A court battle between the federal government and the RCMP over wage increases for the Mounties that were taken away four years ago could impact the city’s budget.

Laura Ciarniello, the city’s general manager of corporate services, said the RCMP are challenging rollbacks of agreed upon pay raises in 2008, 2009, and 2010.

“The RCMP have gone to court to challenge the freezing of these wages,” Ciarniello said.

“The court case, I believe, is now being scheduled to be heard by the Supreme Court of Canada.

Should the federal government lose the case, it is anticipated that there will be a one-time hit to the City of Campbell River’s budget of $450,000.

The money would be retroactive pay owed to police officers should the RCMP win its court case.

The Mounties, in June of 2011, challenged the federal Treasury Board’s decision to take back pay raises it had agreed upon in June of 2007 of 3.4 per cent in 2008, 3.5 per cent in 2009 and two per cent in 2010.

The Treasury Board,

which approves RCMP budgets, decided in November of 2008 that because of the economic downturn it would only allow raises of 1.5 per cent for each of the next three years, effectively negating the increases it had agreed upon just one year prior.

That decision was quashed by the Court of Appeal last fall after Justice Elizabeth Heneghan said the move breached the Charter of Rights, how-

ever, Ottawa is appealing to the Supreme Court and the matter remains before the courts.

The RCMP have said if the ruling were to stand, more than 20,000 Mounties could see about $30 million in lost wages recovered.

Ciarniello said although city staff are aware the city could be on the hook for $450,000, that figure has not been included in the 2013 budget as the matter is still ongo-

ing.

“At this point in time we have not built any contingency into the city’s budget because we don’t know what the outcome of that case is going to be,” Ciarniello said.

The province recently signed a new contract with the RCMP early this summer, with a less than one per cent pay increase. The RCMP budget, at $8.4 million for 2013, takes up the largest portion of the city’s budget.

More than 20 members of the B.C. Government and Service Employees’ Union (BCGEU) set up a picket line Monday at the Dogwood Street headquarters of the Campbell River and District Association for Community Living.

The one day strike was another in a series of B.C.-wide rotating job actions designed to highlight the union’s contract impasse with the provincial government.

On the picket line BCGEU spokesman Oliver Rohlfs said:

“We have this employer shut down to send a message to the B.C. government that vulnerable families need to come first.

“The government has been chopping money out of this sector for 10 years.”

Rohlfs said the union has been without a contract since the end of March. “The union is not even at the table negotiating. The employer hasn’t even made a monetary offer because they know it would be insulting to the sector.”

The Community Living office here oversees the provision and delivery of variety of

social services and communitybased programs for vulnerable citizens including services for people with special needs and their families, group homes and day programs, infant development and more.

Campbell River and District Community Living Association Executive Director Greg Hill said: “No comment.”

Since 2004, the government has cut $300 million in funding for programs that support vulnerable families, the developmentally disabled, atrisk youth and children and infants in community-based programs.

Two over-charging payday loan stores in Campbell River have been ordered to reimburse cash-strapped borrowers who paid too much for their loans between 2009 and 2012.

The Cash Store on Shoppers Row and Instaloans in Georgia Quay on the Island Highway have been ordered to pay back an estimated $20,000 in excessive illegal charges for payday loans and debit cards.

The stores, both owned by Edmontonb a s e d C a s h S t o re Financial Inc., are responsible for 67 per cent of the payday loan trade here and are two of 100 stores across B.C. that have been ordered repay $1 million to customers. Back in March, Consumer Protection BC, which licences and regulates payday stores, ordered Cash Store Financial to stop charging illegal

fees and repay customers who were overcharged. The company ignored a voluntary compliance order, says Manjit Bains, the Vice President of Corporate Relations at Consumer Protection BC. A Supplemental Compliance Order was issued Nov. 30 and the refund process was scheduled to begin on Tuesday.

Bains says the refund process will be overseen by an independent auditor and Consumer Protection BC and she expects all illegallycharged funds could begin to be refunded as soon as February 2013.

“We anticipate that consumers who borrowed more than 68,000 payday loans between Nov. 1, 2009 and March 23, 2012 are eligible for refunds. Consumers have waited long enough for their money.”

Just before hanging up the phone, Vanessa Knight, manager of the Campbell River Cash Store, said: “I have absolutely no

comment.” Cash Store Financial CEO Gordon Reykdal did not respond to telephone messages or emails.

Bains says in 2009 regulations came into force that made it illegal to charge more than $23 per $100 loan.

It also became illegal to charge for cash cards that clients use as loan debit cards. The average loan is about $450 and is usually repaid in two weeks. The Cash Store and Instaloans were illegally charging between $7 and $18 too much for each and every payday loan.

Consumer Protection BC will ensure that Cash Store Financial provides all eligible consumers with refunds. Any funds that remain unclaimed after all efforts to reach customers are exhausted will be held

by Consumer Protection BC for six years during which time claims for refunds may be submitted directly to Consumer Protection BC.

Loggers leave Cortes...but say they’ll return China poised to buy chunk of Timberlands BRIAN KIERAN

An unofficial time out is being observed in the standoff between Cortes Island environmental activists and Island Timberlands over the company’s plans to log its private land which contains old growth stands.

Last week, Cortes environmentalists, residents and supporters repeatedly blocked Island Timberlands’ crews from beginning logging operations near Basil Creek.

Zoe Miles, a member of Wildstands, says the community has attempted to work with the company for more than four years to develop an ecosystem-based approach to forestry. “The community is now left with no choice but to stand in Timberlands’ path to defend these ecologically significant forests.”

The group lifted its blockade after frustrated logging crews left the island, but the company’s Director of Human Resources Mark Leitao says they are simply assessing their options. One of those options is a court injunction. Behind the

Ken Wu, Executive Director of Ancient Forest Alliance, says: “What is needed now is leadership from the Liberal government to help resolve the war in the woods by committing funds to purchase endangered ecosystems on private lands, including oldgrowth forests on Cortes Island.

The alliance is calling for a $40 million annual park acquisition fund. The last time the provincial government had a dedicated land acquisition fund was in the 2008 budget, Wu says. A similar battle on Salt Spring Island over a decade ago between local residents and a logging company was resolved through funding from the provincial, federal and regional governments and local citizens to purchase the endangered lands around Burgoyne Bay and on Mount Maxwell.

Meanwhile, the Private Forest Landowners Association has taken Cortes activist Leah Seltzer to task for her claim that “privately managed forest companies (do not have) any legally binding regulations on their lands.”

There are more than 30 acts and regulations that apply to managed forest land, the association says, “and successive independent audits show the protection ... on private managed forest land meets or exceeds the standard of protection on public lands.”

Seltzer counters: “The industry uses a model of ‘professional reliance’ which means that there is no real government oversight.

So, technically on the books, there is ‘legally binding legislation,’ but ultimately the forest professionals determine what compliance looks like and for us this feels a lot like the fox is watching the hen house.

China Investment Corp. (CIC) may be close to purchasing a sizeable chunk of Island Timberlands which owns about 260,000 hectares of private forest lands on Vancouver Island and the Sunshine Coast.

In November, the Wall Street Journal reported that CIC “is close to purchasing a 12.5 per cent stake in some timber assets in Canada from an infrastructure affiliate of Brookfield Asset Management Inc. for about $100 million. The move marks the latest effort by the Chinese sovereign wealth fund to step up its investment in assets that could help shield its giant overseas portfolio from rising inflation risks,” the business newspaper reported.

As a signatory to the Climate Action Charter, city operations were supposed to be carbon neutral by year’s end; however that won’t be happening this year or even two years from now, according to city staff

which say the targets are “unrealistic”.

“To become carbon neutral at this point in time is not realistic because it would require that our entire fleet would be electric and some of our vehicles cannot be electric,” said Amber Zirnhelt, the city’s sustainability

manager.

“It would require that all of our energy reserves were renewable, either hydro, electric, or thermal instead of gas.”

City Manager Andy Laidlaw said the expectations laid out by the province are lofty.

“My view would be

The city signed on to the provincial climate charter in 2007 and in an effort to achieve its goal of carbon neutrality by 2012 implemented a carbon neutral plan in 2011, which included emission reduction targets for 2012, 2020 and 2050.

The city did exceed its target for 2012, reducing greenhouse gas emissions by 12.8 per cent over 2008 – 2.8 per cent better than its goal.

However, in order to become carbon neutral by the end of the year, the city would have had to buy carbon offsets (a reduction in carbon dioxide or greenhouse gas emissions made to compensate for an emission made elsewhere).

City council was presented with an award last week that recognizes Campbell River for its outstanding contribution to services and programs for immigrants.

T h e We l c o m e B C Award was presented during a WelcomeBC Day celebration on Nov. 6 in Vancouver, but the award made its way to council chambers Dec. 4.

Rachel Blaney, executive director of the Immigrant Welcome Centre, Julina Spetch from the Campbell River Literacy Association and Colleen Hanley from North Island College were on hand to present the award to council.

“The success we’ve

seen for our community in terms of immigrants coming and having high success that’s continuing to grow is thanks to the work the city is doing...and the help from our stakeholders,” Blaney said.

Campbell River was selected as one of the award recipients from among municipalities across the province.

“They were really looking at rural communities that were using activities or doing activities that encourage people to be successful in terms of business and in terms of settling into a community, and Campbell River was one of two communities across the province that have done that,” Blaney said.

Provincial oversight issing in Cortes logging dispute The current impasse over logging on private land on Cortes Island is unique by B.C. standards. In a province where wars in the woods have often been bitterly waged, the Cortes standoff stands apart.

Cortes environmentalists and Island Timberlands have been debating the We say: Logging company’s logging plans for about on private land is four years without coming to serious blows. The islanders are not trying essentially selfto ban logging altogether, they are regulated asking for Timberlands to adopt an ecosystem-based, selective logging harvesting plan that spares old growth.

And, Timberlands, which is owned by Wall Street giant Brookfield Asset Management, has exercised a

measure of restraint and has not immediately sought an injunction to gain access to the property.

As encouraging as this is, there is something glaringly absent in the debate – provincial government stewardship. There can be no lasting resolution of the Cortes Island conflict unless it can be demonstrated that logging on the company’s private land is subject to diligent regulatory oversight. Private land logging companies claim they are subject to more than 30 provincial acts and regulations.

But, the environmentalists counter-claim that the industry uses a model of professional reliance which means that there is no real government oversight and private land foresters ultimately get to decide what constitutes compliance.

Further complicating the Cortes Island impasse are global investment forces over which Cortes has no control. China Investment Corp.(CIC), the state-owned investment arm of the People’s Republic of China, is interested in purchasing a significant percentage of Island Timberlands. CIC is an investment powerhouse with approximately $200 billion of China’s foreign exchange reserves to play with.

The notion that the fate of old growth stands on tiny Cortes Island will be debated and determined in part by faceless Communist Party plutocrats in Beijing is kind of scary. The scenario is made more scary by the fact that our provincial government seems to have abandoned all caring for commercial logging on private land.

Harper slimes another one I would like to bring the attention of your readers to a travesty which saw our federal government, under the autocratic tutelage of Steven Harper, approve a deal that allows the Chinese National Offshore Oil Company ( CNOOC ) to obtain a controlling interest in Nexen which is a midsized Alberta oil company. This affair is wrong on so many levels for Canada and Canadians yet we have allowed Mr Harper to slime another one past us.

Tankers navigating treacherous coastal passages, oil royalties, shale gas development, pipelines, the oil sands, Canadian jobs lost, potential environmental Armageddon; the list goes on and on. These are all controversial issue we are struggling to regulate and deal with in our own land, our own way. Why would we ever want to complicate things more by allowing a foreign company, which in this case is little more than a corporate puppet of the Chinese government, a vested and far reaching interest in our affairs?

Clean light natural gas can still be done

On Friday, as the federal government was giving the green light to a Malaysian investment of billions more into northern B.C.’s liquefied natural gas megaproject, Coastal First Nations chiefs held their quarterly board meeting in Vancouver.

These are now the most powerful aboriginal leaders in North America, bankrolled by U.S. environmental groups and their wealthy charity foundation backers as guardians of the Great Bear Rainforest.

A major topic was the Haisla Nation, the Kitimat partner that abruptly quit its voluntary association with the Haida, Gitga’at and other communities over its plans to develop LNG exports.

This discord comes at a bad time.

Premier Christy Clark has bet heavily on LNG, not just for her government’s future, but the industrial and economic direction of the province for decades to come.

Initial press reports were misleading. One had it that Haisla Chief Councillor Ellis Ross, the B.C. government’s key ally on LNG, was “buddying up” with the Harper government on the Enbridge oil pipeline proposed to go to Kitimat, in the heart of Coastal First Nations territory.

Not so. Both Ross and Coastal First Nations executive director Art Sterritt confirmed to me that they remain solidly against the Enbridge proposal. The disagreement is over

how to power the processing of LNG, which the Haisla are pioneering with provincial assistance.

Sterritt said the Haisla and the rest of the group were in agreement until a few weeks ago. The plan was to follow Clark’s solemn vow to make B.C. LNG the “greenest” in the world.

All parties acknowledge that some of B.C.’s shale gas will have to be burned to process and ship LNG to Asia. The initial idea was that one or two natural gas-fired power plants would be built, eventually backing up wind, small hydro and other renewable supplies. BC Hydro has 600 megawatts available from its dams, which would require new transmission capacity up to Kitimat to help run

the first two LNG plants proposed in partnership with the Haisla.

Then the play got bigger. The B.C. government transferred Crown land on Douglas Channel to the Haisla for an LNG project planned by Shell, PetroChina and Korea Gas. And Sterritt said he started getting signals from Victoria that the industry doesn’t want to buy power from outside producers to drive LNG cooling and compression. Instead they wanted to power it directly with gas, using equipment called “mechanical drives” rather than electrical drives.

FIPA: Companies get special rights Continued from A8 is an instrument that in the simplest terms is designed to protect the interest of Chinese companies (read Chinese government) when buying up Canadian companies.

Of course, the agreement is reciprocal in that Canadian companies would ostensibly be protected in China.

That part though is laughable. To think that a country as secretive, autocratic and tyrannical as China would somehow look after Canadian inter-

est within the frame work of a pseudo legal system that can incarcerate, torture, execute or harvest the organs of its citizens without anything that we would recognize a due process.

But Mr. Harper’s FIPA gets even better.

Not only would Chinese companies have special rights in our land and over our resources, but if things go wrong, our government can keep it secret. That’s right, if we don’t treat them right they can sue us and Mr. Harper

can settle with them behind closed door.

What a great deal for Canada.

To look at it another way, Mr. Harper is playing Texas Hold’em in a game with an unscrupulous opponent. His chips are the treasures of our nation, the natural resources that belong to us, our children and grand children. Let’s get rid of FIPA, and Mr. Harper out of this game. Wake up Canada before we are “all in”.

Sheer frustration of driving Dogwood I suggest to Coun. Moglove that the statistics are correct in that accidents on Dogwood have been reduced, however, that’s probably because not as many people use Dogwood.

The sheer frustration of driving down Dogwood is such a hinderance that we, along with our friends and associates have stopped using it.

It doesn’t matter who we talk to, everyone complains about it.

So, we all use Birch and Alder Streets and find it much more convenient.

Perhaps the reason for the reduction of accidents is due to the fact that not as many cars use Dogwood.

We agree with Mayor Jakeway that the lights need to be tweaked further.

That’s true, but Sterritt points out a critical difference. If LNG producers are allowed to use single-purpose mechanical drives, no renewable energy can ever be added.

And as more LNG producers rush into B.C., reserves that

would have lasted 75 to 100 years could be depleted in 30.

And when the gas is gone?

“These big, hulking plants that are going to be in Kitimat are just going to be sitting there, rotting,” Sterritt said. “It happens all

over the world.”

B.C.’s clean energy plan envisions extending the BC Hydro grid, developing run-of-river and wind farms such as the big offshore proposal off Haida Gwaii, and ultimately a future beyond oil and gas.

Now, in their rush

to develop LNG, Clark and Energy Minister Rich Coleman seem poised to abandon that strategy.

The Campbell River Storm has received the support it was looking for from the Strathcona Regional District to keep the team afloat.

Storm owners Kevin and Linda Spooner appealed to the regional district two months ago for help, revealing in a letter that the team was bleeding money.

“The financial burdens of operating this community-minded hockey club are substantial,” Kevin Spooner wrote. “We cannot continue to operate in the red, and without some restructure of our rental agreement we will be forced to cease operations by December 2012.”

But after meeting with the Spooners and the Strathcona Gardens Commission several times over the past couple of months, the regional district announced last Thursday it had come to a new $2,750 per month agreement with the Storm that will allow the franchise to stay in Campbell River.

“Campbell River is a ‘hockey town’ and we’re pleased to work with the Storm to ensure Strathcona Gardens is the home of the Storm for many years to come,” said Andy Adams, chair of the Strathcona Gardens Commission and Campbell River city councillor. “We’ve

taken a look at...other Va n c o u v e r I s l a n d Junior Hockey League franchises and ensured Campbell River is one of the most competitive and attractive places to run a hockey franchise.

What we’ve done is provided one of the best rates on the Island. ” The Storm were asking for a $454 monthly charge for exclusive dressing room access be eliminated and instead included in the Storm’s ice rental fee.

Adams said the new deal accomodates the Storm’s requests.

“The previous fees and charges were very piecemeal and literally all over the map,” Adams said. “It made it difficult for the Storm to know its expenses from one month to the next.

(Now) we’ve bundled all

the expenses the Storm have, whether it be the office, the dressing room, game ice or practice ice into a bundle and made it a monthly cost. We combined everything and put it into one flat fee.”

Under the old agreement, the Storm paid $81.50 per hour for practice ice and $118 per hour for game ice.

Game ice alone would h ave c o s t ro u g h ly $1,416 per month. The Storm were paying the $454 monthly dressing room fee on top of that, as well as $5,368 a year for advertising – a fee that will be eliminated in the new deal.Adams said under the new agreement, advertising opportunities will be improved.

“The main part of the deal was not only to

confirm costs the Storm are already paying and put them together in one package, but also to work with the Storm on charge regulations and bylaws to allow opportunities for the Storm to go out and find more revenues,” he said. “What we’ve done is enabled them to do more. They need to find ways to increase their revenue stream and keep the team viable.

And the community has really stepped up with advertising and sponsoring the team which fits in with their slogan, ‘Our town, Our team.’”

The new deal was approved by the Strathcona Gardens Commission last Wednesday and will go before the regional district board on Thursday afternoon for final approval.

Politicians and aboriginal leaders have signed a threeyear extension to their ground-breaking deal for resource sharing on 4.5 million hectares of northern Vancouver Island and the adjacent coast.

At a signing ceremony at the B.C. legislature Monday, Nanwakolas Council president Dallas Smith said other B.C. First Nations were skeptical of his group entering into forestry, mining and hydroelectric power deals without having treaties.

But it was established in 2007, the number of Nanwakolas members participating has grown from six to 10, and

similar “strate gic engagement agreements” have been signed around the province.

The agreement is leading towards a formal deal with coastal forest companies, a proposed coal mine and several proposed independent power projects, Smith said.

The affected region extends from Port Hardy to Comox on easter n Vancouver Island, and a broad swath of the adjacent coast that includes Bute Inlet, Knight Inlet and north to Cape Caution.

Also included are the Kliniklini and H o m a t h k o R iv e r watersheds, where large run-of-river hydro projects have been proposed.

“It’s very hard for us to go into capital markets and raise money to rebuild mills or fund operations if you don’t have any certainty on the land base because of First Nations issues, so this is very positive,” Jeffery said.

Their asserted traditional territory adds another 1.1 million hectares.

Smith said the extension gives the Nanwakolas group certainty going into the 2013 provincial election, because it is a contract with the provincial Crown that continues regardless of who forms a government.

Concert supports Hospice This Saturday, in support of the Campbell River Hospice Society, Obvious Entertainment will be presenting Kuba Oms at the Paramount Music Hall.

If you haven’t heard of Kuba Oms, you just may want to come out on Saturday evening to listen to or even dance the evening away to his music.

Bor n in Victoria, Kuba knows how to make people dance. His single “Electrolove” was a summer hit in Canada and he was a finalist in the 2011 International Songwriting Competition.

At the age of 15, he was playing covers at school and around bonfires; he then progressed to singing soul classics by Marvin Gaye, Otis Redding and Stevie Wonder.

“That’s how I really learned how to sing,” says Kuba. “Covering those songs was quite challenging. I am drawn to that music of the late 60s and early 70s as there was often a feeling of desperation.”

Many homes in Campbell River are adorned with ‘hobbitats’ – unique west coast villages made from pieces of driftwood and other materials collected from the shoreline.

Meet hobbitat creator Mary Teer at the Campbell River Art Gallery Christmas Market Saturday, Dec. 15 from 1 - 3 p.m. to see how she creates art from driftwood.

Teer came up with the term ‘hobbitat’ in honour of her lifelong hobby in driftwood art, as well as JRR Tolkien’s famous book ‘The Hobbit’.

She started making the tiny villages as wedding gifts and before she knew it, she was shipping hobbitats to countries around the world.

Teer has been teaching hobbitat and driftwood art classes since 1998, and the trend has caught on around the Island.

“The timing was perfect,” she said.

The Driftwood Club of Campbell River was formed in 2001 after Teer’s classes grew more and more popular.

Today, the club is called the ‘Driftwood Divas of Campbell

River’.

They create not only driftwood art, but fine arts and crafts, and enjoy giving art for the purpose of fundraising.

Teer was born and raised in Nanaimo, but has lived in Campbell River since 1965.

She said the area’s natural beauty is her inspiration.

“There is no place more beautiful and conducive to art than Campbell River,” she said.

The Campbell River Art Gallery’s Christmas Arts and Crafts Market, sponsored by

Chan, Nowosad and Boates, Chartered Accountants, is open Monday to Saturday from 10 a.m. to 5 p.m. until Christmas Eve. The Market will also be open Sunday, Dec. 23 from 10 a.m. 5 p.m.

The Market features the work of dozens of artisans from Campbell River, Quadra Island, Cortes Island and other communities in the region.

The former chair of the Discovery Passage School Parent Advisory Council and her husband, who are charged with embezzling funds raised for the school, had their first court appearance Monday rescheduled.

Doug Marion, defence lawyer for Jessica Taylor, and James Hormoth, counsel for Neil Taylor, requested the couple’s court date be changed to Monday, Jan. 14 at 9 a.m.

The Taylors are each facing one count of fraud over $5,000 and one count of theft over $5,000 and are accused of stealing the money from the small school’s Parent Advisory Council (PAC) between Dec. 1, 2010 and Jan. 31, 2012.

Jessica served as chair of the small school’s Parent Advisory Council (PAC) during the 2011/12 school year and as treasurer in 2011 while Neil filled the role of treasurer in 2011/12.

Staff Sgt. Troy Beauregard of the Campbell River RCMP said police got involved in late January 2012 following a complaint from the PAC. A report was submitted to Crown counsel in May 2012 and the Taylors were charged on Nov. 9.

Jessica spearheaded a campaign to raise funds for a new playground for Discovery Passage after the school’s wooden climber was torn down by School District 72 because of safety concerns.

Jessica approached the Mirror in February 2011 looking for financial support from the community.

“We are asking for cash donations by any companies, local residents – anyone who is able to help us out,” she said earlier this year.

City staff attempted last week to start putting properties on the city’s brand-new Community Heritage Inventory without notifying the owners.

Michele Sirett, the city’s recreation and culture supervisor, brought forward a report to council with a list of 26 sites and objects around the city known to have heritage value or character.

While some of the sites, such as Big Rock, Pier Street, and the Big House at Robert Ostler Park are public areas, some are people’s homes and council questioned why city staff would not first approach the home owners.

Sirett said staff could “certainly do that but we’re not required to under the Local Government Act.�

Coun. Mary Storry replied that she thought it “might be nice to let them know.�

To which Sirett said “if they really don’t want it on the list, I’m sure there’s no problem in taking it off.�

Peewee Hurricanes Tripped Up The Campbell River Peewee Hurricanes were tripped up 4-1 by the Peninsula Eagles on Saturday, despite this effort by a Hurricanes forward (in red). The Hurricanes controlled play at times but could not find the back of the net. The eagles’ goalie made some timely saves and the girls missed some chances. The Eagles took a 1-0 lead after 1 period and stretched their lead 3-0 after 2 periods. The eagles extended their lead to 4-0 early in the third before the hurricanes found the back of the net for their only goal scored by Julianne Nelson assisted by Sydni Rose. The Hurricanes sit at 3 wins & 4 losses on the season. Next up for the Hurricanes is a home game against Cowichan Valley Capitals Sunday at 1:15 p.m. at Strathcona Gardens’ Rink 2.

Bantam Hurricanes roll over Cowichan

The Hurricane girls welcomed a quiet weekend after a last week’s whirlwind of games.

The team headed south to Duncan on Saturday to play Cowichan Valley. The Campbell River girls are no stranger to the Island Savings Arena

in Duncan as they have won consecutive Island Banners as Pee Wee’s there in 2011 and 2012.

In the first period the Hurricane forwards Carrissa Jochimski, Kate Johnson, Rylee Nelson, Callie Ann Massie, Frances Speck, Rebecca Manson and

Julia Mercer did a good job of getting under the skin of the opposing team. Although it was a scoreless opening period the Campbell River side dominated the play creating many scoring opportunities.

Late in the second period the lady Hur-

ricane’s finally put a tally up on the board when Manson scored an unassisted goal on a breakaway. This relaxed the team and the coaches somewhat and the team turned up their play a notch.

The coaches were mixing up the lines a bit in

Campbell River Judo Club sent out four Judoka to compete on behalf of Campbell River at the Canada West Invitational in Burnaby Dec. 1.

Three Campbell Riverites brought home medals: Anthony Henry with Gold; Wyatt Huggins with Silver and Haley Henry with Bronze, all within their respective divisions.

But one of whom brought home an experience not seen in over 30 years.

Retired from fighting 31 years ago, or so he thought, Bob Smythe re-entered competition placing fourth in his division. The whole tournament was exhilarating, stirring up memories of years gone by, but it was in his third match that he returned to the flow and grace of his youth. As Sensei Bob and his opponent struggled to gain control over each other, moving round and round the mat, it was only 28 seconds into the match when his opponent made his move and attempted an attack with a leg throw and without hesitation Sensei Bob countered with a foot sweep and down the opponent went and with that, the point was won and the match was over; exciting to see and even more exciting to do.

They raised the money at the company Christmas party on Dec. 8, where a new tradition was born: the annual Mainstream Canada Christmas Charity Auction. Dozens of prizes, from ski passes to slow cookers, were wrapped and bagged up and put on the auction table. But there was a catch — no one knew what they were bidding on!

The auction started to resemble an episode of “Storage Wars” as

the competition for potentially great prizes got fierce, and the bids got higher and higher.

By the time the last prize was gone, the auctioneers had collected an even $1,200 in cash for the Campbell River Food Bank, along with enough canned food to fill a truck (people could bid using cash or canned goods).

The auction was such a huge success it will l i ke ly b e c o m e a n annual Christmas tradition for Mainstream Canada.

Principal’s Message

As we are approaching winter break, I would like to thank students, staff, and parents for contributing to the Carihi community that we are all so proud to be part of. We have had an outstanding first term with many opportunities for our students to demonstrate their amazing talents and passions. Thank-you to all of the staff who have made these opportunities possible. We were faced with the task of transitioning 450 new students to our school and adding a new grade to our configuration and it is apparent that the work we have done to make this happen has given us positive results. Our new students have embraced the Carihi spirit and made amazing contributions to their new school.

Report cards were distributed through Parent Connect in November. We hope that parents have had a chance to discuss their child’s progress through Term 1 and discuss any concerns with teachers. I encourage all parents to stay connected with the school as we know that your involvement has a positive impact on student learning and social well-being. If you have any problems accessing Parent Connect, please contact the school and we can help you get set up. Paper copies of student reports are available upon request.

We are piloting a new program aimed at providing interventions for students who are struggling in one or more academic classes.

We have a team of staff dedicated to improving communication amongst our support staff, parents, and teachers with the goal of keeping students on track with an academic program designed to meet their needs. Our staff is working diligently at identifying students who will benefit from this program and providing supports and plans where necessary.

We also have a number of new courses and programs that are working towards our goal of increasing student engagement. We have students engaged in new courses such as Robotics, Astronomy, Guitar, Baseball, Sports Leadership, and our district Hockey Canada Skills Academy Program. We are excited to give students an opportunity to gain dual credit by offering English and Psychology at

North Island College beginning in January, as well as our Ace-It Carpentry program starting in 2nd semester. Thirty students will have the opportunity to take part in a new Forestry program next semester as well. We are extremely proud of the options we have for students to experience learning beyond our school walls and will continue to create new and exciting opportunities for students.

The month of November was also quite busy for students partaking in a number of events aimed at developing social responsibility and increased student engagement. We had presentations and workshops on cyberbullying, the dangers of drinking and driving, 21st Century Learning, Finding your “Spark”, and of course, an amazing student led Remembrance Day assembly. Combine these with numerous field trips to places such as the Comox Air Museum and other more local sites, and we see that our students have had many opportunities to understand and appreciate our local history and build their sense of community spirit.

Our student athletes have had an amazing fall season with 2 teams qualifying for the provincials and we look forward to a similarly successful winter season. Basketball and Wrestling are at the forefront and we have high hopes for our athletes to continue to push themselves and achieve personal bests while representing our school. Please come out and support our teams and express your gratitude to the commitment of our athletes as well as the dedication of our coaches. We also have to mention our Sport Leadership group for resurrecting our intramurals program and although the teacher’s team has taken home the first few trophies, it is amazing to see so many students participating at lunch. Similarly, our Fine Arts programs have been doing some amazing work. We have had a number of grade 9 drama performances, our Improv team is beginning their competitive season, student artwork is decorating our school, our music program is busy rehearsing, recording, and performing – these vibrant programs bring so much to our school!

Finally, I would like to congratulate the students who we have recognized on our Honour Roll for their outstanding academic performance in Term 1.

The Tyee Challenge Program

School District 72 International Programs is looking for host families. Students from overseas will be coming to our schools and they’d love to stay with a family.

We will have a variety of students coming to Campbell River from all over the world and staying for 2-10 months. Many students would prefer to stay in families with children, especially children their own age. We encourage all families, with or without children, to get involved. We provide training and lots of support!

Families are compensated $700 per month and are expected to provide: • a warm and welcoming home environment • a private bedroom • internet access • three healthy meals per day, plus snacks Interested? The Tyee Challenge Program had a busy month in November. One of the aspects of the course is volunteer service in the community.

Throughout the month, students in grade ten volunteered for the oyster River Enhancement Society, removed evasive species around Nunns Creek, as well as planted trees along Jubilee Parkway and Myrte Thompson Trail for Greenways Land Trust. The most rewarding community service, as stated by the students though was the work done at Ripple Rock School. Students served and cleaned up during a feast held at the school, as well as worked in small groups, while working with students of all grade levels.

Take Your Kid to Work Day Cole Houlihan, a grade 10 student from Carihi Secondary School, looks in the microscope during his work experience at the BC Centre for Aquatic Health Sciences lab in Campbell River. Cole took part in the Take Your Kid to Work day on Nov. 16 where grade 10 students from Carihi Secondary School and grade 9 students from Timberline Secondary School had an opportunity to go to work with their parents. In the above picture, Cole’s mom, Elan Downey, who works as a Marine Biologist / Assistant Researcher at the BC Centre for Aquatic Health Sciences lab, is showing her son samples using a microscope.

Ripple Rock Elementary School Mentoring Initiative This is a picture of the Carihi’s Tyee Challenge Program students with Mr. Hendrick Horsthuis, principal of Ripple Rock Elementary School, These students helped with the Ripple Rock School Feast on Nov. 15, 2012. The Tyee program, taught by Mr. Ray Wilson, is working with Ripple Rock Elementary School to do a “Mentoring Program”. Tyee program students have already started to do activities with the younger students in buddy reading/writing and all sorts of group work activities. As well, the mentorship will continue as the students from both schools will be involved in cleaning and building a trail around the perimeter of Ripple Rock’s field.

Carihi Peer Leadership Carihi’s Peer Leadership class has been actively working to support the school and our community. While planning school spirit activities like Halloween Costume Day, Carihi Colour Day, and the Twelve Days of Christmas, we have also organized events to help others. We have been presenting lessons to Phoenix Middle School students for the “Seeds of Resilience” program, and also spent time downtown handing out cookies for Random Acts of Kindness Week. With the help of our Carihi families, we have just wrapped up a coat drive and have collected 67 coats for White Hat Cleaners to distribute. Currently, we are making and selling AIDS Angels in support of AIDS relief and have just started our annual food drive for the Knights of Columbus Food Hampers. Carihi Peer Leadership wants to thank everyone who have supported our activities.

A century old tradition continues to improve lung health for all British Columbians The BC Lung Association once again launches its largest annual fundraiser: The Christmas Seal Campaign.

For over 100 years the arrival of Christmas Seals in mailboxes across Canada has been a cherished holiday tradition and has helped to raise muchneeded funds for vital lung health and air quality research, programs and initiatives across the province.

BC Lung Association Volunteer Director, Sharon Korol of Campbell River, encourages British Columbians to help the Christmas Seals Campaign by using Lung Association Christmas Seals on their Christmas cards – and donating generously to the cause.

“This year our goal for the Christmas Seals Campaign is to raise $1 million. With these funds, the Association will fund vital lung health research, education and advocacy for the one in five British Columbians living with lung disease. We urge British Columbians to give as much as they can this holiday season,” says Korol.

We want to get a puppy for our kids for Christmas, is this a good idea?

No.....it is not a good idea. Christmas is typically a crazy, hectic, chaotic time and definitely NOT the right time to bring a puppy into your household.

A better idea is to wait until after the holidays to add the puppy, instead wrap up a leash and collar, dish, treats, Cathy Merrithew books on selecting the right breed for your family and early puppy training, and let the kids know they can help choose the puppy once things quiet down. You want to be able to start your puppy off right by devoting the time and attention needed to housetraining - something that I would guarantee you won’t have during Christmas.

Find a positive reward based training class and make sure to sign puppy up as soon as possible. 8 weeks is not too early to begin the critical process of socialization and helping puppy learn it’s fun to experience new things! Make sure everyone in the family comes to class so you’re all on the same page as far as methods.

A recent media report on thermography claims that it was used as a screening test for breast cancer and that Health Canada has issued a statement that it is now illegal to advertise, sell or use these types of machines for this purpose.

How are you now advising patients?

Decide what you want out of the tank; a small tank with just a few fish or a larger tank that you can set up with “layers” of fish and a few “centrepiece” fish? Do you want a fully planted tank or one that’s easier with artificial plants? Once you decide on the Sarah Kirk size and intended type, then you need a level place for Owner it to go. When you get into any tank, buying the stand with the tank is a great base for the tank, BUT you still need it to be level. We have Fluval and Marina tanks and kits from 5 gallons up to 100 gallons in stock, many with matching stands!

First step in setting up is to wash your gravel with cool water and add it to the tank, fill the tank with water, plug in your heater, and decorate using wood, ornaments, fake or real plants etc. On the day of setup you want to remove all the chlorine from the water using Nutrafin Aquaplus, which not only removes chlorine and chloramines, but it neutralizes heavy metals. Then you start the tank “cycling” using Nutrafin Cycle. This adds a BIG boost of good bacteria to the tank so that it can process fish waste once fish are added. This is a 3 day process. After your 3d dose of Cycle, you can add your first fishes! It is important to go slow, not to add ALL the fish at the same time. Cycling your tank with Nutrafin CYCLE properly makes “New Tank Syndrome” less likely. Next month; Proper Tank Maintenance.

TUNE UP YOUR BODY! One of the easiest ways to minimize your risk of a knee sprain is to strengthen the muscles the muscles around the knee that act as shock absorbers and joint stabilizers. Appropriate quadricepsto-hamstring strength ratio and timing helps protect the knee by David Pechter, MScPT checking forward sliding of the Registered Physiotherapist tibia (shin bone), which can rupture the ACL. Female skiers are particularly vulnerable to ACL injuries compared to their male counterparts due to different quads-to-hamstring strength ratio and landing mechanics.

Two good pre-season exercises for skiers are: body-weight squats from 30-80º of knee flexion and walking backwards while maintaining a skiers crouch. Start with one-minute sets of each, and progress up to five-minute sets. College sees impressive employment stats Flying in the face of the prevailing economic doom-and-gloom narrative, Discovery Community College has reported that more than 95 per cent of its students are finding e m p l oy m e n t u p o n graduation.

Each year, Discovery Community College (DCC) is required to file an end-of-year placement report with the Private Career Training Institutes Agency. This year’s report, which came out earlier this month based on responses from 90 per cent of DCC grads, noted that an impressive 95.72 per cent of students found work upon graduation between May 2011 and April 2012. Ten of the college’s 22 career programs boasted 100 per cent employment.

“We’ re obviously thrilled with these results,” says DCC President Lois McNestry. “It shows that our training is effective and targeted to what employers are looking for. It also confirms that there are jobs out there if you

have the right training and expertise.”

Established in 1989, Discovery Community College is a private career college with six locations on Vancouver Island, including Campbell River. The college also has a campus in Maple Ridge and is opening a second Lower Mainland location in Surrey. With accelerated, career-

focused programs in health care, business administration, construction trades and web development, DCC focuses on providing hands-on training that prepares its graduates for real careers in today’s workplace.

“The economy can be a bit of a roller coaster,” acknowledges McNestry, “but I think much of our success

is because, as a private career college, we have a lot of flexibility in what courses we offer and when. If construction is strong, for example, we increase our enrolment in those programs. Healthcare courses look like they will be strong for the foreseeable future, so we ensure we have those classes and instructors available,

and we add more start dates and program options.”

While program availability can be a boon for prospective students, especially those who want to train locally, responses from students indicate other factors in the college’s high employment rate.

“Discovery Community College was always there when I needed them,” says Francisca Odhus-Jamisola, a recent grad from the Health Care Assistant (HCA) program. “I feel fully prepared to start my new career,” she adds, noting that the hands-on training she received allowed her to build relationships with local employers before she even graduated.

“We’re all incredibly proud of our graduates and how well they’re doing in their new careers,” says McNestry. “It really shows how well handson training can position you to excel in your chosen career.”
