such a high medical/legal risk area to work in that (often causes) doctors and nurses to give up after a bad outcome,” she says, pointing out facilities where the program is in place have experienced better outcomes.

The program will be wellaudited and SLGH patients will have a voice in measuring outcomes by being able to provide their experiences in a survey that will be monitored annually.

Public can comment on TCH expansion The government of British Columbia is moving ahead with plans to widen the Trans-Canada Highway between Kamloops and the Alberta border, to improve safety and support the movement of goods, trade and tourism.

The government’s commitment to invest $650 million over 10 years into Highway 1 between Kamloops and the Alberta border was announced by Premier Christy Clark on Sept.

28, 2012 in an address to the Union of B.C. Municipalities.

A public engagement process will help shape the government’s $650-million investment over the next 10 years to improve the safety, reliability and mobility of the TransCanada Highway between Kamloops and the Alberta border. This future work will build on the over $700-mil-

lion invested in Highway 1 improvements since 2001.

There will be a variety of methods for the public and stakeholders to be involved, including online engagement, stakeholder meetings and six public information sessions. The communities visited will include Kamloops, Chase, Sicamous, Salmon Arm, Revelstoke and Golden.

The public information session in Salmon Arm will be held Wednesday, Feb. 20, from 5 to 8 p.m. at the Comfort Inn and Suites located at 1090 22nd St. NE. The Sicamous session will be held Thursday, Feb. 21, from 5 to 8 p.m. at the recreation centre located at 1121 Eagle Pass Way. As part of the engagement process, the public will have the opportunity to learn more about projects currently under

development. The Ministry of Transportation and Infrastructure will consider all input gathered as it finalizes these projects for tender and as it develops future projects.

“Widening the remainder of the TransCanada Highway between Kamloops to the Alberta border is critical for supporting goods movement, trade and tourism, and growing our economy. By engaging local communities and other stakeholders, we’ll be able to modify and improve the projects already under development and prioritize additional work going forward,” said Minister of Transportation and Infrastructure Mary Polak.

There is a total of 440 kilometres of highway between Kamloops and the Alberta border, 339 kilometres of which are under provincial jurisdiction.

On February 10, at 9:44 a.m. Salmon Arm RCMP located 32 fully budding marijuana plants being transported in a pickup truck after a conducted traffic stop on the Trans-Canada Highway at Ross Street. The male and female occupants of the truck, both residents of Salmon Arm in their 50s, were arrested on the scene and police will be recommending criminal charges against them. RCMP estimate the weight of the marijuana bud to be approximately 2.9 kg.

B&e at Roots and Blues Salmon Arm RCMP received a report Feb. 9 that a brush cutter had been found at Blackburn Park. Police traced the tool through the business who initially sold it and found that it was the property of the Salmon Arm Folk Music Society.

Police then attended the office of the society and discovered a break and enter at the location that appeared to have occurred several days before.

And that’s the news It felt like the end of an era for me Friday when I heard the radio announcement about the death of Bob Crouse, the longtime news director at “The Big R.” Crouse, along with former Observer editor Gord Priestman, were the old guard of news in this area for years, doing their jobs with ethics, pride and a bit of the grump mixed in.

I recall my first days in Salmon Arm, when as a fresh-faced young reporter, I approached the CKXR station manager for a part-time job on the airwaves. I had just come from Ottawa and an internship on Parliament Hill, where politicians and journalists wore fancy clothes and schmoozed in fancy offices and hallways.

After the station manager offered to give me a shot, he told me to go find Crouse in the newsroom and introduce myself. I peeked into the room, but no one was to be found. So I went to the reception desk to ask where Bob might be and the secretary gestured out the door to the elevated deck, where there was an unshaven man in a plaid logger’s coat, smoking a cigarette and swilling a coffee.

“Well, you’re not in Ottawa anymore,” I thought.

He wouldn’t have fit in on Parliament Hill, but Bob was a consummate journalist with an innate sense of news that no journalism degree could ever buy. He also had a heart the size of Mt. Ida, especially when it came to his lovely wife Jocelyn, who I also had the pleasure of working with at the Observer, and his son, who I still recall as a newborn tucked into the crook of Bob’s arm.

I also have vivid memories of the 1998 Salmon Arm-Silver Creek Wildfire, from the day and night when the fire crossed from Fly Hills over to Mt. Ida and began to burn beyond any control. The Observer staff had already passed their paper deadline, and most of us were feeling pretty much at loose ends with one of the biggest news stories in our history taking place around us.

So we decided to head over the radio station and offer our help in dealing with the massive amount of information flowing into that newsroom.

Now 1998 may not seem that long ago for many of us, but there was no real Internet, no Facebook or twitter and few cell phones. At that point the radio was pretty much the sole source of live information, and people were literally glued to their sets trying to find out where the fire was moving and where the evacuation lines were going. Despite the chaos, Bob was the epitome of the words ‘news anchor.’ He spent hours and hours live on air, with his deep, calm voice while he directed the rest of us with the ease of a practised general. It was very satisfying to be able to be a part of Bob’s team as we worked into the wee hours that night, bringing the best, most accurate information we could to this worried community.

There is to be no service for Bob, which doesn’t surprise me, as it was the news, not himself that he wanted in the spotlight.

But I couldn’t miss a chance to hoist a coffee in Bob’s memory and send my condolences to Bob’s family, friends and his radio colleagues. Salmon Arm is poorer without Bob on its airwaves.

Note: Election campaign begins in April The provincial election date is May 14. The writ will be dropped about 30 days earlier, signalling the official start to the election campaign. Just to emphasize, this means – the election campaign has not yet begun.

Although parties are already into campaign mode, for elected politicians, the taxpayer funded work of government continues. Or at least it should.

However, perhaps the smart meters are working in an unexpected way. The Shuswap has apparently been sending out its own electromagnetic field recently, pulling in the perhaps metal filing-filled shoes of seldom-seen Liberal government ministers.

The seldom-seen is not meant to be a criticism; it’s not necessary to visit each riding to do the jobs of government. But if you are going to visit – say, for instance, as Justice Minister Shirley Bond just did – could you not make your visit such a glaringly obvious campaign move? Bond visited Salmon Arm Secondary and spoke with the dry grad committee.

Accompanying her was – Shuswap Liberal candidate Greg Kyllo.

Why is a taxpayer-funded government minister taking an election candidate with her to a public school on government business? We know why – and it’s a cynical misuse of a government position.

Independent MLAs Clark treated unfairly have big dreams BC VIEWS

Tom Fletcher VICTORIA – Imagine a province where party leaders are chosen in an independently supervised vote, with 12-year-olds, dead people and pets prevented from voting.

Imagine a province where roving gangs of influence-seekers aren’t allowed to join multiple parties, and the ruele is actually enforced. One where corporations and unions have to advertise in their own name instead of financing political parties and then disclosing millions in donations months after the election is over.

Imagine a province where elections are held based on audited financial statements, not a collection of election promises that will be dismissed as a work of fiction by the new regime if the incumbent party is defeated.

A cat joined the B.C. Liberal Party to support Christy Clark. Adrian Dix won the NDP leadership with the help of bags of $10 bills stapled to new memberships. As parties go to online voting, multiple PIN numbers may be activated from the same phone number or the same address.

These and other glaring problems with our party-based political system were highlighted last week in a set of reforms proposed by three independent MLAs. Vicki Huntington broke the party choke-hold on B.C. politics by getting elected as an independent in Delta South in 2009. Bob Simpson was kicked out of the NDP caucus shortly after winning re-election for the party in Cariboo North, because he dared to criticize then-leader Carole James for a lack of policy specifics.

They were belatedly joined by Abbotsford South MLA John van Dongen, who quit the B.C. Liberals in an orchestrated move to the B.C. Conservatives, and then quit that party soon after. Van Dongen does not have the credibility of the others to speak on integri-

ty, given his self-serving party antics and his questionable decision to hire his fiancée and pay her one-and-a-half salaries to serve as his constituency assistant.

Leaving that aside, there are some good ideas in the independents’ reform package.

One is to give backbench MLAs a meaningful role in policy-making.

Simpson gave the example of Prince George MLA Shirley Bond’s term as education minister, where she had to reverse ministry policies that didn’t make sense in rural school districts. The all-party standing committee on education could have prevented this error, he said, but it didn’t because it never meets.

The party voting irregularities described above could be addressed by giving Elections BC authority to supervise party leadership votes, the way it does elections and referenda. There are unknown costs for this, and other problems. For instance, should the Marijuana Party be subject to this, or the Work Less Party, should either one muster enough organization to stage a leadership contest?

The independents had high hopes for one fundamental reform, moving B.C.’s set election date from the spring to the fall. This would take a simple amendment. The idea is for the government to table the annual budget, present the audited public accounts for the previous year, then have an election that rests on tested financial statements and initial results for the current forecast.

Both the B.C. Liberal Party and the NDP have expressed support for this idea. The independents suggest that this brief threeweek legislative session is a good time to do it, so the next government can implement it.

I asked Mike de Jong, the B.C. Liberal finance minister and house leader, if he would consider it. He allowed that it is interesting, but it’s not contemplated for the pre-election session. That will be dominated by returning the provincial sales tax, and the usual jousting over untested spending and revenue proposals.

I’m afraid it’s that time for all of us in British Columbia to start thinking about who we are going to vote for in the provincial election this spring. It’s not a decision that I’m taking lightly, especially when I think about what the future holds for the younger members of my family.

One thing I would like to say, however, is how appalled I am about the unfair treatment Premier Christy Clark seems to get. Why this is so, I don’t really know. But she does not seem to be getting a fair shake at all.

But then, putting on my sexist hat, perhaps it’s not very surprising. As a woman myself, and having worked

and competed in a man’s world, it once again demonstrates to me that a woman must juggle home, work and perception on a daily basis in a way that her male counterparts never have to.

And of all the women who have ever been put in a leadership position in our country, from prime minister to premier, none has ever been able to demonstrate fully what they could do.

They’ve only been treated as a stop gap for the next male leader. For once, I would really like to see what a woman could do with her vision of our future.

That’s why I’ve decided to support Christy Clark,

and one of my main reasons is that she has started on a path that leads her government and our province in a direction I would like to see reach completion. As a daughter, wife, mother and grandmother, I’ve seen how we’ve gotten to where we are now and I’m anxious for a change.

So, let’s see what Christy Clark can do. Not only do I feel I can trust her, it’s also clear to me that she is genuinely and truly focused on creating jobs for the younger members of our society, and that is something they can literally take to the bank.

Smart meters pose health risks I’d like to express my appreciation for Martha Wickett’s front page coverage of the Smart Meter installation issue in the Feb. 6 issue of the Observer.

However, Rich Coleman’s statement that “B.C’s Provincial Health Officer and Health Canada have confirmed that smart meters pose no known health risk or reason for concern” causes me great concern.

In May 2011, 31 research scientists representing the International Agency for Research on Cancer (IARC) of the World Health Organization (WHO) classified “Radiofrequency Electromagnetic Fields” (EMF) emitted by wireless communication devices” as Type 2B Possible Carcinogen (possible cancer risk to humans.)

Could it be the word “possible” that Mr. Coleman has translated to “no known?”

Another thing that concerns me is that Health Canada’s own exposure limits as set out in Safety Code 6 are amongst the highest (translate accurately as “most hazardous”) in the world. The information is available; we are just not paying attention at the government level.

“Non-thermal effects of microwaves depend on [a] variety of biological and physical parameters that should be taken into account in setting the safety standards.” (www.bioinitiative. org/conclusions) According to David O. Carpenter, MD, and co-editor of the BioInitiative 2012 report, there is now, “much more evidence of risks to health affecting

billions of people worldwide. The status quo is not acceptable in light of the evidence for harm.”

Well over a billion people in Europe – governments including those of Switzerland, France, Germany and Russia – are warning against unnecessary exposure to any and all wireless signals and recommend the preferential use of wired technology.

We don’t need to be ‘educated’ by Mr. Coleman and B.C Hydro; what we need are new safety standards to protect against EMF and wireless radiation. Regulatory and health agencies should act now.

Her name is Eiley, a moniker that came from a school child after she was born to the “E” litter of pups at the RCMP’s canine training centre in Innisfail, Alta. Currently eight weeks old, she will now be a constant companion of Const.

This is Chan’s second time as a puppy imprinter. His previous puppy, Yvette, did not pass the aggression assessment to advance to full police dog training, but was a natural tracker and was sold to an organization where she will become a search dog. Chan didn’t think it would be hard to let her go, and was surprised by the lump in his throat when he put Yvette in the truck and closed the kennel door.

“It was harder than I thought,” he admitted, but knowing she was going on to be a working dog was balm for the loss — as is the new puppy.

Eiley isn’t the only one being trained. Chan is participating in the canine program with aspirations of becoming a fullfledged RCMP dog handler.

Taking on puppies as an imprinter is a requirement, as is assisting the police dog handlers in the area with their training.

So Chan travels regularly to Vernon, where the police service dogs and their handlers are based. There he lays tracks for the dogs to hone their searching skills and acts as a pretend bad guy for the police dogs to practise their take-downs.

“I run down alleys and let them chase me,” he says, noting he wears a protective sleeve for the dogs to bite.

The work entails the odd bruise, especially when the protective sleeves are coming to the end of their lifespan.

He’s also had his hand bitten when the dog caught it at the edge of the sleeve.

“There’s a reason bad guys often give up when they hear we are going to send the dog after them,” says Chan. “They are really fast and they hit hard.”

At Centenoka Park Mall, change is in the works.

Manager Lance Johnson says an announcement is expected later this month regarding the future of the former Blockbuster video building on mall property.

He said the mall is in negotiations regarding the site, with some conditions still to be met.

Regarding the Winners store expected for the mall, Johnson says it’s on hold at the moment.

“Winners has been delayed; their head office has delayed everything in Canada and the delay has nothing to do with the shopping centre, Salmon Arm or anything – it’s all across Canada.”

Construction will begin once the delay is over, but he declined to say where, exactly, the store would be situated.

Johnson said because Winners is owned by a corporation with other stores, it might not be a Winners that’s proposed for Salmon Arm – but there is a formal agreement that something is coming.

“I can’t say it would be Winners; they can put in whatever they want…,” he said, noting that the company is opening new stores in western Canada under the name of Marshalls.

The TJX Companies, Inc. website, the entity that owns Winners, lists Winners, HomeSense and Marshalls as the three stores it offers in Canada.

“Marshalls launched in Canada in March 2011, joining Winners and HomeSense as part of TJX Canada,” the website states. “Marshalls, a leading off-price retailer in the U.S. and well-known for brand names at prices 20 per cent to 60 per cent below department and specialty store regular prices, offers TJX another growth vehicle in Canada.”

It continues: “In Canada, Marshalls offers brand-name women’s, men’s and children’s apparel, including a large, family footwear department featuring designer and brand names and a high-energy boutique for juniors and young women called The CUBE.” Randolph David Jewellery is moving across the hallway in Centenoka to the former Sears location, with an expected opening date at the new site of March 1.

“It will be about 50 per cent bigger,” said owner Randolph David, noting it will include about a dozen engraving machines so will offer full goldsmithing and engraving.

Everything in the new store, which will feature a full glass front, will be brand new, he said.

Over at Westside Stores, owner Jason Bellows said he and co-owner Sheena Haines have no plans to expand space, but they are making changes in product lines.

“We’re doing our best to bring in products that people are looking for and expand on areas where people are having to go out of town.”

New products coming in include a camouflage line as well as UnderArmour.

“There again, we’re open to suggestions,” he said, noting the store is willing to bring in items if people want them and will support them.

The store is open more hours than the mall, from 9 a.m. to 6 p.m. Monday through Thursdays and Saturdays, Sundays 10 a.m. to 4 p.m., and Fridays 9 to 9 except for January and February when Friday hours are 9 to 7.

At the Real Canadian Wholesale Club, when asked about potential changes, the public relations department of Loblaws Companies Inc. stated only that: “Currently, there is no information to share at this time regarding the Real Canadian Wholesale Club in Salmon Arm…”

MANAGING YOUR MONEY The Retirement Conversion

To supplement your other sources of income, you will probably need to draw additional retirement income from your registered and non-registered investments. How you choose to do that may have a big impact on the stability of that income and on the size of your tax bill.

As you move closer to retirement age, you’ll be drawing on your accumulated wealth to meet retirement expenses – and with average life expectancy rising, that could be for many years.

That’s why it’s a good strategy to balance between capital preservation with less volatile investments that produce a regular and stable income, such as fixed income and dividendproducing investments and growth investments that can add to your retirement income and protect against inflation.

The impact of taxes on your retirement income depends on the sources of that income.

For example, if you generate your retirement income from a non-registered investment source that produces interest, the resulting income will be fully taxable. However, if your income is derived from selling non-registered equities the profit is a capital gain and the tax rate is reduced to 50%. Be aware that reporting large amounts of taxable income from all sources can result in the reduction of income-tested government benefits such as Old Age Security (OAS).

There is also the taxing question about when and how to dispose of assets. Through years of investing, you may have accumulated sizeable unrealized capital gains. If you choose to realize them in a single year through a one-time disposition – for example to fund an annuity, – the result could be a significant tax hit. Instead, develop a tax-reduction strategy now that will minimize taxes before retirement and through all your retirement years.

One strategy is to hold relatively more equity investments in the non-registered part of your portfolio and relatively more fixed-income securities in registered investments.

This strategy preserves the tax advantages of equity investments over fixed income investments.

When you know the right tax-reducing conversion strategies and remain vigilant about paying less tax you’ll preserve your wealth and make your retirement as fulfilling and worry-free as possible. Remembering: Bob Crouse was a mainstay on Shuswap airwaves.

A familiar community voice is now silent.

Bob Crouse, morning news anchor at EZ Rock radio, died Thursday morning after a long illness.

Crouse worked at the radio station for more than 30 years and was best known for his strong voice, excel-

lence in reporting and love of the job, said Scott Campbell on the morning news Friday.

Campbell said some of Crouse’s best work as a journalist was during the 1998 Salmon Arm-Silver Creek wildfire when he was one of many who worked tirelessly during the emergency to inform local residents.

His efforts to inform

did not go unnoticed.

Peter Kilby, who had been brought into the emergency operations centre to take charge of the evacuation, offered high praise for Crouse’s efforts.

“I really have to compliment you Bob; there’s been no rhetoric,” said Kilby at the time. “You’ve reported very clearly and without a lot of emotion

Trans-Canada, Highway 97 slated for upgrade Upgrades valued at $5.2 million will be coming to roads in the Shuswap this year, improving safety and travel for local residents, visitors and commercial drivers.

“Transportation is critical for the economic prosperity of the Shuswap area. The resurfacing of Highway 1 will provide a safer, faster road network for residents, tourists and commercial vehicles,” said Shuswap MLA George Abbott.

Another familiar face at city hall is moving onward and upward in administration.

Kevin Pearson, a planner with the City of Salmon Arm since 2000, was recently selected to serve as development services director. He’s taking over the role from Corey Paiement, who has been promoted to the position of corporate officer.

“The city is pleased to support Kevin’s promotion to this key position,” says city administrator Carl Bannister.

“He has worked at the city for over 12 years and has proved himself as a leader and visionary. He brings academic and practical experience qualifications and is well respected in the development community.”

For Pearson, the move represents an opportunity to take on new challenges, while enabling him and his family to live in a community they love.

“We really like Salmon Arm and we want to stay here for a while; it’s a great place to raise our kids…,” says Pearson, who actually had a taste of the work ahead back in 2005, when the planning department consisted of two planners and a planning clerk.

“So, I had a little

stint as acting director of development services, but at that time I realized the timing wasn’t right for me for a number of reasons,” says Pearson, adding that he learned a lot while working under Paiement for the past seven years. “He has a great leadership style, one that I would like to emulate and carry on forward.”

“The architects involved with those projects were top notch and that really helped things move along in terms of the design, and dealing with the architects and the applicants for those was a pleasant experience,” says Pearson.

Another project Pearson is proud to

have contributed to is the two office towers planned for the downtown by developer Bill Laird.

“It was quite a learning experience and I just hope that it’s built because we spent a lot of time on it,” laughs Pearson.

If a thief decides to break into your home, one of your best defences could be the eyes and ears of your neighbours.

A group of residents in a Salmon Arm subdivision have started Block Watch, a program based on neighbours helping neighbours.

Sande Berger lives in The Ridge, a newer subdivision on Foothill Road, but she used to live in Calgary. There, a Block Watch program was formed in her neighbourhood and she wanted to bring its benefits to her new home.

“Certainly it makes it easier for police when the neighbours know each other and who should be around,” she says.

Berger and her co-captain Sharon Fitzner, with the help of Salmon Arm RCMP Const. Yvonne Dibblee, organized a meeting recently where about 25 households signed up.

They were provided with information on who to call if you notice someone who looks suspicious, or if you see a crime in progress. They also looked at what can be done to make homes more secure, how to take an inventory of belongings and more.

Dibblee says one of the problems police encounter is when residents have only one contact number on their house alarms, the number of the out-of-town alarm company. Police cannot enter a home unless the home has been entered by a thief, she says, but are called out to dozens of false alarms. Residents end up with a bill to pay for their services. Also, if the alarm can’t be fixed or shut off remotely, neighbours can end up listening to the sound for hours.

Having a neighbour’s contact information on the alarm can alleviate these troubles, she says. It can also mean a resident doesn’t get a bill for police attendance at a false alarm. She notes that the police dispatcher gets a record of such calls, which for some locations can sometimes mean more than 20 police call-outs in just two or three months.

For Dibblee, she encourages more neighbourhoods to consider Block Watch.

“I think crime will go down if people are all out watching for each other.”

‘Bait car’ program expands to ‘bait property’ Police have a new way to deter thieves and help protect vehicle owners.

B.C.’s Bait Car Program now includes ‘bait property.’

The Bait Car Program, run by the Integrated Municipal Provincial Auto Crime Team (IMPACT), is recognized as the largest of its kind in the world. Since it began operating in 2003, auto theft in B.C. is down 73 per cent.

“The IMPACT program has been wildly successfully over the last 10 years, with a 73 per cent reduction in auto theft since the introduction of bait cars.

I am very proud of the dedicated team of officers and the work they do. I am confident that the bait property program will be equally as successful as our bait vehicle program,” said Shirley Bond, Minister of Justice and Attorney General.

This year if thieves do break into a bait vehicle and steal property, police will be tracking and monitoring that property, leading them straight to the thief.

“Thieves already know, that if they steal a bait car, they’ll go to jail,” says RCMP Inspector Gary Shinkaruk, of the integrated IMPACT team. “With the kind of evidence we’re able to put before judges, the program has been tremendously successful at putting car thieves behind bars.

But there’s a new message we need to get out to thieves now – steal from a bait car, go to jail.”

The shift in focus from IMPACT comes as police analyzed statistics from 2012. In the last four months of the year, police across B.C. identified a slight increase in thefts from vehicles compared to previous years. Bait vehicles throughout B.C. have now been upgraded with the latest audio and video technology to address the issue of theft from vehicles. Bait property will look no different

than any other property thieves may find in vehicles, and may range from tool boxes to a gym bag. The difference is it can be tracked and monitored

by police.

The top 10 items stolen from vehicles are: smartphones, personal electronics, such as laptops, work tools, credit cards and ID,

stereo equipment, cash and change, car parts, garage door openers, sunglasses and keys.

After three straight losses, the good news for the Salmon Arm SilverBacks is head coach Scott Robinson thinks he’s identified the fly in the ointment that led to so many goals against last week.

The ’Backs surrendered 16 goals in the trio of defeats starting with a 5-3 loss in Trail, followed by a 5-2 loss at home to West Kelowna and a 6-3 loss to the visiting Victoria Grizzlies.

It was an odd turn for a team that had given up just five goals in its previous four games.

“Definitely, there were a couple things in the defensive zone that started to slip; it was actually the same type of thing over three games,” said Robinson. “It was consistency in a bad way. We have to keep repeating, reinforcing defensive play in all areas.

Our guys are very aware of what (the issue) is.”

The ’Backs allowed 26 shots or less in each game but a lack of awareness in the defensive zone has been problematic as has allowing too many outnumbered rushes.

“We were very good in the first… and we completely dominated them in the third but we couldn’t find the equalizer,” said Robinson, adding Todd has done it to them before. “He’s been very good against us.”

Saturday saw the Victoria Grizzlies arrive at Shaw Centre with the BCHL’s best record and they showed why, building a 2-0 lead by the eightminute mark of the first. Iacobellis responded late in the frame but Victoria piled up three in the second to take a 5-2 lead after 40 minutes. Alex Gillies pulled Salmon Arm back within one but Leo Fitzgerald scored just 22 seconds later.

“That game was an absolute war,” said Robinson. “We didn’t make the best of our opportunities; we certainly had more quality chances but they had a couple guys make good shots on their opportunities.”

Salmon Arm will also try to get their power play revved up again as they host Merritt tonight at 7 p.m. and go to Penticton on Friday, also a 7 p.m. start.

Swimmers take 14 trips to podium The Shuswap Swimming Team took 11 swimmers to the Swim BC “AA” Short Course Championships (racing in a 25-meter pool) in Surrey on the Feb. 8-10 weekend, and the results were great.

The Shuswap Swimming Team members earned 14 trips to the podium at the meet, winning three gold medals, four silver and seven bronze medals, while breaking 10 team records along the way. Two swimmers also qualified to race at the Swim BC AAA level On the girls side: •11-and-under girls – Jenna Tiedeman was at her first AA provincials and had a great meet with her best ranking as 21st in the 200-m freestyle, where she improved her time by 17 seconds.

•12-year-old girls – Morgan Rasmuson made it to the finals in the 200-m individual medley and placed 8th

as her best result, and she broke the team records in both this event and the 200-m backstroke.

• 14-year-old girls – Paige Coutlee had a great meet, as she advanced to the finals in every event that she swam, ended up with a bronze medal in the 100-m freestyle race and also earned a team record in the final of the 200m backstroke.

Emma Pyle also raced fast enough to earn herself a bronze medal in the 200-m breaststroke.

This was the first year that the Shuswap Swimming Team was able to field a girls relay at this level of competition, and the team raced well, earning 11th place in the 4 x 50-m freestyle relay for the 14 and younger girls.

On the boys side: 11-and-under boys – Jacob Rambo who just turned 11 the day before the competition

had a great meet, winning gold in the 100-m butterfly race, and was fast enough to qualify to race at the Swim BC AAA Championships. He also won two bronze medals in the 200-m and 400-m individual medley races, and broke the team record in the 400-m freestyle.

Teammate Ethan Pyle was also at his first AA provincial meet, and ended up in 11th place in both the 50-m freestyle and 100-m breaststroke races.

• 13-year-old boys – Ethan Quilty had a great meet as he also advanced to the finals in every event, won gold in the 100m backstroke race and silver medals in both the 100m butterfly and 200m backstroke races.

Quilty’s times in the backstroke were fast enough to break the team records in those events and his times posted in both the 100-

m backstroke and 100m butterfly were fast enough for him to also qualify for the Swim BC AAA Championships.

Teammate Ty Webster-Locke was close on his heels, as he advanced to the finals in four races and brought home a silver medal in the 200-m freestyle, and a bronze in the 200-m individual medley race.

Olin Mosher and Torrey McKee both advanced to the finals in several events, and picked up fifth place in the 100-m freestyle and 200-m butterfly races respectively for their best results. McKee also swam fast enough in the 200-m butterfly to etch his name on the record books.

The 13-year-old boys relay team of Quilty, Webster-Locke, Mosher and McKee also stepped up their games for two relays as they won gold in the 14-and-younger

4x50m freestyle, and silver in the 4x50-m medley relays – both in record time for the team.

• 15-and-older boys – Logan Pilias had a good meet too, as he swam to 12th place in both the 50-m freestyle and 100-m butterfly races.

The open-aged relay teams of Pilias, Quilty, Webster-Locke and Mosher also combined to earn two bronze medals in exciting come-from-behind finishes in both the 4x50m freestyle and 4x50m medley relay races.

This was a great meet for the team as they earned the most number of medals at this level of competition in the history of the team.

In other news, Bree Cooper of the Shuswap Swimming Team is off to Saskatoon for the Swimming Canada Western National Championships being held from Feb. 14-17.

Salmon Arm council puts up their dukes with Mickey Sims, centre. Sims was recently honoured by Mayor Nancy Cooper and councillors for outstanding achievement in boxing, having won the World Senior Master Middleweight Championship for the second year in a row.

Bantam Rep boys move on to round two On Saturday, Feb. 2, the Scotiabank Bantam Rep Tier 2 team started a victorious round-one play-off series versus Kelowna.

The Silvertips came out strong, taking a two goal lead in the first period at the Shaw Centre on goals by Joey Guerra and Tyler Collens. The Kelowna team tied it up in the second, before Collens’ second goal of the night gave Salmon Arm the lead again.

The final score was 4-2, with Jaden Hay scoring the insurance goal at the beginning of the third period. Triston Ferguson had a strong game with two assists, while goalie Keenan Starkell made the saves needed.

The next day, the Silvertips travelled to Kelowna. Unfortunately, the Kelowna team had more will to win, starting off strong, skating hard, creating turnovers and quickly build-

ing up a 2-0 lead. The Silvertips were sluggish and were unable to follow their game plan. Alex Astasiewicz scored both goals for the Silvertips, who ended up on the short side of a 3-2 decision.

After a couple of good practices reviewing team tactics, the boys were ready for the deciding game Feb. 5 at home. A large crowd of supporters, including minor hockey players,

local scouts and high school students built a positive energy in the rink. The team applied the fore-check system practised all week to perfection, blocking the Kelowna players in their defensive zone for most of the night. Chance to watch the pros Come August, B.C.’s best golfers will be converging on Salmon Arm. For the third time in a dozen years, the Salmon Arm Golf Club will be hosting the PGA (Professional Golfers’ Association) of B.C. Championship.

It was held in Salmon Arm in 2001 and again in 2006, explains club pro Doug Herron.

“We’re happy to be hosting it again.”

About 100 B.C. golf professionals are expected to come to the event.

“It’s quite exciting

from that standpoint,” he says. “We have a number of golf professionals in B.C. who are considered to be the best in Canada. It will be an exciting field.”

Along with pros from around the province, those from around the region are expected, he says. Pros such as Jesse Crowe from Canoe Creek Golf Courts, Adam Blair from Talking Rock, Brian O’Keefe from Shuswap Lake Estates, Rick Thompson from Hyde Mountain and, of course, Herron from Salmon Arm. Also expected are a couple of names from the past champions list

such as Brad Clapp from Chilliwack and Bryn Parry from North Vancouver.

He said the 2006 championship attracted a fair number of spectators, including a number of volunteers spotting for balls.

“We certainly hope we see some community people out trying to catch a glimpse of these guys,” Herron said, adding that he’s hoping to set up an opportunity for local golfers to play with some of the pros.

“Not really a pro-am, but there might be an opportunity on a practice round. It’s fun to see somebody who really knows how to play.”

Shotz glitter with gold The U16 Junior B Shuswap Shotz Ringette team brought home gold from the Sweetheart Tournament in Kelowna Sunday.

In a marvellous team effort, the Shotz played Quesnel, Kelowna, Prince George and Vernon to advance to the semifinal against Quesnel. They then faced Burnaby/New West in the final for a thrilling 3-1 victory.

Coaches Read LaTosky, Graham Johnson and Char Johnson provided brilliant and steady guidance to the players through some gruelling games. Unbeatable in net was Cole Rithaler. Centres Brooke Miller, Tasha Johnson and Avia LaTosky anchored the lines with forwards Sa-

vannah Baird, Nikki Lentz, Sara Martin, and Catheline Michaud peppering the opposing team with shots. Captain Beth Lucier led a strong defence of Kierra Lentz, Paige Skofteby, Taylor Allen, Lindsay Booth, Kathrine Smith and Jane Chorneyko.

Ring Robbers The Shuswap Ring Robber’s first game at the annual Sweetheart Tournament saw them come out on top in novice ringette action, skating away with an 11-10 victory over PCRM Lightning. Scoring for the Ring Robbers were Natasha Kociuba and Delaney Perry each with hat tricks, Chloe Latosky (2), Camille Boileau, Cadence Petit-

clerc-Crosby and Phoebe Barnes.

On Saturday vs the Kelowna Hurricanes, they fell in a 10-7 final. Petitclerc-Crosby and Delaney Perry each put up hat tricks, while Brooklyn Sewell, with a single, rounded out the scoring. Next they defeated the Fraser Valley Refrigerators 12-6.

Petitclerc-Crosby, Perry and Kociuba each had hat-tricks. Katie Findlay, Abigail May and Phoebe Barnes also scored.

Their final game on Sunday was the best of the tournament, as they faced off against the NWV Angry Ice Birds.

The Ring Robbers fell 6-3 to the Birds, however, with PetitclercCrosby (2) and Kociuba scoring.

Folk icon makes return to festival Described as one of the most important songwriters of his generation, “a true poet laureate of the people,” Bruce Cockburn will be back on the Roots and Blues Festival slate this year.

Other labels attached to the prolific talent – (31 albums that have sold over seven million copies worldwide) include folk icon, musical maestro and tireless activist.

In an extraordinary career that has spanned four decades, Cockburn has indeed produced an acclaimed body of work.

Born in 1945 in Ottawa, Cockburn early discovered the music of Elvis Presley and Chuck Berry, which would set the course for his life.

Putting an old guitar given to him by an aunt to good use, he was soon playing along to their records and in time exploring music styles beyond the rock of the day, such as jazz and blues.

He was also getting into the beat writings of Jack Kerouac and Allen Ginsberg, which would have a big influence on him. Upon leaving high school, he travelled around Europe, busking on the streets of Paris (spending a night in jail there for performing without a licence) and getting a taste of the bohemian life.

Back on this side of the pond, he attended the Berklee College of Music in Boston, majoring in music composition. But he spent more time seeing local

Temperature rising: This year’s Roots and Blues slate just got hotter with the announcement that Canadian folk icon Bruce Cockburn will return to the festival stage. jazz performers and jamming with others than he did on his studies. Realizing he wasn’t willing to put the commitment in that was required, he returned to Ottawa after two years, hooking up with local poet and musician Bill Hawkins and his band The Children. Hawkins encouraged the budding artist to write his own songs, leading to Cockburn playing in a variety of other area bands ranging from blues to psychedelic rock through the next few years, honing his skills.

Believing the songs he was writing worked better

with just voice and acoustic guitar, Cockburn went solo in 1969. That same year he headlined the Mariposa Folk Festival, pinch-hitting for Neil Young, and followed that up by recording his first solo album at the end of the year. Released in 1970, his self-titled Bruce Cockburn was an introspective, poetic folk album. In 1971 he released the similarly styled, though more mature, High Winds White Sky. Cockburn’s guitar work and songwriting skills won him an enthusiastic following in Canada, but it was Dancing in the Dragon’s

Jaws, released at the end of the decade, that propelled him into the mass musical consciousness with its hit Wondering Where The Lions Are. A bouncy song with a reggae feel, it garnered him a performance slot on Saturday Night Live, exposing him to a wide U.S. audience.

In the 1980s, Cockburn’s songwriting became first more urban and global and then more political; he became heavily involved with progressive causes. His growing political concerns.

The 1980s would be a time of intense travel for Cockburn, and images and

influences from places as diverse as Tokyo, Europe, Central America, Chile, Jamaica and Nepal found their way into his songs.

He shifted gears and entered the 1990s with a more introspective, roots-rock and folk sounding release, the acclaimed Nothing But A Burning Light.

Cockburn returned to jazzier instrumentation with the darker The Charity of Night in 1996. The late ’90s saw him very involved with the effort to ban landmines worldwide, participating in many fundraising activities and shows and visiting war-torn countries

After being inducted into the Canadian Music Hall of Fame in 2001, he concentrated on other projects for the next couple of years. In the same year, the Canadian Association of Broadcasters (CAB) inducted Cockburn into the Canadian Broadcast Hall of Fame.

Cockburn started off 2006 by accepting the Allan Waters Humanitarian Award at that year’s Juno Awards ceremony, his 11th award (and 31st nomination). Life Short Call Now was in the stores shortly thereafter.

In 2009 he released the double live album Slice O Life, which showcased a cross-section of his finest songs and some of his most dazzling guitar work. In the same year, Cockburn joined the long list of Canadian musicians to travel to Afghanistan to play for the troops. Released in 2011, Small Source of Comfort, Cockburn’s 31st album, is his latest adventurous collection of songs of romance, protest and spiritual discovery. As usual, many of the new compositions come from his travels and spending time in places like San Francisco and Brooklyn, to the Canadian Forces base in Kandahar, Afghanistan, jotting down his typically detailed observations about the human experience.

Residents are invited to enter their pies in the 17th annual Best of the Shuswap Pie Baking Contest.

Judged by appearance, authenticity, texture and taste, the pies must be made the oldfashioned way, from

scratch and be apple, fruit or berry.

Winners will take home this year’s title, an engraved trophy and dinner theatre tickets for two to the 2013 Villain and Vittles summer dinner theatre production.

Pies can be dropped off Saturday from 10:30 to 11:30 a.m. at the mall’s centre court.

“This popular pie contest promises to be lip-smacking tasty and everyone is welcome to participate,” says Mackie.

After the judging, slices of the pie may be purchased for $2.50 each, with the proceeds going towards projects at the village.

Concert lights up winter

Vancouver’s Capilano University in January, was extremely valuable.

He says Roberts, who was the vocal/choral adjudicator at Shuswap Music festival last season, focused on challenges the choir was having.

“He has an earthy way of dealing with issues; he uses images where I would tend to the technical,” says Guidone. “He was getting some nice sounds out of choir and corrected some language pronunciation issues.”

And that’s a good thing, since seven pieces in this year’s concert are in different languages.

Drop the cool winter blues and rejuvenate with performances by the Northern Lights Chamber Choir.

The choir presents Rejuvenation under the direction of Steve Guidone and with accompaniment by Jim Johnston.

While the word rejuvenation elicits thoughts of health, renewed energy and joy, Guidone believes it is through life’s hard moments that we learn to appreciate happiness.

“The idea of the concert is about all the things we encounter in life, the happy parts, looking back, looking forward… that’s how I put the concert together,” he says. “I am very excited about it.”

Guidone is also excited that Johnston will

again be at the piano.

“I need to challenge Jim and he’s playing some really virtuosic stuff this time around,” Guidone says. “One of the pieces was so difficult the only way he could do it was memorize it.”

Sandy Cameron will perform in one of the pieces that has a cello and clarinet, Barbara Ennis will play the cello and Jaeden IzikDzurko will play a piece by Franz List.

“He’s an amazing pianist, playing music adults would find difficult,” says Guidone, who notes the first half of the concert is a balance of serious and lighter material, but the second half is very light.

“They’ll be bopping out the door,” he laughs.

MCDONALD, MARGARET ELIZABETH Margaret Elizabeth McDonald, “Betty”, 99, of Salmon Arm passed away Saturday, February 2, 2013.

She was born in Vancouver Sept. 30, 1913, the last of four children. She graduated Normal School and taught throughout the Cariboo and she and her late husband Harold were granted one of the last Homesteads in BC. She was predeceased by a daughter, Marion and is survived by three children, Bob (Heather) McDonald of Halifax, Audrey (Mark) Deering of Qualicum Beach. Carol McLean of Sorrento, 13 grandchildren and 17 great grandchildren.

A memorial service was held 2:00 Thursday February 7 in the River of Life Community Church, Blind Bay, BC.

ELEANOR A. (CASSELMAN) SCHWERDTFEGER Eleanor. A. (Casselman) Schwerdtfeger passed away with her family by her side at home in Salmon Arm on Saturday February 02, 2013 at the age of 92 years. Eleanor was born at Williamsburg Ontario on July 22, 1920.

Eleanor was a direct descendant of the United Empire Loyalist Captain Cephernes Casselman.

Eleanor married Franklin G.W. Schwerdtfeger on October 08, 1941 a fifth generation descendant of the Reverend Samuel Schwerdtfeger who was the minister for the first Lutheran Congregation of the upper Canada (now Ontario). They retired to the Salmon Arm area in 1977 to enjoy the mild climate and the beautiful scenery. A visitation took place Sunday evening February 10, 2013 at 6 pm from Bowers Funeral Chapel followed by a Funeral Service on Monday February 11, 2013 at 2pm. Interment took place at Mt. Ida Cemetery, Salmon Arm with a reception following in the Mountainside Room.

Church leads pilgrimage through Lenten season Make a pilgrimage from the cold, bleak winter of introspection into the promise of spring with members of First United Church.

Called “Walk of Ages,” this year’s edition of the popular Lenten series, is open to everyone and explores the theme of personal pilgrimage. The month-long series will run Tuesday nights, with

the addition of one Sunday event.

“Pilgrimage resonates within all of us,” says Christine Hutchinson, member of the church’s ministry team that put the series together.

“We’re hoping to draw people into the new season – spring, the warmth…”

• The series begins Tuesday, Feb. 19 with Catherine Kroetch, who will speak of her pilgrimage

to Italy, where she attended a presentation on The Living School of Action and Contemplation.

• On Sunday, March 3, participants will engage in a gentle, spiritual walk and talk on snowshoes, followed by a progressive dinner and potluck dessert at the church.

• On March 5, Brian Ayotte will introduce The Way, a film about the Camino de Santiago, a cen-

turies-old pilgrimage that attracts people from around the world.

• On March 12, retired OUC professor Les Ellinor will present, “How Christians Perceive Paradise,” from the church’s early views, through the grim medieval doctrines concerning the afterlife and ending with modern ideas about a possible paradise.

• On March 19, United Church

Minister Juanita Austin will present her own spiritual pilgrimage to the places where the history and theology she learned in school were shaped.

The Voice of the Shuswap Society is looking to raise its profile and membership.

The society purchased equipment to the tune of about $36,000 and now that the radio is on air every day, members are hoping citizens, both private and in the business sector, will not only tune in, but buy a membership to support a radio station that is designed with them in mind.

“Once they have four regular shows a day, they will begin broadcasting on the Internet,” says society president Warren Bell. “We’re expanding local programming step by step, but we’re reaching out for concrete support that will drive the station.”

The society is also paying a “very small five per cent” to people to sell sponsorships.

And anyone who has an idea for a type of music or other material they would like to hear on the air is invited to call the station.

“We would love to have somebody do a classical show,” says Bell. “You have to pitch a show idea to program director Leah Shaw and she’ll help you define it, flesh it out and give it shape and focus.”

The station has been broadcasting SilverBacks games and will do so again this Friday, Feb. 15.
