Multiple charges recommended for drunk, naked driver Wade Paterson CONTRIBUTOR

“A very odd situation.”

That’s how Kelowna RCMP Const. Kris Clark described an incident involving an intoxicated, naked driver who stopped by police Wednesday night near the intersection of Bernard Avenue and Gordon Drive.

Kelowna Mounties were dealing with a dial-a-dope drug dealer near the Bernard Avenue 711 at 10 p.m. when they observed a vehicle driving erratically.

“They initiated a vehicle stop and found the driver was naked,” said Clark.

The 25-year-old man was intoxicated and a breathalizer test showed

he was over twice the legal limit.

RCMP members also found small amounts of marijuana and what appeared to be the drug ecstasy.

While a female passenger was also inside of the vehicle; Clark said she “did not really seem to want to be there.”

“By both accounts she was initially there willingly, but as things escal-

ated in weirdness, she no longer wanted to be there,” he added.

Clark said several charges are being recommended including driving while intoxicated, two charges of possession of a controlled substance and failure to comply with an order.

He said indecent exposure is being considered, but will only be recommended if it meets the RCMP’s stan-

dard of proof.

“Certainly if it was during the day where children or somebody could be disturbed by the sight, then it could be more justified.”

City Hall brings change to code

Christmas light legacy passed on to Rotarians

New building classification adopted into the B.C Building Code for senior living facilities which provide food and care services.

A local idea has taken off.

A new building classification put forward by the City of Kelowna is now included in the B.C. Building Code.

The 2012 code came into effect Dec. 20, including a new designation of residential care for assisted living facilities that cater to the needs of the elderly.

Under the previous building code, there was no specific building classification for facilities that provide care and food services to senior residents.

“It was an initiative originally started by city manager Ron Mattiussi when he was director of planning development and was made possible by the city’s direct involvement in the provincial committee,” said Mo Bayat, Kelowna’s director of development services.

The revised building code, as well as new Ron Mattiussi B.C. plumbing code and fire code came into effect on Dec. 20.

New building permit applications must comply with the requirements of the 2012 building code. Building permits submitted before Dec. 20 will be governed by the 2006 code.

Examples of changes to the code include a requirement for interconnected, or hard-wired, smoke alarms in every bedroom, as well as new requirements for radon gas mitigation.

The new codes are available for purchase at www. bccodes.ca.

The City of Kelowna development services department will highlight the changes in a presentation to the members of Kelowna chapter of Canadian Home Builders Association in January.

December 2011 was supposed to be the last year Jerry Budnick displayed his spectacular Christmas lights at his home on Bridgeview Road.

The plan was to donate his lights, move on and remember the 12 holiday seasons he helped West Kelowna celebrate Christmas.

But when the lights were at risk of not being displayed this year, Budnick decided to come out of early retirement.

“I could’ve sold it all off piece by piece and everybody would have had a little piece of it, but I would sooner carry on a legacy.”

Budnick said he will officially donate the lights to the Rotary Club of Kelowna Capri after they come down at the conclusion of this holiday season.

He added his friend and long-time helper William Kittle has already expressed an interest in helping the Rotary Club put up the lights in future years.

The owner of the lights said many people have driven by the display again this year and brand new lights have been added.

He added he has invested “a lot” of money in the lights over the past 13 years, but noted the dollars aren’t as important as the memories.

Report: Winter tire safety not understood

Canadian drivers lag in adopting winter tires in spite of evidence that their use saves lives and reduces road-accident injuries.

A 2011 study by the Quebec government shows that winter road-accident injuries have dropped by five per cent since winter tire use was made mandatory by law in 2008.

Widespread use of winter tires is credited with preventing about 575 injuries per winter in the province.

These findings are supported by a new report from the Traffic Injury Research Foundation (TIRF) that concludes that winter tires decrease costly collisions.

The report cites extensive research that shows that winter tires deliver superior traction, cornering and braking on all cold-weather road surfaces.

“All the evidence points to winter tires being the safest choice for driving in cold weather,” said

Winter tires have also been shown to have better traction on a snowy surface at -40 C than an all-season tire has at plus four degrees Celsius.

Police standoff with Peachland man ends peacefully A 55-year-old Peachland man was taken to hospital for a medical assessment after a standoff with police ended peacefully last Thursday night.

At around 9 a.m. on Dec. 20, the West Kelowna RCMP received a report that a man had made certain threats to harm

himself and possibly others.

The West Kelowna RCMP were made aware that the man’s mental health had been deteriorating recently, which placed him in a possible situation of crisis.

In consultation with an Interior Health phys-

ician, the RCMP obtained a warrant for the man’s arrest under the authority of the Mental Health Act. When police arrived at the man’s Peachland residence to execute the warrant, he refused to cooperate and led police to believe that he intended to cause himself harm by

detonating an explosive device.

Due to the threats made, the immediate area around the man’s residence was evacuated to ensure public safety.

Dispose of tree in eco-friendly manner Taking down the Christmas tree after the holidays can sometimes feel like a bit of a letdown.

Three accountant groups begin merging process in 2013 B eginning in January of this year, accountants began

receiving documentation with respect to the possible merger of all three

accounting bodies in Canada.

These three account-

ing bodies are the Chartered Accountants (CA), The Certified General

Accountants (CGA) and the Certified Management Accountants (CMA).

Each of these three accounting groups are structured in a similar manner.

Under the structure of the Certified General Accountants, there is a national body and then each province also has its own governance run by a board of governors.

Each province also has its own legislation called the Accountants (Certified General) Act as well as a set of bylaws and a code of ethical principles and rules of conduct.

MERGER REASONS

One of reasons is that the Association of Chartered Certified Accountants (ACCA) in the U.K. is aggressively seeking global expansion.

The ACCA has legally challenging the CA profession’s legislated rights to the exclusive use of the name ‘Chartered Accountants.

The Institute of Chartered Accountants in England and the ACCA have both filed European trademark applications to control the CPA designation.

In the U.S., the American Institute of Certified Public Accountants (AICPA) is also aggressively seeking global expansion, having opened up examination centres outside of that country.

The CPA is emerging as the largest accounting designation around the world, used by more accountants than by any other designation.

THE VISION

In order for Canada to merge, each provincial body as well as the three national bodies all need to come to some sort of an agreement on how to merge or unify everyone together. The basic vision consists of eight basic

principles: 1. To evolve to a single designation of Chartered Professional Accountant (CPA).

2. The current members continuing to have the ability to use their existing designations.

3. The unification would protect all the existing rights of all its members and not provide an expansion of rights just due to the merger. For example, in Ontario the CGAs just received their rights to perform assurance engagements such as reviews and audits. If that had not happened, and the accounting bodies had merged, then those CGAs still would not be able to perform assurance engagements without completing programs to bring them up to the correct professional level.

4. Since all three Canadian accounting bodies have different qualifications to become certified, there needs to be some sort of agreement on the certification process going forward. In recent years, the CGAs and the CMAs have both adopted the CA’s requirement for a unified final exam before receiving their certification.

5. Once a qualified CPA, the accountant could then specialize in a certain area as doctors and lawyers currently do.

6. Once the CPA designation is launched, all the advertising and branding would focus on that designation and away from the other three designations.

CURRENT PROGRESS

As we go across the provinces, there have been some stumbling blocks in trying to merge the 40 governing bodies down to 14.

Since each province is governed by a provincial act, any change must have the agreement of the three accounting bodies in each province and must be changed through the legislative process. This will take some time.

According to CMA Canada, the CAs and the CMAs of Canada have decided that Jan. 1, 2013, will be the start date for the development of the certification process for the new CPA designation.

In Quebec, the three bodies merged together in the spring of 2012 and are already operating as CPA Quebec. For the rest of Canada, all the CA bodies except for Alberta and all CMA bodies except for Ontario have voted in favour of the merger.

The only CGA body in favour of the merger in its current form is CGA Alberta.

In B.C., we have an upcoming election in May 2013, which in all likelihood will postpone any legislative changes.

It is estimated that the legislation may be in place in B.C. by 2016.

As of Dec. 4, 2012, CA Alberta has re-entered the merger discussions in that province while Ontario CA members are voting to ratify the Ontario merger on Feb. 28, 2013.

Sharing our own good fortune with others at Christmas I can’t believe the Christmas holidays are here.

Christmas is a time to enjoy the company of your loved ones.

It’s also a time for good deeds and to help others however you can.

Whether it’s holding a door open for someone when their hands are full at the mall during the busy Christmas shopping season, or volunteering to help those in need, I truly believe this is what Christmas is all about.

Last week, MLA Steve Thomson and I had the opportunity to pitch in with many residents of the Kelowna area to prepare Christmas hampers for the Kelowna Community Food Bank. It was a lot of fun!

While volunteering, we had the opportunity to meet many of the Central Okanagan’s most caring and selfless individuals, many of whom embrace the Christmas spirit all year round by helping out at the food bank.

Ben Stewart We worked hard and accomplished a lot. In three hours, we assisted over 300 families in taking home some much needed Christmas items like turkey, veggies, fruits, milk and eggs.

A key aspect of a healthy community is proper nutrition, so I’m sure this made quite a difference.

The food bank also provided deserving kids with wonderful Christmas gifts.

Just as importantly, I’m confident this helped make some special Christmas memories for many families in the community.

To put into context the important role the food

bank plays in the Central Okanagan, here’s what they’ve done for us over their history.

The food bank started in 1983, serving over 600 people each year. It has since grown to serve almost 40,000 per year, 40 per cent of which are children under the age of 16.

While there, we were thrilled to present a $110,000 gaming grant cheque to the Kelowna Community Food Bank on behalf of the Province in recognition of their community service.

We genuinely appreciate the important role that community organizations play in the Kelowna area.

This is why MLAs Thomson, Norm Letnick and I find volunteering with groups such as the food bank to be such a fulfilling and important part of our responsibility as residents of the Kelowna area.

Over the holiday season, I encourage everyone who can to share some of their good fortune with

families in need through the food bank.

“Our case involved working on monetizing Twitter, and we focused on coming up with creative ways to add value,” said Hallam. “We’re very excited about going.”

The management information systems team, with Vernon students Nicole Hamming and Adria Couch, is being coached

by Okanagan School of Business professor Glen Coulthard.

“I’m consistently amazed by our students and their ability to compete at the international level,” said Coulthard, who attended the ICBC alongside one of the Okanagan College teams two years ago.

“We have some of Canada’s best and brightest students and it’s very rewarding to witness their personal growth and successes in these competitions.”

The ICBC competition is now in its 35th year and is considered to be Canada’s premier undergraduate business case event. Participating students spend a month completing their analysis and written presentation of a business case in order to get into competition.

The cases are distributed to faculty members of the Queen’s School of Business faculty for evaluation. Only the top six teams reach the final round in each category.

During the final round, students are given 5.5 hours to review, analyze and prepare a 15-minute presentation before the judges, many of whom are business leaders.

The management information systems (MIS) team and the finance team will be the only college-based teams taking part in the national competition, up against top-level competitors from Canadian universities including Simon Fraser University, Calgary, and Concordia.

“Whatever the outcome of the final competition, I have no doubt that our students will represent Okanagan College very well, just as they have in previous years,” said Okanagan School of Business professor Derek Cook, who is coaching the finance team for the second year in a row.

Last year, Okanagan College students put on an outstanding performance, returning with a first place finish in the ethics competition, plus top-three placements in the finance,

Christmas really is a time to give

M

ore than 100 years ago, a little girl named Virginia O’Hanlon wrote to a New York newspaper editor asking if there really was a Santa Claus.

The printed reply became a literary classic and included the now legendary line “Yes, Virginia, there is a Santa Claus.”

The writer, New York Sun editor Francis Church, said just because people do not see Santa Claus, that does not mean he does not exist.

“The most real things in the

world are those that neither children nor men can see,” he wrote.

And that is borne out in this community, not just at Christmas but throughout the year, in the good deeds that caring people do.

When it comes to helping others, the Central Okanagan is a generous place.

That same spirit that makes Santa Claus so real is the one that prompts people here to help their fellow human beings with acts of kindness, generosity and

caring.

Little things, like shovelling snow from a neighbour’s driveway or sidewalk, donating clothing to those in need, contributing to a charity with either money or time, helping at a food bank, mission or drop-in centre, being there for another person when they need you or volunteering to help make life better for others—these are all what the essence of Christmas is about. It’s a time of giving.

And that was what Chruch meant when he wrote that Santa

Claus lives forever and will continue to make glad the heart of childhood.

Despite some people’s focus on a capitalistic society where what we get means as much as what we give, Christmas is a time when being there for others means as much as being there with others.

As Dr. Seuss’s Grinch discovered, Christmas doesn’t have to come from a store.

Perhaps, Christmas means a little bit more.

That would have been a tell-tale sign.

So on Friday, as I sat there expecting to get three more hours of life than the folks back East because of the time difference—and a further half an hour more than the folks in

Newfoundland—I realized if it really was the end, I would ironically be going out in Mayan style. That’s because I had already stocked up on chocolate.

The Mayans, you see, were my type of people. They worshipped chocolate. Some were even buried with it in order have some in the after-life. My mom always gives me a huge bar for Christmas and I already had it. So, if I was going out, I was taking my Dairy Milk with me.

But, as we now know, the old saying “life goes on” held true. The world did not come to an end Friday.

So I’m going to enjoy my chocolate bar in this life, not the next.

They crept across my lawn, like Christmas elves in the night.

In reality, there wasn’t a pointed ear in sight, just big-hearted local realtors collecting bags of food for the food banks of the North Okanagan in their annual Realtors Food Drive.

It’s just one of the ways all of us in the North Okanagan are encouraged to give back to those in need and it’s a way of stepping back from the excess and greed that threatens to overwhelm the more spiritual aspects of this holiday season.

(In Kelowna and West Kelowna, the 13th annual Fill the Van for Sally Ann Food Drive took place earlier this month.

Royal LePage partnered with the Salvation Army to collect food and raise funds for the winter months. Volunteers spend the day in front of all three Save-OnFood locations in the valley accepting and sorting the donations from the public. Their efforts resulted in the collection of 18 pallets of food, 8,000 lbs., and $5,635.84 in cash donations.)

And it’s a lovely way of giv-

ing back without breaking the bank: Grab a few cans of soup, some boxes of pasta and anything else that is non-perishable and that might make a nice meal for someone who is down on their luck.

As the spending season heats up, it’s wonderful to remember those less fortunate. We all treat each other with a little more love, a little more tolerance, a little more patience and kindness.

How wonderful it would be to keep that holiday spirit going all year. But if we could find a way to keep that feeling going all year, this would be a kinder, gentler world. I had a friend who, years ago, decided to serve at a soup kitchen. This was a woman who did not work, and who did virtually nothing to give back, yet had both the time and the resources.

So while I admired that she wished to help out at a soup kitchen on Vancouver’s Downtown Eastside, I wondered why she didn’t feel compelled to help out at any other time of the year.

But I suppose it’s a start. And I often think Christmas is a great time to teach our children about giving back.

As they get caught up in the

frenzy of asking Santa for the moon, sometimes literally, if not figuratively, it can be a great lesson to teach them that others don’t have enough to eat, let alone a brand new Barbie, Spider Man action figure or Lego set.

We can’t pass a Salvation Army Christmas kettle without my daughter wanting to put some money in, without expectation of anything in return, which always makes me feel very proud.

Of course, five minutes later she is begging for something she “really, really wants.”

One of the best events in town is the annual shoe box packing party held every year at Coldstream Christian Church.

There, for a donation, you are given a box that is marked for either a boy or a girl. Upstairs in the church hall, there are tables filled with gifts for children of all ages, from toys to games; there are toiletries from tooth brushes to soap; there are school supplies such as pencils, markers and notebooks.

Once you’ve decided on the age of the child, you start grabbing stuff and filling the box.

Council not listening on Inverness Rd. rezoning To the editor: On Dec. 11, the distrrict council for West Kelowna approved a rezoning for 3700 Inverness Rd. The vote was 4-3.

This is allowing a high density compact housing (27 to 40 homes) on five acres of land at the end of a dead-end street.

A majority of the discussion at that meeting was how to allocate and spend the $45,000 donation from the developer as part of the rezoning application submission, and not about the concerns we have.

This is a heart-breaking decision. We have petitioned and attended meetings to express our concerns and make it clear that we do not want the zoning change to RC1.

This will add an additional some 60+ vehicles traveling in and out of this one entry/exit street.

The Glenrosa fire was a nightmare for our community.

The only exit from Inverness is onto Dunbarton. With the number of houses currently on our street, that proved to be a

challenge.

I can’t imagine what will happen in the event of another fire or other act of nature.

The canyon that runs along Inverness is a huge fire risk as in the summer time as the canyon is so dry.

If there was a fire in the canyon I can only imagine the difficulty getting out with the residents of those additional 27 to 40 homes all trying to evacuate.

Is the district council going to be held responsible for lives lost due to people unable to get out of Inverness?

The council also mentioned that we currently have four access points to Inverness. That is false, we have Dunbarton Road.

The council said they had done a survey of the traffic to see the impact.

My question is how did they perform the survey? What time of year?

We have not seen anyone or any equipment on Inverness to see traffic patterns.

During the spring through to fall, there are

sporting activities on the sportsfields.

On those sport days, there are cars parked all over Inverness Road and the junction of Inverness and Dunbarton.

At the meeting on Dec. 11, the survey found lower traffic volumes on the weekend. If that survey was done when sports activities are going on, that conclusion would prove to be false.

I am concerned deeply about what is to come for our neighbourhood.

The council members that voted to have the rezoning pass have made it clear they do not care for the current residents on Inverness Road.

They have completely ignored the concerns we have and are more interested, in my opinion, about the $45,000 donation.

I have no objections if they approved a zone change to reflect the current housing density on Inverness. I believe it is R1.

The first time I took my daughter she was six years old and I wasn’t sure how she’d react to seeing a room filled with toys that were not for her.

My fears were unfounded as she quickly got into the spirit of giving and we ended up doing several boxes. We returned this year with her friend and the two girls were shoe box-packing machines, filled with enthusiasm, never once asking what they were getting. It was lovely to see, made more special to imagine a young child on the other side of the world opening the box and seeing the delights it contained.

I hope to carry the lessons of that evening throughout the year, not just for my daughter, but for myself as well. That Christmas doesn’t have to be some mad frenzy of gift-buying, baking, decorating, visiting and endless activities. In the words of the Grinch: “Maybe Christmas doesn’t come from a store. Maybe Christmas...perhaps...means a little bit more!”

To the editor: I am writing this on behalf of all the people in this town who live in a cul-de-sac.

It ticks me off to look out the window and see the the Central and South snow ploughs have been around and cleared the cen- ofOkanagan / Similkameen tre of the circle, pushing all the snow to the front of our driveways.

Not all snow plough drivers do this, as the odd one does it properly by going around the cul-de-sac clockwise and leaving the snow piled up in the middle.

I am hoping the city foreman reads this and instructs all drivers to do the same.

o you or someone you know snore?

Are you restless in your sleep?

Do you wake up feeling not quite refreshed and ready to face your day with the energy you’d like to have?

Do you wake up frequently in the night?

Are you tired or exhausted during your day?

If you answered yes to any of those questions, you may be suffering from a sleep breathing disorder (SBD).

It is estimated by the World Health Organization that as many as 100 million people suffer from sleep apnea worldwide.

Obstructive sleep apnea (OSA) is the sleep breathing disorder with the most awareness, and is a condition whereby a person stops breathing for a period of time because their airway is literally obstructed.

However, it is not the

The numbers of people suffering goes up when you include the people that partially stop breathing, those that just require a lot more effort to breathe at night, those who don’t receive a signal from their brains to breathe, and those that develop reduced blood oxygen levels at night.

All of these SBDs have dramatic impact on a person’s body and physiology.

These include lack of oxygen for the brain, fragmented sleep resulting in insufficient deep or reparative sleep, and chronic stress on one’s nervous system.

The result is decreased immune function, increased sense of pain, lack of cognition/memory, and metabolic disorders such as high blood pressure, obesity and type II diabetes.

Science is very clear about the significance of SBD’s and OSA when we look at the stats and the studies.

Untreated OSA can put a person 23 times more at risk for having a heart attack.

Studies have demonstrated that 65 to 85 per cent of stroke victims had OSA. Further, untreated OSA can shorten a person’s life by up to 20 per cent depending on severity. These are to highlight but a few of the serious issues associated with SBDs. You might be wondering why a dentist is writing on this topic.

The answer is simple:

A person often sees their dentist more than any other health care practitioner, and a dentist with training can recognize the risk factors and bring the topic to a patient’s attention.

Such a dentist could also be able to easily and painlessly test a person’s quality of sleep with the use of portable monitoring equipment.

Then to take it a step further, many of the SBDs are treatable with the use of a custom fit appliance known as a mandibular advancement device.

Sleep breathing disorder is a serious health risk with large ramifications in terms of a person’s quality of life as well as length of life.

To really appreciate that simply think about this statement: The most important thing to any living being is their next breath.

Keep kids safe during the Christmas season With the holiday festivities in full swing, B.C. Ambulance Service and B.C. Children’s Hospital have some helpful tips to keep your kids safe.

TOYS

Choose toys with an appropriate age recommendation for safety hazards, not only skill level.

Small pieces which can easily come off, and small batteries and magnets can cause choking and severe internal injuries. A general rule is that if a piece is small enough to fit through a toilet paper roll, it could fit into a young child’s mouth and cause choking.

ELECTRIC LIGHTS

Strings of Christmas tree lights are hazardous because they are attractive to young children who risk being strangled, burned or electrocuted if they get wrapped up in the wires or put lights in their mouths.

Keep all electrical cords out of reach and wind up extra cord lengths.

FIREPLACES

The glass of a gas fireplace heats up to 200 C (400 F) in just six minutes—hot as an open oven —and takes 45 minutes to cool down. The pilot light

of a gas fireplace may also heat the glass enough to cause a burn. Stay close to your child when in a room with a fireplace that is on or has recently been turned off.

A child’s skin is four times thinner than an adult’s and can burn four times faster.

CHRISTMAS TREE

Place yours a good distance from any heat sources such as fireplaces, radiators or portable heaters. Cut a few inches off the trunk to expose fresh wood. This allows for better water absorption and will help to keep your tree from drying out and be-

coming a fire hazard.

CHRISTMAS VISITS

The homes you visit may not be childproofed.

Each year, curious toddlers choke or get poisoned by exploring and getting their hands on items not meant for children. These include pills, vitamins, medicines and cleaning products.

Lisa Widas, manager of B.C. Children’s Hospital’s trauma program said: “The holiday season can be a very busy time for families. But that doesn’t mean parents can let their guard down and overlook safety hazards during this time.”

For many the holiday season means a time to enjoy good company and good food.

As we spread the joy of the season we need to be extra careful to not spread food-borne illness causing bacteria.

These simple food safety tips will help you prepare a safe and tasty holiday meal.

STORE AND THAW SAFELY

Keep fresh turkey refrigerated no longer than three days before cooking.

There are three ways to thaw frozen turkey in its wrapper: • Under cold running water (one hour per pound)

• In a clean sink full of cold water, changing the water every couple of hours • In the fridge (five hours per pound) Thawing poultry at room temperature is not recommended because it allows harmful bacteria to grow.

Keep other items, especially those with meat, seafood, dairy, eggs or other moist, protein-rich foods chilled until served.

CLEAN CAREFULLY

Wash your hands, utensils and work surfaces well before prep work begins.

Once the preparation work is done, clean surfaces in hot soapy water, rinse, then sanitize.

Sanitizing can be done with a di-

luted bleach solution (30 ml of bleach per gallon of water) that is allowed to sit for two minutes.

Wash your hands well after cleaning the cutting board and before and after working with any new menu items.

AVOID CROSS CONTAMINATION

Store raw meat away from food that is ready-to-eat, including fruit and vegetables (and be sure to wash these thoroughly before serving).

Turkeys should be wrapped well and stored on the lowest shelf of your fridge or in the meat keeper to keep blood and juices from contaminating other food.

Ensure only clean utensils and cutting boards are used. Use a separate cutting board to prepare raw meat.

Wash hands after handling any raw foods and minimize hand contact during final preparation steps.

COOK WELL

For turkey, set the oven at no lower than 350 F (177 C) and cook for about 20 minutes per pound.

Use a good meat thermometer to measure the turkey’s internal temperature and ensure it’s safe to eat.

All parts of the bird including stuffing should be at least 165 F (74 C) when removed from the oven.

Health Canada recommends an internal temperature of 185 F (85 C) at the thickest part of the meat as additional assurance.

Check the temperature in several places to be sure. Cooked food should be kept at 140 F (60 C) while waiting

to serve.

REFRIGERATE

Chill food immediately after returning from the store and soon after dinner is complete.

Perishable food should be placed in the refrigerator within two hours of being removed from the oven.

Refrigerate at 40 F (4 C) or in a freezer at 0 F (-18 C). Health Canada recommends refrigerating leftovers for no more then two to three days.

Put them in the freezer in order to keep them longer.

Okanagan College will be working with one of the nation’s most renowned architectural firms after selecting Diamond Schmitt Architects to lead the design of the $33-million Kelowna trades facility expansion.

Based in Toronto, Diamond Schmitt is a full-service architectural firm that specializes in sustainable design.

The firm has managed projects for some of Canada’s top post-secondary institutions.

Public projects of note

include the Ryerson Image Centre and School of Image Arts, the University of Calgary’s Schulich School of Engineering, Queen’s University’s School of Medicine and the Kinnear Centre for Creativity & Innovation at the Banff Centre.

In addition to eliminating pollutants, the living walls are also aesthetically striking.

The opportunity to work with Okanagan College garnered significant interest from firms across the country.

The college is being recognized as a national leader in green building design after successfully completing projects such as the LEED Gold Centre for Learning in Kelowna and most recently, the Jim Pattison Centre

of Excellence in Sustainable Building Design and Renewable Energy Conservation—a project that is seeking Living Building status from Canada’s Green Building Council.

The college’s project steering committee made the final decision on the contract after an extensive review of interested firms.

The next step in the design process will be a charrette, which will engage employees, students and members of the community in an interactive series of consultations.

Thus, opportunity recognition is the mantra of clear choice for your entrepreneurial expedition.

But how do you recognize this idea that you hope becomes an opportunity for you?

What exactly does this little creature look like?

It does, in reality, have to do with analyzing both the product or service in relation to the market you hope it will serve and explore if they may intersect favourably.

I have assembled over the years what I call an Opportunity Screening Guide, which will take a bagful of ideas and filter the good from the not so good with a desired outcome of discovering one or two ideas that may logically be moved to a business plan milestone toward venture launch.

I have always simply stated to all that if your perceived idea/s can’t make it through my guide safely, then perhaps that idea is not for you, that perhaps it’s best to skip that one out and move to your next dreamscape.

Let me capsulize the following gospel: An idea is an opportunity when it is attractive, durable, timely and is anchored in a product or service that creates or adds value for its end user.

The most successful entrepreneurs are opportunity-focused; that is, they start their journey into the entrepreneurial world with a focus on what the customer and the marketplace wants and needs. Never lose sight of these points.

Changes in 2013 for the Tax Free Savings Account S

tarting in January 2013, you can put an extra $500 in a Tax Free Savings Account to top up your 2013 annual $5,000 contribution.

The limit has been increased by the federal finance department due to the increase in the cost of living.

Since the TFSA was introduced in 2009, Canadians have been able to earn tax free investment income on contributions of $5,000 per year.

As of Jan. 1, 2013, the total amount allowed is $25,500.

TFSAs are a popular investment product used by many Canadians.

Should you contribute to your TFSA? The answer depends on your own personal situation.

Your cash flow, your personal debt and your current and future tax rate should affect your decision. Many Canadians should pay down debt instead of contributing to a

TFSA. The debt category includes credit card debt, student debt, consumer debt or mortgage debt.

Ensure you receive independent advice on the choice of contributing to your TFSA or paying down personal debt.

If a bank or credit union holds your mortgage, they earn money on your mortgage debt.

They may also encourage you to purchase a TFSA from them.

Both the mortgage and TFSA are profit centres for them and they may encourage you to purchase a TFSA to “double dip” instead of encouraging you to pay additional payments on your

mortgage.

Many Canadians don’t know what they hold in their TFSA. TFSAs are promoted from bank employees at financial institutions offering low paying interest accounts.

This may not be in your best interest. However, it may be in their best interest.

Many Canadians think the words Tax Free Savings Account mean a savings account or a low paying GIC as the only type of investment allowed.

A TFSA allows you to invest in multiple types of investments; savings accounts (many earning one

per cent), mutual funds, stocks, bonds or other types of qualified investment products.

Tax rates vary on different types of investments.

In a regular non registered account, capital gains receive the most preferred tax treatment, followed by eligible dividends and then non eligible dividends.

Interest income is the least efficient income— meaning every $1 of interest income is taxed at a higher tax rate than capital gains or dividends.

Focus on taxation when purchasing your TFSA because eliminat-

ing taxation is the #1 reason for the TFSA. Funds available in your TFSA can be withdrawn tax-free at any time.

You can re-contribute withdrawn amounts in the same year only if you have unused TFSA room.

Otherwise, you have to wait until the following year.

Income earned in a TFSA and any withdrawals do not affect your eligibility for federal income tested benefits or credits.

TFSAs can be transferred using a government form to a TFSA of your choice.

If you parked your

TFSA in a savings account earning minimal interest of two per cent, you can transfer to a dividend or growth style of investment using the government form.

Review your personal asset allocation, longevity and current cash flow.

Receive independent objective advice and choose your TFSA wisely.

Big White ski hill and chamber agree to do on-mountain shuttle

Through the generosity of the community and Big White Ski Resort, the Big White Mountain Chamber of Commerce has reached an agreement to assist in funding the on-mountain shuttle starting Dec. 22.

The shuttle bus will be financed through the support of the community, many small businesses and Big White Ski Resort.

At this time there is enough budget to run the service for about 28 days. The

provincial government has not been able to find a vehicle through the regional district to finance a public bus service on the mountain.

The on-mountain shuttle will run from 7 to 11 in the morning, and 4 to 10 in the evening.

All the bus stops will remain the same as last year.

OK Rockets to be tested at Mac’s Midget Tournament Even as the hottest team in all of B.C., the Okanagan Rockets expect to be challenged at the 2012 edition of the Calgary Mac’s Midget Tournament.

Unbeaten in their last 12 B.C. Major Midget League games heading into the annual tourney, the Rockets will face a formidable group of teams this week, starting with the Carolina U18 Hurricanes on Boxing Day. Okanagan met the ‘Canes during the OUR 2010 Mac’s tournament and cameBEST out on the short end of a 7-3 score.

On Thursday, Dec. 27, the Rockets will take on the Lethbridge Pronghorns, then on the 28th will face the perennially-tough Saskatoon Contacts.

The Contacts, who have won the tournament twice in 1997 and 2004 and lost the final three years ago, beat the Rockets 8-4 in 2010.

After an off-day on Saturday, the Rockets will close out pool play on Dec. 30 against the Calgary UFA Bisons (10-

The Rockets are aiming for the playoffs at this year’s tournament but know the road won’t be an easy one.

“In 2009, our club went 3-and-1 in the round robin and we still missed out on the playoffs” said Rockets general manager David Michaud.

“The Mac’s doesn’t afford you many opportunities to slip up. Our group will be prepared and ready to go. This is always one of the best experiences for our guys, and we are excited to get to Calgary and see if we can keep ourselves rolling.”

The Rockets (18-2-4) head into the tournament on a seven-game BCMML winning streak.

The Okanagan club is just two points back of the Northwest Giants for top spot.

Rockets will miss invitees to Under-17 Challenge for probably five games Challenge from A23 For the trio of Rockets players, they will likely miss five Kelowna games when the WHL returns to action after the Christmas break.

The biggest loss for Kelowna will be Chartier, the team’s top pick from

the 2011 bantam draft and a player that has stepped right into the Rockets lineup this year.

Chartier has nine goals, nine assists and is plus eight in 32 games played during his rookie season.

Stadel has played in 26 Rockets’ games and has

eight points with a plusnine rating while Glover has been in and out of the Rockets lineup, playing in 17 games without recording a point.

“This is going to be valuable experience for these young players,” said Rockets coach Ryan Huska.

“They are all important members of our group this year and a big part of our team’s future so we’re excited for them to get this opportunity.”

Since the first World Under-17 Hockey Challenge (then known as the Québec Esso Cup) in 1986, more than 1,100

NHL draft picks have played in the tournament, including nine of the last 10 first-overall selections: Ilya Kovalchuk, 2001; Rick Nash, 2002; MarcAndré Fleury, 2003; Alexander Ovechkin, 2004; Erik Johnson, 2006; Patrick Kane, 2007; John Tavares, 2009; Taylor Hall,

2010; Ryan Nugent-Hopkins, 2011.

The 2013 World Under-17 Hockey Challenge will bring together the top players in the world born in 1996 or later.

The regional under-17 program is the first step in Hockey Canada’s Pro-

gram of Excellence.

Coghlin has a long list of club and high school achievements.

She won gold at the U16 tier 1 provincial championships, then went on to win bronze at the Club Nationals, serving as captain for the squad. A season later, she won silver at there U18 provincial tier 1 finals.

Coach Claire Paterson has been impressed with her first recruit for 2013, having seen her over a couple of the Heat’s player identification camps.

“I was really impressed with her solid technical base, composure and vision,” she said. “(Sarah) is an athletic player with good size who I believe will make a solid contribution to our team.”

Capri scholarship for volleyball player UBC Okanagan Heat men’s volleyball player Jim Bell is the latest recipient of the Capri Insurance Athletics Entrance Scholarship.

Bell is a first-year student in the School of Engineering at UBC’s Okanagan campus.

The $2,500 award is renewable for four years and funded by an endowment established by Capri Insurance in 2009 to help top scholars, who are also top athletes, attend UBC’s Okanagan campus.

“It is quite an honour to be singled out for this award,” said Bell.

“All of the student athletes at this level have put in the same time and effort to get here.

“It is a great feeling to be recognized for all of the effort put into academics and athletics.

“It encourages me to continue to push harder in the future.”

Bell is a 6-foot-6 middle blocker who came to UBC from Earl Marriott Secondary School in Surrey.

Before stepping onto a court for the Heat, he established himself as a top volleyball player nationally. Bell played on the under-19 BC Team and represented his province at the National Team Cup. His play earned a spot on the Canadian men’s national junior volleyball team, where he spent the summer training and competing for Canada.

“My drive and ambition in sport helps me push myself in the classroom as well,” said Bell, adding he wants to transfer the skills and lessons

learned from athletics to engineering and viceversa.

“Pursuing a degree in Applied Sciences while playing a varsity sport is good experience—it will force me to manage time and will encourage me to focus more specifically on the individual aspects of each pursuit.”

Bell and his coach Greg Poitras see a direct link between success on the court and in the classroom.

Both are confident the Capri Insurance Athletics Entrance Scholarship will aid the development of top athletes in Canada while producing well-rounded graduates.

“A student-athlete has to be extremely dedicated and committed to be a high achiever on the court and in the classroom,” ex-

plained Poitras.

“Student athletes like Jim do not have enough hours in a day for anything other than school, work and training for volleyball.

The award by Capri Insurances allows the student-athlete to maintain the delicate balance between high level academics and athletics and the out-of-classroom and offcourt training to succeed in these areas.”

Last year’s recipient, Julian Asselstine, enjoyed a solid freshman season for the men’s basketball team, working hard to earn playing time with the men’s basketball squad.

His efforts in the classroom were outstanding as the applied science student earned an Academic All-Canadian in his first year.

CUISINE from Jude’s kitchen happy local 2013 It seems totally appropriate to me to celebrate the beginning of a new year with a renewed commitment to eat local; to support the Okanagan’s farmers, ranchers, orchardists and grape-growers; its wine, cheese and bread-makers; as well as those who bring in fresh seafood from B.C.’s ocean resource and those who reap this harvest to provide scrumptious meals for us: the chefs of the Okanagan.

And, that is what fellow food writer Jennifer Schell has done in her new book, The Butcher, The Baker, The Wine & Cheese Maker, a collection of recipes contributed by local chefs throughout the Okanagan, as well as a few home made ones. Many of the colour photos are mouthwatering and she’s included a bit of background information about each of the local producers, winemakers and chefs who contributed to this book, which makes it a fascinating read for local foodies.

A portion of the proceeds from book sales are to be donated to the newly-created FarmGate Foundation, in cooperation with the Okanagan Chefs Association. The idea is to support growing food for donation to needy organizations, educational opportunities, cooking demonstrations and building relationships between farmers and the community. As with any cookbook, have a careful look to ensure you’re comfortable with the recipes, unless you want a souvenir book, although these vary considerably, since they’re all written by different people…

Whatever you serve New Year’s eve, take the opportunity to resolve to pay more attention to where all your food comes from; read labels and insist stores are clear about where food products are grown or manufactured. Then, make a conscious decision in 2013 to favour B.C. products wherever possible, for your health and to support your neighbours.

That’s also the focus of my book, Jude’s Kitchen, which is packed with recipes, arranged by the season, for dishes that feature B.C. products.

Blueberry Financiers

Chef Giulio Piccoli of the Rotten Grape in Kelowna submitted this recipe to Jennifer’s book, and he suggests serving it with a wedge of brie cheese such as that made at Upper Bench Cheese in Penticton.

He advises removing it from the fridge well ahead of time so it can slowly be brought to room temperature. This is a gluten-free recipe.

2.6 oz. (75 g) unsalted butter 2.6 oz. (75 g) ground almonds 1 c. (250 ml) icing sugar 1 tsp. (5 ml) baking powder 5 tbsp. (75 ml) buckwheat flour 3 egg whites 1/2 c. (125 ml) blueberries splash of amaretto blueberries, to garnish

Pre-heat the oven to 375 F. Melt the butter on low heat until the solids separate and sink to the bottom and begin to brown. This gives a toasty hazelnut colour typi-

cal of brown butter. Remove from the heat and allow it to cool. Strain through a cheesecloth.

Roast the ground almonds for a few minutes until they start to turn a light golden brown.

In a bowl or in a mixer with the paddle attachment, mix your dry ingredients: icing sugar, baking powder, ground almonds and flour.

Add the egg whites, one at a time, making sure that the first one is well-incorporated before adding the second. Then, add the butter.

The mixture should be sticky.

Add blueberries, fresh or frozen, making sure to add any juices in the bowl. Add a splash of amaretto.

Pour into muffin/cupcake tin and fill each almost to the top. Bake for 15 to 17 minutes until a toothpick inserted in the centre comes out clean, and they are slightly crisp and brown around the edges. Allow to cool for 10 minutes. Add a few blueberries and the brie cheese.

Casavant Spot Prawn Risotto

A creation of Manteo chef Bernard Casavant, this risotto is just heavenly. We served it over fresh baby spinach instead of the organic greens recommended, and the crisp buttery leaves, slightly wilted where the risotto lay, was a great combination. Pair it with a decadent wine such as Summerhill’s sparkling wines or Sandhill’s 2010 Chardonnay from its Small Lots Program. This wine brought home a gold medal from the Chardonnay Du Monde this year, the only Canadian wine to do so. Sandhill’s viognier, with its flavours of many fruits, and its fresh, crisp finish would also be a terrific match with this dish.

4 c. (1 l) vegetable stock 1 tbsp. (15 ml) butter 1 tbsp. (15 ml) olive oil 1 c. (250 ml) finely-diced onions 1 c. (250 ml) arborio rice 1/2 c. (125 ml) white wine 30 wild B.C. spot prawns 1 tbsp. (15 ml) butter 1 1/2 c. (375 ml) fresh chevre cheese sea salt and black pepper, to taste 2 tbsp. (30 ml) chives, finely minced

Bring the stock to a rolling boil and reduce to a simmer.

In a pot large enough to hold all ingredients, over medium heat, melt the oil and butter and add the onion.

Saute briefly until soft. Do not allow it to brown.

Add the arborio rice and saute until the grains are well-coated and the arborio changes to a light white colour.

Add in the white wine, stir and reduce.

Using a four-ounce ladle, carefully add the stock a ladle at a time, stirring until the liquid is almost evaporated. Repeat, adding the stock until it is almost finished.

When the rice is fully-cooked, but still a little crunchy in the centre, stop adding stock and fold in the spot prawns and mix thoroughly. Do not overmix as the risotto will become mushy.

Add in the butter, chevre (Carmelis makes a beautiful local soft goat cheese), salt and pepper and mix again. Taste and adjust the seasoning if necessary.

Add in a half-ladle of stock and the chives and mix very lightly.

Serve immediately and enjoy.

*fresh ingredients top frozen or canned *organic products are my first choice *wherever possible, I use whole grains, not processed *include a variety of them, when possible *wherever possible, I use fresh herbs *fewer quantities of dried herbs are needed than fresh
