GREETINGS & WELCOME Welcome to the Prince George Civic Centre and the 10th annual BC Natural Resource Forum. The theme of this year’s forum is The Economic Olympics…Can B.C. Win A Gold Medal? This year the forum brings together experts from across our nation to present and discuss what it will take to prepare the Province to position itself to win in the world economic race. With expert panels on LNG, post-secondary education and skills training, forestry and mining, the forum is certain to be both informative and engaging.

The first day of the forum features keynote speakers Doug Bloom, President of Canadian LNG Energy, and Kevin Evans, CEO of the Industry Training Authority. It will showcase two panels, a morning panel on Liquefied Natural Gas and an afternoon panel on post-secondary education and skills training. The second day includes keynote speaker Steve Zika, CEO of Hampton Affiliates, and luncheon speaker Senator Nancy Greene Raine, along with a morning panel on Forestry and an afternoon panel on Mining. I will then have the privilege of giving the closing remarks at this year’s forum.

This forum provides not only an excellent opportunity to learn more about the future of the natural resource industry in our province, but also to network with leaders and experts in this field. Over the next two days, these leaders and experts will offer you a framework of what we can expect for the future of the natural resources industry, including both the opportunities and the challenges we face. With so much to be learned here, I am confident that we will all leave the Civic Centre with a better understanding of the natural resource industry and its role in the economic future of our province.

The passing of 2012 brings the annual BC Natural Resources Forum and this year’s theme is “Economics Olympics: Can BC Get The Gold Medal” I always look forward to this great opportunity to bring together the business sector, government, industry leaders, and community decision makers for a chance to network and move forward together. There is great potential in Northern BC and across the entire province in fields like mining, agriculture, and energy and I’m encouraged by what we have accomplished and what lies ahead. Bloom joined the company in 1987 as a regulatory affairs supervisor for Westcoast Energy in Vancouver.

Following a series of management positions, he was appointed vice president, customer service and marketing in 1994. In 1996, Bloom was named vice president of business services, responsible for the company’s engineering and construction, supply chain, information technology, human resources and administrative functions.

Following Duke Energy’s acquisition of Westcoast Energy, Bloom was named vice president of business integration. He was then named vice president of strategic planning and risk management for Duke Energy Gas Transmission, and in 2003 was appointed president of Maritimes & Northeast Pipeline, a joint venture of Spectra Energy, Emera Inc. and ExxonMobil Corporation.

Bloom holds bachelor’s and master’s degrees in economics, both from Simon Fraser University in Burnaby, British Columbia.

DOUGLAS BLOOM PRESIDENT SPECTRA ENERGY Doug Bloom is President of Spectra Energy’s Canadian LNG business, leading the company’s development efforts related to significant liquefied natural gas (LNG) infrastructure opportunities in Western Canada, including the multi-billion joint venture between Spectra Energy and BG Group to build a major natural gas system to serve a new LNG facility on Canada’s West Coast.

Prior to assuming his current role in 2013, Bloom served as president of Spectra Energy Transmission’s Western Canada operations, responsible for its four businesses: BC Pipeline, BC Field Services, Midstream, and Natural Gas Liquids.

He chairs the Canadian Energy Pipeline Association, a trade organization representing Canada’s transmission pipeline industry. He is also a member of the Board of Governors of the Business Council of British Columbia.

Bloom has been a longtime volunteer with United Way and has served in leadership fundraising capacities in Vancouver, Calgary and Halifax. In 2011, he was honored with the Pacific NorthWest Economic Region’s Robert F. Day Memorial award for his work in fostering economic development through public and private sector collaboration.

Mr. Bloom will be speaking on the LNG opportunity Wednesday morning, January 9th.

KEVIN EVANS ITA INDUSTRY TRAINING AUTHORITY Kevin Evans is chief executive officer (CEO) of the Industry Training Authority (ITA), responsible for the governance, expansion and improvement of B.C.’s industry training system. He was appointed CEO in October 2007, after joining the organization as chief operating officer in April.

Before joining ITA, Kevin was vice-president, Western Canada, of the Retail Council of Canada – a national non-profit trade association. In this capacity, he was also chair of the Coalition of BC Businesses and vicechair of the B.C. government’s Permanent Roundtable on Small Business.

From 1996 to 1998, Kevin was chief journalist, Television News and Current Affairs at CBC British Columbia, where his primary focus was provincial government affairs.

His community involvement includes serving on the Board of the Immigrant Employers’ Council BC. Mr. Evans will be speaking on a new paradigm for trades training on Wednesday afternoon, January 9th.

MIKE CORY CN RAIL SENIOR VICE-PRESIDENT WESTERN REGION In April 2009, Mike Cory was appointed Senior VicePresident for Western Region, based in Edmonton, Alberta.

Mr. Cory started with CN in 1981 at the Symington Yard Diesel Shop in Winnipeg as a labourer. Over the years, he has held various operational positions, worked in Customer Service and Marketing, and served as Superintendent, General Superintendent, Director of Service Design and Network Operations Superintendent. In January 2006, he became General Manager of Operations for the Michigan sub Region.

In September of 2006, Mr. Cory became Assistant Vice-President of Network Operations and then VicePresident of Operations for the Eastern Region in June 2007, until his promotion to Senior Vice-President, Eastern Region, in November 2008.

STEVE ZIKA CEO HAMPTON INDUSTRIES Mr. Zika is the CEO of Hampton Affiliates with eight sawmills in Oregon, Washington, and British Columbia with normal annual production capacity of 2.3 billion board feet of lumber. Hampton owns 92,000 acres of timberland in the Pacific Northwest and manages 120,000 hectares of provincial timberland in B.C. Hampton also has wholesale and distribution operations that deliver building products to customers all over the world. Mr. Zika’s vision is to grow the company globally using sustainable business practices to benefit its customers and communities. He has been with Hampton for 17 years and has 30 years of experience in public accounting and private industry. Mr. Zika serves on the boards and

Following the 1998 merger of TransCanada and NOVA, Mr. Clark was Vice-President, Gathering and Processing, with the responsibility for 17 gas gathering and processing facilities. He continued to lead this business unit during the divestiture process following TransCanada’s decision to exit the Midstream business.

STEVEN CLARK Steve Clark is Senior Vice-President of TransCanada’s Canadian and Eastern U.S. Gas Pipelines division.

Mr. Clark oversees all of TransCanada’s natural gas pipeline assets in Canada and the northeast United States, including the NGTL System, the Canadian Mainline, Foothills System and TransCanada’s interests in the Trans-Quebec & Maritimes Pipeline, Portland Natural Gas Transmission System and Iroquois Gas Transmission System.

Prior to his current role, Mr. Clark was Vice-President, Commercial West, providing commercial leadership for TransCanada’s Alberta, B.C. and Foothills Systems.

Previously, he was Director, Sales & Marketing – Gas Transmission West and Vice-President, Western Business Development, where he was responsible for

Mr. Clark originally joined NOVA’s emerging midstream business in 1994. He held a number of senior positions, becoming the General Manager, Business Development.

Prior to that, he worked for five years with Novacor Chemicals Ltd. as Product Manager, Western Ethylene.

His other engineering experience includes five years as a Process and Business Development Engineer with Stone and Webster and Fluor Daniel, focusing on oil refining and gas processing. Mr. Clark also spent two years with the New Brunswick Research and Productivity Council as a Project Manager responsible for the design, construction and startup of a zinc refinery.

Mr. Clark is past Board President for the Canadian Mental Health Association – Calgary Region. He also sits on the Board of Directors for the Calgary Homeless Foundation.

Mr. Clark graduated with a Bachelor of Science degree in Chemical Engineering from the University of Alberta in 1981. He also holds an MBA from the University of Calgary, which he completed in 1992.

Ellis Ross, Chair of the Aboriginal Business and Investment Council, is the recently elected Chief Councillor of the Haisla Nation, although Ellis has been a full-time elected Councillor since 2003. He has had many portfolios over his terms served for the Haisla Nation, but has always maintained his connection to specific files that have an Aboriginal rights and title component and economic development. He has worked for the private sector and the public sector, and operated his own business in partnership with his brothers through the 1990s. Over the past 12 years, he has coached and assisted Haisla basketball teams. Mr. Ross also coached a High School senior girls’ basketball team to a zone championship.

KEYNOTE SPEAKERS THURSDAY LUNCH

SENATOR NANCY GREENE RAINE Nancy Greene Raine, O.C., OBC was named Canada’s female athlete of the last century by the Canadian Press and Broadcast News. She won gold and silver medals in alpine skiing at the 1968 Grenoble Olympics and overall World Cup titles in 1967 and 1968. Her total of 13 World Cup victories is still a Canadian record. During her nine-year career Nancy won a total of 17 Canadian Championship titles. Since retiring from active competition, she has worked to promote the sport and with her husband Al Raine was instrumental in the early development of the WhistlerBlackcomb Resort. Since 1994 she has been Director of Skiing at Sun Peaks Resort. Ms. Greene Raine is

an Officer of the Order of Canada, Member of the Order of British Columbia, a member of both Canada’s Sports Hall of Fame and Canada’s Walk of Fame and is Chancellor Emeritus of Thompson Rivers University Nancy was appointed to the Canadian Senate by Prime Minister Harper in January, 2009.

PAT’S WELCOME Bell said he’s happy the forum became so popular.

“This is the 10th one for me. It’s a bit of an important anniversary. It was just an idea, and it caught on,” he said.

“I think we’re in this very important economic time.”

Bell likened the expected economic bounty and B.C.’s opportunity to be part of it to the Olympics.

The key, he said, is the markets opening in China and India. Whichever country with the available resources partners with either of these massive emerging markets as the major exporter wins it all.

“The difference is there is only one medal - gold,” he said.

The top three runners, he said, are Australia, Canada and the USA. Australia is being incredibly competitive and also has a plethora of natural resources, Bell said.

Why did Rio Tinto Alcan invest $3.3 billion in Kitimat?

“For the province, and Canada as a whole, establishing China and India as strong trading partners is important.

They need what we have. If we are successful, we will be set up for two or three decades.

Why did Hampton Affiliates decide to rebuild the Burns Lake sawmill after saying no in Washington and Oregon?

Why did Steve Zika, the CEO of Hampton invest in B.C.?

Finding the key components in what interests important investors is important, improving the province’s chances to win this race.

How do any of the boards of these multi national billion dollar companies make the kind of decisions that bring them to invest in B.C.? What are they looking for?

“The Natural Resources forum gives us some of these answers,” Bell said.

People who attend the 10th annual Natural Resources forum in January in Prince George will have the chance to get the answers to those questions and learn from the successes of others when it comes to taking advantage of the billions in investment pouring into the province, in large part due to the abundance of natural resources available in B.C. MLA Pat Bell, Minister of Jobs, Tourism and Skills Training and event organizer said they are having the CEO’s and CFO’s of major companies as keynote speakers for the upcoming forum, which he said is entitled Economic Olympics: Does B.C. Have What It Takes To Win? Doug Bloom, president of Spectra Energy Transmission’s western Canadian operations, will be one of those speakers.

“When he goes to his board, how do they make those decisions?” Bell asked.

Experts in sectors like forestry, mining, natural gas and skills training will act as keynote speakers. Each session will be followed by a panel, giving attendees an opportunity to listen and interact with presenters.

Nancy Greene, who took home the gold for Canada in the giant slalom at the Grenoble Olympics, will also share a message with participants.

“Preparing to win in sports is similar to preparing to win in business,” Bell said.

The forum takes place at the Civic Centre on Jan. 9 and 10, 9:00 until 4 p.m. Sessions are free.

Henning has dedicated her life to providing inclusion and equity in higher education. Faculty, author, researcher and administrator Henning is recognized as a leader in post-secondary education and is honoured and energized by her recent path serving as President and CEO of Northwest Community College in one of British Columbia’s cultural and resource rich northern regions.

DENISE HENNING Dr. Denise Henning is described as a strong and committed educator. From 2006 when she was named President and Vice-Chancellor at the University College of the North to her current position as president and CEO of Northwest Community College, Henning has a reputation for building relationships with communities and colleagues in the post-secondary education through collaborative team approaches helping to provide focus on mission and vision in the institutions she serves.

With a strong belief in being ethically principled, Dr. Henning uses values-based approaches in her teaching and administrative leadership to energize people to be innovative while focusing on the needs of students and community stakeholders alike.

A Cherokee/Choctaw originating from Creek County in Oklahoma, Henning has a deep passion for equity and inclusion in higher education and is concerned for assisting students, faculty, staff and administrators from all backgrounds to understand the rich heritages found in contemporary worldviews.

A career marked with broad experiences consulting institutions and organizations throughout the US and Canada, Henning’s research has focused on Aboriginal graduate student persistence and completion, Aboriginal women’s issues and reducing disparities in the learning of mathematics, science, and literacy among Aboriginal peoples.

Dr. Henning has a working knowledge of strategic development, planning and implementation at all levels of post-secondary education and credits much of her

DICK MYNEN Dick Mynen is the President and CEO of TDB Consultants Inc. which is a Prince George based company with a second operation located in Moncton, New Brunswick. TDB is celebrating its 25th anniversary this year, carrying out projects across Canada in a number of disciplines within the natural resource sector. Dick is also on the Board of Directors for NRSG, the Northern Resource Solutions Group. NRSG members first came together in 2005 as an industry group collaborating together on projects and research that were potentially too large to take on individually. This entity now has 13 member companies which collectively have over 1,200 employees and offices spread out across BC, Alberta, the Yukon and beyond.

In addition, Dick represents TDB’s interest within a number of other organizations and associations. Dick has an Honours diploma in Photogrammetry from SAIT in Alberta, also an Advanced GIS Technology Diploma from CNC and is finalizing his Masters in Business Administration from UNBC. Dick has called Prince George home for many years though came here as a young immigrant himself from The Netherlands.

JOHN BOWMAN John Bowman was first appointed to the position of President and Chief Executive Officer of the College of New Caledonia in May, 2007 and for a second five year term on May 11, 2011.

From September 2006 to May 2007 he served in the role of “Interim” President at CNC and prior to that was Vice President Student Services from August 2004 to September 2006.

Prior to moving to Prince George in 2004, he was employed as the College’s Regional Director in Quesnel for seven years. In previous administrative leadership roles from 1984 to 1997, John was employed by Kwantlen University College, Government of the Northwest Territories, Government of Manitoba and the Winnipeg School Board #1.

He earned a Bachelor of Arts Degree from the University of Manitoba in 1983, and a Master of Arts Degree in Leadership and Training from Royal Roads University in 2003.

John’s professional interests and work reflect a keen interest in how collaborative leadership, teamwork and interpersonal relationships can enhance the effectiveness of educational organizations. He is passionate about the role that regional community colleges play in supporting the social and economic development of the communities they serve.

POST SECONDARY SKILLS TRAINING

DR. MARK DALE Dr. Mark Dale is Provost at the University of Northern British Columbia, serving also as Professor in the Biology Program in Ecosystems Science and Management. He received B.Sc. and M.Sc. degrees from the University of Toronto and holds Ph.D. from Dalhousie University. In addition, he completed a diploma in the History and Philosophy of Science, at Cambridge, and two years as a postdoctoral fellow at UBC. Prior to this appointment, Dr. Dale held academic and administrative positions at the University of Alberta, including Chair of the Department of Botany, and Dean of the Faculty of Graduate Studies and Research. .

Dr. Dale’s area of research expertise is in spatial aspects of plant ecology, and his students have worked on a range of related subjects from pattern development during primary succession and white spruce regeneration after fire, to plant His publications include more than 75 refereed papers and two books: Spatial Pattern Analysis in Plant Ecology (Cambridge 1999) and Spatial Analysis, A Guide for Ecologists (Cambridge 2005; co-written with Marie-Josée Fortin, University of Toronto). His current research interests focus on the statistical analysis of linear objects in ecological systems, such as downed logs on the forest floor or the rhizomes of clonal plants, on the effects of spatial structure on diversity in plant communities, and on the application of graph theory to spatial phenomena in ecology.

Ken has been CEO of Forestry Innovation Investment Ltd. since 2004. This company is an agency of the Government of British Columbia, responsible for developing markets for BC forest products around the world. It is especially active in China, with a subsidiary company headquartered in Shanghai since 2003, and now a new subsidiary just becoming established in India.

KEN BAKER Ken Baker is a 1971 forestry graduate of the University of British Columbia and a registered professional forester.

For fourteen years he worked in the private sector in BC’s central interior, initially as logging superintendent and woods manager for a major lumber and plywood manufacturer, and later as owner/operator of a small logging company.

He joined the British Columbia Forest Service in 1985 as manager of the timber pricing system and followed that with jobs involving: •

forest tenure administration,

•

negotiating settlement of the Canada-U.S. softwood lumber dispute,

•

negotiating settlements for government expropriation of harvesting rights to create new parks, and

•

strategic policy development.

In 2000, he became BC’s deputy chief forester, responsible for: •

determining allowable harvest levels for tree farm licences,

•

the Ministry’s tree improvement and forest research programs, and

•

broader Divisional fiscal and human resource management.

He also oversaw the design and implementation of an array of forestry programs previously managed

by Forest Renewal BC, and now to be delivered by

STEVE HOFER Steven Hofer joined Interfor in September, 2004 as General Manager, Sales & Marketing and was appointed Vice President, Sales & Marketing in February 2011. He is currently responsible for global sales for Interfor’s 9 sawmills and 1 remanufacturing plant and provides executive leadership of Interfor’s sales offices in Canada, United States, Europe and Japan. He has 19 years of industry experience including management roles in Fibre Procurement, Manufacturing and Sales & Marketing.

Mr. Hofer currently serves on the Board of Directors for Canadian Mill Services Agency and also serves on various Industry committees.

He is originally from Lethbridge, Alberta and holds a Bachelor’s Degree in Asian Studies and Economics from the University of Victoria.

Robert Gallagher’s principal occupation is the President and Chief Executive Officer of New Gold.

Mr. Gallagher has worked in the mining industry for over 32 years and spent 15 years with Placer Dome Inc. and from August 2000 to December 2007 with Newmont Mining Corporation, most recently as Vice President, Operations, Asia Pacific. Before the business combination of Peak Gold, Metallica and New Gold, Mr. Gallagher was the President and Chief Executive Officer of Peak Gold from February 2008.

Mr. Gallagher holds a Bachelor of Applied Science in Mineral Processing.

DOUG SMITH Doug is General Manager of Xstrata Coal, a role he assumed following Xstrata Coal’s purchase of First Coal Corporation in August 2011. Doug had been President, CEO and Director of First Coal since May 2007.

For the 12 years prior to joining First Coal, Doug was President and Director of Andalex Resources Inc., a U.S. private company with extensive surface mining operations in western Kentucky and underground operations in Utah. In 2006, he successfully directed the sale of Andalex to another coal mining company.

Doug has served as Chairman and Director of Los Angeles Export Terminal Inc., an export bulk coal loading and handling facility at San Pedro, California, and the Utah Mining Association. As well, he provided industry

In his prior work experience at Luscar Ltd. in Edmonton, Alberta, Doug moved through successive positions to Senior Vice President responsible for program management in all company areas including marketing, transportation, legal affairs, environmental protection, and public relations. He negotiated numerous coal supply contracts with domestic and international customers and served as Vice Chair and Director of Neptune Bulk Terminals, Canada Ltd., and as a Director of the Coal Association of Canada.

Doug holds a B.Sc. in Electrical Engineering and a B.Sc. in Biology, both from the University of Alberta.

He has also completed the Program for Management Development at the Harvard Graduate School of Business and has earned the ICD.D certification from the Institute of Corporate Directors. He is a member of the Association of Professional Engineers and Geoscientists of Alberta and numerous professional organizations.

KEVIN LOUGHREY Mr. Loughrey is currently the Chairman of our Board of Directors and has been our Chief Executive Officer since December 1, 2006. In this capacity, Mr. Loughrey has overseen the activities of our Company since our acquisition of Thompson Creek Metals Company (now Thompson Creek Metals Company USA) in 2006. Under his leadership, we were listed on the New York Stock

Exchange in November of 2007 and achieved record revenues of $1 billion in 2008. From 2005 until 2006, Mr. Loughrey served as the President of Thompson Creek Metals Company and as such was responsible for all of the Thompson Creek operations. From 1998 until 2005, he served as the Senior Vice President, General Counsel and Secretary of such company. Mr. Loughrey also served as the Senior Vice President and General Counsel for First Dynasty Mines Ltd. and Cyprus Minerals Company. Mr. Loughrey was responsible for complex legal matters including several major acquisitions, listing Cyprus on the New York Stock Exchange, and the 1993 merger of Cyprus with AMAX Inc. Mr. Loughrey has over 30 years of experience in the mining business.

Mr. Loughrey holds a Bachelor of Arts from Colorado State University and a law degree from the University of Houston. We believe Mr. Loughrey’s qualifications to sit on our Board of Directors include his CEO experience leading a large, international organization and his extensive knowledge of the mining industry.
