United Nations group condemns ocean fertilization project on Haida Gwaii

HAIDA GWAII - A United Nations group has condemned the ocean fertilization off the coast of Haida Gwaii carried out this summer.

The condemnation came in the form of a formal statement by the International Maritime Organization, who met in London from Oct. 29 to Nov. 2, and contains some strong wording aimed at the proponents.

“The Parties to the London Convention and London Protocol (LC/LP) express grave

concern regarding the deliberate ocean fertilization activity that was recently reported to have been carried out in July of 2012 in waters off the Canadian west coast. This activity, reportedly conducted by the Haida Salmon Restoration Corporation, involved the deliberate introduction into surface waters of 100 metric tonnes of iron sulfate... Ocean fertilization has the potential to have widespread, long-lasting, and severe impacts on the marine environment, with implications for human health,” read the Nov. 2 statement released by the

group. “[The parties] reiterate, as agreed in 2008, that ocean fertilization activities, other than legitimate scientific research, should not be allowed... legitimate scientific research is defined as those proposals that have been assessed and found acceptable under the 2010 ‘Assessment Framework for Scientific Research Involving Ocean Fertilization’. The 2010 Assessment Framework should be used to determine, with utmost caution, whether a proposed ocean fertilization activity constitutes legitimate scientific research or

is contrary to the aims of the Protocol or Convention. The Parties re-emphasize that the consultation, notification and reporting provisions of the Assessment Framework are integral to the assessment of any proposed ocean fertilization activity, and that economic interests should not influence the design, conduct and/ or outcomes of any proposed ocean fertilization activity.”

The ocean fertilization was carried out with $2 million in backing from Old Massett council and was designed to help reinvigorate salmon stocks off of Haida Gwaii.

Terrace sawmill notes first production day on Nov. 5

TERRACE - A full crew of Terrace workers showed up for shift Nov. 5 as Skeena Sawmills swung into full operation.

The sawmill, which prior to this summer hadn’t cut a log since 2007, now employs 50 local workers and is expected to hire more according to mill officials.

After a lumber-making test period this summer, the sawmill has secured enough buyers for its lumber to operate from 7 a.m. until 3:30 p.m.

“That means employment for the people in Terrace first and foremost,” said Gian Sandhu, spokesman for Roc Holdings Ltd., the company which owns the mill. “And it means that there’s going to be some wood produced and we’re going to look forward to better economic conditions for everyone in the town.”

The mill will be making specialty sized lumber-products and has secured customers in China,

Alberta and the eastern Canadian market, explained Sandhu.

“Our intent is to push the button on Monday morning and then keep going,” he said last week.

While keeping going in lumber and logging is never a sure bet as it’s a commodity, economic conditions for sales look good right now said Sandhu adding one hitch the company currently faces is finding the log supply to make more lumber.

The company has three cutting licences in the area — TFL 41, which is a tree farm, and two forest licences, one of which is in the Nass.

The three amount to an allowable cut of 317,000 cubic metres per year.

Whether or not a second shift will start up is dependent on log supply, said Sandhu.“We’re working on different relationships with stakeholders who own logs in the area. If we’re able to tie log supply for the second shift we’ll put that on,” he said.

Ideally, the mill plans to

source up to 500,000 cubic metres yearly from other log harvesters for the mill should customers, lumber prices, full-capacity production and log availability create the perfect economic storm.

For now, mill owner Teddy Cui says he’s glad to see it running full time as this stage is years in the making.

“Two years ago we first negotiated with West Fraser,” said Cui, who flew to Terrace last weekend to celebrate the mill’s opening.

Skeena Sawmills was purchased by the B.C. company Roc Holdings Ltd. in July 2011 and has spent about $6 million in B.C. to date including upgrades and operations. Officials said the sawmill is committed to spending up to $15 million to get fully started.

The Terrace sawmill has a single shift capacity of 90 million board feet per year. Before it was purchased and opened by Roc Holdings Ltd., it sat empty since its closure in mid 2007 when West Fraser shut the mill doors during a labour dispute.

Firefighters receiving praise KITIMAT - The Haisla Volunteer Fire Department was being praised by residents through social media as members went door-to-door in Kitamaat Village telling people they needed to get to higher ground.

Andrew Bolton Jr., Fire Services Emergency Coordinator for the Haisla fire department, said that there were hiccups in getting information to their department from other levels of government — down phone lines and Internet compounded the issue — but they say that the approximately 400 residents that needed evacuating were cooperative to volunteers.

The majority of the fire department reported to duty at the fire hall shortly after the earthquake just after 8 p.m. on Oct. 27 and even Haisla Nation Council members showed up to offer any assistance they could. “A lot of people were really cooperative,” said Bolton about the homeowners who were forced to leave.

There was however some confusion regarding possible danger in the hours after the earthquake. Bolton said that with phone lines not working and Internet down meant they couldn’t access necessary information until about half an hour after the quake.

When they final-

ly got a working phone line they rang the Kitimat Fire Department for information and that’s how they learned about the tsunami advisory.

As they mobilized volunteers to warn residents to leave, they were in touch with the Provincial Emergency Program, who advised the fire department to use the PEP website to get their updates.

By then Internet was working but Bolton said it took over an hour for them to see the first bulletin posted online from

the government.

That’s an issue that seemed to be shared universally, as executive director of operations for Emergency Management BC Chris Duffy fielded numerous questions from reporters about delayed information from the province.

“Nothing was coming up,” Bolton said.

As for residents, those with vehicles got in their cars and picked up their families who didn’t have a ride, and took off either to the Village’s newest subdivi-

sion or into town. Bolton says homeowners in their Bench subdivision were eager to open their doors to people forced from their homes to provide shelter and heat.

And while some people also had family in the town of Kitimat, many people had no where to go and Bolton said some people just parked their cars at the viewpoint to wait the event out.

“That’s something we’re going to have to work together with on the town side,” he said.

City to tear down old Transition House, develop residential site

PRINCE RUPERT - The City of Prince Rupert announced last week that it would be tearing down the old Transition House building on Atlin Ave. to make way for a residential development on the site.

According to corporate administrator Robert Grodecki, the decision came only after nobody else in the social services sector wanted to run a program from it.

“Over the course of the summer we ran a request for proposals for similar groups [to the North Coast Transition Society] to see if there was interest in using it for a similar type service. Unfortunately we got no response,” said Grodecki, adding that the zoning for

“Council relooked at what could be done and looked at the building. It is not a brand new building, but it’s not in the worst shape, and decided to explore residential development options.”

While the decision to tear

down the building has been made, removing it won’t be done immediately. There are asbestos surveys that need to be done, bids to be received and contracts to be awarded before work can get underway.

“I would say it isn’t likely to be torn down until early spring,” said Grodecki, adding that the cost depends on the bids received.

“For a small war-time house we have torn down before it was about $15,000 so I would say that this will be anywhere from $35,000 to $50,000.”

Once the building is no longer there, council will present concepts for the development and potential plans to the public as part of a required public hearing process to rezone and repurpose the site.

Nass residents win provincial recognition

BURNABY - Two Nass Valley residents were honoured yesterday with provincial government community safety and crime prevention awards at a ceremony in Burnaby hosted by provincial justice minister Shirley Bond.

The Kenneth M. Lemckert Community Policing Award went to Abeline Stewart who has been the social development administrator with the Gingolx Village Government in Gingolx since February 2010.

“In 2010, concerned about the dangers of underage drinking in the community, and with the support of the Gingolx Village Government, Abby reinstated an evening foot patrol to keep an eye on the community, to assist intoxicated individuals return home safely, to help prevent vandalism, and to assist at-risk youth,” read the citation that accompanied the award.

“In 2011, after consulting with local youth workers about underage drinking, Abby spearheaded a youth march in the community, which targeted at-risk youth with positive messages and provided guidance

from elders,” the citation continued.

Stewart also organized materials to make signs for the march.

“As a result of Abby’s efforts, a number of community members in Gingolx are receiving positive messages about treatment options for their addictions,” the citation added.

An individual award went to Sergeant Donovan Tait who has been the commanding officer of the Lisims Nass Valley RCMP detachment since Dec. 2011.

“Sergeant Donovan Tait has forged a model relationship between citizens of the Nisga’a Nation and the RCMP members stationed around the valley,” read his citation.

“After a number of young adults in the community were charged with drug trafficking and other offences, Sgt. Tait worked with community and justice partners to establish alternative justice forums,” the citation said.

The result was an improvement of relations between youth and the community and the entrenchment of alternative justice forums as an effective approach to youth justice, it continued.

KITWANGA - Students at Kitwanga Elementary School will have a new playground to explore next spring thanks to money from the final phase of a provincial government grant program designed to replace or improve playgrounds.

Four schools in the Coast Mountains School District benefitted from the playground equipment program, which saw $8 million dollars handed out to schools in need of playground upgrades or replacements.

Three schools in the district have already qualified — Mount Elizabeth and Skeena Middle School each received $50,000 and the Cassie Hall Elementary parent advisory countil (PAC) was reimbursed $12,000 for money it had already put into playground equipment.

And now, Kitwanga Elementary School will also receive $50,000 for a playground.

Kitwanga principal Jaclyn Wells said students, teachers, and the school’s PAC will play a part in choosing the design of the playground, which will be planned out in the spring.

“It’s wonderful. A little school like Kitwanga doesn’t have a lot of money,” said school board chair Art Erasmus, noting that the district provided a list of schools deserving of new or improved play structures to the province, who made the final decision.

Northern BC cancer clinic opens its doors THE NORTHERN CONNECTOR

PRINCE GEORGE Most people’s lives have been touched by cancer in some way, and Premier Christy Clark is no exception.

Her mother won the battle against skin cancer and breast cancer, ultimately losing her life to brain cancer. Clark said she understood how important it is to be near your support group and for your loved ones to be able to be close to you when you are struggling with the disease.

Every morning during her mother’s battle with brain cancer she would drive to the Royal Columbian Hospital, help her mother shower and eat, then put her to bed. After work she would pick up her son and they would go see her mother. Clark would feed her dinner and help her brush her teeth.

Her mother may not have survived her final battle with cancer, but Clark said she did get to spend those final days with her in the best possible way.

“It was her final gift,” she said.

“Now families in Prince George will also have that gift.”

With tears in her eyes, Clark shared her story during the grand opening of the B.C. Cancer Agency Centre for the North on Monday. In a room filled with proponents who worked hard to make the centre a reality, local and provincial dignitaries as well as many of the 82 professionals who will staff the centre, she talked about the importance of a community coming together with a vision, then bringing it to life.

“This is something you have needed in this community for a long time,” she said.

She added the province has the best cancer survival rate anywhere in North America, thanks in great part to the B.C. Cancer Agency and the specialists who work there.

Prince George now has the most recently built clinic, one of six throughout the province, filled with state-of-theart equipment.

“But the real difference is the people who work in the building,” she said.

“It is these people and their passion for wanting to save lives ... that is what makes the difference.”

Prince George Health Authority board chair Wynne Powell said that for the first time in the north, the newly constructed centre will allow patients to undergo radiation therapy.

He added the centre is a key part of the northern cancer control strategy.

In addition to being on time and below budget, the centre, he said, will enhance service across the cancer care continuum through the north.

Dr. Michelle Sutter broached the subject of a local cancer centre when she noticed there was an abnormal number of mastectomies being performed in the North.

“Women were unwilling to leave their support systems,” she said.

“Everyone south of Williams Lake told us it couldn’t be done,” Bell said.

“When people tell northern British Columbians it can’t be done, they just roll up their sleeves. Today proves we can get it done in northern B.C.,”

Jobless rate is holding steady

TERRACE - The northwest jobless rate was virtually unchanged from October to November, indicate figures released last week by Statistics Canada.

In September the jobless rate was 10.5 per cent, dropping very slightly to 10.3 per cent in October — still over 3 points above the provincial average. That dip is reflected in the number of people considered unemployed — 4,400 in October compared to 4,500 in September.

The northwest jobless rate is not the number of people collecting Employment Insurance.

Instead it is based on interviews of people from the north coast to just this side of Vanderhoof who consider themselves as part of the workforce whether they are employed or not.

“Clearly the way the activity is counted doesn’t reflect the level of economic activity,” said Pat Bell, the provincial minster responsible for labour, noting that people who work in camps here in the northwest wouldn’t necessarily be counted as part of the northwest employment numbers.

The size of the northwest survey area might also play into the discrepancies between the economic activity here in Terrace and the high jobless rate, he

said, citing the fact that Burns Lake is in our area and the closing of the mill there may be affecting the numbers.

The labour force, defined as people who are working as well as people who are looking for work, remained the

same at 42,900.

Overall, the northwest jobless picture is dimmer than this time last year.

Volunteers come together to clean debris from Oval Bay

David (Dave) Martin Dec. 16, 1926 – Nov. 6, 2012

Dave passed away peacefully in Prince Rupert on November 6th. He lived a full and joyful life, and enjoyed many activities up until a few years ago when increasing ill health slowed him down.

He was a resident of Prince Rupert since 1942 and loved the ocean. Some of his first jobs included working on boats, first as a deckhand on the Coast Guard Ship Birnie, and then as engineer on the Anglican mission ship Northern Cross. He and Jean owned their own business for several years, and then he worked at Certified Welding, first as a fabricator and then as a machinist. Throughout his life, he also enjoyed hunting, scuba diving, designing and making just about anything out of wood or metal, beachcombing, and the pursuit of perfect firewood.

Over the years Dave was a member of the Prince Rupert Outboard Association, Rescue 15, and the Yacht Club where he moored his boat the Beach Tramp. He began the Christmas Carol Ships in Prince Rupert back in 1981 on board the Beach Tramp, decorated with lights and a huge sound system, a parade of just one ship. This tradition later changed into the Winterfest Celebration in Prince Rupert. Since 1980 he enjoyed his little piece of paradise at Hunts Inlet on Porcher Island.

He will be missed by Jean, his wife of 60 years, his sons Jim (Trudy) and Bill (Sylvia) and daughter Sheila (Herman) Seidemann, grandchildren Heather, Robyn and Brittney Martin, Andrew Oates (Allison), step-grandchildren Hans and Erin Seidemann, Aurora (Kristian) Martin, Reuben Copley (Glenys) and great-grandchildren Gunnar, AnneMarie and Ridley, his nieces Rita (Rene) Van Summeren and Karen Martin Vandette (Art) and their families and Eddy, his furry companion.

A Memorial Service will be held at St. Paul’s Lutheran Church, on Saturday November 10th, 2012 at 1:00 pm, with his good friend, Pastor Jim Whaley officiating.

Dave’s family would like to thank the E.R. and 3rd floor nurses, the lab and x-ray techs for their care and compassion, and Dr. John Fawell for his care of and dedication to Dave.

PRINCE RUPERT - On October 5th, a flotilla of five boats left their harbours to take 25 volunteers to Welcome Harbour, a secure anchorage about 20 miles from Prince Rupert.

The volunteers comprised of students and instructors of the Applied Coastal Ecology Program at NWCC, BC Parks coordinators, First Nations guardians, World Wildlife Fund organizers and interested community representatives. These volunteers converged on Welcome Harbour to pilot a tsunami debris monitoring and cleanup strategy for Oval Bay, a large bay about 50 metres overland from the landing site on Welcome Harbour.

Oval Bay is a very long pebble beach which is exposed to the winds and currents of the Pacific that are thought to carry tsunami debris adrift since March 11, 2011. The beach is locally known for the rubbing sites that are known to attract whales. Concern has been expressed that an overwhelming volume of debris could alter the configuration of the beach, making it less attractive to whales.

The volunteers sought to establish a debris collection protocol and monitoring site so future cleanup efforts will have a standards to work toward.

From approximately two kilometres of shoreline 300 kg of plastic, foam, and other junk was collected and stored at three cache sites, above the high tide line. Whether that debris originated locally or if it is the first wave of tsunami debris is unknown. Either way, it doesn’t belong on such a pristine beach.

One load was brought back to Prince Rupert by John Turpin , on the Inlet Express, and off loaded into a dumpster located at Rushbrooke Floats. John plans to collect the debris from the remaining caches when the weather allows.

The volunteers were able to collect from a very small section of beach. It is hoped that with the success of this pilot study, many more volunteers will be able to participate in the process of tsunami debris monitoring and cleanup in the spring.

Strategically speaking, Kitimat provides the lowest environmental risk for all aspects of Gateway operations. It offers a safer endpoint for the pipeline route, from a geotechnical perspective. The marine terminal at Kitimat also provides safe approaches for tanker traffic — with a suitable turning basin in Kitimat Arm, and natural deep-water berths that are sheltered

from open-water wave conditions.

At its very narrowest, the Douglas Channel is 1.4 kilometres wide — three times wider than Transport Canada’s recommended width for two-way tanker traffic. Water depths in the marine channels are up to several hundred metres.

As an added measure, full simulations of vessel traffic in the Douglas Channel were carried out at a world-leading facility in Denmark. It tested the largest proposed vessels in environmental conditions that tankers would experience in the marine channels. The result was a thumbs-up on the shipping route, endorsed by both government departments and the British Columbia Coast Pilots.

Inside Rampage set to host Demons in home opener

PRINCE RUPERT - For the past five years, the Prince Rupert Rampage have given sports fans on the north coast a reason to cheer and the team is heading into the 2012/2013 home opener on a high note as the season progresses.

So far the team has played five games in the Central Interior Hockey League (CIHL), traveling as far away as Lac La Hache to face the Tomahawks, and have come away with a 1-3-1 record.

“The team is coming along great. We had a big weekend last time we played with a shootout win over Terrace and a shootout loss to Kitimat, so it was a three-point weekend... It couldn’t have come at a better time. The boys are really starting to gel and for the first time in two years we’ve had full rosters on the road,” said team president Ron German, adding that anticipation is building for Saturday night’s game.

“Everyone is pretty stoked to be playing at home. We had a little bit of extra ice time this weekend, which means an extra practice, and everybody is in pretty good shape.”

Along with the familiar faces of the past - like Travis Helland, John Hunt, Chris Woodrow and Derek Baker - the Rampage is sporting a bit of a new look this year between a number of rookies and pick-ups from the now-defunct Hazelton Wolverines.

“We’ve got about five or six great rookies that bring a lot of speed to the team,” said German.

Saturday’s home opener gets underway at 8 p.m. against the Kitimat Ice Demons.

This is a team that the Rampage have developed quite the rivalry with over the course of the past several seasons as they have battled it out for Western Conference supremecy.

For those who have never been to a Rampage game, what has been called by many in the league the best crowd in the CIHL is something that has to be seen to be believed.

“There is lots of action on the ice, a big loud crowd and lots of excitement.

There’s prizes, like our Couch Potato contest and the chance to shoot to win a TV or a trip, and Prince Rupert Minor Hockey is on-site doing a 50/50 draw. It’s a really good time,” said German.

“I hope everyone comes out on Saturday night and makes a lot of noise for the team.”

TERRACE - The 4th annual Guns N’ Hoses charity hockey game is happening this weekend, and local folk in uniform are looking forward to lacing up for a good cause.

The match, held on Nov. 9 at 7 p.m. at the Sportsplex, sees Terrace and area firefighters face off against the local RCMP. But the match isn’t just a battle of the uniforms, it’s a chance to raise money for local kids sports and recreation through the Jumpstart program.

“All the funds stay local,” said firefighter Jeff Minhinnick, noting that they’ve raised roughly $20,000 over the years.

“It’s all gone towards Terrace and local youth,” he said.

Jumpstart is a charitable program created

by Canadian Tire that helps financially disadvantaged kids participate in organized sport and recreation.

The program helps cover registration, equipment and transportation costs, if needed – and, like Minhinnick said, one hundred per cent of the funds stay local and go right to the kids.

The program is rooted in the belief that participating in sport increases a child’s chance for success in life, according to a release detailing the event from the Terrace RCMP. As for the day of the event and level of competition, Minhinnick says there’s a wide range of players and abilities.

because they wouldn’t have enough players otherwise.

And those hoping to catch RCMP Const.

Angela Rabut in action are unfortunately out of luck, as she won’t be lacing up this year.

But the Timbits will take the ice to endear the crowd, and the audience will have many chances to win big.

There will be a puck drop, organized by the Terrace RCMP auxiliary constables, where the closest puck to the centre wins a day-long fishing charter out of Prince Rupert, and the next dozen pucks closest to the centre will also take home prizes.

And, of course, no charity hockey game would be complete without a 50/50 draw and a shoot-for-loot.

Doors are at 6 p.m., with the puck dropping at 7 p.m.

Kitimat Marlins face tough competition in Prince Rupert Submitted THE NORTHERN CONNECTOR

KITIMAT - The Kitimat Marlins swim club had 15 swimmers attend the first regional swim meet of the season in Prince Rupert recently.

With teams from host Prince Rupert, Terrace, Smithers and B.C. powerhouse Prince George also in attendance and the Marlins focussing on their weaker events for the meet, competition was tough.

The Marlins held their own though with all 15 swimmers achieving personal best times and many swimmers winning and placing top three in events.

For overall points the Marlins finished third out of the five teams respectively.

In the 10 and under girls Hannah Pearson (10) continued her rocket rise to the top as she took the silver medal in overall points in the division.

In the 11-12 girls division Kleanza Cathers (12) finished with a bronze medal in the division.

Achieving the tough task of swimming to personal best times in all seven of their individual events were Madison Landry and Nolan Striker.

Next, the Marlins will compete with other northwest teams at the very competitive Prince George Invitational in mid-November.

Strict marine safety standards will ensure we respect our neighbours above, around and below us.

Although tankers have been safely navigating the north coast and its channels for decades, marine safety remains a top priority for British Columbians. We have been planning the Northern Gateway Project for over a decade, with a particular focus on protecting the environment. We have added specific safety requirements to our marine operations plan to help make the waters of the north coast safer not just for tankers serving the project, but for all marine vessels.

Tankers will reduce speeds in the channels…

Qualified BC Coast Pilots will board and guide all tankers… To prevent spills, all tankers serving the project will be modern and double-hulled, and will be vetted by independent, third party agencies before entering Canadian waters.

Once strict safety and environmental standards are met, they will be guided through the Douglas and Principe Channels by qualified BC Coast Pilots.

Tankers travel slowly, but to make sure that marine species and their habitats are respected, tankers will be required to reduce speed as they pass through certain sections of the channels. Even their escort tugboats will have quieter engines to reduce underwater noise.

Powerful tugboats will escort tankers…

Additional radar and navigational aids will improve safety for all vessels…

Tugboats have been shown to significantly reduce tanker incidents worldwide. Powerful tugboats that have been specially commissioned for Northern Gateway will assist in the safe arrival and departure of tankers.

All tankers will be attended by a close escort tug. In the channels, laden tankers will have two tugs–one tethered at all times. These tugboats will have emergency response equipment on board and will be capable of assisting any marine vessel.

For increased safety and sure guidance, additional radar systems and navigational aids, such as beacons, buoys and lights, will be installed throughout the routes. This will not only improve safety for tankers, but for all marine traffic on the north coast.
