Sewer offer turned down TfN offered Delta $3M for the South Delta main force AdriAn MacNair reporter

elta will not be selling its South Delta force main to Metro Vancouver to help with the sewer capacity needs of the Tsawwassen First Nation (TFN), following a council decision Monday (Nov. 4).

TFN presented a proposal Oct. 19 for the transfer of ownership of the asset from Delta to the Greater Vancouver Sewerage and Drainage District (GVSDD) for $3 million in compensation.

Delta's Chief Administrative Officer George Harvie said that although Delta has always been willing to work with TFN, as evidenced by nine serving agreements between the two local governments, it was not prepared to sell a taxpayer-funded asset.

"We would lose the autonomy of our line," said Harvie to council. "If there was a dispute, this line would go to arbitration."

Harvie's report showed that the force main and associated pump stations represented a significant investment

by Delta taxpayers, with a total historical cost of over $27 million and maintenance and improvement costs of $9 million.

"This line was put in the ground by Delta taxpayers when the GVRD [Greater Vancouver Regional District] wouldn't do it," said Mayor Lois Jackson, adding

it's a Delta taxpayer asset and it can't be simply sold off.

"It is in our best interests to advise TFN we are not approving any sale to Metro Vancouver," said Harvie, adding it's not up to Delta to come up with solutions for TFN's mega malls.

Harvie's comment is in reference to TFN's land use plan to build out numerous commercial and residential developments over the next 20 years that will require a considerable upgrade to their sewage requirements.

Delta has maintained a sewage capacity based on its official community plan (OCP) growth projections, which historically have been low in South Delta, or in the case of Tsawwassen have even declined over the past 30 years.

A sewage capacity report prepared

by Omni Engineering in July found the sewer system from South Delta to the Annacis Island treatment plant has sufficient capacity to deal with Delta's projected needs, but not reserve capacity for TFN's long-term plans.

Delta agreed to to a five-year interim deal with TFN in 2010, with an understanding that the future needs of the community will have to be worked out with the GVSDD. TFN became a member of the GVSDD earlier this year following a request to the province.

TFN's Chief Administrative Officer Doug Raines said on Tuesday (Nov. 5) he received the report from Delta, and

"The report says there has to be further capital works done on the line and we're saying we'd cover that," said Raines. "And then we've been trying to get specific information on what Delta felt the appropriate line costs were."

Raines said there's currently an offer on the table submitted to both Delta and the GVSDD for $13.5 million.

"I think we can appreciate Delta's position now. The value of the line is something we have to discuss."

Council voted Monday to resolve not to enter into any agreement with TFN or Metro Vancouver transferring Delta sewage assets.

"In the same way [TFN] has to look after its residents, Delta has to look after its residents," said Coun. Sylvia Bishop.

Although Delta has good relations with TFN, it can't put their interests ahead of Delta taxpayers, she added.

The report indicates the total replacement cost of Delta's sewer infrastructure is estimated at $60 million. reporter@southdeltaleader.com

Eighteen years of fast driving went on sale Nov. 4 in South Surrey when the assets of the shuttered F440 Racing Challenge go-cart track in Tsawwassen were auctioned off.

The event was recorded for an episode of the OLN television series, "The Liquidator," that stars Burnaby-based Direct Liquidation owner Jeff Schwarz.

Items on the block included gokarts, club karts, Honda engines,

racing suits, helmets, gloves and other racing accessories.

The one-kilometre, 17-turn gocart track began operating in 1994 on leased Tsawwassen First Nations land.

It closed in September to make way for a residential development that broke ground May 24.

The track lease was set to expire in 2019, but the company developing the 800-home Tsawwassen Shores project bought out the remainder of the track lease for the land last August.

The nearby water slide park will remain open.

The auction of the track assets took place at Teak Marine Wood Shop.

Season two of "The Liquidator" premiered Nov. 8 and airs weekly at 9 p.m. PT/ET on OLN. The 13-part, 30-minute lifestyle documentary series follows Schwarz, haggler, trader and owner of one of Western Canada’s largest liquidation houses.

Members of a group opposed to the Vancouver Airport Fuel Facilities Corporation's (VAFFC) plan to transport jet fuel to YVR with oil tankers on the Fraser River appealed to council Monday (Nov. 5) to block the move.

Vancouver Airport Pipeline Opposition for Richmond (VAPOR) delegates said a pipeline from the Cherry Point refinery in Washing-

ton State would be a much safer delivery method than the risk of a devastating oil spill on the river.

"I say this tongue-in-cheek. If someone wants a pipeline in Delta, they better build us a bridge," said Mayor Lois Jackson, in reference to the promise from Premier Christy Clark that a new Fraser River crossing would be delivered to Delta within 10 years.

Council learned the Environmental Assessment currently being done on the project only looks at

the proponent's (VAFFC) plan, and not more environmentally-friendly alternatives.

"How much value are they [VAFFC] putting on safety," asked Coun. Scott Hamilton.

Council passed along staff comments to the Environmental Assessment Panel indicating Delta's unreadiness to deal with oil spills, and invited the panel to appear as a delegation before council to speak to the issues. adrian@southdeltaleader.com

Local artist finds beauty in a landscape slowly disappearing to development

andscape artist Andrew Gibbs calls South Delta his refuge. Ever since he was a little boy he'd spend his summers roving the rural landscapes, finding serenity and happiness that couldn't be found in the city.

"In a way, I grew up in Tsawwassen, because I spent as much time as I possibly could here when I'd come to visit my grandparents," says Gibbs.

He moved into his grandAdrian parents house MacNair three years ago and has been furiously painting its pastoral beauty ever since.

An artist since his earliest memory, Gibbs says he is very much the combination of his parents. His mother was a high school art teacher and his father a taxidermist at the Royal BC Museum in Victoria. The senior Gibbs was the first person to make a life-size reproduction of the woolly mammoth.

That influence from his parents combined to create an appreciation of art, nature and history.

Beginning Friday, Nov. 16, at 6 p.m.

Gibbs will display 30 or 40 of his paintings at Kirkland House in Ladner, mainly created since he moved to Tsawwassen.

Although Gibbs has a gallery in Victoria, he wanted to display the artwork here.

"I just really wanted to pay tribute to the land that inspired them," explains Gibbs.

"The land has given me so much. And the

people have given me so much."

Gibbs says he's spoken with some of the oldest families in South Delta to hear the oral history handed down from generation to generation.

Warren Nottingham, a local historian and member of Delta's Heritage Advisory Commission, said his grandfather had stories of the Tsawwassen First Nation people gliding past his house in canoes piled with vegetables, headed for New Westminster.

"And then in the evening they'd glide back into the bog, and I thought it just gives this whole area an extra potency to dive right into the landscape."

Gibbs paints a lot of natural landscape scenes, and over time has begun putting tiny human figures in his artwork.

"It happened quite naturally. In the process of the paintings accumulating, the figure would just spontaneously manifest itself and I would bring it into focus."

Gibbs says the human figure allows the art purveyor to create their own internal narrative of the scene, and a sense of scale.

The paintings are acrylic, but Gibbs calls them multimedia because he adds dozens of layers to the canvas over time.

"The landscape will come kind of naturally out of the process like that. I don't start with a preconceived idea."

One of the greatest pleasures of painting is not really knowing where it's going to end up, says Gibbs.

"That's what I enjoy about painting. It's kind of a mystery and it can take on a life of its own."

Gibbs' art show, called "Memories of Home" runs at Kirkland House, 4140 Arthur Dr., Nov. 16-18.

SDSS students honour fallen soldiers Rotary-sponsored Interact Club sets up display of crosses and poppies at the entrance to Tsawwassen Kristine salzmann reporter

This week drivers who enter Tsawwassen will be greeted with a solemn yet delicate reminder of lives lost in war.

Close to 40 small white crosses have been planted in a field at the corner of 56th Street and Highway 17, with poppies bundled to their bases and featuring the names of local soldiers who died in war.

The project was organized by students in the Interact Club at South Delta Secondary School, a group sponsored by the Rotary Club of Tsawwassen.

Sherrie Jamieson, liaison between the Tsawwassen Rotary Club and Interact students, said about 37 students in Grades 8 to 12 are involved in the club.

She said the crosses were made by members of a now inactive Rotaract Club (a service club for young adults). Three years ago, the SDSS students heard about the project from a visiting Rotary Club member and decided to start it up again.

The Interact Club is also in the process of learning more about the veterans named on the crosses through organizations like the Delta Museum and Archives Society, Jamieson said.

The display runs from Nov. 5 to 12.

This week the Rotary Club of Tsawwassen is also celebrating World Interact Week (Nov. 5-11), commemorating 50 years since the creation of Rotary International's first chartered Interact Club. reporter@southdeltaleader.com

The RCMP's Explosive Disposal Unit (EDU) was called in to a Tsawwassen residence in Beach Grove following reports of a "suspicious circumstance."

Delta Police Const. Ciaran Feenan said they were called in to the 1300-block of Farrell Avenue at 2:45 p.m. Monday (Nov. 5) after a package was found that appeared to be suspicious.

Police called in the RCMP EDU and evacuated about 16 to 20 homes between Whitcomb Pl. and Gillespie Rd. Feenan confirmed there was a

controlled explosion managed by the EDU around 6:45 p.m.

A neighbour—who did not wish to be named—said he was golfing around 3 p.m. when he heard a loud explosion, followed by two muffled sounds.

"I thought it was firecrackers going off and some have been noisy," he said. "But I know everybody along this road and I can't imagine anyone who would rate a bomb threat."

After the initial explosion, the man said he heard someone yell "5, 4, 3, 2, 1" and then there was a loud bang.

Feenan said those sounds were related to EDU testing techniques prior to conducting the controlled

explosion.

In a media release, he added the EDU has turned the investigation over to the Delta Police Criminal Investigation Branch, and that it will continue in an attempt to determine whether or not the package was in fact an explosive device.

Feenan said residents were allowed to return to their homes around 7:30 p.m.

People have been understanding, he said.

"In situations like this we're going to use extreme caution."

From Ric Stacey, you get delectable wine jellies and syrups packed in handmade wooden gift boxes.

Stacey, an experienced amateur winemaker, began making jelly as Christmas gifts for friends and family back in 1991.

They received such positive feedback that he and his wife, Shelagh decided to develop their products into a business based out of their Ladner float home.

Today the couple, now retired

from their other jobs, takes Lone Willow to craft fairs throughout B.C. and Alberta.

The company (along with two other South Delta businesses, Dvorak Gourmet Confections and JJ Stone Craft) is a vendor at the 39th annual Circle Craft Christmas Market this week (Nov. 7-11) at the Vancouver Convention Centre.

From there they head to a flurry of other craft fairs as the Christmas shopping season kicks into high gear.

"We have fun," Shelagh said with a laugh on Tuesday, the afternoon before Circle Craft's opening day.

"We work really hard though."

One of their more popular items is beer jelly, which is exactly what it sounds like.

"It's jelly made from beer and it's absolutely delicious," said Shelagh.

"Someone said 'why don't you make it,' about four years ago. We said, let's give it a whirl, and we were blown away."

Below, the Staceys share their daughter Sarah's recipe for pecan cookies using their Port Wine Jelly.

Port Wine Jelly Pecan Cookies INGREDIENTS 2 cups all purpose flour 1 cup pecan pieces, chopped 1/2 tsp. ground cinnamon 1/4 tsp. ground allspice 1 cup butter, softened 1/2 cup packed brown sugar 1 tsp. vanilla 1/3 cup Lone Willow Port Wine Jelly DIRECTIONS Preheat oven to 350F. Mix flour, half of the pecans, and the spices into a medium bowl.

Beat butter with mixer in large bowl until smooth.

Slowly beat in sugar and vanilla and increase speed until mixture is light and fluffy. Beat in flour mixture at low speed just until blended.

Form into 1 inch balls, press with the palm of your hand and place on ungreased cookie sheet.

Press down with thumb in centre of ball and pinch

together any cracks in the dough. Place or sprinkle remaining pecans on the top of the cookies.

Bake 10 minutes, remove from oven and

place 1/4 to 1/3 tsp. of Port Wine Jelly in the thumbprint in the centre of the cookie.

Bake for an additional 3 to 5 minutes. Let cook-

ies stand on the cookie sheet for 5 minutes before transferring to a rack to cool completely.

Makes about two dozen two-inch cookies.

If Delta council does not know what to do with the gift of this land, revisit (if indeed you ever read) the original publication for the details that were laid out for everyone to study.

If even this diminished plan now being offered is refused, another opportunity for people such as myself to stay in the community will be squandered, and many like me will be leaving.

Why continue to look a gift horse in the mouth and refuse it?!

From my perspective, I believe what

the Century Group has put together, in consultation through communitybased participation, represents the best of all solutions. We need to work with the Century Group to help them utilize their lands in a way that provides solutions all communities of interest can accept. To continue on a course of action that would expect no development on these lands is both divisive and unrealistic.

My family would much rather accept a well thought out, awardwinning residential development proposal for a mere 20% of the Southlands than gamble on a roll of the dice in the hope that something better will surface! Let’s do what’s right for all concerned and get on with responsible development of the Southlands.

A question of honour on Sunday many of us will gather around cenotaphs and in city squares for solemn ceremonies paying tribute to Canada's service men and women. We'll hear words like sacrifice and honour, some of them uttered by politicians.

But for some veterans they'll ring hollow. in 2006, Parliament unanimously passed the new Veterans Charter that changed the way injured soldiers are compensated. instead of a lifetime pension, indexed to inflation, veterans injured after that year, or who had their injury diagnosed since then, would get a lump sump settlement.

Veterans Affairs champions the new system as "a more complete approach to helping our men and women injured in the line of duty," offering them "real hope."

But some injured veterans say otherwise. they say Canadian soldiers injured in Afghanistan, and those suffering the lingering mental and emotional effects of their tour are getting substantially less support than they would have received with the former indexed pension. Many are having difficulty reintegrating into civilian life.

A study by Queen's University last year concluded most disabled soldiers will receive only two-thirds the compensation under the new Veterans Charter than they would have received from the old Pension Act. Recently Canada's Auditor-General criticized the Canadian Forces and Veterans Affairs for their shoddy treatment of injured veterans, saying the system to get them help is "complex, lengthy and challenging to navigate." even in death, the indignities continue. A program that is supposed to contribute just over $3,600 to the funeral costs for destitute ex-soldiers has rejected more than twothirds of funding requests since 2006. even when approved, that money is still less than some social services departments will pay towards the burial of the homeless. it's one thing for Canada's politicians to honour our veterans. it's another to treat them with honour.

The second annual Band Fight began this week and one Tsawwassen resident is hoping his group will have the knockout power to put the other 11 bands away and win the top prize.

Lead singer Mike West and his band Virginia Leaves are competing in the competition, running Wednesdays, Nov. 7-21 in Vancouver at Library Square, until a winner is decided Nov. 28.

The scrappiest band will win a radio promotion on 99.3 The Fox and their song professionally produced by Amp Records.

"I think it's a phenomenal idea," says West, who will get to play a 30-minute set with his band on Nov. 14. "There's so much good music being made in Vancouver right now and there's a lot of people who are behind the music scene and they really want to see it flourish."

Virginia Leaves have spent the past several months working on their new album, Portrait. It was three songs selected from that album that earned them a juried entry into the competition.

West, who has lived in Tsawwassen for the past three years, began the

After renting a rehearsal space in Vancouver, they bumped into old friend Brian Michals, who came on board to play drums. He brought along bass guitarist Glenn Kelly, from North Delta.

West says the band has a broad spectrum of influences from old school country to punk rock.

"There's so many sub genres out there. I wouldn't want to necessarily peg it down to anything," says West, adding the band draws inspiration from musical artists that try to break the mould. "Personally, I think it is shameful to say things like I like all music, except country. Or rap, or classical. To me, that's nonsense."

The group came up with the name Virginia Leaves after seeing a concert in Vancouver in 2008. West says he likes that the name is ambiguous and means what the person wants it to mean.

"It can be a heartbreak name if you think of Virginia as a girl's name, she leaves and sort of breaks your heart. Or Virginia Leaves as in the state of Virginia and the auburn maple trees."

Despite the perils, parents are proud of their pilots

T

he desire to keep your child safe and secure is a parental instinct that does not diminish with age. For most parents living in Canada, a country that hasn't seen conflict on her soil for two centuries, that instinct is usually pacified.

But what about parents whose children go abroad in service of Canada?

For Lou Castagner, bartender at the Tsawwassen Legion for 18 years and Sergeant at Arms for the branch, he's seen and heard his share of war stories.

His son Greg joined the military in 1988.

A pilot currently serving on the new J-Model Hercules Aircraft in Little Rock, Arkansas, there was never any doubt where Greg would wind up.

"He wanted to fly since the time he was a little kid," says Castagner, adding Greg's bedroom had a replica cockpit and model airplanes hanging from the ceiling. Those posed

a particular hazard for the uninitiated.

"One of them hit me right between the eyes as I walked in," chuckles Castagner.

Greg began taking flying courses when he was 14 years old and got his pilot's license at 16 in Fernie, about 30 km south of their home in Sparwood.

He was an F-18 pilot for nine years, running missions over Bosnia and Kosovo during the Balkan conflict.

He didn't fly during his tour in Afghanistan, but he had an arguably more important job. Greg was as the air traffic controller for Kandahar Airfield, responsible for every aircraft taking off and landing, regardless of the country.

But instead of coming home after his tour ended, Greg volunteered with the UK infantry to do ground patrols, a particularly dangerous detail. The vast majority of NATO soldiers killed in Afghanistan have been due to improvised explosive devices planted by the Taliban under roadways.

After his tour with the Brits, the battle hard-

ened veteran patrolled with Afghan National Army Gurkhas, renowned for their unparalleled ferocity and fearlessness.

Though clearly proud of his son, Castagner calmly shrugs off the idea Greg might have come home in a coffin.

"You don't think about that kind of stuff. If it happens, it happens. Not a damn thing you can do about it."

Like son, like father Castagner's father, Albert, was a mechanic in the Royal Canadian Electrical and Mechanical Engineers during World War II. He once told him about the time he went to look at an abandoned tank somewhere on the front lines of the French-German border when he came under attack. A German pilot who had been shot down by allied forces began shooting at him. He was forced to crawl under the tank and take cover until the shooting stopped.

commissioned officer in Germany and continental Europe during the Cold War. "The Cold War was a bit of a silent thing," he says slowly, as if chewing on the memory.

"You never knew if shit was going to hit the fan or what."

Castagner was a paratrooper in the artillery's airborne battery, but it was shut down after his 20th jump.

"The first jump, when the wind hits you, it shakes you up a little bit," he says, reminiscing. "But once you do it, you get used to it."

Family support Steve and Margot Millen, Tsawwassen parents who also have a son who is a pilot in the Canadian Forces, have a similar attitude.

Their 30-year-old son—whom they can't name for operational security reasons—is serving as a helicopter pilot on the HMCS Regina in the Persian Gulf.

They don't think about the danger of his being in the military because being a pilot is what he's always wanted to do. If he thought

his parents were worried about him, he wouldn't be able to effectively do his job, explains Steve.

Their son got his pilot license at the age of 18 in Boundary Bay. After joining the Air Force he participated in a U.N. military observer mission in South Sudan for six months.

"It was an incredible, I'd say life-changing experience," says Steve. He may have left a boy, but he came back a man.

The important thing is he came back. Some soldiers in the Canadian Forces have not. The country lost 158 men and women to the combat mission in Afghanistan between 2002 and 2011.

Family support is essential for a person serving in the military.

"I know how well-trained he is and I have every confidence that what he's doing is right," says Steve, adding even parents who have lost sons in service continue to support their children's decision.

Margot cites the case of Cpl. Andrew Eykelenboom, 23, 1st Field Ambulance from B.C., who was killed Aug. 11, 2006 in a suicide attack in Afghanistan.

His mother Maureen created Boomer's Legacy following his death, a non-profit charity that's aimed at helping soldiers and the people they protect wherever they are deployed.

Pride in serving The Millens come from a long line of military service. Steve's grandfather Horace was a boy soldier

with the UK's Royal Artillery at the age of 12. When he later immigrated to Canada he joined the Royal Canadian Artillery in Halifax.

Steve's father, Major Alexander Millen, joined the military in September, 1939, when Canada declared war on Germany, and was deployed to Britain in January, 1940. He was a young officer during the D-Day invasions in Normandy in 1944.

"I think it was the fondness he had for his grandfather that made him want to join the military," says Margot.

"He loved my father dearly and he always looked up to him," says Steve.

Steve is himself an honorary colonel for the 442 Search and Rescue Squadron at CFB Comox. He's involved in supporting members of the Canadian Forces and their families as a member of Canada Company and sits on the board of the Canadian Forces Liaison Council.

He says a sense of pride and honour has been restored to the Canadian Forces. It wasn't long ago that soldiers were told not to wear their uniforms in public for fear of reaping scorn or ridicule.

Steve tells a story about having his lunch with his son in a restaurant, both wearing their uniforms. He went to pay and the waitress said it had already been taken care of by another patron.

The next generation of Castagners has joined the military as well. Greg's eldest son Alexander is in the armoured reserves while going to University of Manitoba.

Castagner says if there was a positive side to the Afghan war, it's that more young people have joined the infantry to serve their country.

Despite the perils, parents are proud of their pilots

T

he desire to keep your child safe and secure is a parental instinct that does not diminish with age. For most parents living in Canada, a country that hasn't seen conflict on her soil for two centuries, that instinct is usually pacified.

But what about parents whose children go abroad in service of Canada?

For Lou Castagner, bartender at the Tsawwassen Legion for 18 years and Sergeant at Arms for the branch, he's seen and heard his share of war stories.

His son Greg joined the military in 1988.

A pilot currently serving on the new J-Model Hercules Aircraft in Little Rock, Arkansas, there was never any doubt where Greg would wind up.

"He wanted to fly since the time he was a little kid," says Castagner, adding Greg's bedroom had a replica cockpit and model airplanes hanging from the ceiling. Those posed

a particular hazard for the uninitiated.

"One of them hit me right between the eyes as I walked in," chuckles Castagner.

Greg began taking flying courses when he was 14 years old and got his pilot's license at 16 in Fernie, about 30 km south of their home in Sparwood.

He was an F-18 pilot for nine years, running missions over Bosnia and Kosovo during the Balkan conflict.

He didn't fly during his tour in Afghanistan, but he had an arguably more important job. Greg was as the air traffic controller for Kandahar Airfield, responsible for every aircraft taking off and landing, regardless of the country.

But instead of coming home after his tour ended, Greg volunteered with the UK infantry to do ground patrols, a particularly dangerous detail. The vast majority of NATO soldiers killed in Afghanistan have been due to improvised explosive devices planted by the Taliban under roadways.

After his tour with the Brits, the battle hard-

ened veteran patrolled with Afghan National Army Gurkhas, renowned for their unparalleled ferocity and fearlessness.

Though clearly proud of his son, Castagner calmly shrugs off the idea Greg might have come home in a coffin.

"You don't think about that kind of stuff. If it happens, it happens. Not a damn thing you can do about it."

Like son, like father Castagner's father, Albert, was a mechanic in the Royal Canadian Electrical and Mechanical Engineers during World War II. He once told him about the time he went to look at an abandoned tank somewhere on the front lines of the French-German border when he came under attack. A German pilot who had been shot down by allied forces began shooting at him. He was forced to crawl under the tank and take cover until the shooting stopped.

commissioned officer in Germany and continental Europe during the Cold War. "The Cold War was a bit of a silent thing," he says slowly, as if chewing on the memory.

"You never knew if shit was going to hit the fan or what."

Castagner was a paratrooper in the artillery's airborne battery, but it was shut down after his 20th jump.

"The first jump, when the wind hits you, it shakes you up a little bit," he says, reminiscing. "But once you do it, you get used to it."

Family support Steve and Margot Millen, Tsawwassen parents who also have a son who is a pilot in the Canadian Forces, have a similar attitude.

Their 30-year-old son—whom they can't name for operational security reasons—is serving as a helicopter pilot on the HMCS Regina in the Persian Gulf.

They don't think about the danger of his being in the military because being a pilot is what he's always wanted to do. If he thought

his parents were worried about him, he wouldn't be able to effectively do his job, explains Steve.

Their son got his pilot license at the age of 18 in Boundary Bay. After joining the Air Force he participated in a U.N. military observer mission in South Sudan for six months.

"It was an incredible, I'd say life-changing experience," says Steve. He may have left a boy, but he came back a man.

The important thing is he came back. Some soldiers in the Canadian Forces have not. The country lost 158 men and women to the combat mission in Afghanistan between 2002 and 2011.

Family support is essential for a person serving in the military.

"I know how well-trained he is and I have every confidence that what he's doing is right," says Steve, adding even parents who have lost sons in service continue to support their children's decision.

Margot cites the case of Cpl. Andrew Eykelenboom, 23, 1st Field Ambulance from B.C., who was killed Aug. 11, 2006 in a suicide attack in Afghanistan.

His mother Maureen created Boomer's Legacy following his death, a non-profit charity that's aimed at helping soldiers and the people they protect wherever they are deployed.

Pride in serving The Millens come from a long line of military service. Steve's grandfather Horace was a boy soldier

with the UK's Royal Artillery at the age of 12. When he later immigrated to Canada he joined the Royal Canadian Artillery in Halifax.

Op-ed: Increasing capacity within an existing footprint Trade is vital to the economy in Metro Vancouver and all across Canada.

Port Metro Vancouver proudly supports 80,000 jobs in Metro Vancouver and more than 129,500 jobs across Canada.

The container ships arriving at port terminals in Burrard Inlet, Roberts Bank and through the Fraser River carry goods that families count on, including food, clothing, health products, electronics and car parts.

Often those same containers are re-loaded for their journey back to Asia with high-quality, highdemand Canadian exports.

Forecast container traffic for Canada's West Coast is expected to double in the next 15 years and nearly triple by 2030.

We understand it is important to our neighbouring communities that the Port grows in the most sustainable and responsible way possible.

We are committed to maximizing efficiency within our current footprint, and that's why the Deltaport Terminal, Road and Rail Improvement Project was our top priority–increasing capacity within the port’s existing footprint.

We’ve also worked hard to meet the container traffic demand by making improvements at our existing terminals at Vanterm and Centerm in Burrard Inlet in 2005, and by building Deltaport’s Third Berth in 2010.

Additionally, the Port of Prince Rupert has plans that, if approved, will expand the Fairview Terminal to provide 2 million TEUs (Twenty foot containers) of container capacity by 2020.

Even with all the work that has been done to increase capacity for shipping containers along the West Coast and the work now underway, the Canadian economy, consumers, importers and exporters will need more.

That's why we're proposing the Roberts Bank Terminal 2 Project, a new multi-berth container terminal in Delta that could, if approved, be up and running by 2024.

That would be just in time based on current growth forecasts. Roberts Bank is an established trade corridor. With nine new road/rail separation projects worth more than $300 million underway along the corridor, the rail and truck traffic impacts of a busy port will be significantly reduced.

Robin Silvester ment for the George Massey Tunnel and the completion of the South Fraser Perimeter Road, Roberts Bank is well positioned to accommodate future growth in trade.

We recognize people have real concerns about this project. Roberts Bank is an important area for wildlife and their habitats. The community in Delta has expressed concerns about

more trucks on the road and about agricultural land.

We’re committed to doing this project in a responsible way that balances the needs of our environment, the community and our economy.

We have begun work on a comprehensive new strategy to increase efficiency, reliability and safety and mitigate the impacts of truck traffic on city streets with initiatives like our GPS pilot program, reduced wait times at terminals and more night gate access.

Our container truck strategy sets forward a three-year action plan that could reduce the total impact of container trucks on the road by up to 50 per cent. In addition, since 2008 we've explored, supported and expanded short-sea-shipping options where a business case

exists, including the newly announced DP World venture between Vancouver and Nanaimo.

The proposed Roberts Bank Terminal 2 project will undergo a thorough provincial and federal environmental assessment, which we expect will include a joint panel review, the most rigorous form of environmental assessment.

We want to have a meaningful and ongoing conversation about how we plan to deliver this project and what it means for the environment and your community. We anticipate 18,200 ongoing full time jobs will be created, in addition to the 4,500 jobs totaling over $1 billion in wages to be created during the six year construction phase.

Onni commissions study from Urban Analytics

Adding value near rapid transit The availability of rapid transit is one of the most important things that buyers are looking for in a home development in recent years, and a report by Urban Analytics for Onni has demonstrated the increase in value that comes with this convenience.

“Transit plays a big factor in the market,” says Nick Belmar of Onni.

“This report just substantiates our argument about what people could expect when they buy near transit.”

The report notes that new condos located along the Canada Line in Richmond and the Cambie corridor saw an increase in value, with Richmond seeing an increase of 21

per cent and Cambie finding a 33 per cent rise between 2009 and 2010. In Richmond, values increased by 15 per cent before the line was completed, and then six per cent over its first year.

Cambie saw similar results, with a 19 per cent increase before the line opened and a continued rise after.

“Values of newer condos located near a new rapid transit line will see an increase in value in the period ... preceding the completion of a rapid transit system, and ... while the rate of value appreciation tends to slow in the months after ... completion, higher values are sustained in the long term,” says Urban Analytics’ Michael Ferreira.
