no parking Ladner parking issue reaches breaking point for some business owners AdriAn Macnair reporter
S
tanding in front of the Boot and Sombrero Smokehouse in Ladner, owner Brad Herauf looks at a line of vehicles in the scant parking spots available. Looking back inside his restaurant, not a soul is to be found, even though it's almost lunchtime. Herauf blames the lack of business on the parking problem in Ladner, a problem so dire he's considering doing something many restaurant owners might consider radical: closing down during lunch. The rumour Herauf may close down for lunch was so rampant that it was raised as a point of discussion at the last Ladner Business Association meeting. "It's been a point of discussion for five years," scoffs Herauf, adding nothing's been done to fix it. Herauf says he doesn't have a problem with shoppers who park and visit the stores in the area. It's the office workers and shop owners who get to work in the morning, parking their car in the twohour parking stalls, and stay there for eight hours or more. "It's been bad for the six years we've been here," he says. "But in the past six months it's just gotten ridiculous." The problem really comes down to one of enforcement. There is none. "Obviously, signs saying two hour parking or one hour parking are useless," says LBA president Brad Cooper, adding that installing parking meters comes
with a capital cost. Business owners at the last LBA meeting discussed whether there was a budget to have somebody do full-time parking enforcement, but enthusiasm for such a plan is mixed. "I've talked to the police and they say it's not their jurisdiction," says Herauf. "And I've talked to the bylaw guys and they said they're not ticketing cars because they're trying to figure out what to do." The paradox faced by business owners is that they want enforcement to keep parking spots open for customers, but they don't want to begin enforcement for fear they'll scare away customers. Vancouver made $42.5 million last year with parking meters throughout the city, but as has been pointed out by the LBA, there are capital costs to installing meters. And meters come with their own risk to business owners who fear it may keep customers away. A parking review of Ladner Village conducted nearly a decade ago found the ratio of 3.3 stalls per 1,000 square feet of retail and office space—1,055 spaces— was sufficient. A consultation conducted by Colliers International released in January 2011 found that the issue with finding parking in the historic core is one of inefficient use rather than capacity. The consultants said problems arise from the extensive use of on-street parking by staff who park their vehicles all day in stalls that could be used conveniently by potential customers for a few hours. "I really wish the Ladner Business

"If the question in Ladner downtown is all the employees are taking up the street parking, maybe they should be looking at something a little different for their employees." Jackson said it's not really up to council to make any decisions on parking without proper consultation with business owners. Building a parkade has been suggested in the past and Jackson said she would not oppose it unless it ruined the flavour of the village. "The problem with Ladner is you can't build much underground because of the water table." Jackson suggested a shuttle bus in the
village might also help encourage visitors to Ladner without worrying about parking. Herauf says it's difficult to estimate how much the lack of parking costs him in lost business. On sunny days he does better than rainy days where people aren't inclined to walk around the village and grab a bite to eat. He says he's taking his time deciding whether to cut out lunch because once he does it will be difficult to restore the hour after word spreads. "I don't know if the damage has already been done, where people don't come down to the village anymore because they know there's no parking." adrian@southdeltaleader.com

A fugitive hiding in Australia was deported to Canada last week. Jamieson Glendinning, a former tsawwassen resident, is currently facing a number of charges including indecent assault, gross indecency, sexual assault, and failing to attend court. the charges allege incidents involving multiple victims, both male and female, ranging in age from elementary to secondary school students that took place between 1969 and 1990. in June, a warrant was issued for his arrest after he failed to attend court in Surrey. He was found in Sydney, Australia last month. on Friday (nov. 9), Glendinning was escorted back to Vancouver by Australian authorities and turned over to delta police. His next scheduled court hearing is nov. 20 at Surrey provincial Court. —Staff writer

$100k donation to nursing education Second donation by Al Holinger to Delta Hospital Foundation Ladner resident Al Holinger has made another significant contribution to the Delta Hospital Foundation. On Nov. 13 (Tuesday), Holinger presented a cheque for $100,000 towards clinical nursing education at a ceremony in the hospital's Courtyard Cafe. His desire to support nursing education sprung from the excellent care his late friend Joan Rumsey received while she lived in the hospital’s adjacent residential care facility, Mountain View Manor, and the care he receives living there today, the foundation stated in a media release. “We are grateful for the generos-
ity and are inspired by Al’s commitment to education and the health of this community”, said Dan Schatt, Clinical Nurse Educator for Delta Hospital’s Emergency Department. “Health care has drastically changed in the last 20 years, and Al’s gift will ensure that our nursing staff will have access to the best and most innovative education tools”. For Lynn Hart, knowledge is a powerful tool. The retired nurse and diabetes educator says it's the best weapon against a disease that affects millions of people across the globe. "I think it's important for people to know it's a pandemic," says Hart. According to the Canadian Diabetes Association, more than nine Adrian MacNair million Canadians live with diabetes or the preconditions that lead to the disease, costing the Canadian healthcare syst e m ro u g h l y $11.7 billion. The toll on the economy in lost productivity may be even higher. "Because we're so busy in our lifestyle, we go out to eat," explains Hart. That, combined with an aging population, rising obesity rates, sedentary lifestyle, and increase in new Canadians who are at a higher risk of developing Type II diabetes, means even more people are
likely to be diagnosed in the coming years. Type II diabetes is a disease in which your pancreas does not produce enough insulin, a hormone that helps your body control sugar levels in your blood. Over time, high blood sugar levels can lead to blindness, heart disease, kidney problems, nerve damage, and erectile dysfunction. When Shaughnessy Hospital was closed, funding was redirected to community hospitals and programs. Hart began working as a diabetes educator at Delta Hospital in 1994. Previous to the clinic opening, people with diabetes were referred to an education program in Vancouver. "When I reflect back, I realize that this was the best job I've ever had," says Hart. "It's all about the wonderful people I met... giving information and helping people to self-manage diabetes on their own was very rewarding." Ways to manage or prevent diabetes include not smoking, creating and following a balanced meal plan, being physically active, maintaining a healthy body weight, and taking prescribed medication. Most transit fares in Metro Vancouver will rise at least 10 per cent in January as TransLink moves to wring more cash out of riders. A n d m o nt h ly pa ss holders and West Coast Express users will pay 12.5 per cent more than they do now. The fare increase will generate an estimated $32 million for the transportation authority and the impact depends on what type of ticket or pass is bought. Cash fares will rise Jan. 1 from $2.50 to $2.75 to travel one zone, from $3.75 to $4 for two zones and from $5 to $5.50 for three zones. The one-zone con-

TransLink spokesman Drew Snider was unable to provide estimates of how much transit demand might be dampened by higher fares. "We're actually seeing transit demand grow substantially each year," he said, adding it was a "difficult choice" to increase fares. Fares generate one third of TransLink's revenue, with most of the rest coming through property tax and fuel tax. TransLink wanted to raise fares even higher – by about 12.5 per cent overall – but the portion of the proposed increase beyond the rate of inflation was rejected by

TransLink Commissioner Martin Crilly last spring. One zone rates apply on transit no matter how far a passenger travels after 6:30 p.m. and on weekends and holidays. This may be the last year that conventional tickets and passes are issued. TransLink will introduce its Compass smart card in late 2013, which is to become the new method of payment in the system. Snider said the Compass card will mirror the existing fare structure when it rolls out, adding there are no immediate plans for a restructuring that might eventually see TransLink eliminate its current zones in favour of more precise distancebased fares.

Road tolls could save translink transit riders collectively groaned this week as translink announced a 10 percent fare hike for passengers in Metro Vancouver beginning Jan. 1, 2013. the new fares will see $2.75, $4 and $5.50 for zones one, two, and three, respectively. that means the return-trip cost of taking the Skytrain from Surrey to Vancouver just increased by $260 a year (fare saver cards not included). there are a number of reasons for riders to be frustrated with fare hikes, particularly those on fixed or low incomes. translink has acknowledged part of the problem is lost revenue from fare evasion. the public company estimates that costs them about $18 million a year, leading to a decision in 2010 to spend $171 million in fare gates at Skytrain stations. that means the fare gates will have to be operational for a full decade before the capital investment breaks even. translink receives income from fares, property taxes, gas taxes, bridge tolls, and the province. Despite a provincial performance audit completed in october that showed $41 million in savings, the latest numbers from the 2013 base plan show a projected funding gap of $472 million from 2013 to 2015. translink analysts came up with a list of 10 possible funding solutions in February, including more fuel taxes, a regional carbon tax, road tolls, and other vehicle levies. the fairest possible solution has to be road tolls. Anybody who has driven in South Delta during rush hour knows that we've reached a point of traffic capacity, and road tolls would put more people into buses. Pay-per-use road tolls is something that's made in sense on U.S. highways for years, and works to fund road improvements without hitting up taxpayers. Road tolls would have to be implemented in tandem with better transit services, however, as it would be senseless to incentivize an unreliable option. Drivers who make the choice to live in Surrey and commute to Richmond should be paying a toll for their usage of Delta's infrastructure. the proceeds of those tolls should go to help develop local, affordable transit choices. —South Delta Leader

South Delta remembers
The community gathered with the Royal Canadian Legion Branch 61 at Memorial Park in Ladner Nov. 11 (Sunday) to remember the men and women who have served and continue to serve Canada in times of war and conflict zones. A parade marched from the Legion to the cenotaph in Memorial Park, where people of all ages gathered for a moment of silence and lay wreaths at the base of the cenotaph (such as Delta Police Chief JIm Cessford, top photo). I
t's that time of the year again, when fuzzy caterpillars crawl upon the upper lips of men everywhere, to the mixed horror and delight of all. The purpose? To raise awareness and money for prostate cancer, a disease that affects an estimated one in seven men in their lifetimes. Perhaps it's because the mustache has gone out of style among today's fresh-faced generation of razor enthusiasts, but "Movember" gives men the opportunity to try their hand at facial hair, while showing support for a popular cause. James Sandberg, a police officer with the Delta Police Criminal Investigations Branch, says he knows many people who are growing out their "mo's". "I put the challenge out to everybody, saying hey let's put this together, it's a good cause, it's kind of a fun cause at the same time that could create a little competition and camaraderie within the office." Sandberg soon learned other departments were doing the same thing. Each person has a different reason for growing their mo. For Sandberg, it's something that hits close to him. "My family's been affected by cancer on a personal level," he says, adding his father-in-law is in remission for prostate cancer, something that surprised everyone because frequent previous checkups found nothing. "It went from nothing to extreme in very little time." Although his 'mo is growing to a respectable size, Sandberg looks for-
ward to the day he can shave it off. "I'm not going to trim it or anything and at the end of the month I'm going to have the Lanny MacDonald happening." The boys at Delta Fire/Rescue are also mo-ing it up, says firefighter Derek Christiansen. "There are male health issues that have to be made aware of and that's why the guys are doing it," he explains. Some of the guys in the department get a free pass because they already have full-time mo's, laughs Christiansen. There were others who actually started early because they don't have the mo-jo to grow it fast enough in just one month. "Guys like to laugh at themselves every now and then," says Christiansen. "Especially us as firefighters. We enjoy laughing at each other." Not everybody has the growth strategy to make a go of their mo. There's the Chevron, a thick and wide mustache common among State Trooper stereotypes. There's the Dali, which is narrow with long points bent or curved steeply upward, named for the famous artist. For the truly brave, there's the fu manchu, a horseshoeshaped mo that takes a level of commitment beyond the month of November. Dave McLellan, coach for the Delta Ice Hawks says the team began participating in Movember back in 2010 when they wore a prostate cancer patch on their jerseys. Although several players are already sporting their furry upper lips, they usually wait to snap a team photo near the end of the month and posts it on their website.
"We've got some young players where that's a challenge," laughs McLellan, pointing out junior hockey players can range in age from 16 to 20. "Our players are having a lot of fun with it, I can tell you that. They all try and grow out the biggest mustache." McLellan enjoys participating but he keeps the mo under control because of his job as a real estate agent. The corporate world has also jumped into the spirit of the moment. The entire male executive of Santevia Water Systems in Ladner are growing their mustaches, with proceeds going to a good cause. "This isn't just lip service," says Bruno Hoffman, director of business development. "We give a huge percentage of our company revenues each year to giving back." The four core values of Santevia are to treat people honourably, trustworthiness, health promotion, and giving back. It's the latter value that Hoffman says was the motivation for participating in the Movember campaign. Santevia has been bundling a few of their products together with a portion of the sales going to the Vancouver Prostate Centre. But it's not as easy as simply donating money, says Hoffman. "We all had to not just talk the talk, we had to walk the walk." Their female coworkers have put on fake ones for moral support, but in return they expect the men to wear pink bras in support of breast cancer awareness month next year, joked Bruno. Hospital Auxiliary food drive at new holiday store

The Delta Hospital Auxiliary is already in the holiday spirit with plans to host a customer appreciation day at its new Christmas store tomorrow (Nov. 17). “We are very excited to open our new location, which is right beside our current thrift shop (on Delta St.),” said Elaine Canning of the Delta Hospital Auxiliary in a media release. “It’s such a special time of year, and we want to share it with the people who have supported us all year long.” As part of the celebration, the Auxiliary asks customers to bring a nonperishable food donation for the Deltassist Christmas Hamper program. Deltassist partners with several local service clubs to run the hamper program. Last year, 675 families received hampers throughout the community. “The members of the service clubs that distribute the hampers tell us many people would have nothing to eat at Christmas without a hamper,” said Barb Westlake, Deltassist Christmas programs coordinator. “It’s thanks to the Hospital Auxiliary, schools and other local organizations running collection events that we can help make Christmas a little brighter for as many people as we do.” As a ‘thank you’ for donating, the Bean Queens will be handing out free cups of VanHoutte’s finest coffee. The event will run at the Christmas Store (4830 Delta Street) from 10 a.m. to 3 p.m. Delta Hospital Auxiliary is a non-profit, volunteer based organization dedicated to improving the care and comfort of the patients of Delta Hospital and the Mountain View Manor. t's that time of the year again, when fuzzy caterpillars crawl upon the upper lips of men everywhere, to the mixed horror and delight of all. The purpose? To raise awareness and money for prostate cancer, a disease that affects an estimated one in seven men in their lifetimes. Perhaps it's because the mustache has gone out of style among today's fresh-faced generation of razor enthusiasts, but "Movember" gives men the opportunity to try their hand at facial hair, while showing support for a popular cause. James Sandberg, a police officer with the Delta Police Criminal Investigations Branch, says he knows many people who are growing out their "mo's". "I put the challenge out to everybody, saying hey let's put this together, it's a good cause, it's kind of a fun cause at the same time that could create a little competition and camaraderie within the office." Sandberg soon learned other departments were doing the same thing. Each person has a different reason for growing their mo. For Sandberg, it's something that hits close to him. "My family's been affected by cancer on a personal level," he says, adding his father-in-law is in remission for prostate cancer, something that surprised everyone because frequent previous checkups found nothing. "It went from nothing to extreme in very little time." Although his 'mo is growing to a respectable size, Sandberg looks for-
ward to the day he can shave it off. "I'm not going to trim it or anything and at the end of the month I'm going to have the Lanny MacDonald happening." The boys at Delta Fire/Rescue are also mo-ing it up, says firefighter Derek Christiansen. "There are male health issues that have to be made aware of and that's why the guys are doing it," he explains. Some of the guys in the department get a free pass because they already have full-time mo's, laughs Christiansen. There were others who actually started early because they don't have the mo-jo to grow it fast enough in just one month. "Guys like to laugh at themselves every now and then," says Christiansen. "Especially us as firefighters. We enjoy laughing at each other." Not everybody has the growth strategy to make a go of their mo. There's the Chevron, a thick and wide mustache common among State Trooper stereotypes. There's the Dali, which is narrow with long points bent or curved steeply upward, named for the famous artist. For the truly brave, there's the fu manchu, a horseshoeshaped mo that takes a level of commitment beyond the month of November. Dave McLellan, coach for the Delta Ice Hawks says the team began participating in Movember back in 2010 when they wore a prostate cancer patch on their jerseys. Although several players are already sporting their furry upper lips, they usually wait to snap a team photo near the end of the month and posts it on their website.
"We've got some young players where that's a challenge," laughs McLellan, pointing out junior hockey players can range in age from 16 to 20. "Our players are having a lot of fun with it, I can tell you that. They all try and grow out the biggest mustache." McLellan enjoys participating but he keeps the mo under control because of his job as a real estate agent. The corporate world has also jumped into the spirit of the moment. The entire male executive of Santevia Water Systems in Ladner are growing their mustaches, with proceeds going to a good cause. "This isn't just lip service," says Bruno Hoffman, director of business development. "We give a huge percentage of our company revenues each year to giving back." The four core values of Santevia are to treat people honourably, trustworthiness, health promotion, and giving back. It's the latter value that Hoffman says was the motivation for participating in the Movember campaign. Santevia has been bundling a few of their products together with a portion of the sales going to the Vancouver Prostate Centre. But it's not as easy as simply donating money, says Hoffman. "We all had to not just talk the talk, we had to walk the walk." Their female coworkers have put on fake ones for moral support, but in return they expect the men to wear pink bras in support of breast cancer awareness month next year, joked Bruno. Hospital Auxiliary food drive at new holiday store

The Delta Hospital Auxiliary is already in the holiday spirit with plans to host a customer appreciation day at its new Christmas store tomorrow (Nov. 17). “We are very excited to open our new location, which is right beside our current thrift shop (on Delta St.),” said Elaine Canning of the Delta Hospital Auxiliary in a media release. “It’s such a special time of year, and we want to share it with the people who have supported us all year long.” As part of the celebration, the Auxiliary asks customers to bring a nonperishable food donation for the Deltassist Christmas Hamper program. Deltassist partners with several local service clubs to run the hamper program. Last year, 675 families received hampers throughout the community. “The members of the service clubs that distribute the hampers tell us many people would have nothing to eat at Christmas without a hamper,” said Barb Westlake, Deltassist Christmas programs coordinator. “It’s thanks to the Hospital Auxiliary, schools and other local organizations running collection events that we can help make Christmas a little brighter for as many people as we do.” As a ‘thank you’ for donating, the Bean Queens will be handing out free cups of VanHoutte’s finest coffee. The event will run at the Christmas Store (4830 Delta Street) from 10 a.m. to 3 p.m. Delta Hospital Auxiliary is a non-profit, volunteer based organization dedicated to improving the care and comfort of the patients of Delta Hospital and the Mountain View Manor. One man's junk might just be another's treasure. Tsawwassen entrepreneurs Scott Foran and Barry Hartman are finding that to be the case as their junk removal business has been nominated for Small Business BC's Successful You Awards for the second year in a row. Foran and Hartman, South Delta Secondary grads who were featured in the Leader's 30 under 30 this year, are up for an award in the Best Community Impact category for their business 505-Junk. "A lot of people have been talking about it as a young entrepreneurial success story," says Hartman, who started the business with Foran in May 2011. There's a lot of demand for junk removal in the Lower Mainland but many of the providers are unlicensed and uninsured people just moving stuff out of their trucks, explains Hartman. The trash they pick up is largely recycled through the myriad of depots located throughout the Lower Mainland. Drywall recycling goes to New Westminster; eco-waste to Richmond; wood products go to Delta and get turned into bark mulch. And anything with 50 per cent metal is taken to a recycling depot on Mitchell Island. But the business isn't just about removing unwanted trash. They've been working with the Salvation Army to store salvageable items that the charity might be able to sell in its store. "It's one extra step of recycling, giving back to those people who need it," says Hartman. They also work with South Delta Hospice to remove unwanted items left by people. These include broken microwaves, cracked mirrors, and other forms of "junk" the hospice can't possibly use. Looking to the future, the entrepreneurs want to perfect their system first before franchising out to other regions. The most important thing a home owner could do is ensure their wood-burning fireplace is swept, cleaned and have a visual inspection yearly to ensure there are not any blockages, creosote build-up or deficiencies that could increase the risk of chimney fires. Having proper hearth extensions in front of the fireplace along with a spark screen that properly covers or closes will ensure that embers stay inside the firebox. Also, a good set of hearth tools and grate will allow safe addition or adjustment of logs while burning. Responsible wood-burning should include using only properly dried wood and not burning paper, garbage, overly wet wood, or treated wood as these items can increase the build-up of creosote in the chimney, deteriorate the firebrick and flue liner, plus add unpleasant pollutants and smoke in the air. Finally, please make sure that you dispose of the ash in a manner that is safe too. Hot embers can re-ignite if proper measures are not taken. UDI hands out Awards for Excellence
ParkLane honoured for River District The Urban Development Institute – Pacific Region hosted its biennial Awards for Excellence last month, which recognized amazing development projects from across British Columbia. And with the workforce aging – the average age of a Registered Psychiatric Nurse in BC is 47 years – the number of retirees from the profession is exceeding the number of graduates. Entry-level earnings start at $30.79/hour to $40.42/hour. Train Locally – The only program of its kind in BC, students can learn within their local communities via distance education, local and/or regional clinical placements, and some regional classroom delivery. This 23 month program is accredited by the College of Registered Psychiatric Nurses of BC (CRPNBC).
