Senior Games and community education organizations. *** Staff at Parkview Manor voted unanimously for decertification and the unit certification held by the United Food and Commercial Workers International Union, Local 1518 was cancelled.

The certification covered kitchen and janitorial staff of Parkview Manor from 27 April 2009. The W.B.S.H.S. Board is gratified to have been told that the staff vote for decertification was unanimous. *** Greenwood water rates were raised by three per cent as council gave final approval to Bylaw 857. *** The archery group of the Kettle Wildlife Association hosted a Christmas tree shoot with 3-D targets in the indoor range at the wildlife hall. *** The 2nd annual running of the Rail Trail 200 dog sled race proved to be a grueling experience last weekend as weather and trail conditions combined to wear the competitors down. The race was called by the race marshal Al Wasylenca shortly before midnight on Saturday night when there was only one musher still running in the 200mile event at the Fiva checkpoint.

Steve Mullen was declared the winner and awarded the $3,000 purse at the Sunday evening banquet.

The eight-dog team belonging to Jillian Taylor was the only team of the two entered in the 100-mile race that crossed the finish line in Beaverdell. She received $1,000 in prize money.

There were a total of eight teams registered this year though one had to cancel because truck problems kept him from getting to the Grand Fork starting line.

February There were no responses from residents when Greenwood council sought input from the public about possible uses for the former curling rink. They were seeking ideas that they could consider during the budget setting process. *** The West Boundary received major notice in provincial publications as Boundary Sawmill Inc. president Doug McMynn was named one of the top ten Kootenay Boundary business people by Kootenay Business Magazine and Vaagen Fibre Canada was featured in Logging and Sawmilling Journal. *** The Kettle River Watershed Management Plan is seeking four residents of the Boundary area to serve on the Stakeholder Advisory Committee. According to Mark Andison, Director of Planning and Development for the Regional District Kootenay Boundary the project is in the final stages of Phase 1, which is a compilation and analysis of the existing data and studies that have been done on the watershed over the years. Phase 2 will initially identify what the vision and goals and objectives are for the wa-

tershed, ultimately identifying actions that can be done to help protect the watershed, identify who is responsible for addressing each of those actions, and the timeline for doing them.

Bill Baird, Area E Rural Director is chair of the Kettle River Steering Committee. Area C Rural Director Grace McGregor chairs the Stakeholder Advisory Committee. *** The Ministry of Forests, Lands, and Natural Resource Operations announced a spray program against the Spruce Budworm. Art Stock, Forest Entomologist for Southern Interior Region - based in Nelson, is in charge of the program. Based on egg mass sampling done in the fall of 2011 treatment plans are for approximately 10,000 ha of Crown Land to be treated with Btk in the MidwayRock Creek areas. That is about a quarter of the total area affected by the budworm. *** The 2012 Kettle Valley Golf Club annual general meeting was told by President David March that finding an affordable way to meet fire protection requirements continues to be the main stumbling block for the new clubhouse project.

March told the golf club members he will be meeting with Baird and Midway Mayor Randy Kappes to reopen discussions to provide fire protection to the clubhouse by the Midway Volunteer Fire Department. *** Premier Christy Clark stopped for a tour of the Vaagen Fibre/BSI mill in Midway. Her visit included a short meeting with company officials and local elected official from throughout the West Boundary. *** The 3rd annual Kettle Valley Racing Association (KVRA) snowmobile drags in Midway were held in ideal, sunny conditions.

This year 24 sleds with 30 racers - ten classes in all – came to the line to race over the 550-foot track.

KVRA is a registered the society formed in 2009 to promote local business activity through motor sport. The group has been actively seeking a piece of property to locate a track in the area for the past three years. All proceeds from the race will go toward that supporting that goal.

The top speed of the day was a 147 km per hour run

by Steve Clement. The oldest rider this year was 66 yearold Matt Honkanen; and the two youngest riders were 12 years old – Alex Metcalf and Joseph Kirschner, both from Midway. *** Seniors in Midway are benefitting from a $20,000 agefriendly grant for the Food Preparation Area at Community Garden.

The funding will support older residents in staying healthy and active in the community. *** The 1st annual Wilgress Lake Fishing Derby was well attended. Sponsored by the Grand Forks Fall Fair Committee. “As far as I can see nobody will have any reason to complain; there’s lots of fish being caught. A beautiful day, lots of sunshine – not too cold,” president Les Braden said.

*** Midway arena was busy when the three-day Midway Men’s and Women’s Hockey Tournament came to the village. Eleven teams showed up for the 3rd annual adult rec hockey tourney - six men’s teams and five women’s. All teams were assured three games and dinner on Saturday night at the Community Hall.

On the men’s side the Bulls from Grand Forks beat out Foy’s Toys, one of the two local Midway teams, in the final game on Sunday afternoon. In the women’s final game the Ice Dragons from Kelowna beat the Black Beatty’s from Grand Forks in a close game.

Minor hockey is also doing well in the West Boundary too; there are around 30 kids scattered between the Jr. and Sr. Novice teams this year. One reason might be the role modeling being done – three school principals were on the ice for the final game in the adult rec hockey tournament. *** Midway council has found a clever way to support the Boundary Country Regional Chamber of Commerce they’ve tied their annual funding to business license revenues. In other words, if the chamber wants a raise then they need to attract more business to the community. *** Organizers of the 8th annual Greenwood Winterfest were relieved to see a big dump of snow just in time for an old-fashioned weekend of fun, food, challenges, and great prizes. *** Greenwood Council got an earful about enforcement of the dog bylaw at the February 13 meeting. No one on council denied the problem. They agreed to advertise the expectations that are set by the bylaw. *** The Greenwood City Hall boiler needs to be either replaced or repaired. A quote for $6,600 has come in from a plumber that would fix only the most critical components.

Council decided to forego the repairs and has directed the administrator to prepare a report on heating options. *** Greenwood Council asked staff to prepare a bylaw to re-instate the discount for early payment of water and sewer bills. A memo from the administrator told council that the projected budget deficit for 2012 is $3,992 and that in 2010 the early payment discount had cost the city $8,365. “To implement it now would increase the deficit from $3,992 to $12,357,” said Henke in recommending the discount not be reinstated.

Henke recommended council add a second penalty date. Currently unpaid water and sewer bills are assessed 10 per cent on July 1. Council directed staff to prepare necessary amendments to add a second 10 per cent penalty.

March A public meeting to consider the Land Use Plan for Bridesville was a frustrating experience for many.

The initiative began in 2010 with a petition signed by the majority of town site residents who wanted the community cleaned up. It was their hope that the plan would put in place enforceable community standards that would lessen the offensive piles of junk and abandoned cars on some of the properties.

The meeting was called to gather responses from the residents to Bylaw No. 1485 – a proposed Land Use Plan that combines an Official Community Plan (OCP) and a Zoning Bylaw.

This is the third meeting held in the community to get the OCP in place. Della Paradis from Greenwood Legion Branch # 155 to present three West Boundary students with certificates and small cash awards last week. *** The woodlot association is looking at getting a meeting with all the elected officials from the Boundary area (east and west) to discuss the situation of allowable cut for the area and support for more community controlled wood.

According to Mayor Randy Kappes the woodlot association would very much like to see more woodlots, more community forests - less in control of the province and private companies and more in control of community. *** As part of the process to establish the West Boundary Community Forest public meetings were held in Greenwood and Midway last week with Midway Mayor Randy Kappes facilitating both meetings. *** St. Patrick’s Day 2012 saw a rainbow over the West Boundary that touched down in both Midway and Greenwood with a pot of gold at each end as the two communities found out they had been successful in obtaining funding under the province’s Community Recreation Program.

The City of Greenwood will receive $263,200 to help upgrade the existing ball field into a multi-purpose playing field.

The Village of Midway is getting $400,000 to expand and upgrade the Midway Arena.

The grants cover up to 80 per cent of eligible project costs. That leaves Greenwood to come up with $52,640 and Midway responsible for $100,000. *** Greenwood council gave approval in principal to a license-to-occupy city property request from the Demolition Derby committee. Mayor Kettle said that when canvassing for last year’s election he had heard some residents complain about noise and dust from the site. He suggested the derby site might be moved and after discussion council agreed to give approve use of the current site for this year and ask the derby committee for their input on the idea of moving next year. *** The March 21st Rock Creek Fall Fair meeting was packed with close to 100 people - the high turnout prompted by two controversial decisions made by the association board over the past month.

A motion passed at the February meeting appointing Lisa Sims to the Budget and Planning Committee was overturned.

Records were reported missing after the board received a request for access to financial statements and documents. The board met and passed a motion declaring that process of review has been completed and all attempts to provide requested information were made. In a prepared state-

ment the board said, “The Board will not engage in any further action pertaining to this matter. It is now our intention as a Board to move forward, to put in place better guidelines for the betterment of the Fair and to ensure that due diligence is exercised in all matters in the future.”

The board announced the creation of a Financial Planning Committee with the purpose of finding “how best to provide openness, clarity and control of financial matters for the members”, according to committee chair Merv Geen.

April The Midway Community Club hosted a “Get to Know Your Community Dinner” last Friday night at the Community Hall that was so successful they had to pry people loose from the tables to make room for the next diner. *** Meat producers from around the Boundary region met on March 31 to explore next steps for the regions’ producers, as the Mobile Slaughter Unit (MSU) is moving forward. A down payment was made and the unit is expected to arrive in Grand Forks later this year. The entire cost of the MSU is paid for through grants.

The 30 farmers and interested folks who attended this meeting agreed on the necessity of infrastructure to be in place for farmers to be profitable. The infrastructure includes a cut and wrap facility, winter docking station, marketing and sales outlet, the development of value-added prod-

Hit reset Another New Year has begun and we’ll all get the chance to hit reset and start over again.

Over the past year the Rock Creek Fall Fair has been challenged on many fronts.

Friendships have been strained – sometimes broken.

Last Septembers’ fair appears to have been a huge success – and ‘appears’ is the operative word here because the association membership has yet to receive a final report on the gate.

That was promised for the November meeting but egos and personalities on both sides got in the way instead.

Much has been said over the past year – but has it always been heard?

The week before the fair President Randy Moat stood in a public meeting and offered an apology.

“But above all else, we acknowledge that a lot of things could have been handled differently by all involved and that people could have behaved differently as well. For this we ask that the Board of Directors, the membership and the community accept our sincere apology for any mistakes, decisions, behavior or involvement of ours that may have contributed to this turmoil.”

Come the January AGM the West Boundary will once again have the opportunity to hit the reset button. Whether we choose to do that or not is going to be a huge indicator of how the next year will go.

Hitting reset will require that people to enter that meeting with the understanding that whatever decisions may be reached the most important things are that policy and procedures are put in place that will help ensure that what happened over the past ten months is never repeated.

The option is another year of turmoil endangering the fair and fracturing the community.

Letters Policy The Times welcomes letters to the editor that are of interest to our community.

Whatever the subject, there are a few basic guidelines to follow before The Times will publish your comment.

A motion passed at the February meeting appointing Lisa Sims to the Budget and Planning Committee was overturned.

Records were reported missing after the board received a request for access to financial statements and documents. The board met and passed a motion declaring that process of review has been completed and all attempts to provide requested information were made.

The board announced the creation of a Financial Planning Committee with the purpose of finding “how best to provide openness, clarity and control of financial matters for the members”, according to committee chair Merv Geen.

Art Harfman, one of the signatories to the request for access to the books, made a motion that the documentation from the credit union be released for viewing by members that wish to see it. *** Midway councils’ remuneration increased – the first tweak in two years. The mayor now receives $7,000 per year (up from $5,400); councilors get $5,500 (up from $4,200). The increases are retroactive to January 1, 2012.

The 30 farmers and interested folks who attended this meeting agreed on the necessity of infrastructure to be in place for farmers to be profitable. The infrastructure includes a cut and wrap facility, winter docking station, marketing and sales outlet, the development of value-added products like pet food and jerky, and a strong marketing plan. *** Twenty people, anxious to get dirt under their fingernails and radishes in their salads, showed up at the meeting of the Midway Community Garden.

It was reported that year the garden produced 300 pounds of garlic, of which 100 pounds was sold and another 190 planted.

“I sat in that meeting and watched it deteriorate very quickly and felt that somebody had to interject to try to stop it,” said Macdonald when later reached for comment. “This has gone far beyond the fair itself and is affecting the community at large. The letter, dated May 16, gave notice that the corporation is considering ending Saturday service in Beaverdell. *** The regional district board adopted Regional District of Kootenay Boundary Bylaw No. 1485 - the Bridesville Townsite Land Use Plan. *** Two West Boundary consultation meetings by School District 51 (Boundary) went off much smoother than one held in Christina Lake two weeks before.

ing some concern - had an overall mood of guarded optimism about the proposed change to a middle school configuration in the district. *** City of Greenwood Administrator Gerry Henke gave council written notice of his retirement just before the regular council meeting Monday, June 11. The letter states his intent to retire sometime in the first half of next year. *** The province has asked the City of Greenwood to decide if they want to take over maintenance and liability for the Providence Dam at Marshall Lake. Unless local government or some as yet unidentified public body steps up the province is set to decommission the dam and drain the lake back to its original size. *** “There will be a fair this year, there will be a fair.” – Those were the words that Rock

Creek Fair President Randy Moat used to close the June 20th regular fair meeting – a meeting attended by just over fifty people, including the 13 board members.

It wasn’t all so positive, however, as two resignations were tendered. Director Bill Bosovich said in his written resignation, “After much deliberation and due to the confrontational attitude and uncooperative attitude towards myself by members of the board at directors meetings I have decided to resign my position as vice-president.”

The other resignation came from Lisa Sims who had been tasked with writing grant applications. Sims reported the application deadline for three grants had passed and she was unable to submit, “due to not receiving financial information. In light of that I feel going forward perhaps it would be best if someone else took grant writing on because there is not a willing-

Monday night (July 9) voted unanimously to not take over the Providence Dam at Marshall Lake. *** Over the July long weekend the passing of former MLA Bill Barlee was quietly announced by his family.

Barlee was elected the MLA for Boundary-Similkameen in a 1988 by-election.

Three years later, after the ridings were redistributed, he won in Okanagan-Boundary. In a statement released by Premier Christy Clark on Barlee’s passing she said, “Bill served with distinction as MLA from 1988 until 1996. As minister of agriculture, fisheries and food from 1991 to 1993, and minister of small business, tourism and culture from 1993 until 1996, his dedication to serving the people of British Columbia was exemplary.

Barlee’s passion was history and he shared that passion through his many books and his work to restore historical landmarks like the Kettle Valley Railway and the Town of Sandon.

Barlee died on June 14, 2012 in Victoria just four months short of his 80th birthday.

Christopher Stevenson delivered the petition with over 800 signatures. A letter from one of the two adjoining property owners was also delivered to Thompson’s office. *** The Environmental Services Committee of the Regional District of Kootenay Boundary is recommending the board close the unmanned waste transfer stations, including those at Bridesville, Jewel Lake and Westbridge. It is recommended that the board establish a minimum service standard policy and that all residents within a 30-minute drive of staffed facilities use those facilities and that landfill hours be extended. *** A freak windstorm shortly before 5 p.m. last Friday hit the East Boundary especially hard and fatally injured 11 yearold Richard Fehr from Christina Lake as it brought trees crashing down on the buildings of the popular Pines Bible Camp on North Fork Road near Grand Forks.

August The effects of social media, for good or ill, came to the Boundary in big way last weekend when allegations of horses in distress at a Christian Valley ranch were posted on Facebook by Princeton-based Outbackjacks Horse Rescue. *** Former Greenwood Arno H. Hennig passed away after a lengthy illness on August 2nd 2012 at the age of 82 years old. *** The board of the Regional District Kootenay Boundary voted last week to permanently close the unstaffed waste transfer stations at Bridesville, Westbridge, Jewel Lake, and two at Christina Lake. *** Woodlot licensee George Dore was announced as the Southern Interior regional award winner of the Minister’s Award of Excellence for Woodlot Management. *** Time will tell if the MacDonald Commission report made public on Wednesday, August 8, will defuse the tension at the Rock Creek and District Fall Fair Association enough to please both sides in an internal dispute that has gone on since February. *** Just over 50 people were in attendance at the August monthly meeting of the Rock Creek and Boundary Fall Associa-

By a vote of 24 to 13 a motion was passed that the MacDonald Commission report, including the report by Richard Jones, CGA was recorded in the minutes and will be dealt with at the Oct.17, 2012 meeting. *** Greenwood council voted to spend $2,100 plus set-up costs for advertising on a digital ad-board at the Castlegar Airport for a one-year period. *** Chuck and Karen Bennett are pleased to announce that they have sold the Boundary Creek Times to Black Press.

“We have owned the paper since 2006, but with both us employed by Black Press it became more and more difficult to operate it as an independent paper,” said Chuck.

“We have truly enjoyed owning the paper, but felt now was the right time to sell.”

The sale is effective September 1. *** A four-engine water bomber was called in to knock down a small fire north of Westbridge on August 22. The fire had been started by a lightning strike the night before. *** After two years at the Midway Medical Clinic, Dr. Daniel Ooi will be leaving at the end of this week. *** September Rock Creek and Boundary Fall Fair Association President Randy Moat read the following prepared statement on behalf of his wife, Colleen, and himself at the September 5, 2012 regular membership meeting.

“But above all else, we acknowledge that a lot of things could have been handled differently by all involved and that people could have behaved differently as well. For this we ask that the Board of Directors, the membership and the community accept our sincere apology for any mistakes, decisions, behavior or involvement of ours that may have contributed to this turmoil.” *** Each September for the past decade Midway has held a community barbeque and Volunteer Appreciation Day at Frank Carpenter Memorial Park to honour those citizens who have freely given hours of their time volunteering to make their community a better place.

This year Village of Midway Council chose Ken Mathie as the recipient. Mathie is the Captain for the Midway Boundary Citizen’s on Patrol (BCOP). *** In separate ceremonies over the past week, two West Boundary residents were recognized for their years of volunteerism

Senator Nancy Green Raine came to present the award to Maclean. “I think it is very fitting that we get to reach out to our communities and find people who for many years have contributed,” said Green Raine, adding that Maclean was “just the perfect person” to receive the medal.

On Saturday morning in Midway the Community Barbeque and Volunteer Appreciation Day was the perfect venue for a Queen’s Jubilee Medal to be presented to the village’s former Chief Administrative Officer Bob Hatton. *** The discovery that the lock on the Greenwood municipal water reservoir was missing at about 4 p.m. on Monday afternoon prompted the city to issue a “Do Not Use Water” notice. The works crew and fire department immediately began going door-to-door alerting people of the notice.

Residents of Greenwood and Anaconda were advised to use bottled water or an alternate source of water for drinking, making ice, washing dishes, brushing teeth, bathing, and food preparation until further notice.

The Do Not Use order stayed in place until Thursday morning when labs test results allowed the city to ease the restriction to a Boil Water Advisory, which remained in place until around at noon on Saturday, September 22.

In 2010 a similar notice was issued when the reservoir lock was vandalized.

Staff at city hall said it took four days for the all clear to be issued that time. *** Members of the Greenwood Community Association gathered for a potluck dinner in honour of long-serving kitchen volunteer Betty Bitz who is leaving Greenwood after 27 years. *** October A community information and consultative meeting concerning Rock Creek Fair Board issues was held in Rock Creek on Tuesday, October 9.

Chair for the meeting was Bud Alcorn of Osoyoos. Also at the front table were two past fair presidents - Mary Lautard and Art Harfman, plus Tom Haines, Bill Bosovich and Lisa Sims.

Rock Creek resident Tom Haines read an eight-page statement tracing the chronology of the troubles that have beleaguered the fair board since February when a request was made to see the financial records of the association.

Priede, who died in Afghanistan in 2007. *** The City of Greenwood is considering a change to how water is supplied to homes in neighboring Anaconda. A report prepared last month by Interim CAO Dan Zabinsky recommends that a water service be set up under the regional district to maintain and distribute water to the community. *** Work to relieve the pressure on Providence Dam is scheduled to end on November 15 according to Fisheries Biologist Tara White from the Ministry of Forests, Lands and Natural Resource Operations. *** RDKB representative Marguerite Rotvold told council that the regional district director of finance has been asked to plan for a 1.5 per cent increase in 2013 service budgets. The Junior girls team (gr. 8 & 9) travelled to Castlegar on Saturday for the West Kootenay Volleyball Finals, where they competed against seven other schools: Grand Forks, two Castlegar teams, two Nelson teams and two Mt. Sentinel teams. With outstanding serving, hitting, digging and setting, the girls outplayed every team throughout the day. Our BCSS team won 12 out of 12 games - 0 losses and won the West Kootenay Junior Zone Championships, beating Mt. December After looking at estimate for three types of heating systems for Greenwood city hall council has decided to go with a new double-boiler system. It was more expensive of the other two options – HVAC or minisplit but will that will preserve the heritage nature of the building. *** Greenwood mayor and council have given themselves a $10-per-month increase in their stipend. *** Greenwood Councillor Barry Noll has been appointed by council as the Regional District rep for the city. *** Midway RCMP with the assistance of South Okanagan RCMP conducted a high-risk vehicle stop on Highway 3 near Bridesville on Sunday, November 25 at approximately 4:20 in the afternoon.

Midway RCMP had spotted a vehicle believed to have been involved in a robbery and home invasion in the New Denver area.

According to Christensen four male suspects were taken into custody and, during a subsequent search of the vehicle, police found a handgun, pellet handgun, and other weapons. Charges have been laid against two of the males who are from the Lower Mainland. *** The Phoenix Mountain Master Plan has been approved and the ski hill will be granted a 30 year Operating Agreement. *** An email from Rock Creek and Boundary Fair Association Secretary Sue Hayes announced it was the decision of the board of directors that the attendance list at the November meeting would count toward members attending a minimum four meetings before being a voting member.
