When the Last Spike was driven into the Canadian Pacific Railway on Nov. 7, 1885, marking the first efficient way to travel coast-to-coast, it would have taken a Jules Verne-like imagination to predict that 127 years later you would be able to make the same trip in a personal vehicle run on

electricity.

But that day is here, as evidenced by Kent Rathwell’s trip from the shores of Newfoundland to the edge of the Pacific Ocean in Victoria in his electric Tesla Roadster.

Rathwell drove the length of the Trans-Canada Highway, juicing his car along the way at charging stations installed across the country by his company, Sun Country Highway.

Rathwell stopped at one of those charging stations in Colwood just before Christmas. The station at the Royal Bay Bakery was installed in March.

Bakery owner David Grove owns a Nissan Leaf electric vehicle and had the station installed so that he and customers could “fuel up”.

Ferry service expands without going public Don Descoteau News staff

All it takes for Barry Hobbis to realize the value in his company's Baseline commuter ferry service is to drive back to town from Colwood during morning rush hour.

Hobbis, founder and vice-president of operations for the West Bay Marina-based Victoria Harbour Ferry Inc., has occasion to check on things at Baseline's West Shore dock at D jetty on Department of National Defence land.

“It’s been bumper-to-bumper just trying to get back to my office downtown,” he says. “It still amazes me that that kind of traffic exists. And it continues to get worse.”

Baseline was introduced in May as a private venture, when CFB Esquimalt cancelled its Blue Boat shuttle for naval and Dockyard personnel who live on the West Shore. The company recently expanded its service to include Victoria Shipyards workers, instituting runs leaving Colwood at 5:40 and 5:50 a.m. to accommodate the early shifts.

Baseline's daily passenger load has grown to more than 500, without being open to the general public. Currently, all passengers must have DND security clearance.

“Studies have shown that 48 per cent of (base and shipyards workers) live on the West Shore,” Hobbis says.

Of the company's three 40-passenger boats, two operate continually and the third is used when the demand calls for it. That has

been more often lately, as the popularity of the service grows.

With Seaspan due to ramp up its operations soon at the Esquimalt Graving Dock, more capacity will be needed, Hobbis says.

“We have to be very aware of capacity," he says. “The last thing we want to do is leave people standing on the dock.”

The company has been actively looking for a larger boat for the past six months, in places as far flung as Texas and Greece.

“They're everywhere,” Hobbis says.

While the Colwood Crawl – a more appropriate name might be the West Shore Wait – continues to fuel calls for light rail and other forms of rapid transit, the success of the water commuter service makes more and more sense, he adds.

“In terms of future transportation modes, I think we'll recognize even more so that water is the way to travel when you live on an Island,” Hobbis says.

Victoria Harbour Ferry is also among the groups looking into possible commuter service from the Royal Bay development in Colwood to downtown Victoria.

Hobbis says cities such as New York, Boston and Seattle recognize that using the water to create “connecting points” for commuters can reduce road congestion. editor@vicnews.com

Rock scalers worked throughout the evening, Dec. 23 securing the area after a rock slide on Saturday.

A 1,000 pounds of rock slid onto the Trans-Canada Highway on Dec. 22 around 3 p.m. The rocks fell over the northbound lane.

Yesterday, rock scalers used hand tools to remove remaining loose materials. The highway was closed for 20-minute intervals from 6 to 9 p.m. while the work was complete.

The rock slide occurred about 250 metres north of Ice Cream Mountain near Goldstream Provincial Park. No vehicles were involved and no one was hurt.

Shortly after the slide the highway was closed and later opened for single-lane alternating traffic at 4:30 p.m. The highways was fully open at 8:45 p.m.

NOTICE OF PUBLIC HEARING Notice is given that all persons who believe that their interest in property may be affected by proposed Bylaws 343 and 344 will be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the proposed Bylaws at a Public Hearing to be held at the School House, 1589 Millstream Road, Highlands, BC on Monday, January 7, 2013 commencing at 7:00 p.m.

The lands that are the subject of the proposed bylaws comprise parts of Lot A, Section 4, Range 3 West and Section 4 and 5, Range 4 West, Highland District, Plan EPP24734 (“1150 Bear Mountain Parkway”). “Highlands Official Community Plan Bylaw, 2007, Amendment No. 5 (Amenity 3), Bylaw No. 343, 2012” General Purpose: Bylaw No. 343 amends the Official Community Plan (OCP) by adding a new Amenity Area in Chapter 2 – Land Use, called, “Amenity 3 – 1150 Bear Mountain Parkway.” The bylaw also changes the OCP land use designation of the lands shown in Map 1 from, “Recreation Tourism Land Use,” to the new OCP land use designation, “Amenity 3 – 1150 Bear Mountain Parkway”. All OCP references to the “Recreation Tourism Land Use” designation would be deleted. The proposed OCP wording for the new Amenity 3 area expresses that the majority and eastern portion of the subject land is to remain under conservation covenant to assure proper functioning condition of the forested and riparian ecosystem community. The bylaw also adds a definition of proper functioning condition to the OCP. The proposed OCP wording further expresses the desired future to develop the 4-hectare area in the western portion of the land providing that certain community-related conditions are met.

“Highlands Zoning Bylaw, 1998, Amendment No. 32, (Comprehensive Development 2 (CD2) Zone – 1150 Bear Mountain Parkway) Bylaw No. 344, 2012” General Purpose: Bylaw No. 344 creates a new zone, “Comprehensive Development 2 (CD2) – 1150 Bear Mountain Parkway,” and adds the lands shown in Map 1 as, “Lands subject to Zoning Amendment,” to that zone. To create consistency with a 3-party conservation covenant on a portion of the property at 1150 Bear Mountain Parkway, some land that is currently zoned Community Institutional 1 (CI1) is proposed to be zoned Conservation 1 (C1), and some land that is currently zoned Conservation 1 is proposed to be added to the new CD2 Zone.

The new CD2 Zone is an amenity zone. If the amenities stated in Bylaw 344 are provided to the District, the uses will change to predominantly residential, with a potential total of 39 single family dwellings, 7 cottages that are essentially smaller single family dwellings, and one mixed use building (residential, assembly, daycare). The zone also has an area designated for Community Gardens and Green Space.

For any person wishing more detailed information, the proposed Bylaws and other related material may be inspected between the hours of 8:30 a.m. to 4:00 p.m., Monday to Friday excluding holidays, from Tuesday, December 11, 2012 to Monday, January 7, 2013 at the District of Highlands Municipal Office located at 1980 Millstream Road, Victoria, BC V9B 6H1. “The inspiration has come really from talking to EV owners across Canada,” Rathwell said during the local stop. “The way that you guys have spread the word has made it easy for us to get this done. It’s a pleasure being in Colwood, definitely one of the leading communities in the country and probably North America, for that matter.”

Rathwell left on his trip from St. John’s, Newfoundland on Nov. 17. He took his time, stopping in communities along the way to talk about his journey and, of course, to recharge the car.

The Tesla Roadster can travel 245 miles per charge, about 394 kilometres. A second electric car was towed in a trailer for the trip as a backup, but it was never necessary. Rathwell always managed to get to a charging station in time and the little car managed to make it through any weather thrown at it.

“Somebody needed to take it and

get it done, it’s been waiting way too long,” Rathwell said.

“Why not have Canada become the leading country? We’re recognized in this country as caring people and with one of the most difficult climates and geographies to conquer and if we can do it here, we can do it anywhere.”

Fred Wissemann, Leaf Club president, welcomed Rathwell to the bakery, along with Mayor Carol Hamilton, Coun. Judith Cullington and electric car vehicle owners from the Victoria Leaf Club. The Leaf Club presented Rathwell with it’s newly created 2012 ECO Award in recognition of his accomplishment.

“People had the vision to put a railroad to connect the country,” Wissemann said. “And then they paved a road right across the country. And now we have a man that has a vision to do the same with electric cars. …

A look ahead to 2013 TEACHERS RETURN TO BARGAINING The British Columbia Teachers’ Federation finally reached an agreement with the province after nearly two years of stalled contract negotiations on July 26, 2012 – just four days shy of the agreement deadline. This winter the negotiations return.

Tara Ehrcke, president of the Greater Victoria Teachers’ Association is hopeful bargaining for the next contract, mandated to begin by March 1, will run more smoothly than the previous session, but she’s far from confident positive change is on the way – at least before the general election on May 14.

“Most people saw the agreement as a truce,” Ehrcke said. “Nothing much changed.”

She won’t rule out the possibility of reaching a deal prior to a potential change in government, but the chances, as she sees them, are slim.

“There are so many unknowns.

Will the election change how parties function in bargaining? I’m not sure.

If there’s change in government, will that change bargaining? Likely, I would say.” Following a successful Supreme Court case against the province, the teachers’ union now has the right to bring class size bargaining back to the table. Since

the July 26 agreement, the province solicited feedback on bargaining structures. Coupled with what Ehrcke says is a certain change in government two months into talks, leave too many variables to predict how the next round of contract negotiations might transpire. And there’s the untouched issue of salary increases.

“As we’ve seen with other public sector unions – nobody was prepared to take further zeros and I’m sure that will be the case with us as well.”

VICTORIA SEWAGE TREATMENT In the first half of 2013, the CRD will hire an independent commission of experts to oversee the $783-million secondary sewage treatment project.

The external team includes professionals in the areas of wastewater engineering, business and finance, environmental science, archaeology, community planning and First Nations consultation.

CRD directors have been vying for at least one spot on the commission, but the provincial government is unlikely to budge on this funding stipulation.

The project will go through a planning phase in the next year.

Tread carefully into new year While many sub-plots will surface in 2013, a potential provincial government change and the return to a two-pronged sales taxation system may have the greatest impact on Capital Region residents.

We can expect the B.C. Liberals, using their advantageous position as the party with the ability to make funding announcements – new or simply restated – to keep the pedal to the metal playing catchup to the NDP in advance of the provincial election in May. Facing major budget challenges like all municipal governments, school boards and other public bodies, the Liberals have a tough job to deliver on promises of a brighter future for British Columbians – especially with experts forecasting flat growth for B.C. One area where Greater Victoria will see the seeds of growth, however, is in the shipbuilding and ship repair industry. The development of Seaspan’s facilities in Esquimalt and increased capacity at Victoria Shipyards parallel the training of prospective workers at the nearby Industrial Marine Training and Applied Research Centre.

All of us will be affected by the switch back from the 12 per cent harmonized sales tax to the combination of provincial sales tax (seven per cent) and GST (five per cent). While some estimates put household expenses at around $350 higher annually under HST, we’ll be interested to see whether consumers find that money once the change is implemented.

People who eat out often may find the most savings, as the food service industry goes back to charging GST only.

Another brighter note is that despite the gloomy predictions, shopping options continue to expand for those with money to spend. Not only does Uptown continue to lease new retail space, the Hillside Centre expansion is moving along, and changes afoot at Tillicum Mall, with Target coming on board.

Like many consumers, however, independent shops and chain stores in other retail centres in places like the West Shore and downtown Victoria hope to hang on and stay positive through an uncertain 2013, as the economy shuffles forward.

Could the new submerged floating-tunnel technology – calculated by engineers but never yet built – be tested on a short Vancouver Island span (Nanaimo-Mudge-Gabriola islands) for possible manufacture, development and export of engineering know-how, and a possible future Island-Mainland link? Maybe.

Could the dial-a-bus system now under trial in Helsinki, Finland, plus folding rental mini-cars at transit stations, transit-friendly tax policy and municipal oversight (lacking under Gordon Campbell and Stephen Harper management) plus railside transit-oriented development, actually reduce the number of cars on roads and ferries? Maybe, again.

The car in front of us is moving.

The ferry is here at last. We roll aboard. I have been spinning transportation dreams for three hours.

During the past year I was proud to award 30 Diamond Jubilee Awards to deserving constituents in Esquimalt-Juan de Fuca who each helped make our community a better place.

Locally, though unemployment remains too high and full time family supporting jobs too rare, there has been some good news on the job front in this riding. I am pleased that the jetties at Esquimalt Naval Base will undergo extensive upgrades and that the federal government has adopted a shipbuilding strategy that will result in longterm skilled jobs at Dockyards.

Looking forward to 2013, I know my constituency office staff will continue to provide top notch service for the residents of Esquimalt-Juan de Fuca and my Ottawa staff will support our efforts to oppose the Conservatives destructive agenda in the House of Commons.

I will continue to fight for E&N railway funding for southern Vancouver Island and to preserve our precious West Coast environment. In particular I will work to block increased tanker traffic and to reverse the dismantling of federal fish habitat protection and enhancement.

LETTERS More guns, more problems I agree with Wayne LaPierre, vice-president of the U.S. National Rifle Association, who, in a statement in the wake of the shootings at a Connecticut school said, “call me crazy to put armed guards in schools.”

Yes, he is definitely crazy, as are the many Americans who follow his philosophy.

Remember the high profile shooting case at Columbine high school in Colorado? There actually was an armed guard who tried and failed to stop two students from killing more than a dozen of their classmates and one teacher.

I was in the French army in the early 1960s during the Algerian conflict with France, which was followed by the war against the FLN (Front de Libération Nationale). I know

a great deal about guns. This is probably why I don’t own one.

In Canada, I don’t see the need for them.

More guns do not solve violence. On the contrary, more guns promote violence.

Unfortunately it seems that too many Americans love guns more than life itself.

I am not against the American people, only the crazy ones like Monsieur LaPierre.

Alternatives to burning available Re: “Burning a better alternative” (Letters, Dec 12) This is precisely the attitude that I have witnessed from burners. Strictly no alternative.

My two suggestions in the past are as follows: firstly, fill a hole or ditch with material, sprinkle a light layer of soil, let nature work and then plant something.

Secondly, spread leaves thinly, use mulching lawn mower, spread resulting wonderful product around vegetable gardens, shrubs and borders.

The letter writer makes it sound like there is a line-up of fume belching trucks just waiting to haul her debris away.

The fact that we are allowed to burn next to schools, playfields and the downtown core is

absurd.

To have three guys on call with a vacuum truck starting in the fall, with a plan stating which neighbourhoods will be collected, would be a great start. I think Langford’s bankbook could cope with such a start.

I have personally witnessed what people burn: from vinyl chairs to lead-painted construction materials to all-out garbage. Again, it is not policed.

To state that I should stay indoors on burning day is precisely the ignorant attitude that some (burners) have.

Why has every other district banned it? The complete ban will come and the sooner council works to instigate some form of curbside pickup the better. Again, we are burning a valuable resource.

When Krista Loughton set out to make a documentary on homelessness and the struggles of addiction she never imagined how personal the project would become.

The film, entitled Us and Them, became so personal, in fact, Loughton had to set it aside for two years after filming before she could tackle the job of editing it.

“I basically took a couple of years to just heal myself, to the place where I could actually go back to the footage,” Loughton said. “For a long time I’d try to work on the film and I’d just end up in tears.”

Loughton and co-director and director of photography David Malysheff began shooting the documentary in 2006 from an idea Loughton came up with after meeting and becoming close with a number of former addicts when she lived in Vancouver.

Tsunami debris to hit coast this winter Natalie North News staff

A wooden box stamped with Japanese characters sits hidden beneath a pile of seaweed and a sizeable chunk of kelp near the waters of Telegraph Cove – an image of what is expected to hit the West Coast this December.

This prop didn't actually float over from Japan following the devastating earthquake from March, 2011.

But if it did, Murray Leslie, a member of Ocean Networks Canada’s software development team, would be doing the right thing, as he kneels down on the beach and snaps a photo with his smartphone.

Logged into Coastbuster, an app designed to get the public reporting marine debris, Leslie captures an image of the box and with a few strokes across the phone’s touchscreen, categorizes his finding, simply answering what he has found and whether or not it appears hazardous.

“Pretend we’re on the West Coast and there’s nothing but wild ocean out there,” he says at the Cadboro Bay beach in Saanich. “Stuff can just wash in here and it’s very difficult for it to wash out again. They expect debris like this to accumulate for at least the next two or three years.”

Ocean Networks vets all such images then sends them along to authorities in the Department of Fisheries and Oceans, the Ministry of Environment, and the U.S. National Oceanic and Atmospheric Administration (NOAA).

“It’s important that (debris) gets recorded and the people who will be able to do that are the ones who live or work in the area, the people who are actually out walking the beach on a daily basis and able

Residents on the West Coast, from Washington to Alaska are about to start seeing a lot of debris that wasn’t there yesterday.

The bulk is projected to be a mere few hundred kilometres from the coastline, and expected within a matter of weeks with the normal circulation of the ocean. Winter storms could see that debris – more than a million tonnes – wash up any day.

objects floating closer to the surface of the ocean to our shores, says Kate Moran, president and CEO of Ocean Networks Canada. Oceanographers expect denser objects are below the surface and floating too deep for satellite recognition, she says.

“If (an object) is large enough and we can get good dimensions on it, it might help scientists understand the ocean currents better, because it has a certain density and they can calculate the depth at which it was floating,” Moran says.

“Say there’s some kind of impact on coastal fauna, like oyster beds, or muscles, or clams – we could actually have a campaign and people could document where they are and where they’re not.

“It could be applied for other things: surfers could use it to document where the best waves are,” Moran adds with a laugh.

“We’re open to promoting other campaigns if there’s a need.”

Last June, Cara Lachmuth, volunteer coordinator for the Vancouver Island chapter of the Surfrider Foundation, led a group of 16 during an annual clean up of Vargas Island north of Tofino.

The group picked up an entire tonne of debris in a single day on Vargas Island – a hefty load given the requirement to log all of their findings and submit an annual report to NOAA. “That’s fairly intensive work, to take an entire year of data and write a report,” Lachmuth says “To have an app available, so we can submit it all instantaneously with pictures is amazing. We’re volunteers and anything that lets us get more done, we’re all for.”

The free Coastbuster app is currently available on Android smartphones and tablets.

The iPhone/iPad apps are awaiting approval from Apple in the coming weeks.

Facts about “aging” eyesight As we grow older, the lenses in our eyes tend to grow stiffer and less flexible. As this happens, the lens loses some of its ability to focus on near objects. This condition is called presbyopia, and it occurs in all of us – becoming apparent around the age of 40 and progressing as the years go by.

Most of us notice this when we find ourselves holding books or newspapers further and further away – the “trombone” effect. Sooner of later this will go from being annoying to being unacceptable.

The good news is that presbyopia is correctable.

In fact, the optometrist today can supply you with more options to correct this problem than ever before. Among the available options are: Reading glasses: If your distance vision is still good and you only have trouble close up, full or half frame glasses may be the answer.

Bifocals and trifocals: If you need glasses for both distance and close-up, the new generation of bifocal glasses can solve your problem. Modern bifocals are lightweight and attractive, unlike their predecessors. Trifocals have a section for those intermediate distances, just beyond armslength.

Progressive lenses: A relatively new advance, these are designed to mimic the focusing action of the normal eye. They can provide the advantages of trifocals, but without the lines.

Task specific lenses: People in certain professions, occupations and hobbies that require focus at particular distances can benefit from a variety of specialty lenses designed to meet their requirements.

In addition , there are contact lenses which can help some people with presbyopia. If you are having trouble seeing close-up, talk to your optometrist.

grassroots movement started by various First Nations is ringing loud and clear in Victoria.

The Idle No More movement stems from the work of four Manitoba women – Nina Wilson, Sheelah Mclean, Sylvia McAdam and Jessica Gordon – to rally First Nations that are frustrated with the federal government.

On Dec. 21 the movement boomed its message through The Bay Centre in downtown Victoria, where dozens of people formed a drum circle and hundreds more looked on.

The peaceful protesters played in unison for about 20 minutes while others linked hands and participated in a traditional round dance.

on, but did not intervene. The protest then moved down Government Street to the legislature.

According to the group’s website, idlenomore.ca, Bill C-45 gives the minister of aboriginal affairs and northern development the power to easily privatize reserve land.

The groups claims that would allow oil, nuclear and gas companies to tear up land for profit.

“This is an attempt to take away sovereignty and the inherent right to land and resources from First Nations peoples,” reads the group’s manifesto.

The group also supports Attawapiskat Chief Theresa Spence, who started a hunger strike Dec. 11.

She is demanding a meeting with Prime Minister Stephen Harper to address First Nations concerns.

Spence made headlines in 201l when she declared a state of emergency in her community due to the the poor state of housing.

The government intervened and sent emergency supplies.

Students launch UVic into the space race Team nets third in national satellite building challenge Edward Hill News staff

A blue glowing laser light draws the eye to mechanical gizmos and circuit boards, all crammed into a rectangular metal frame about the size of a loaf of bread.

This small, humble device is the University of Victoria’s first shot at designing and building a micro-satellite. If the university had a space engineering program, this would be its Sputnik.

But this project was completed by small group of driven electrical engineering students who worked in their spare time to complete the UVic ECOSat project, the school’s entry into the Canadian Satellite Design Challenge.

Originally a competition involving 12 universities, the UVic crew made the final round of three in Ottawa in September, a brilliant accomplishment for an underdog team with little funding, few resources and originally, scant knowledge of satellite design.

“When we started in January 2011, none of us knew anything about aerospace or space,” admits Justin Curran, 26, chief engineer of the ECOSat project.

“We came in 100 per cent cold.”

Each university team had a goal to build a “3U” cube satellite – 10 by 10 by 33 centimetres, weighing about four kilograms – housing a payload of real experiments, wired to

The UVic group quickly found out that a DIY satellite building guide doesn’t exist. In an age where seemingly anything can be found online, the ECOSat team said there’s not much out there to help guide the construction of a device that can stand the rigours of near-earth orbit, about 900 kilometres up.

The team would cold-call engineers at companies such as McDonald Detwiller and Associates, a Vancouver-based technology company that designs satellites. “You work in a vacuum. No one tells you how to

do it. It’s a lot of trial and error,” said Dan Kennedy, 24, one of the ECOSat engineers.

The project had a $25,000 budget, which helped pay for a co-op student, materials and industrial grade circuit boards, as opposed to notoriously expensive space-grade electronics, which have been subjected to radiation.

“Overall we did a good job with the budget we had. We had three payload changes, and changes on how the satellite was configured. Nine months ago everything was thrown out and we started from scratch,” Curran said.

“A few times I said this whole thing is a waste of time. It’s

extremely hard but it’s doable. You just need the right people who are dedicated and willing to sacrifice.”

Key to the entire venture was finding experiments that could fit within the chassis, and wouldn’t overload other electronics.

Fortunately for the team, recently graduated UVic electrical engineer Shayne Casavant, 26, works for

Esquimalt-based AGO Environmental Electronics, which donated the experiment equipment and rescued the project.

The payload experimental components centre around the magnetic properties of pyrolitic graphite.

Had the ECOSat been launched into space, the remarkably novel experiments would measure how pyrolitic graphite shields components from radiation and how it could be used to control the orbit of a satellite, among other properties.

“Controlling guidance only by magnetics has never been done before,” Casavant said. “The idea is to use it for a drive system in microgravity. With no gravity, even with a little force you’ll get high acceleration.”

Concordia University won the first round of the satellite challenge, and has a chance that its device will be launched into orbit.

The UVic team expects to submit an improved design in a few years to a second round of competition, although it will need a new generation of students to take over.

“We’ve got two years to find new kids to pick up where we left off,” notes Justin Saukarookoff, 24, who worked as a co-op student on ECOSat. “Anyone out there entering university in a year or two, this is a good point to join the club.”
