No second chance for first impression Visitor from Ontario assesses tourism in the Alberni Valley from an outside perspective JUNE KASPERSKI-WILD Special to the News

When considering where to spend their money, how important is a tourist’s first impression of your town?

According to hundreds of First Impressions Community Exchanges done in the United States, and dozens in Canada, the old adage is true: One doesn’t get a second chance at a first impression. Tourists coming to your town will have an immediate impression of whether or not they would like to stay and spend their money, and they will base this first impression on factors that are largely within the control of your municipal council and your community.

Basically, if the first impression of your community is negative, or even neutral, then tourists will move on to a place that grabs their attention or appeals to them in some way that your community has missed.

The First Impressions Community Exchange or FICE, was originally developed by the University of Wisconsin to assist rural communities in their development activities.

The program helps communities learn about their strengths and weaknesses as seen through the eyes of first-time visitors, hence the name ‘First Impressions’.

Teams are selected from volunteers in partnered communities and sent out to do unannounced, short visits that are structured around a report and questionnaire.

These teams then provide structured, constructive feedback to their exchange community.

The assessment includes specific regard to community entrances, municipal services, tourist attractions, retail experiences, public infrastructure, and can be broad in scope or focus in on one particular element of the questionnaire. A popular focus is tourism.

The final steps of the program involve a presentation to council and action planning related to the findings. In Canada, these

The positive results of these exchanges suggest that the honest, outsider’s opinion seems to be the missing link for communities that are naturally focused internally and know their communities so well that they can no longer be objective.

I’ve spent about 10 years of my 18-year public sector career working directly with municipalities in Ontario, in the field of economic and community development.

My encounters with the FICE program have always left me marvelling at the tremendous value that can come from the simplest of ideas.

Economic development need not be complicated. It can be as simple as asking those that

This holds true whether a visitor is a business owner, a tourist or a local resident thinking of starting a family. By asking a visitor to contribute to your process, towns can gain a fresh perspective.

A fresh perspective can be a positive and simple way to kick-

start community vitality which is a key element of any type of strategic or economic plan, regardless of it’s scope.

FICE can also be a lifeline for many communities, given the fiscal reality that is being faced by economic development managers and officers. FICE harnesses the power of community volunteers and is therefore extremely cost effective.

Like other provinces, it is a challenging time for municipalities in B.C. that are seeking to improve their economic outcomes.

According to the Union of British Columbia Municipalities, 55 per cent of local governments in B.C. have less than one full-time employee tasked with economic development.

other employees to carry out these important activities in addition to their regular duties within the municipality.

At a time when economic vitality is often a No. 1 priority to municipal councils, the lack of funding to support economic development can pose a serious risk to the success of economic development endeavours.

One of the biggest benefits of a FICE relate to strategic planning exercises. In most cases, FICE provides communities that have begun a strengths, weaknesses, opportunities and threats (SWOTS) analysis, with confirmation of many of their internal observations, but more importantly, the identification of factors that were not previously considered.

Since SWOT is an essential, foundational strategic step in any planning exercise, it is important to have frank and honest input factored in. FICE provides that insight.

So I decided that I wanted to capture my first impression, on my own, as a visitor to Port Alberni and the Alberni Valley.

Every FICE includes a “fiveminute first impression piece” that is short and sweet and often results in valuable and frank results that structured questionnaires can miss.

My observations are based on the five-minute model and focus on a specific part of the evaluation: tourism.

Given that the 2012 budget for Port Alberni lists one of the mayor’s economic development priorities as being tourism, my focus is topical.

I paid two visits to the area, one in winter (February 2012) and one in summer (2010). I arrived via the Comox airport, exhilarated by the natural beauty that I had already gotten a taste of from the plane, and with money in my pocket.

I was a walking opportunity for a community that wanted to take me in and show me ways to spend it.

Halloween Patrol extra eyes and ears LIQUOR Port Alberni RCMP thanked a local community group who conducted safety patrols on Halloween night, RCMP Const.

Shelly Schedewitz said.

The Halloween Patrol was a group of volunteers made up of members from the Citizens on Patrol, Arrowsmith Amateur Radio Club and the Alberni Valley Search

and Rescue.

The groups function to give police extra eyes and ears on the street. Patrol members reported suspicious activities compromised the

safety of residents or cause damage to any property.

But it was a meeting with the Port Alberni Port Authority earlier in the day that may bear future fruit.

“We had some discussions about future development opportunities at the port,” de Jong said.

“We’ll be working on something in the

weeks and months ahead.”

De Jong wouldn’t elaborate what, nor would port authority director Darren DeLuca, who was with de Jong at the Multiplex.

But the finance minister hinted that it may be commercial in nature. “I think the people of Port Alberni have a sound appreciation for the private sector and how it powers the economy. They know we have to attract more investment,” de Jong said.

“It’s easy to say no (to development)... and a certain mining opportunity comes to mind,” he said.

“The community will have to exploit the opportunities it has in front of it,” he added.

De Jong’s day also included a tour of the new high school on Roger Street.

But he was impressed with area around the high school including the track, Multiplex, Athletic Hall and college. “This is just good civic planning,” he said.

Hydro ponders substation modification WAWMEESH G. HAMILTON ALBERNI VALLEY NEWS

Electricity demand on the West Coast is prompting BC Hydro to consider replacing some of its infrastructure in Port Alberni and on Long Beach, Hydro spokesperson Stephen Watson said.

Specifically, Hydro is examining its preferred option of modifying substations at Great Central Lake and at Long Beach to accommodate future power needs. The option is favoured because of its cost, environmental soundness and light footprint.

The modification would take the form

of upgrading the existing sub-station at Great Central Lake and two transformers at Long Beach.

Work at both sites would require the purchase of adjacent properties—in the case of Great Central Lake, private property.

The work will cost between $50 million and $70 million to do, Watson said.

Construction is slated to start in fall 2013 and be completed by 2014.

Other options include upgrading the Great Central Lake station, adding a new Tofino substation and adding a new transmission line; running a new line from Port Alberni to Tofino; and running

a line from Alberni to a new substation in Tofino.

Hydro’s present infrastructure is 50 years old, Watson said. It can’t absorb the new demand, which is increasing at a rate of one per cent per year. The new system would have twice the capacity, Watson said.

The initiative would not require a permit from the BC Utilities Commission, nor would it trigger any environmental assessment. Hydro is set to commence consultation with the Hupacasath First Nation, whose traditional territory encompasses Great Central Lake. reporter@albernivalleynews.com

Angel Magnussen has been named one of eight national finalists in the Scotiabank National Game Changer competition.

Magnussen has won a trip to the 100th annual Grey Cup in Toronto, where the Game Changer winner will be announced and presented with $100,000 for their charity of choice.

Magnussen, 16, has been raising funds for Variety–the Children’s Charity since she was five years old. She was born with Down Syndrome and other complex health issues, and has been assisted

by Variety over the years.

Just because a large tsunami didn’t pour into Port Alberni following a 7.7 magnitude earthquake off the coast of Haida Gwaii on Saturday doesn’t mean there wasn’t tsunami activity in Alberni Inlet.

sensor equipment deployed in Folger Passage at the mouth of Barkley Sound detected significant water pressure and seismic activity at 9:47 p.m., less than two hours after the initial earthquake, ocean dynamic specialist Steve Mihaly said.

“The bottom pressure recorder picked up a 10 to 20 centimetre high

wave when it passed through,” Mihaly said.”There was likely some signature of it in Port Alberni but it was after dark and no one may have noticed.”

The sensors measure bottom pressure and seismic data. In the graphic shown, the top schematic indicates changes in sea level at Folger Passage when the earthquake occurred. The lower plot measured seismic activity that indicates the onset of an earthquake.

A wave isn’t necessarily big when it is out in the deep water. Instead, it is often long to start, then steepens and rises as it slows, he said.

NEPTUNE’s sensors in other areas picked up a larger wave when it was further out in the ocean, Mihaly said. “It was going faster offshore because it was in deeper water. But it slowed down and decreased in size as it got nearer to Folger Pass.”

The wave wasn’t a “pure wave” when it arrived, Mihaly said.

“By the time it got

down here it reflected and bounced around a bit,” he said.

The sensors record changes in the water pressure and detect variances within millimetres.

The Department of Fisheries and Oceans tide gauge in Port Alberni showed large water fluctuations and registered considerable differences between expected water levels and actual ones during the tsunami.

“The waters still haven’t settled yet and likely won’t for a few days,” Canadian Hydrographic Service spokesperson Denny Sinnot said.

Sensor data is transmitted to NEPTUNE’s shore station in Port Alberni via fiber optic cable then relayed to the University of Victoria.

Data from Saturday’s activity will be gathered then plugged into a model that will generate scenarios about how a tsunami will interact with the West Coast and what could happen in Port Alberni if it hit, Mihaly said.

Our reflection viewed by others How many times have you stopped at a shelf full of tourism rack cards on BC Ferries or at an Island airport and looked for Alberni Valley-based information?

How many times have you absentmindedly thought there wasn’t much, then continued on to the cafeteria? Have you ever considered that if that information is not there, then as far as a first-time visitor is concerned, the Alberni Valley does not exist?

In today’s cover story, it’s taken a visitor to point out the obvious to us. An Ontario woman and her family arrived at one of the major transportation points on Vancouver Island—fortunately for us, with the intention of visiting Port Alberni—and discovered how difficult it is to not only find transportation to the region but how scarce information on the Alberni Valley is for travellers.

We spend a lot of time on social media, in public meetings extolling our virtues to anyone who will listen. But how much of that information is filtering over the Hump to the areas that really count?

Perhaps it is time we stopped looking at how we view ourselves and listen to how others view us. This is the perfect time for reflection: we have an entire year before we host the Tourism Association of Vancouver Island conference. An entire year to formulate a plan to market the Alberni Valley and follow through.

We talk about the million or so cars that pass through Port Alberni on their way to the West Coast, and what we can do to snare some of them. If we are to be serious about using tourism as a major economic driver for our community, that thinking is too narrow.

We need to purposefully, proactively plan a way to draw people to the Alberni Valley. And the first step is to look beyond our own borders.

Little new in B.C. Liberal renewal TOM FLETCHER B.C. Views WHISTLER – B.C. Liberal delegates gathered for their convention on the weekend at the Chateau Whistler, the same luxury hotel where Gordon Campbell fired up the troops in 2008.

Back then the advertising slogan was “Keep BC Strong.”

Unveiled at Premier Christy Clark’s preelection pep rally: “Together. Building BC.” This slight change hints at the big difference.

Campbell led a frontrunning party to a third straight majority, while Clark is a struggling underdog pleading for unity to turn back an NDP tsunami.

Hence “Free Enterprise Friday,” a discussion open to non-party members.

Clark began with an upbeat speech urging party members to “reach out our arms, open the tent and be as big as we

can possibly be.”

So did they? Dashing between three concurrent sessions, I missed a fair amount of it, but there were some provocative suggestions to appeal to those inclined to support the resurgent B.C. Conservatives.

An accountant spoke to a packed room about the growing unfunded liability of public sector pensions, most of which are still of the “defined benefit” variety.

Based on bond interest rates that have since sunk to all-time lows, these governmentguaranteed pensions are now a free ride for those lucky enough to have them, funded by the taxes of private sector workers who in many cases have no pension plan at all.

There was talk of passing a law that all new public sector hires be restricted to a “defined contribution” plan where the employee and

employer contribute equally and the pension is based on what those contributions yield.

This would provoke the mother of all confrontations with the B.C. Federation of Labour, But there was no evidence yet that this is going beyond the talking stage.

The resolutions continued the theme of confronting the labour movement, ritual combat that seems to be an inescapable part of B.C. elections.

Delegates passed two motions, one calling for public sector unions to disclose what they spend on salaries, political activities and lobbying, and another advocating a ban on unions spending compulsory dues on political campaigns.

This is a pet project of Nechako Lakes MLA John Rustad, whose constituency sponsored both motions.

Rustad presented a private member’s bill last year to require detailed disclosure, but it was left to die on the order paper.

Like all the policy resolutions debated at the convention, these ideas are not binding on the government. There is no change on the horizon.

Delegates rejected another motion that would have made membership in the B.C. Teachers’ Federation optional.

This would have been a declaration of war on B.C.’s most militant union, just as Clark and Education Minister Don McRae embark on a longshot bid to end the decades of confrontation that have defined that relationship since teachers were relegated to the industrial union labour relations.

There was a brief debate on a motion to scrap the carbon tax, sponsored by northern members who see it as unfairly punitive on those who endure cold weather and long highway drives for themselves and the goods they need to have trucked in.

To the Editor, Even remote communities like Masset on Haida Gwai have designated “muster stations” for assembly of people escaping from earthquakes and resulting tsunamis.

The warning issued last Saturday saw Masset residents immediately head for the designated gathering point 10 kilometres south of the town.

Here in Port Alberni there is no gathering point stipulated for people escaping lower levels of the city. The only instruction repeatedly issued is “head for the high ground”. A most vague order.

Warning of a tsunami rolling up the Alberni Inlet is first given by sirens audible throughout this valley. Before this happens, residents of Port Alberni should be instructed to go to a specific building on the “high ground”, such as Glenwood Centre, where emergency response teams could direct people to shelter in one of the many large buildings on the high flats, such as the Athletic Hall or the

Multiplex.

There should be a muster station location issued publicly before the “Big One” hits.

Look to prairies for inspiration To the Editor, Re: Private money will rule change, Letters, Oct. 18.

I would like to build on Terry Short’s recent letter related to “new roads not feasible”.

Governments cannot build economies, nor do they create jobs directly.

Governments can provide an environment that allows entrepreneurs to build companies generating jobs and wealth.

What companies are looking for is transportation, low real estate and tax costs, and an educated population.

Transportation is a “chicken and egg” problem. Need the road for development.

Need development to justify the road.

Port Alberni is an extremely attractive place to live for young, educated workers.

Relative to the rest of Canada, and the rest of the island, real

estate is a bargain.

I lived in Saskatoon when Saskatchwan was a have-not province. The population of the province was declining year after year. The glory days of wheat were long gone. Saskatchewan was the province you “flew over”, or drove through but didn’t stop, like Port Alberni on the way to Tofino.

The province mounted a television and print ad campaign aimed at entrepreneurs, investors and existing businesses. Today, Saskatoon is the fastest growing city in Canada. (Amazing given their cold, long winters). The economy is no longer based on wheat.

I am not sure if one can draw a direct link between the campaign of 2006 and the results the province achieved, but I am sure it helped.

I laud our mayor for approaching Jimmy Pattison and others in raising the profile of the Alberni Valley.

Gov’t must say no to FIPA To the Editor, The Harper government is going

behind Canadians’ backs again. In a few days Prime Minister Harper will be secretly selling out our sovereignty without a single debate or vote in parliament.

If FIPA passes it will pave the way for China to spend billions to buy out Canada’s natural resources and industries with no recourse to Canadians. This agreement will allow a Chinese corporation to sue any level of government in secret tribunals outside our court systems if their Canadian investment profits are threatened in any way.

This 31-year term act would make it possible for the Chinese to challenge our laws that create jobs, protect our environment and build healthy communities for ourselves. It is insane.

This malfeasance is contrary to all logical thought. Ask yourself why this is this happening in secret if it was for the benefit of Canadians?

Canada has already spent hundreds of millions on unjust penalties created by the North America Free Trade Agreement and it

will happen again in spades if we don’t all contact our provincial and federal MP’s immediately to register our concerns about this gross misconduct of our federal government.

Elizabeth May, MP, Green Party is the only one who has spoken out against this assault and she was only given 60 seconds to speak.

Please take action before our country and our rights are washed down the drain.

While she applauds students who go to university to study science, she prefers the hands-on focus of technician programs. “In a

“It’s way more interesting to see the science applied... and you’re more job ready.”

Leech calls on government for renewed efforts to build student skills and confidence in math and science programming.

“We especially need to interest young students in science and how things work,” Leech says.

“Young students use

technology every day – smart phones, iPads and computers. They play video games, even build robots.”

Leech lauds the recent “Year of Science” program that encouraged students toward so-called “STEM” subjects – science, technology, engineering and math.

Citing the recent $6 million B.C. campaign to encourage careers in trades, Leech urges a similar effort to build awareness of engineering technology education and careers.

BC Technology Industries Association employers like Telus and BC Hydro and many smaller technology-rich companies say the single most important position they now struggle to fill is Specialty Technician/ Technologist.

Even the Canadian Council of Chief Executives expressed concern that only 37 per cent of 16- to 18-yearolds were interested in taking even one post-secondary course in sciences, according to a recent Angus Reid survey.

Leech says the opportunities for those seeking work in the technology field are considerable given a wave of retirements of presentgeneration B.C. technology professionals that is already underway.

“Half of our membership is now middle-aged at 45-plus, and 22 per cent are over age 55!” he says.

“Every region of B.C. shows growing demand,” Leech concludes.

“New two-year technology diploma programs are still needed in the north and central B.C. However, young people are investing to travel so they can earn the necessary tech qualifications.”

HARRISON, Mary Louise Mary Louise Alvina Harrison of Port Alberni, British Columbia; born September 30, 1945 passed away October 22, 2012 at 67 years of age in her home. Mary Louise was born in Edmonton, Alberta and was married to Chris Townsend for three years and James Harrison for seventeen years. She is survived by her daughter Katherine, son James, daughter-in-law Dana, granddaughters Julia and Molly and nieces and nephews.

Mary Louise attended the University of Alberta in 1988 to pursue a Bachelor of Education degree. She went on to obtain her Masters in Arts in Leadership and Training from Royal Roads University in 2002 where she specialized in barriers to education of First Nations women.

Settling in Port Alberni, Mary Louise worked as an instructor in the Faculty of Applied Business Technology at North Island College where she enjoyed the wonderful people she was able to work with, her students and the challenges her position provided. An avid hiker, Mary Louise spent much of her time with friends hiking in the Port Alberni valley and surrounding area.

She loved her family and friends dearly, and they meant the world to her. Taking great pleasure in entertaining and spending time with her friends and loved ones, no one was ever left hungry or thirsty when they came to her home. Her loving heart and zest for life will be remembered fondly by all who knew her.

Family, friends, and colleagues are invited to the Memorial Service to be held on Sunday, November 4 at 1:30pm in Port Alberni at the Best Western’s Barclay Room.�

“Natural World” is the Rollin Art Centre’s current art exhibit and runs until Nov. 14.

Come and see the acrylic and mixed media collages assembled by Meghann Rader, which are coupled with glass frameworks by glass artist Halina Tayour.

With musical backgrounds ranging from cruise ship lounge acts to full on Aqua Net and Spandex metal bands,

to fourth grade piano lessons from the crabby lady down the road, Dean Martini Band have yet to find a genre of music they don’t embrace.

Music starts at 8 p.m. Tickets are $10 at the door (doors open at 7 p.m.). Char’s Landing is on Argyle Street at Fifth Avenue.

Artisan Faire kicks off craft fair season The 30th annual Artisans Faire in Port Alberni will be held Saturday, Nov. 3, 10 a.m. to 5 p.m., and Sunday, Nov. 4, 11 a.m. to 3 p.m. at the Italian Canadian Hall.

Celebrate the upcoming season with this annual

event, showcasing the talents of local and island artisans. New artisans this year include silversmith Darren Lentz and Maureen Horst, who makes cross-stitch cards. Linda Currey is also returning with her soft creations.

Admission is free; treats will be provided by the Bread Of Life as a fundraiser.

Bullying isn’t a schoolyard problem, it’s a societal issue DR. NEILL NEILL Living

ecent suicides by adolescents and children in the wake of ongoing bullying have got us all thinking about bullying. It’s an uncomfortable topic,

because so many of us at one time or other have been victim, bully or silent witness (another kind of victim). It’s a broad societal problem.

Challenging a bully involves risk. I once had a manager who ordered a colleague to do something unethical. When she challenged him, he

new product. When I told the factory owner, he raged at me about my being a stupid kid and an idiot to think that there was a problem.

I was humiliated in front of the other workers, but his tantrums were nothing new. The owner then made my recommended

discredited her with lies. When I tried to intervene, I became his target and we both were fired. He then turned on a senior professional who had supported me during the ordeal. That professional simply resigned.

Many years earlier as a factory worker I discovered a flaw in a

Bullying begins in families. Sometimes the man bullies his wife into submission.

Sometimes the woman is the bully.

If a child at a young age sees one of his parents repeatedly attempting to control the other through intimidation and verbal violence, it’s easy for that child to adopt either the victim or the bully model… or both.

here was a new player skating with the Alberni Valley Bulldogs at the Multiplex and he wasn’t acquired through a trade.

B.C. Liberal finance minister Mike de Jong, 47, donned skates and a jersey and took to the ice for Monday afternoon’s Bulldog practice.

The Abbotsford West MLA played Junior B hockey while growing up. De Jong looked comfortable on the ice and even took a few shots on goal.

“I played hockey but that was 100 years ago,” a winded and sweating de Jong said.

His hockey skills may be rusty but he handles his interview with a politician’s seasoned touch.

De Jong’s junior B team played Port Alberni once.

Through his years in hockey, de Jong said he wasn’t the most talented player on the team.

But with his crushing workload today and combativeness in the legislature, it’s no surprise to learn that no one tried harder than him.

“I had limited talent but a big heart,” he said. He didn’t compensate for his lack of talent by being a big hitter. “I think guys were worried that I’d just fall on them,” he said.

De Jong’s busy schedule prevents him

from taking to the ice as often as he’d like.

“You miss the game, of course you do,” he said.

De Jong’s favourite player was Guy Lafleur and he liked to watch the Montreal Canadiens. But today he’s a Vancouver Canucks fan.

Playing hockey as a teen taught de Jong the value of playing on a team.

But it taught him other intangible lessons that still serve him today, he said.

Just because you’re down three goals going into the third period doesn’t mean that you lost the game, de Jong said.

“The pundits have us down a game going into the next election but the series isn’t over yet,” he said.

“But you never know, I might be looking for a team to play on after next spring.”

A member of the Alberni Valley Bulldogs management has taken a step towards the bigtime.

Spiros Anastas has resigned as general manager to become an analytics coach/advanced director of scouting with the Grand Rapids Griffiths, an American Hockey League affiliate of the Detroit Red Wings, the team noted in a press release.

Although only in Alberni for a short time Anastas liked what he saw developing.

“I believe that this community deserves the absolute best and I believe the young men in locker room are a great group with a bright future ahead of them,” Anastas said.

“However, when an opportunity like this comes along, you have to jump at it.”

Bulldogs head coach Kevin Willison will assume the role of general manager, the release noted.

Moving on, even if it is sudden, is part of the game, team director Ron Paulson said. “...we fully recognize that this league is about moving personnel and players forward, to the highest level possible.

We wish Spiros continued success as he advances his hockey career,” Paulson said.

Anastas came to Alberni from Western Michigan University after seeing the junior prep camp in August.

Anastas played both junior A and college hockey.

And his resume included a BA in economics and an MA in sports administration.

Most recently, he was an assistant coach with Western Michigan University.

hat would you buy if you only had $26 per week for food? Stretching that amount over seven days gives a person on welfare about a daily food allowance of $3.71 . “Raise the Rates” was a recent B.C. wide campaign to increase awareness of how it feels to live and eat on a welfare budget.

The current income assistance rate for a single person expected to work in B.C. is $610 per month. Raise the Rates calculated that after rent and other basic expenses, just over $100 a month is left for food.

That works out to $3.71 per day.

Ted Bruce, executive director of population health with Vancouver Coastal Health, participated in the “Raise the Rates” challenge.

Bruce said research shows that stress and lack of control contribute to chronic disease in people living in poverty. “That’s what I experienced as well,” he said in an interview with a Vancouver newspaper.

Bruce said after a couple of days, he became stressed out that he would run out of food before the end of the week-long challenge.

Nearly 500,000 people who live in poverty in B.C. struggle to maintain their health on what Raise the Rates organizer Bill Hopwood calls a “poverty diet”.

Also, he said, “We know such things as a shortage of iron in early childhood

who has been working in the field of nutrition in Vancouver for more than 20 years, also participated in the Raise The Rates challenge. Kasten said in an interview with a Vancouver newspaper, ‘In general, eating

leads to irreparable cognitive delays.”

Last February, Dietitians of Canada, BC Region released the report The Cost of Eating in BC 2011.

The report shows that low-income families in BC can’t afford healthy food.

Low-income Canadians are more likely to report poor health and die earlier than Canadians with higher incomes, the report noted. They spend less on food and eat fewer servings of vegetables, fruit and milk and are less likely to get the nutrients they need for good health.

The cost of food continues to rise, presenting another facet to the problem.

Forward-thinking strategies to improve food security, plus

help people to buy more locally grown, healthy food assists in the long-term sustainability of our food systems; and ultimately, the health of the community.

The divide between “rich” and “poor” can be one of the main drivers in the social determinants of health (which includes food security) for a community. Helping to close that gap in an area may improve the region’s variety of health indicators and bring the population into a more equitable balance.
