Waste to be tapped as gas Richmond sewage will eventually heat city facilities and local homes

The City of Richmond is eyeing a partnership with FortisBC to use refined biogas—harvested from Lulu Island Wastewater Treatment Plant—to heat public buildings.

If regulators approve, all city facilities could eventually use the carbon neutral energy source.

“Richmond is probably the first city to take advantage of this kind of a program,” said Mayor Malcolm Brodie. “It does cost a few dollars, but it demonstrates our commitment to reducing greenhouse gases and reducing our carbon footprint.”

The renewable natural gas is created from organic waste found at landfills, farms and sewage treatment plants. Bacteria breaks the waste down and the gas is harvested and purified so it can be used as a substitute to natural gas.

FortisBC is set to file an application with the B.C. Utilities Commission to win approval for the Richmond project. Approval could come by spring.

Richmond council has pledged to buy a modest amount of the fuel in 2013, and eventually buy enough to replace 10 per cent of natural gas used at all civic facilities.

private property owners to do the same. A program is under development that could offer incentives for natural gas users to shift up to 10 per cent of fuel to the renewable product from the Lulu Island plant.

But producing the renewable natural gas comes at a cost, and the city’s gas bill is expected to rise by $32,857 in 2014 as a result, according to a report from Cecilia Achiam, Richmond’s director of

sustainability and district energy.

Nonetheless Achiam said the high-tech gas is a “positive step forward” for a city aiming to meet ambitious greenhouse gas reduction targets. Council hopes to see a 33 per cent drop in Richmond’s greenhouse gases by 2020. By 2050, council envisions a drop of 80 per cent below 2007 levels.

Reaching those “lofty” targets will require focus by the city, said

Brodie, but the five-term mayor believes they’re achievable.

“If we don’t quite make it, we’ll certainly go a long distance towards it,” he said.

FortisBC’s current supply of refined biogas comes from an Abbotsford farm, and another gas capture facility is planned for the Salmon Arm landfill, according to spokesperson Michael Allison.

“We’re definitely interested in

working with municipalities or companies that recognize the value of waste and recognize the ability to turn it into something useful like renewable natural gas.”

The gas has only been available to homeowners for one year and to business customers since spring.

FortisBC now boasts 3,793 residential subscribers and 57 commercial subscribers.

Once a subscriber elects to designate 10 per cent of their natural gas as renewable natural gas, FortisBC injects the equivalent amount of renewable natural gas into its system.

The additional cost to an average homeowner is $5 per month.

Said Allison: “This is a renewable resource that they’re taking advantage of. By signing up they’re helping grow this. We can’t really do it without our customers signing up for this.

by Christine Lyon Contributor Two decades ago, Arran Stephens heard that scientists had successfully engrafted a fish gene onto a tomato gene and, since then, he’s been committed to giving consumers a clear choice about what they put in their mouths.

“People are concerned about what they’re feeding to their families, to their children, and to themselves of course,” said Stephens, CEO of Richmond-based Nature’s Path Foods and co-chair of the Richmond Food Security Society.

To help consumers make informed decisions, in 2007 Stephens became one of the founding board members of the

Non-GMO Project, a non-profit organization that seeks to preserve and build sources of non-GMO (genetically modified organisms) products, educate consumers, and provide verified non-GMO choices. This October he is celebrating the organization’s third annual Non-GMO Month.

Nature’s Path cereals and granola bars are among the thousands of products sold in Canada and the United States that have been verified non-GMO by the organization and have the insignia to prove it.

“It’s a very elaborate process, it requires testing, it involves a fair amount of paperwork, but we felt that the whole process was very worthwhile because people want to know what’s in their food,” he said of the voluntary process.

Stephens said GMOs—which are plants or meat products that have had their DNA artificially altered in a laboratory—are found in about 80 per cent of the food purchased at local supermarkets, but in Canada these products are not identified as such.

While the Non-GMO Project is

“a step in the right direction,” Stephens said he would like to see mandatory food labelling.

“At the very least we should have labelling on products that do not contain them (GMOs), but more importantly I think our goal would be to have all foods labelled that contain genetically engineered ingredients and then let the consumer decide.”

Stephens said there have been no human safety tests done on genetically engineered foods.

“They’ve been released into the marketplace and these are new species of foods and we think it’s very risky. It’s bad for the environment and it’s bad for human health.”

Stephens was one of many who applauded a decision by Richmond city council in May to oppose the cultivation of genetically engineered plants and trees in the city.

“It was high fives all the way around,” he said of the decision.

“I mean, why should we contaminate non-GMO crops with GMO crops?” he added, explaining that organic farmers in particular are

concerned about contamination.

City council’s resolution also urges senior governments to better manage genetically modified plants through mandatory labelling and greater communication with the public.

Until mandatory labelling is

enforced, however, Stephens says buying organic is the best choice for clean eating.

“The advantage of organic is that not only is it not GMO, but it also hasn’t been sprayed with toxic pesticides or herbicides,” he said.

Dring said forming an agricultural co-operative also allows farmers to explore different land access models.

Bins aim to prevent wasting of waste 40 per cent of garbage earmarked for landfill is organic: Metro Vancouver

by Martin van den Hemel Staff Reporter It won’t be until 2015 when Richmond businesses will be required by law to divert all their organic waste from the local landfill.

But Richmond Mayor Malcolm Brodie, who chairs Metro Vancouver’s Zero Waste Committee, is hoping local businesses won’t wait for legislation before they begin to do the right thing.

“I hope they will see the light before that,” Brodie said.

According to Metro Vancouver, some 40 per cent of materials sent to the landfill are organics, such as food, yard trimmings and soiled paper. All of these could be recovered and processed into useful products such as compost or biofuels, instead of creating greenhouse methane gas in landfills.

Organic waste from restaurants and grocery stores are two of the biggest culprits, ending up unnecessarily in the waste stream.

Brodie described the problem as “just phenomenally huge.”

Businesses are the largest generator of organic waste, with food scraps being the majority contributor, according to Metro Vancouver.

In its 2011 Zero Waste Challenge Strategy, Metro Vancouver wrote: “Private companies have been slow in investing in new processing facilities primarily because of the lack of an assured supply of feedstock...

157 problem didn’t exist 50 years ago,” Steves wrote on his Facebook page. “It is the result of the unnatural feeding of massive amounts of grain to cattle that have evolved to eat grass and a deliberate policy by our provincial and federal governments to legislate small farms and processors out of business while deregulating the massive slaughter houses of Alberta.”

Steves said in an interview he read a Cornell University study that suggested there’s a greater abundance of pathogenic E. coli bacteria in cows fed grain— which fattens them up more quickly—rather than grass.

The study, according to Steves, found that the digestive tract of cattle fed corn and grain was more acidic, and this led to bacteria becoming immune to the higher acidity levels.

So while a person’s stomach acidity might normally kill any remaining bacteria from undercooked beef, if the bacteria were immune to that acidity, the harmful bacteria could survive and lead the person to become ill.

But Dr. Phil Chris, who oversees dairy cows for Greenbelt Veterinary Services Ltd. in Chilliwack, doubts the grassversus-grain theory.

Instead, he believes that people are simply undercooking their meat, or cross-contaminating their kitchens, and that meat processors, in the rush to be more productive, aren’t keeping these meat plants clean, and that inspectors aren’t spending as much team overseeing the beef carcasses and the plant overall.

green news B.C. man recovers from E. coli linked to XL Foods byJeff Nagel Black Press A Vancouver Island man is B.C.'s first confirmed case of the E. coli strain that has spread through contaminated beef processed by the shuttered XL Foods plant in Alberta.

The B.C. Centre For Disease Control said it is continuing to investigate to determine the exact source of the infection after receiving lab confirmation of the case.

The man has since recovered from the illness and is one of more than 10 Canadians who have become sick in the wake of the biggest beef recall in the country's history.

B.C. routinely detects 110 to 180 cases of the 0157:H7 strain of E. coli each year and BCCDC officials said there has been no detected increase in those numbers in recent months.

Officials urge consumers to discard any beef products in their

home that are on the Canadian Food Inspection Agency's latest expanded list of recalled products that originated through XL Foods but were sold by virtually every major B.C. grocer under many other brand names.

E. coli infection may cause mild to severe symptoms including diarrhea and stomach cramps. In severe cases diarrhea may become bloody. Symptoms start an average of three to four days after exposure to the bacteria, and usually last between five to 10 days. Steves’ father was a livestock inspector for the Canada Department of Agriculture back in the 1950s and 1960s. “Inspectors had time to inspect each carcass individually and oversee the plant operation on a daily basis,� said Steves, who used to visit his father at work. “At XL Foods the inspectors are expected to examine carcasses at 3 to 4 a minute.�

The XL scare has resulted in a huge spike in business for Steves. “Our phone’s been ringing off the hook since this started,� he said.

Steves said he want into the grass-fed beef industry because he was aware that it was healthier, with his cattle having more good cholesterol and less bad cholesterol.

But the current scare has more people caring about where their beef is coming from, he said.

EDITORIAL: E. coli scare another reason to spend more time thinking about your food

E

very day, parents around Richmond tell their children they are what they eat.

Stay away from candy, not too much soda, avoid salty junk food.

Then, hypocritically, these same parents eat meat, dairy and fruit products without giving a thought

about what’s in them.

The current XL Foods meat recall involving pathogenic E. coli bacteria has many thinking twice about their beef.

While the cause of the problem remains unknown, there are no shortage of theories, including one by Cornell University that blames grain-andcorn-fed beef.

Grain-fed cows fatten up much more quickly, in just over a year, versus four or five years back 75 years ago. But in the process, these grain-fed cows have digestive tracts that are higher in the deadly E. coli bacteria, the university study indicates.

Coun. Harold Steves’ phone has been ringing off the hook since the recall, with

more people every day requesting the grass-feed beef he rears on his property along the dyke in Steveston.

While there’s no confirmation that grain-fed beef is the problem, more people are erring on the side of caution, also drawn by the belief that grass-fed beef is much healthier and tastes better.

Whatever the cause of

the E. coli scare, consumers are wise to spend more time thinking about what goes into their foods.

Whether its pesticides and fruits, or E. coli and meat, the type of food is just as important as what they’re made of.

At least that’s what we tell our children when we steer them clear of the vending machine.

ichmond’s Garden City Lands are a park full of legacies, gifts from nature and our communal past. Our responsibility is to steward them.

One cherished legacy of the Garden City Lands is the world-class viewscapes. Back when the community came together to save the lands from dense

construction, citizens liked the Agricultural Land Reserve values, but the charm of the setting won many hearts.

Research shows that green and scenic settings are positively related to mental health. With all-weather trails and tranquil gathering places, the Garden City Lands will combine that with physical and social health benefits for locals and tourists.

But a key viewscape is at risk. It is the northward panorama that stretches from the green open space to the woods and finally the North Shore Mountains. Most people want ponds, so the chosen photo has one.

You’ll notice that the natural scene is almost unbroken, since Alderbridge Way is partly hidden. Where else would you see natural views like that from an inland

downtown area, let alone from all around a central park?

Sadly, that northward viewscape has been marred in the Walmart area in recent years. The lost quality could soon be irreversible.

Think of the Walmart area as the west half of the woods as you look north from the Garden City Lands past the green ridge and Alderbridge Way. Ecologically, it used to be mixed urban forest. It was guarded by both the tree bylaw and an “environmentally sensitive area” (ESA) along Alderbridge, but they’ve sometimes been ignored.

Altough some of it is still good, you see a long heap of grey sand on one part now. The trees are sparse, and developments are showing through.

A natural remedy would be a wildlife corridor at

least 15 metres wide on the north edge of Alderbridge. Adding diverse evergreens of medium height could restore the viewscape and some lost habitat.

Coun. Harold Steves briefly suggested that feature to staff at the council meeting of March 12.

Think of the east half of the Alderbridge woods as mostly West Cambie Natural Park. The viewscape is intact there, but the park may be cancelled for townhouses.

Part of that area will still be ESA along Alderbridge.

Before rezoning, the City could implement the wildlife corridor from Garden City Road to No. 4 Road.

I spoke on this at the council meeting of September 24. Activist Peter Mitchell reiterated the viewscape trees concept, and Michael Wolfe spoke in a similar vein.

Coun. Chak Au sought prompt staff action, and council showed some interest.

Mayor Malcolm Brodie encouraged Peter Mitchell, Michael Wolfe and me to speak with staff. Soon afterward, Manager of Policy Planning Terry Crowe brought me together with Senior Planner June Christy and him, and we shared many win-win ideas. Good start!

Almost all on council are committed to stewarding the Garden City Lands in the ALR for agricultural, ecological and open-land park uses for community wellness. That would include the legacy views.

green letters New crossing would alleviate Massey Tunnel congestion problems Editor: Wednesday morning’s struggle to get through the Massey Tunnel reminded me about the recent articles about the ongoing tunnel traffic congestion.

For several years I’ve wondered what consideration had been or could be given to a new bridge over the north arm of the Fraser from Boundary Road to No. 8 Road and a north/south connector along No. 8 Road leading to a bridge over the South Arm that ties into the South Fraser Perimeter Road now under construction.

The new north/south connector could in turn connect into today’s East/West Connector.

In addition to reducing congestion the new roadway should reduce the length of routings to and from the south of the Fraser area resulting in, if not a reduction, at least a slowdown in the growth of vehicle emissions.

And if planned properly, the new roadway and bridges could incorporate either dedicated bus lanes or a rail-bed for rapid transit.

Paving over Richmond Editor: Re: “Leave some green space,” Letters, Oct. 5.

Can we pause for a moment to revaluate our vision for what's left of our beloved city please? This is becoming quite sad, watching concrete replace trees and grass.

It is heartbreaking to think of our children growing up never seeing nature or wildlife that isn't in a cage or out of our city limits.

It is horrible to feel that high density housing is more valued by our city council than personal/family space and liveability.

The greenbelt behind our home was massacred right before Thanksgiving this past weekend.

We used to have families of owls

nesting there each year. Foxes, hummingbirds, chickadees and so much more lived in this space.

Soon there will a monster home and that is all.

My son is too young to remember the nature that used to inhabit this area. He will only know of the concrete.

This is not right, and I implore Richmond to speak up about the future state of our city if we want any semblance of green left at all. We should be able to live 'with', and not at the 'expense of' and I would rather my son grow to be more familiar with the sound of a chirp of a robin than the roar of an exhaust pipe.

They never missed a day through the longest, hottest, and driest summer in a hundred years.

These are the very type of houses which are being demolished to allow the building of as many row houses as they can cram onto a lot, or the building of monster houses with paved front yards, or even 16-storey high rises.

And this is supposed to be "protecting single family neighbourhoods."

Although it is mentioned in the news that the chances are low, I still believe that people should be aware of the situation and think thoroughly about them. The ones being influenced are us after all as massive debris waves approach us and harm the environment.

it happens, the city should organize days where the people in the city volunteer and clean up the shorelines.

Even though the chances of huge amounts of garbage washing up to our shore are low, being prepared is always beneficial.

Why are we still in the dark over jet fuel proposal?

Editor: Residents of Richmond and the City Council are still waiting to hear what fate awaits us with respect to the Vancouver Airport Fuel Facility Corporation proposal. The proposal would see an 80-million-litre jet fuel tank farm in Richmond, and non-stop tanker traffic on the Fraser River, as the tankers deliver fuel to the tank farm.

Jet fuel is highly toxic to marine life and highly explosive. The inherent dangers in the proposed scheme are obvious. A spill from one of the large tankers they plan to use would be devastating to the sensitive Fraser Estuary.

We know that tankers have accidents.

It is not possible to provide 100 per cent protection from spills - the only question is when will they occur.

As well, there is a real danger from explosion at the tank farm as Richmond sits on an earthquake zone. The proposed site of this tank farm is just

off Riverport.

The City Council has been unanimous in its condemnation of this proposal, and thousands of citizens in the Lower Mainland have protested and signed petitions, but still we are left in the dark. What is the status of this proposal? Why are the citizens and city council ignored?

The recent gutting of federal environmental protection legislation has done little to help our case. We have tried to engage our local Conservative MP Alice Wong and are MLA John Yap but they have both been strangely silent on the issue and have refused to take a stand. I find this unacceptable when the vast majority of Richmond residents and the entire city council are dead set against it. Who do they represent?

Applepalooza returns to the Sharing Farm Sunday

by Christine Lyon Contributor Residents are invited to come out and celebrate the orchard harvest this weekend at the Sharing Farm.

The farm is set to host its third annual Applepalooza festival on Sunday, Oct. 14 from 10 a.m. to 2 p.m. at the Sharing Farm Orchard (13776 Gilbert Rd.).

Event highlights include heritage apple tasting and sales, apple pies, orchard tours and topics, workshops, the popular farm market, tasty eats and activities for kids of all ages.

Sharing Farm Society chair Karen Dar Woon says there will be some “unusual varieties” available for tasting.

“I expect that we’ll have Liberty, which is a heritage apple, and we’ll also have Mutsu, and possibly Cox’s Orange Pippin,” she said.

There will also be a number of varieties for sale.

Guest vendors from South Arm United Church, Cherry Lane Farm and the Sharing Farm Market will also be onsite selling their edible goods.

Admission is free and families are welcome.

Dar Woon says she hopes visitors celebrate the orchard as a place where people can grow and work together.

Bicycle use is on the rise From Page 11 Most of the growth is planned for City Centre, while established singlefamily neighbourhoods, farmland and environmentally sensitive areas are preserved.

Fitting the theme of sustainability, planners are aiming to reduce residents’ reliance on the automobile. The plan envisions a significant boost in transit use, cycling and walking by 2041, and vehicle trips being cut be nearly half.

Planners project 49 per cent of trips will involve vehicles in the future— down from the current 83 per cent. To meet that goal, growth is being focused in City Centre, where transit-oriented, pedestrian-friendly developments are rising around Canada Line stations. Future plans also call for more bike lanes and pedestrian routes.

City council is scheduled to next consider the plan at a public hearing Nov. 19.

Meeting the city’s greenhouse gas emission reduction targets—an 80 per cent reduction of 2007 levels by 2050—is also a focus in the new community plan.

According to city staff, approximately 55 per cent of Richmond’s entire greenhouse gas emissions were transportation-related in 2010.

Energy use in buildings accounted for another 41 per cent and waste equalled four per cent.

With a growing population, community greenhouse gas emissions are increasing every year.

“Significant action is needed to achieve real reductions and avoid levels of emissions that are predicted to result in unmanageable impacts and costs,” according to the proposed plan.

City officials say senior governments have jurisdiction over the big carbon offenders—transportation and building infrastructure—making action by provincial and federal officials “critical.”

“Equally important will be changes in the daily lifestyles of all Richmond residents and businesses to reduce vehicle dependency and fossil fuel based energy consumption,” the plan notes.

Significant gains in transit ridership have been made in the past decade, according to TransLink. In its recently released 2013 Base Plan and Outlook,

the transportation authority says transit rides are up 80 per cent with 45 per cent more transit service.

Bicycle use is up 26 per cent in the last three years.

And despite a regional population increase of 16 per cent, TransLink says 10 per cent fewer cars now enter the core of Vancouver than a decade ago and traffic volume growth on other regional roads has “substantially slowed.”

But citing a $163-million funding gap, officials are warning TransLink is in need of a new revenue source to meet future needs.

Metro leaders rip TransLink over faulty forecasts Directors wonder what new missteps await transit system

by Jeff Nagel Black Press TransLink executives took a battering Friday as Metro Vancouver politicians accused them of making so many faulty forecasts that their projections can’t be believed.

“How can we even trust TransLink knowing what’s happened in the past?” asked Richmond Coun.

Harold Steves at a regional planning committee meeting where the latest transit expansion plan was under scrutiny.

TransLink has been forced to scrap 300,000 hours of bus service expansion it had planned and make other cuts after concluding it is hundreds of millions of dollars short of what it needs to deliver its promised plan over the next three years.

The big revenue drains include a $144-million drop in TransLink’s gas tax take from its 17 cent-a-litre levy and an expectation the Golden Ears Bridge will raise $38 million less in tolls from 2013 to 2015.

Corrigan said he fears the Evergreen Line to Coquitlam, opening in 2016, will also eat up more cash than expected because TransLink will have to ensure adequate feeder bus service to the SkyTrain extension.

He said another “time bomb” ticking in TransLink’s future is its obligation to continue the U-Pass service, which

was extended to all postsecondary students last year under orders from the province.

That’s put much heavier demand on the bus system but an agreement where the province has provided aid to help cover the costs expires soon.

Corrigan said if the deal isn’t renegotiated, TransLink will be left “holding the bag” or forced to try to raise U-Pass prices.

TransLink’s plan includes a scaled-back launch of the promised Highway 1 RapidBus service from Langley over the new Port Mann Bridge. Instead of terminating at Lougheed Station it will only go to Braid and the buses will run less frequently than the promised 10-minute service at off-peak times.

Corrigan asked why the bus service doesn’t simply connect to SkyTrain at King George Station in Surrey, noting Vancouverbound highway buses from South Surrey/White Rock were diverted to Bridgeport Station once the Canada Line opened.

“I have trouble figuring out how these kinds of choices are made,” he said.

“Unless it’s the politics of ensuring there’s buses going across the bridge and

the optics of the HOV lanes being used.” TransLink strategic planning vice-president Bob Paddon said a third of the traffic over the bridge exits for Coquitlam and predicted the Highway 1 buses will be in high demand.

“Our analysis says we’ll have a lot of new riders,” he said. “It will draw from a market that’s not well served by transit today, that is quite car dependent.”

Paddon also rejected Corrigan’s claims TransLink staff haven’t done enough to fight for improvements.

He said TransLink advanced revenue ideas like a vehicle levy or road pricing that were ultimately blocked by the province.

“Unfortunately it has not been fruitful,” Paddon said.

“I am hopeful we can get back to that discussion.”

Langley Township Mayor Jack Froese, who backs the Highway 1 bus plan, cautioned Corrigan not to dwell on the past.

“Our region’s in danger of stalling,” Froese said.

“We’re not going to have the infrastructure in place as the population comes along.”

The committee isn’t endorsing TransLink’s new base plan, saying it doesn’t do enough to support Metro’s regional growth strategy.

It does recommend Metro’s board continue to push for new funding streams for TransLink as well as reform of its governance system.

Area mayors are expected to ask TransLink to give them a formal vote to rescind a $30-million property tax increase slated for the next two years.

The second favorite option would be coconut palm sugar. To find out how much is too much sugar I asked registered dietitian and accomplished runner, Crystal Higgins how much of the sweet stuff is safe to ingest daily.

Higgins says, “For men it should be 10 teaspoons every day and for women it should be six teaspoons. To keep it in perspective, think of one teaspoon as one sugar cube.”

While I have two teaspoons of sugar or honey in my java, that is not counting the sugar found in foods. In a Canadian Press story, November 21, 2011 it states, “A new report from Statistics Canada indicates that one in every five calories that Canadians consume comes from sugar - whether naturally occurring as in milk or fruit, or added to foods and beverages like soft drinks and candy.”

What is sugar? It is a carbohydrate that is in most foods we consume, even, as mentioned, milk, however, it is also added to many of our foods such as snack foods, juice and soft drinks. This is where we need to cut down on our sugar intake.

Folk guild hosts Clare Brett

Scarecrows can be seen throughout Steveston Village this October.

Scarecrows return to Steveston Village Third annual Scarecrow Crawl on now; Sunday is Steveston Scarecrow Hayday The Steveston Scarecrow Crawl has returned to the fishing village.

The third annual event, organized by the Steveston Merchants Association, features over 60 scarecrows positioned throughout the business district.

Each design—from the nautical to the whimsical—reflects the personality of participating businesses.

Visitors are welcome to pose for photographs with the scarecrows— new ones are appearing every day.

On Sunday, Oct. 14 from 1 to 3 p.m. a special event takes place. The

Steveston Scarecrow Hayday, held at Fisherman’s Park in front of the Gulf of Georgia Cannery, features live music, pumpkin rolling, sack races and a children’s pie-eating contest.

The Steveston Merchants Association—committed to driving business to the village year-round—introduced the crawl in 2010 as a way to draw people into the Steveston during the fall. The first event was such a success that it has now become an annual celebration.

More than $280 million in federal gas tax that is supposed to flow to TransLink is sitting unused and Metro Vancouver politicians now want some of it to go to building bike lanes.

Since 2005, Ottawa has handed back to TransLink at least half of the 10 cents a litre of gas tax it collects within the Metro region and the money has helped finance hundreds of new and replacement buses and SkyTrain cars.

But TransLink is only allowed to spend the resulting fund on certain types of projects—mainly vehicles—and with its capital spending constrained, the transferred federal gas tax money is stacking up faster than it’s being spent.

An extra $122 million will flow in this year, lifting the total to more than $400 million.

“We want to be able to spend that money reducing our carbon footprints with cycling infrastructure around the region,” Burnaby Mayor

Derek Corrigan said.

But the federal government two years ago removed bike-related projects as an allowed use of the gas tax transfers.

Metro’s regional planning committee voted Friday to urge area cities to lobby Ottawa to reinstate that use.

“It’s more consistent with the green agenda for the gas tax dollars,” Corrigan said.

TransLink strategic planning and public affairs vice-president Bob Paddon said it was unfortunate the federal government disallowed cycling spending.

But he rejected suggestions the gas tax money will go to waste, noting it is carried over each year and TransLink has more eligible spending in the works.

This year TransLink is applying to use $123 million from the fund to replace hundreds of older buses, community shuttles and HandyDarts over the next three years.

The federal gas tax transfer is separate from the 17 cents a litre in tax that TransLink directly levies on each litre of fuel sold in Metro Vancouver.

TransLink’s currently proposed threeyear base plan would pare back the amount of money going to cycling upgrades around the region.

by Jeff Nagel Black Press Transportation expert Todd Litman has a radical proposal to quickly solve congestion at the Massey Tunnel – one that doesn’t involve waiting a decade for a new bridge or borrowing billions of dollars.

He would slap tolls on the Highway 99 crossing immediately.

Litman argues small tolls charged now and only during peak periods would decongest the corridor and allow a free flow of traffic through the tube.

The money collected could fund better bus service on the corridor and connecting routes, he said, providing a more viable transit alternative for drivers who don’t need to use their own vehicles.

“You prevent the congestion from getting severe,” Litman said. “It’s the efficient, rational solution that could actually start providing benefits in a year.”

Premier Christy Clark last month vowed the province will begin planning to build a new Deas crossing over the next 10 years.

Litman, head of the Victoria Transportation Policy Institute, said charging low tolls now would at the very least ease gridlock and build acceptance of higher eventual tolls on the corridor ahead of a replacement.

He said that’s smarter than

building a new crossing first and gambling – as with the Golden Ears Bridge and new Port Mann Bridge – that drivers’ willingness to pay will cover the costs on schedule.

“People complain about traffic congestion,” he said. “But if you ask if they’re willing to pay extra in taxes or tolls to finance it, a lot of the demand disappears.”

At best, Litman said, it may turn out the demand-dampening effect of Highway 99 tolls along with better transit could avoid the need for the project altogether.

He’s one of the observers who sees growing evidence for a concept called ‘peak car’ – where a trend towards people driving less than in the past may mean it’s time to reconsider how fast road capacity needs to expand.

“I think it is important to start questioning those assumptions.”

Other transportation observers in the region see the province’s promise of a new crossing as one that’s likely to devour funding that could otherwise go to needed transit upgrades.

“I think there will be a revolt if they continue to neglect transit and continue to pour billions of dollars into highways like this tunnel,” said transportation consultant and freeway expansion opponent Eric Doherty.

He noted bus/HOV lanes on Highway 99 are already in place to speed buses past congestion approaching the tunnel.

“TransLink has buses that can be put on the road if we had the funding,” Doherty said. “Rather than something decades away, it could be weeks away.”

Richmond Mayor Malcolm Brodie has also urged increased transit as an immediate solution.

Stephen Rees, the B.C. Green Party’s transportation critic, warned building a giant new bridge to replace the tunnel would be an exercise in futility, simply shifting congestion a few kilometres down the road into Richmond.

“You’ve simply taken the lineup that now forms on the south end of the tunnel and you’ve put it on the south end of the Oak Street Bridge,” he said.

Rees rejected the notion that talk of tolling the tunnel will force the region into a broad and fair system of road pricing, rather than ad hoc tolling of just some crossings.

“Road pricing is going to be horribly unpopular,” he said. “I just don’t see that one getting off the ground, democratically.”

He said it’s “very tricky” to come up with a fair system that affects every trip in the region and succeeds at controlling peak congestion.

TransLink will work with the province on plans for a Massey Tunnel replacement with a view to maximizing transit, strategic planning vice-president Bob Paddon said.

My latest read is a novel simply called Y and it’s by Marjorie Celona, a young writer from Vancouver Island. Without question, Celona is one of those exceptional people who was born into this world a fully formed writer.

Her prose is lean, clean, humorous and captivating.

The novel opens like this: “My life begins at the Y.” As a newborn, Shannon is abandoned on the steps of the YMCA in Victoria by her teenage mom Yula. Her entry into the world celebrated by no one, her tiny body wrapped in a grey sweatshirt, her only possession a Swiss army knife. Not exactly an auspicious beginning for a baby whose early life finds her shuttled between foster homes where she’s

Until she’s placed at age 5, in the home of single mom Miranda, a kind, loving soul. Shannon’s unusual appearance – she’s dwarf-like and sports a head of white blond dandelion-like hair – doesn’t exactly help her cause. She’s also got a blind eye, and regularly cuts school. You get the picture.

As she grows up and struggles with her identity, Shannon starts to ask herself questions that all start with “Y” – “Why did my parents abandon me?”“Why did they leave me at the Y?” “Why do I look like this?”

– and at age 17 she starts the search for her birth parents. As the novel progresses and flips back and forth between Shannon’s and Yula’s narratives, the backstory gets filled in and we find out the answers to some of the mysteries Celona poses.

The story takes place in and around Victoria, and if you’re familiar with that area, you’ll love all the references to streets, stores and restaurants.

Shannon’s restless spirit results in adventures of the scary kind, as when she takes a ferry to Vancouver and ends up with drug addicts and hookers on the downtown east side. She manages to emerge from her risky behavior and forays into drugs and alcohol, but every encounter takes its toll.

In a word, this novel is stunning, and Celona’s gripping storyline makes you wonder if she’s telling her own story, so detailed is the prose. It seems impossible that someone could conjure up each and every scene and character with such precision, without having experienced it herself.

But I guess that’s the sign of a great writer.

Harbour Air marks five years of going carbon-neutral

by Matthew Hoekstra Staff Reporter A Richmond-based airline is marking five years of flying the friendly skies carbon-neutral.

Harbour Air became the first airline in North America to go completely carbon neutral in both flight services and corporate operations in 2007.

Employees came up with the idea, and the now corporate policy keeps the environment at the forefront for everyone in the company, said Meredith Moll.

“We faced some resistance when we first started the program, but…people are recognizing that we are the most carbon-neutral way to get between Vancouver Island and the Mainland,” said Moll, Harbour Air’s vice-president of sales and marketing.

All flights include a carbon offset that is used to mitigate the environmental impact of emissions associated with the flight. Carbon offsets are purchased from B.C.-based Offsetters, which invests in renewable energy projects on behalf of the airline.

“We really try to focus our initiatives on local projects so that we’re benefiting all the communities in which we serve,” said Moll.

Projects funded by Harbour Air include a gas capture project at the Nanaimo Landfill and a geothermal installation at Deltaview Habilitation Centre.

Many airlines now offer customers the option of buying offsets for their flights, but Harbour Air ensures all its flights are carbon-neutral by building offsets into ticket prices.

Harbour Air already lays claim to having the most climate-friendly mode of travel across the Strait of Georgia, not including the emissions it offsets by purchasing carbon credits.

“We have heard back from some of our larger corporate clients who do choose us over our competition when they’re making their travel decisions because of what we’ve done and the initiatives we’ve put in place,” said Moll.

Earlier this year, the Vancouver Airport Authority awarded Harbour Air a Clear Skies Award for its commitment to improving environmental performance.

At-risk teens go green Richmond youth tackle invasive plants, connect with nature

t’s a bright, autumn morning at Richmond Nature Park and clusters of chatty teenagers are scattered throughout the sun-flecked peat bog toiling away on their hands and knees.

Lyda Salatian supervises the youth and fields their questions.

“Just put it down,” she advises one girl who has unearthed a hefty chunk of wood.

“It will create habitat for little creatures, so just leave it on the ground somewhere.”

Salatian is founder of the Lower Mainland Green Team, an environmental group comprised of some 1,200 volunteers who have been helping to preserve and protect local parks since February 2011.

Thanks to funding from the Sitka Foundation and Chris Spencer Foundation, this most recent event at Richmond Nature Park marked the first time the Lower Mainland Green Team has recruited a team of at-risk youth.

high school programs for students with special educational needs—joined forces to remove invasive plants and reintroduce native species.

Salatian said more than half the teens had never visited the nature park before, despite being from Richmond.

“They’re connecting with nature, first and foremost, and a lot of these kids they come from some challenging backgrounds and they get to be outside interacting with nature, getting their hands dirty,” Salatian said.

“They’re more likely to be environmentally responsible if they’re connected with nature,” she added.

The high schoolers were tasked with uprooting cultivated blueberry bushes which have spread to the bog from nearby farmers’ fields.

“Cultivated blueberries have taken over

huge portions of the park and they’re a very aggressive species.

They can grow up to about 20 feet high and where they grow nothing else grows, so it really minimizes the diversity of the park,” said park coordinator Kris Bauder, adding that native plants are valuable for wildlife. “We’re trying to preserve an intact ecosystem.”

At the end of the day the students had removed 440 pounds of cultivated blueberries and planted 117 bog blueberry plants and bog laurel shrubs.

They also gained volunteer hours.

Jon Lee-Son, an adolescent alternate program worker at Station Stretch, was encouraged by his students’ response to the field trip.

He said he would be interested in engaging his students in a similar project in the future.

Lower Mainland Green Team volunteers will return to Richmond in early November when they will be removing the invasive Scotch broom plant from Iona Beach and participating in a shoreline cleanup.

ost of us in North America do not consume enough water. Our diets could have some poor choices, adding to the dehydration of the body, there may be an excess amount of caffeine/alcohol consumed, stress and then daily exercise further contribute to daily dehydration.

Some symptoms of dehydration are: a dry mouth—this is generally the last stage of dehydration; a person who is easily stressed; mood swings; emotionally liable; dry skin; dry lips and mucus membranes such as nose and mouth; headaches; chronic fatigue; constipation; back pain; asthma; allergies; high blood pressure; dizziness; muscle cramps; insomnia; peptic ulcers; acid reflux; ulcerative colitis; vomiting; weight gain; food cravings;

inability for the body to detoxify toxins efficiently; diabetes and autoimmune diseases‌ just to name a few.

What does proper hydration do for the body?

The human body is composed of 25 per cent solid matter and 75 per cent water. The brain tissue is said to consist of 85 per cent water. Even our bones are 25 per cent water!

Water is required to help the body metabolize fat; convert food inter energy; prevents wrinkles; anti-aging; weight loss or regulation of weight; supplies essential nutrients to the cells of the body; removes toxins from the cells of the body; regulates hormones; regulates temperature; builds a strong immune system; increases mental acuity; sustains energy throughout the day, fights fatigue and helps to prevent disease.

What is dehydration?

It is the loss of water and minerals essential for normal body function. Dehydration can disrupt the delicate fluid and salt balance required to maintain healthy cells and tissues.

The key to hydration is not simply water consumption, it is about “cellular hydration�—this is essential to long-term health and wellness.

The body is made up

of billions of tiny cells; the health of each and every one of these cells, working together is a major part of what makes up the cellular metabolism. This is known as cellular hydration.

Cellular hydration: This is the most important form of hydration.

It is the water inside the cells. Consuming water will only serve to increase water outside the cells.

B.C. mulls joining Kinder Morgan pipeline hearing Deadline looms for intervenors to line up to get say

by Jeff Nagel Black Press The provincial government must decide soon if it wants to have a say at a hearing that could influence Kinder Morgan’s plans to twin its Trans Mountain crude oil pipeline through the Lower Mainland.

The province has se-

cured intervenor status in one National Energy Board (NEB) hearing starting Jan. 15 in Calgary, where Chevron Canada will argue its Burnaby refinery should get priority access to oil flowing through the pipeline in order to keep operating.

But another deadline is looming Oct. 15 for

potential intervenors in a separate NEB hearing starting Feb. 13 into the rates Kinder Morgan would charge its pipeline customers.

Environment Minister Terry Lake said in July the province would consider taking part in that regulatory hearing.

It’s been suggested B.C. could argue at the

commercial rates hearing for the imposition of a per-barrel levy on oil flowing through the pipeline to help fund an improved spill prevention and response system.

But a ministry spokesperson said Tuesday no decision has been made on whether to apply as an intervenor in the February hear-

ing.

“We are reviewing the application now to determine how it might affect B.C.’s interest,” he said.

Officials note Kinder Morgan’s formal project application to twin the pipeline is not expected until 2014, launching an environmental assessment and a third round of NEB hearings that will be the main arena for project scrutiny.

The $4-billion expansion would more than double Trans Mountain’s capacity to 750,000 barrels per day and bring 300 tankers per year to Burrard Inlet to take on oil for export, with more of it expected to be diluted bitumen from Alberta’s oil sands.

The province isn’t the only player that could pipe up at the initial two hearings.

NDP MP Kennedy Stewart (BurnabyDouglas) and Burnaby Mayor Derek Corrigan have also been named intervenors at the Chevron hearing.

Stewart said he’s backing Chevron’s application, adding the loss of B.C.’s only major refinery could drive up local gas prices.

“It does supply a third of the gasoline for the Lower Mainland and about 400 jobs,” he said.

He added he also wants to press Chevron on whether the firm will improve environmental standards at the Burnaby refinery.

Chevron has resorted to shipping some oil from Alberta by rail to Langley and then by truck to Burnaby because of its inability to get enough crude via the oversubscribed pipeline.

“It does supply a third of the gasoline for the Lower Mainland and about 400 jobs.”

– Kennedy Stewart Kinder Morgan has indicated it will not oppose Chevron, but at least one U.S. oil firm with a refinery in Washington State is expected to argue against priority for the B.C. refinery, on grounds that would violate free trade agreements.

Stewart is also seeking standing at the rates hearing and argues the province should be there too.

“Because they’re talking about the prices they would charge per barrel of oil coming down the pipeline this is a perfect opportunity to discuss what other moneys might be charged,” Stewart said.

“The premier has said no pipeline without more benefits. Well, this is exactly the place they could talk about this issue with the Kinder Morgan pipeline.”

The provincial government has been criticized for not seeking a formal role much earlier at the NEB hearings underway into Enbridge’s proposed Northern Gateway pipeline to Kitimat.

green sports Seafair players Sweep the Streets Nearly 300 from minor hockey group volunteer for Thanksgiving clean up

he best of sport was on display Sunday in Steveston. But there were no scores. In fact, not even a game.

Instead, upwards of 300 people—players, siblings, parents and officials—representing the Seafair Minor Hockey Association assembled at Garry Point Park for a community cleanup. That it was the Thanksgiving long weekend, a time when family and friends traditionally gather to reflect on their blessings, only made the second annual Sweep the Streets that much more memorable and rewarding.

“I never would have imaged the response to be this overwhelmingly positive in just two years time, especially seeing so many new faces to the association this year and having many of these people attend the event,” said Cody Kusch, Seafair vice-president, community relations, who first proposed the community event last year.

Kusch was inspired after speaking with a friend at work, who explained that his team in Westbank (just outside Kelowna) annually cleaned the graffiti off the walls of local businesses as a fundraiser to help cover the team’s yearly operating costs.

“I thought the idea would work perfectly in our community, but instead of cleaning graffiti we would clean up the trash,” Kusch said.

“With Steveston being such an integral part of every child’s upbringing, I thought this would be the perfect place to start. Our vision is to continue cleaning the streets of Richmond throughout the far, and not just on Thanksgiving weekend. Maybe we can

organize a 24-hour cleaning event at the same time we organize a 24-hour hockey event. Just a thought, but you never know.”

Adorned in Seafair jerseys and armed with litter pickers, gloves, garbage bags and even brooms, the volunteers picked up garbage throughout the surrounding neighborhoods. Many businesses, tourists and indeed residents extended congratulations and thank-yous.

“This is another great way to reinforce to the players the importance of protecting our precious environment,” said Kusch. “Many of the children learn about the environment through textbooks, but very few are able to translate these lessons into the sporting community. That is when it becomes real-life learning.”

When the cleanup was complete, 11 oversized bags filled with garbage were handed to city employees. A considerable portion—they stopped counting at 5,000—of the litter was made up of cigarette butts which nearly every child described as “disgusting.”

“It’s a great lifelong lesson we are teaching our kids without even having to preach to them about the harmful effects of smoking,” Kusch said.

Peewee teammates Mitchell Schroeter and Ryan Bayley took time out from playing in Seafair’s annual Icebreaker at the Richmond Ice Centre to participate in the clean up. It was an effort numerous players repeated.

“It’s pretty fun being with everybody and around your friends, and it’s cool to help out,” said Schroeter, who was surprised how much garbage he picked up.

This was the second year Schroeter participated in the cleanup, and his enthusiasm positively inspired his teammates like Bayley.

Libertė representative Manjula Goundar didn’t feel she was able to give enough when her two sons played at Seafair and welcomed the chance to help out at Sweep the Streets.

“This is a perfect even to teach the kids, especially the younger ones, about their community and taking care of it,” she said.

Kusch called the response from local businesses and community members “overwhelming.” He said not only did several provide dona-

tions, but took the time to talk and thank the young player and families.

“We even had people from other associations take the time to recognize what a gift we are providing the community,” he said.

“It has definitely created a buzz and we a really hoping the other associations organize similar events. If every association was able to designate one weekend of their time it would allow our future leaders to better understand what truly matters in life.”

Seafair president Nigel Shackles said events such as Sweep the Streets positively reflect the association’s mandate to develop good hockey players and good

people.

“We can only do that making sure our kids are involved in off-ice activities like this, that are important to the community,” he said.

“This is a unique community and the commitment of people coming out to events like this shows that. And for the kids, this extends their understanding there’s a bigger community out there and they have to contribute to that. It gets them thinking it’s not about receiving all the time. We can’t control if a kid is going to the NHL, but we can help to ensure all kids become positive members of society. I would encourage every sport to do something like this.”

The Midget AA girls’ hockey team won the event for the fourth consecutive year last weekend, defeating the Surrey Falcons 4-3 in an overtime shootout in the championship game.

Vibrant Ceremony Marks New Era At Kwantlen A new era began at Kwantlen Polytechnic University on October 2, as the presidential installation of Dr. Alan Davis proceeded during a formal ceremony held at the university’s Surrey campus. Community leaders, scholars, Kwantlen faculty and staff members, alumni and media, were among the 500-plus attendees who came to welcome the new president to the leadership of the university.

The installation began with a musical prelude performed by A Touch of Brass, Campbell Ryga Trio, and Fringe Percussion, followed by the declaration of convocation, and the national anthem sung by Kwantlen music student Jered Steeves. Kwantlen’s Chair of the Board of Governors, Gord Schoberg, welcomed the new president, and Chancellor Arvinder Bubber presented the presidential robe to Dr. Davis. Dr. Mazen Guirguis (philosophy professor, Kwantlen), Sladjana Dobric (facilities interior designer, Kwantlen) and Hayley Woodin, (journalism student, Kwantlen) also came to the podium to greet Dr. Davis on behalf of their colleagues.

“I have known Kwantlen since its founding 31 years ago, and watched as it has developed an outstanding reputation for its teaching and learning, and for its focus on the communities it serves,” said Dr. Alan Davis. “In its latest incarnation, as the only polytechnic university in Canada, serving one of the fastest growing and most diverse populations in Canada, its promise is enormous as it expands into new and emerging program areas and applied research.”

A native of Reading, England, Dr. Davis has held influential positions at renowned institutions in the UK, United States and Canada; including roles at the British Columbia

Open University, Athabasca University, Niagara College and Vancouver Community College.

Most recently, he served as president of Empire State College at the State University of New York.

Mindful of its resilient and diverse history, Dr. Davis has become a part of Kwantlen’s journey as a polytechnic university. As president, Dr. Davis will greatly contribute to the university by helping to provide the essentials for innovative and ambitious growth.

Established in 1981 by the Province of British Columbia, Kwantlen proudly adopted the name of the Kwantlen First Nation, whose people are acknowledged historically as ‘tireless runners’. In 1990 Kwantlen opened the doors to its new Surrey campus, a facility that proved monumental for the college’s growth. Less than two years later Kwantlen celebrated the opening of the Richmond campus, and became part of the Langley community in 1993. Two years later, the college officially changed its name to Kwantlen University College, becoming a bachelor’s degree-granting institution.

By 2007 Kwantlen was ready to open its Trades and Technology Centre in Cloverdale, providing leading-edge trades and technology training for more than 900 students annually.

In 2008 Kwantlen officially became Kwantlen Polytechnic University.

League Cup kicks off this weekend Teams begin chase for one of Richmond senior soccer’s top honours

by Don Fennell Sports Editor The annual Richmond Senior Soccer Association League Cup tournament begins Sunday with a full slate of games in the round of 32.

All but two of the 31 teams from the league’s four divisions are participating, the exceptions being Club Ireland Gaels and Oldlanders from the Masters Division whose teams had the option of passing on the event.

Last year, the All Blacks and Athletics battled it out for supremacy at King George Park with the Athletics prevailing 3-1.

The League Cup tournament is seeded by random draw and honours former league president Don Taylor, who served on the Richmond board for 25 years. It is the oldest and most prestigious trophy in the league first awarded in 1968.

Among the key matchups in the first round are: •DSBH Hounds vs.

DSBH Kelevra—Club on club battle, this should be a close one.

•Jugadores CF I vs. Islanders FC—A rematch

of opening-week play in the Premier Division where, despite dominating possession, the Islanders won the game 2-1. The Jugadores are definitely looking to make amends. The winner of Sunday’s match will most likely be playing another Premier Division team, AC Richmond, in the next round.

•One of the favourites to hoist the League Cup when all is said and done, the All Blacks are coming off a 2-1 Premier Division victory over the Jugadores CF last Friday.

Manager Kyle Shury felt the play was fairly even from the start, but neither team was able to produce any quality scoring opportunities until 10 minutes. That’s when the All-Blacks’ Daniel Tait was able to knock the ball past the defender and beat the Jugadore keeper to open the scoring.

Jugadores responded well and had some ensuing pressure of their own.

Throughout the balance of the half, the All Blacks had decent spells of possession but were unable to break down the Jugadore defence.

Golf in Schools program tees off Thousands of Canadian high school students in grades 9 to 12 will now have the opportunity to be introduced to the game of golf as part of their high school physical education curriculum with the launch of the Golf in Schools high school program presented by Callaway.

Created by Physical Health and Education Canada (PHE Canada) in partnership with Golf Canada and the PGA of Canada, the Golf in Schools high school program will help physical education teachers to plan and deliver quality learning experiences that support the enhancement of fundamental movement skills and develop sport-specific skills related to golf, in addition to increasing student knowledge and appreciation for the sport of golf.

In addition to providing the necessary resources (equipment, learning curriculum and training) that enable Canadian teachers to integrate golf into their physical education lesson plan, the Golf in Schools program will present golf to Canadian high school students as a lifelong recreation and physical fitness activity.

The program was test-piloted at 11 high schools across Canada in 2012.

Dozens of volunteers gathered at Westminster Highway and Gilbert Road in support of Richmond Hospital Foundation’s fifth annual Community Cares Day. Passing motorists honked and waved in large numbers in support of Richmond Hospital. More than $330,000 has been raised by the Chinese-Canadian community so far this year for the Richmond Hospital Foundation thanks to an outpouring of support for the foundation’s Community Cares Radio-Telethon held Oct. 6. The radio-telethon is a partnership between Fairchild Television, Fairchild Radio (AM 1470 and FM 96.1), and CHMB AM1320.
