Area D: Questions remain

Gas scare Scotiabank staff had a minor scare Sept. 26 after arriving to work and smelling gas inside the building.

“A pilot light had been extinguished on the stove at (Misty Fin’s) restaurant,” Fire Chief Ian Baikie said. “The stove element had been bumped so it was flowing. That caused odour to be sensed from employees at the bank and we had to turn off the gas in that business (as a precaution).”

Baikie said the staff at Scotiabank called the fire department around 8:10 a.m. and proceeded to evacuate the building.

“The bank folks did the right thing,” he said. “When they smelled the gas they evacuated the bank and waited for us to come. They absolutely handled it correctly – they moved everyone outside.”

Baikie said the staff were outside for probably 35 minutes, while fire crews conducted tests.

Leigh reiterated at Wednesday’s regional district Committee of the Whole meeting that her constituents have no interest in joining the city – which was proposed as a solution to get homes in Area D hooked up to the city’s sewer service.

“I would like to politely say Area D is not in favour of this proposal,” Leigh said. “I’m sure if the City of Campbell River holds (public consultation) meetings in our area they will hear loud and clear they’re not in favour.”

Brian Reardon, the regional district’s chief administrative officer, said there’s not much the regional district can do about the city’s proposal at this point.

“In the absence of receiving any formal notification from the city regarding this matter there is nothing for the regional district to respond to at this time,” Reardon said. “Notwithstanding the foregoing, many questions and concerns have been raised about the process and potential implications should the proposed municipal boundary extension proceed.”

The city’s latest tactic comes following years of discussion between the city and the Strath-

cona Regional District to try and reach an agreement to extend city sewer service to properties in Area D. The properties are currently using septic systems, some of which are failing and in the process, posing health and environmental concerns.

Talks between the two parties came to a halt at the end of July after the city withdrew its offer to hook up Area D properties, citing an inability to come to an agreement.

Leigh said the problem was the city’s offer was double the amount her constituents approved borrowing in a 2006 referendum and the regional district could not possibly accept.

Mayor Walter Jakeway said extending the city boundaries to encapsulate Area D, which would then receive all city services and therefore higher property taxes, was discussed as a possible solution with Bennett at the Union of B.C. Municipalities in Victoria last month. He said no decisions were made, the city was simply inquiring into the feasibility of extending its boundaries.

Coun. Andy Adams tried to smooth things over at Wednesday’s Committee of the Whole meeting.

“I apologize for any perception that this was done inappropriately,” Adams said. “The discussion with the minister was strictly speculative.”

Adams added that the city’s intent is to have full disclosure and conduct extensive consultation.

New process for boat ramp, foreshore maintenance KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A new agreement between the city and Fisheries and Ocean Canada will allow the city to clear out its two public boat ramps and improve the shoreline faster than ever before.

A memorandum of understanding between the two parties was signed two weeks ago, after more than a year of discussions to try and reach an agreement that will allow the city to remove materials that clog the boat ramps and use the debris to re-nourish parts of the foreshore.

“The (ag reement) outlines a process for ongoing foreshore management that streamlines DFO’s review process and clarifies

acceptable work procedures in and around the marine foreshore,” said Terri Martin, the city’s environmental coordinator, in a news release.

It was just last September that headaches with the constant build-up of rock and other debris at Ken Forde had the city considering permanently shutting down the boat ramp located across from Rona.

“If we are not able to negotiate temporary sediment storage into the MOU (memorandum of understanding), staff will be recommending that we close Ken Forde boat launch permanently.

“The memorandum of understanding is built on including a list of sites (along the foreshore) that we’re going to restore and when and where we’re going to do that,” Milnthorp said last year. “Essentially, it’s really all about protecting the foreshore.”

The agreement applies to projects that restore natural beach slope to allow natural movement of wood and gravel and to protect the shoreline and foreshore as well as nearby roads, sewer and water lines, and the seawalk from erosion during storms and flooding.

In the past the city has used debris from the boat ramps to restore badly-eroded areas at Rotary Beach, Dick Murphy Park (formerly the spit), and other areas along the

Island Highway such as Ellis Park.

The agreement is based on the city’s M a r i n e Fo re s h o re Habitat Assessment and Restoration Plan, complies with the Federal Fisheries Act and is expected to shorten the Fisheries and Oceans review process time from months to 10 business days.

“With this agreement, Campbell River has demonstrated how seriously it takes its obligation to restore degraded and eroded f o r e s h o r e a r e a s, ” Milnthorp said. “The city’s Marine Foreshore Habitat Assessment and Restoration Plan is an innovative long-term foreshore management strategy.

This approach is particularly essential in view of anticipated rise in sea/tidal levels linked to climate change, and this agreement sets an example for other coastal communities to follow.”

The city’s efforts have already garnered provincial attention.

Soft-shore restoration work at Dick Murphy Park received a gold level rating from the Green Shores Technical Working Group, a project of the Stewardship Centre for BC. Hard shore foreshore treatments such as rip rap and sea walls remain outside the scope of this new agreement.

After ignoring letters from the city to clean up their properties, three property owners were given notice that if they do not fix up their property within the month they will be billed.

At a council meeting Oct. 2, council voted to issue notices to the following properties: 351 7th Avenue, 666 8th Avenue, and vacant lots at 734, 736, 738, 742, and 744 Oribi Drive.

All the owners were given notice during the summer that their properties needed to be cleaned up within a specified amount of time, but those requests have gone ignored.

So the city used the last tool it has – remedial action.

“The remedial action process is used by local gover nments across B.C. as a way to gain

compliance when property owners have not responded to requests to clean up their properties,” said Karl Read, the city’s bylaw enforcement officer. “The notice must give the owner a minimum of 30 days to comply. If the owner does not comply with the notice, the city...has the ability to have the work done, and recover the cleanup costs from the property owner. Unpaid cleanup costs are added to the owner’s property tax account.”

Read said the owner of the house on 7th Avenue was sent a letter on June 22 asking that the overgrown vegetation on the property be cleared and removed.

Read said the owner was given 30 days from the date of the letter to comply with the request and although some of the vegetation was trimmed in the driveway, the rest of

The owner of the home on 8th Avenue was issued a letter on June 20 requesting that the household appliances, containers, bags of rubbish and other accumulated items be removed from the property within 14 days, but the items still remain.

The vacant lots on Oribi, all of the same owner, have overgrown vegetation on the properties and on the boulevard that need to be cut and removed. The city sent the owner a letter on July 5 requesting the overgrown vegetation be cut back within 21 days, but with no response.

At last week’s council meeting, just as council was preparing to vote on remedial action, a member of the gallery stepped forward, sat down at the delegation table and asked if he could address council.

Council obliged and Eric Becherer introduced himself as the owner of 666 8th Avenue. He explained he had been working out of town and had just recently become aware of the city’s clean up request.

“Time has gotten away from me, I broke an ankle and I just got back into town the other day,” Becherer said. “I would rather not pay to have the city clean it for me.”

Council explained that Becherer – and the other property owners – would have 30 days from the date the remedial action was issued.

Read said he expects the property owners will respond.

“Information from other municipalities indicate that most owners will choose to do the work themselves when faced with the option of being charged to clean up their property.”

A traffic count ordered by city council reveals Springbok Road does not meet the criteria for a crosswalk.

The study was conducted following Coun.

Larry Samson’s call for a marked crosswalk in the 1050 block of Springbok to connect the sidewalk with the connector path to the Beaver Lodge Lands.

Over the course of one week, traffic counts revealed an average of 1,416 vehicles each day with an average of 59 vehicles each hour.

At the morning peak, an average of 67 vehicles went by while during the peak evening hour 105 vehicles were recorded.

Pedestrian counts showed people have a period of 45 minutes where they can cross Springbok during the peak morning hour (8

a.m.-9 a.m.) and there are more than 250 crossing opportunities. Four people crossed during that period. During the peak evening hour (4 p.m.-5 p.m.) pedestrians have 46 minutes clear of traffic in the hour and more than 250 crossing opportunities.

Zero people crossed the street during the peak evening hour.

According to the B.C. crossing control manual for communities with populations between 10,000 and 250,000 a marked crosswalk would be justified if there were a minimum of 15 pedestrian crossings each hour with a minimum of 120 crossing opportunities per hour.

Hadfield also said the horizontal curve of the roadway at the site poses safety issues because of a reduced line of sight. Council chose to consider Hadfield’s report at the Nov. 6 council meeting as Samson said he had not had sufficient time to look at the report which was delivered to council one day prior to the Oct. 2 meeting.

Provincial minister turns down SRD’s request for mediator in pole peeler dispute KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The province will not step in and appoint a mediator in a dispute between the city and residents of Duncan Bay Road over a pole peeler plant that moved into their neighbourhood last January.

Residents of both Gordon Road and Duncan Bay Road spent the past winter, spring and summer protesting the industrial operation outside city hall, the Strathcona Regional District offices and the pole plant.

Repeated trips by the group to city council and regional district meetings to express their disdain of the noisy pole peeler prompted the regional district to write a letter to the Ministry

of Community, Sport and Cultural Development in August to request then-Minister Ida Chong appoint a mediator to settle the dispute.

Minister Bill Bennett responded to that request on Sept.

23 and in a letter released to the public this week, he explains his reasoning for not appointing a mediator.

“I do not believe that the appointment of a mediator is the cor rect action at this time,” Bennett writes.

“I come to this decision for a number of reasons. Mediation requires an acceptance of involvement by the outside party from those who are directly involved in a dispute. While I am aware that many of the local residents want

narrow channels, has been heightened by the cocky rhetoric of Enbridge brass. Speaking at a Chamber of Commerce Energy Summit this week Enbridge executive Janet Holder insisted the project is “definitely not dead.” She said the company is “still investing a lot of time, effort and money ... and we’re going to do what’s necessary to make this project happen.”

Enbridge claims it has 60 per cent support of aboriginals living along the pipeline route, but environmentalists counter that this ignores the fact that 130 First Nations have signed the “Save the Fraser” (River) declaration vowing that they will never support a pipeline through their traditional territory.

For us on the coast, the biggest concern remains the issue of oil tanker traffic. Retired engineer Brian

Gunn, based at Strathcona Park Lodge, says Enbridge has not taken into account that more than 200 oil tankers will be sharing narrow channels annually with several hundred Liquid Natural Gas (LNG) tankers from new LNG terminals near Kitimat. A spill is inevitable, he predicts. At the end of the day it seems unlikely this contentious debate will be decided by well-intentioned concerned citizens camped on the Legislature lawn or by well-healed Enbridge PR teams. It will most likely be settled in the Supreme Court of Canada by our nation’s premiere lawmakers weighing First Nations’ challenges.

Nevertheless, we still have an obligation to engage in the discussion right now and to make all our voices heard loud and clear.

Haig-Browns say thanks We would like to express our heartfelt thanks to the people who planned, arranged and facilitated the events of the weekend of Sept. 29 and 30.

From the time we gathered at Haig-Brown House on Friday afternoon until we tearfully left on Sunday we had a magic time.

It was a time of memories: thinking about what we learned from our parents, writing about it, talking about it and staying in the house we grew up in and all the while creating new memories.

None of this would be worth much if it were not for the people of Campbell River who invited us and who have worked to make our childhood home so warm and vibrant.

The people we chatted with at the Museum on Saturday evening, the people at the opening of Baikie Island Nature Reserve, and the people who came to the Festival on Sunday are our community in Campbell River, and we thank them for being that.

We also thank Sandra Parrish of the Museum at Campbell River, Ken Blackburn of the Community Arts Council, David Brown of the Haig-Brown Institute and Catherine MacLeod of HB House who left the fridge so well stocked.

We have now gone our separate ways, back to our separate lives, but we have vowed to gather again soon.

Communication is a good sign I’m gaga for baby sign language.

Earlier this year, I registered for a course in Cloverdale through Surrey Parks, Recreation and Culture, hoping it would enable my daughter Elise to communicate earlier and reduce frustration. To be honest, I also signed up because I was a little bored and the timing of the class did not disturb her nap schedule.

It was fun. I talked to other new moms, and we met up outside of the class. We were taught hundreds of signs (the same ones used in American Sign language for the deaf and hard of hearing), so to keep from being overwhelmed I chose which ones I thought would

Apparently there are long-term benefits as well. Psychologist Dr. Gwyneth Doherty-Sneddon notes that while studies on baby sign language are lacking, what research there is shows signing

increases spoken language vocabulary, reduces tantrums, and improves parent-child relationships (thepsychologist.org.uk).

One study that tracked a group of babies found that the more the baby used gestures at 14 months, the larger his or her verbal vocabulary was at 36 months (Meredith Rowe, 2008). But whether or not sign language will give Elise an advantage in the future isn’t what matters. What matters is that Elise is talking to us – and we can understand and respond.

City buys more oceanfront

The City of Campbell River has purchased another oceanfront lot getting it closer to its goal of expanding Sequoia Park and of claiming as much ocean property east of the Island Highway as possible.

Dave Mor ris, the city’s facilities general manager, said: “The City purchased the property at 503 Island Highway as part of the long-range parks plan.

The waterfront property was purchased at its appraised value of

$360,000.”

Morris said the city drew “on reserves” to make the purchase.

“Council will consider a plan to integrate this property with Sequoia Park as part of next year’s Financial Plan,” he added.

The property in question is the second parcel north of the park and currently has an abandoned house on it which will soon be demolished. The parcel closest to the park was purchased some time ago and is vacant.

Sequoia Park offers views of Cape Mudge First Nations Village and lighthouse on Quadra Island. It is the location of the Campbell River and Ishikari, Japan, Sister City 10th Anniversary Ceremonial Torii Gate.

Read Island stroke victim in fair condition A 69-year-old stroke victim is in “satisfactory” condition in Campbell River General Hospital this week after being extracted from his remote Read Island home on Thanksgiving evening.

No less than three rescue vessels were dispatched to Read Island when the emergency call came in at

7 p.m. Coast Guard spokesman Phil Hawkins said both the 7.5 metre Campbell River One fast boat and the 16-metre Cape Palmerston were dispatched from Campbell River with the fast smaller rescue craft arriving on the scene first.

Quadra Island RCMP Const. Al MacLean said a police boat car-

rying two EHS personnel was dispatched from Heriot Bay and brought the patient back to Heriot Bay for ambulance transport to Campbell River.

MacLean said he understands that the victim is a long-time resident of Read Island and lives alone. He was accompanied by his brother.

Strathcona Regional District directors shot down a proposal to webcast its public meetings, with some directors saying they would be uncomfortable being on film.

At the regional district’s Committee of the Whole meeting Wednesday afternoon directors toyed with streaming board and committee meetings on its website to encourage more electoral participation.

But directors were tur ned off by the price and the thought of having the public’s eyes on them.

“I would rather have the freedom to speak,” said Director Gerald Whalley, who represents the Kyuquot and Nootka area (west of Campbell River).

“I know who’s sitting in the gallery beside me because I check and it does temper what I say.”

Director Ted Lewis, who represents Zeballos, had similar reservations.

“I’m not an advo-

cate of webcasting to begin with,” he said.

“I’m not comfortable being filmed during the meeting.”

But not everyone thought cameras would be a bad thing.

Coun. Andy Adams said having everything on film would hold directors to account.

“I would certainly hope this does change some of the behaviours that’s displayed on occasion at this meeting,” Adams said.

“It would be nice for transparency and to open up communication with constituents. I’m certainly in favour of pursuing webcasting.”

But directors had a hard time trying to swallow the huge cost estimates regional district staff were reporting.

According to a staff report, the regional district would incur a one-time cost of $27,000 which includes $2,000 for four cameras that pan, tilt and zoom, $20,000 for one camera controller, as well as $3,500 for eight microphones and

a mixer board, and $1,500 for equipment installation.

Annual operating costs are estimated at between $15,500 and $20,500.

“I must admit I was surprised at the price tag,” said Cor tes Island Director Noba Anderson.

“I would love to pursue this but I don’t think the directors will want to at this price.”

Director Jude Schooner, representing Tahsis, agreed.

“I believe it’s a good thing because it does speak to transparency but the price tag of $20,500 a year to maintain this is astronomical,” Schooner said.

“I’m certainly not comfortable with that price tag.”

Director and city Coun. Mary Storry suggested the regional district adopt a cheaper model, with less cameras and without the zoom features.

“It would be nice to focus on the individual directors but at this point I don’t think we need that,”

Storry said. “If there was some middle road or first step, perhaps we could look into that.”

Director Jim Abram, who represents Quadra Island, said there would be no point in compromising.

“If you don’t have a camera that can hone in, people won’t have a clue who’s saying what,” Abram said.

“I think you have to do it right or not do it and at this price tag I would say ‘not do it.’”

But Storry said giving up on webcasting was sending the wrong message.

“We have to grow with the new technology and to not have it on our website is a really old-fashioned way to go,” Storry said.

“I think we need to go back and see if there’s a less expensive way to do it.”

Storry made a motion to direct regional district staff to look into alternate, less expensive options but the motion was defeated with the majority of directors voting in opposition.

“The open house will take place rain or shine, and everyone’s invited to come meet the firefighters, try out some of the challenges, watch the demonstrations and enjoy the barbecue fundraiser,” says acting Fire Chief Ian Baikie. “We’ll also be reminding everyone to check smoke alarms.”

The barbecue fundraiser will support C a m e r y n’s C a u s e, which assists families who must travel outside Campbell River for medical treatment for a child’s health emergency. The Fire Department thanks Quality Foods who will provide hamburgers and hot dogs and pop, and Associated Tire who will provide the barbecue trailer.

Careers rock at Job Fest Salmon migration

The provincial government’s careers-foryouth travelling rock show hits Campbell River Tuesday with its sights set on opportunities in creative industries.

JobFest, a child of the Ministry of Jobs, Tourism and Innovation, will set up shop at Tyee Plaza from noon to 6 p.m.

The production – essentially career counselling built around a rock show – has visited 50 B.C. communities to engage youth while delivering labour market information. The featured band will be Acres of Lions. Visitors will be introduced to career options through face-to-face discussions with event presenters, guest speakers, career tools, interactive games a n d o t h e r c a re e rrelated information.

BC Hydro, the We Wai Kai and the Wei Wai Kum in collaboration with the Salmon River Diversion Adult Fish Passage Committee have reached a landmark agreement to build a fish passageway around a 54-year-old diversion dam on the Salmon River.

Chris O’Riley, BC Hydro’s Executive Vice President of Generation, said: “I am particularly pleased that this is our first significant fish enhancement project with the We Wai Kai and the Wei Wai Kum Nations.”

of Campbell River Salmon Foundation, said: “We’ve already put a lot of work into the fish passage options at the diversion dam and look forward to the work proceeding. This important project is all about partnerships and we would like to have the fish passage works in place as soon as possible. This will be a boon for steelhead, coho and chinook.”

T he first meeting about the new fish passage project between BC Hydro, the We Wai Kai and the Wei Wai Kum, and the broader committee will be held in November.

The fish passage on the Salmon River is expected to be in place by 2015 or earlier.

The sea life in song and story

ardeners Green Folk Music Club in Merville is hosting a house concert on Saturday, Oct. 20 with Tom Lewis, a performer who has for many years headlined folk festivals and maritime events all over England, Europe and North America.

Lewis’ repertoire, from traditional shanties to songs fashioned out of his own seafaring background, is by turns reflective, dramatic and humorous.

Lewis was born in Northern Ireland and that Celtic heritage is obvious in his clear, strong voice, evoking quiet sorrow for a fisherman lost to the sea just as honestly as it powers out a shanty “to be heard above the gales.”

Lewis accompanies himself on button accordion and ukulele—but it’s that powerful vocal style and infectious humour that make him a true entertainer. He is a 24-year veteran of Her Majesty’s Royal Naval diesel submarines.

His songs cover a wide range of nautical topics, from life on board H.M. ships, through the loneliness and lure of the sea, to traditional shanties and classic nautical poetry set to his own, and others’ melodies. For more information check out www. tomlewis.net.

Curator to talk artist’s work November’s the month to take up art The curator of an exhibit opening at the Museum Oct. 19 will delve into the meaning behind her exhibition.

Join the Museum on Saturday, Oct.20, from 1 - 2:30 p.m., for an insightful talk on the exhibition Kesu´: The Art and Life of Doug Cranmer.

The talk, entitled Reflections on Exhibiting Kesu, will be given by the curator of the exhibition, Dr. Jennifer Kramer, and will address aspects of Cranmer’s life and artwork. This will be an excellent opportunity to dig more deeply into the iconography of Cranmer’s work and explore the underlying motifs contained within the art.

The Campbell River Art Gallery is gearing up for a busy November. With a wide variety of adult classes available, there’s something for everyone!

Illustration with Sandra Lamb is slated for Fridays in November, running from Nov. 2 to Nov. 30, from 9:30 a.m. to 12 p.m. each session. Lamb is a longtime Gallery instructor and well-known artist, and she’ll be helping participants hone their basic drawing skills.

Now’s the time to dig up that funny poem, family anecdote or languishing children’s’ book that you put away ages ago.

Lamb will share basic cartooning skills as well as practical ideas for combining text and illustration. The cost for the course is $112.50 plus HST for Gallery members and $122.50 plus HST for non-members.

Heine is a renowned floral watercolourist, one of Canada’s most esteemed botanical artists and will teach her students the secrets of colour and brushwork techniques to create magnificent floral paintings or to incorporate the painting style into future works.

Dr. Byron first studied Environmental Science and International Politics at the University of Toronto and spent one year overseas perfecting his skills in French and Spanish. Thereafter, he pursued Medicine at McMaster University in Hamilton, Ontario where he received his medical degree in 2007. His special interests include maternity care, although he enjoys seeing patients ranging from newborn to elderly. At this time, Dr. Byron is accepting patients who are new to this area or currently have no family doctor.

money” from dominating campaign rhetoric.

“Our concerns always have been that this is about fairness and it is about making sure that when there is public debate prior to a provincial election it isn’t dominated by those organizations or individuals who have greater wealth.”

Trevena said: “I hope the Liberals have got the message that you can’t suppress freedom of speech. I don’t know why they pressed the issue a second time. I hope they have backed off for good,” Trevena said.

The North Island MLA added that many of the lobby groups that advertise ahead of an election “don’t have a political agenda.”

Rather they are seeking to focus voters on critical public policy issues, she said.

BCGEU president Darryl Walker said: “The union has argued that the definition of election advertising is too broad and that our television ad targeted

by Elections BC did not constitute election advertising. This ruling confirms our original position.”

A key part of Justice P.D. Lowry’s ruling notes that “the definition of election advertising is overly broad.

It captures virtually all political expression regardless of whether such is intended to influence the election, and, as explained, all individuals and organizations are affected even if their election advertising is voluntary.”

Walker said: “It seems clear that the legislation was crafted to suppress public participation in our democracy, and the court has spoken clearly on this issue.”

IntegrityBC executive director Dermod Travis, whose group was an intervenor in the case, said: “Laws which govern one of the most fundamental rights in a democratic society should never be drafted behind caucus doors and then tossed into a Miscellaneous Statues Amendment Act. British Columbians were never given the opportunity to help the government fashion an approach on these questions before the amendments were presented to the Legislature.”

Our club is 67 members strong and growing.

We are a diverse group of individuals, young and “young at heart”, who gather every Tuesday morning between 6:30 and 6:45. By 6:50 breakfast is ready and by 7:15 our meeting is underway where we conduct club business and listen to guest speakers. Guests to our meetings consistently comment about the laughter and energy we project, often before the sun comes up! Whether at a meeting, cooking for a community event, selling Duck Dip tickets, or working together on a project, we have FUN. And although fun and fellowship are a big part of who we are, we are passionate about a fundamental aspect of Rotary – “service above self”.

These words are our guiding principle.

As we celebrate our 25th anniversary it’s a time to reflect on our past accomplishments.

We are able to do what we do, owing to the generosity and support of the citizens of Campbell River. Since 2003 the annual Duck Race and other fundraising events have raised over $500,000.00. The proceeds from the last two Duck Race/Dip events have gone toward the incredible Splash Park. We proudly host the annual Wine and Blues . With BBQs in tow, we

Internationally we work toward the goal I of o eradicating the world of polio. For the past two years we have put on the Polio p Walk Run and Roll. Dancing with Tapas W is i wildly successful in raising funds for wheelchairs.

A number of our members w have delivered wheelchairs, and, on h their return to Campbell River we hear t emotional firsthand accounts of what is e like to literally provide mobility to children l and adults, many of whom have been confined to a bed because they cannot walk and can no longer be carried. Our club, together with other Island Rotary Clubs, is working with the Rotary Club of Naivasha in Kenya to provide a borehole, water storage and distribution system, and sanitation training.

We have a strong connection with youth.

Interact is Rotary International’s service club for youth ages 12-18. Timberline and Carihi High each have an Interact club comprised of youth who perform “hands on work” and conduct fundraisers for community and international service projects.

The Youth Exchange program has both inbound and outbound students spend up to one year living with host families. The students become immersed in a different culture than their own. We are enriched by the time we get to spend with these students, learning about them, their ideas, their cultures and their countries.

There is a two-day Streamkeeper Workshop course offered this Oct. 20/21 at North Island College (Room C222).

I n s t r u c t o r D ave Clough is a Registered Professional Biologist who has been restoring fish/stream habitat and training habitat stewards for over 25 years.

The course is sponsored by Greenways Land Trust and the Salmon Enhancement Program of DFO. The Steamkeepers Training course objective is to provide a science based explanation of stream health.

The ecology of streams is explained in modules that all provide basic information on determining the health of a stream.

As a Streamkeeper, you will be given the skills necessary to take responsibility for the streams in our community.

Did you know that

there are streamkeeper groups in town that steward Nunns Creek, Simms Creek, Willow Creek, Storrie & Woods Creeks, Kingfisher Creek, Menzies Creek, Stonefly & Mayfly Creeks, Mohun Creek and Casey Creek? The groups associated with these creeks are looking for new recruits.

As a student, you will spend the morning in the class and the afternoons collecting information in the field. The textbook used is the Pacific Streamkeepers Federation “Streamkeepers Handbook” which has a wealth of information.

The modules that will be focused on include: introductory & advanced stream habitat, water quality, stream invertebrates, streamside planting and juvenile fish trapping and identification.

Slides and videos as well as hands-on experience at the creeks using ID keys and monitoring equipment are part of the training.

Be prepared to travel

to a nearby steam with gumboots or waders, war m clothes and raingear.

The course costs $40 per person which includes lunch for both days and your Streamkeepers manual.

Shaking things up in Campbell River Local schools join the Great B.C. Shakeout

N

ext Thursday at 10:18 a.m. hundreds of Campbell River students will put their earthquake preparedness skills to the test in the “Great British Columbia Shakeout,� part of a global campaign to reduce the human toll of major earthquakes.

Everywhere in British Columbia is considered at high earthquake risk in relation to the rest of Canada.

In January 1700, a magnitude nine earthquake shook the entire province as well as Washington, Oregon, and California, and generated a massive tsunami. It was similar to the devastating 2011 Tohoku earthquake off the

coast of Japan.

On Oct. 18 thousands of British Columbians will be participating with citizens and students in California, Washington, Oregon, Alaska, Arizona, Nevada, Idaho, Guam, Puerto Rico and Southern Italy making it the biggest earthquake drill in history.

The date and time was chosen by a group of school representatives as an ideal timeframe for a student earthquake drill.

Campbell River Support Services Team spokesperson Lorraine Hart says: “Increased awareness about what to do during an earthquake reduces injuries and deaths and limits the number of people

Hart says a team of local Emergency Support Services volunteers has been visiting local businesses to provide earthquake awareness coaching.

What to do: â– You may only have seconds to protect yourself in an earthquake before strong shaking knocks you down or drops something on you. If you are inside a building move no more than a few steps then drop,

cover and hold on. â– Drop to the ground before the earthquake drops you, cover by getting under a desk or table, and hold on until the shaking stops. â– Stay indoors until the shaking stops and you are sure it is safe to exit. â– If you are outdoors when the shaking starts, you should find a clear spot away from buildings, trees, streetlights, and power lines. â– If you are driving, pull over to a clear

location, stop and stay there with your seatbelt fastened until the shaking stops. Once the shaking stops proceed with caution and avoid bridges or ramps that might have been damaged. â– Most injuries occur when people try to move more than a short distance during the shaking.

Identify safe places such as under a sturdy piece of furniture or against an interior wall in your home, office or school so that when the shaking

starts you can respond quickly. An immediate response to move to the safe place can save lives. Your safe place should be within a few steps to avoid injury from flying debris.

What not to do: â– Do not get in a doorway. The belief that a doorway is the safest place to be during an earthquake is a modern myth. Get under a table instead. â– Do not run outside. Trying to run in an earthquake is dangerous, as the ground is moving, and you

can easily fall or be injured by debris or glass. Running outside is especially dangerous, as glass, bricks, or other building components may be falling. You are much safer to stay inside.

Campbell River residents and businesses can participate in the Great B.C. Shakeout by registering at www. shakeoutbc.ca. Registration is important because it allows emergency services personnel to know how many people are being educated.

Social Science and Humanities Council deems NIC Eligible for Funding Jan Carrie, Vice President Education at North Island College, was recently

notified that North Island College has met all the TriCouncil eligibility requirements for potential research grant funding through the Social Sciences and Humanities Research Council (SSHRC).

SSHRC is the

federal agency that promotes and supports research and training in the humanities and social sciences.

The designation of North Island College as a SSHRC-eligible institution means its researchers are now able to apply for a broader range

of the grants, scholarships, and fellowships distributed annually by the Tri-Council.

As the major federal sources of funds for research and scholarships in academic institutions, the Tri-Council ,which consists of the

Canadian Institutes of Health Research , the Natural Sciences and Engineering Research Council, and the Social Sciences and Humanities Research Council (SSHRC), is committed to the highest standards of integrity in research

and scholarship.

These grants provide stable support for longterm research initiatives, enabling scholars to address complex issues pertaining to individuals and societies, and to further our collective

understanding. The potential benefits to various schools across the college are numerous.

“The ability to access SSHRC funding will enable us to participate in research and engage community partners,” Carrie says.

The first two workshops will also give participants the option of attending a full day session which includes a networking lunch as part of our National Volunteer Manager’s Day celebrations!

On Nov. 5 they will bring Coordinating Volunteers in the Digital Age to the Maritime Heritage Centre.

Shortlist announced for North Island hospitals project The North Island Hospitals Project (NIHP) reached a critical milestone today with the announcement of the three proponents shortlisted following the Request for Qualifications (RFQ) to design, build, finance and maintain new state-of-the-art acute care facilities in Campbell River and the Comox Valley.

Don McRae, Comox Valley MLA, on behalf of Health Minister Dr. Margaret MacDiarmid said, “We are another step closer to the start of construction on the North Island Hospitals Project. This project, which will see new hospitals in both Campbell River and the Comox Valley, will benefit patients and families across the north island for years to come.�

Eight proponent teams responded to the RFQ. Following evaluation, three teams were shortlisted: â– Arbutus Healthcare Partners â– Plenary Health â– Tandem Health Partners A request for proposals (RFP) will be issued to the three companies in early 2013, and VIHA expects to award the contract in early 2014. Construction will begin soon after, and the

hospitals are expected to be completed in 2017.

The NIHP includes a new 95-bed hospital in Campbell River and a new 153-bed hospital in the Comox Valley.

The estimated capital cost of up to $600 million for the project will be shared by the B.C. government and the Comox Strathcona Regional Hospital District. The project will create approximately 1,900 direct jobs and over 1,400 indirect jobs. All health-care services will continue to be funded by the B.C. government and delivered by VIHA. The NIHP is part of government’s threeyear, $2.5-billion investment in health-capital projects throughout the province.

Claire Moglove, chair, Comox Strathcona Regional Hospital District Board, said, “The quality of responses to the request for qualifications was very good, and the shortlisted teams are all strong. Moving to the shortlist and the RFP stage is another significant step in the development of the north island hospitals project, which will have such a positive major impact on health care delivery in our region.�

New Accounting Standards and Budgeting Techniques for Not-forProfit Organizations on Wed., Nov. 28 at the Enterprise Centre boardroom.

This workshop will provide an overview of the new accounting standards applicable to not-for-profit organizations that have recently been implemented along with some guidelines. Beloved Mom, Grandma, GreatGrandma and Aunt, passed away peacefully, surrounded by her family, after a hard-fought battle with cancer.

Predeceased by the love of her life, Wally, in 1991. Lovingly remembered and cherished by her daughter Laura (Michael) Ives and sons Michael (Diana) Silberhorn and Wally (Gail) Silberhorn; her grandchildren Amanda (Glen) Doherty and Michelle (Moe) Vale, Wendy Silberhorn, Joshua and Rebecca Silberhorn; her great-grandchildren Jacob and Kylee Doherty, Chelsea and Cameron Vale, and Emily Silberhorn, as well as countless extended family members and friends.

Born and raised in the United States, Betty traveled extensively as a child and eventually settled with her parents and siblings in San Diego, California. There, she would meet her soul mate Wally; they married in 1943 and raised their family in the city.

In 1965 the couple, with daughter Laura, moved to Sooke, BC and in 1990, followed Laura and her family to Campbell River, BC where they would both spend the remainder of their lives.

Betty had an amazing zest for life and was always ready for a new adventure. She loved to travel and experienced many parts of the world in recent years. Her wicked sense of humour tell-it-like-it-is attitude often left us in stitches with laughter; one never knew what was going to come out of her mouth.

An avid reader, she shared her love of books with her family, and â&#x20AC;&#x2DC;Bettyâ&#x20AC;&#x2122;s libraryâ&#x20AC;&#x2122; was always open to us. Her family meant everything to her and her favourite times were those spent with us, whether it be sitting among her ďŹ&#x201A;owers, picnicking at a campsite or playing make-believe with Jacob and Kylee. She touched the life of each and every person she came in contact with, with many of them telling us, â&#x20AC;&#x153;There is no one quite like Betty; she is such a special lady.â&#x20AC;?

The family would like to extend our heartfelt gratitude to Dr. Patrick Rowe and the Homecare Nurses (especially Barb and Marlene) for their exceptional care of Betty and support of the family.

There will be no service by request. An openthhouse celebration of life will take place Saturday, October 27 20th from 11am-3pm at Laura and Michaelâ&#x20AC;&#x2122;s home: 3958 S. Island Hwy, Campbell River, with a private family gathering and burial to take place in Sooke at a later date.

Conrad, Martin Norman After a courageous battle with cancer at his home in Sayward, B.C., Martin passed on October 5, 2012, at the age of 55.

He was predeceased by his parents, Douglas and Belle Conrad, and his brother Walter Conrad.

Martin is survived by his loving wife and best friend Ronnie Rae Reniak, his sisters Margaret (Max) Slauenwhite of Voglers Cove, Nova Scotia, Jean (Bruce) Gibson of Port Alberni, B.C. and his sister in law Bernadette Conrad of Bridgewater, Nova Scotia. Martin is also survived by many aunts, uncles, nieces and nephews.

Born and raised in Voglers Cove, Nova Scotia, Martin was a ďŹ sherman on both the east and west coasts of Canada. His love of the water made him an avid angler. He loved hiking and the animals he encountered. Martin will be missed by his many friends. Special thanks to his good friends Peter Amero and Walter Holtom.

The successful candidate will: • Be available for night shift work (9 p.m.- 7 a.m) • Monitor the activities of guests and be available for personal, practical and moral support • Accurately record day-to-day happenings/incidents using established methods • Assisting guests to access clean/dry clothing and laundry services • Coordinate guest care as it relates to security issues • Carry out inspections • Serve snacks/beverages • Perform janitorial duties of the facility as required • Perform other duties as assigned.

Reporting your marital status change does not just affect your personal tax return. There are other bene¿ts as well. Your marital status change should be reported as soon as possible especially if you are eligible for child tax bene¿ts (CTB) and/ or GST/HST credits. In most cases, if you are not entitled to the above bene¿ts, reporting your Faye Reynan marital status change to Canada Revenue Canada (CRA) can be done when you ¿le your personal tax return for the year.

However, if you are the recipient of GST/HST and/or CTB, in waiting for the ¿ling of your personal tax return, you run the risk of being given GST/HST and CTB bene¿ts that you might not have quali¿ed to receive, due to the change in marital status. They will ask for the money back. CRA bases your bene¿ts on the previous year’s tax return ¿led until they are advised of a change. You might also qualify for more bene¿ts immediately upon the marital status change and therefore receive the extra bene¿ts sooner.

CRA recommends that if you are not registered to use “My Account”, inform CRA of your new status and the date of the change in a letter or by completing form RC65, Marital Status Change. Coun. Claire Moglove has been elected as a director-at-large to the executive board of the Union of British Columbia Municipalities (UBCM).

Moglove was appointed as a director-at large last winter to fill a vacancy resulting from the civic election and ran for re-election during the annual UBCM convention this September.

“It is an honour and

a privilege to be on the UBCM executive discussing the complex issues we face in local government,” Moglove says. “UBCM deals with issues of concern to all local governments at a policy level, and it will be great to have Campbell River’s interests considered among opinions voiced during our discussions and negotiations with seniors levels of government.”

Moglove says the way local governments are financed is of particular interest. “This is an issue for all of us in British Columbia.

One discussion which I hope to contribute to is around grant programs, revenue sharing and other possible financing ar rangements between local government and senior levels of government,” she says. “Creating a unified approach to

funding across the province would be helpful to everyone, and I’m looking forward to being part of the discussion to address areas of mutual concern.”

UBCM has served and represented the interests of local governments in BC since 1905. The executive is a 21-person board of representatives from across the province.

They meet five times

a year, including during the annual convention.

Mary Ashley was the most recent Campbell River representative to serve on the UBCM executive, from 20022003. Moglove remains Chair of the ComoxStrathcona Regional Hospital Board and also sits on the executive of the Association of Vancouver Island and Coastal Communities.

Mobile MRI set to roll for Vancouver Island patients Mobile Magnetic Resonance Imaging (MRI) service is about to roll between Duncan, Port Alberni, the Comox Valley and Campbell River giving patients in these and surrounding communities improved access to MRI scans.

“This is a wonderful day for patients and their families,” said Comox Valley MLA Don McRae in a VIHA press release. “Our government is committed to improving patient access to MRI scans by investing in state-of-the-art technology such as mobile MRI.” T he mobile MRI service was officially launched last week at its first stop, Cowichan District Hospital in Duncan. Final equipment set-up and staff training is underway with the first patients booked for MRI scans on Oct. 9.

“The mobile MRI is a great benefit for patients and VIHA is pleased to bring this service to these and neighbouring communities,” said Don Hubbard VIHA Board

Chair. “Most patients will be able to receive their scans in the mobile MRI unit therefore reducing the need for patients to travel to larger centres for diagnostic testing.”

The mobile unit, housed in a specially designed, 48-foot trailer, will spend one to two weeks in each community at the outset, and rotate to the next community over a weekend.

Launch events will be held in Port Alberni, the Comox Valley and Campbell River when the mobile MRI makes its first visit.

“Our mobile MRI system is the first of its kind to be installed in a trailer in North America,” said Dr. John Mathieson, VIHA Medical Director of Medical Imaging. “The equipment is state-of-the-art and will support better patient care and outcomes.

The mobile MRI is a significant investment in health care in these communities. Final purchase price for the MRI system including the trailer was approximately $1.9M while infrastructure costs totaled approximately $1.1M. Regional Hospital Districts (RHD) have been asked to con-

tribute funds including: Comox Strathcona RHD $575,971, Cowichan Valley RHD $419,456 and Alberni Clayoquot RHD $205,183.

Specially designed parking pads constructed earlier this year at the four acute sites will support the mobile MRI trailer.

The MRI system will be operated by VIHA with an annual operating cost of $1.4M.

“The funds our regional hospital district invested in this equipment will have a direct benefit to those who live here,” said Claire Moglove, Chair, Comox-Strathcona Regional Hospital District. “Our region is geographically very larg e, and having access to MRI technology close to home will improve health care delivery to so many who had to travel great

distances before.”

Drive Smart BC How Accurate is Your Speedometer?

2X14 Many drivers on the receiving end of a speeding ticket commented that their speedometer reported their vehicle’s speed as something different than the radar or laser speed measuring device that I had used. I don’t doubt that these drivers were telling me the truth. TheTYEE trouble CHEV is that for virtually all of these incidents, I knew how accurate my speed measuring device was but these drivers had no idea whether their speedometer was accurate or not.

I asked Transport Canada what the standards were for speedometer accuracy. They regulate many things about how our vehicles are constructed and how their systems must function. The response was short and succinct: “Transport Canada does not regulate the accuracy of speedometers. If you are experiencing inaccuracies in relation to your vehicle speedometer, you should contact the original vehicle manufacturer.”

Manufacturers are guided by a standard set by the Society of Automotive Engineers known as J1226 Electric Speedometer Specification.

At speeds above about 90 km/h the allowable range for speed is 4% of the highest reading shown on the speedometer. For the vehicles in my family, this means +/- 8 km/h for my pickup and +/- 10 km/ for my wife’s car.

Throw in some tire wear, improper tire inflation, a change of tires and wheels or even just a replacement tire of the same size classification and you can change this reading even more. If you like to travel at 10 over because the cops don’t stop anyone for 10 over, you are easily risking being 20 or more over without knowing it. You may be well advised to stick to the number on your speedometer that matches the posted limit.

Group hosts business expo networking session

he Young Professionals of Campbell River (YPCR) and Campbell River Chamber of Commerce are partnering to host the morning networking session for booth vendors at the Chamber Business Expo before the doors open to the public Tuesday Oct. 16 from 10-4 p.m. at the Community Centre.

“With the official YPCR membership kick off gala happening on Nov. 2 at the Maritime Heritage Centre, the Chamber

Business Expo is a perfect opportunity for our group to announce what we have been up to since our soft launch in March of this year and what our plans for the coming year are,” says Myriah Foort, Co-Founder and President of the YPCR . “Colleen (Evans) and the Chamber are a great support and advocate for the YPCR. “We successfully partnered with the Chamber for the Business Thank A Thon and recent Business Awards of Distinction so we are excited to partner again to host the morning networking session which is an ideal way for the YPCR to get involved.”

Funding advances salmon farming reporting Information on BC’s salmon farmers will be available more easily to federal regulators, thanks to a funding grant from the Department of Fisheries and Oceans announced Oct. 3.

The $49,865 total, funded through the Aquaculture Innovation and Market Access Program will update the BC Salmon Farmers Association’s Fish Health Database so that it can easily share information with the federal government’s record-keeping pro-

gram.

“Our fish health monitoring requirements are extensive and our database is comprehensive – having the two connect will increase efficiency, ensure accuracy and guarantee the most upto-date information,” Mary Ellen Walling, Executive Director of the BCSFA, said in a press release.

Salmon farmers in BC are regularly collecting data from their farms – both about the fish they are carefully raising and the envi-

ronment where they operate.

Much of that data is reported to the DFO as part of the license requirements. Having staff be able to easily extract information and automatically submit it to DFO will reduce the repetition of reporting in both of these systems.

“Aquaculture is an important driver in Canada and of fers great opportunity – we’re happy that DFO recognizes that potential with programs like this which encourages

continuous improvement by all in our farming community,” said Walling.

The project is underway and is expected to be complete by the end of 2013. It is the second phase of an update program that has been underway since 2011.

The BCSFA also congratulates the other recipients of AIMAP Funding – and in particular, the projects involving BCSFA members.

Sable Fish Canada received $213,188 to develop a new trans-

portation system for sablefish, and PR Aqua is a key partner in the Taste of B.C. project in Nanaimo, which received $450,000 for the development of a land-based steelhead farm.

The BCSFA represents salmon far m companies and those who supply services and supplies to the industry.

Salmon-farming provides for 6,000 direct and indirect jobs while contributing $800-million to the provincial economy each year.

Positive athleticism pushes Carihi close to the medals Carihi Senior Girls team had a very successful weekend placing fourth in the 21-team Camosun tournament.

Carihi, ranked 19th of 21 teams, surprised the competition winning in straight sets against Spectrum and Stelly’s of Victoria during pool play Friday night.

On Saturday morning, the girls matched up against No. 5 ranked Belmont. The Tyees stormed out of the gate Saturday morning defeating Belmont in straight sets 25-9, 25-20 in their first play off match. The team was led by the solid setting of Claire McLoughlin Carihi’s Hannah Brown slams the ball at Oak bay defenders in the Camosun tournament last weekend. The 19th-ranked Tyees surprised the opposition and finished fourth overall.

Next Carihi met No. 6 ranked Mt. Doug in the quarter finals. Carihi fell behind in the first set and it looked like Mt. Doug was going to roll over Carihi, but the team fought back and staged a seven-point comeback to win the set 25-23. A surprised Mt. Doug couldn’t regroup fast enough and Carihi took the second set 25-19.

In the semi-finals, Carihi faced a solid team from Lambrick Park who played incredible defence. The girls battled in set one, losing 24-26. Lambrick Park took control of the second set, winning in convincing fashion 25-14.

Undeterred, the girls faced Oak Bay in the bronze medal match and played well, but struggled with getting kills.

They were missing two of their big front row players this weekend and really felt it in that final match. They had some great rallies, but just fell short losing 22-25, 19-25.

“We were very happy with our results this weekend,” said coach Jacquie Chase. “This team of girls may not have the playing experience of some of the other teams, but their strength is that they are smart, athletic and positive. They don’t get upset when things get tough, they keep working as a team-- there is never a negative comment between players.

These girls are a pleasure to coach and be around and they keep improving.”

Timberline was also at the tour nament, they placed fifth. Both teams are back in action next weekend at the Brentwood Invitational.

U12 Wild Ravens are all the Rage The U12 North Island Field Lacrosse Team formerly the Wild Ravens and now the North Island Rage played in Duncan this past weekend against the Mid Island

Lightning.

The Rage played two fast-paced, crowd-pleasing games tying the first game 10-10 and winning the second game 13-7. In game one, the Rage were behind in the first half by three goals, however, they picked

up the pace scoring seven goals in the last half and the tying goal in the last ten seconds of the game. In game two, the teams were tied with four goals each, but the Rage pushed ahead winning the game by six goals.

Refuelling Campbell River’s Ross Waters placed first in the Victoria Marathon in the Men’s 19 and Under category last weekend. The member of the Campbell River Comets track and field team posted a time of two hours and 58 minutes.
