“She’s one of those community leaders who make a big difference, often behind the scenes, and deserves some recognition for her very positive contribution to mental health,” Forward House board vice president Lisa Leger said previously.

Her husband Gerard, Forward House’s programs director, said he would help fill the gap at the important facility and pledged it would continue operating.

A celebration of life was held on Saturday, but the family asked that in lieu of flowers, donations can be made to Forward House (www.forwardhouse.com).

Family and friends of Carol Anne Richardson are sad to announce her unexpected passing from an existing heart condition last week.

Richardson was executive director of Parksville’s Forward House for 23 years and worked in mental health and addictions recovery for over 35 years.

All three local government leaders in this part of the Central Island this week looked back at a year of accomplishments and gazed into their crystal balls to look into what 2013 has to bring.

And in all three cases, it was water that flowed to the top of the list.

It will certainly be one of the biggest issues facing the Regional District of Nanaimo, said RDN chair Joe Stanhope.

“That’s a big issue,” he said. “As the population increases, we have to make sure we are not mining our aquifers, where 85 per cent of our water comes from. We have to make sure we are not allowing development to the point where we are jeopardizing our water supply.”

To this end, Stanhope said he has high hopes for the aquifer recharge program being initiated in Parksville.

“There’s so much water coming down in the winter time, a fraction of one day’s water roaring into the ocean would be enough to satisfy our needs for the whole year,” he said.

As well over the coming year, Stanhope said

he is determined to keep any property tax increases to the cost of living, a proposal that will be tested in the new year as the board struggles to find a balance between tax rates and service levels in the RDN. “The economy is still uncertain,” he said. “I think that’s the new economy, so we absolutely have to keep any property tax increase in line with the cost of living. We are going to have to make some tough decisions.”

In Qualicum Beach, Mayor Teunis Westbroek said water has been and will continue to be a big issue in Qualicum Beach, whether it be at the waterfront or the drinking water supply.

“The most significant decision this council has made was the securing of our drinking water supply, with the building of the new reservoir,” he said. “As well, one of the things we have been quite excited about getting a handle on is the protection of the waterfront.”

“We anticipate rising sea levels through climate change, which is of critical importance to Qualicum Beach. To this end, we want to do waterfront rehabilitation and protection.”

In addition, Westbroek said he looks forward to continuing to investigate the potential of the local high school, citing the music program in Powell River as an example.

“Without a future for our children, we don’t have much,” he said. “I want kids to get the best possible start in their lives they can possibly get and I believe Qualicum Beach can deliver that.”

In addition, Westbroek said he is looking forward to exploring funding options for a new fire hall, stressing the municipality doesn’t have to go into debt to do it.

Like Stanhope, Westbroek stressed the need to hold the line on taxes and keep the town debt-free in an uncertain world.

“Over the last 13 years I have been mayor we have improved our infrastructure by between $35 and $40 million without going into debt,” he noted.

In Parksville as well, water ranked high, both

in terms of the past and the coming year.

“One of the biggest things we are looking forward to is the advances we will make around our new water system,” said Parksville Mayor Chris Burger. “We are going into water storage tests in the spring, so by this time next year we will have a very clear understanding as to where we stand with this new approach.”

The big news for the coming year, he added, will likely be the completion of the official community plan.

“That’s what 2013 will be remembered for,” he predicted.

As well, he said the Temple Street upgrade will be one of the more significant infrastructure projects in the coming year. However, although important, he sees it ranking behind the completion of the new health centre.

“That’s a very big thing for us,” he said. “It’s going to change the way health care is managed and will be a springboard to the continued enhancement of health services. It’s very, very important for our demographic.”

Burger wished everyone in Parksville and area a healthy and prosperous new year.

May 25 There was an emotional plea to save child and youth care worker positions during a special meeting to adopt the 2012/13 preliminary budget for School District 69 (Qualicum). After the board adopted the budget they took questions from the public and Thea Stavroff, a child and youth care worker, was brought to tears when she spoke about the need for the positions in the schools. No final decisions have been made about cutting the jobs according to Gillian Wilson, director of instruction for the district, but she said there is potential for youth care workers to be eliminated. June 1 The census numbers tell us what many already knew — both Qualicum Beach and Parksville have a higher-than-average rate of elderly folks living here.

This has been the case for years, and the latest Statistics Canada census numbers (for 2011), released this week, confirm District 69 as a destination for the older set. While the average of elderly (65 and older) in a typical Canadian city is 14.8 per cent of the population, it’s 38.6 per cent in Parksville, and 47.2 in Qualicum Beach. r 8IFO UIF DBMM DBNF JO

An aircraft with nine passengers crashed on takeoff when it collided with another plane touching down in the wrong direction.

Some passengers were trapped inside the smoking wreckage while others were scattered around the ground, having been thrown from their aircraft by the force of the impact. The plane that had been landing flipped over and careened into the parking lot, trapping several people in their cars. Several homes in the Chartwell neighbourhood had been damaged. At least one passenger was dead.

That dead passenger wasn’t really dead though, and the plane, though a wreck, had been towed to the crash site.

The whole scenario was a disaster response drill.

June 5 Police are on the lookout for a knife-wielding robber who hit the Parksville Panago Pizza outlet in the early morning hours of Sunday, July 8. Oceanside RCMP Sergeant Darrell Robertson reported the robbery took place at about 1:30 a.m. when a man pulled up to the restaurant on a bicyle at as the lone staff member was preparing to close up for the night. He walked inside, pulled out a knife and demanded money. The employee complied and the man fled the scene on his bicycle up Craig Street with an undisclosed amount of cash.

June 8 When Qualicum Beach-area resident Charles Lee was enjoying some time on the beach on a recent Saturday, he noticed a small plane flying low over the water. That plane, he said, then swooped down over the sand at the end of Yambury Road and came in for a landing — not once, but twice in the same time period.

Oceanside RCMP Corporal Jesse Foreman said the incident started on Thursday at 10 a.m. That’s when a when a masked woman entered the pharmacy and demanded a large quantity of prescription drugs. Foreman said she threatened the staff, vowing to use a weapon if her demands for the drugs weren’t met. Staff complied and the suspect woman fled from the store with shopping bags full of the drugs she wanted. She didn’t get far, however. Foreman said she was followed from the pharmacy by several witnesses to a nearby parking lot, where they confronted her and prevented her from leaving.

Big year ahead

B

ig decisions on infrastructure spending will be front and centre in our region’s two largest communities in 2013.

It’s difficult to think of anything more important to our personal sustainability than clean water. The City of Parksville is at a crossroads with its water supply system. “Crossroads” can also be defined as “very expensive.”

An estimate, in 2010 dollars, has the first stage of a new water treatment facility at $37 million, with a total cost of $52 million over the next 40 years.

While cost and environmental concerns are huge issues, can the elected leaders of Parksville afford to let this issue slide yet another year? We think not.

Meanwhile, in Qualicum Beach, it seems the road has been paved to start construction on a new fire hall.

The political will is there — well, at least three out of five councillors are fully on board in regards to the timing, but that’s enough to start construction in 2013.

There have been assurances from council that this process will be a public one. That should mean conceptual drawings, open houses and public hearings.

Promising a public process does not mean showing the public what council has already decided. The taxpayers of Qualicum Beach need to have a say in the look and cost of this public facility that should serve the community for decades to come.

However, in the end, we elect councillors and mayors to make decisions like these. The democratic process can grind to a halt if members of the public insist on micro-managing big projects. Some will not like the decisions made by councils, and these people will make a lot of noise. That is their right, but councillors also have to find the intestinal fortitude to do what they believe is right for their communities and face the electorate on those decisions the next time we go to the polls.

We also hope Qualicum Beach’s mayor and council can find the gumption to set aside the debate on what is, and what is not, an official meeting. With all due respect to a well-intentioned staff and their (in our view) misinterpretations of Community Charter language, we expect to see three or more councillors at all kinds of meetings and public gatherings in 2013, debating the issues with, and accepting input from, the electorate.

Did it change his life? Well, I guess. He was already a moderately wealthy man with a plumbing business and over 100 employees, but still. Three hundred and fifteen million dollars...

Actually, after taxes and opting for a onetime payout rather than 30 years of instalments, Whittaker’s take withered to about $93 million — but hey!

First thing, Whittaker gave $100,000 to the owner of the convenience store where he bought the ticket. Then he bought a brand new Jeep for the clerk who sold him the ticket. And what the hell? He wrote her a cheque for $123,000 so she could buy a house too.

Ninety-three million dollars? Whoo-ee!

He donated $7 million to build two churches; another $14 million to the Jack Whittaker foundation, to help the needy. He paid for a Little League park to be built. He bought himself a helicopter; sent his wife on a trip to the Holy Land and bought his beloved granddaughter Bragg not just one new car but five of them.

The money brought a lot of changes to Jack Whittaker’s life. It also fostered attitudinal changes. Whittaker had always been a flamboyant party guy in his trademark Stetson and braying laugh. Ninety-three million dollars ramped ‘flamboyant’ up to ‘obnoxious’ and ‘party guy’ to ‘troublesome drunk’.

He got arrested. A lot. Mostly for drunk driving but also for disorderly conduct and unlawful possession of firearms.

Winning the lottery isn’t always a good thing y friend Arnie is an investment speculator. Every time he buys a pack of Marlboros he scoops up a handful of lottery tickets as well. “I figure it’s only a matter of time,” he says.

Did I mention my friend Arnie is an optimist? Sub-species delusional? Any Vegas gambler could tell him he’s got a better chance of dying from cigarette-induced lung cancer than winning a lottery jackpot, but Arnie isn’t looking for reBy Arthur Black ality; he’s Dreaming the Dream.

Still, chasing moonbeams is better than catching one. Buying lottery tickets is a harmless enough waste of time, the real trouble starts when you win. Ask Jack Whittaker.

Unfortunately it would cost Arnie $15,000 just to ask Jack Whittaker the time of day.

That’s what Whittaker charges now to talk publicly to anyone. Not that anyone’s lining up to pay.

Jack Whittaker doesn’t need the money.

He knows all about winning lotteries. He’s the king. On Christmas Eve back in 2002 he bought a one-dollar Powerball ticket at a convenience store in West Virginia. He woke up the next morning to discover he had won

His reaction was always the same. “It doesn’t bother me because I can tell everyone to kiss off. I won the lottery.”

His wife of 42 years did kiss off, filing for divorce after Whittaker had been exposed too many times in too many strip clubs next to women who weren’t Mrs. Whittaker. His former friends drifted away too, replaced by foxy ladies, good-time Charlies and other riff raff of the leech persuasion.

For Jack Whittaker, everything went south after he won the lottery. Even his beloved granddaughter Bragg turned sullen and bitter. As the favourite relative of the biggest lottery winner in history, she also became a magnet for opportunistic low-lifes. At 16 Bragg went into rehab to treat her addiction to Hillbilly heroin — Oxycontin. In 2004, barely two years after Whittaker’s win, Bragg’s drug-riddled body was discovered wrapped in a plastic tarp and stuffed behind a junk car.

Jack heard about it over the phone. He was in rehab for alcohol addiction at the time.

Now it’s 10 years later and Whittaker, surveying the ruins of his life, says he wishes he could travel back in time to tear up that ticket and throw away the pieces.

Good deal for the folks who run the Powerball Lottery though.

As for Jack’s business, his marriage, his health, his dead granddaughter, well...

What was that phrase the U.S. Military used to use when they accidentally bombed a few civilians? Oh, right: collateral damage.

Have a happy New Year!

W

e all say it, we wish it, we plan for it — but never, and luckily so, do we ever actually know whether the greeting and planning will be auspicious or otherwise.

The planning will help; the twelve-month outcome will more likely hinge on the luck of the draw.

January, though it did not always hold this pride of place carries a special newness as well as oldBy Nancy Whelan ness about it.

The month owes its name to the ancient Romans and was added to the Roman calendar around 700 BCE but not for another nearly 300 years did it replace March, as the first month of the year. January was even short-changed on its days until Julius Caesar added one day to give it the current 31 days.

The month itself took its name from the Latin ‘ianus’, meaning door, and from the Roman god of gates and doors, Janus.

The god Janus was not your everyday deity … you might even call him two-faced as he’s pictured most often with two heads and faces — one dark, looking back into the past, and one looking ahead, brightened by the light of the future.

Some say Janus, seeing in both directions, represented the middle ground between opposing factions, between cruel ancient civilization and modernity, between town and country, and between youth and maturity … a sort of mugwump, if you will?

Janus’ function as a ‘god of beginnings’ seems to fit best with our notion of January and a new year, and this characteristic was often expressed

by Roman writers and poets. When we add to Janus’ portfolio the old belief in his presiding over transitions, he fits pretty well into our wishes for a new year.

I like that ‘transitions’ idea myself, and rather than come up with a list of “do’s”, I’m thinking that some changes in the ways I’ve always done things might be more to the point … not to mention less of a hardship!

So, using my and Janus’ backward-looking head I’m going to zero in on certain things and habits, and the ways I do them. I’m going to look back at what bugs and frustrates me and then put on a brighter, enlightened face. I’m going to look at ways I can change these things; look for a transition from frustration to accomplishment and satisfaction.

Maybe it will be the way I arrange the garden beds in the spring and the choice of things I plant.

Maybe it will be a purge then new combinations for the clothes in my overstuffed closet.

Maybe it will be a removal/replacement of the pictures on my walls. Maybe I’ll eat my big meal at noon when I need the energy, and my ‘lunch’ in the evening when I’m tired.

Maybe I’ll …

Maybe we just need to take a tip from Janus.

Take a good, critical glance at the past; arrange things to work better in the future; but never forget that middle ground — today — which is all we have to work with.

Mount Arrowsmith Rhodo Society to welcome Brian Minter

The Mount Arrowsmith Rhododendron Society has a real treat in store, and they want to share it with the entire community.

Organizer Marilyn Dawson said the society has invited noted gardener Brian Minter to be their feature speaker at a special event at the Qualicum Beach Civic Centre on Jan. 9.

Minter began sharing his passion for plants with British Columbia’s gardeners in 1970, and in 1977, the Minters discovered a piece of land nestled beneath Mt. Cheam and by 1980, that passion for plants was transformed into 32-acre, world-famous Minter Gardens.

“This is the first time he has been with us,” Dawson said. “He

was here for Eaglecrest in October and he spoke to them about container gardens. I asked him at that time if he would do the same thing for us, but he wanted to talk about taking gardens to the next level.”

That’s the title of his speech, which Dawson said will prove both enlightening and entertaining — a perfect antidote for

the the winter fallow season.

“We are not just a rhodo club,” she said. “We figured it would be a good subject for everybody in the winter so people could find out more about gardening.”

Minter, she said, is very enteraining, even for people who are not hardcore gardeners.

“Anybody who isn’t a dyed in the wool gardener like us will re-

ally enjoy it,” she said.

Dawson noted the group plans to dispense with their regular meeting business and launch straight into a plant sale at 7 p.m. to show off some of the new varieties and then let Minter take the stage at 7:30.

The cost is free to all members of the society and is $5 for non-members.

Reaching out to help refugees Ballenas graduate heads to Malawi with an undergraduate degree and enthusiasm LISSA ALEXANDER

ormer Nanoose Bay resident Amanda Bergmann has been working hard in an East Coast university toward a position with an organization dedicated to finding solutions and opportunities for the world’s most marginalized people—and she’s been successful.

After a lengthy interview process, Bergmann was chosen by the World University Service of Canada (WUSC) for an internship with Students without Borders, where she’ll be working for the Student Refugee Program to bring students from refugee camps in Malawi to Canadian universities so they may continue their education.

“It's a really big deal, I'm really excited about it,” said the 22-year-old Ballenas graduate when she was home visiting family for the holidays. “And I was very surprised by it, happily surprised, this is what I have been working towards.”

Bergmann recently graduated from Mount Alison University in New Brunswick with a B.A. (with honours) in international relations and a double minor in political science and history.

She said throughout her academic career she has been focusing on at-risk populations and she’s very interested in aspects of human security and migration, including conflict resolution and reconciliation, international relief efforts, and international human rights.

She plans on going into immigration law next year.

Before she leaves on her four-month trip on Jan. 4, Bergmann hopes to raise awareness of the Student Refugee Program and the benefits it brings to both the students who come to Canada as well as for the Canadian communities where the refuges settle.

“It’s not just a one way street, we're not just helping them but they’re coming and they’re teaching us about their culture, they're teaching us about what’s important to them, their different perspectives and how they would approach issues.”

Bergmann said there are huge refugee problems around the world and the issue will continue getting bigger with increased civil wars and environmental changes.

There is a very healthy WUSC chapter at Vancouver Island University, Bergmann said, where two students from Africa successfully relocated to Nanaimo this year.

In Malawi, Bergmann will primarily be teaching Canadian integration classes, educating on what it’s like to live in Canada, including how to do simple things like make appointments with professionals and shop for groceries.

with have grown up in refuge camps and this is a way to mitigate any culture shock they may experience. She will also work as an academic tutor for those working on online diplomas, help applicants fill out forms to apply for the program, and help those who are successful apply for permanent residency status in Canada.

Bergmann has never been to Africa, but has traveled to places like Mexico and Western Europe. As Malawi is one of the poorest countries in the world, many places don’t have indoor pluming or electricity, and Bergmann has some transportation and safety concerns,

she said, but she’s up for the challenge.

“I think what I'm predominantly worried about is assimilating to the culture and being able to work with the different work ethics that are there,” she said.

It’s more than a mere clichÊ used by employment counselors, especially when you consider the career path of Corinne James.

The executive director of The Old School House (TOSH) in Qualicum Beach, James left the University of Victoria with a bachelor’s degree in theatre and the credentials  required to be a teacher.  Next stop? The Bay, working in the tough world of retail.

The things she learned and experienced during those shifts setting up displays and dressing mannequins has paid off for James and TOSH. In the 10 years she has been the No. 1 employee at TOSH, the productivity of the gift shop has doubled, an important statistic for any arts-oriented organization, a group that seemingly forever fights for cash to provide the community with programs and cultural experiences. “The gift shop is the cornerstone of our funding for TOSH,� James said recently between answering the phone and helping visitors. “My background in retail really helped in that.�

While many leaders of arts organizations talk about government funding cuts and the constant struggle

July 20 The B.C. Coroners Service this week confirmed the identity of a man who drowned in a rafting accident in the Stamp River near Port Alberni on July 15. The man is Cory Donald Heinz, aged 22, from Qualicum Beach. Heinz had travelled to the Stamp Falls Provincial Park and was rafting with two female friends on the Stamp River when he was thrown from the makeshift raft that he and his friends had made.

July 24 While the current hot dry weather is perfect for the beach, the City of Parksville is moving to Water Conservation Level 3 to ensure a steady supply. Under the system coordinated with the Regional District of Nanaimo last year, the city is on Level 2 restrictions automatically during the summer unless conditions call for more. On July 18 the city moved to Level 3, the toughest restriction next to a complete ban.

July 27 A rash of graffiti in Parksville’s downtown core has police urging business owners to clean it up quickly, but take photos of it before they do.

Oceanside RCMP Corporal Jesse Foreman said he has heard numerous complaints from downtown business owners about the so-called tagging incidents over the past few weeks.

July 31 Local Paralympic star Michelle Stilwell was given a formal send off by Parksville council Monday. “We are all very proud of you,” said mayor Chris Burger as he listed off some of her numerous records and accomplishments including being the only Paralympic woman to win gold at two different games. Stilwell appeared almost embarrassed by the attention as she admitted she’d broken the 100 metre world record last weekend . . . again.

Aug. 3 Parksville is using the Englishman River as its main water source again, but they stress the importance of keeping con-

sumption down while they watch a clay bank that recently collapsed into the river.

The bank collapsed on July 17 causing the city to switch to well water, which they don’t usually use during the peak summer demand, giving the wells time to recharge for the rest of the year, explained Englishman River Water Service (ERWS) program manager Mike Squire.

Aug. 7 The Parksville Legion is still looking for someone to develop their prime property with them, but they will not be making any money off parking in the meantime. When the Branch 49 Legion started talking about tearing down the ramshackle house they owned beside the Society of Organized Services’ Thrift Shop (SOS), the SOS expressed interest in leasing the space for parking. But Legion land use committee chair Don Livingstone said that will not happen. r " QSPQPTBM UP HP UP NVnicipal-level taxpayers to fund a multi-million shortfall in bringing back rail service to Vancouver Island isn’t gaining any steam in the Central Island. The proposal, made last week by Island Corridor Foundation (ICF) chair Graham Bruce, got a big thumbs down from City of Parksville mayor Chris Burger, Qualicum Beach mayor Teunis Westbroek and Regional District of Nanaimo chair Joe Stanhope. Although all strongly favour the reintroduction of rail service as proposed by the ICF, none of the local leaders think municipal taxpayers should or even necessarily can foot the bill.

Aug. 10 The Oceanside Tourism Association is halfway through a review of the region’s tourism strategy and branding efforts.

Executive director Blain Sepos gave Parksville council an update at their Wednesday regular meeting on their work promoting tourism in the mid-Island region between Nanoose Bay and Deep Bay. “We’re trying to come up with a brand that visitors can relate to, but it’s also important that the lo-

Brian Hunter presented a semi-annual report to Parksville council on Wednesday, showing a continuing trend of declining crime. Comparing numbers of incidents reported to the RCMP for the first half of the year, he said the biggest drops over the same period last year were theft of motor vehicles, down from 15 to eight, mischief to business and other, dropped from 70 to 52 and motor vehicle accidents were down 10 to 71.

Aug. 14 If the director of the World Championship of Sand Sculpting has his way, Parksville could play host to the worlds in the not too distant future.

That plan, however, could mean significantly changing the city’s successful event, and the local event manager, Trish Smith, said that’s not likely to happen any time soon.

Aug. 17 The McMillan Arts Centre (the MAC) building will be 100 years old next year, but as it stands there will be no grand celebration as there was for Qualicum Beach’s art centre last month. In fact the centre is in dire straits and might not even make it that long. Funding from the City of Parksville came through just in time to avoid reducing operating hours recently, but it may not be enough to keep the centre running for long.

Aug. 28 A baby seal, no more than a couple days old, found on the rocks near French Creek Sunday night has been taken for

care and rehabilitation.

Someone was dispatched from Nanaimo and arrived to collect the baby before noon, relieving Len Mustard from guard duty, chasing away vultures and other possible prey.

day morning when she ran across a cougar in the middle of town. “I was driving to work at 7:25 this morning, driving up Laburnum I turned onto Jones and saw what I thought was a deer,” she described. Owner of the Shoe Inn in Qualicum Beach, Debbie Ryan, admits when she opened in 2001 she wasn’t overly knowledgeable about the shoe business, but things changed after a big fire a couple of years later.

“It smoked out all my mistakes,” she said. “It smoked out all of my dead stock that I foolishly bought because I didn’t know what I was doing, it was perfect.”

Ryan began her work with shoes on the wholesale side of the business and when the space opened up in Qualicum Beach on Memorial Avenue she said she knew it would be perfect for a shoe store. There wasn’t anything else like it in the area and she felt people would be interested in quality, comfortable and beautiful foot-

wear, she said.

Today she has a strong local clientele as well as many tourists in the summertime, she said. People come back to the cozy little store to see brand names like Ecco, Rieker and Blondo.

The store is lined with tall trendy boots made with quality leather, luxurious faux fur-lined styles and comfortable walking shoes that are eye-catching and stylish. Ryan said her favourite product at the moment is the Blondo waterproof boots, because of the quality of leathers used, and they come in a variety of styles, she said.

Visitors to the store will also see something else small, sweet and furry, Taco the wonder dog.

Nominate a local family business Nominations now being accepted for family enterprise of the year award The Canadian Association of Family Enterprise (CAFE) is looking for nominations for the Vancouver Island Family Enterprise of the Year award.

“We are keen to recognize those family businesses who have made a considerable contribution to their local communities and the economy,” said Vancouver Island chapter director Bernadine Rudichuk by e-mail.

The annual award is given to recognize, celebrate and promote the achievements of Canadian family businesses and the contribution they make to their local communities and the national economy.

“Receiving CAFE’s 2012 Family Enterprise of the Year Award was a tremendous honour and great achievement for our company,” said past winner Trevor McCall, director of McCall Bros. Funeral Directors.

The winners can then apply to the national awards

where prior recipients include big companies like Rogers Communications and smaller ones like Beau’s All Natural Brewing. This year’s national awards are in Toronto in June.

The CAFE is Canada’s only national not-for-profit that celebrates and supports family business. Founded in 1983, it includes 14 chapters from Vancouver Island to Nova Scotia. They help people get together to share experiences and learn from each other and creates a community of families and professionals who can provide technical solutions and expertise to help families in business.

Elizabeth (Betty) ROOME

After so many blissful years of marriage, my wonderful wife and best friend left me on Saturday, Dec 22nd to be in the arms of her loving parents Theresa and Tony Rist. Betty was born on March 3, 1935 in Kendal, Saskatchewan.

She worked in the advertising department of the Regina Leader Post for twenty-five years until her retirement. Her early retirement years were spent at Kannata Valley, Saskatchewan with winters in Brownsville, Texas. In 1997, Betty and Merle moved to Qualicum Beach, BC where they spent many happy years. Betty loved to travel, garden and be with friends.

Left to mourn and cherish her spirit are her devoted husband Merlin; step-daughter Terry Cyca (Greg) of Regina; granddaughters Stephanie and Jacelyn Cyca of Regina; sister Helen Schneider (Don Ewald) of Wapaton, North Dakota and many relatives and friends.

At Betty’s request there will be no service.

The family would like to express their thanks to the staff at the Trillium Lodge for the kindness and care they provided Betty. In lieu of flowers, donations in memory of Betty may be made to Shrine Hospital in care of the Parksville/Qualicum Shrine Club.

This is the first time that we have actually taken action to start a program that addresses the needs of students diagnosed with Intellectual Disabilities.

In what was a year of firsts for Parksville Taekwondo Academy, the local school capped off 2012 with its first belt testing for a special group of kids.

According to PTA master Brett Fee, “we started a Special Needs Taekwondo class last summer, and held our first belt test last Tuesday ...it is the first Special Needs Martial Arts program that our school has ever offered, and I do not know of another special needs specific Martial Arts program anywhere in our community.”

According to the dedicated second generation instructor, “we started with one student and now currently have nine enrolled in the program,” explaining all of the students in the program have been diagnosed with an Intellectual Disability (ID), primarily autism spectrum disorder, and Asperger’s syndrome.

The students who tested (and passed) for their Yellow Stripe Dec. 18 were Kingston Walters, Katie Kroot, Jeremy Kroot, Brandon Pakkala, Nicholas Benett.

“We started this program to offer students with disabilities a chance to excel in Martial Arts,” said Fee, adding “we have had the opportunity to work with thousands of students over our nearly 20 years in the community, but this is the first time that we have actually taken action to start a program that addresses the

needs of students diagnosed with Intellectual Disabilities.

“There is a special place in my heart

for these students,” he said, “and I really enjoy teaching this class. I get a kick out of the students, they are so full of energy,

and they always make me laugh.”

A need for a program like this he says was identified a number of years ago when they were bringing students with Autism in to their regular classes “and they were not getting the most out of their training. We have tailored the curriculum to each individual student, and we challenge them to perform at their highest level,” he said, adding every student is different, and by instituting a program like this, it has allowed them to modify the curriculum to suit their students’ special needs.

“And don’t for a second think that we go easy on our Para-Taekwondo students,” said Fee. “They get a phenomenal workout every week, and are improving their skills, behaviour, and attitude both in and outside of the dojang.

“The children love the class, and we have received a ton of positive feedback,” he said. “So much so, that we are adding a second class in the New Year.”

Qualicum Beach product Liam Giroux has been selected to suit up at the B.C. Major Midget League’s annual All-Star Game.

Giroux, 16, is one of four Silvertips to be selected to the annual event. His older brother Kiefer is the starting ‘stopper for the VIJHL’s Oceanside Generals.

The Silvertips, who have the youngest team in the league with 13 players born in ‘97 and no ‘95’s, are currently 8-12-4 and sitting eighth in the 12-team high performance league.

Asked his take on the young ‘tender, Silvertips’ head coach Jason Dubyna said Giroux was playing in Texas last year for the U18 Al Paso Rhinos “and we worked hard at getting him back to the Island to play for us, to come in and be our go-to guy.

He’s played really well for us,” said Dubyna, “and he definitely earned his nod for the all-star game.”

The all-star game will be held at the Langley Event Centre Jan. 18 with a showcase to follow on the 19th and 20th where all the teams play their regular league games at the same location.

This gets all the scouts there.

Smart meter project deadline reached

BC Hydro given another year to complete the wireless smart grid project in the province

BC Hydro has been given another year to complete its wireless smart grid project, as it nears the original deadline with 140,000 smart meters still to be installed.

Energy Minister Rich Coleman announced the extension of the Dec. 31, 2012 deadline imposed by the B.C. Liberal government’s Clean Energy Act. Pushed through the legislature in the spring of 2010, that legislation supports sweeping changes to BC Hydro’s expansion using wind, small hydro and other private power

development.

In a ministry statement, Coleman cited shortages of skilled labour, meters and other specialized equipment as well as “customer concerns” for failing to meet the deadline for all 1.87 million meters across the province.

BC Hydro has been dogged by political and citizen protests about the cost of the refit and persistent claims of various hazards from the meters.

Installers have also encountered meters made inaccessible by construction of garages, decks and other structures that covered them.

Some homeowners who refused replacement of mechanical meters now worry that they will be on the hook for costs if their old meter equipment fails after they refused the upgrade.

BC Hydro spokesman Greg Alexis said the one-year delay, originally signalled in a November finance ministry update, doesn't change the utility's target of the 2014 fiscal year to implement the entire system. Meters are only a small part of a province-wide grid that will automatically report power outages and offer customers a real-time display of their power consumption.
