Developer applies for quarry permit Sand and gravel mining pursued after subdivision plans for Steelhead rejected BY TIM FITZGERALD Mission Record

From a proposed 31-home subdivision to a gravel pit. That’s the new direction Dean Hodgson is taking with his 80-acre parcel of land on Thomas Avenue and Cardinal Street in Steelhead. Hodgson’s name is on the application put forward by H&H Contraction to the province’s Ministry of Energy, Mines and Natural Gas to convert the property into a sand and gravel pit. “Our subdivision was always plan A,” said Hodgson. “Gravel mining is one of our back up plans. Although at this time we have no firm plans to extract or transport gravel, we now need to seriously consider our other options.” Mayor Ted Adlem said he’s not surprised by the application because Hodgson had indicated that a gravel and sand pit was an option for the property. The mayor said the property is close to the Welch Avenue Quarry, which just received approval for a processing plant on site. Adlem said he suspects the ministry will give its blessing, and there’s little that can be done to stop it. “If he’s given the permit, he can dig,” said Adlem. “I don’t think it will matter what we at council or anyone else thinks.”

Adlem is on record for supporting gravel mines as a critical component of the economy. “Without gravel, you don’t have an economy. You can’t build roads and bridges without it,” he explained. As for the concerns of Steelhead citizens, Adlem said council listened to their “huge opposition” to the proposed property development and acted accordingly. Council turned down Hodgson’s Jan. 7 application to rezone the property to rural residential and subdivide the property to build 31 homes that would average 2.56 acres per property. Under the current rural zoning, any developed property must be four acres. At their recent proposal to council, Hodgson, along with consultant Ryan Anderson, said the housing development would pump more than $23 million into the local economy. That included $85,000 in local amenities, about $415,000 in development cost charges and $130,000 in park fees. They indicated $630,000 will go directly into the district’s coffers. With a mine on the property, the district would collect 50 cents per cubic metre of sand and gravel extracted from the site. Any money the See RESIDENTS Page 3

Fletcher named new MPSD superintendent

Bill Fletcher is the new superintendent for the Mission Public School District. Fletcher’s appointment took effect on Jan. 24, about six months after working as the interim superintendent. Fletcher began his career in education in Mission in 1976 and has worked at numerous schools, such

as Dewdney, Ferndale and Silverdale elementary schools. He taught at Cherry Hill from 1977 to 1980 and moved into an administrative role in 1980 as principal at Deroche. Since then, Fletcher has worked in the administration department in both elementary and high schools. While Fletcher served as acting superintendent, he continued to be

district principal of the Aboriginal Program. “While maintaining this double role, Mr. Fletcher has initiated an examination of the district’s fiscal management, opened discussions on the formation of a traditional elementary school and started a dialogue about restructuring the district’s high school configura-

District of Mission gets from the site has to be used to repair roads. Cindy Diamond, co-chairwoman of the Steelhead Community Association (SCA) said they were caught off guard when they learned of the application. She said SCA has attempted to get a hold of the plans for the mine from both the Mission library, where they are supposed to

be filed for public viewing, and from Hodgson. She said they’ve had no luck with either. “We really can’t speak on the plans one way or another until we’ve had a look at them,” said Diamond. However, she said considering the community’s lack of appetite for a subdivision on the property, she doubts the idea for a gravel pit will be welcomed. The 80-acre site is surrounded by rural residential properties and Diamond questions if it’s the

right place for a mining operation. Diamond is encouraging everyone in the Steelhead community to make their opinions known to government. As part of the approval process, the ministry allows 30 days for anyone to submit their thoughts on the proposal. They must either make written or e-mailed submissions to Al Hoffman, the chief inspector for the province, at SouthwestMinesDivision@gov.bc.ca.

Downtown gets mobbed By Carol aun Mission Record

More than 40 people crowded downtown streets Saturday, taking part in the first ever Cash Mob event in Mission. With $20 in hand, the group met at the Olde Raverty Mall on First Avenue and filed into Murdoch’s Book Shoppe to spend their cash. The idea of a cash mob is based on the flash mob concept, only this promotes socializing and supporting local businesses, explained Ronda Cushnie, executive director for the Mission Downtown Business Association, which organized the event. “Down-

town gets mobbed in a good way.” After the shopping trip, the crowd enjoyed a cup of coffee and a treat at The Sweet Spot across the street. “It’s a great way to meet people and make connections,” said Cushine, noting many people came alone for the experience. “There was trepidation at first, but in the end, everybody left as friends.” The DBA will be coordinating a cash mob every month to promote shopping downtown. The stores visited will only be revealed on event day. The next cash mob is scheduled for Feb. 16. The meeting location is the walkway by Magnolia’s on First Avenue.

Mission Arts Council is wrapping up its 40th year with a celebration at the Clarke Theatre on Feb. 9. It’ll be like a year review, said MAC executive director Nancy Arcand about the event. Highlights from the 40th year include the pirate-themed Children’s Festival, large Christmas Craft Market and the inaugural Halloween Haunted Mansion. Mission Youth Arts Council (MYAC) was also created last year to encourage young artists to get involved and follow their creativity. The young artists played a key role in organizing the Haunted Mansion from making props to performing arts. MAC was incorporated in February 1972 and had in office inside the Leisure Centre before moving into its current location on First Avenue in 2000, said Arcand. Since taking over the house, the group has established a gallery, which showcases numerous artists throughout the year, and a tea room to help raise some funds. The Celebration of the Arts will begin at 6:30 p.m. and entertainment will start at 7 p.m. Back Door Slam, Alex Rake and the Leaves, Opening Nite Theatre, Trent Tinney, Serenata Singers, Tangerine, Anwynn Studio and Cloggers and Doris Paterson are all scheduled to perform. MYAC is also organizing a poetry slam. There will also be a silent auction showcasing the arts, static displays and demonstrations by artists. In the cafeteria, there will be appies and wine tastings. Zombies and pirates will be roaming around to promote the Children’s Festival and the Haunted House, added Arcand. “We’re not just about flowers and trees.” Tickets to the event are $20 for MAC members, and $25 for non-members. For more information, or to purchase tickets, call 604-826-0029 or e-mail macart@shaw.ca.

District wants feds to inspect marijuana grow ops Mission Record

As the debate around the production and use of medical marijuana continues to smoulder across Canadian communities, the District of Mission is making a plea to the federal government to extinguish the growing number of grow-ops that are taking hold inside its borders. Mayor Ted Adlem said he’s hoping a letter sent to federal Health Minister Leona Aglukkaq will put pressure on the government to live up to its obligations to monitor and control medical marijuana grow ops. Adlem The letter was published in the Jan. 17, 2013 edition of the Mission Record. In the correspondence, Adlem points out there are an “exceptionally high number” of personal-use and designated production licences for medical marijuana within Mission. “The federal legislation suggested they would be doing inspections and they have one inspector for Western Canada,” said the mayor to council last Monday night. “What we’re expecting is that they hire a few more inspectors and actually do their job and inspect.” He said the lack of inspections makes a mockery of the government’s approach on the issue and causes safety risks to neighbourhoods housing the grow-ops. As the current legislation stands, patients can apply to Health Canada to take part in the Marijuana Medical Access Program. If accepted, patients can then purchase their pot from a government producer or grow at home.

However, new regulations set in place by Aglukkaq in mid-December have changed the guidelines. Patients will no longer apply to Health Canada for medical marijuana, and home production is being phased out. Marijuana production will be handed over to private producers. Under the new rules, only facilities that meet

“strict security requirements” will be able to produce marijuana for medical purposes, says the Health Canada website. It’s hoping this will make it easier for municipalities to pass zoning bylaws forcing the production outside of residential areas. The new plans are set to be in place by the end of March 2014.

Adlem said until the federal government gets serious about the issue, changing the legislation will have little effect on what’s happening now. Adlem added as far as the district is concerned, staff will monitor the commercial bylaws to ensure any grow-ops that set up in Mission will do so under strict guidelines.

OPINION

Published and printed by Black Press Ltd. at Mission at 33047 First Ave., V2V 1G2

Share your ideas at town hall meetings

We often complain about governnents and the way they are running our lives. Whether it’s over the dinner table or at a party, political debates often get heated and we groan about how our daily lives are impacted. Municipal governments and the decisions local councils make affect us every day, from the new shopping centre to a condensed housing development in a neighbourhood. Maybe you are worried about safety in the community, or that there aren’t enough trails and parks to enjoy. Maybe you have ideas on how to improve Mission. Who do you talk to and how do you get politicians to listen? Mission council is making it easy for residents in this community to be heard. There are three town hall meetings being planned and no agenda. This is your opportunity to tell the government what you think and discuss your concerns/suggestions. Mark your calendars. The meetings will be on April 25, Sept. 12 and Dec. 12 at municipal hall. All meetings will begin at 7 p.m. Residents are being given plenty of notice the adjust their schedules. Plan to attend at least one of these meetings to learn about your community, and maybe even meet some neighbours and the men and women who are running this town. Bring your concerns and sugggestions. Or sing their praises if you like the way things are. This is your chance to be heard. Mission Record

New season for ‘School Wars’ L

ike a bad reality show about a dysfunctional family, B.C. School Wars has lurched to life again for the 2013 election. Coming soon to billboards and buses across the province: staged pictures of sad-faced kids crammed into dirty classrooms by a heartless government. It doesn’t even matter which government. This ritual combat went on through Social Credit and NDP governments too. Premier Christy Clark opened the new season with her promised pitch to restructure bargaining. It suggested splitting up bargaining into traditional wage and benefit talks, and a separate table and fund for classroom size and support. Cast in her familiar role of the sullen, rebellious teenager, BCTF president Susan Lambert staged a news conference to distort and mock the government’s offer. A 10-year deal if we give up bargaining wages and classroom conditions? “Ludicrous.” What’s ludicrous is her characterization of a formula to link teacher pay to nurses,

trips, but we need those as bargaining chips to get more paid leave time. To state the obvious, Clark and McRae staged this as a pre-election event to frame the issue. They knew their effort would be greeted as a declaration of war. The main reason the BCTF agreed to a contract extension with a wage freeze last year? It wasn’t the blindingly obvious fact that every other public sector union had already taken two zeroes. It was strictly tactics. The delay sets up the latest rematch of these old warriors in the spring election. The plan is to get the dreaded B.C. Liberals out and then start working over the weaker, more union-dependent NDP. That’s who caved in earlier and gave the BCTF broad control over staffing levels, the proverbial key to the treasury. Along with basic math and economics, a point the BCTF seems unable to grasp is that its strategy is self-defeating. Those sad kids are making more and more parents seek a better deal. tfletcher@blackpress.ca

One of the major causes of home fires, especially during the winter, is leaving burning candles unattended. It is easy to forget that such a calming artifact is an open flame that can reach 1,400C. Most candle fires begin in the bedroom with a mattress or bedding cited as the first item to ignite. During the holidays, when more people use candles precariously too close to decorations, furniture and plastics are cited as the first items in the home to catch fire from a lit candle. Statistics reveal that the most common causes of fire are: • leaving candles unattended • candles located too close to

burnable objects • falling asleep while a candle is lit • using candles for light • candles knocked over by children, pets or sudden drafts

Safety Tips • extinguish candles when leaving the room or going to sleep • keep lit candles away from items that can catch fire such as toys, clothing, books, curtains, and paper decorations • place candles in sturdy, burnresistant containers that won’t tip over and are big enough to collect dripping wax • don’t place lit candles near windows where blinds or

curtains may close or blow over them • don’t use candles in high traffic areas where children or pets could knock them over • never let candles burn out completely. Extinguish them when they get to within two inches of the holder or decorative material • never leave children or pets alone in a room with lit candles • do not allow older children to light candles in their bedrooms. A forgotten candle or an accident is all it takes to start a fire For fire safety questions you can call the Fire/Rescue Service weekdays at 604-820-3794, or check www.mission.ca/fire.

Help welcome Oyama visitors The District of Mission is preparing to host a delegation of visitors from our sister city of Oyama, Japan over the 2013 Canada Day weekend. The invitation has been sent by Mayor Ted Adlem for a delegation of Oyama residents and officials visit between June 28 and July 5, 2013. This important visit will serve to return the remarkable hospitality that was offered to Mission’s 2009 delegation to Oyama, in which the gift of a locally carved house post was presented and installed at the Oyama Cultural Centre. Our past Mission delegations have been billeted in the homes of our sister city’s citizens and exposed to rich intercultural experiences. Strong bonds of friendship have developed between our two communities over the years, and the upcoming visit of the Oyama delegation will bring with it, a gift for Mission citizens, a Friendship Bell. Mission International Cultural Association (MICA) will organize and coordinate the visit of some 30 Oyama delegates with input provided by the District of Mission. Much work needs to be done in preparing for this visit, so it’s all hands on deck. Members of the public are invited to attend the MICA 2013 Oyama delegation planning meeting on Thursday, Feb. 21 in the District of Mission council chambers. It will only take about an hour of your time and anyone interested in helping plan or host the event is encouraged to attend. We are inviting the citizens of Mission

to come forward and help in extending the best of Mission’s renowned hospitality to our guests. We want them to enjoy the full flavour of Mission, and be immersed in a true Canadian cultural experience over the Canada Day weekend, enriched by sharing our homes and our time with them. Please consider having a delegate billeted in your home, or offering your time in hosting our guests in various planned activities. Check out our Facebook page (search Mission International Cultural Association) to learn more. If you are interested in taking part please contact Kelly Ridley at 604-820-3705 or Cory Cassel at corycassel@ yahoo.com.

GET OVER IT!

It goes without saying, but I’ll say it anyway: “we have all made mistakes.” As Alexander Pope so aptly put it: “To err is human, to forgive, divine.” We should remember this the next time we make a mistake. Most certainly, we must learn from our mistakes, and hopefully not continue to repeat them, but we should also forgive ourselves. While it can be hard enough to forgive others for their mistakes, it can sometimes feel almost impossible to forgive ourselves. We sometimes cannot bring ourselves to forgive something we’ve done, and we may punish and harangue ourselves for years, or even decades, over youthful indiscretions. In addition, some of us may not be able to forget the sins of our past. And although that may prevent us from repeating them, we must be charitable and forgive ourselves, just as we B.C. band others. Town Hall meetings planned

The Bahá’í Faith

and this one in the Sept. 30th Record.

The District of Mission has scheduled a set of town hall meetings on Thursdays. Residents can come to municipal hall council chambers on April 25, Sept. 12 and Dec. 12, 2013 to discuss concerns and share ideas with Mayor Ted Adlem and council. Councillor Larry Nundal said he doesn’t want council setting the agenda for the meetings, but rather let the resi-

Council relies on volunteers The District of Mission relying on the kindness of strangers in dealing with an eyesore on Cedar Street. Council voted to 4-3 to solicit the help of local gardening groups to clean up the storm-water detention pond on Cedar Street. District staff had recommended spending $8,500 to install green screening inserts on the side with the pond as well planting about 20 trees to improve the area. The district would then clean up the rest of the area north and south of the pond once properties in that area are developed. Coun. Jenny Stevens said she would rather see if a local garden group had any ideas to improve the area. “Frankly, if we’ve got $8,500 to spend on getting rid of an eyesore and improving things, quite honestly I think we could benefit the community more by spending it downtown,” said Stevens However, to say the district doesn’t have the money is not entirely accurate, said coun. Dave Hensman. He said the more than $129,000 that is currently in the district’s tree planting account is there specifically for these types of projects. “We want to beautify and improve our community. That’s why we’re here, folks,” said Hensman. “So let’s move forward and beautify Mission, and if it’s one lot at a time, bring me the next ugly one on your list and let’s look at that one too.” Stevens, along with councillors Nelson Tilbury, Larry Nundal, and Jeff Jewel carried the motion to approach the local gardening groups.

dents come with topics in mind. “My feeling is it should be the public who brings anything forward. Any discussion should be

coming from the floor, not from us to the floor,” said Nundal. Coun. Jenny Stevens agreed. She said this is one council meeting

where she hopes she won’t see an agenda. “This is an open invitation from council, for the public to come and talk to council and staff

HAPPY THOUGHTS

HAPPY THOUGHTS

I’m Helen Tingley on my 80 birthday, 2012 and I went ice skating! I haven’t skated for 48 years, since my son was two, he’s now 50! It was at Silverdale Lake that froze over in Mission, BC where I skated with my son, Wayne, in my arms and pulled him in a box with a rope. It was fun for my son, he enjoyed it and so did I! My friends from St. Mary’s Church choir, Chilliwack, came and watched me skate. I plan to go again, never too old to have fun! And to top it off I got a letter from the Queen for my 80th birthday which was very touching. I thank God for all this happening to me. He has really blessed me and took care of me because I pray a lot! Thank you God. th
