Property assessment statements show decreases and increases

Property assessment statements are in the mail this week, showing slight drops in estimated property values for most regions of the B.C. Despite the decreases, Finance Minister Mike de Jong announced Wednesday that the threshold for the B.C. homeowners’ grant is increasing by $10,000 to $1.295 million.

The grant is set to make 95.5 per cent of homeowners eligible for the full amount, which is $570 in the Capital,

Greater Vancouver and Fraser Valley regional districts. The northern and rural benefit adds an extra $200 for homeowners outside those districts, an amount added to compensate rural people for extra costs of the carbon tax on fossil fuels.

An additional grant of $275 is available to homeowners who are aged 65 and up, permanently disabled or qualified war veterans.

Assessments are considered a snapshot of the property value as of July 1, 2012, which predates

some of the recent decline in real estate markets.

In Greater Victoria, most homeowners will see reductions in the range of two to six per cent.

“A significant number of properties in the region are actually decreasing in value,” said Reuben Dankody, assessor for the Capital Region. “Since our valuation date of July 1, 2012, the overall property market shows signs of further decline in sales volume, while prices have generally

been stable.”

In the Kootenays, total assessment roll value decreased slightly in Nelson, Salmo and Slocan, while rural property values held steady.

Cranbrook also saw a small average decline, with assessed value of a typical single-family home going from $256,000 to $250,000 as of last summer.

In the Northwest, Terrace bucked the trend with a slight average increase in assessed values. In Smithers and surrounding communities, residential values generally held steady while commercial and industrial properties saw decreases between five and 20 per cent.

Property owners can check their assessments online at bcassessment. ca (click on e-ValueBC) and compare with others in their neighbourhood to decide if they wish to file an appeal by Jan. 31.

It seems hard to believe that it was about 20 years ago that expat New Zealander John Simes arrived to work at Mission Hill Family Estate in West Kelowna, and set about changing the wine map as it appeared then. Within a couple of years his Chardonnays were gaining international recognition.

The 1994 vintage was named the best Chardonnay in London’s prestigious International Wine and Spirit Competition and it left judges and buyers alike scrambling to figure out where the Okanagan was. Shortly after, Mission Hill became the first winner of the Canadian Winery of the Year award.

We were introduced to that 1994 vintage by a friend, and it became an instant favourite.

Full-bodied, creamy and toasty, it was a wine that was easy to drink on its own, not really needing food to bring out its qualities.

Coincidentally, it was right around that time that the ABC—Anything But Chardonnay—movement started.

It certainly was no fault of Simes or Mission Hill. California wineries had invested heavily in Chardonnay and they were producing wines in much the same style as the Canadian icon.

But heavily oaked wines don’t always show the best qualities of a grape and Chardonnay began to take a beating, among critics and consumers.

The backlash was probably more a me-

dia thing than a general consumer trend—Chardonnay is still one of the most popular varietals in North American markets—but other whites suddenly gained in popularity. New Zealand, in particular, was getting a handle on Sauvignon Blanc and wineries like Cloudy Bay were soon having trouble meeting the demand. Sauv Blancs from the Sancerre region of France’s Loire Valley were soon popular in restaurants and on store shelves, too.

In the Okanagan, Rieslings by Wild Goose and Pinot Blancs by Blue Mountain grabbed attention. And sparkling wine underwent a bit of a renaissance, with Sumac Ridge and Summerhill both producing fine samples made in the traditional style.

I think it took more than a decade for the ABC mindset started to settle out, and it came largely because winemakers began to take different approaches with the grapes. The biggest change was in the plethora of releases of unoaked Chardonnays. Crisp and fruity, they allowed consumers to rediscover just why Chardonnay is such a great wine grape. Oaked Chardonnays were made with a little more attention to subtlety and the malolactic fermentation wasn’t always carried to extremes. Malo, as winemakers call it, is a secondary fermentation, usually in oak barrels, that transforms malic acid to lactic acid. A wine that tastes distinctly of green apple becomes soft and buttery in the process.

It’s probably not unreasonable to credit the ABC movement with encouraging winemakers to push the boundaries of the grape. Chardonnay makes an excellent sparkling wine, the unoaked versions are terrific with seafoods and even dessert wines can be produced when botrytis, a fungus that draws out the water from grapes and concentrates their flavours, is used to advantage.

And, of course, the oaky, buttery Chardonnays didn’t become spectacular popular in the 1980s without reason. They have their own distinct appeal and they still remain quite popular with the consuming public.

What we are left with now is a wonderful array of choices. Chardonnays are made in countless styles, some meant to age and others to be consumed immediately.

Chardonnay grapes are still one of the most heavily planted of all varieties, and they are grown in more countries and regions than any other grape.

I’ll admit that it’s only recently that I have even bothered to sample Chardonnays when I visit wineries and Angela and I are both still often surprised at how much we are enjoying them. We even purchased a few bottles on our last visit to the Okanagan.

The lesson, I suppose, is that a rest can also be as good a change. Our unplanned sabbatical has reopened our minds to Chardonnay and I suspect we are not alone among wine lovers.

College of the Rockies in collaboration with Kenya’s Dedan Kimathi University of Technology (DKUT) has recently embarked on a 5-year maternal health project.

Entitled MAISHA for ‘Maternal Access and Infant Survival for Health Advancement’, this project will work in two needy regions in Kenya with funding assistance from the Canadian International Development Agency.

MAISHA responds to a Kenyan government request for DKUT to take a leadership role

in national health care services.

According to the World Health Organization at least 536,000 women and two million babies worldwide die from complications related to pregnancy and childbirth every year. The statistics are even gloomier in developing countries like Kenya where the risk of death for newborns is six times greater than in Canada.

College of the Rockies has been present in Kenya for over eight years, primarily in partnership with Kimathi University. Previously, COTR and DKUT collaborated on a five-year project which contributed to sustainable job creation and supported the curriculum and structure for a new tourism diploma program. The MAISHA project will utilize significant staff and faculty expertise, primarily in nursing and health care, but also from other College departments to support broader efforts to help mentor and develop Kimathi University as well as rural health clinics.

The installation of a hardwood floor involves many different steps, including the laying of the wood, sanding, staining, and varnishing. Unfinished wood planks or strips must be sanded and finished in place. Prevarnished models are factory sanded and varnished, which greatly facilitates the installation. Professionals can also repair or completely refinish wooden floors.

Stratified, laminated, or floating floors are easy to install, as the planks have a system of grooves and tongues that do not require any gluing or nailing.

What I will cherish about my friend Don Robinson

Don was a simple man and has chosen not to have a funeral service as he never liked crowds or being center of attention. He was a wonderful man and I would like to share a little about him.

He once told me to save old for when you’re old if you can’t physically move anymore then you are really old. If you believe you’re old before then, then you are just wasting time. “Go with the flow kiddo don’t let things worry you just accept them for what they are.”

Don, embraced the changes of his life and was always able to find the bright side. The last time I saw Don he told me it may be the last. He was at peace. He lived his life and wasn’t afraid of passing, he figured its when you don’t do what you truly want that you wish you had more time. He was content with the life he had lived and when the end came I know he met it bravely. Don you are inspiring and I will remember the way you lived and follow in your foot steps. May God bless you and may your soul rest in peace, My dear friend.

OBITUARY

Balzec/Belzac Helen of Cranbrook, passed away on December 30, 2012 at the age of 94 years old.

Helen is survived by her sons, Roger (Ann), Larry (Susan) and Reg (Denyse). She also leaves to mourn her extended Sherbo family Lorrie (Ray) Schwartzenberger, Frank (Lois) Sherbo, Verne (Diane) Sherbo, Gary (Janine) Sherbo, Dan Sherbo, Desire (Don), Barb (Dick) McLean; numerous grandchildren; nephews and nieces.

Helen was born September 21, 1918 in Manitoba and moved out west in the 1930s. She settled in Cranbrook and became involved with the food industry at the Cranbrook Hotel, Stop & Go Restaurants. Helen was a member of the Pythian Sisters. She was a partner in Cranbrook's first Pizza Factory that sold their products in the area and exported to Alberta. Helen then went on to work at the Cranbrook Hospital until she retired and then took up hobby farming along with a custom meat cutting business in the Gold Creek area. She loved to garden, sew, crochet and knit. The completed items were always given to family, friends and acquaintances. Helen was very generous. She was a First Baptist Church member for many years.

If friends so desire, memorial donations may be made to the charity of their choice or the Cranbrook SPCA. There will be no service at her request. Thank you to Joseph Creek Village and Joseph Creek Care Village staff for the care Helen received. Thanks also to Doctor A. Scheibenstock.

OBITUARY Melvin (Lloyd) Pocha January 11, 1948 – January 2, 2013 After a short but courageous battle with leukemia, Lloyd passed away peacefully with his family at his side.

Lloyd was the ninth child of Allan and Elva Pocha. Lloyd was employed by CP Rail for most of his working years.

No matter where Lloyd went he was always accompanied by his best friend Panda his border collie. Lloyd took great pleasure caring for his horses and donkey and spent countless hours with them. Lloyd loved to have coffee with family and friends. His favored pastimes were hunting, fishing, poker and auctions. Lloyd was a generous, caring, loving and fun guy and will be missed by many.

He leaves to mourn his son Daniel Unrau, granddaughter Madalyn Wright. Twin brother Floyd (Cheryl), brothers Lornel (Florie), Clarence (Elena), Alden (Christine) and Randy; sisters Sylvia (Gordon) Pocha, Marlene Petersen, Trudy (Brian) Clifford, Audrene (Detlef) Harasiuk; sister-inlaws Debbie Pocha, Carol Pocha; brother-in-law Roy Bailey; 31 nieces and nephews, 37 great nieces and nephews, 3 great great nieces and nephew, and many cousins and friends.

Lloyd was predeceased by his father Allan, mother Elva, brothers Lawrence, Gerald and Carl; and sisters Audrey Pocha, Diane Bailey and niece Ione Clark.

A funeral service will be held for Lloyd on Saturday, January 12, 2013, 1:00 pm at the Cranbrook Alliance Church.
