Vision, optimism hallmark of PoCo founders

H

is Scottish lilt likely still intact after 17 years in Canada, James Mars greeted a throng of newly-minted Port Coquitlam residents with a degree of enthusiasm not usually associated with a dour Scotsman.

It was a warm, sunny day in April, although deep puddles in the ditches alongside Shaughnessy Street hinted at earlier spring rains. After months of speculation, planning and, finally, triumph, Inauguration Day had arrived.

April 18, 1913 had been declared a civic holiday and the entire city had emptied out of businesses, homes and farms to walk to Agricultural Hall for the mayor’s address.

Looking back on that day nearly 100 years ago, one wonders if the residents of the young community could appreciate the significance of their undertaking.

Today, Port Coquitlam, which celebrates its centenary this year, is an independent-minded, thriving community that also punches above its weight in dealing with environmental and social issues — and was

BUILDING BOOM

A century ago, PoCo’s future could hardly be envisioned. Instead, the dozens of children wearing white and carrying hats were enjoying a day off school and waiting for the speeches to be over and the ball games to begin.

If all went well, Mars would soon hand them a special inauguration

medal to mark the day while the Coquitlam City Band played celebratory tunes. As the heat of the day poured down on his wavy, close-cropped hair, Mars did not disappoint his listeners. In fact, he fanned the flames of their optimism by predicting that the town of 1,500 to 2,000 would be home to 10,000 people in three years.

The grocery store owner’s optimism was

not unfounded. As noted in the Chuck Davispenned book Where the Rails Meet Rivers, the new city had only just separated from Coquitlam on March 7 to avoid subsidizing its roads but was already attracting developers, entrepreneurs, ship builders and Canadian Pacific Railways to the region.

There were“all sorts of indications the little city had a busy future,”

Davis writes, citing the list: Electric power had recently arrived, the CPR had moved its marshalling yards into the centre of town, the new hospital at Essondale (later Riverview) just opened and telephone service was on its way.

And even greater plans were afoot.

“The forces which are behind it will not be stopped by government or man,”enthused the Coquitlam Terminal Company, one of the more active developers in the region, and anyone with money to invest was flocking to the area.

A PORT CITY

A port was envisioned for PoCo with grain elevators, shipbuilding, logging and other endeavours. The opening of the Panama Canal in 1914 was seen as a catalyst for industrial development in the region and PoCo, located between the Pitt and Fraser rivers, would be its heart. see ExPanSion, page 4

PoMo’s pioneers undeterred by rail terminus move

oised on the verge of its second economic boom, the bustling community of Port Moody boasted a population of well over 1,000 people, at least three vehicles and even a home with an indoor toilet in 1913.

It had already been some 40 years since people first flocked to the city, anticipating fortune and prosperity with the promise of a CP Rail terminus in Port Moody.

“There was a tremendous boom for a few years,” said Jim Millar, curator of the PoMo Station Museum.

“Articles in the Port Moody Gazette had all sorts of fabulous stories about what Port Moody would become,” with the head of Burrard Inlet slated to become the west coast’s Toronto.”

When the terminus moved to Vancouver, however, most of those early pioneers left in a hurry; even the Winnipeg House hotel was dismantled and moved to New Westminster.

A few hardy souls remained, however, and pioneered PoMo’s continued growth.

There was Capt.

James Clarke, a master mariner, marine engineer and later a farmer, who donated significant portions of his 150 acres of land for Port Moody’s first churches and schools. He moved to Vancouver briefly in the early 1900s but returned

to PoMo by 1911; two years later, at the age of 77, he established a real estate business and earned a seat on the first city council.

Born on a British ship and raised in Port Moody’s first family, John Murray Jr. came to be known affectionately as“Mr. Port Moody.”

Fiercely patriotic and

devoted to his family, Murray Jr. surveyed the city’s early streets and named them after his siblings, their spouses and their children (he and his wife, Clara, never had children of their own).

With much of Port Moody still densely forested land there were ample hunting op-

portunities, and Murray Jr. served as the city’s game warden for many years before becoming a school truant officer, where he was known to be strict on the rules but soft on punishment. Murray Jr. was also elected to the first council in 1913, but only served for one year.

Sept. 29 & Oct. 6: Ioco Ghost Town Days. council, Perry Roe, was born in Scotland in 1863 but spent his early years in the U.S. At the age of 15 he ran away to Texas, where he had dreams of becoming a cowboy; 10 years later he was in Vancouver and, although he had no knowledge of the lumber industry, he was working at a Vancouver mill.

in Port Moody, where he soon owned half the Canadian Lumber Company.

Roe was acclaimed as PoMo’s first mayor in 1913, presiding over a nine-member council, but resigned a few years later amid controversy over a $100,000 loan to the Port Moody Steelworks company. see Logging, page 5

Plans were even drawn up for a $5-million canal from Pitt River to Port Moody inlet.

In a fever of expansion, the community’s leading citizens, then part of Coquitlam district, began a burst of road, school and sidewalk building, and took out a loan of $340,000 — a large undertaking for a community of about 1,500.

But such was the optimism of the day and, with much of the home building, hotels, businesses and services in

the vicinity of the train station, Westminster Junction, the city’s fathers opted to secede from the bigger municipality and The Star announced a contest to name the city.

Much would change in the intervening years.

The CPR did become a major employer — as it is today — the shipbuilding industry lasted for a brief period during the Great War but much of the promise of those early days was derailed by war, depression, fire and floods. Many people left and hundreds of homes

were auctioned off for tax sales; the city hall building constructed in 1914 sat virtually empty for years.

It seemed as if the new motto“By Commerce and Industry we Prosper” had deserted the city, but there is no question that PoCo’s ability to maintain its livability despite the pressures of expansion over the years suggests the founding fathers and mothers who stood out in the sun at Aggie Hall that day were definitely on to something. dstrandberg@tricitynews.com

Logging an important part of PoMo’s history continued from page 3

After the CP Rail terminus moved west, Port Moody initially sank into a deep depression, then quickly recovered (aided by a worldwide economic boom in the early 1900s) by turning to the trees.

Logging that had started on the south shore to clear land for the railway continued on PoMo’s north shore, where massive fir and cedar trees were cut by men living in logging camps along the hillside, up above the comfortable vacation homes for Vancouverites that had been built in Old Orchard and Pleasantside.

Logs were sent down the mountain on skid roads, where they were processed in the dozen or so mills operating in Port Moody. In 1912 Robert Thurston and Aird Flavelle purchased the former Emerson sawmill, operating on the waterfront at the foot of Kyle Street, and soon turned it into B.C.’s largest cedar mill and Port Moody’s most significant employer.

Following closely on the lumber industry’s success were the oil refineries, which started at the site of the first CP Rail station in 1909 and was followed by the Imperial Oil Company on PoMo’s north shore in 1914. By 1915 Ioco was running at full steam, employing 240 men and producing 1,000 barrels of oil a day.

As much as Port Moody has changed in the past 100 years, the small community hugging the shores of Burrard Inlet today bears many similarities to its 1913 counterpart.

Significant growth in the city’s town centre in recent years gave way to a near-standstill in new development while the

city lobbied for a longpromised transit line.

Now, with the Evergreen Line set to make its way alongside CP’s tracks, Port Moody stands poised on the verge of a new era of growth, change and prosperity.Those early pioneers, the ones who stayed to make Port Moody their home, would no doubt be proud.

This weekend, many Tri-City community groups are willing to turn trees into mulch — for a small fee — to support their causes.

Coquitlam school district faces tough financial times

School District 43 is facing budget woes at the same time it’s looking for a new money manager and is girding its loins for a year of belttightening.

Rick Humphreys resigned from his post as secretary treasurer for the district effective January citing health and personal reasons.

Board chair Melissa Hyndes said the resignation was unexpected but wouldn’t comment on the circumstances because it’s a personnel issue. However, she said the district will immediately try to find a shortterm replacement, such as a retired-secretary

treasurer, while it seeks to fill the post on a p e rmanent basis.

HUMPHREYS In the meantime, she said, superintendent Tom Grant will be acting-secretary treasurer.

Humphreys’ departure comes as the district begins budget discussions for the 2013/’14 year and comes to grips with its current financial situation, which Hyndes said has deteriorated in recent months because of unanticipated costs.

It will have to find more than $1 million to cover anticipated wage increases for support

workers in each of the next two y e a r s b ecau se of the governHYNDES ment’s Cooperative Gains Mandate plus another $1.5 million to cover an increase in teachers’ pension costs.

Hyndes said the district is also facing a drop in enrolment and higher utility costs.

“We’re looking at a bit of scaling back now for the current year as well as trying to forecast and predict what’s happening for next year,” Hyndes said.

With budgets already tight, SD43 doesn’t think

it can find the cash in efficiencies to fund wage increases for support workers and Hyndes said the district has sent a letter to the minister opposing the plan.

But this district isn’t alone in trying to figure out how to find efficiencies without reducing service. Hyndes said the BC School Trustees Association is also on record as opposing the requirement to find money for wage gains within existing budgets.“There’s a unified ‘no’ from our provincial standpoint,” Hyndes said.

More information about the district’s financial circumstances is expected to be revealed at its Tuesday, Jan. 15 meeting.

chool District 43 got the equivalent of a lump of coal in its Christmas stocking from Education Minister Don McRae last month. The bad news came in the form of a Dec. 3 letter requiring all school districts to find 1.5% savings in their budgets dealing with school support staff to pay for their share of the government’s cooperative gains mandate in funding anticipated wage increases.

By mid-January, when the board of education next meets, it will be expected to find more than a million dollars in efficiencies to complement savings being proposed by the BC Public School Employers’ Association in a proposed modernization of benefit and disability management.

For anyone not aware of the cooperative gains mandate, it’s the looser version of the Net Zero mandate, in which wage gains are now permitted but only if savings can be found elsewhere. While this seems like a reasonable approach to funding wage hikes in the public sector, many school districts will struggle with finding loose cash without affecting service to kids.

Yet that is exactly what districts must do, according to McRae, although in all fairness, he recognizes that some districts might find it easier to do than others.

School District 43 is one of the larger districts in the province and has economies of scale that others don’t.

It has passed a balanced budget in previous years but it has struggled, cutting supply budgets and lengthening the Remembrance Day weekend and spring break to achieve savings, to name just a few initiatives.

It will be hard-pressed to find money, but that is what it will be expected to do in the coming year.

For those trying to balance their household budgets after Christmas, the prospect of cutting groceries or other necessities to keep up with anticipated higher taxes, fees and utilities is a daunting prospect.

No doubt many will sympathize with the pressures school districts will face, while others will just keep their heads down and hope to survive another year of belt-tightening.

Is liquid natural gas the enviro-villain of 2013?

A couple of weeks ago I described the dispute between the Haisla Nation and the rest of the Coastal First Nations group over the pioneering of liquefied natural gas development on Haisla territory at Kitimat. Powerful chiefs of the Heiltsuk, Gitga’at, Haida and others in the so-called Great Bear Rainforest oppose the idea of kicking off a new LNG export industry without extending the hydro grid to support renewable power for the region.

LNG is shaping up as B.C.’s largest-ever industrial project, if it gets built. And there are signs the American-directed environmental attack is swinging to our gas boom.

Some in the Canadian media insist no such U.S. influence exists, or that it is trivial and

benign. They mock federal Natural Resources Minister Joe Oliver’s description of “foreign radicals,” pretending this applies to everyone opposed to oil pipelines.

There weren’t many reporters with me when I covered the negotiations for the Great Bear Rainforest in 2006. To the Vancouver media it was just a big forest deal up in the middle of nowhere. Along with B.C. cabinet minister Pat Bell, Coastal First Nations and forest companies, the Sierra Club, ForestEthics and Greenpeace muscled their way to the table.

How they did so became clear in early 2007. Behind these big three eco-propaganda groups was a $60 million war chest from an obscure outfit called Tides Canada.

Another front group, as it turns out. The actual source of the money was the William and Flora Hewlett Foundation, the David and Lucille Packard Foundation, the Wilberforce Foundation, the Gordon and Betty Moore Foundation and the Rockefeller Brothers Fund.

Most made their billions in computers and software in San Francisco or Seattle. They’ve

funded scientifically suspect campaigns such as “Yellowstone toYukon” and “boreal forest” aimed at turning more than a third of Canada into parks. Increasingly, they are partnering with aboriginal people in B.C. and across Canada.

Some in B.C.’s major media have since grudgingly credited independent B.C. researcher Vivian Krause with filling in the blanks. She has shown that starting in 2002, these foundations began formally organizing against Canadian fossil fuel production.

When the B.C. and Canadian governments matched the $60 million Great Bear Rainforest fund for “ecosystem-based” forest management, they didn’t realize they were reinforcing a blockade against oil exports. Tides and its backers have continued to fund and create new protest groups, which are quoted as they pop up by credulous B.C. media.

Their argument against oil exports centres on the sexy but false premise that Alberta’s “tar sands” somehow uniquely threaten the global climate. Lately, as the size of B.C.’s gas development has become clearer, the protests have started to refocus.

Now we hear dire claims about the decades-old technique of “fracking” in gas development, and previously obscure groups are springing up to protest gas projects.

Hollywood is about to gas us with an anti-fracking movie starring Matt Damon.

Previews suggest that Promised Land works the usual evil-greedy-capitalist themes, in the Avatar tradition.

ForestEthics, Sierra Club and Greenpeace, meanwhile, are campaigning against their original forest preservation deal on B.C.’s Central and North Coast. Sustainable development solutions aren’t good for their business model. If people think a problem is solved, they stop sending money.

Meanwhile, the U.S. is surging ahead with its own shale oil and gas boom. Plans are underway for LNG exports from the U.S. to Asia.

I think 2013 would be a good year for Canada to start making its own decisions on energy development.

Mom wants to say ‘thanks’ The Editor, Re. “One honest woman made bad day good” (The Tri-City News, Dec. 24).

On Aug. 6, 2011, my son took a nasty fall off his longboard at the corner of our block about eight houses away from home.Yes, he did have on his helmet. He laid there and a few people passed him. One or two people asked him if he was okay, to which he said yes. Then along came an angel. She did not accept his answer and gave the dog she was walking to her partner and helped my then 14-year-old, 5’11” son up and walked him home. I was not there and his older brother answered the door and (hopefully) thanked her, not really believing anything was wrong with his brother except for his badly scraped bloody fingers.

I came home shortly after and took him to the Eagle Ridge Hospital. I can also not say enough about the prompt, efficient care of all the wonderful staff he came in contact with there on that busy night. The diagnosis was a broken clavicle. I have spent more than a year trying to see if I can spot this lady who was walking a black dog as that’s all my sons can remember. So I

One man’s mission to end bullying PoCo’s Gary Mauris’ launches I Am Somone campaign

Port Coquitlam entrepreneur is using his business networks and moxie to spark what he hopes will be a national anti-bullying campaign that will put the city on the map as the capitol of kindness and compassion.

Like many around the world, Gary Mauris was shocked and saddened by the death of PoCo teen Amanda Todd and the circumstances that surrounded her Oct. 10 suicide.

But, unlike most people who simply watched her poignant video, posted anonymous comments and consumed a diet of social media conjecture, Mauris got busy, putting the drive and energy he used to build a national mortgage company into the Be Someone/I Am Someone campaign, that, if all goes as planned, could really go somewhere.

“I was sad. I was just blown away,”Mauris recalled of the day over two months ago when Todd’s death made the national press.“Honestly,”I had a lot of questions. How could it get this far?”

He got the news on a national flight from a business meeting; read the Port Coquitlam dateline and Todd’s age, 15, the same age as his daughter, and his heart hurt, he said. When he met Todd’s mother, Carol, the bullying issue became a personal mission.

“We all care abut the loss of our children. But caring is not enough,” he said, and with the the vision of Todd’s last card and the words“I am alone, I need someone” running through his head, the idea for the campaign took root.

“I’m someone,”he recalls thinking.

Two weeks later at a business forum, the founder of Dominion Lending Centres, who was also raised in PoCo, was asked to what to do to make the city more favourable for investors.

Instead of touting the usual cutting red tape, marketing to the world, blandishments, Mauris mused about how PoCo had become the“eye of the storm,”and not in a

“Could the business community get behind an initiative to end bullying, to do something to prevent future Amanda’s from happening?”he wondered.

Port Coquitlam Mayor Greg Moore, who had never met Mauris before, heard the passion behind Mauris’ plea, and was one of a number of people to get behind his vision.

“It kind of called everybody out, it was good,”Moore said.The PoCo mayor was on the same page as Mauris and within a few weeks

Mauris’ own Dominion Lending Centres — named by Profit Magazine as one of the country’s fastest growing companies (it was ranked 32 out of 200 by the ‘zine this year) — fronted much of the preliminary costs and is doing a lot of the heavy lifting. It has provided the PR, the branding, the t-shirts, bracelets, posters and the I Am Someone stickers for businesses to put in their windows indicating they are a“safe

haven”for bullied kids.

His tech people have developed the necessary software so kids who are being bullied can text the national Kids Help Phone (they can now only make a call to talk to a counsellor) and the testing platform should be ready to go next year. Any city can get free access to all the Be Someone marketing materials, stickers, texting platform and charitable foundation, a “business in a box”in Mauris’ parlance.

Much of the success of the campaign depends on his own personal drive,

energy and commitment — and his extensive business network — but as an example of someone who prefers to“do”rather than simply talk, he is, for many, an inspiration.

Jay Seabrook, vicepresident of operations at Dominion Lending, isn’t surprised to see Mauris move the campaign from idea stage to roll out in such a short time.“He’s like the top of the top,” Seabrook said of Mauris’ drive and energy, and his boss is also a great “ideas guy,”he said. But Seabrook acknowledged the timing is also right

for the Be Someone/I Am Someone campaign.“I think everyone can relate to this,”Seabrook said.

On the wall in Mauris’ PoCo office is the word “Yes,”which the former mixed martial artist says is his mantra for customer service and growing his business, but getting to“yes”so everyone gets what they need is how he runs his life, too.“There are so many people who are smarter, but I’m passionate,”he admits.

Though still in its early stages, much progress had been made in a rela-

tively short time. Once legal issues are worked out, PoCo could be the first B.C. city with an anti-bullying bylaw early next year. Mauris is also producing a video with CEOs from across the country giving testimony about the importance of joining the campaign and stopping bullying.

A national tour is being planned, and was announced at the recent Snowflake Walk to End Bullying, featuring pop singer Elise Estrada, who wrote and dedicated her hit Wonder Woman to Todd. Mauris hopes to reach out to youth with the musical tour, and, with a charitable foundation managed by the Vancouver Foundation, and the Port Coquitlam Youth Society, he expects new anti-bullying education and efforts to be developed also targeted to young people.

Mauris is really excited about the work being done to connect struggling youth with counsellors on the Kids Help Phone via text; the technology has been developed, but more work needs to be done to connect with resources so other communities can use the platform, as well.

“I didn’t look to get into an anti-bullying campaign. But I’m in it now and I want to see it in every single city,”he says.

There are, however, challenges ahead. Much work needs to be done to create a formal structure to handle the day-today work of promoting and managing the campaign for the long haul, the same way the Terry Fox Foundation raises millions for cancer research with volunteer runs across the country.

Mauris would like to see a similar structure for this anti-bullying initiative, noting that the community must get behind the issue of bullying — whether online or personal, in school or at work, among straight or gay, young or old — to make it as socially unacceptable as smoking and drinking and driving.

“The message is it’s not cool to turn a blind eye to bullying. Even if the conversation is just about ‘being kind’; If we can have that kind of conversation, we can make a difference.”

What’s up for 2013? Here’s a preview

A

n inaugural garden with art tour, the first Port Moody Youth Arts Fest and milestone anniversaries for Place des Arts, Stage 43 Theatrical Society and the Coquitlam District Music Festival.

Last year saw some key activities and events on the Tri-Cities’ arts scene — and 2013 promises to offer even more entertainment treats with ambitious high school productions (Riverside secondary’s Les Miserables and Gleneagle secondary’s Thoroughly Modern Millie), delightful concert sounds (Pacific Symphonic Wind Ensemble’s Vive La France and Quiring Chamber Players’ Music for InQUIRING Minds) and thought-provoking art shows (Pierre Coupey’s Cutting Out The Tongue and ArtFocus’ Centennial mosaic).

Here’s a sample of what’s in store for the first half of the new year:

JANUARY

• Rock the Fox: Dozens of Grade 9 to 12 students at Port Coquitlam’s Terry Fox secondary will showcase their musical talents at the 12th annual Rock the Fox under the direction

of Rock School and recording arts teacher Steve Sainas. The tribute bands will cover a number of tunes ranging from The Beatles to Tokyo Police Club. The concerts are on Jan. 15, 16 and 17 and start at 7 p.m. Tickets at $5 can be bought from Rock School students, at the school’s music office or at the door (1260 Riverwood Gate); proceeds support Rock School operations.

• Emerging Talent Festival: Evergreen Cultural Centre will be the place to be on Jan. 27 as Tri-City high school students display their visual art, films and musical and theatrical skills. The multi-disciplinary arts fest includes Emerging Talent XVI, a juried exhibition of paintings, drawings, sculptures and other designs from some of School District 43’s leading Grade 12 artists — many of whom go off to study at top art institutions around the world. The fest runs at ECC (1205 Pinetree Way) from 2 to 7 p.m.

FEBRUARY

• Louise Pitre: Known for her powerful stage performances, this Tony award-nominated triple threat will take to the Evergreen Cultural Centre (1205 Pinetree Way) on Feb. 7 to sing Broadway hits and Edith Piaf chan-

sons in an intimate solo concert with a piano accompanist. Recently, Pitre was featured in the CBC-TV reality show Over The Rainbow, where she critiqued young Canadian actresses — including Gleneagle secondary’s Jennifer Gillis — in their bid to be Dorothy in Andrew Lloyd Webber’s new production of the Wizard of Oz. • Wearable Arts: The Port Moody Arts Centre Society returns with this awards competition that sees remarkable garment entries from artists around the world. Cash prizes and titles are handed out for submissions based on creativity, originality, construction skills and conceptual ideas. Performances are on Feb. 16 and 17 at Port Moody city hall and are followed by a five-week long exhibit at the Port Moody Arts Centre (2425 St. John’s St.), where viewers can vote on the People’s Choice.

MARCH

• Gleneagle Jazz Dinner: Always a crowdpleaser, the secondary’s fifth annual gala on March 1 will include food from the school’s culinary arts program, music from the school bands and choirs as well as guest Alan Matheson and a silent auction to raise funds for the music department’s equipment and in-

ternational trips. Tickets are $40.

• The Dal Richards Band: This Vancouver legend and his orchestra will swing out with tunes from the 1930s to today as part of the 14th annual Sunday Coffee Concerts, presented by the city of Port Coquitlam. Richards and his six-piece band will perform on March 24 at 2 p.m. at the Terry Fox Theatre (1260 Riverwood Gate).

APRIL

• Oklahoma!: The Royal City Music Theatre, under the artistic direction of Port Coquitlam’s Valerie Easton and producer Chad Matchette of Coquitlam’s Lindbjerg Academy of the Performing Arts, presents this Rodgers and Hammerstein classic at the Massey Theatre (735 8th Ave., New Westminster).

• Ballet Kelowna: This Okanagan-based company wraps up its 10th season with a performance at the Evergreen Cultural Centre on April 14 called Passages, featuring dances in Spanish, Russian, English and Canadian styles. For senior ballet students (aged 15 and up), artistic director David LaHay will lead a workshop earlier in the day. see ShIfT moveS, page 14

The Coquitlam Express ended 2012 on a low note and are barely clinging on to fourth place in the B.C. Hockey League’s Mainland Division after a trio of losses on the weekend.

Trouble started early for Coquitlam during a home game on Friday night against the Langley Rivermen.

Despite scoring an

The Port Moody Black Panthers continued to rack up losses last week, dropping a 7-2 loss to the Richmond Sockeyes in Pacific Junior Hockey League action.

The Cats’ inability to kill a penalty was devastating for the team, which allowed Richmond to go four-forfour with the man advantage in front of fans at the Port Moody Arena.

The Sockeyes jumped out to a 2-0 lead in the first period and added two more goals in the early part of the second before The Black Panthers were able to get on the scoreboard.

Port Moody’s Martin Campbell netted the club’s first tally and Andrew Lewis followed up with a marker to make it 4-2 for Richmond.

But that would be the only offence the home team was able to muster in the loss.

Richmond added two power play goals in the third period both from Daniell Lange, who completed the hat trick and was named first star of the game.

Port Moody’s Bryden Luscombe was named third star of the game.

Cats’ goalie Daniel Oordt stopped 30 of 37 shots he faced, while on the other end of the rink net minder Kootenay Alder stopped 24 of 26 shots.

Port Moody will kick off 2013 with a game against the North Delta Devils at the Sungod Arena on Jan. 3 before returning home on Jan. 5 for a game against the Grandview Steelers.
