Jamie McGarva pulls off 'triple crown' win at World Fighfighter combat challenge AdriAn MacNair reporter

Delta's fire department can now lay claim to having the world's top firefighter.

Jamie McGarva, 38, of Team Westshore finished first place in the World Firefighter Combat Challenge in South Carolina, beating out the second place contestant by nearly four seconds and shattering a world record.

He also finished first place in the Canadian national competition and in B.C., staking an unprecedented "triple crown" in the sport.

"It's kind of surreal," says the Delta firefighter, who lives in Surrey. "You get those goals that you set at the beginning of the year, and every year, and to actually achieve it is unbelievable."

McGarva surpassed perennial rival Graham MacKenzie from Kamloops, the team that won provincials, nationals, and worlds. Team Westshore finished second in each competition, coming agonizingly close to winning it all in Myrtle Beach.

But despite the rivalr y, McGarva says the atmosphere is friendly. The teams talk to one another about competition, work, and congratulate each other on their successes.

Although McGar va's achieved everything possible from a personal standpoint, it's

more important that his team wins first place. McGarva says he'd rather stick around next year and win that first place medal.

"I always train hard but I'm not necessarily trying to defend my title. I'm happy with just getting a respectable time."

McGarva's family flew down to watch him, so he knew there was some extra pressure on him to succeed.

The achievement is also a

morale booster for Delta's fire department.

"The guys were super impressed. They're really happy with the win and they were all Facebooking and texting to congratulate me."

McGarva took a couple of weeks off training after the win in order to let not only his body recover, but also his mind. The mental preparation and nerves that goes into the sport can be draining, he says.

Teammate Ryan Rickards, 36, who finished 19th place, returned to competition after taking two years off due to injury.

"When you lose something, you miss it more. So I was fired right up to come back."

Rickards says that firefighting is so physical that nobody is ever "out of shape" but it took some adjustment to get back to an elite competitive level.

"It's just a matter of training

to that next level where at the end of the training you're literally lying on the floor afterward."

Another motivation for Rickards is seeing friends he only gets to see once or twice a year from other fire departments.

A big inspiration is watching teammate Mark Millward, who at the age of 48 is in his 17th year of competition and is a multiple time Canadian champion in his age category.

"My performance this year wasn't where I wanted it to be," said Millward, who finished 53rd. "A lot of time was spent in the gym, running hills, and on the course. You've really got to focus on it like an athlete, like it's a job."

Millward said a lot of thanks goes to corporate sponsors Westshore Terminals and TSI Terminal Systems Inc., who provide the professional training facility in Tilbury Industrial Park and fund their trips to events.

The final member of the team and in his "sophomore year," 25-year-old Reid Taylor, finished 26th in his first trip to the worlds.

"There's a lot of nerves and I think experience goes a long way. You look at Jamie and Mark and Ryan and they've been doing it a long time," said Reid.

"Overall I think I did fairly well and we'll just have to keep building for next year."

Corp. of Delta and employees reach tentative deal robert MaNGelsdorF editor

Negotiators from the Corporation of Delta and the Canadian Union of Public Local 454 worked through the night to reach a tentative contract deal last week.

"We went without a lunch or a dinner break, and at the end of it,

we had a handshake deal," said Delta chief administrative officer George Harvie. "We're very pleased."

The union represents more than 850 civic employees and has been without a contract since the end of 2011.

Harvie said he couldn't give details of the new contract until

it had been ratified by both union members and Delta council, which is expected to occur early next month.

The contract comes before council for its approval on Jan. 14.

Delta negotiated directly with its employees after leaving the Metro Vancouver Labour Relations Bureau in the spring.

"It allows us to speak directly with our employees, without any outside influence," said Harvie.

"It worked very well with [Delta Fire Department] negotiations, and it worked well this time as well.

"I certainly have no desire to go back."

B.C. businesses prepare for return to provincial tax provincial survey finds majority of businesses are unprepared Staff WRiteR S o u t h D e lt a l e a D e R

For those business owners who are finally used to the harmonized sales tax (HST), there's some bad news.

A recent survey conducted by the BC Chamber of Commerce has revealed that 63 per cent of businesses do not feel prepared for the transition back to the provincial sales tax (PST), which happens on April 1, 2013.

“There are many PST resources now available that B.C. businesses need to avail themselves of and be made aware of,” said John Winter, president and CEO of the BC Chamber of Commerce.

“Many new businesses in BC have never collected the PST, and need brought up to speed so that consumers are not negatively impacted at the cash register come April.”

More than 100,000 businesses will need to register to collect the PST, and an estimated 30,000 of those are new businesses that have only existed under the HST tax system implemented July 1, 2010.

In total, 970 businesses across B.C. took part in

the PST business survey. Of those, 62 per cent were not aware of the changes that will be made to the PST, and 73 per cent did not feel they had received adequate information.

“There is a tremendous opportunity for chambers of commerce to work cooperatively with the provincial government to make sure this knowledge gap is filled,” said Winter.

“Together, we can ensure that the coming transition is a smooth one.”

A new provincial sales tax notice was issued to businesses in October providing general descriptions of transition rules for the re-implementation of the PST. The transitional rules describe how and when PST applies to transactions that straddle April 1, 2013, and should be read in conjunction with federal transitional rules for the elimination of the HST in B.C. Interactive webinars are being held in the New year that can help business owners get up to speed.

Those webinars will be held from 10:30-11:30 a.m. on Jan. 8, 10, 15, 17, 22, and 24.

New hospital to be a boon to cancer-struck kids across B.C. Jeff Nagel RepoRteR

Kids fighting cancer will be among the prime beneficiaries of plans to rebuild BC Children's Hospital starting in 2014.

The $683-million project will roughly double the amount of space in the hospital.

It will also reconfigure the pediatric oncology department, now inconveniently spread out over three floors, onto one much more efficient level.

"It will provide much greater continuity of care," said Stephen Forgacs, spokesman for BC Children's Hospital Foundation.

The foundation is helping support the new hospital—to open in 2018—with a $200-million fundraising campaign and Forgacs said the new design is centred around the needs of families.

"We're building exclusively private rooms in the new hospital," Forgacs said. "There will be no more open ward."

Those private rooms will have their own bathrooms, fold-out beds and wardrobes to accommodate parents who want to stay overnight with their sick, frightened kid.

Also planned are kitchen facilities for families, office space for parents needing to keep up with work duties and wifi access everywhere.

"In any hospital room you'll be able to get online, which is great for parents who are away from work," Forgacs said, adding it also helps kids beat boredom with video games and connect

online with friends.

Besides improving privac y and infection control, there are advantages to letting parents stay in a private room.

They can comfort their child and they kwnow so much about treatment protocols, the y're essentially experts who help back up staff.

Medical technology has evolved by leaps and bounds since B.C. Children's Hospital opened in 1982, when personal computers were a novelty.

Diagnostic scanning is light years ahead and minimally invasive medical procedures allow much more use of day surgery rather than overnight stays.

The new hospital will be much better designed with all technology needs in mind.

Demand has also soared over the years and not just due to B.C.'s growing population.

Kids whose conditions meant a death sentence in the 1980s are surviving in much greater numbers—the pediatric cancer survival rate is up to 80 per cent from 20 per cent back then.

And others who once died at a young age from chronic conditions like cystic fibrosis now routinely live into their 40s.

It all means a hospital that was at capacity the day it opened 30 years ago is now bursting at the seams.

Forgacs said myriad improvements will make the new hospital more welcoming and comforting to families enduring the worst and most terrifying moments of their lives.

It's critical to meet those emotional needs – not just the medical ones. " The stress families feel is intense," he said, adding hospital staff feel it too.

"Not only are you dealing with a child who is ill, you are dealing with parents of that child who would literally give their lives if they could to save the child."

Forgacs said the BC Children's Hospital Foundation has raised $155 million over the past four years toward its $200-million target through tremendous grassroots support as well as support from major donors.

High-profile donations have come from Vancouver Canucks Daniel and Henrik Sedin and singer Michael Bublé.

Th e b ig g e s t c o nt r i bu t i o n s have been $25 million from Teck Resources and $20 million from the Overwaitea Food Group.

Just as honourable, Forgacs said, is the support from parents whose kids have been through the hospital but who might only be able to afford to volunteer or simply share their stories with others.

"They look for ways to express their gratitude," Forgacs said.

"For many of them I think it's almost thereapeutic to remain involved with the hospital."

Forgacs said the foundation is now hoping more donors will step forward to raise the remaining $45 million.

"We're appealing to British Columbians in ever y income bracket to help us complete the campaign."

Writer documented 18 months of dreams

ocal author Daniel Joseph likes to think that he was preordained to write about dreams.

According to the Bible, both Daniel and Joseph were dream catchers and dream interpreters that the pharaohs would use to predict famine, war, or disaster.

"I'm like the dream catcher, I make my dreams come Adrian true," says Joseph, MacNair who grew up in Ladner and graduated from Delta Secondary in 1999.

Joseph had taken some psychology classes at Kwantlen College after high school and enjoyed learning about hypnosis and dreams. Since he was always writing down his thoughts, he decided to begin journaling his dreams.

"I was like my own lab experiment," he says, adding at first he just tried coffee, alcohol and other substances to see how it affected his sleeping and dreaming.

Years later, it occurred to him that his 18-month experiment would make for an interesting book. The result is Me, My Dreams and I. Joseph says the book is deeply personal because it contains the unfiltered thoughts of his subconscious.

Usually, people are used to the sort of dreams where they're trying to do something but find themselves unable.

An example might be trying to run down a hallway that never ends, or struggling to lift a small object that's too heavy.

That's generally due to an inability to become self-aware that you're dreaming.

There are, however, ways you can coax yourself to control dreams by leaving markers for yourself.

Joseph says the film Inception studied dream theory well. For instance, if you can't tell time from a clock it could clue you in to the fact you aren't awake.

The most significant documented dream in the book is the night of Sept. 10, 2001 when Joseph had the biggest night terror of his life.

"I think it was a premonition," he says, referring to the terror attacks that took place that morning in New York City.

In his dream he's cleaning out a trash compactor when he gets stuck inside and realizes it's going to crush him alive. The memory of the nightmare remains with him to this day.

Joseph says people often tell him they don't dream but he insists everyone dreams.

"Just because you don't remember it doesn't mean you don't dream," he says, adding the book teaches people how to better remember and document dreams.

When people wake up there's a brief moment when the dream is accessible before the flood of responsibilities washes it away. That's why Joseph notes it's so important to write it down immediately.

Keeping a notepad by your bed and documenting your dreams helps because dreams are basically a combination of imagination and memory.

"The more you learn about your dreams the more you learn about your thoughts and can manifest your reality that way."

Tsawwassen actor gets foolish in online comedy Youtube comedy is based on the real life trials and errors of corporate entertainment AdriAn MacNair reporter

If the scenes in the new YouTube comedy series Fools For Hire seem ridiculous, it's because they are. They're also based on real life events.

The show, created by Tsawwassen's Nick Harrison and Vancouver's Mike Cavers, is inspired by the true story of working in the entertainment industry at the bottom of the food chain doing corporate gigs.

"We did a murder mystery on a cruise ship one time and it wasn't until we got there that we were told everybody on the ship was blind," said Cavers, filling in for Harrison who is away for the holidays.

"It's rough weather so people are falling all over, the seeing eye dogs' leash are going around people's legs, and nobody can get anything because all the clues are visual."

Cavers describes another time when he was playing Mr. Roarke from Fantasy Island when an elephant stole his can of Coca Cola.

"It grabbed my coke and popped it in his mouth and started choking on it. I had to call the elephant keeper and he had to ran out and get the elephant to go down on his knees and put his hand down elephant's throat to fish it out."

Cavers said he got into trouble over that one.

The show, which features cutaways to the actors talking to the camera, is inspired by such comedy classics as Flight of the Conchords, The Office, and Modern Family.

"We're, let's hope, slightly more loserish on this show than we really are," said Cavers, adding it's otherwise a pretty accurate depiction of what people in show biz go through to put food on the table in expensive Vancouver or Tsawwassen.

To illustrate the point that these events aren't ancient history, Cavers says he and Harrison recently did a gig playing matching "Buddy the Elf" characters at the Pan Pacific Hotel for wealthy mining executives' Christmas dinner.

Also appearing on the show is Gary Jones from Stargate Atlantis and Jackson Davies from The Beachcombers.

"It actually attracts some notable names in the industry because everyone's been there. Everyone's had to do corporate entertainment between gigs."

Also involved in the show is local filmmaker Neil Every, who directs and edits all of the show.

Cavers said they will release two more episodes after Christmas, but the first four can already been seen on their YouTube channel "FoolsForHire."

"What we need now is for people to tune in, subscribe to our YouTube channel, just tell us if you like it. And with web-based entertainment it's amazingly interactive. People can give us their feedback and it can actually influence what we do next." adrian@southdeltaleader.com

More than 3,400 pounds of food, 1,350 gifts, and close to $15,000 was donated to children and seniors this year thanks to Envision Financial's Angel Tree.

Members of the community were invited to take an ornament from the tree and return it with a

new and unwrapped gift or nonperishable food item.

The proceeds were then distributed to 21 charities throughout the Lower Mainland, Fraser Valley and Kitimat.

In B.C. one in five children lives below the poverty line and more than 28,000 were served by a local food bank and this year, while one in five seniors spent Christmas alone.

“What’s most overwhelming is the gratefulness,” says Barbara Westlake, Christmas coordinator for Deltassist. “There is so much need but also so much grateful-

ness for the support that Envision and programs like Angel Tree provide. Everyone wants the very best for their kids, especially at Christmas time. I would like to thank everyone who donated and is helping make that wish come true.”

This year’s program also included the addition of a YouTube video which highlighted the need for donations.

For every view, Envision donated $1 to the Angel Tree partners.

The video garnered over 2,000 views, resulting in an extra $2,000 to local charities.

All this month, the local police force has stepped up its drinking and driving counterattack, culminating in its annual New Year's blitz this Monday night. Police roadblocks will be rotating to various locations across Delta to make partiers leave their keys at home.

"It's about prevention and it's about being a deterrent," says Feenan. "We want people to celebrate and have a good time, but we want them to do it responsibly."

Feenan said the goal of the Delta Police Department is to have the safest roads in the province, and that means making sure they are free of drunk drivers.

I don't think so.

Where does it end? As horrible as the murders of so many children in Connecticut and Columbine is,these mass killings happen in so many different venues. Do we arm postal workers, store clerks in malls, worhippers and priests at Sikh temples and churches,16year-old McDonald's cashiers, ushers in darkened movie theaters?

A Fort Hood military psychyatrist managed to murder 13 soldiers and wound 32 before he was stopped.Am I wrong to assume that there must have been hundreds of gun-carrying, welltrained people nearby?

It is so cliché,but guns truly do

not kill people. People kill people.

It's wrong to simply say ban guns or even limit the laws that allow Americans to posess them.

What needs to be examined is violence in society and why all too often, some person comes to the idea that murdering innocent people has become an answer to dealing with whatever problem he has imagined in his sick and twisted mind.

The easy answer would be to simply ban guns and leave them only in the hands of criminals and whackos who don't adhere to any law.

The true solution is much more difficult. Why is our world so violent and cruel and how can we begin to fix it?

the Southlands issue still presents a dilemma of ideas, proposals and opinions that seem unable to convince a majority of the public, that turning this agricultural land into a housing community is a good idea.

To further complicate matters, our changing climate and influx of industrial growth only makes a decision more complex and difficult.

This situation is not unlike scientific discoveries, where the more that is learned, the more that is up for question.

It seems that Delta's council is enabling the developer to continue with new proposals and ideas in an effort to find an

application that is acceptable to the citizens of the area and the district in general.

This of course is at the expense of the developer and the taxpayer, since each change submitted must be evaluated and organized by Delta's staff before presentation to the Council.

T h e b i g q u e s t i o n i s, w i l l council's final decision be based on the majority of public opinion, or will it be based on an evaluation by ouncil that, in their opinion, is deemed to be the best for the community and for the future of the Lower Mainland's citizens?

Don't let Xmas generosity end with new year the new year is a time for second chances and new beginnings. A time to reset and refocus, and plot a new course.

While the holidays remind of the importance of family, the dawn of 2013 offers us a chance for introspection.

For the more ambitious, there are dozens of service groups and non-profit charities based here in South Delta who would greatly appreciate your support.

Don't let the generosity of the Christmas season end as the new year dawns. let it continue, and grow. this year, let us think of each other, and put our own needs second, whenever possible.

Where ocean meets the shore, rubbery-textured, salttolerant plants grow in abundance. Sea asparagus spreads across the mud, interspersed with clumps of pink-flowered sea rocket. Goosefoot, recognized by the shape of its leaves, sprouts along the tide limit.

In summer, orange tendrils of salt-marsh dodder sprawl over the marsh, as if someone had sprayed luminous paint. Salt marshes Anne Murray are deceptive: the rubbery plants and black mud, full of decaying matter, combine to be among the most productive habitats in the world.

Northern pintails gather to feed in salt marshes by the thousands, pushing their elegant necks and heads into the wet mud to get at seeds and small crustaceans.

These attractive ducks nest in the Prairies and fly to the coast for winter, where they join flocks of other dabbling ducks, such as mallard, American wigeon and fast-flying, green-winged teal. Brant, small dark geese from the high Arctic, forage further offshore, where eelgrass grows.

Above the tide line, Townsend’s voles and other rodents build nests of grass and burrow through the rank vegetation to stay hidden from predators overhead.

Voles are a favourite prey of northern harriers, shorteared owls, rough-legged and red-tailed hawks, and also snowy owls. These huge, white, Arctic-nesting owls are currently visiting the Boundary Bay salt marsh for a second consecutive winter. Rodents are not their only prey, and snowies will eat small waterbirds, such as bufflehead and horned grebe.

The presence of abundant food in the Boundary Bay salt marsh is a major reason why so many birds of prey are drawn here, making it Canada’s number one location for number and diversity of wintering raptors.

The productivity and ecological importance of salt marshes took a long time to be recognized, and even today, they are often disregarded.

People smell the mud, look at the brown grass, and see little on the surface. Yet this habitat is a nursery for so many species that power the food chain. Microscopic plankton feed larvae, crabs, worms, and shrimp, that grow to feed forage fish and birds, salmon, porpoises and whales.

Completely different types of marshland prevail at the mouth of the Fraser, where the freshwater influence is strong. When the Fraser delta was historically dyked and drained, only the shores of Boundary Bay retained a moderately large stretch of salt marsh.

Because their value often goes unrecognized, salt marshes remain in our landscape almost as an afterthought.

ever was there a dull moment in South Delta this past year, as local newsmakers grabbed headlines across the province, and even the country.

Monty robinson found guilty Former Mountie Benjamin Monty Robinson was convicted in March of obstruction of justice in the death of 21-year-old motorcyclist Orion Hutchinson from Tsawwassen.

Robinson was off duty when his Jeep collided with Hutchison's motorcycle at the intersection of Sixth Ave. and Gilchrist Dr. in October, 2008.

Following the accident, Robinson gave his driver's licence to a bystander and left the scene to walk his two children home. Upon his return, he told police he had downed two shots of vodka at home to calm his nerves.

The 42-year-old received a 12-month conditional sentence in July for his conviction.

According to Delta Police, Robinson's breath samples gave readings of .12 and .10 mgs of alcohol (the legal limit is .08).

A coroner's toxicological analysis also reported alcohol in Hutchinson's blood.

The engineering analysis found Robinson was travelling between 24 and 29 km/h at the time of the collision, and showed Hutchinson was travelling between 66 and 96 km/hr.

Robinson spent one month under house arrest, and was to pay a $1,000 victim surcharge fee.

Massey tunnel replacement Premier Christy Clark announced in September the provincial government would begin the process to replace the aging and obsolete George Massey Tunnel, however, completion of the project may be as far as a decade away.

The project is currently in the public consultation phase, with no word yet as to the route of the new Fraser River crossing, or wether it will be a tunnel or a bridge.

Coal port crash

On Jan. 18, an overwhelming 97 per cent of Tsawwassen First Nation members voted in favour of granting a 99-year lease to allow construction of two, large shopping malls on TFN land. The proposed commercial development is part of an extensive land use plan that also includes a residential and industrial component.

The development is expected to provide jobs and economic prosperity for TFN members, whose employment rate is currently 57 per cent, compared to 71 per cent in B.C.

Close to 35 tonnes of high-grade coal powder spilled into the waters off Roberts Bank on Dec. 7, after a freighter collided with the Westshore Terminals coal port.

The mishap occurred when the 180,000tonne coal freighter Cape Apricot lost control and crashed into one of the coal conveyors, knocking 120 metres of the causeway into the ocean.

teachers strike The long-simmering labour dispute between B.C. teachers and the provincial government came to a boil in March, as local teachers took part in a three-day strike.

After being forced back to work by Bill 22, which imposed harsh fines and penalties for any illegal strike action, teachers opted to take part in a work-to-rule campaign that put a stop to extracurricular volunteering.

In June, teachers across B.C. voted 75 per cent in favour of a contract extension to June 2013.

tfn election, and appeal Relative newcomer Bryce Williams was elected Chief of the Tsawwassen First Nation on Sept. 5. In a surprising result, the 23-year-old first term member of the TFN council toppled incumbent Kim Baird by a narrow 78-69 margin.

Williams vowed to continue with current development projects, which he believes will help fund the First Nation government and provide jobs for its people.

However, the results of the Sept. 5 election were called into question, as an appeal was launched Mike Baird, Kim Baird's brother, over the fact incorrect information was distributed to members about when the election was to occur.

As a result, TFN member Christina Shellard, Kim Baird's niece, claimed she was unable to vote, as were other members. A judicial council agreed, and on Dec. 11 overturned the election results, ordering a new election to be called no later than Jan. 11.

Southlands development inches forward The proposed Southland development got one step closer to reality with the submission of a rezoning application to Delta council in April.

The development application, still before council, involves 950 residential units on roughly 20 per cent of the 217 ha (536 acre) parcel of land in southeast Tsawwassen.

Developer Century Group unveiled a prototype home at the Tsawwassen Town Centre Mall highlighting the project's environmentally-friendly aspects.

Meanwhile, opponents of the development, Southlands: The Facts, stepped up their efforts to quash the project, going so far as to launch an ombudsman complaint against Delta council.

At a council meeting in December, it was revealed that a vast majority of respondents to public consultations on the development opposed the project.

Another public hearing is planned for early in the new year.

Teachers strike The long-simmering labour dispute between B.C. teachers and the provincial government came to a boil in March, as local teachers took part in a three-day strike.

Rabbits relocated About 500-plus feral rabbits who came to call Delta Municipal Hall home were sterilized and evicted in January, eventually getting relocated to Ladner Harbour Park.

The rabbit colony was the result of generations of abandoned pets. The pests can devoured vegetation, burrowed large holes, undermine the foundation of

buildings, and spread feces.

Delta Council opted to spend $60,000 to humanely move the rabbit colony.

New animal shelter Ground broke on the new Delta Animal Shelter in April, located in the Tilbury industrial area not far from the current site. The new building will have about four times as more room—about 12,000-square-feet—to house animals.

The new facility is slated to open in mid-March.

On the Waterfront Ladner float home residents on the Fraser River were shocked to find out in October they could be facing a sudden lease rate hike of nearly 80 per cent from Port Metro Vancouver, prompting calls for the Ladner Harbour Authority to take control of the waterway.

It wasn't all bad news for those on the river, however, as various levels of government came together earlier this month to announce $10 million for dredging the Ladner Channel, as well as the Steveston Channel in Richmond.

Local scholarships In June, Delta Secondary grad Claire Preston became one of just 40 students from across Canada to win a $60,000 Schulich Leader Scholarship to study sciences at the university level.

Seven-year-old Joshua Tromans was awarded the prestigious Emily Longworth Piano Bursary in August, given to only one piano student at the VSO School of Music. The scholarship will cover all of Tromans' tuition fees for the 2012-13 school year.

Sun Devils, Ice Hawks, Rams, Pacers • The Delta Ice Hawks capped their season with a Pacific International Junior Hockey League championship, after beating the Abbotsford Pilots 4-3 at MSA Arena on March 30. The Ice Hawks went on to claim the bronze medal at the B.C. junior B Cyclone Taylor Cup, after losing 6-4 to hosts Abbotsford in the semi-finals.

• The South Delta Sun Devils senior boys' basketball team made it to the knock-out round of the Fraser Valley Championships on March 1, losing 57-47 to their rivals from North Delta.

• The South Delta Rams bantam community football team won the provincial championship on Dec. 3, shutting out the Abbotsford Falcons 37-0 at McLeod Park in Langley.

• Trinity Western University men’s basketball team in Langley strengthened its backcourt with the signing of Delta Pacers point guard Lucas Goossen in June 20.

Pharmacies in B.C. may soon be banned from giving out loyalty points to customers if a proposed reform is approved.

The College of Pharmacists of British Columbia wants to block pharmacies such as Shopper's Drug Mart and Canada Safeway from awarding points to their loyalty card holders out of concern the bonuses spur some patients to make poor decisions.

The regulatory body argues loyalty points are a powerful lure for some customers, who may wait longer than they should to fill a prescription in order to get a bigger points bonus offered at a later date.

"These delays could negatively impact on that patient’s health and cause serious short- and longterm effects," according to the college. " Phar ma ci sts have seen examples of patients making choices based on the inducement, contrary to what is best for their health."

It also says patients with third-party insurance who don't pay out of pocket may keep refilling a prescription after they no longer need it in order to collect more points.

The college calls it a drain on limited health care dollars and says drugs that are never used by the intended patient may be abused by others or diverted to the illegal drug trade.

Privacy is also an issue – the pharmacists' body argues data on a customer's pharmacy spending frequency shouldn't be used by company loy-

alty programs to build marketing profiles, even though data on actual medical conditions and drug purchases are kept confidential.

Once the temptation of points is eliminated, the college says, patients may be more likely to choose a pharmacy and pharmacist based on their own merits, not their ability to issue inducements.

Air Miles and Shopper's Optimum point collectors have been campaigning against the proposal, saying loyalty programs provide a small bonus on the thousands of dollars some patients with chronic diseases pay for medication each year.

"We spend our money to pay for our prescriptions, therefore why can we not earn rewards for it?" Safeway shopper Jaime Kichok asked on Facebook. "What makes a prescription purchase any different than any o t he r pu rchas e? It's really because the small independent pharmacies can't compete. Why is that our problem and why are we being penalized for it?"

Air Miles Canada calls the proposal "unfair to customers" and anticompetitive, while Safeway says it sees no evidence Air Miles collecting harms patients.

People have until Dec.

28 to comment on the proposed ban on the college of pharmacists website (www.bcpharmacists. org) before the college's board decides whether to push ahead.

B.C.'s health minister Margaret MacDiarmid will have the final say on whether the ban is imposed.

The proposed reform mirrors similar steps taken in Ontario and Quebec and it's also under consideration in Alberta.

B.C. already banned pharmacies from offering points or other inducements on the portion of prescriptions covered by PharmaCare since mid2011.

A campaign to block a proposed increase in coal exports through Metro Vancouver has gained the backing of public health advocates. An open letter from three groups and numerous individual health professionals calls on Port Metro Vancouver to freeze its consideration of applications for a new coal terminal at Fraser Surrey Docks and to expand an existing one at Neptune Terminals in North Vancouver pending further study. The B.C. Lung

Association, Public Health Association of B.C. and the Canadian Association of Physicians for the Environment cited health risks from coal dust and diesel pollution from more trains rolling through the region.

"You have an ethical obligation to postpone any decisions on these two coal export proposals until you have developed a broader and more inclusive decision making process which is capable of evaluating the cumulative regional health impacts," the letter says.

Critics of the planned coal terminal expansions – which would increase

coal shipments through the port by 14 million tonnes per year or 35 per cent – object to the port's ability to approve them internally, without the consent of any city or other agency.

Much criticism has come from climate activists who don't want U.S. coal to get to market in Asia.

But signatories to the letter say local health impacts could be significant.

concerns should quash Canadian exports of coal is a "legitimate debate" to have at a more national level, Silvester said, but not one to have with the port at the permitting level when coal exports have been underway here "for a very long time."

He likened it to a homeowner applying to extend his house being told the application won't be con-

sidered because "we're going to stop and think about the sustainability of the forest industry."

Silvester said most of the coal exported through Port Metro Vancouver is metallurgical coal – a critical ingredient in steelmaking – but critics note the planned terminal projects would boost exports of thermal coal that would be burned for power.

Stolen bike returned in time for Xmas Adrian MacNair South Delta Leader

Whatever Grinch stole Grade 9 Delta Secondary student Hayden Siltberg’s bicycle is unknown, but the good news is that much like the Dr. Suess tale the bike has returned just in time for Christmas.

Hayden got the $1,500 black Trek mountain bike as a birthday present last March from Cap’s Bicycles in New Westminster and would ride it to school every day.

“We’re over by Ladner’s Landing,” says Tim Siltberg, Hayden’s father.

“So you could walk it of course but he really enjoys riding with his pals to school every morning.”

But on Wednesday, Dec. 12, Hayden had forgotten his bike lock. Because he was worried about being late for class he tried to pretend it was locked up with the other bikes. When he got out of class, the bike was gone.

“It was a bike of opportunity, that’s for sure,” says Siltberg.

Everybody told him the bike was likely gone for good, either taken to another city or dumped somewhere after being stripped for parts.

Hayden was embarrassed by the incident so he didn’t tell his parents

right away. But after talking to a school counsellor he decided to report it to the police.

“He wanted to hope for the best that police would find it or it would turn up the next day or something. And of course it didn’t.”

When Hayden finally told his parents what had happened he seemed to feel so bad about it that Siltberg decided to roll into action.

“Ok, let’s get the parent machine going here, and get the friends going.

We’re gonna find this thing.”

Siltberg emailed the description of the bike to friends, to the U-15 soccer players he coaches in Ladner, and anybody else he could think of adding to the bike-hunting team. That resulted in a dozen tips of everything from bikes being listed on Craigslist to

sightings on the street.

“It was a very good response because you’d often think nobody’s going to care. It’s just a bike.”

After scouring the streets and checking out the schools and parks for about a week, it looked like the bike was gone for good. But then on Dec. 18 they received a tip from the Corporation of Delta that a “pretty nice looking bike” had been brought in.

The bike had been found abandoned and brought to municipal hall where it was being kept by Tom Mayes, who manages a lost and found for bikes.

“I guess they took it for a joyride.

They didn’t damage it but it was a little wet and dirty.”

Siltberg says Mayes told him there are a lot more bikes at municipal hall that people probably don’t know are sitting there waiting to be picked up.

Reunited with his mode of transportation, Hayden went from feeling sheepish to overjoyed.

And more than that, says Siltberg, his son’s faith in honesty and decency has been restored.

The gift of giving back Tsawwassen mom sends donated bike to Guatemala Adrian MacNair South Delta Leader Christmas is a time of giving, but it's also a time of re-gifting, sometimes in the form of last year's unexpired fruitcake or an unusable leaf blower.

But for an orphan in Guatemala, re-gifting can be something of a Christmas miracle.

A Tsawwassen mother, whose boys had outgrown the low-rider West Coast Chopper bicycle they originally received from the Deltassist Toy Bank, donated it to Fe Viva World Missions, where it wound up becoming a Christmas present for an orphan.

When the "fancy red bike" arrived three years ago in a container sent from Vancouver, there was no question as to who it belonged to. Antolin, the eldest boy who was 14 at the time, was excited to have his own mode of transportation, and still uses it today.

"He has been with us since we opened the children's home eight years ago," says Lynn Weiler, who helps run missions in Central America with her husband Kim. "Antolin was rescued from the streets. He was badly beaten and mistreated by the guardians his father left him with as a small boy.

He never knew his mother because she died when Antolin was an infant."

Antolin, who has just turned 18, has thrived against the odds. He recently completed his basic education and was granted permission by the state to leave school and begin training in a trade.

He has since been learning carpentry, some mechanics, and gardening/grounds maintenance.

The origins of the bike began with a donation to Deltassist's Toy Bank, an annual charity that helps provide Christmas gifts to low-income families.

For Tsawwassen mom Lisa (whose full name is

being withheld to protect the identity of her children), it continues to be her guardian angel.

"Being a single mom in my financial position, you basically have zero left at the end of the month," she says. "No savings, no RSPs, you don't own your house. And so you're stressed out as it is and you're struggling to put food on the table and when Christmas comes along, it just blows you out of the water."

Christmas is a stressful time of year even for people who have money, because children have expectations, explains Lisa.

"So, going to Deltassist just takes that whole load of stress off your shoulders. And I think every year I've gone there I've just gone home on No. 10 highway crying because it's such a relief."

Even as she says it, Lisa pauses and admits it sounds "corny" but she does anyway.

"They don't just give you a gift, they give you hope. Because all of a sudden you think, OK, I'm going to get through this."

Lisa says things can feel very hopeless in a lowincome situation where every day is a struggle, particularly living in an upper-middle class community. But Lisa is quick to point out there's a big difference between poverty in Delta and poverty in Guatemala.

"I look at the orphanage and those kids there haven't had proper parents. They've all been abused or beaten on or sexually abused and discarded like trash. For them to get that bike… they've never seen anything like it."

Even though her children quickly grew out of the bike, it still looked shiny and brand new. Lisa wanted to find a new home for it.

"When we gave it to the orphanage I thought, OK, there's a plan here. It wasn't just for us. It was for us to pass on."

A place of belonging

By Boaz Joseph Surrey North Delta Leader It’s the nature of a clubhouse to give members a sense of belonging, and Stephen feels it daily.

For more than two decades, the 43-year-old Ladner man has been coming to the Delta Alliance for Wellness and Networking (DAWN) Society’s clubhouse for activities and support.

“There’s always something to

do,” he says.

Stephen, who has been diagnosed with a mental illness and lives semi-independently, participates in clubhouse clean-ups, art programs, lunch preparation, health classes and volunteer

training programs, and has met all of his friends there – he joins them weekly for all-you-can-eat sushi.

For six years now, Stephen has worked three shifts each week as a janitor at a Ladner Restaurant.

“It’s invigorating,” he says.

“It keeps you busy and the extra cash helps.”

DAWN Society’s clients run the gamut from schizophrenia to depression to mood disorders.

However, executive director Jennifer Childs explains that “people with a mental illness are doing well and living on their own in the community.

“Some people have misconceptions about what their life is like, and our programs ensure they have a full life.”

The non-profit society was founded in 1990 by a group of parents of adults who needed help.

“At that time, 22 years ago, there were very few if any services for people with a mental illness,” explains Childs.

Early on, they rented a house and started running a small number of services. Once Fraser Health came on board with funding, the society expanded and evolved, not only offering more programs but buying the present clubhouse in North Delta.

The mandate became official: Offering programs designed for people living in Delta who are 19 years and older, living with a primary diagnosis of a mental illness.

DAWN Society’s 15 mental health workers and support staff serve about 350 clients who live in North and South Delta – though only about 20 come to the clubhouse each day for activities.

The Clubhouse Program – drop-in, though only by referral – gives clients support through social recreation, education (including about their illness) and work-related activities.

An activity calendar is printed a month in advance, giving clients choices of programs such as You Gotta Have Art (Mondays), the Healthy Body, Healthy Minds Walking Group (often in Watershed Park), Get Familiar With Your Community (such as a visit to the George Mackie Library) and Project Giveback: Community Volunteering at Delta Church Soup Kitchen.

“Three hours of our day at the clubhouse are devoted to work,” says Childs.

“It used to be more of a social-rec component, but now we’re trying to get people back into looking at work.

“All of it is to increase their stills to gain their independence and hopefully look at some kind of work, be it volunteer, parttime, or even full-time work if they’re able.”

menu planning, cooking, budgeting, securing an apartment and moving. A rent subsidy is also available; • The Therapeutic Volunteer Program, which helps clients find and maintain volunteer work at non-profit agencies and businesses; • The Training Apartment Program, which helps individuals in determining their readiness for independent living; and • The Supported Work Program, which provides them with an opportunity to engage in paid employment in a community setting.

Lana Hart, a mental health worker and artist who leads the clubhouse’s You Gotta Have Art and other projects, says the clients she works with have a lot to offer.

“What we’re trying to do is dispel the myth that people with a mental illness can’t function in society. These are wonderful, talented people who really do well in society. Just because they are living with a mental illness of some sort… it could be like anything, with diabetes or… shingles. It’s something you deal with, but you go on.”

Staff writer South Delta Leader A host of local residents have been honoured with the Queen Elizabeth II Diamond Jubilee Medal this month, in recognition of their accomplishments in the community.

The Queen Elizabeth II Diamond Jubilee Medal was created to mark the 2012 celebrations of the 60th anniversary of Queen Elizabeth II’s accession to the throne.

The medal is awarded to individuals who have improved the well-being of their community and represent Canada’s mosaic of individual experiences and accomplishments.

“We are blessed with so many talented neighbours who are wholly devoted to Delta,” said Delta South MLA Vicki Huntington. “I think, more than anything, the honour in receiving Her Majesty’s Diamond Jubilee Medal is the recognition that one is standing with a remarkable community that goes above and beyond for the benefit of all.”
