The husband of a woman who ran a Maple Ridge daycare is no longer facing charges for sexually assaulting a young girl.

A trial for Edgar Hernandez was set to begin Monday, but did not proceed as charges were stayed two months earlier.

Hernandez, 48, faced one count each of sexual interference and sexual assault in connection with an alleged offence that took place around Dec. 1, 2009.

Police allege Hernandez touched a young girl inappropriately at Dragonfly Daycare, operated out of his Maple Ridge home.

A Maple Ridge man who police spotted hanging out with gang members and drug dealers is now facing a ban on owning guns.

An application filed in Port Coquitlam Provincial Court seeks the firearms prohibition on grounds

of public safety as Ridge Meadows RCMP believe it’s too dangerous for Brad Hall to possess guns, or any prohibited weapon.

Hall, 37, came to the attention of Mounties in August after they received several complaints from his neighbours about “suspicious activity.”

In an application for a search warrant, police detail the neighbours’ concerns. They include complaints about “lots of late night activity,” people coming and going from the home, and notes about a

skinny blonde woman living with Hall who they believed was selling drugs.

The complaints prompted police to begin an investigation that included undercover surveillance.

In the search warrant application, Const. Steve Auger wrote on Aug. 16 that police saw two men leave a car and walk to Hall’s townhome on 118th Street.

When police ran the licence plate of the SUV the men arrived in, they learned it was registered to a man they allege is a “mid-level

Solutions suggested for bus routes People give their two cents about transit cuts

No one likes cuts to services, especially when it comes to being able to get around.

So when TransLink proposes to trim two bus routes in east Maple Ridge, people take notice, as about 20 residents did when they showed up to a TransLink open house in the Arts Centre Theatre, Thursday.

It wasn’t all negative reaction over proposed changes to two community shuttle runs C-48 and C-49 however.

They was also constructive solutions.

Why not adjust schedules so the C-48 arrivals coincides with class start times in local schools, asked Thornhill resident Beryl Eales.

Doing so could increase ridership and provide dozens of kids a way home after school.

Former Samuel Robertson Technical student Kierstan Duncan liked the idea and said a properly scheduled bus could have taken her to class on time.

Coast Mountain Bus driver Laurie Pedersen had another suggestion.

Why not just extend the C-48 route farther east from Thornhill out to Whonnock, on an hourly loop circuit?

The C-49 serves east Maple Ridge from the Blue Mountain to Whonnock area, while the C-48 runs along 100th Avenue through Thornhill.

TransLink, though, is considering extending the C-48 route to the fast-growing Albion area, specifically on to McClure Drive near Samuel Robertson Technical secondary, while cutting service farther east along 100th Avenue. The new C-48 route would then connect to the Port Haney West Coast Express station.

It’s also proposing to cut the southerly portion of the C-49 route in Whonnock so the bus route is centred on Dewdney Trunk Road.

Blue Mountain Crescent resident Chris Wall pointed out the bus is often the only link for seniors to get into town. Seniors who risk the trip into town to get supplies have to carefully time their excursion so they don’t end up waiting hours for the return bus, while grabbing a cab into town can mean a $57 fare.

One way of increasing bus ridership would be to offer more park-and-ride services

to bus riders, says Silver Valley resident Chris Muddy.

For instance, opening up the parkade beneath the District of Maple Ridge municipal hall could encourage people to catch buses at the Haney Place Mall loop. Muddy is also still waiting for bus service to reach the new suburbs in Silver Valley.

“There are over 6,000 people up there,” Muddy said.

“We’ve been waiting for bus service for more than 20 years.”

Thornhill resident Stuart Pledge said he felt “kind of insulted” at the proposal of trimming the two routes.

“It’s taken years to get decent bus service up there.

What they’re proposing, cuts these two communities out of the transit system.”

Pledge said the service violates TransLink’s own service objectives.

“Instead of cutting service, it needs to be improved,” said Duncan.

Rather than taking the view there isn’t enough ridership in the remote rural areas, “I would argue this is where the service is most needed.”

Service cuts shouldn’t happen when Maple Ridge is still paying for TransLink services, she added. Currently, Maple Ridge taxpayers pay about $5.5 million yearly to the agency.

Coast Mountain Bus, a subsidiary of TransLink, is also considering removing the Thornhill route, or southerly portion of C-49, which runs along Dewdney Trunk Road to 284th Street.

Spokesperson Marisa Espinosa said TransLink will consider the responses and hold another meeting in the new year to review findings and present scenarios. But if the proposals are met with strong opposition, “then we’ll have to take that into consideration.”

Whatever the changes, TransLink has said it will continue to serve River Road in the Albion Industrial Area so people in the supported work program can continue to get to their jobs at the Maple Ridge recycling centre.

Another dollar store downtown staff reporter

After pouring $1 million into renovations, the former Westminster Savings Credit Union building on Lougheed Highway and 226th Street is ready for a new role.

This time it will serve as the location for Dollarama, a discount chain that already has a presence in Maple Ridge, on Dewdney Trunk Road and 203rd Street.

With the second opening, it’s among 700 locations across Canada that sells goods priced up to $3.

Realtor Adrian Keenan said Dollaramas are now thought of as anchor stores in retail locations.

The 10,000-sq.-foot downtown space is the second development of one of Keenan’s Vancouver clients in Maple Ridge, the first being a new professional services building on Dewdney Trunk Road and 228th Street.

Keenan said his clients see Maple Ridge as stable location for investment.

The district’s town centre incentive program, which offers streamlined processing, tax exemptions and discounts for building in the downtown core, also helped.

He pointed out construction costs in Vancouver are the same as in Maple Ridge, but retail space locally rents for only about $25 to $30 a sq. foot.

In 1992, the Dollarama business was founded by CEO Larry Rossy, a third generation retailer.

Customers will be getting cash back from Cash Store Company charged extra fee for cards, Nov. 2009 to March 2012

People who used the payday loan services of The Cash Store Financial Services or Insta-loans will be getting a bit of a break to help with post-Christmas bills.

After delays and discussions, the Edmonton company has said it will comply with Consumer Protection B.C.’s order to reimburse customers who, between November 2009 and March 2012, were charged for cards loaded with the money advanced as payday loans.

Consumer Protection BC vice-president Manjit Bains said her agency has been work-

ing with The Cash Store/Insta-loans since 2009 and last March ordered the company to stop charging the extra fees and to repay customers.

The agency then issued a supplemental compliance order on Nov. 30, setting out a schedule for reimbursement. The first deadline was Tuesday, by which the company was supposed to provide a list of consumers due refunds.

If the whole schedule was followed, the company then would be able issue the refunds by February.

“They have to provide us all the communications material because we want to review the message they’re going to be providing consumers.”

The refund amounts will vary, but Bains said many customers may have used the service several times.

“They need to reimburse customers now, as

they have been waiting long enough for their refunds.”

A total of more than $1 million will be refunded in B.C. to people who took out 68,000 loans. Payday loans are regulated under the Payday Loans Regulation, which says total fees can never be more than 23 per cent. The most that can be borrowed is $1,499, which must be repaid within 62 days. Usually, pay day loans are taken out in order to get shortterm advances on pay cheques.

Bains added that since 2009, Consumer Protection BC has fielded about 2,000 calls, with most of those concerning The Cash Store.

According to a release from Consumer Protection BC, The Cash Store has to take out ads and send letters to ensure customers are aware of the refunds that are available. Any money left unclaimed will be held

by Consumer Protection BC for another six

years for future claims from consumers.

The refund process will be supervised by an independent auditor and Consumer Protection.

Bains said Consumer Protection BC has provided the company “plenty of opportunity to understand the law and plenty of opportunity to ask questions.”

She’s “very optimistic” the company will comply and refunds will be issued in February.

She added that in the Maple Ridge area, there are only four pay-day loan companies, two of which belong to The Cash Store.

“When it comes to consumer choice, there isn’t a lot in Maple Ridge, so that’s why it’s very important for consumers to understand their rights under the law and to understand that The Cash Store is expected to reimburse consumers if they took out any loans between November 2009 and March 2012.”

Help Portrait helps out with 150 family pictures

One hundred and fifty people came for family pictures during the second annual Help Portrait Ridge Meadows on Saturday.

From 1 p.m. until 8 p.m., a series of portrait studios, as well as those for hair and makeup were set up at St. Andrews Haney United Church.

“I think that it was nice and relaxed this year because it was our second year, so a lot of people were already in the groove because they knew what was going to happen from last year,” said co-organizer Brenda Garcia.

Local numbers were lower this year.

Last year, 180 groups turned out at two locations, one in Maple Ridge and one in Pitt Meadows.

“I expected more people this year than we received, but I think it was a huge success,” said Garcia.

“Lots of people had fun. Lots of people appreciated the pictures they got. Everybody

was happy.”

This year there was also live music, provided by Paul Surridge and Inner Room.

Garcia has already started planning for next year’s event.

One of the things she will be trying to organize is transportation to the church.

“We want to make it easier for people to get to. So, we’re trying to figure out a way to get transportation from other areas to the church because it will be in the same location next year,” said Garcia.

‘Assessment standard was no longer met’ Charges from front

Neil MacKenzie, a spokesman for B.C.’s Criminal Justice branch, confirmed the charges were stayed Sept. 27 after a review of the file by a Crown prosecutor.

“The Crown’s charge assessment standard for continuing the prosecution was no longer met in the case,” he explained.

As part of the review, Crown took into account both the anticipated evidence of potential Crown and defence witnesses, as well as potential defence evidence.

“We concluded that Crown would not be able to prove that the accused was guilty of the alleged offences,” MacKenzie said.

Dragonfly Daycare was run by Hernandez’s wife, Flavia Hernandez-Santos, but is no longer in operation.

After Hernandez was charged with sexual assault, the Fraser Health Authority put a health and safety plan in place that banned him from being at the daycare during its hours of operation.

Hernandez violated the conditions and the daycare was forced to close last May. Fraser Health spokesperson Tasleem Juma said the woman who operated the daycare voluntarily surrendered her license after that breach.

She hasn’t applied for a license since and is currently not registered as a daycare operator with Fraser Health.

If she wants to open another daycare, Hernandez-Santos will have to go through the same screening process as other applicants.

Juma said that screening process includes background checks and also investigates history if a person has operated a daycare centre before.

“It’s a very rigorous process,” she assured.

Impaired judgement Dallas Cowboys player Josh Brent flipped his car Saturday, killing his friend and teammate Jerry Brown.

Brent has since been charged with intoxication manslaughter.

A woman suspected of driving drunk was charged last week in connection with a crash that killed a Maple Ridge father earlier this year.

Christine Anne Marchand faces one count each of impaired driving causing death, causing an accident resulting in death, and dangerous driving causing death.

And RCMP in Maple Ridge and Pitt Meadows nabbed 10 drunk drivers on the first weekend in December.

You’d think with tougher drinking and driving laws in B.C., drivers would get the message.

You’d think with the Counterattack program out in full force, because of all the holiday parties, they’d be a little more careful.

You’d think with programs like Operation Red Nose in full swing, they’d take advantage of the free service. Volunteers even drive your car home.

But no.

Some still rather risk incarceration, or having their car towed and having to pay heavy fines, having their licences suspended – risking not only their own lives but those of others on the roads – than drink a little less, or call a cab, or a sober friend.

Why? Is their judgement that impaired?

In 1976, the year before CounterAttack road checks started, more than 300 people a year in B.C. were killed in impaired driving crashes.

While attitudes towards drinking and driving have since changed, impaired driving remains the second leading cause of car crash fatalities in the province.

Of all fatal crashes in B.C. each year, 31 per cent involve impaired driving.

Such tragedies can be prevented.

If you are drinking, don’t drive.

Clean LNG can still be done VICTORIA – On Friday, as the federal government was giving the green light to a Malaysian investment of billions more into northern B.C.’s liquefied natural gas megaproject, Coastal First Nations chiefs held their quarterly board meeting in B.C. Views Vancouver.

Tom Fletcher These are now the most powerful aboriginal leaders in North America, bankrolled by U.S. environmental groups and their wealthy charity foundation backers as guardians of the Great Bear Rainforest.

A major topic was the Haisla Nation, the Kitimat partner that abruptly quit its voluntary association with the Haida, Gitga’at and other communities over its plans to develop LNG exports.

This discord comes at a bad time.

Premier Christy Clark has bet heavily on LNG, not just for her government’s future, but the industrial and economic direction of the province for decades to come.

Initial press reports were misleading.

One had it that Haisla Chief Councillor Ellis Ross, the B.C. government’s key ally on LNG, was “buddying up” with the Harper government on the Enbridge oil pipeline proposed to go to Kitimat, in the heart of Coastal First Nations territory.

Not so. Both Ross and Coastal First Nations executive director Art Sterritt confirmed to me that they remain solidly against the Enbridge proposal. The

disagreement is over how to power the processing of LNG, which the Haisla are pioneering with provincial assistance.

Sterritt said the Haisla and the rest of the group were in agreement until a few weeks ago. The plan was to follow Clark’s solemn vow to make B.C. LNG the “greenest” in the world.

All parties acknowledge that some of B.C.’s shale gas will have to be burned to process and ship LNG to Asia. The initial idea was that one or two natural gas-fired power plants would be built, eventually backing up wind, small hydro and other renewable supplies. B.C. Hydro has 600 megawatts available from its dams, which would require new transmission capacity up to Kitimat to help run the first two LNG plants proposed in partnership with the Haisla.

Then the play got bigger. The B.C. government transferred Crown land on Douglas Channel to the Haisla for an LNG project planned by Shell, PetroChina and Korea Gas. And Sterritt said he started getting signals from Victoria that the industry doesn’t want to buy power from outside producers to drive LNG cooling and compression. Instead they wanted to power it directly with gas, using equipment called “mechanical drives” rather than electrical drives.

In a letter to Haisla members explaining why he quit the Coastal First Nations, Ross said he was insulted by Sterritt’s comments that the Haisla were choosing “the dirtiest way possible” to ship LNG. Ross noted that emissions would be about the same if gas is burned in the LNG plant or in a power plant nearby.

That’s true, but Sterritt points out a

critical difference. If LNG producers are allowed to use single-purpose mechanical drives, no renewable energy can ever be added. And as more LNG producers rush into B.C., reserves that would have lasted 75 to 100 years could be depleted in 30.

And when the gas is gone?

“These big, hulking plants that are going to be in Kitimat are just going to be sitting there, rotting,” Sterritt said. “It happens all over the world.”

B.C.’s clean energy plan envisions extending the BC Hydro grid, developing run-of-river and wind farms such as the big offshore proposal off Haida Gwaii, and ultimately a future beyond oil and gas.

Now, in their rush to develop LNG, Clark and Energy Minister Rich Coleman seem poised to abandon that strategy.

The News/letters Jesus is the reason for Christmas season Editor, The News: Re: Merry Christmas to you all (Letters, Dec. 7).

As Christmas is quickly approaching, people are consumed with decorating their trees, gift buying, special concerts, baking, and the list goes on and on.

One evening while my husband and I were leafing through the local paper we came across a booklet entitled “Cookies and Carols.” As we looked further at the selection of Christmas carols, we were shocked to see that not one of them had an inkling to do with the real meaning of Christmas: the birth of baby Jesus.

As a woman who has a personal relationship with Jesus Christ and believes in the existence of God, I found it very disturbing. Songs like Frosty the Snowman, Jingle Bells and Let it snow are cute for the kids to sing. But what about some hymns like Oh little town of Bethlehem and Silent Night. I grew up singing those carols in school at this time of year, as many people did in my generation.

Let’s not forget this country was founded on Christian principles. We can have Santa Claus, St. Nick, toys and candy canes, but let’s get back to the basics and teach the wee ones the real reason we celebrate Christmas. Let’s put some holiness back into the holiday.

By the way, you won’t catch me saying “Happy Holidays” to people at this time of year. Merry Christmas, everyone, and God bless.

Show some appreciation Editor, The News: Re: Not acting in the best interests of voters (Letters, Dec. 7).

Reading the rant by George Clarke’s critical analysis of all politicians, I haven’t seen such a negative letter in a long time.

Obviously, Mr. Clarke is not happy with life and his choices in life. But to take such a negative view of all politicians could only mean he really does not have any idea what politicians do. He fails to identify even one specific reason to be critical. Actually, his letter seems to be out of the 19th Century.

I do not agree with a lot of policies politicians have made at all levels of government, but do appreciate the dedication and sacrifices they make for myself and others. Politicians do not gain personal wealth and more often lose a lot for their efforts. We need to show appreciation for their tireless efforts to make the world a better place, and appreciate that we have a political system that is so free of corruption that mars so many countries.

We need more successful people to step up and run for office. It is people like Mr. Clarke who can only bitterly criticize and discourage others from seeking public service.

I thank all those who are in office for doing a great job.

We need more people to praise politicians, not vent their anger because they disagree with some viewpoints.

It’s our money you’re spending Editor, The News: Re: Ridge tax rate set to rise 3.0 per cent (The News, Dec. 5).

It is that time of year again – no, not Christmas, but municipal tax increase time.

That means, unequivocally, another annual tax increase.

Unlike municipal tax increases, death, thankfully, only occurs once in a lifetime.

Our mayor has his throw away lines to justify the annual tax increases: ‘Roads, services, infrastructure to be built or repaired. We must spend now or the cost will be much higher in the future.’

These are simply to divert the taxpayers and residents from focusing on the dysfunctional budgeting process used by the District of Maple Ridge and the resulting uninterrupted upward march of taxes and fees.

Yes, Mr. Mayor, segregating taxes into taxes, fees and levies is an old game that most of the residents and taxpayers see through. They are all money the district takes from our pockets.

This time last year I implored the district to adopt zero-based budgeting. So what is that?

In simple terms, it means starting with a clean sheet every year – no program or expenditure is sacrosanct.

Every program has to be evaluated to determine whether it is still required and adding value.

If the answer to both of these questions is yes, the follow up is to determine if the expenditures are being done responsibly, efficiently and effectively.

This is how successful businesses continue to be successful.

I am not suggesting a municipal gov-

ernment is run the same as a business, but I am saying a municipal government should have the same discipline about spending money as a successful business does.

In fact, the discipline and respect should be higher because you are spending someone else’s money.

Tax revenue is not your money – it is money that we, the taxpayers, entrust to you to use judiciously and responsibly. Unfortunately, this fact has been lost on far too many elected and staff members.

I understand that people can become attached to or even dependent upon ‘their’ programs or projects. This is natural, but it leads them, and often their managers, to stop looking at the program or project objectively and with scrutiny.

Rather they are focusing on finding ways to justify and maintain ‘their’ program. This is made easier when the annual budget directive is to keep the budget increase to ‘X’ per cent.

Few staff and managers are willing to volunteer that their program or project and maybe their job is no longer required or not providing value.

I submit, however, that it is mayor and council’s fundamental and first fiduciary responsibility to require their staff to thoroughly assess whether each and every program and project is required every year.

Further, this is the part of the process where the taxpayers and residents should be invited and encouraged to participate.

To leave public input and participation to try to review an already completed budget just days or hours before

council is to approve the budget is completely disrespectful.

For the mayor to trumpet as a great achievement that the rate of increase in taxes in 2013 is less than the rate of increase shows that he and council either do not understand fiscal responsibility or they do not care that the district has a spending problem.

The spending problem is rampant.

District staff and management have received salary increases every year when even other levels of government have had zero salary increases, private company employees have had zero increases or reductions, seniors, the disabled and others have lost ground.

Why do municipalities totally ignore the realities? The district keeps increasing taxes and spending. Some of the spending is truly mind numbing – giving grants to private developers, building sculptures, wage increases many times greater than anyone else and more.

Greece, Italy, Ireland, Spain, the U.S. did not become financial basket cases because they exercised wise fiscal management. Rather, their governments and employees operated much like our district by having a total disregard for fiscal and financial reality.

Unfortunately, like those countries and others, it is the citizens who ultimately bear the consequence of the irresponsible decisions and actions of the elected officials and staff.

The annual budget process is like Christmas for the district. But the taxpayer won’t even be able to afford a lump of coal.

Try opening your eyes and your heart, Sandy Editor, The News: Re: What have bleeding hearts done to help? (Letters, Dec. 5).

Sandy Macdougall asks if his great grandchildren should have to witness what he calls the “undesirable element,” when they come to visit him.

He is referring to clients of the Salvation Army’s Caring Place. Well, nobody should have to witness poverty, pain, suffering, war, famine, violence, prejudice, ignorance or abuse. But the sad reality is, they do.

We live in a far-fromperfect world, and with that comes many things that no one should have to witness, much less endure.

Labelling people is not going to help change anything.

Calling these people “undesirable” is a narrow way of thinking.

Every person has a name, and everyone deserves a warm, safe and dry place to sleep.

Everyone deserves a hot, nutritious meal in their stomachs.

Everyone deserves to get help when they need and ask for it.

They deserve to be treated with dignity and respect, just like everybody else.

There are good and bad people in every sect of humanity. The courts are full of cases where upper, middle and lower income people are charged and punished for crimes. Just because a person is homeless doesn’t mean they are bad people or criminals, and not all low-income or homeless people “defecate” in people’s yards or urinate in public.

You don’t want them in your neighborhood , so who’s neighborhood should we put them in?

Perhaps we should re-locate them to a designated area, corral and brand them so they can’t mingle or associate with the ‘desirable people,’ or perhaps we should hire ‘death squads’ to exterminate the street people, as they do in Brazil, to control children, so the country won’t lose tourism dollars.

There are many people who use the services and resources of the Caring Place. One fellow who worked at a highpaying industrial job, making $85,000 a year. He suffered a head injury that prevented

him from doing the work he had done for 26 years. Now, because he eats there, should he be put into the ‘undesirable’ category ?

The majority of people who depend on the Caring Place, are victims of the economic downslide. They have lost jobs, savings, homes, families and relationships, and for many, hope.

As a result, many have developed addiction issues as a way of dealing with it. There are those who have suffered abuse, whether physical, sexual, mental or emotional, for a large portion of their lives.

Does that make them ‘undesirable?’

What about those born with mental health issues?

They didn’t choose to have these diseases, afflictions or conditions. Should they be chastised as well?

Government budget cuts have forced many of them into a world they are not able or equipped to understand or live as a functioning individual.

The answer is not to categorize or segregate them.

It’s not making them out to be social monsters or treat them like parasites or viruses.

Instead we need to push for programs and resources to help deal with these issues and support these individuals. We need more affordable housing, funding for mental health and addiction support and recovery programs, for employment, life and job skills training.

And, most of all, compassion and understanding for our fellow human beings.

We tend to fear what we don’t understand. Fear turns to anger and hate. It’s time to stop being afraid and instead, through education and community support, we can take much larger steps towards ending homelessness, poverty and human suffering.

I truly hope your greatgrandchildren never become down on their luck and have to use these kinds of services to eat or get help to get back on their feet again. Would you want them turned away or have to encounter smallminded and self-righteous people who ridicule and humiliate them? Instead of making such harsh judgements, try opening your eyes and your heart.

While increases in Ontario’s tax incentives are tempting more movie-making back east, crews are still spending and shooting in Maple Ridge, helping provide a little shot in the arm to the local economy.

According to film production liaison officer Marg Johnson, Maple Ridge is on track to achieve its annual average of 50 film productions.

She says this October and November there have been nine movies shot here compared to five shot in the same two months last year, with the final year-end tally similar to the pre-

vious year.

Next year though, all bets are off.

While there’s a regional tax incentive to shooting in Maple Ridge, the disappearance of the Harmonized Sales Tax this March 31, which provided credits to the industry, could discourage film projects.

“I don’t know what’s going to happen when the HST leaves,” Johnson said.

“Hopefully, it won’t change things but you just don’t know.”

Those productions include the TV series Arctic Air along with the feature Primevil – New World, shot the first half of this year at E-One Moli Energy’s old building in Maple Meadow Business Park.

According to the Strategic Economics Initiatives department, Maple Ridge is a “film maker’s dream.”

The district has been used as a setting for everything from New York to the Scottish Highlands, pointing to its winding rural roads, its rustic farm houses, heritage buildings and its versatile urban core as industry attractions.

“They have been using 224th Street a lot lately.”

One day of filming in Maple Ridge is estimated to produce $10,000 in economic benefit to the community.

‘Free ride over for skydivers’ No resolution with airport over lease

A skydiving business won’t be able to operate out of Pitt Meadows airport next month if the licensing fee it owes is not paid.

Airport general manager Glenn Ralph won’t be giving Pacific Skydivers Ltd. another reprieve.

“What are they fed up with?” he asked.

“They’re fed up with the fact that their free ride is over, that now they have to pay what everyone else is paying.”

Pacific Skydivers Ltd. has operated out of the Pitt Meadows Regional Airport since 1986, and has been fighting what amounts to a 2,000 per cent increase to its license fee for the past year.

Since he has been unable to reach an agreement with the airport, owner Ian Flanagan says he will be moving to Alberta because fees the airport charges him to let his skydivers land on a swampy piece of land next to one of the runways have increased from $2,800 annually to more than

$60,000.

The airport notes the rate Flanagan was previously charged was a throwback to previous deals struck with Transport Canada, when it ran the airport.

However, those fees don’t reflect the true value of the land Flanagan is leasing from the airport.

Ralph said when he took over airport operations a few years ago, he noticed the discrepancy in leasing rates and gave Pacific Skydivers two years to deal with the increase.

“Why should one entity on the property continue to pay only four-and-a-half per cent of what everybody else on the property is paying to use a similar amount of land?”

Ralph added that Flanagan’s characterization that land is “swampy” and unusable is false.

“We have land that is similarly close to the runway on the other side that we make twice as much off of,” said Ralph.

“We can turn this area into parking, into hangar storage.”

Flanagan stresses he can’t pay $65,000 a year for a landing area for skydivers.

“If they don’t change it, Alberta here I come,” he said.

Flanagan, though, does

not want to leave Pitt Meadows. He owns a house in the city and even relocated his father-in-law to the area.

He would like the mayors of Pitt Meadows and Maple Ridge, who are directors on the airport board, to intervene.

The airport is operated by a private, non-profit society, but Flanagan said his attempts to appeal to the airport society’s board have fallen on deaf ears.

The city appointed the airport board, Flanagan noted, so it should have some influence.

“The airport is an asset to the community and the mayors don’t seem to pay any attention to what’s going on there.”

Pitt Meadows Mayor Deb Walters has responded to Flanagan’s emails and has been inundated with more and letters from Pacific Skydivers’ supporters.

Walters, however, won’t intervene because the disagreement over leasing fees is a tenant-landlord issue.

“We don’t want to lose businesses,” she said.

“We’ve asked the economic development corporation to work and provide comment to both parties. For us to get involved as a city, it’s like IGA asking us to make a deal with its landlord.”

Currently, the Salvation Army needs about another 800 hours of volunteers in order to get all the kettles on to the streets.

The goal this year is to raise $90,000 for Salvation Army programs throughout the year.

“If we don’t have those kettles out, then we’re not getting that money,” said public relations coordinator Amelia Norrie.

“We’re really unique in Maple Ridge because our kettles are 100 per cent volunteerdriven.”

If there are, the Salvation Army Caring Place could use at least another 10 to ensure there’s enough for this Friday’s Christmas dinner.

The Caring Place currently has six turkeys in its freezers.

“We really need to have in the range of around 16, would be ideal,” said Tim Sarsfield, with the Caring Place on 222nd Street and Lougheed Highway.

Each year, the Caring Place relies on donations from local grocers and residents to supply a Christmas meal for more than 300 people.

With the dinner in less than two days – Friday, 5 p.m. at the Caring Place – donations, both in cash or in the form of a turkey from a grocery store, are still needed.

If the Salvation Army doesn’t receive enough donations, it will have to buy additional birds to make up the difference.

Everybody’s welcome at this meal, from all parts of the community, and it is rumoured that Santa Claus also will be making an appearance.

For the seventh straight year, the owners of Whonnock Roofing stocked the shelves at the Friends in Need Food Bank.

Each year brothers Clay and Abraham Gagnon have donated approximately $4,000 to $5,000 to the charity, and this year two roofing crews of five each spent Friday morning at Save-On foods shopping and loading bins with groceries.

‘Registry was ineffective and wasteful’ no current records that police have to quickly access information about rifles or shotguns.

If a person wants to buy any firearm, they must have a Possess and Acquire Licence (PAL). Only restricted firearms – hand guns – must still be registered, said RCMP Cpl. Dale Somerville.

In order to purchase ammunition, you must have either a PAL or a Possession Only Licence (POL).

“So, police cannot check up on anyone who has a rifle or shotgun as those records are not currently being kept, Somerville added.

“There is a case in front of the courts that the records from the Long Gun Registry be kept, and we believe these records would then become the property of the Canadian Firearms Registry Office.”

The federal long-gun registry was created by the Liberal Party in 1995, in the wake of the Dec. 6, 1989, massacre at Montreal’s École Polytechnique, in which 14 women were killed by a gunman.

Although the federal government abolished the Long Gun Registry in May, RCMP were able to find out that as of May 12, Hall had eight non-restricted firearms registered in his name.

The guns registered included a 12-gauge shotgun, .40 S&W Just Right Carbine, a bayonet and pellet rifle.

“There is no reason to believe Mr. Hall, who has been accumulating firearms, would have suddenly sold them in May 2012,” Const. Auger wrote.

“His present association with drugs, drug traffickers and gang members … and due to the fact that two of the firearms were located in a known stash house, it is not desirable or in the interest of Hall’s neighbours for him to have the ability to purchase more.”

Ridge Meadows RCMP admit that the information about eight firearms owned by Hall was helpful when they applied for the search warrant to seize them.

But with the long gun registry no longer being in existence, there are

registry was scrapped by the federal Conser vative government last April, Quebec has gone to court and won the right to keep its portion of the long-gun data. Kamp The federal government, however, has since destroyed most of the remaining records of registered long guns and is currently appealing the Quebec court ruling, stopping it from erasing the Quebec data.

Quebec now has plans for its own provincial firearms registry.

Randy Kamp, the member of parliament for Pitt Meadows-Maple Ridge-Mission, believes the information that helped RCMP build ground for a search warrant was likely a fluke.

He noted dismantling the Long Gun Registry was a Conservative promise that was kept.

“In our view, it is largely ineffective and wasteful and, for the most part, didn’t contribute to public safety,” Kamp said.

He added the federal government’s approach is three-fold: continued r e g i s t r at i o n of prohibited and restricted firearms such as hand guns; a licensing regime with background checks before anyone can get a license to possess; and stricter penalties, such as mandatory minimum sentences, for crimes committed with firearms to deter criminals from using guns.

“Criminals didn’t register their guns,” said Kamp.

“And many law-abiding people didn’t register their guns, either.”

He said police can still access information about long guns and other firearms through the licensing system that still exists.

“It is still available to law enforcement and provides more information than they would have got from a [Long Gun] registry.”

The official NDP opposition did not return calls for comment.

T

here is not much that I find more amusing than watching my cats tear through a pile of discarded Christmas wrapping paper – hiding, jumping, playing and generally enjoying life in what can be the busiest time of year.

Their tails twitch and their eyes are bright and alert while they are engaged in something new, something exciting, and it gives me an excuse to put off cleaning up for just a little bit longer.

When organizing all of the activities you will be doing this holiday season, remember to include your pets in your plans. Pets can enjoy the holidays as much as people do. They love getting a new toy, new bed, extra play attention on Christmas morning, a comfy new lap to occupy while grandma and grandpa visit, maybe even a few extra treats for the special occasion. Who knows, maybe they can even get their picture taken with Santa.

The joy that you see in your pet’s behaviour, and the memories you make is also a treat for you and your family. They are a member of your house and deserve to be included in all the fun and games.

In all of the excitement that comes with

decorating and participating in the festivities, keep in mind that pets don’t mix well with tinsel and ribbon. Dogs and cats that chew on and/or swallow pieces of tinsel and ribbon may develop some serious health issues.

Chocolate should be kept away from dogs as it can make them very ill.

The tree is a novelty that pets may not know how to react to. Keep a good eye on them and everything should turn out just fine.

Also, don’t forget that you are not the only one to feel the stress of the season. Pets can sometimes become overwhelmed with all of the hustle and bustle and may need some time out to help keep them calm.

Your pet can provide you with a welcome relief from all of the mayhem. When emotions are running high or your batteries are running low, use Fido or Fluffy as an excuse to get away for a little while. Take your dog for a walk so that you both have time to clear your head, or sit down to a cup of tea with your cat and just enjoy a few minutes of rest and relaxation. You deserve the break, and your pet will appreciate the attention and quiet time.

Above all, enjoy the season with your family and friends, furry or otherwise.

A new youth leadership group with local representation will be deciding how Coast Capital Savings directs grants for community groups.

Coast Capital has launched a Fraser Valley Young Leaders Community Council to address key issues for youth in the region.

Comprised of emerging young leaders, the new council is tasked with awarding community grants on behalf of the credit union.

Maple Ridge resident Pavan Rakhra is on the board and said the council will help young people become future leaders.

“You’re empowering your youth to make decisions for their community,” he said.

Members of the council – all 30 years or younger – will review grant applications and make funding recommendations on the youth issues that most need support in their communities.

Grants for health and wellness, social connections, sports and other categories will be considered.

Rakhra said three councils will oversee more than $1 million worth of grants, to be distributed in Metro, Vancouver Island and the

Fraser Valley regions.

The unique project was first piloted on Vancouver Island, launched in Victoria in December 2011.

It has granted a total of $220,000 to 18 Island organizations – much of it aimed at supporting youth- Rakhra focused programs and services.

The Fraser Valley council will meet quarterly. Emerging young leaders in the local community and at Coast Capital competed with their peers to be selected for a term on the council.

“We were all selected because we care about what’s happening in our communities,” says David Dryden, chair of the new council.

“Coast Capital Savings is entrusting us with a huge responsibility by giving us a say in what programs and services to fund in order to do the most good for the most people.”

Rakhra, 25, has considerable community involvement.

He is enrolled in a bachelor of business administration in accounting degree at Kwantlen University, and works as a customer service representative at Coast Capital. He is also a member

Leader divvying up youth grants of the presidential ambassadorial team, which works with the president of the university to publicly represent Kwantlen in the communities it serves.

He is also involved in the accounting society of Kwantlen, where he initiated a mentorship program to help firstand second-year students.

Rakhra is also on the board of directors for Big Brothers Big Sisters of the Fraser Valley, where he also volunteers as a mentor.

In addition to this, he brings volunteer experience from Ridge Meadows Hospice Society.

“Each year, Coast Capital invests seven per cent of its budgeted pre-tax income in a wide range of community engagement activities, primarily focused on building a richer future for youth.

Last year, this commitment amounted to $4.99 million dollars in community support.

Vibrant Colours of the Season Vicuña Arts studio’s annual show opens thursday

M

aria Daley is all a flutter amongst rows of paintings pinned on walls and others stacked high on shelves.

With just two days left until the Vicuña Arts Studio’s annual show opens, she’s framing canvasses, fielding phone calls and still has to hang the art.

Two huge 48-by-58 creations rest on the wall in her office.

“Gigante,” she exclaims in Spanish, marvelling at the creations of Pamela Brown and Lindsay Anderson, two of more than 40 artists whose work is featured in Colours of the Season.

Daley has been using art to transform the lives of people with developmental disabilities since she opened Vicuña in 2008.

The studio is a creative outlet for individuals from the Ridge Meadows Association for Community Living.

She offers artistic instruction tailored to the skill level of each participant in her class.

She has blind students and others who paint while seated in wheelchairs.

“They are painters,” she says.

“When they come here they are artists, nothing else.”

Vicuña has since relocated from its location on Dewdney Trunk Road to a new home on Kingston Street, where it is housed with other programs offered by the Ridge Meadows Association for Community Living.

The new location has allowed Daley to take on new students. The ones who have been painting with her since 2008 are now seasoned professionals.

“They are getting more and more demanding,” she says with a laugh, explaining how her students are picky about the hues they chose and art they create.

“At first when they come here they think, it is impossible,” says Daley.

“Once they start, they really go.”

Art show Colours of the Season will feature more than 120 paintings by artists from the Vicuña Arts studio on thursday, Dec. 13 and Friday, Dec. 14 from 10 a.m. to 4 p.m. the studio is located at 1-14491 Kingston street in Maple Ridge. Info: 604-465-7526.

The soft glow of candlelight against a snowy landscape, the haunting melodies of instruments not widely heard for hundreds of years and crystal clear voices rising in songs of celebration and reverence — in the 19 years since she first performed it, Lori Pappajohn’s Winter Harp has marked the beginning of the Christmas season for hundreds of concert goers across the Lower Mainland.

For many, it’s a chance to reconnect with another time, said the New Westminsterbased harpist who, for a number of years, performed the concert in Fort Langley before moving to The Act in Maple Ridge.

“The concert is about Christmas memories — the warmth and joy of Christmas.

We often look out and people have tears in their eyes and we know that something we’ve read or played has stirred a memory.”

But it’s not just the music that transports Winter Harp audiences through time, Pap-

It’s the dresses, too.

“Before we even play a note, you’ve already journeyed back.”

Stepping onto the stage in sumptuous Medieval-style gowns, sewn in rich silks and velvets, the artists evoke a sense of romance and warmth that only adds to the Christmasy feeling, said the musician.

And all of it is the handiwork of Langley seamstress Joanne Chiasson.

“I found Joanne years ago,” said Pappajohn. “I was playing at a fashion show and one of her dresses went down the

catwalk. I almost fell off my harp stool.”

Up until that point, the ensemble had been wearing costumes they’d sewn themselves — piecing together curtains with black velvet jackets and skirts they’d pulled off the racks at Value Village.

They weren’t all that bad, said Pappajohn, but of course, they didn’t hold a candle to Chiasson’s colourful creations and the exquisite image they project.

Often when the ensemble returns from intermission (having changed costumes) there is an audible gasp from the audience, she said.

“There is no other group that has such incredible costumes.”

Although she was running a successful home-based business in Brookswood when they met, Chiasson credits Pappajohn with shifting the focus of her business from bridal gowns to period costumes – encompassing everything from the Middle Ages to the 1950s.

“Lori was instrumental – no pun intended – for the direction my business took,” said Chiasson, who has been creating costumes for the Winter Harp ensemble for nearly two decades.

Using historically accurate renderings from books, Chiasson and Pappajohn together design gowns that are as true to the time period as possible.

“If you want a certain colour, it has to look authentic. I’ve learned to dye with tea, coffee, berries. I try to make it as accurate as possible.”

She even goes so far as to stain the gowns’ laces with tea to make them look old.

Asked to pick a favourite, Chiasson settles on the gown Pappajohn is wearing in her latest promotional photographs — shimmering gold, accented with ‘winter teal’ velvet embellishments.

“I do believe the last dress we did together was the most inspirational.”

Over the years, she has created about two dozen dresses for Winter Harp — one or two each year — Chiasson estimates.

Pappajohn serves as model for all the fittings, but since the women in

the ensemble are all about the same size, and thanks to the lacings up the back, they are able to share the costumes.

Whenever Pappajohn tours she is always on the lookout for fabric or accents that will help to create the vision she seeks — that of a pre-Raphaelite painting.

Much of her trim, she picked up at the grand bazaar in Istanbul.

“They have these big, beautiful borders you see on the dresses. You can’t get those here,” said Pappajohn.

“I’ve learned to stock up, so I’ve got yards of material,” she laughed.

Ridge seniors group assembles gift packs for 152 elderly users of the food bank staff reporter

Teens baked cookies, elementary students crafted Christmas cards, crafty seniors knitted and others donated gifts as the Seniors Helping Seniors group put together gift bags for 152 elderly food bank clients.

Gifts bags were opened onto a table at the Maple Ridge Seniors Centre on Monday morning, and the care packages were assembled by a busy group of women.

“There’s a real variety of stuff,” said Bob Foster, a member of the Ridge Meadows Seniors Society, and organizer of the Seniors Helping Seniors Group.

For many years, the Seniors Helping Seniors group at Ridge Meadows Seniors Society (RMSS) has put together little gift packages to go home with the seniors who regularly receive a food hamper from the local Friends in Need Food Bank.

Last year, with the help of the Maple Ridge, Pitt Meadows, Katzie, Seniors Network, the group brought together an expanded package, and it was a big hit with recipients.

“They were pretty pleased, and we all felt good about it too,” said Foster.

Santa Claus was at the seniors centre on Monday to inspire the event.

“He was quite a hit with the ladies,” Foster observed.

This year, the cheer packages include one dozen shortbread cookies baked by culinary arts students at Maple Ridge secondary under the direction of chef Trevor Randle. This would not have been possible without ingredient donations from Save On Foods in east Maple Ridge, the Friends in Need Food Bank and Golden Ears FEAST (Food Education and Action Strategy Table).

Each senior also receives a Christmas card made by a student at Eric Langton elementary on card paper donated by Sure Copy Centre in Maple Ridge.

The Craft Ladies at RMSS who knit and crochet for fundraisers and community service contributed hand-knitted items like scarves, toques and mittens.

The Panorama Senior Ladies, who meet for tea once a month, have collected funds all year and have donated $400 worth of small gifts.

Residents from local care homes Greystone Manor, Willow Senior Living Residence and members of the Ridge Meadows Seniors Society donated gift items and food, and Maple Ridge Seniors Village provided gift bags, bows and ribbons.

Ridge Meadows players get an edge on the competition by training indoors

Aluminum bats were ringing and softballs smacking into leather gloves as the Ridge Meadows Minor Softball Association got back in action at its improved training facility on Sunday.

The facility, which is accurately named “The Warehouse,” keeps the Ridge-Meadows players training year-round, and gives them an edge on the competition.

Association spokesperson Tom Bowen, a coach and member of the association executive, explained the River Road facility has been booked solid as an off-season training centre for the largest softball association in the province. When a neighbouring tenant in the warehouse facility left, the owner offered the extra space to minor softball.

“So we knocked down a wall and made a few more batting lanes,” said Bowen.

There is a diamond where younger players can field grounders and learn their infield plays on carpet, batting lanes with nets and pitching machines, space for pitchers to work on their craft, and an observation area above for their parents to take in the action.

It is well used. The space is booked solid right up until Dec. 23, then after a holiday break action resumes on Jan. 5 and continues every day through to March.

“We get a lot of use out of it,” said Bowen. “Softball has become a 10 or 11-month sport.”

Flames both enjoy and endure blowout games

Maple Ridge Flames goaltender Wes McLeod has been literally standing on his head.

The Ridge Meadows Flames enjoyed a blowout win, then were on the other side of an embarrassing loss in weekend junior B hockey action.

The Flames hosted the Panthers, the Pacific International Junior Hockey League (PIJHL) whipping boys from Port Moody (5-19-1-0), on Friday night at Planet Ice. Rookie Michael Nolan scored 35 seconds into the game, the Flames tallied twice more in the first period, then cruised to a 6-1 win.

Nolan scored twice more for a hat trick, and was named the game’s first star.

“We’ve been waiting for this,” said Fiset of Nolan’s offensive outburst.

Nolan has explosive speed. When he’s playing well, he’s tenacious on the puck and a backchecker who frustrates opponents. For Friday’s game he was paired with veterans Vitalik Morozov and Sean

Pesut, and played a confident game.

“We know he has it in him – he’s going to be a scorer,” said Fiset.

Marco Ballarin had two goals, Travis Oddy scored, and Morozov and Reece Rivard each tallied two assists.

Goaltender Wes McLeod was almost perfect in net, making 34 saves on 35 shots.

The next night in Abbotsford the Flames took on the top team in the PIJHL, and saw a complete reversal of fortunes in a 7-2 loss to the Pilots (19-62-0).

Fiset said penalty killing was his team’s undoing, as they permitted the Pilots to go four-for-five with the man advantage.

“They were winning the battles in front of the net,” said the coach.

His analysis is that the Abbotsford power play is straighforward, with puck movement on the perimeter setting up a point shot, with two big bodies driving for a rebound.

It is with great sadness that we announce the passing of Bill on December 1st. Born in Edmonton, Alberta, son of Edd and Helen Thomas and in 1947 the family moved to Smithers, B.C. where he grew up. Bill was predeceased by his son Terry and daughter Linda. He is survived by Verna, his wife of 61 years, sons Tim, Rockne (Barb), grandchildren Brad (Kirsten), Tyler (Amanda), Karli (Mark), David, and great grandchildren Ethan, Taylor, Jaxon, Austin and Lucas, all of whom loved him dearly. Bill enjoyed sports, especially coaching his boys in hockey. He had a great sense of humor and loved entertaining family and friends and travelling in his motor home. A celebration of Bill’s life will be held at a later date. Anyone wishing to make a donation in Bill’s memory please consider B.C. Cancer Society or B.C. Heart & Stroke.
