The regular meeting of Greenwood City Council on Nov. 26 took nearly four hours to get through and by the time it was over some chinks in council solidarity had been given a very public face.

The meeting began with Councillor Barry Noll putting forward an addition to the agenda: a review of council appointments.

This issue was last looked at one year ago at council’s inaugural meeting.

Once the item came up on the agenda, Noll said he had two reasons for bringing it up.

The first is he is currently sitting on two committees that each meet on the third Thursday of the month. The second is that said he wanted to represent the city on the regional district for the next year. The regional district also meets on that same day.

However, Mayor Nipper Kettle said he had not come to the meeting that evening ready to make those appointments. He said he had tried to set up a meeting with council prior to the public council meeting, but was unable to because of conflicting schedules.

Kettle also reminded council last year it had passed a motion stating the regional district director position would be filled by the mayor.

“The mayor is the spokesperson for the community,” he said. “Last year I was appointed for a

Evelyn said a friend at a Village Missions Conference had taught her how to make them.

They are created from paper – between 24 and 28 weight – scrapbook stock or even wall paper. They are perfectly suited for small gifts such as chocolates, cookies, or handmade soaps. “A year ago, shortly after the election I expressed a desire to be a representative for the city at the regional district. My request at that time was dismissed without consideration.

“This is why I wanted to get together with council because I didn’t want this stuff aired at a public meeting,” said Kettle, who questioned whether Noll would be able to fill the commitment of the regional district seat.

Midway’s newest business – the Bored Room Bistro, owned

by Tom and RJ Lesher, will certainly make an impression on the entire West Boundary.

“The basic concept is to provide someplace for people to go to be able to get out of their homes and affordably sit down play some cards, play Monopoly, Scrabble, work on the community puzzle, and much more” explains RJ. “Get together with their family and friends. Make the mess here - we’ll clean it up.”

“We are open late nights – that’s our biggest pull,” says RJ. “We are open 11 to 11 Wednesday through Saturday and from 11 to 10 on Sundays.” For the time being they are closed on Monday and Tuesday, though those days are available to be booked for meetings and catering.

The new business also offers catering and – really working to fill a niche market – the Bored Room Bistro offers delivery service to Midway, Greenwood and Rock Creek from a varied menu of appetizers, soups, salads, panini’s, pizza, specialty coffees made fresh and mock tails plus the usual coffee and tea options, and of course homemade scrumptious desserts.

Everything is homemade – offering a wide variety of pies such has blueberry, pumpkin, cherry and RJ’s famous lemon meringue made from fresh squeezed lemons.

RJ has 16 years experience restructuring and consulting restaurants in daily operations and 32 in the industry specializing in Inventory Cost Controls for the hospitality industry.

Tom is a retired CSI Detective and enjoys working with RJ in the kitchen. They both have a passion for this industry that is refreshing, they truly care about you as a customer.

They offer crib on Wednesdays, Pirana poker on Thursdays, Fridays are geared up for families, Saturday is called the Midway Mingle, and they want to get something going with the seniors specifically on Sunday afternoons.

It’s beginning to feel like Christmas and I sincerely hope you all get to spend time with your friends and loved ones. I want to personally wish you all the best of health not only now but throughout the coming years. It has been a very busy year on council and we have seen a lot of good things happen, the “Gold Water”, the new Memorial Bench program is up and running and we have 2 new beautiful benches and garbage receptacles for our streets. The new water well has proved to be a great project and the flows will provide you with much more of the world’s best when it comes on line, and next year you will see plenty of work being done on the water lines in the city that will help address the leakage, unfortunately we were unable to get that started this year because of engineering and freezing issues. Work on the sports field grant will also start in spring but the standing committee is working through planning stages and other ideas. Thanks to our local organizers the events this year have really showed the Boundary that Greenwood may be old but we are a vibrant community. Share expense Congratulations to The Bridge Drop-In – celebrating a successful first anniversary of operation from their storefront in Midway.

Community non-profits such as The Bridge provide valuable outreach services at the community level. These organizations survive on limited budgets with volunteer labour.

The Bridge is actually the second attempt to get this type of operation going in the West Boundary. An earlier bid went by the name of Blessings Boutique.

Although Blessings failed, neither the need nor the interest in addressing it diminished.

Several people took a hard look at what lessons could be learned and out of that came a business plan that identified goals, structure and an outline of roles and responsibilities – and The Bridge was born.

Everything indicates that the provincial and federal governments are going to be focusing on balanced budgets and that is bad news for local communities. This means that the need for such services will only increase.

Those who have organized The Bridge have worked hard to ensure it is responsibly organized and run. In fact, many other groups would benefit from emulating their process.

One problem The Bridge has always faced is its need to meet some $6,500 in annual expenses – taxes, building maintenance and utilities. Repeated requests for a property tax exemption from Midway Council have been turned down.

Council has its reasons – for one thing they don’t want to set a precedent.

But perhaps what is needed isn’t a response from the Village of Midway alone.

Since residents from throughout the West Boundary benefit there ought to be a grant-in-aid of modest size shared by all three local governments – Greenwood, Area E and Midway.

It could conceivably be structured on the principal of matching dollars and subject to annual review.

Local elected officials should be encouraged to include this idea on their potential wish lists as they begin to plan their 2013 budgets over the next couple of months.

Fair board has worked very hard Editor, The Times: The board of directors for the Rock Creek and Boundary Fair Association has been working very hard to improve all issues that have come into question over the last several months.

Some of which are the amended bylaws being put into place and the completed Officers Handbook and Procedure Manual. They have a signed contract with the caretakers for 2013 and secured AIM for 2013. They have contracted an independent CGA to prepare our year-end, give a Notice to

Reader, pay our taxes, file our T4s and T2s and WCB as well as hired one of their in-house bookkeepers to perform the monthly bookkeeping. The board, along with Judy Harpur and Gail Bryan, has instituted new procedures for the gate which will give the fair a much more accurate attendance count as well as improve the control over the money coming in through the gate.

The hiring of Nathen and Alta Lenard as caretakers brought much to the fair such as needed repairs and improvements for both the grounds, facility rentals and fair weekend vendors. They managed to repair all broken plumbing and irrigation that was left damaged as

well as get the grounds back to pristine condition and the facilities sparkling clean. Along with the caretakers and volunteers, the board of directors put on one of the most successful fairs yet.

I wish that the community at large would see the amount of time and energy the board of directors has put into these new procedures to better the fair. We should all look at the positive things being done for this great community fair rather than focus on negative things that some so wish to insinuate and spread around.

B.C. Legislature sat only 44 days Editor, The Times: You cannot run a peanut stand if you are open just 44 days a year. Yet, that is all the time the B.C. legislature has sat this year. That is no way to run a government.

Just take a look at the HST. It was voted down in a referendum in August 2011, yet, because the B.C. legislature is not sitting, the Liberals under Christy Clark will not eliminate it until April 2013.

The HST drives up the costs for thousands of goods and services and families and small businesses are suffering as a result of this awful tax.

The Child Poverty Rate, according to Stats Canada, is the highest in Canada for six years in a row. It has been eroded by eleven years of N.C. liberal Government, first under Gordon Campbell and now Christy Clark.

That is no way to run a government.

The environment is under constant attack, with Clark supporting oil tankers

on our coast, pipelines across our wilderness and promoting fish farms over preserving wild salmon.

That is no way to run a government.

B.C. has now had four consecutive deficits in a row, including the biggest deficits this province has ever seen. When this Liberal government took power in 2001, they pledged to “outlaw” red ink from the province’s books forever. They cannot be trusted, even to run a peanut stand.

That is no way to run a government.

Let’s stand together against violence Editor, The Times: Every year on December 6 Canadians wear white ribbons and observe a minute of silence to show their support for ending violence against women. The occasion, informally known as White Ribbon Day, marks the anniversary of the 1989 École Polytechnique Massacre, in which fourteen women were singled out for their gender and murdered.

While Canada has made important progress since that tragic day, we have a long way to go. In rates that are far higher than men, too many women continue to experience physical, psychological and sexual abuse.

These are no easy solutions to these

complex issues, but Parliament will soon have a chance to take practical action on one part of the problem—cyberbullying.

Cyberbullying is a powerful, relentless and insidious tool used by children and adults alike. There is no escape, no respite. Cyber-bullying follows you worldwide and over your lifetime, even after death, ruining careers and reputations as adults. As one cyber-bullied young student told me: “you have no place to run, no way to hide. Everyone knows. You feel trapped and cornered forever. Your life is ruined!”

Bullying by spreading false messages, criminal harassment and defamatory libel is already covered under the Criminal Code if it is done using print, telephone, television or radio—but not on the Internet. I have a bill to correct that

and extend protection to electronic media, a long overdue step. It will remove the anonymity that currently shields those who use the Internet to do so by requiring disclosure from ISPs. Our children need this protection.

Yet most of the Conservative Party shockingly voted against this bill at second reading. Parliamentarians should be working together to strengthen action on bullying, not trying to stop it.

Please tell the Conservatives to vote for Bill C-273 when it comes back to the House and take a small, but important, step against the cyberbullying of our children. By doing so they will also be honouring the spirit of White Ribbon Day and helping protect women.

Medi-van flips, sends three to hospital Midway RCMP Corporal Kevin Christensen reports that on Friday, Nov. 23 there was a single vehicle accident approximately two kilometres north of Carmi on Highway 33 involving a Medi-Van. Christensen said the van was heading south on Highway 33 when it lost control going around a corner and went into the ditch flipping on its side. Two Medi-Van employees and the patient they were transporting were taken to Kelowna hospital with minor injuries. Icy/slushy roads were a factor in the accident Christensen said.

*** Midway RCMP with the assistance of South Okanagan RCMP conducted a high-risk vehicle stop on Highway 3 near Bridesville on Sunday, Nov. 25 at approximately 4:20 in the afternoon.

Midway RCMP had spotted a vehicle believed to have been involved in a robbery and home invasion in the New Denver area.

According to Christensen four male suspects were taken into custody and, during a subsequent search of the vehicle, po-

lice found a handgun, pellet handgun, and other weapons. Charges have been laid against two of the males who are from the Lower Mainland. *** Last Saturday, Dec. 1 Midway RCMP were called out to a single vehicle roll over involving a Telus truck on Highway 3 approximately one kilometre west of Rock Creek on the sharp switch back curve.

There were no reports of injuries in the accident. According to police it appears that the driver took the corner too fast and

struck the concrete barrier and flipped the vehicle on its roof. The driver was issued a violation ticket for driving too fast for conditions. *** On Sunday, Dec. 2 police received a complaint that a dog had been stolen from Beaverdell. The dog is described as a tenmonth old purebred Malamute puppy black and white in colour. AGM marks chamber’s second year A luncheon at gallery 2 in Grand Forks was the venue for the annual general meeting of the Boundary Country Regional Chamber of Commerce (BCRCC) last Tuesday, Nov. 27.

Guests included Minister of State for Seniors Ralph Sultan and MLA John Slater, with BC Chamber of Commerce President/CEO John Winter on hand to deliver the keynote address announcing the BC Agenda for Shared Prosperity, a joint project of the Chamber of Commerce and the Business Council of British Columbia.

“This marks the chamber’s second year of operation,” BCRCC President Todd Benson told the meeting. He reported that

the regional chamber now has 160 members and an operating budget of $87,000.

Reelected to the board were Wendy Darbyshire representing Zone 1 – Christina Lake and Pru Zerny representing Zone 5 - Rock Creek.

New Arts Teacher

This year we have a new teacher, Mrs. Sarah Tripp, who is working in the Arts department. Currently, she is teaching Drama and Music, English 8 and Life Skills Art. The Drama and Music classes are working on the Christmas performance of Grease that they will be performing on December 13, 17, 18, 19.

When Mrs. Tripp was in high school in Victoria, she was torn between art and the performing arts. She decided to follow art. While she was doing her undergraduate degree, she was participating in opera choir outside of her studies. Realizing that she was more drawn to music, she switched her degree and went to Calgary to study in an opera program, which then led her to singing in England.

After performing for a few years, she felt she needed more stability and wanted to pass on her knowledge of the arts. It was important for her to do this in a rural area, to give not only the students but also the community something they wouldn’t necessarily be able to access. Mrs. Tripp had already known about this area and fell in love with its beauty. Thus, she made it her goal to get a job in the Boundary area.

One of the main things Mrs. Tripp is looking forward to this semester is Mrs. Tripp, left, with some of the cast of Grease the Grease production. She has the honour of directing students’ acting, singing, music and dancing. Along with this, she looks forward to sustaining a certain amount of consistency in the Arts program at Boundary Central. She is looking forward to getting to know the students and what they are more interested in (like acting or music), so she can decide what she will do in the future.

For now, however, she is immersed in the producing of an amazing musical that promises to be an excellent production. Good luck, Mrs. Tripp and we look forward to watching the play.

All the Way in Japan

A student from Boundary Central has found herself on quite the adventure. For several months, Callie Williamson has been in Japan as a foreign exchange student. She was given this opportunity through the Rotary Club, which gave her the chance to go to another country, meet new people, and have new experiences.

Callie first became familiar with Rotary through her grandmother who used to be a Rotarian in Grand Forks.

Callie was informed about the opportunity to live in another country in the summer of 2011 and thought it would be worthwhile to at least apply for such an adventure. It was to her delight she was selected to become an exchange student.

Though Callie goes to an international school in Japan she says it is still a challenge because most foreign exchange students are not able to communicate with their fellow students. For this reason, an exchange student may sit day after day in a classroom full of students yet still feel alone.

Emotionally, it can be very challenging.

For students who would be interested in Rotary, Callie suggests to go to the group’s website and to make sure that your local Rotary does the student exchange (because there may be some Rotary clubs that do not).

Callie had only been in Japan for about two months so she cannot give too much advice but she does say it is important to keep one’s “chin up”. It can get really difficult, like students not wanting to go to school or talk to anyone, but it does get better.

So far, Callie is enjoying the excitement of this experience and going to a new country where she needs to learn another language to survive. We all miss her terribly at Boundary Central but we are glad that she is enjoying herself.

Clubs are busy at BCSS

SPIRIT CLUB Spirit Club sponsored a warm and cozy day on November 29, with students and staff wearing “comfy” clothes, like pajamas, slippers, bathrobes, and other assorted casual wear. Many students also brought teddy bears, pillows and anything else they could find so they could be “warm and cozy” on a very rainy day.

Later that evening, club members went around Midway, knocking on doors and collecting items for our annual food drive. All non-perishable items collected will be donated to the Boundary Lions Club, a club that works hard to ensure those families encountering economic difficulties are still able to have a happy holiday season. After collecting food, the club members enjoyed a night of fun activities, including pizza and movies, to wrap up their evening.

Also, please don’t forget that a silent auction and a quilt raffle will be held during the production of Grease. Please help support Spirit Club so we can continue to help make our school a happier place for all.

STUDENT COUNCIL Helping everyone get into the Christmas spirit, Student Council sponsored a dance on Wednesday, December 5. Students had a great time, dancing and hanging out with their friends. Students were encouraged to bring non-perishable items for the Lions Club. Everyone bringing an item was entered in a draw to win a coveted BCSS Yearbook. The winner will be announced in the next issue. Thanks to all the teachers who helped chaperone this event.

Door decorating will begin next week in Block B. Supplies for the decorating will be handed out on December 10 and decorating must be completed by December 13. The winning class will receive a pizza lunch, courtesy of Student Council. Good luck to all participants.

Finally, candy grams go on sale next week in the Commons. Show your holiday spirit by sending your friends or that “special someone” a candy gram.

The Bridge Drop-in began on the first Monday of December 2011 at its location in the old church on Eighth Avenue in Midway, at the time it was open only one day each month.

The primary goal is to create a non-threatening community to build skills needed for functioning in greater society. “Often isolation is the biggest hindrance in difficult situations, preventing a bridge between those that would like to help and those that need the help. This drop-in is meant to be that bridge.”

They are open from 10 a.m. to 2 p.m. on the first and third Monday of each month. Sorting days are usually scheduled on alternate Mondays.

She explained that the King of Kings board oversees the operation.

There is a hot soup lunch available and Delmer Heppner’s fresh homemade cinnamon rolls from their certified kitchen.

Donations are welcome. Clothing items are only a quarter apiece or a dollar a bag; other items are $1 each.

Freeman said they have well over 30 volunteers now – many hands make light work - from janitors to someone getting wood to another who drive the unused clothing donations to Kelowna, etc.

“Please drop by to say hello,” said Freeman.

“Both my grandma and my mom said I was in charge of making all their bread,” said Delmer Heppner, who makes cinnamon buns on the first Monday of each month.

New CT scanner for hospital A new state-of-the-art CT (computed tomography) Scanner will improve diagnostic support for services provided at Kootenay Boundary Regional Hospital in Trail.

The new scanner is a 64-slice GE Optima 660 and replaces the older 32-slice scanner at KBRH that is now requiring regular, ongoing maintenance and is in need of replacement.

The new scanner has twice as many detector rows (64 versus 32) as the old unit. That means that it can either scan the same region twice as

quickly, or with more detail. The system’s advanced computer and software processing also improves the scan speed, while at the same time lowering radiation dose. In addition, this is GE’s first scanner designed with a “green” philosophy.

It is built to have more recyclable components, takes less power, and requires less cooling than the older scanners.

Interior Health expects the new CT Scanner will be delivered in December and anticipates the unit will be fully operational by January.
