Port plans concern council Westshore expansion would expropriate farmland and increase coal dust ❙ Adrian MacNair reporter adrian@southdeltaleader.com

Delta council has forwarded a Port Metro Vancouver environmental report on the Deltaport third berth expansion, but not without voicing some concerns publicly.

PMV is undergoing an environmental assessment on their $200-million, three-year Deltaport Terminal Road and Rail Improvement Project, which includes road widening and a rail overpass on the Roberts Bank causeway. An additional 20 km of new rail track will also be added between 72nd Street and Deltaport Way. The 51-page report includes information on the scope of the assessment, including public consultations, First Nations engagement, and biophysical analysis of vegetation and wildlife, water resources, marine habitat and environment, and air quality.

Mayor Lois Jackson said she was particularly concerned about the environmental report’s mention that at least 8.33 hectares of land will be removed from the Agricultural Land Reserve (ALR) to complete the project.

the ALR approval for any lands that would be removed,” said Mayor Lois Jackson. “It’s one thing to have another terminal and another to encroach into the productive lands in Delta.”

According to the report, compensation discussions will need to take place with farmers, the Agricultural Land Commission, the Delta Farmers Institute, and the Delta Irrigation Enhancement Program.

“We are a farming community and we do have a lot of acres in production here and heaven knows we don’t want to lose one more acre,” said

Jackson in a followup interview.

Jackson said she wants to know whether PMV has overriding powers to expropriate lands from the ALR for the national good.

“As a local mayor however I have to ask the question, what if they’re after 800 acres rather than eight—or whatever the number may be—the principle is still there in terms of their ability to take some of the best farmland we have in B.C. and convert it to additional trackage.”

Jackson said a 2008 study commissioned by David Emerson, then federal Minister of Trade, recommend-

ed a system of inland terminals in places like Ashcroft to reduce the need for truck traffic and port congestion in Metro Vancouver.

Local Tsawwassen environmentalist Susan Jones argued that Ashcroft Terminals is a viable option in a November 2012 article published on thecanadian.org. She pointed out it is a crossover area for CP and CN railways and has the industrial lands and infrastructure to accommodate the traffic.

The report indicates PMV will need to work with Delta on suitable compensation for lost agricultural lands.

Jackson said PMV has historically provided good compensation on other projects in terms of cash or amenities. Mitigation plans are also included in the report from Environment Canada and the Department of Fisheries and Oceans which focus on minimizing noise levels during construction and reducing impacts to wildlife.

Coun. Robert Campbell expressed concern there was no mention in the report of the environmental impacts of Westshore Terminal’s coal dust.

“We see there is a concern and with a marked impact of train traffic in Delta it’s important to see what the effect is,” he said.

Westshore currently uses a spray to keep coal wet enough that the dust won’t blow away onto adjacent public lands. But Jackson said Monday the current coal dust mitigation measures aren’t good enough.

A decade after it was launched, a municipal police emergency response team has folded.

This month, the Municipal Integrated Emergency Response Team (MIERT) has disbanded, leaving Delta, Port Moody, Abbotsford and New Westminster looking for new partnerships.

MIERT, often referred to by the public as the SWAT team, was formed in 2003 to respond to high-risk situations in all four cities. These included drug busts, gang-related arrests and armed stand-offs.

The team was composed of officers from each of the participating municipal police departments.

Delta says it is now partnering, at least in the short term, with the Vancouver emergency response team to augment an eight-member team already based in Delta.

While the RCMP is closer – policing the neighbouring community of Surrey – it was felt the temporary partnership with Vancouver was more efficient.

“There was a consulting group that looked at all the avenues we could take,” Const. Ciaran Feenan said. “We believe at this time that Vancouver is our best option.”

Delta spent $390,000 on MIERT last year, and is budgeting the same for its partnership with Vancouver for this year.

One of the drawbacks of MIERT was the amount

of time needed to get the team in place. Because crews were often coming from as far away as Abbotsford, it sometimes took a lot of time to get the team completely deployed.

With Vancouver, that response time will be significantly shortened, according to Feenan.

“It’s going to be quicker getting them here,” Feenan said Monday.

Delta currently has on-staff negotiators as well as an eight-member emergency response team.

In the longer term, Delta plans to increase the size of its own team so that it doesn’t have to draw from other municipal resources.

Keenan said there won’t be an onerous cost to the added members as they are on duty in other squads anyway and are just deployed to ERT when needed.

TFN calls April 10 election The Tsawwassen First Nation is set to hold a new election on April 10, following a December ruling by the Judicial Council that invalidated the Sept. 5, 2012, election results.

The TFN website now has a 2013 General Election notice, which includes nomination forms and meeting notices.

The first meeting to nominate candidates for the offices of one Chief and 12 members of the Legislative Assembly will be held Monday, Feb. 25, at the TFN Recreation Centre at 5 p.m.

To be eligible for TFN elections, one must have been a Tsawwassen member for at least 12 months prior to Feb. 25, 2013, and be at least 18 years old as of April 10, 2013. To run for Chief, a candidate must have previously served as councillor.

A copy of the official registered voters list will be available in the TFN administration building.

The 2012 election results were appealed in October

by Mike Baird, brother of former Chief Kim Baird, and Christina Shellard, her niece, due to the incorrect day of the week being included on some election notices.

The decision was handed down Dec. 11 by Judicial Council members sitting on the election appeal hearing, Paul Fraser QC (Queen’s Council), professor Bruce MacDougall, and Leif Nordahl.

Lawrence Lewis was appointed election officer by Executive Council on Dec. 19 to oversee the election.

Burns Bog’s protected wetlands is set to increase its area by 20 per cent, or more than 400 additional hectares, according to a municipal report.

Delta will expand the Burns Bog Ecological Conservancy Area to 2,428 ha (6,000 acres) from its present 2,023 ha (5,000 acres) size, with the addition of eight parcels of land of varying size.

The current protected bog area was purchased in 2004 by four levels of government and is protected by Delta and Metro Vancouver under a conservation covenant.

Council has previously directed staff, in 2005 and 2010, to identify Delta-owned parcels that have bog ecological attributes and and include them into the conservancy.

The proposed addition would absorb the 66-ha Delta Nature Reserve.

It is located in the northeast side of the bog by Nordel Way and Highway

Norovirus lands at Delta Hospital A new strain of the nasty norovirus is wreaking havoc at hospitals across the Lower Mainland, including Delta Hospital.

Although warm to the idea in general, Coun. Ian Paton expressed concern over the 100-ha southern parcel, an L-shaped piece of land sandwiched between rural properties, saying it encroaches on potentially productive lands.

While norovirus has been reported at Delta Hospital, Fraser Health

spokesperson Tasleem Juma said it is not being considered an outbreak at this time. No wards have yet been closed at Delta Hospital, however it could become a possibility if the virus spreads.

“We expect to restrict access to certain wards in the future if it worsens, “ Juma said. “This will be an ongoing issue for the next few months.”

Norovirus changes its form every few years, resulting in more cases than usual.

“Many people don’t have immunity to this new strain,” said Juma. “This is a very unpleasant virus but it usually passes within 24 to 48 hours.”

Juma said ward closures due to norovirus are very normal each winter.

“The reason we’re a bit opposed to that particular piece is that kind of land is primo for growing blueberries or cranberries. So, what we’re saying is if it gets put into the bog conservation area then it can never be used for agriculture.”

Paton suggested leasing the land to farmers in order to add to the agricultural tax base. He cited the example of the northwest corner of Burns Bog where there are productive cranberry fields.

Coun. Scott Hamilton asked staff whether the additional lands under a new covenant agreement would create access restrictions within the Delta Nature Reserve. Staff responded that such details would need to be worked out in the new agreement with Metro Vancouver.

Delta staff will now begin the legal framework with Metro Vancouver before the parcels are officially added to the conservancy area.

The leader of the B.C. Conservatives is warning that jobs in Delta and Richmond’s cement industry are in grave danger because of the provincial carbon tax.

“Foreign-made cement, which does not pay the carbon tax, now sells at a sharp discount to our own B.C.-made product,” said John Cummins in a press release.

“As a result, B.C. cement producers, who are forced to pay the carbon tax, have seen foreign competitors make significant inroads into our domestic, provincial market since the tax was enacted.”

Jasper van de Wetering, environmental manager at Lehigh Cement in Delta, declined to comment on the charge, citing concerns of creating a political issue.

However, he said Lehigh and the cement industry is hoping the B.C. government will soon make changes to the carbon tax that will resolve the problem.

Bob Cooper, president of cement for LaFarge Western Canada, which includes plants in Richmond and Kamloops, agrees with Cummins’ claims.

“Factually, yes, the importers have increased their market share in B.C. and part of this is most likely due to the carbon tax,” he said. “We’ve been working with the government for a couple of years on this thing and trying to find solutions to it,” he said.

The Tsawwassen Longhouse Gallery is launching an art show Saturday (Jan. 12) featuring work from 106 South Delta Secondary students and eight from North Delta.

The third year of this annual show will focus on artwork, poems and stories that deal with the concept of adventure.

One such piece by Grade 10 student Sarah Sawyer, called “The Journey Begins,” shows a three-dimensional butterfly on a painting.

“It’s just a stage of life, starting off not knowing what you’re going to be and then it flourishes,” she says of the symbolic metamorphosis.

Her classmate, Wyatt King, created a pencil and

ink cartoon piece called “The Fourth Wall,” based on the popular web comic Homestuck, a detailed story about four kids trying to save the universe.

“Originally it was only going to be black and white but I felt it didn’t draw your eye around the piece so I added colour in select areas,” he says.

Four students will receive prizes for their artwork and four will receive prizes for their writing and poetry.

The event is sponsored by Century Group, which will help create a book categorizing the artwork from the collection.

Adventure runs at the gallery in Tsawwassen from Jan. 10-27, and opening reception is Jan. 2 from 1-4 p.m.

After shaking up the B.C. government’s financial affairs, Auditor General John Doyle will be replaced by a new financial watchdog when his six-year term expires at the end of May. Rules for the five-member MLA committee that appoints auditors require them to maintain secrecy on who didn’t support Doyle’s reappointment, which required unanimous support. NDP leader Adrian Dix said it’s clear it was one or more B.C. Liberal MLAs who voted against Doyle’s reappointment.

“This is clearly a bad decision, not one that the NDP supports, not one that I support,” Dix said Monday.

Opposition MLAs cite Doyle’s reports criticizing the recent buildup of BC Hydro debt and the state of B.C.’s forest inventory in the wake of a devastating pine beetle epidemic as likely reasons why Doyle wasn’t reappointed.

Doyle is also leading a court action seeking release of detailed defence lawyer billings for former ministerial aides Dave Basi and Bobby Virk, whose $6 million in legal costs were covered by the province after they pleaded guilty to breach of trust in the 2002 sale of BC Rail operations.

“I can tell you this man is devoted to doing his job independently,” she said, adding he’s one of the best officers of the Legislative Assembly.

“To get rid of him because you don’t like, as a government, some of his comments about the management of government programs, then shame on you.”

Huntington accused the government of making a political move to oust him because his accurate reports have embarrassed them.

Dix called Monday for Premier Christy Clark to intervene and ask the MLA committee to reconsider its decision to hire a new auditor. A spokesman for the premier quickly ruled that option out.

Ben Chin, Clark’s communications director, said Clark has maintained a policy of not interfering in legislative committees, such as a cosmetic pesticide committee that disagreed with her call for a ban.

“You can’t send the committee back to work because you don’t like the conclusion they reach,” Chin said.

Vernon-Monashee MLA Eric Foster, who chairs the selection committee, said there were no “marching orders” given to B.C. Liberal MLAs by the caucus or the premier. Foster refused to comment further, citing strict confidentiality rules around personnel decisions such as the employment of the auditor.

The other B.C. Liberal committee members are Chilliwack MLA John Les and Peace River South MLA Blair Lekstrom, both of whom are retiring in May. The NDP members of the committee are Surrey-Whalley MLA Bruce Ralston and Burnaby-Deer Lake MLA Kathy Corrigan.

When Deidre Severide speaks, her soothing voice, relaxed body language, and friendly smile puts one quickly at ease.

Which is probably why the Ladner resident is suited to her profession as the only lawyer in South Delta to be registered in collaborative divorce and mediation.

“The biggest difference in this process is we don’t go to court,” says Severide, although that’s just the tip of the iceberg.

As the name implies, Severide facilitates the amicable separation of married couples, without the adversarial process of litigation.

“It was financially and emotionally ruinous to people,” she says of the “old way,” which she practised for 25 years before switching to this

last month, when they stopped a motor vehicle for a traffic offence.

Officers requested the rear passenger identity himself, as a result of an alleged seatbelt infraction. The passenger verbally identified himself to police using a suspected false name.

Despite several cautions from the officers he continued to maintain the false identity, and was subsequently arrested for obstruction of a peace officer and taken into custody where he continued to refuse to identify himself. Through further investigation, officers confirmed the man’s

method five years ago.

The results of normal divorce often fall below the expectations of clients, while intangibles fall by the wayside, such as preserving relationships, control over process and outcome, and the effect on children.

“I always wanted to do law to help people with their problems,” says Severide, adding that after 25 years she became frustrated with the process.

That frustration was exemplified in the faces of those she dealt with as well. She would often see the ex-spouses of clients in the supermarket and they would ignore or give her hostile looks. Today, those ex-spouses will walk up to her, smile, and have a friendly conversation.

“It’s the opposite in the collaborative process,” she says, adding this finally recognizes the emotional component to divorce.

Nikkel was held in custody and appeared in Surrey Provincial Court on Dec. 19, where he again refused to acknowledge his true identity or cooperate with the court process.

“I like to think of it as an enlightened process to divorce and separation.”

During the process, Severide does many face-to-face meetings with both sides. In exchange, they agree not go to court, provide an honest exchange of financial information, and come to a resolution that meets everyone’s interests. She says this is an alternate dispute resolution process that is interests-based rather than statutory rightsbased. Or simply put, an alternative to the “win-lose situation.” Instead of “gladiators” the lawyers act as coaches and advocates, not just for the client but the integrity of the process.

Nikkel is currently charged with obstructing a peace officer, obstructing justice, utter threats and failing to wear a seatbelt. He was scheduled to appear in Surrey Provincial Court on Thursday, Jan. 10.

Upon arrival, investigators discovered a fire in one of the large industrial buildings, at which time Delta Fire Department was dispatched to the scene, and was able to extinguish the flames. There was subsequent extensive damage to machinery in the building, and smoke damage to interior of the premises. Police do not consider the fire to be suspicious at this time.

Support those hurt by lockout

N

ow that the millionaires and the billionaires have resolved how they will split up their pie, the NHL once again expects sports fans to forget the past seven hockey-less months and come crawling back.

NHL commissioner Gary Bettman said in August he was confident the NHL would recover from the lockout because, “we have the world’s greatest fans.”

Apparently, having the world’s greatest fans means having the ability to walk all over them.

Sports fans in South Delta and across the Lower Mainland have long supported NHL hockey with an intensity normally reserved for religious fundamentalism.

But with talks of fan boycotts, certainly some sports fans are tired of being disrespected by a league that takes their support for granted.

Of course, the NHL isn’t the only game in town. Many other professional sports organizations, such as the Vancouver Giants, Vancouver Whitecaps, and B.C. Lions, offer as good or better bang for your sports entertainment buck.

And every time the NHL can’t get their act together, an increasing number of local sports fans discover there is more out there than just the Vancouver Canucks.

Whether or not the NHL can recover this time remains to be seen.

While Canadian hockey fans have a masochistic relationship with the NHL, and seem more than willing to endure any and all abuse from the league, American fans aren’t quite so forgiving.

But as NHL hockey returns to the arenas and television screens, spare a thought for those who have been hurt most by this unnecessarily long lockout: Local restaurants, pubs, sports bars, memorabilia shops, and cab drivers.

The people who own and work at these local businesses are your neighbours, family, and friends.

Because the NHL and NHLPA couldn’t play nice, ordinary folks suffered the economic consequences.

So if you do choose to return to following NHL hockey when the season starts up later this month, why not go and watch the games at your local pub or sports bar, and take a cab home.

These local businesses live off the crumbs from NHL’s pie, and if anyone is deserving of your entertainment dollar, surely it’s them.

T

his is the first column of a regular feature that will focus on issues of local, regional and sometimes national importance.

By way of introduction, I’m into my sixth month of reporting at the South Delta Leader, and in that time I’ve come to learn a great deal about what former Delta Museum and Archives Director Mark Sakai refers to as the “three solitudes of Delta.”

There’s the largely populous, bustling, development-friendly north, which follows a sprawl example of big brother Surrey.

There’s the vast rural areas in the Agricultural Land Reserve and protected wetlands of Burns Bog separating the north from Ladner, which is still steeped in a small town spirit and fierce opposition to change.

And then there’s Delta’s well-to-do beachcombers in the south, a mix of modern, latte-sipping golfing enthusiasts with bird watchers and naturalists who enjoy the sight of the odd snowy owl.

Like any municipality, Delta has its quirks and quarrels, as each person who professes to love their home has a different idea on how it can be improved.

Some of those ideas can even be contradictory, as evidenced by the calls for more green, environmentally-friend-

ly developments being rejected by the unsightliness of a square building in historic Ladner.

Or the opposition to property tax hikes whilst simultaneously refusing to consider any number of homes being built along Highway 91 and 72nd Avenue, or a rural residential community in Southlands.

Or a regional growth strategy that ignores growth and seems to pretend Tsawwassen First Nation isn’t about to explode in population and commercial development.

But we can save such topics for a future column. For now, a brief explanation about me.

Writing opinion is a return to my roots, so to speak. I began my journey to journalism backwards. I blogged for the National Post for two years before going to college and becoming a community news reporter. Over that two-year span I’ve written columns on everything from economics, poverty, and politics, to global affairs, philosophy, and religion.

I look forward to sharing my views with South Deltans.

A final explanation about the name of my column. My essential view is that common sense isn’t commonplace in today’s world. Which means my column is a dose of common sense if sense were common.

That’s not to say I’m not open to new ideas. As with all things in life, I look for common ground.

letters to the editor Up to Delta residents to defend farm lands I am sure you have noticed that governments, both provincial and federal, as well as Crown corporations such as Port Metro Vancouver are very quick to assure us that projects have undergone or will undergo a rigorous environmental assessment when citizens express concern about the effects of their mega-projects. Some inspection of the facts, however, casts grave doubts on this assertion.

It seems to have started with the Deltaport third berth. Right away there was an issue regarding the scope of the cumulative effects assessment. The Environmental Assessment Act requires that the review must take into consideration the effects of projects already completed and those that are “reasonably foreseeable” for the future. After all this is what “cumulative” means, isn’t it?

However, in this case, [Port Metro Vancouver] was allowed to withdraw Terminal 2 from the scope of this assessment after consulting with DFO officials.

Then came the South Fraser Perimeter Road. The application stated that, while potential air quality impacts of a future second terminal were considered, habitat impacts could not be because “on-site services and offsite road and rail require-

ments have not been established.”

Thus, it seems the effects of the use of agricultural land for rail ‘improvements’ were not considered before this road was begun.

Additionally, Environment Canada was not designated as a ‘Responsible Authority’ in that application. It had the right to comment but not to rule against it. Federal approval was awarded, after only a screening review

by Transport Canada and Department of Fisheries and Oceans. Subsequently, the certificate to proceed was given by Provincial Ministries of Environment and Community Development.

In this precious estuary of a major river, will the combined effects of port expansion, road and rail expansion, freeway construction and threatened development of optioned agricultural lands ever be properly assessed?

wage increase to staff (1.5 per cent in the first year) along with a cast iron rule that the cost be made up by “savings” elsewhere in the education budget. For different reasons, this will please no one. Schools are a service industry, so the vast majority of their budget is taken up by wages. This means that any “savings” can only made by even more punishing cuts to education services. For students, this could mean older textbooks, more libraries closed, larger classes, deteriorating buildings, fewer course choices, or most likely all of the above.

Budget shortfalls, of course, are old news.

They have been the dreary reality of public education under the Liberals. What is new is the open resistance now coming from many elected school boards. Right wing or left wing, it is they who are faced with the grisly annual ritual of choosing where to cut next. Across the province are signs that enough may finally be enough.

The Delta and Surrey school boards have historically taken a very timid approach to standing up to the provincial government, leaving the heavy lifting to others. But their policy of appeasement has scarcely benefitted the students. Both boards now have new chairs, and supported by the new climate of resistance, they may finally grow some intestines and realize they were elected for a reason.

n exciting day of birdwatching resulted in Delta once again coming first in Canada in the annual National Audubon Society Christmas Bird Count, with 146 species recorded on Dec. 23. This event has been going strong for 113 years across North America (since 1957 in Ladner), with groups of local birdwatchers braving wintry weather to count every bird they see and hear.

To the non-naturalist, this might not sound too entertaining, but it is actually a really friendly, fun event, involving a wide range of people of all birdwatching abilities.

Often the first step to becoming keen on wild birds is to hang a bird feeder and watch the chickadees and nuthatches descend.

Vary the food provided (sunflower seeds, suet, peanuts) and different birds arrive.

A field guide can be used to sort out their names.

Taking a stroll in the park is another good way to get into birding, as Delta has an abundance of birds in every season, so there is always something interesting to see.

While the vast expanses of verdant farmland that define Delta’s landscape may have changed little since they were first ploughed more than a century ago, the communities that farmland now surrounds would hardly be recognizable to a visitor from the 19th century.

Decades of exponential growth have seen Ladner, Tsawwassen, and North Delta evolve from sleepy agricultural backwaters to bustling modern suburbs.

And just as these communities have evolved, so too has the police force tasked with protecting its citizens.

For the past 125 years, that job has fallen to the Delta Police Department.

“Police work has changed so much, just in my lifetime,” says Delta Police Chief Jim Cessford.

“Technology puts information right at our fingertips, and the demands on our time for legal cases means the majority of our time is spent doing administrative work.”

A living piece of history himself, Cessford is the Delta Police Department’s longest serving chief, and is currently the longest-serving chief of any police force in Canada.

The force he administers looks nothing like the one founded 125 years ago.

On July 7, 1888, Joesph Jordan was appointed by Delta Council as the community’s first chief constable, marking the birth of the Delta Police Department. The part-time position paid $75 per month, and it wasn’t until 1891 that Jordan was given a badge and a gun.

The frontier days of the late 19th century saw Jordan spend most of his time policing the Chinatown

that existed between Ladner and Port Guichon, then a hotbed of gambling, prostitution, and opium addiction. “[Delta] was really just a village back then,” says S/Sgt. Sharlene Brooks. “The police chief did all the jobs in those day, he was the police department.”

Brooks has spent the past three years working with retired police officers and historians to collect information on the Delta Police Department’s past for a new book to be released later this year.

The project started as a simple update to the department’s website and soon grew into an entire history book, which will be released in conjunction with Delta Police Week in May. “The department had very humble beginnings,” says Brooks.

By 1912, a police station and small jail were housed in the basement of the Delta Municipal Hall,

where the Delta Museum now stands.

Isolated from the rest of the Lower Mainland by the Fraser River, Delta was a largely stagnant farming and fishing community, until the opening of the George Massey Tunnel until in 1959.

“There were significant impacts for policing with the opening of the tunnel,” explains Brooks. The population exploded almost overnight as Delta became a commuter suburb. That brought with it an increase in automobile traffic, presenting its own policing challenges.

Delta Police moved to 24/7 service in 1957, and during the 1960s the department grew along with the community it served, evolving into the modern force seen today.

However, modern police work bears little resemblance to the work done by previous generations, Cessford explains.

“We’re expected to be mental health experts, counsellors, lawyers, judges, and problem solvers,” he says. “We’re all things to all people.”

One of the biggest changes in policing have been the rapid advances in technology.

“Today, everything we do is electronic,” says Cessford. “Our dispatch, our files, everything. It’s a whole new way of communicating” Technology has also changed the nature of crime. Sexual exploitation over the internet is a major concern for the department.

Ever-changing laws have also had dramatic effects on police work.

“We’ve moved from a justice system to legal system,” says Cessford. “It’s all about legal loopholes, and not about keeping the law simple so ordinary people can understand it.”

Cessford says the law changes daily, and police officers now spend the majority of their time doing administrative work in support of lengthy criminal trials.

As a result of the multi-faceted nature of modern police work, selecting who becomes an officer is much more discriminating than in the past.

Today, potential police officers undergo a six-month screening process before being accepted into a ninemonth training program at the Justice Institute, including an on-thejob practicum.

Potential officers must undergo a psychological assessment, interviews, polygraph tests, and rigorous physical testing.

A markedly different approach was taken when Cessford was starting out with the Edmonton Police Service 45 years ago.

“They looked at me, and I was a big guy, I played football and I could defend myself, so they said I got the job.

And that was that!” he says. “Today it’s much more selective, much more competitive. You have to be squeaky clean just to get through the door.

But the quality of police officers we have today is much higher.”

Delta has been the setting for a number of high profile crimes over the years.

The 1992 murders of Sharon Huenemann and Doris Leatherbarrow in Tsawwassen, the 2006 murder of teacher and mother Manjit Panghali, and the 2010 murder of 15-yearold Laura Szendrei, are but a few of the major crimes to have made headlines across the country.

The department has also lost some of its own in the line of duty. In 2000, Cst. Mark Nieuwenhuis was killed in a motorcycle crash while on duty. In

1974, S/Sgt Ronald Edward McKay was shot in the line of duty while apprehending a suspect in a gas station robbery. A memorial to McKay now sits in from of the Delta Police headquarters.

With talk of a move towards a regional police force, Cessford says the DPD provides policing at community-level a large regional force just can’t offer.

With expected growth in North Delta, Ladner, Tsawwassen, as well as the Tsawwasen First Nation, each community presents its own unique policing challenges.

“It’s really like four separate communities we serve,” says Cessford.

What hasn’t changed in 125, Cessford says, is the force’s commitment to those communities and their citizens.

“This is our community,” he says.

“This is our home too.”

Committing to a healthy lifestyle can often mean drastic changes in every aspect of your life. But having a partner who is supporting you every step of the way can make all the difference in the world.

A year and a half ago, husband and wife Grace and Andrew Bukowsky, decided to make that change. And by holding each other accountable and relying on each other for support, the couple has transformed their lives.

Today, both Grace and Andrew compete in all-natural body building competitions, and this April, Andrew has a shot at the International Federation of Body Building’s world finals.

The couple’s journey to fitness began in 2011, when after years of being overweight and unsatisfied with their health, they vowed to turn their lives around.

“We weren’t happy with

how we looked, we weren’t happy with our bodies at all,” says Grace, who is the general manager of Cove Links Golf Course in Ladner.

For Andrew, getting fit was very much a matter of life and death.

“My dad died at 39 of a heart attack, and here I was, almost the exact same age, and I was the heaviest I’d ever been,” he says.

The couple started with an intense home video workout routine, and began to see results. But it wasn’t until they started working with husband and wife personal trainers Dean and Leigh Brandt that the weight really started to come off and their bodies were transformed.

“When we started on our own, we weren’t really giving 100 per cent,” says Andrew.

“There’s just so much information out there, it was hard to get focussed.”

Having a personal trainer design an exercise and diet plan for the couple helped them zero in on what exactly

they needed to do to get the results they were after.

“It’s hard work,” says Andrew of the couple’s transformation. “But the more you do, the easier it becomes.”

And the results soon came.

After they each lost about 30 pounds, the couple started to focus on reshaping and redefining their bodies, instead of merely getting fit.

When the opportunity came to compete in body building competitions, the couple jumped at the chance to show off all their hard work.

Grace finished fourth at the Canadian Body Building Federation’s Sandra Wickham Fall Classic event this past November.

After finishing seventh at nationals last year, Andrew earned himself a spot at the IFBB world qualifier event in Winnipeg this April.

“It wasn’t a goal initially,” says Andrew of competing.

“But when the opportunity came up, we thought why not?”

Having a goal to focus on

also gave the couple added motivation.

“Having a goal gives you that extra fire,” he says.

The changes the couple has made have gone far beyond their physical appearance, however.

“This is the best thing that has ever happened to me,” says Grace. “My confidence is up, my energy is up, I don’t have any aches and pains.

“I feel better and look better than when I was 18,” says the 38-year-old.

But it’s not about looking a certain way, it’s about being healthy, she stresses.

In addition to turning their lives around, Grace says their focus on health has rubbed off on her 14-year-old daughter, who now works out regularly with the couple.

“We are a fit family,” says Grace.

And while regular exercise is important, nutrition is No. 1 in the Bukowsky household.

they can, with no fillers or added sodium.

Breakfast typically consists of oatmeal with egg whites and cucumber. Then a “super greens” smoothie before a snack of apple, almond butter, and a protein shake. Right before a workout, Grace and Andrew might have another protein shake,

along with yams or oatmeal, and some rice cakes for after wards.

Instead of sports drinks, Grace says they prefer coconut water to rehydrate.

An afternoon snack might consist of salad with no dressing, except for a little bit of vinegar. ❙ Continued on P.13

commitment to get fit, and the other partner isn’t on board, that partner can often end up sabotaging the efforts of the other, he says.

“They may not even be aware they are doing it, but it happens.”

Andrew says the support the couple has for each other has helped make their transformation possible, and strengthened their relationship.

“It’s the key to being successful,” he says.

One of the easiest ways to get fit is to simply throw on some running shoes, and get outside for a walk.

But while walking is good exercise for the lower body, it does little for the upper body.

The increasingly popular pastime of Nordic walking is able to accomplish both, however.

Nordic walkers use specially-designed walking poles as they walk, allowing them to use their entire body.

By incorporating the upper body, nordic walkers activate the latissimus and triceps muscles, as well as their core. That leads to an increased heart rate and more calories expended.

The poles also provide the elderly with more stability, and helps improve posture and gait.

Carol Benson-Hitch is the owner of Carol’s Fitness Solutions, and is a personal trainer and rehab therapy assistant. She says Nordic walking is a great low-impact way to get fit, and leads classes around South Delta teaching people the many benefits of “urban poling.”

“It’s not just for seniors,” she says. “I have people as young as their early 20s doing it.”

Bloating, blues, blood pressure, and bad digestion. As a naturopathic doctor, I hear this in my office daily. Patients come in explaining how they are suffering from all or some of the following: chronically tired, in pain, plagued by poor digestion, weight that won’t budge, poor memory, riding emotional roller coasters, high cholesterol and high blood pressure, no energy, chronic allergies, and skin rashes.

The answers to these ailments can often be found by improving one’s immune system.

Your body is a marvel. The more I practice naturopathic medicine the more amazed I am at our bodies ability to heal itself, if given the chance.

However, often we don’t allow it to heal, because of our diet, sleeping habits, and inactivity.

Here are some simple changes you can try for four weeks to improve your immune system and improve your health.

Improve your fuel • Avoid white foods, especially wheat and white sugar.

• Eat five colours of vegeta-

bles per day.

• Eat at least one to two pieces of fruit per day, but no dried fruit.

• Eat lean protein with your meals, especially cold water fish.

• Eat a small handful of a variety of nuts per day, especially Brazil nuts.

• Use good quality extra virgin olive oil. Never use margarine.

• Chew your food. Most people chew there to six times before swallowing, yet ideally we should chew at least 20 times.

Quench your thirst It amazes me how little water people actually drink. Good amounts of water daily can be of great benefit. Drinking one to two litres, of Vancouver tap water can help with reducing headaches, pain, constipation, mental fogginess, fatigue, and much more.

Focus on mental health Stress plays a role our lives and our health pays the price. It is as important to take care of our physical selves as it is to care for ourselves mentally. Write in a journal, talk to a counsellor, practice meditation, and don’t forget to play. Gather with family and friends. Taking care of our mental and emotional well-being is key to living healthy, happy lives.

January is a great time to start again. I suggest a change to celebrate the beginning of the new year. Renew healthy goals and start taking care of how you feel, think and act. Health is about so much more than simply the absence of symptoms.

And with a few simple changes you can feel healthier and happier.

Move your body Walk, run, swim or cycle. Use weights, or even those walking poles gathering dust in your closet. Talk it over with your doctor and come up with a plan to move. The benefits of exercise are very clear. Studies show exercise can improve your mood, heart and brain function, and help your bones. Do we want to be a stagnant pond gathering all

Healthy sleep habits Good sleep is absolutely required to function at our best and repair our bodies. Good sleep habits are important for weight loss, improved mood, reducing inflammation, and improving immune function. So avoid stimulants like coffee, tea, colas after 2 p.m.

Isn’t it exciting to think that we are never too old or too young to learn new ways to feel better. Often we look towards our physical health and nutrition as a means of feeling better, and sometimes there is actually some type of emotional stress that is standing in our way.

How can just talking or venting our stresses and emotions actually be an effective use of time?

When I began my counselling practice, I needed some evidence that would show me that if people took the time to talk in my office, they would be receiving health benefits for it. I knew that if it were me, I would need something more concrete to invest in.

Then came along the FMRI, which stands for Functional Magnetic Resonance Imaging; a machine that can map out the path of blood flow in the brain.

I will present an over-simplification of the neuroscience for the non- medical reader. When watching the blood flow of an individual in emotional stress, the blood swirls around and around in the limbic system of the brain. Stuck in a relentless circle and cycle much like our thoughts do when in distress. Telling someone to “take a deep breath” at this stage, when the hormones of fight and flight are racing, risks being disrespectful as it is almost physically impossible. And yet, when witnessing the blood flow of an individual who is able to verbally express thier frustration, the blood is seen as being released, flowing freely into the executive decision maker of the brain; the prefrontal cortex. It is only when the blood has been redirected by relieving the brain of these powerful thoughts, that an individual is capable of making new and healthy decisions for themselves. This is proof that it may not be physiologically possible to make new decisions until you have been helped and heard. One path towards the new you can be found in finding yourself a skilled counselor. Always interview the candidate first to ensure that you feel a comfortable fit, then free yourself because relief has been evidenced through talking it out with an effective counselor. Then you can make new decisions moving towards a happy new year.

Mario’s Kitchen menu serves up fresh ideas for fish

I

f you enjoy seafood but have trouble selecting which delicious morsel to mix together for dinner, look no further than what’s on the menu of Mario’s Kitchen this week.

Scott McFarlane is the assistant kitchen manager at Mario’s and uses his 18 years of experience to come up with new seafood ideas each week.

Cioppino is an Italian seafood stew, and part of the rotating seafood of the week cooked up by the Tsawwassen family restaurant for $17.95.

The broth is a clam marinara stock with white wine, fresh onions, parsley and basil and is served over mussels, prawns, salmon, and scallops.

McFarlane says the mussels and salmon are fresh and locally sourced.

And although it’s winter, Mario’s has fresh Houweling’s tomatoes, which are grown in Delta.

“Seafood is starting to pick up,” he says. “We used to have only one or two dishes but now we change our seafood feature once a week.”

Other popular seafood dishes include Ling Cod, yellowfin Tuna, and fresh salmon.

The Cioppino is best served with a Chianti or Zinfandel red wine, with many affordable options at local wine retailers.

Mario’s Kitchen serves Italian fare with pizza, ribs, seafood, and features AAA steaks, including a 9-oz New York steak, 12-oz ribeye, and 5-oz fillet.

“It was like a snowball effect,” says Ana, laughing. “So, I had to change the entire kitchen. I had no choice.”

The Arciniegas moved into their home seven years ago and estimate the last reno was done in the mid-eighties.

“And so my good husband decided to indulge me,” says Ana, looking askance to Antonio, who smiles.

The couple decided that their project would involve only local contractors and suppliers.

“You can find everything you need to reno within Tsawwassen and Ladner,” says Ana. “There’s a lot of expertise here.”

Their general contractor, Mike Phillips from Ladner’s MRP Construction, was able to find a local subcontractor for everything they needed. That included Tod Lowe from Bayside Cabinets, James Latheron from Southside Flooring, Dulux Paint in Tsawwassen, Geralynne Mitschke Interior Design from Ladner, Tsawwassen painter Kevin Jamieson, and Ken Lillie from Oasis Windows.

“The lucky thing is we knew all these people in town who do all these jobs,” says Ana, adding there’s a community of contractors who all recommend one another.

Because their house is close to 50 years old, not everything went smoothly. When the electricians opened up the ceiling the code was out of date and they had to rewire everything.

Nanno van Eysinga, a subcontractor on the reno, says challenges are all part of a renovation, particularly since no house is perfectly square and

no walls perfectly plumb. The important thing is to have professionals able to work through it.

“People tell me they have a problem,” says van Eysinga.

“I say no, you have a situation which requires a solution.”

Proper communication between the homeowners and the contractors is essential to maintain confidence. Some people have no idea what’s behind their walls until they’re physically ripped apart. Explaining that process is part of the job.

Although it takes a lot of commitment from homeowners, the contractors become invested in their work as well. Van Eysinga even postponed his Christmas vacation by one extra day so he could leave the project feeling satisfied. He also knew how important it was to the Arciniegas that their kitchen would be useable during Christmas.

Thankfully, it was. With their children home from university during the break, they were able to cook a turkey in their new oven in their new kitchen.

Van Eysinga says it’s important that each contractor coordinates with one another in order to finish the job seamlessly. In his case, making sure

his work was finished to the point where the countertop and hardwood flooring could be installed keeps the project efficient, on time, and ultimately on budget.

There’s also an emotional essence to a renovation, says van Eysinga.

“Everybody needs to take ownership for the project. It’s my approach to life. The mental attitude of approaching challenges requires it.”

No matter how flawless a reno, there will always be some stress, which is a natural reaction to the upheaval of one’s home and daily routine.

“That’s why you need three things during a reno,” jokes van Eysinga.

“A good lawyer, and good banker, and a good counsellor for when it’s finished.”

Pacers, Sun Devils prepare for tilt

Giants’ Scharff headed to the big league Vancouver Giants head equipment manager Chad Scharff is off to the big league as the long-time Giant announced his resignation on Tuesday to join the Edmonton Oilers as their assistant equipment manager.

Originally from Airdrie, Alberta, Scharff was part of the Giants’ original bantam draft class in 2001 and has served as a scout and an assistant coach with the Western Hockey League organization.

Scharff, 26, attended South Delta Secondary Chad Scharff School while playing defence for the Giants. In parts of five seasons, Scharff accumulated 28 points in 179 regular season games.

The Giants organization thanked Schraff for his hard work and dedication to the team over the past decade in a press release Tuesday.

The Delta Pacers and South Delta Sun Devils senior boys’ basketball teams are gearing up for their annual crosstown matchup, the Stebbings-Murray Cup, next Tuesday, Jan. 15.

Organizer Lewis Spencer says the game is one of the local highlights of the AAA basketball season.

“They look forward to this one all season.”

Last year saw the Pacers beat the Sun Devils in overtime, 80-77. This year, however, South Delta will have home court advantage.

With league play in the competitive AAA Fraser Valley South West conference heating up, both the Pacers and Sun Devils will be looking for wins to help them in their quest to qualify for the B.C. Boys AAA Basketball Championship in March.

While the Sun Devils advance to the semi-finals of the Fraser Valley championships last season, it’s the Delta Pacers who look impressive out of the gates this season.

The Delta Pacers went 7-3 in exhibition play through the month of December, and were 2-2 in a recent road trip south of the border against American teams in Washington State.

Delta hosts the Bill Kushnir Memorial Tournament, Jan. 24 to 26.

The Stebbings-Murray Cup is named for former Sun Devils coach Bob Stebbings and former Pacers coach Neil Murray.

Spencer said both retired coaches plan to be on hand for Tuesday’s game and will be presenting the cup to the winner. Game time is 7 p.m. at SDSS.

The South Delta Moose came away with the gold medal in the midget division of the annual Party in Da House hockey tournament, held at the Ladner Leisure Centre over the holidays.

The Moose started off round robin play with a 2-1 victory over the Tier 1 BGB team thanks to a stellar performance by goaltender Garrett Holmes, who was named the game MVP. In their second game of the tournament, the Moose were on the wrong side of a 2-1 score, as they lost to the Tier 1 Bears.

As we usher in 2013, it might be time to consider where the real estate market is going. Whether it’s our population, home decor or the size of our dwelling, some professionals in the industry have some ideas on what we’ll see this year.

“We are very fortunate to have a strong immigrant community,” says Michael Hungerford of Hungerford Properties. “It makes for constant change. That’s what Vancouver is about.”

The past year has seen the continued rapid growth of Surrey and Richmond in particular, Hungerford says. He believes that this will continue, and is happy to say that Hungerford Properties will be part of it with a new project in Richmond.

“Richmond has a really visionary plan,” he says, adding that the Canada Line has really contributed to this. With a large Asian population in the city centre itself, he sees the face of Richmond being quite different in the future.

“2013 will have some remarkable changes to food, culture, shopping, everything,” he says. “It will be really exciting to see.”

But it’s not just the cities themselves that will be seeing a few changes next year.

KLAR, Helga Erna (Pawlik) Born January 31, 1934 in Gleiwitz, East Germany, now a part of Poland. Died January 4, 2013, just shy of her 79th birthday. Helga arrived in Canada in 1952 and raised 5 children in Toronto and Newmarket, Ontario, before re-locating to the warmer weather, ocean and mountains of the Lower Mainland BC. Helga is pre-deceased by her brother Dieter and sister Hannelore.

She is survived by her husband of 40 years Peter, her brother Uwe Paul, her children Rosemarie, Lory, Christine, Peter Jr. and Ron, her extended family across Canada, Germany and the U.S., her devoted dog Putzi, and the newest members of the family, her great grandchildren Aaliyah and Jameson. Helga’s greatest love and pleasure was her family and she revelled in being a mother and grandmother. Seasonal and family gatherings, inevitably boisterous, were celebrated with Helga’s legendary cooking, revolving at least in part around dumplings, sauerbraten, red cabbage, rolladen, and of course her ready sense of humour.

She was an avid gardener and preserve maker, and a proud member of the Ladner co-op where she and husband Pete Senior lived. Our thanks to the wonderful staff at the North Shore Hospice where Helga spent her last days.

A Memorial Service will be held 1:00 pm, Monday, January 14th, at Benediction Lutheran Church at 5575 6th Avenue in Tsawwassen. If you’d like to send your best wishes, contact Helga’s husband Peter Klar Sr, at hepk2@telus.net or 604946-9417. Rather than flowers, please consider donating either to the North Shore Hospice, or Michael House in Guelph Ontario.

It is with great sadness that our family announces the passing of Heinrich George (Henry) Schuette.

Henry suffered a stroke during surgery on July 1, 2012 and remained in hospital until he was brought home by his family on September 27. The Lord took him peacefully in his sleep on December 29. Henry was born in Germany in 1934. His father died in World War II when Henry was just 6 years old. He immigrated alone to Vancouver in 1955 and was married there in 1959. In 1972, he moved his young family to Richmond where he spent the rest of his life as a self-taught builder and businessman.

Henry will be lovingly remembered for his dedication, advice, and humour by his wife Elfriede of 53 years, his sister Wilma, his 5 children Diana, Ralph (Margaret), Ruby (Gordon), Derald, and Randy (Rhonda) and his 12 grandchildren, Amanda, Chelsea, Matthew, Spencer, Jake, Jessica, Sam, Ben, Jeffrey, Jackson, Joshua and Gracelynn. Henry was predeceased by his parents, and younger brother Helmut.

The family wishes to thank all the staff at Classic LifeCare for the loving care they provided during Henry`s final months at home. A memorial service to honour Henry will be held on Saturday January 12, 2013 at 11:00 a.m. at Richmond Funeral Home - 8420 Cambie Road Richmond, BC - with a reception to follow.
