Valley politicians demand WTE input Board backtracks to seek feedback from FVRD, but not approval

Fraser Valley politicians are outraged Metro Vancouver didn’t consult them when it hired a panel of third-party experts to help guide the controversial process of building a new waste-toenergy (WTE) plant to burn Metro garbage.

Opposition to a possible new in-region incinerator is fierce in the Fraser Valley Regional District, where air pollution from the Vancouver area concentrates, and reps there condemned Metro’s move to unilaterally pick most of the panel.

“We are the recipients of their pollution,” FVRD vice-chair Patricia Ross said.

“Yet I get the sense they see us as a pesky fly to be batted out of the way.”

The two regions have dueled before over the science of incineration.

FVRD reps criticized Metro-enlisted experts as pro-incineration during public consultations leading up to the province’s 2011 approval of Metro’s solid waste plan to pursue new waste-toenergy capacity.

Ross also publicly feuded with Provincial Health Officer Dr. Perry Kendall after he said he saw few health risks from waste incineration. Metro yanked grant funding from an air quality scientist who said it would be “stupid” to build more incinerators in the airshed.

Ross isn’t yet calling the panelists biased, but said Metro should have consulted the FVRD on the choice if it was serious about following the direction from B.C.’s environment minister to ensure Valley concerns are fairly considered.

“I want to discover whether they have a bias,” Ross said. “What’s their past history? Have they worked closely with

the industry?”

Abbotsford Mayor Bruce Banman said his city remains solidly against a new in-region incinerator, and is concerned about how the process is unfolding so far.

“Metro continues to be blatantly disrespectful and contrary to the rules they’ve been told to apply,” Banman said. “The minister should be very concerned.”

Banman said Metro campaigns to protect farmland and food security, yet fails to reject incineration based on the risk it poses if airborne toxins land on food crops.

“They speak out of one side of their mouth on how they need to preserve farmland to feed ourselves in the future, yet this very action can put that in jeopardy.”

Terry Lake was explicit in telling Metro to consult with the FVRD. “They (Metro) continue to display a pattern of ignoring the FVRD,” said van Dongen. “We’re not going to tolerate it.”

He said Valley politicians need to keep their concerns before the public, and when Metro seeks approval for its WTE facilities, the FVRD will have a valid objection based on the lack of consultation. He said if the present trends continue “We’ll be opposing any permit of any kind.”

Panelists hired by Metro so far are: waste-to-energy technical expert and professional engineer Jeremy O’Brien, who was nominated by the Solid Waste Association of North America; energy and sustainability expert Thomas Pedersen, who was nominated by and is executive director of the Pacific Institute for Climate Solutions; and air quality and health expert Michael

Brauer, a professor at UBC’s School of Population and Public Health and nominated by UBC’s Bridge Program.

A fourth and final appointee with expertise in health impact assessment is still to be nominated by the Fraser and Vancouver Coastal health authorities.

Red flags about the lack of FVRD input went up at Metro’s Oct. 26 board meeting, where Surrey Coun. Marvin Hunt said he wanted the list of panelists run by Valley reps.

“History shows we can bring in experts from all over the world and if they’re not respected as experts we’re going to hear nothing but complaints,” Hunt said.

The board agreed to refer the panelist list for feedback, but not approval, to not just the FVRD but also other neighbouring regional districts and to the environment ministry.

“I’m much more interested in whether the provincial government sees this as a fair panel,” Burnaby Mayor Derek Corrigan said. “We want to be sure they are impartial and objective.”

Metro also intends to invite FVRD reps to a future meeting of its zero waste committee to try to iron out differences over the waste-to-energy procurement process, which was approved by the board Friday.

Extensive consultations have been promised as Metro aims to build new waste-fired capacity to burn an extra 370,000 tonnes of garbage per year by 2018 while it phases out its use of the Cache Creek regional landfill.

Qualified proponents and their technologies are to be identified first and then Metro will seek potential sites – in and outside the region – that would later be matched with short-listed proponents.

West says son killed Chelsey Acorn Vikki HOPES Abbotsford News

Jesse Blue West testified in court Thursday that his son, Dustin Moir, killed 14-year-old Chelsey Acorn of Abbotsford during an argument at a campground in 2005, and West buried her body to protect him.

West said he later lied and told a “crime boss” – actually an undercover police officer – that it was he who had killed Acorn in order to get “all the big steak dinners and travel” that would come with being part of the criminal organization.

West, 60, is on trial in B.C. Supreme Court in Chilliwack for the first-degree murder of Acorn, whose body was found

in a wooded area in April 2006 off the Coquihalla Highway near the Carolin Mines exit.

Acorn had been reported missing from an Abbotsford foster home on June 10, 2005, and an autopsy determined she had been murdered in the fall of that year.

However, West said her death took place on June 11, 2005.

He said he first met Acorn in about February or March of that year through his son, and he believed the pair to be in a relationship.

The two would sometimes stay at West’s apartment in Surrey when he was travelling for his job as a long-haul trucker.

West said that on June 10,

2005 – a Friday – Moir asked West if he and Acorn could stay at the apartment. But West said he would be home for the weekend and recommended the pair go camping instead.

West said he picked the couple up in Abbotsford and dropped them WEST off at a campground off the Coquihalla Highway where he had stayed “two or three times” the previous year. The area had four or five campsites, and only one was still available, he said.

West made arrangements

to return the following day to see how Moir and Acorn were doing. He said they were arguing when he arrived.

“She looked like she was mad … She was shaking her hand at him – more or less, getting her point across to him, I thought,” West testified.

He said Moir walked over to him and told him that Acorn was claiming to be pregnant with Moir’s child, and she wanted to move in with him but was angry because he was living with someone else at the time.

West said he then told Moir that he would take the couple home, and he went for a walk to give them time to cool down and pack up their stuff.

West said as he was walking back toward the campsite, he saw Moir and Acorn arguing near the river – less than 20 feet from their tent – and it appeared that Moir swung at the teen, knocking her to the ground.

Acorn did not get up and was not moving by the time West got to them, he said. She had a gash on her forehead and over her right eye. He said he spent the next several minutes trying to find a pulse and, when he couldn’t, he determined she was dead.

West said he then went into “recovery mode.”

West and Moir were both arrested and charged in May 2007 following a “Mr. Big” operation in which undercover officers posed as members of a criminal organization.

West was shown in undercover footage confessing to the “crime boss” that he had killed Acorn, but he testified on Thursday he lied to win favour with the boss.

“The guy’s going to hand me $50,000 in a few days, an Avalanche, a Harley. Those are great incentives to say whatever you want me to say,” West said.

Also in previous taped evidence, West claimed to have

knowledge of two other murders, and tried to cut a deal with two investigators to provide details of those crimes.

Among his terms was that he be moved from “the hole” (the segregation unit) in prison.

On Thursday, he said he lied about the other murders because he was desperate.

“I was being ill-treated, bullied, numerous times a day every day … I would have said anything you wanted me to say to get out of the situation I was in and get in a better situation.”

West’s trial began Sept.

11 and is expected to wrap up this week, with a later date to be scheduled for the judge’s verdict.

Moir was convicted of Acorn’s murder in February 2010 and is currently serving a life sentence with no chance of parole for 25 years.

Abbotsford Police found two bags containing what was suspected to be more than 30 pounds of doda on Thursday morning in a field.

Const. Ian MacDonald said local police received a call from U.S. border patrol at about 11:30 a.m., indicating that they had seen two people dropping the bags in a field on 0 Avenue and Defehr Road.

Police retrieved the bags and have submitted the substance for examination.

MacDonald said 30 pounds is a considerable amount of doda.

“You don’t know what the potency is … You can’t tell by looking at,” he said.

U.S. border patrol arrested a man and a woman on their side of the border, and the two have been detained for an immigration-related investigation, MacDonald said.

Doda is a derivative of opium that is made from ground poppy pods and stems and is primarily used by the South Asian population. The fine powder is mostly commonly consumed in tea or hot water.

The last big bust in Abbotsford that involved doda occurred in September 2011, when an investigation was launched after concerns

about the drug being sold in the city.

Two men were arrested and faced charges of drug trafficking.

The biggest bust of its kind in Canada took place in August 2010, when two men – one of them from Abbotsford – were arrested in a seven-acre poppy field in Chiliwack, where 60,000 plants were being grown.

Tehal Singh Bath, 32, of Abbotsford and Mandeep Singh Dhaliwal, 30, of Mission both pleaded guilty earlier this year to production and possession of a controlled substance for the purposes of trafficking.

The pair have not yet been sentenced.

Abbotsford Coun. Simon Gibson is contemplating a move that would see him take his political career to a higher level.

The long-time municipal politician is weighing his options and hopes to decide by the end of this week if he will take a shot at the provincial stage.

“I’m considering seeking the Liberal nomination for the Abbotsford-Mission riding, the riding in which I live,” said Gibson.

Gibson would be looking to replace current Liberal MLA Randy Hawes who has already announced he will

not seek re-election in May 2013.

Opponents of pipeline expansion in B.C. protested at Abbotsford West MLA Michael de Jong’s constituency office on Wednesday afternoon, as part of a province-wide “day of action” that saw similar protests in more than 60 communities.

Defend our Coast Day was planned to show opposition to tar sands, pipelines and increased tanker traffic, and the risks they pose to the environment.

It followed Monday’s demonstration of 3,500 protesters at the provincial legislature, who rallied against the proposed Enbridge Northern Gateway pipeline.

“The localities the pipeline passes through receive most of the risk but none of the benefit,” said Daniel Bryce, who ran in the federal election as the Green Party candidate, and gave a speech at de Jong’s office on George Ferguson Way. Carrying a sign that read “No pipeline, no tankers, no tar sands, no Harper, no problem,” Jean Douglas-Wells joined in the public protest, and later signed up with local anti-pipeline group Pipe Up. “We have to defend our coast, and we as Canadians have to stand up and say no,” she said.

About 43 people attended the event in Abbotsford, and

Douglas-Wells predicted more would be at the next demonstration.

John Vissers is a member of the Pipe Up Network that is opposing the Kinder Morgan proposal to almost triple the capacity of its line that runs from Edmonton to Burnaby, passing through Abbotsford along the way. He also spoke against pipeline expansion.

Vissers said most of those attending the protest were people he has not seen at other envi-

ronmental protests.

“This issue is bigger than the treehugger set – like SE2 was,” he said, in reference to the Sumas Energy 2 power plant that was rejected by the National Energy Board in 2004.

The provincial government has set out five conditions that must be met before the Enbridge Pipeline will be allowed to bring diluted bitumen from the tar sands of Alberta to Kitimat, including an increased share

of the oil revenue.

“I’m concerned about those five conditions,” said Vissers. “Conditions are negotiable.”

“The government should come out and say, ‘This is not good for B.C., and we’re against it.’ “ Vissers predicted the pipeline matter will be a “huge election issue” in May 2013’s provincial plebiscite.

De Jong, the finance minister, was not in Abbotsford to greet the demonstrators.

If the number of people sitting on the steps of B.C.’s legislature or pounding signs into the lawn in protest of oil tankers on our coast and pipelines crossing the province is any indication, one has to ask just how many British Columbians are actually against Enbridge’s Northern Gateway pipeline project?

Approximately 3,000 people were in Victoria Monday for the Defend Our Coast protest – a far cry from what organizers anticipated to be the largest act of civil disobedience on the oil sands issue in Canada.

Disobedience included staking a 235-metre black banner (the length of a super tanker) across the legislature’s lawn. While protesters were prepared to go to jail for the cause, Victoria Police simply watched the banner – and the event – unfurl.

If the media coverage and politicking by B.C. Premier Christy Clark and NDP leader Adrian Dix is to be believed, opposition to the oil issue

has blanketed the province, with tens of thousands of residents fearing for the pristine coastline and super natural forests and valleys.

If so, where were all these opponents when the chance to voice an opinion and hopefully make a difference presented itself?

Could it be a good number of residents see the project as a good thing for the province? Do they see jobs for B.C. residents? Or tax dollars generated to pay for the services needed in Canada?

Or perhaps the majority considers the projects a done deal and all the posturing is nothing more than a bunch of rhetoric – and that the oil will flow because the powersthat-be want it and to hell with the desires of the people and the future of the environment.

Or even worse, they don’t care.

It wouldn’t be the first time apathy raised its ugly head in British Columbia.

Other Hand Common sense, if a community meeting in my neighbourhood last week is any indication, is taking hold at city hall.

For example the notorious “tree protection bylaw” no longer exists in the rural parts of Abbotsford, nor it appears does it apply to strata title residential locations. And for the rest of the community, it has been greatly watered down with many weed trees excluded from protection and penalty fees greatly reduced.

I’d suggest an even further “watering” when the bylaw comes up for discussion at the council table sometime in December. For instance, how about eliminating from protection all ornamental trees – those that are

not indigenous and were bought and planted by homeowners. For those who want to provide input into the final tree bylaw, council is, I believe, holding a public information meeting on or about Dec. 10. Check with them for precise details.

Another “it just makes sense” change of heart at the city is the “backing off ” of the restrictive (and punitive I might add) environmental plan for Sumas Mountain. Gone apparently are the ‘wildlife and recreational corridors’ across private land, which would have had a devastating impact on the affected properties’ worth and the owners’ free use of their own lands.

Also at last week’s meeting in Straiton, the city even seemed amenable to changing its proposed, and planned, kitchen waste recycling program . . . at least in the rural areas where a great many people already compost, if not for their gardens then perhaps like me who bury the stuff in a dirt pile so that when fishing season arrives I have a ready source of worms to supplement my inordinate

lack of skill at luring fish to my fly rod.

However, the singular most important message of the meeting came from Mayor Bruce Banman who said, “We listen and we hear you” (and, I add, act on what they hear!)

It also appears there is a definite change in attitude at city hall, in that bureaucracy is reacting to council rather than what seems to have been the other way around in past years.

I’m not sure if the new mayor has endeared himself to the powers that be in the brick edifice on South Fraser Way, but he certainly has changed the culture there.

And I have to give him, and new councillor Henry Braun, credit for that, because many of the battles that we have faced were created, in fairness perhaps even innocently, during past terms by the other seven members of council.

But changes to bylaws and other actions of the city are the work of all councillors, so to all of them I have to welcome what seems to be a general understanding that, as the mayor said last week, it is time (and there should always have been time) to listen to the people, and react to their demands.

After all, the basis of western democracy as championed by Abraham Lincoln during his Gettysburg Address, is: “government of the people, by the people, for the people”.

New laws needed to police the online landscape Everyone has something to say about the untimely death of 15-year-old bullying victim Amanda Todd.

Harassment, verbal abuse, threatening, and intimidation have always been punishable by law under the Criminal Code of Canada.

Cyber bullying is much harder to control.

How can one stop cyber bullies in worldwide social media networks like Facebook and Twitter, where anyone can put anything online for all the world to see?

In spite of the many breakthroughs, today’s digital landscape is spiced with potent dangers and immeasurable constructive possibilities alike.

Prominent educators warn that it is absolutely critical to reach kids in the digital arena where they spend much of their time.

The big question is: How does one navigate a child’s life away from the demonic actions of sexual prowlers thriving in today’s digital landscape?

While these enormous social changes evolved, most of our elected leaders, and citizens crept along with snail-like speed to BUSINESS

stem the tide. No one bothered to write laws forcing cyber gurus to create and distribute an “eraser” button so that victims can erase statements and pictures about them put there by evil minds to hurt them.

Up until now, wealthy tech giants, who invented facial recognition technology, claim that creating an eraser button is not feasible technically.

I believe that it is our civil duty to embrace the positives of the digital media and promote innovative uses of technology at home and in schools, to prepare kids for the future.

Millions of users already are using CommonSense.org to find very “good stuff”.

There are many electronic games on the market that provide positive experiences for kids and families at fair prices.

All is not lost.

Nonetheless, it truly is lamentable that the likes of Amanda Todd’s young life was snuffed out so dramatically.

Let’s pray that this sad event may wake up a lethargic, dozing adult community.

New Statistics Canada numbers show more Abbotsford residents list Punjabi as their mother tongue.

Almost a third of Metro Vancouverites speak a language other than English most often at home, according to the newly released census data. The results from the 2011 count highlight the region’s growing cultural and linguistic diversity as a result of steady immigration from Asia.

In Abbotsford-Mission, 69 per cent list English as their mother tongue, and 79 per cent generally speak English only at home.

Of the CMA’s 166,300 population, 25,500 speak Punjabi at home, and almost 28,000 list it as their mother tongue – 16.7 per cent of the population. In the 2006 Census, 23,000 listed Punjabi as their mother tongue German was the second most common mother tongue at 6,555; Dutch 1,740 and Korean 1,445, followed by Spanish, Tagalog (Philippines) and Vietnamese as the next most common, all at less than one per cent of the population.

Punjabi is also the single most prevalent immigrant language in the entire Metro region, accounting for nearly 147,000 speakers or 6.4 per cent of Metro Vancouver’s population of just under 2.3 million.

The census counted 133,000 Cantonese speakers (5.8 per cent), 92,000 Mandarin speakers (four per cent) and another 115,000 non-specifed Chinese speakers (five per cent) in Metro.

Tagalog is Canada’s fastest-growing language and is now spoken by three per cent of Metro Vancouver’s population, while the next top languages here are Korean (two per cent), Farsi, Spanish, German and Hindi (1.1 per cent.)

Just 58 per cent of Metro Vancouver residents speak only English at home, down from 65.2 per cent in 2001.

Increasingly, Metro residents are speaking both English and their mother tongue at home – that mixed use was reported by 24 per cent, up from 17.8 per cent a decade earlier.

Slightly more residents reported being unable to converse in the dominant official language.

Nearly 130,000 residents, or 5.7 per cent of the Metro population, indicated they could not speak English, up from five per cent in 2006.

More than seven per cent said they were officially bilingual, speaking both English and French, while just 0.1 per cent said French was their only official language.

A woman who was painted purple and impaired found herself sleeping it off at the Abbotsford Police Department on Wednesday afternoon.

At about 3:25 p.m., officers had a driver stopped in the downtown area and noticed the woman pass them on a scooter.

“Obviously they do a double take, because it looks like there’s somebody purple driving a scooter,” said Const. Ian MacDonald.

Minutes later, she passed them again, going in the same direction, and appearing disoriented.

The officers had finished with the previous traffic stop, and were determined to pull over the purple lady.

“She was anything but inconspicuous,” he said. “It’s not profiling – but when you see someone purple drive by, it’s hard not to notice.”

When she was pulled over, the woman, who was in her 30s, had difficulty standing and speaking.

“It becomes apparent quite quickly that she’s intoxicated,” said MacDonald.

MacDonald said her face was covered in paint, but officers did not learn from the slurring woman how it came to be that

Police issued a roadside suspension, and took her to the detachment, where they “allowed her to sleep off her intoxication safely.”

Burglary suspect caught on video

Police ask for help to identify him In the wake of a series of break-ins to Abbotsford homes, police have released a photo of a burglary suspect caught on surveillance video.

The Caucasian man, estimated to be between 25 and 45 years old, was on a mountain bike when he rode to the front door of an Abbotsford home at about 1 p.m. on Tuesday, Oct. 16. The resident of the home in the Bateman area had a security video system installed.

The man appeared to be communicating to an accomplice via an earpiece, but was apparently scared away from the scene.

He was wearing a black, long-

sleeved shirt, jeans, a baseball cap, sunglasses and gloves. His bicycle had a white stem with large shocks on the front.

Abbotsford Police recently warned residents of a rash of break-ins in east Abbotsford, most of which have occurred during the day. The thieves have either accessed the homes through an unlocked window or have broken the pane of glass adjacent to the front door.

They have stolen cash, credit cards, jewelry and portable electronics.

Alexa McCarthy once again has UFV athletes walking and knocking for the Abbotsford C o m m u n i t y Services’ Food Bank.

The UFV basketball star spearheading the initiative last year, and continues it this year.

Cascade players from nine varsity squads will be out and about from 6 to 8 p.m. on Halloween night, looking for donations of nonperishable food.

The athletics department will also be setting up drop boxes in the lobby of the Envision Athletic Centre.

“This is a difficult time of year for many families, and if we can do our small part to help the Abbotsford Food Bank I think that is nothing but positive,” said UFV women’s basketball coach Al Tuchscherer.

“I’m proud of Alexa (McCarthy) for initiating this drive and making a difference in our community.”

McCarthy was the recipient of the UFV Cascades 201112 Outstanding Community Award for her volunteering for the Abbotsford Food Bank, organizing of the Cascades CIS “Shoot for the Cure” night to fight breast cancer and numerous other very successful ventures to assist people in the Fraser Valley.

Members of the Abbotsford Police Department (APD) were among law enforcement agencies across the province who participated in the Special Olympics’ Be a Fan Day on Thursday, Oct. 25.

The event was dedicated to thanking agencies across the province for their support of the Law Enforcement Torch Run (LETR), which raises awareness and funds for the Special Olympics.

The LETR has raised approximately $3.4 million for the organization since its inception in 1990. The funds create opportunities

for Special Olympics athletes to participate in year-round sport programs and competitions.

Lapdog causes SUV accident

In a new spin on “the dog ate my homework,” a pet is being blamed for a car accident that left Old Clayburn-area residents without power for several hours on Friday night.

A Ford Escape SUV ran into a hydro pole at about 6:45 p.m., shearing off the pole at the base and bringing down the line.

Abbotsford Police Const. Ian MacDonald said the driver, a 56-year-old woman, was very forthcoming with the cause of the accident: “She blamed the dog.”

The driver said her canine passenger jumped into her lap, and as she was distracted dealing in with the dog, she drove off the road. She went to hospital with non-life threatening injuries.

MacDonald said the incident brings up the issue of distracted driving, commonly associated with mobile phones and mp3 players, but a pet that is free to roam in a vehicle are another hazard – whether they wander down to the pedals, can be heard eating something under the seat, or jump on the driver.

In this case, the accident could have been much worse. Serious injuries and even fatalities are not uncommon when vehicles hit poles.

“This is a heads-up for people,” he said.

The distraction problem can be eliminated by pet restraints that are available at pet stores – something MacDonald employed for his dog in the past.

What’s more, he said people should be aware that in an accident a dog that is not restrained can be seriously hurt, or its body could hurt another vehicle occupant if “Sparky becomes a projectile.”

The dog in Friday night’s accident was not seriously injured.

The driver was ticketed.

Reach receives $10,000 grant The Reach Gallery Museum Abbotsford has been awarded a $10,000 grant from the EMC Heritage Trust Project.

It is one of three given out in all of North America.

The Reach will use its $10,000 to continue digitizing The Abbotsford Living History Project, a collection of photographs depicting life in Abbotsford from the 1880s to the present day.

The project is accessible online and allows individuals to comment on photographs, adding personal memories and context to the collection and creating a meaningful connection with the community.

“Abbotsford has a rich, diverse cultural history and that’s depicted in the photographs of The Living History Project,” said Karina Chow, director of development at the Reach.

“Many people are interested in finding old photographs of family members and there is also a large audience for historical images and the associated contextual information.”

The museum has already digitized 9,000 images as part of the project. The grant will allow staff to digitize another 6,000 images, including 1,000 images from the Abbotsford News, covering the years 1960 to 1990.

The Reach relied

on strong local ties and a social media campaign to secure its grant.

Finalists for the first round of 2012 Heritage Trust Project grants were notified their submissions were under consideration. The finalists were then encouraged to have their community supporters vote for their specific projects on the EMC Facebook page.

The museum reached out to local media directly and to the Abbotsford community through Twitter. The resulting publicity allowed the museum to generate the second-most responses among grant finalists.

“It was gratifying to see how much the community pulled together for us and helped us secure the grant,” Chow said.

“It shows we’re valued by the city’s residents and validates what we’re doing with The Living History Project.”

The submission process for the second round of 2012 grants began Oct. 15. The application form is available on the EMC Heritage Trust Facebook page at: http://emc.im/ zKxfrA. “Canada has had a high level of participation in all five years of the EMC Heritage Trust Project,” said Michael Sharun, Managing Director of EMC Canada.

Christmas gift fair begins

Arts council hosting two month long showcase The Abbotsford Arts Council will be hosting a Christmas Artisan Gift Fair and Small Painting Show at the Kariton Art Gallery and Boutique from Nov. 4 to Dec. 22.

The fair is a new, seven week initiative by the Abbotsford Arts Council to provide the public with a unique place to buy one-of-a-kind Christmas gifts and stocking stuffers while promoting and supporting the work of local artisans. The entire gallery space will be dedicated to selling vendor crafts and small paintings for the duration of the fair.

All artisan gifts featured in the fair will be original, locally-handmade art including pottery, woven and painted scarves, jewelry, clothing, woodwork, books, hundreds of Christmas and greeting cards, and much more. Some particularly unique items include cutlery art, consisting of jewelry and other items made with antique silverware; world-renowned Victorian caroller dolls with handsculpted faces and clothing designed from scratch; homemade bath bombs; and jewelry and Christmas cards made by students of BC Teen Challenge Women’s Centre.

The fair will also feature small paintings and prints by members of the Fraser Valley Watercolour Society, Central Fraser Valley Graphic Guild, and other local artists.

Downtown hosting trick or treat event

The public is invited to celebrate Halloween in the downtown core.

Pumpkins and scarecrows are popping up everywhere in anticipation of the Abbotsford Downtown Business Association’s first ever Trick or Treating event!

On Wednesday, Oct. 31, everyone is invited to come downtown and take their kids trick or treating. The event runs from 1 p.m. to 5 p.m. and costumes are encouraged.

Whether you throw on a sheet and become a ghost, paint you face like a clown or any other costume of your choice, head down for the chance to enjoy the perfect, safe environment to gather the goodies.

While the kids are gathering candy, the adults can take a look at all the great shops, cafes and other businesses located in the downtown core.

While you wander, don’t forget to get some ideas for Christmas, which is just around the corner!

The public is encouraged to stop by the ADBA office at 2615A Montrose Ave. to pick up a downtown map of participating merchants.

Make sure to drop off your donation for the Abbotsford Food Bank; everyone making a donation on Halloween will be entered into a draw to win some great prizes including a gift basket made up of treasures from many of the downtown merchants.

Building a custom home can be a wonderful experience, but is not for the faint of heart. If you’re looking into building a brand-new home that is custom designed from the ground up, the first thing you need to do is find a reputable builder who has plenty of experience.

What you may not be aware of is that British Columbia is the only province in Canada where it is mandatory for home inspectors to be licensed. What you are looking for is an inspector who has extensive experience in the building trade, who has completed the required specific education to qualify as a home inspector and is a member in good standing of industry professional associations such as The Greater Vancouver Home Builders’ Association, British Columbia Institute of Property Inspectors, Applied Science Technologists and Technicians of British Columbia (ASTTBC), and for good measure, a member in good standing of the Better Business Bureau of B.C. Buying a home is the biggest financial commitment most of us will make in our lifetime so there is no such thing as overkill when it comes to checking out qualifications. What Mike Holmes is fighting for is already in place in our beloved province and has been since 2009.

business as an inspector, if the company has references, how long it will take to complete the inspection and what he or she charges.

If there is a problem with any of the above questions or the inspector is reluctant to comply with your request, walk away. There is too much at stake to take any chances and reluctance to answer your questions is a red flag that shortcuts will be taken.

Mandatory licensing in B.C. has made a difference in the market place, according to home inspector Glenn Duxbury.

“It was like the wild west out there, just as it is in many other provinces to this day.

Anybody with a ladder, a flashlight and a business card could go out there and say they are a home inspector with no training, no accountability,” he says. “When I started about 10 years ago, even before mandatory licensing, I followed the advice of a seasoned inspector and went to BCIT which at the time was the only institute offering a course in home inspection and after graduating I worked for a respected company before going out on my own.”

Now things are much more tightly controlled. Along with mandatory licensing, insurance must be in good standing and should a homeowner buy a home after receiving a flawed inspection, the insurance will cover any remedial work.

Finding a level of trust is extremely important when choosing a home builder “ from page.1

Once you’ve chosen a builder, you need to find the land you want to build on and know the regulations that are in place for the type of home you can construct.

“How a property is situated will (determine) what you can put on it,” says Krpan.

Once you’ve chosen where you want to build, it’s time to start looking at what you want to include, whether it’s a large kitchen for entertaining or several bedrooms to fit your growing family.

“In most cases you will be working with a designer who works with the builder,” say Krpan. They will collaborate with you to lay out everything for your perfect home.

Once you have finalized your design and everyone is on the same page, it’s time to discuss how much it will cost and draw up a contract.

The contract you sign should include the square footage of the home, a total breakdown of the costs you will incur including the price per square foot and the quality of finishings.

“It should also include a payment schedule,” Krpan says. “For example, I ask

for 25 per cent to start. Then, another 25 per cent once the roof, doors and windows go on. The next 40 per cent would be required when the heating, air conditioning and electrical go in and drywall goes up.

The final 10 per cent would be due once everything is finished and a final inspection is done.”

However, Krpan warns that even though you may have signed a contract stating how much you will be paying for your new home, if you come up with some new ideas mid-way through, there might be some extra costs.

“You don’t want any misunderstandings between the builder and the customer,” Krpan says. “That’s why there needs to be a good contract in place. Having a contract keeps everyone honest and everyone understands the cost.”

You should also be given a construction specifications sheet when completing a contract. That sheet will list the construction materials the builder will use.

“I list the important things,” says Krpan.

“I’m not going to list the brand of concrete used or anything, but I will list things like the cultured stone for the front or the type of windows, for example. It’s important to protect both the builder and the customer.”

Being realistic about what you can afford is very important. You may have fallen in love with that huge granite soaker tub you saw in a home decor magazine, but if it’s not feasible on your budget it may need to be put aside for the time being.

Heartbreak for Hadwin Hahn’s late birdie denies Abbotsford golfer his PGA Tour card

Adam Hadwin put forth a heroic effort at the Web.com Tour Championship in a last-ditch bid to earn his PGA Tour card, only to come up painfully short.

Going into the event at TPC Craig Ranch in Dallas, Hadwin sat 48th on the Web.com Tour money list. The top 25 would earn their PGA Tour cards for next season, which left Hadwin little margin for error – he needed to finish in a tie for second at season finale, at the very least.

It was a bit of a Hail Mary, to be sure, but the 24-year-old golfer from Abbotsford came up with a series of sterling rounds.

He shot 69, 69 and 68 over the first three rounds to stay in the mix, then put together a brilliant six-under 65 on Sunday.

As he headed to the scorer’s tent after birdying the 18th hole, Hadwin was tied for second with Americans Morgan Hoffmann and James Hahn at 13 under par. He was projected to finish 25th on the money list, just inside the bubble, if there was no other movement at the top of the leaderboard, But Hahn was still on the course.

With Hadwin looking on nervously, Hahn pounded his drive on the par-five 18th down the middle of the fairway. He badly sliced his approach shot, though, and it landed on the wrong side of the cart path to the right of the green.

spectacular fashion, finessing his third shot to within three feet of the hole. He rolled in the short birdie putt to finish in solo second place, trimming roughly $16,000 off of Hadwin’s paycheque and knocking him out of the top 25. Jim Herman nabbed the last PGA Tour card.

“I’ve said quite a few times that I have a flair for the dramatic,” Hadwin told The News in a phone interview. “I think this would qualify.”

After completing his round, Hadwin was “a little in shock” to discover he was within the projected top 25. But he was

well aware that Hahn stood a reasonable chance of birdying 18, having just done so himself.

“I think I just convinced myself I was going to get knocked out (of the top 25),” Hadwin said. “Obviously I was hoping for the other.

“He (Hahn) is a great competitor and a great guy. He even apologized to me after, but I told him not to.

“I did the best I could. I’ll have more chances.”

Hadwin collected $58,000 for his third-place finish, and ended up 30th on the money list at $168,713.

His PGA Tour dream isn’t dead, merely deferred. By virtue of his top-40 money list finish, he advances to the final stage of Qualifying School. That event runs Nov. 28-Dec. 3 at PGA West in La Quinta, Calif. n In PGA Q-School action, Abbotsford’s Nick Taylor cruised through the first stage at San Juan Oaks Club in Hollister, Calif. He shot 67-7170-65 to finish in third place at 15 under par. The top 19 moved on to the second stage.

Fellow Abby golfer James Lepp finished at four-under (7372-67-72), and did not advance.

Mixed results on road for Heat The Abbotsford Heat picked up three of a possible six points during a three-gamesin-three-nights road swing.

The Heat opened the jaunt in Cleveland on Friday, rallying to beat the Lake Erie Monsters 5-3. Roman Horak scored twice, including the game-winner, while Carter Bancks, T.J. Brodie and Brett Olson (with his first career AHL goal) also tallied.

The Monsters exacted a measure of revenge Saturday, beating the Heat 4-3 in a shootout. Lake Erie had a 33-20 edge in shots, but goalie Leland Irving, making his first start of the season, helped the HORAK Heat secure a single point. Dustin Sylvester, Krys Kolanos and Ben Street did the Abby scoring.

On Sunday, the Hamilton Bulldogs managed two feats which had eluded Heat opponents this season – they scored a power-play goal, and won in regulation.

Big-time rushing performances were the weekend theme on the Abbotsford high school football scene.

Cummings ran for 402 yards and four touchdowns on 19 carries in his team’s 41-0 win over the Langley Saints, while Irons racked up 425 yards and four TDs on 34 carries as AAA No. 1-ranked

Vikes top UFV in soccer playoffs The University of the Fraser Valley women's soccer team saw its season come to an end at the hands of the Victoria Vikes on Saturday.

Playing on a waterlogged pitch at Victoria's Centennial Stadium, the Vikes beat the Cascades 3-0 in the Canada West quarter-finals, with all three goals coming in the second half.

“Tough result in tough conditions," UFV coach Rob Giesbrecht summarized. "It was an even battle for 60 minutes, and then once they scored we had to open up and they extended their lead."

The Cascades had a great chance to open the scoring late in the first half as Danica Kump set up Carly Neeson, but Neeson's shot went off the crossbar.

The Vikes finally broke the ice in the 60th minute, as Janelle Smith tapped the ball home in a scramble off a corner kick. The Vikes would add two more goals

They needed to win their final two games, and have UVic lose both of theirs in order to sneak into the third and final Pacific Division playoff spot.

The Vikes, though, beat Mount Royal on Friday to snuff UFV's hopes.

The Cascades may have missed the playoffs, but their 5-5-4 record represents the first time they've finished .500 in seven seasons of Canada West play.

“I am very proud of the team," head coach Alan Errington said.

"Since day one we had determination and fight in us, and they did not let us down."

UFV's Sasa Plavsic was a scoring machine on the weekend, tallying twice against Winnipeg and notching a hat trick vs. Mount Royal.

Cam MacKinnon, James Najman and Juan Pablo Mora Perea added singles on Friday, while Craig Robinson (2), Justin Sekhon, Connor MacMillan and Dalibor Plavsic rounded out the scoring Saturday.

Hawks girls sweep podium spots at Valleys

The W.J. Mouat Hawks put together a performance of historic dominance at the Fraser Valley high school cross-country running championships last week.

In the senior girls race at Aldergrove Lake Park, Mouat's Callum Pilgrim, Alicia Unruh and Alex Siemens monopolized the podium, finishing first, second and third, respectively.

It's the first time in the race's history that three runners from the same school have finished top-three.

The Hawks' top trio, along with Sarya Ross (18th) and Amanda Thompson (39th), combined to win the team championship with a low score of 43 points, easily out-

distancing defending champ Walnut Grove (74 points), Charles Best (78) and Abbotsford Christian (88).

Pilgrim, Unruh and Siemens ran together for much of the 4.5-kilometre race, with Pilgrim pulling away on a sprint over the last 200 metres to win by eight seconds.

“The girls were phenomenal – I was like a proud father" Hawks crosscountry coach Cameron Smith enthused.

The Hawks appear poised for a big-time performance at the B.C. high school championships, which run Nov. 3 in Prince George.

"All three of them have a shot at winning," Smith

said of Pilgrim, Unruh and Siemens, who won the provincial title in 2009 as a Grade 9 athlete. "They're so tight, so close, that any one can win on any given day."

In other Fraser Valley XC action, Hannah Konrad of Yale Secondary finished third in the junior girls race and qualified for provincials. Delaney Chapman of Abbotsford Traditional was 14th in the junior girls, while Mouat's Peter Mitchell was 20th in the senior boys event.

The Abby Christian junior girls team matched their senior squad by finishing fourth overall, and both teams qualified for provincials. The Knights' Andrew

Doppenberg also qualified individually for the B.C.'s. n The Valley Royals track and field club hosted the B.C. Athletics cross-country championships on Saturday at Clearbrook Park.

University of Oregon grad Chris Winter won the men's 10k race in a time of 32:25, while Natasha Fraser was the women's 6k champ (21:30).

The Royals placed three runners on the podium, with Pilgrim earning her second win of the week in the 15-year-old girls division.

Siemens was third in the girls 16-19 class, and Olivia McAuley was second in the nine-year-old girls division.

Mrs. Edith Mary Crombie (nee Clark) late of Abbotsford, BC passed away on October 24, 2012 at the age of 90 at Tabor Home. She is survived by her daughter, Trudi Nelson and son-in-law, Bob; her son, Tim Crombie and daughter-in-law Dale; grandchildren, Debbie Easton (Gord), Diane Mortimer (Alan); Renee Crombie (Don), Travis Crombie (Julianne); great-grandchildren, Patrick Easton; Tia & Rachel Mortimer, Mitchel & Dani Hustins.

She was predeceased by her husband, Pat and granddaughter, Jill Nelson. We wish to thank the nurses and care aids at the Tabor Home for the wonderful care they gave to mom. A Memorial Service will be held on Friday, November 2, 2012 at 1:00 pm at Henderson’s Funeral Home, 34537 Marshall Road, Abbotsford, BC. The family of Robert (Bob) Edward Erickson is sad to announce his passing October 26, 2012. Dad was born May 28, 1927 in Austin, Minnesota, the oldest of eight children.

He met his darling spouse at Augustana University in Illinois where he obtained his Bachelor of Divinity and Master of Divinity. Bob and Harriet immigrated to Canada in 1952 and served in a number of Lutheran parishes across the prairies. In 1967 he began his second career as a psychiatric social worker and obtained his Masters in Social Work degree. Bob retired in 1988 and pursued a love of travel and genealogy research. He wrote 4 books, which are available at libraries and online. Bob and Harriet lived for 33 years in North Battleford, Sask., where Bob was awarded “Citizen of the Year” in 1994 honoring his volunteer work with underprivileged youth. They moved to Abbotsford, B.C. in 2005 to be closer to family and escape Saskatchewan’s crisp winters.

Since then, they have enjoyed the community at Menno Place. Dad is survived by his loving wife of 60 years Harriet, four siblings; Don Erickson, Julie Gee, Dr. Edna RaskErickson, and Dr. Beth Erickson, four children; Deborah Erickson (Michael Murdock), Dr. Dave Erickson (Dr. Dianne Chappell) Stephen Erickson, Ruth Glatt (Alan Glatt); 11 grandchildren; and 2 great-grandchildren. Bob was pre-deceased by his parents Mildred and Rudolf Erickson, siblings; Dorothy Johnson, Aline Melson, Marjorie Erickson-Geisler; and grandson Aden Glatt.

Memorial Service will be held at Peace Lutheran Church, 2029 Ware Street, Abbotsford, BC at 10am, Wednesday, Oct. 31, 2012.

FISHER, Glennys Jean It is with great sadness that we announce the death of Glennys Jean Fisher of South Surrey, BC. at Peace Arch Hospital on the 28th of October, 2012. Glennys was born on the 8th of January, 1941 in Lethbridge, Alberta.

She is survived by her husband Gerald Dale, 2 sons, Brent of Toronto, Ontario and Scott of Radville, Saskatchewan. Also surviving are 2 sisters, Velma (Del) of Rancho Murieta, California and Phyllis of Edmonton, Alberta. As well as 2 grandchildren, Reilly and Kolby of Toronto, Ontario.

A devoted wife, incredible mother, compassionate and tireless nurse/care-provider and amazingly strong woman, Glennys will be greatly missed and remembered by all those who knew and dearly loved her.

A celebration of life will be held at Hazelmere United Church at 1614 184th Street, Surrey, BC (corner of 16th Ave. and 184th St.) on the 1st of November, 2012 at 11am.

LYE, Lillian LYE - Lillian was born in Oakville, Manitoba in 1921 and lived most of her life in Winnipeg. She was employed for 39 years as a rehabilitation teacher with the C.N.I.B. and moved to Abbotsford, B.C. after her retirement in 1986.

Lillian passed away on October 24, 2012 and has gone to be with Jesus. She is survived by one sister-in-law Gladys (Glady) Lye of Manitoba and numerous nieces and nephews, most of whom reside in the U.S.A. A memorial service will be held on Tuesday, October 30 at 1:00 p.m. in Woodlawn Funeral Home, 2310 Clearbrook Road, Abbotsford.

Ethier, William Alfred of Abbotsford, BC, passed away peacefully in the Abbotsford Regional Hospital on Saturday, October 27, 2012, at the age of 83 years. He is survived by his loving wife, Justine, his five children, Jim (Digna), Beth (Alan), Mary Anne (Kevin), Tom (Geneen), Bill (Sarah), and his nine grandchildren: Andrew, David, Daniel, Colin, Katherine, William, Louise, Justine and Claire. He will be greatly missed by his nieces and nephews and many friends.

Bill was born January 30, 1929 to Jules and Annie Ethier of Belleville, Ontario, youngest of four children. Predeceased by his parents and his three sisters, Elizabeth Henderson, Evelyn Wemyss, and Peggy Keast.

Bill started with the Toronto Dominion Bank as a teller in Sarnia, Ontario in 1949. Moving up in the bank, he was transferred to Welland, then Brockville, and then west to Surrey in 1966 and managed the Whalley branch until 1973.

He then worked for Lugano Holdings for a few years and then went back into the banking world and retired from the Prospera Credit Union in 1991. He was very active in his community. With humour, energy and his charismatic way he served on the Surrey Hospital Board, the Lion’s Club, the Chamber of Commerce, the Knights of Columbus and his church, helping many in need.
