What’s in a name?

A great deal, according to the

newly named Children’s Health Foundation of Vancouver Island, formerly called the Queen Alexandra Foundation for Children.

The foundation announced the

change to a large crowd at the West Shore Child, Youth and Family Centre on Wale Road in Colwood on Wednesday, Oct. 3.

Among those attending were Pacific Centre Family Services Association executive director Mitizi Dean, local fundraiser Jeneece Edroff and minister of community, sport and cultural

development Ida Chong.

The name change comes as a desire to reflect of the foundation’s increasing role in helping families throughout Vancouver Island and the Gulf Island, and to expand the foundations association beyond one facility.

“What we recognized is that the work we are doing has changed

over the years, we weren’t just associated with one hospital site anymore,” president and chief executive officer Rob Hewitt said.

“This name now tells what we really do. The name has caught up with our mandate.”

The name is intended to more accurately reflect the role of the organization, Hewitt said. As the services provided by the foundation help people from throughout Vancouver Island and the Gulf Islands, the name is intended to be more inclusive and broad. “People from up Island are the ones most served,� Hewitt said. “They come here and when they’re here they appreciate it, they go back to their communities and talk about their experi-

were at the announcement wearing T-shirts with the foundation’s new logo. “It’s a classy organization, so it’s not surprising that they’ve chosen to go this route and it’s a win-win for everybody,� Doucette said. “This is the least we can do to give back to the foundation because they’ve been so excellent to our family.�

West Shore students score high in recycling

Union members favour strike action CUPE workers at Royals Roads University voted 96 per cent in favour of strike action last week.

“Our members want a fair wage increase and reasonable job security and inflation protection,” said CUPE Local 3886 president Paul Allison.

The 62 members of the union local include gardeners, tradespeople, maintenance and custodial workers. Allison says the motion to take a strike vote passed unanimously.

The union must still serve 72-hour strike notice to the B.C. Labour Relations Board before launching job action.

“The discussions are still at a fairly preliminary stage,” said Paul Corns, associate vice president community relations at Royal Roads. “We’re due to meet this week.”

This week CUPE members around the province are taking job action. While the local members are not in a position to strike, they scheduled an informational picket line for midday yesterday (Oct. 5).

Victoria places first in province for school efforts

V

ictoria schools, two on the West Shore in particular, have come together to earn recognition for being the most recycling friendly community in B.C. More than 27 Victoria area high, middle and elementary schools registered their recycling efforts with Encorp Pacific’s B.C. School Recycling Program and have come out on top for communities in the province. The second highest community was Surrey, with 18 schools.

In total, Victoria schools collected $33,437.73 in refund deposits in the 2011/2012 school year. The money goes directly back into the schools that earned it and schools that win certain categories in Encorp’s contest also win prize money.

Schools on the West Shore played a big part in Victoria’s overall success.

View Royal elementary collected 84,667 containers and came second in its enrollment category of 151 to 300 students.

Refunds on the containers totaled just over $6,000 and Kyle Wells they won a further $750 for the Reporting second place finish.

Dunsmuir middle school came in second in its enrollment category of 501 to 750 students. The school collected 29,037 containers for a total of $1,479.95 in deposit refunds. The students won an additional $750 for their efforts.

The Bottle Depot will also be matching the $750 prize money going to the school.

Dunsmuir’s Life Skills program students have taken on the challenge and about 12 of them do all of the school’s recycling, with the help of program teacher Erin Larson.

“The kids are really good about it,” said Larson. “It’s very rewarding, it’s a good part of our program.”

The money the students raise goes towards outings for the Life Skills program.

Using money earned collecting recycling the students have gone to parks, the Royal B.C. Museum, the Luxton Fall Fair, the movies, bowling and other fun activities. They also

The students say they’re proud to make a difference in their school and for the environment. They have taken the lessons learned at school home too, and make sure to spread the word about its benefits.

“If we didn’t do the recycling at all I’m betting there would be a whole bunch of recycling in the landfills,” said Vincent King, Grade 8.

Every Tuesday and Thursday students go through the school emptying recycling bins set up in hallways and in all 24 classrooms.

On Friday afternoon the students sort, count

and bag everything they’ve collected, which then gets picked up from the school by The Bottle Depot. The students recycle cans, bottles, juice boxes, glass and all other recyclable containers.

The school also has a composting program, organized by teacher Tim May, where students collect foods scraps and exchange them for new soil that is used in the school’s landscaping.

“It’s really nice to see a lot of the kids motivated,” said May. “They’re doing something positive, not only for the school but also bringing it in to the community.” kwells@goldstreamgazette.com

New to Victoria

Metchosin fire Chief Stephanie Dunlop now works full-time. She was hired as a part-time chief, but council opted to bump her up.

“She has already been putting in 110 per cent,” said Mayor John Ranns.”It was necessary to retain her.”

Council made the decision during its regular meeting Monday (Oct. 1) after members learned another fire department offered Dunlop a position.

“Two years ago I didn’t support a full-time fire chief, but I’ve watched what she’s done … and now I fully support a fulltime chief,” said Coun.

The culture of running With races Sunday, here’s the final story in our Victoria marathon series

T

here is a dense crush of wall-to-wall people when thousands of runners pack the starting line on Menzies Street for the GoodLife Fitness Victoria Marathon. The city, it seems, has no shortage of people who run.

On any given day, and especially weekends, the number of runners on the trails around Elk Lake or Thetis Lake almost (but not quite) outnumber the dog walkers. Running clinics are flush with hundreds of marathon and half-marathon hopefuls eyeing a personal best or training for a first race.

But within the ebb and flow of fitness trends, road racing in Greater Victoria peaked about two years ago, Edward Hill and participant numbers are Reporting flattening or in decline.

The Victoria marathon topped out in 2010 with 13,995 finishers in four events (marathon, halfmarathon, 8K and kids’ race). Last year it hit 11,674 – a 19 per cent drop. The TC10K, the other major running event in Victoria, saw 10,616 finishers in 2010, but dropped to 10,044 finishers this year.

“It’s a trend all across B.C. – on average, races are 12 per cent down,” said Bob Reid, treasurer of the Prairie Inn Harriers running club and a long-time race director and coach. “Newer races might be showing growth, but older races are plateauing or dropping slightly.”

An unsteady economy might seemingly influence athletics trends, but Reid doesn’t think so. He points to the growing popularity of sports such as triathlon, which typically have high entry fees and expensive equipment.

“The economy doesn’t affect attendance.

Money doesn’t have anything to do with it,” Reid said. “People have different interests. A lot like running, but not all like racing. Many people continue running for fitness, health and friendship.”

And despite the decline in racing attendance, people aren’t abandoning running. Support for most road race events in Greater Victoria remains strong and entries are far above numbers seen

four or five years ago.

“It’s amazing we have two large races on the Island, races with over 10,000 (runners),” said Mark Nelson, co-owner of Frontrunners Langford and race director of the Bear Mountain 10K. “A lot of big cities don’t have two events of that size.

“In sheer quantity, there are nearly two events every weekend, on average, in the running and triathlon worlds … with the majority in the Victoria area.”

Nelson said its difficult to pin down why some runners flock to some races and ignore others. This year’s first Goddess On the Run women’s only run sold out and had some 1,426 finishers in the half marathon, 10K and 5K races.

“The Victoria Goddess run did a good job. It’s a well-organized event that had a solid team,” Nelson said. “It had a great turnout for a first year event that had no history.”

The running culture in Victoria remains vibrant, but race directors sense a definite shift in attitude. Many recreational athletes have used running to build a fitness base and a launch point to other endurance sports, such as triathlon and adventure racing. Others have used running as another tool in their overall fitness regime that might include boot camps or CrossFit. “There isn’t so much a running craze than an outdoor fitness craze,” Nelson said. “A lot of people might do trail running, the Victoria marathon, (Mind over Mountain) triathlon. A lot of people do a bit of everything.”

Phil Nicholls, owner of Island Runner and national-level marathoner in the 1990s, says Victoria’s running culture has shifted over the decades, from a relatively small band of dedicated runners who trained intensely to a popularized activity for thousands of people looking for a challenge and to stay fit.

Nicholls points to the rapid growth of the Victoria half-marathon. From 2009 to 2010 it added more than a thousand entrants to hit more than 5,700 people coursing through the route.

The marathon entries stayed steady at about 2,600 for those years.

“There is definitely also a health boom; the outdoor fitness boom is there,” said Nicholls, the race director for the McNeill Bay Half-Marathon.

“I think we are one of the better cities overall.

A man who committed a string of handyman scams across Greater Victoria will spend another year behind bars.

On Thursday in Victoria provincial court, judge Robert Higinbotham sentenced Glen French to 12 months for each of the 10 counts of fraud under $5,000, to be served concurrently.

That's added to his three months already served, due to his bail being revoked when he fled to Ontario.

Striking a curious image as a 62-year-old with tattoos crawling around his bald head, French sat quietly through the proceedings. None of the victims attended court.

Crown prosecutor Jocelyn Byrne described French, a 6:32 PM Sooke resident, as a habitual con artist and liar, who entered into professional looking contracts with his victims for handyman jobs, collected some money up front, and either didn’t complete the work or start the job.

In many cases French

skipped work by telling customers his father had died, Byrne said.

In one case, French ran into one of his victims at a hardware store in Victoria after claiming he would be out of town at his father’s funeral.

“Every victim who met Mr. French, despite him being covered in tattoos, said he seemed like a very nice guy and people liked him,” Byrne noted.

When his customers demanded he finish the work or return the down payment, he often turned viciously aggressive and threatened his victims with lawsuits.

The scams took place in 2009 and early 2010 in Saanich, Victoria, Esquimalt and the West Shore.

Byrne said that many of the victims reported their individual conflicts with French to their local police, but were told it amounted to a civil contract dispute.

Saanich police suspected a pattern of fraud when it started investigating French in 2009.

“In every case people were told it was a civil matter. That’s how

he got away with it for so long,” Byrne said.

“Thank goodness the Saanich police fraud section … looked at the bigger picture. In all these cases they proved fraud, and that there was no intent to finish the work.”

French had already been convicted of fraud in Edmonton in 2006 and Saskatoon in 1992. The Better Business Bureau in Alberta and Saskatchewan had issued warnings about French regarding his home renovation and snow removal services.

The court also heard that French’s daughter and ex-wife had given statements to police regarding his stream of scams and falsehoods, and had requested a no contact order. He is also estranged from his son.

“At 62 years of age, through his own fault, this man finds himself alone on the planet. His family has disowned him. He only has himself to blame. It’s a sad situation,” said Tom Morino, French’s lawyer.

“I think the sadness here is for the victims,” Higinbotham retorted.

“Each trusted Mr. French and trusted him with funds in advance.

“I commend the constable from the Saanich police for putting

this together ... if she hadn’t, this (fraud) would certainly be still going on.”

Const. Karen Phillips with the Saanich police financial crime unit said Const. Jerome Rozitis took complaints about French from a number of people, and was the first to notice a possible pattern of fraud.

“Rozitis felt it was something that needed to be looked at,” Phillips said. “It was surprising, it was quite a number (of victims).”

Phillips said she worked with the Victoria Better Business Bureau to locate people alleging they’d been ripped off by French.

Victim statements and evidence was instrumental in establishing the larger, indisputable pattern of wrongdoing.

“Most of the people did their due diligence and checked references. Sometimes that can fall through the cracks,” Phillips said.

“It’s not their fault. It’s good that people came forward. This case will help prevent others.”

French will also have two years of probation, which includes not being allowed to advertise services as a handyman and not being allowed to run a service business. editor@saanichnews.com

A couple of new categories and a whole lot of happy business people were among the highlights of the 2012 WestShore Community Awards, handed out on Friday, Sept.

28 by the Chamber of Commerce.

Winners in 14 categories received glass trophies and accolades from peers, for a wide variety of accomplishments in business and community contribution.

Chamber marketing and events manager Julie Urquhart said this has been the biggest year for the awards so far, with two new categories, far more nominees (230, compared to last year’s 90) and a sold-out crowd attending.

“It was really amazing to see what the nominators wrote about the nominees,” Urquhart said. “Not only is business thriving, but the community really stood up and supported these individuals.”

Business of the Year went to Patricia Wade Design in the individual category, Feel Good Yoga and Pilates in the two to 19 employees category and Saunders Subaru in the 20+ employees category.

One of the new awards is the Resilience Award, which goes to a business that has overcome challenges and excelled.

also proved challenging for the small business, but through it all the Parks have survived and reveled in their role as small business owners in the community.

“We’re still here, we’re still working and trying to just hang on. A lot of small businesses I think are feeling the same thing,”

Colleen said.

“We just dug our heals in and said we are going to make it work. … We just come in like every other day and chat away and enjoy it. Life’s too short not to come in, because I love what we do.”

Last year the couple was forced to let go of all their staff and they now run the coffee shop themselves, seven days a week, doing everything from cleaning to picking up supplies. They said winning the award was a huge honour.

“To win was a bonus,” Colleen said. “I think just to be nominated and recognized is just fabulous.”

The other new award is the New Business Excellence award, which went to two companies: Joseph’s Coffee House in View Royal Square and The Sign Pad, in Colwood.

Urquhart said the awards are important to recognize good work in the community and to continue to promote the growth of business on the West Shore.

“This encourages them to continue doing good work,” Urquhart said.

“I saw their faces when we’re at the awards show, when they were being recognized … They were just so pleased and honoured and proud of their accomplishments.

These types of events can only encourage more good within the community.”

Band commemorates a decade Lindsay Holman News Staff

The Westshore Community Concert Band is gearing up to celebrate 10 years of music, and to honour the donors that helped them grow through the years.

Playing pieces new and old, the band will kick off a it’s 10th season by performing an appreciation concert on Oct. 20. “This is an opportunity for us to say ‘thank you’ to all of the sponsors,� said Gail Nash, band secretary, president of the West Shore Arts Council, and woodwinds player.

The band relies on donations and honorariums. “We’d get $100 here, $100 there from our performances,� said Nash, adding that the generosity of their numerous sponsors has been key in keeping the band going.

From a modest beginning in 2002, the WestShore Community Concert Band has grown significantly. Starting with eight, the band now boasts closer to 45 members.

Ten years ago, conductor Michael Dominy filled the local concert band void by gathering local musicians and practising

in Westmont School in Metchosin. “Nothing like this had ever existed in the area before,� said Nash. “It started by word of mouth and people just trickled in.�

At that time, Dominy played the clarinet and conducted simultaneously. “I’ve done it – it’s tricky,� notes Nash. Though the multitasking has ceased, the band’s repertoire has grown in size and complexity. “We play a variety of tunes.

There’s sure to be something for everyone,� said Nash.

In addition, two of the band’s members are composers. The band has played their original pieces, giving the band, as Nash said, “something different than anyone else has.�

The band itself brings West Shore communities as well as families together. It is not uncommon for sons and daughters to play along with their parents.

The age range of the band is also quite notable, with the youngest member to date being just nine years old, and the oldest being close to 90. Nash and her husband, Robert Hume, also play together in the band. Nash plays oboe, clarinet and English horn, while Hume plays the French and alto horns.

The band practices Tuesday nights and performs as a group usually three times per year.

Ensembles composed of various band members also perform around the community throughout the year.

The appreciation concert will take place from 1 to 4 p.m. on Saturday, Oct. 20 at the Forge Church, 2612 Sooke Rd. Admission is free, but concertgoers are encouraged to bring a cash or food donation for the Goldstream Food Bank.

VIHA boss announces spring retirement The president and CEO of the Vancouver Island Health Authority announced this week he will retire from his role in April 2013.

After eight years, Howard Waldner advised the VIHA board chair, Don Hubbard of his decision to move on from the position.

According to Hubbard,

Waldner leaves a proud legacy at VIHA, having developed a strong leadership team and a record of innovation and achievement.

He was the driving force behind the creation of the Royal Jubilee Patient Care Centre and the new North Island Hospitals Project.

Under his leadership, VIHA

was recognized as one of Canada’s Top 100 employers during the past four years and delivered a balanced operating budget each year since 2004.

t five years old Eli Thuot already knows what he wants to be – a nature explorer.

Following his bliss Eli is just one of the 22 students in the nature kindergarten program at Sangster elementary school, the first school in B.C. offering the program.

Every morning Eli and his classmates head to the neighbouring forest at Royal Roads University.

The young boy beams with excitement as he explains his new nature kit – a pencil, paper and a magnifying glass – to his parents. “We do lots of exploring,� he said.

Wearing rain gear and a special backpack with emergency tools such as a whistle, emergency blanket and a snack, Eli is ready to explore. “We know students learn in difCharla Huber ferent ways,� said Sangster principal Maureen Laureen. “The Reporting forests, ocean and streams, they are your classroom and they will reveal tremendous things for you.�

Safety plays a key role in the course and before the children ever set out in the forest, safety issues were addressed with them. “The children have adapted really well,�

The school was able to raise more than $100,000 in grants to help make to program a reality. The grants were used to cover expenses such as providing rain gear and sunglasses to the students and cover extra staffing costs.

Running for the money This Thanksgiving weekend is a special one, as we reflect on the many ways our community has come together recently.

One could not help but be touched by the support of hundreds of folks who came out for the annual Terry Fox Run last month. Their enthusiasm and giving spirit is contagious.

The Terry Fox Run for cancer research begins a wave of fundraising that rolls through the fall and into the Christmas season.

Last weekend’s CIBC Run for the Cure saw more than 4,000 runners and walkers make their way around Ring Road at the University of Victoria.

The event is fun and exciting for participants, who are in equal part sombre and thoughtful. They sang, chanted and wore all manner of pink attire, from boas and tiaras to T-shirts and tutus, emblazoned with names honouring loved ones diagnosed with or taken by breast cancer.

More than $30 million was raised across the country by this event for breast cancer research, education and advocacy.

Today (Oct. 5) is the finale of the Canadian Cancer Society’s Cops for Cancer Tour de Rock fundraising ride. The 17 riders trained six months – averaging 4,000 kilometres each – in preparation for the twoweek, 1,000-kilometre ride down Vancouver Island.

As well, those who support them spend many months planning and fundraising to make that ride worthwhile. The riders themselves will tell you, it’s not about the cycling, but about the communities, both large and small, that support the tour along the way.

And this weekend the 33rd GoodLife Fitness Victoria Marathon hits the streets of the city.

Competitive runners trained hard for the event, pounding out an estimated 400 kilometres before they hit the ground running this Sunday on Menzies Street near the legislature.

Along with thousands of runners come thousands of dollars in donations for more than 20 charities supported by the marathon. The fundraising aspect of the marathon is relatively new, yet has shown great potential as it becomes more culturally intertwined with the race itself.

We applaud the physical and fundraising efforts of all these riders, runners and walkers. They help lift all of our spirits, by giving us the opportunity to share their good feelings and help those around us through our charitable donations.

Another coworker is partaking in her fourth Victoria Marathon, doing the half again to raise funds for Lifetime Networks, a non-profit to support people with disabilities in Victoria. It’s not the lure of adrenaline that pulls her, but the emotional high.

“It’s uplifting and powerful,” she says. It’s a high to witness the sense of accomplishment on the faces of folks as they cross the finish line, particularly those participants with obvious physical impairments who overcome a lot to make the trek.

The online map identifies cheer zones along the way. From what I hear, there are people in costume, those who offer inspirational quotes on posterboard and even entertainers keeping everyone – walkers and athletic specimens alike – in good spirits on the 21-kilometre route.

Fortunately, the GoodLife Fitness Victoria Marathon welcomes walkers who can finish the half marathon course in fewer than six hours. I can do that.

Now, they can’t seem to find the time to play outdoors. They sit in front of screens for long periods of time.

A U.S. survey by the Kaiser Family Foundation found young people are engaged with entertainment media for an average of seven and a half hours a day.

Over seven days, that’s longer than the average workweek!

We can’t blame children for occupying themselves with Facebook rather than playing in the mud. Our society doesn’t put a priority on connecting with nature.

In fact, too often we tell them it’s dirty and dangerous.

As parents, grandparents, uncles and aunts we need to start getting out into nature with the young people in our lives. Families play a key role in getting kids outside.

The David Suzuki Foundation survey found that youth were 20 per cent more likely to take part in outdoor programming or explore nature on their own if they spent time outside from an early age.

Younger teens reported that getting outside with their families was the best way to connect with nature. Older youth were more likely to explore nature spontaneously, on their own or with friends – likely because parents relax restrictions and allow them to do more of what they want.

And what they want is fun and adventure, at least when it comes to being outside. More than half the youth said they enjoy spend-

ing unstructured time in nature.

This is great news.

What we need to do is encourage them – and sometimes just get out of their way.

We need to make sure our neighbourhoods have green spaces. We need to ask teachers and school board representatives to take students outside regularly to incorporate the natural world into everything they learn.

If we don’t, we’ll never raise the next generation of environmental stewards to help protect and celebrate the wonders of nature. After all, people are more likely to look after something they have come to know and cherish.

Parents need to remember all the fun times they had outside as kids. They need to trust their children, and kick them out the door like my mom did. david suzuki.org.

Readers respond: Arts education, polio funding cuts Sociology is a safe investment for students Re: Swapping sociology for socket sets (B.C. Views, Sept. 26) Tom Fletcher’s column presents a number of misguided claims designed to lend rhetorical support to the provincial government’s intention to invest in trade and technical school facilities.

Fletcher argues that the government’s emphasis on shop upgrades in trade and technical schools implies that “dead-end programs dear to the hearts of last year’s Occupy campers will feel the pinch.”

He singles out sociology and women’s studies as examples of “aimless study” leading to unemployment (and social activism).

Fletcher’s concern seems to be that today’s students need to select courses that ensure a “safe investment” for themselves, their parents and society at large.

Sociology is a safe investment.

Sociologists have always focused on and provided necessary insights into relevant contemporary issues.

Sociologists at the University of Victoria are addressing some of the biggest questions facing government today. For instance, UVic sociologists are helping the province design health care policy on older adults living in long-term care facilities – policy shaping the lives of our parents and grandparents.

They are conducting research on increasing barriers placed on access to information and the right to know what government is doing. UVic sociologists are conducting policy research on crime control strategies, incarceration and prisons.

Last but not least, sociologists at UVic are providing training in research design, quantitative reasoning, objective data analysis and policy-relevant issues that dominate government agendas.

When a student majors in sociology, she studies a core

curriculum aimed at developing competent research skills applicable to today’s world (and labour market).

Rather than relying on stereotypes and rhetorical nonsense to incite populist indignation, sociology students learn how to enact explanations that are informed by and based on clear evidence. To be sure, sociologists are passionate about and deeply committed to their research pursuits focused on maternity care, aging, dementia, blood donation, depression, weapons use and international human rights.

Passion and commitment, combined with sound research skills, are the hallmarks of all scientific pursuits.

The evidence indicates that sociology is one of the safest investments available to ensure social policy informed by evidence and sound research.

Many Canadians are old enough to remember the horror of polio from our childhoods. In the 1950s and 60s, polio killed thousands of children and left countless others living in iron lungs or with lifelong paralysis.

With the development of effective vaccines, we thought we had seen the end of this terrible disease. We were wrong.

The World Health Organization (WHO) recently predicted a global polio emergency in Pakistan within three months. In 2011, 73 new cases were reported there, nearly equal to all the cases in the previous five years.

Polio is now 99 per cent eradicated globally, but without immediate action, the number of children paralyzed each year is expected rise to 200,000 in a decade. Canada contributes $35 million annually towards global polio eradication, but our spending is set to decline to just

$5 million in 2014. Prime Minister Harper has been invited by the United Nations to co-convene a meeting on polio this week. It is crucial that he recommit to our earlier funding.

Increases in the fare cap of roughly four per cent a year were approved Monday by B.C. Ferry Commissioner Gord Macatee.

The ferries regulator also directed BC Ferries to come up with more than $54 million in savings over four years, including $30 million through service cuts.

BC Ferries will trim some sailings starting Oct. 9, particularly when vessels are running with light passenger loads on major routes between the Lower Mainland and Vancouver Island.

Premier Christy Clark’s meeting with Alberta Premier Alison Redford Monday lasted only 15 minutes, and didn’t resolve any of their differences about the Enbridge heavy oil pipeline proposal.

Clark spoke by phone with reporters after what she described as a “frosty and quite short” meeting with Redford in Calgary. She said she reiterated her government’s five conditions for supporting the Northern Gateway pipeline, including one about B.C. needing a “fair share” of benefits from the line.

The other four condi-

tions are for the project to pass a federal environmental review, and for “world leading” spill response on land and on water, as well as meeting legal requirements for aboriginal and treaty rights along the route from northern Alberta to Kitimat.

Redford told reporters in Calgary after the meeting that she reiterated her position that giving up any of Alberta’s oil royalties is “a non-starter.” She said she asked Clark to propose other ways that B.C. could increase benefits, but Clark offered no response.

“I gave her the opportunity, more than once in the meeting, to say that royalties aren’t

on the table, and she didn’t take that,” Redford said.

Clark said it’s not her job to find ways of increasing benefits to B.C. “It is up to whoever is going to benefit from this project to come forward and advocate for it. In my view, that’s her,” Clark said. “I said to her today, as it stands right now, there is absolutely no way that British Columbia will support this proposal.”

As Clark was preparing for her meeting, B.C. Environment Minister Terry Lake told a Kamloops radio station that benefits for B.C. could mean more value-added jobs, such as refining the oil.

The Victoria Foundation released its annual report card on Tuesday, highlighting a greater need for social housing and daycare in the Capital Region, as well as inflated wait times for children needing surgery.

The Vital Signs report provides a sweeping overview of the Capital Region’s economy, environmental health, arts, safety, transportation and seven other indicators.

It combines a range of provincial and national statistics with citizen perception to highlight community successes and shortcomings.

The number of people in Greater Victoria in line for subsidized housing increased by 15 per cent in the past year to 1,681.

“It’s a reflection of the increase in rent. We still have very high rents for a community with our income level,” said Andrew Wynn-Williams, executive director of the Victoria Coalition to End Homelessness.

industries. Toronto ranks seventh while Ottawa takes top spot.

Greater Victoria still lags in entrepreneurs, however, sitting 71st out of 100 Canadian cities on an index that measures the presence, growth and policy environment for small business ownership.

Taxpayers hit twice for 911 service: CREST Cell phone levies cover real costs, says Telus Tim Collins News staff

Taxpayers in Greater Victoria are being double billed for 911 emergency phone service, says the public agency that oversees emergency communication in the region.

Telecommunications companies are charging a levy for every 911 call made from a cellphone, but that money isn’t being remitted to support the public 911 system, says Gordie Logan, Colwood councillor and board chair of Capital Region Emergency Service Telecommunications (CREST).

CREST handles 911 calls for all police, fire, ambulance and other emergency services.

Logan said that cellphone levy is charged by providers (such as Telus, Bell, Rogers and others), but unlike land line calls, the telecommunications companies are keeping the fee.

“They charge about $1.25 for every 911 cellphone call, and I would say that their cost related to taking that call is a tiny fraction of that amount.”

Landline levies are passed along by the telephone companies to 911 call centres to offset the cost of providing that emergency service. When someone with a landline dials 911, the phone company charges a 66-cent levy to the customer, Logan said.

that levy to CREST, which uses those funds to offset operating costs passed on to municipalities.

“The benefit goes not to CREST, but to the municipalities, the RCMP, B.C. Ambulance and others who have to pay for the 911 call centre,” Logan said.

The arrangements and payments of levies for landlines are approved by the CRTC, but those arrangements do not apply to wireless devices, said Shawn Hall, a Telus spokesperson.

“And there’s very good reasons for that situation. We have our back-end costs to cover for wireless services, including the cost of training our own operators to handle 911 calls in areas where there are no public service answering points.”

Hall characterizes CREST’s position as “both sensational and wrong.”

Logan maintained that if the emergency call cen-

tres don’t get the benefit of the 911 levies collected for the use of wireless devices, the money has to come from the general tax base. “Those taxpayers, and particularly the actual users of 911 – which could be any one of us – end up paying twice.”

Logan said that since more than 70 per cent of phone services are now wireless, an estimated $2 million annually is collected from Capital Region cellphone users and kept by cellphone companies for services they don’t provide.

He said the situation could be resolved in one of two ways.

The first would be for the telephone companies to voluntarily pass along all or part of the 911 levies to municipal 911 call centres. Logan said CREST has had discussions with the telephone companies in an

attempt to convince them to voluntarily change their practices.

“They’ve resisted,” Logan said. “It’s just a cash grab on their part.”

Hall disagrees. “We have real costs associated with the provision of 911 services,” he said.

Hall added that the distribution of levy revenue gets tricky when considering calls may come from wireless devices some distance from the user’s area of residence.

“We wouldn’t be adverse to a levy being collected on behalf of a provincial system,” he said.

Justice Minister Shirley Bond said in an email that government is reviewing models and experiences seen in other provinces, but has yet to find an effective way to change the current model that would work for everyone involved.

A merchant navy veteran is not giving up on his mission to create the Island’s first Battle of the Atlantic memorial in Esquimalt.

Bill Emberly, who presented his case to the township’s heritage advisory committee, said the memorial is long overdue.

“I feel pretty sure (the committee) will go for it. There’s a lot of people there who are sympathetic, but they’re worried about money,” he said.

Earlier this year, companies and high-tech government agencies collaborated with Camosun College mechanical engineering students to solve difficult, real-world problems. Here are three of the projects students presented at the Interurban campus in late September.

Corrective lens for the Plaskett The problem for any telescope stuck on Earth is the turbulent atmosphere. That’s no different for the region’s workhorse of astronomy, the Plaskett Telescope, now in its 94th year collecting light at the Dominion Astrophysical Observatory in Saanich.

A Camosun team developed a small stainless steel device that can tip and tilt an optical lens to correct the distortion of starlight travelling through the air.

Using what is called adaptive optics and sophisticated software to read distorted incoming light, the lens twists and turns almost as fast as the atmosphere changes.

“Light going through the atmosphere is distorted ... it’s the reason why stars twinkle,” said Foster Anderson, speaking for his engineering team. “We’ve created a star de-twinkler.”

The motor controls that rotate the lens are extraordinarily precise, and can nudge its round frame as little as 16 microns.

Remote tsunami sensing

In September, scientists and engineers from Neptune Canada, based at the University of Victoria, attempted to install a tsunami early-warning device off the west coast of Vancouver Island.

Attaching ultra-sensitive pressure sensors to 25-kilometre long fibre optic cables using a remotely operated vehicle (ROV) two kilometres below the surface proved to be tremendously dif-

ficult, and only partially successful.

A Camosun team updated the engineering to make the pressure sensor wireless and retrievable, for relatively easy placement on the sea floor, and easy repair or replacement if needed.

“The concept is to make the system less expensive to deploy,” said Gord Cooney, speaking for his team. “It can take an ROV 30 hours to lay a (fibre optic) cable, and the cable can break.”

The team adapted the pressure sensor for an acoustic modem, which sends data to a central hub already linked to the Neptune network. The modem can also trigger the release of the buoyant frame from the sea bed to shoot the pressure sensor to the surface.

Clean water on the fly Construction projects in Victoria that dig into the ground often face the expensive task of removing dirty and contaminated water.

That can involve the expensive option of trucking it away or setting up an onsite decontamination plant. In partnership with Victoria’s Petro Barrier Systems, four Camosun students made an existing water filtration system mobile, about the size of a six by 10 foot trailer.

The mobile plant will be tested at the Capital City Centre project at Colwood Corners, which currently has a much larger system built by Petro Barrier.

“If you purify on site, the cost is about one-tenth the cost. It can be hugely expensive trucking it away,” said Anthony Richards, speaking for his team.

Richards said you probably wouldn’t want to drink the water filtered through the plant, but it does come out free of hydrocarbons, suspended solids and most other contaminants. “It’s not drinkable, but its clean potable water,” he said.

For Colwood Corners, a dry cleaning operation from the 1960s left areas soil saturated with drycleaning fluids, plus hydrocarbons from cars.

OCTOBER 7-14 Smoke alarms save lives “Fall back” to smart home safety As most Canadians turn back the clocks on November 4, here are some timely smoke and carbon monoxide (CO) safety tips: • When you change your clocks, test your smoke arlam.

• You have less than three minutes to escape a fire. So when smoke alarms sound, everyone must know what to do and where to go. Having and practising an escape plan is essential.

• Install one smoke alarm on every storey and outside bedrooms. Install inside bedrooms if you sleep with doors closed.

• Ensure all smoke alarms are fully powered. Never take out batteries or remove an alarm from ceiling due to a false alarm.

• If your home has any fuelburning devices such as a gas furnace, gas water heater, gas appliances, or an attached garage or carport, install at least one CSA-approved carbon monoxide outside all sleeping areas. One per storey is recommended.

• Replace smoke alarms ev-

ery 10 years, and CO alarms every 7-10 years (depending on manufacturer) whether battery operated or hardwired into your home’s electrical system.

Carbon monoxide is colourless, odourless and tasteless.

So without a CO alarm, humans cannot detect its presence.

Despite the average home having several potential sources of the deadly gas, studies show that nearly 60 per cent of Canadians have not installed a CO alarm. In addition to being impossible to detect, CO also has another nefarious trait. Symptoms of carbon monoxide exposure mimic the flu, without the fever. It is routinely responsible for thousands of clinic and hospital visits each year, and is commonly misdiagnosed. Prolonged or extreme exposure causes nausea, dizziness, confusion, the loss of physical mobility, brain damage and ultimately, death.

Analysis was undertaken on almost 50,000 fires that occurred in Alberta, British Columbia, and Ontario over a 5-year period involving 663 fatalities. The findings demonstrated that the death rate per 1,000 fires in the absence of a present, functioning smoke alarm was 74% greater than when a functioning smoke alarm was present.

Thanksgiving turkey fires cause for concern at 9-1-1 centre E -Comm’s fire dispatch team is warning families to be mindful of their turkey cooking during Thanksgiving weekend. “A turkey isn’t something you typically see on a list of household fire hazards, but we get 9-1-1 calls about ovens going up in flames all the time,” says Corey Kelso, E-Comm fire dispatcher.

“The result can be devastating if you’re not careful every time you have something cooking for an extended period of time.”

E-Comm has received some odd calls to 9-1-1 before – including someone wanting to know how long to cook a turkey – but a turkey fire is no joke.

In fact, it is a leading cause of spikes in 9-1-1 calls over the holidays.

“A flame in your oven can start easily and escalate quickly,” says Kelso. “Oil drippings through a thin tinfoil turkey pan or bits of leftover food residue inside your oven are extremely flammable in a high temperature setting.”

The batteries may have been dead, or someone may have taken them out.

Smoke alone won’t necessarily wake you up. In fact, the fumes could put you into an even deeper sleep. Often, victims never wake up. Se-

niors will often need assistance from family members to put safety measures into place. As well, family members are in the best position to reinforce the precautions necessary to help their loved ones prevent or respond to a fire. Focus on these six priorities to help aging family members protect themselves against fire in the home.

Q INSTALL smoke alarms inside every bedroom, outside each sleeping area and on every level of the home, including the basement.

Q Larger homes may need ADDITIONAL smoke alarms to provide enough protection.

Q For the best protection, INTERCONNECT all smoke alarms so when one sounds they all sound.

Q An IONIZATION smoke alarm is generally more responsive to flaming fires and a PHOTOELECTRIC smoke alarm is generally more responsive to smoldering fires. For the best protection, both types of alarms or combination ionization and photoelectric alarms (also known as dual sensor alarms) are recommended.

Q Smoke alarms should be INSTALLED away from the kitchen to prevent false alarms. Generally, they should be at least 10 feet (3 meters) from a cooking appliance.

Q REPLACE all smoke alarms when they are 10 years old.

“We tend to throw efforts into the month of October,” Cassidy said.

From Oct. 2 to 5 the Saanich Fire Department will partner with other departments to host a fire expo aimed at teaching 911 skills, fire extinguisher safety and home evacuation, at the Central Saanich fire hall. The program, geared towards students in Grade 5, runs daily from 9 a.m. until noon.

Firefighters will also take their fire trucks to all schools across the Saanich and Greater Victoria School Districts, conducting fire drills throughout the week.

From 10 a.m. until 2 p.m. on Oct. 13, firefighters will be on hand with fire safety resources at the Home Depot at 3986 Shelbourne St. for Home Depot Fire Safety Days.

“We’d like to encourage everyone to participate at the in-home level, not just at public schools,” said Saanich fire department Capt. Rich Pala. “Everyone should have a home escape plan. We’d like to see everyone sit down with their kids and educate them.”

The Victoria Fire Department will begin Fire Prevention Week with opening ceremonies at Victoria City Hall Oct. 9 at 8:50 a.m. The event will begin with a fire drill at city hall, proclamation of Fire Prevention Week and the raising of the Fire Prevention Week flag. Firefighters will attend all area schools to make sure students are prepared to evacuate their classrooms.

Replica temple set for tours A replica Hebrew Temple will act as a museum of Old Testament stories.

Built by Saanich volunteers, the travelling Messiah's Mansion Tabernacle is open for tours in a field at Chatterton Way and Quadra Street.

Clayton Leinneweber, director of Messiah’s Mansion, from Harrah, Okla., said the event is a visual avenue to explain symbolism and icons of the Old Testament, and the connection of the icons to the life and death of Jesus Christ.

The walled sanctuary is about 150 by 75 feet, and the temple is 45 by 15 feet, roughly the same dimensions, according to the Old Testament, as a wilderness temple built near Mt. Sinai, after the Jewish people followed Moses out of Egypt.

“We show people how (the priests) used the services … the sanctuary is like a big story,” Leinneweber said.

The sanctuary is steeped in biblical symbolism of slaying of lambs, the altar of sacrifice, breaking bread and the light of candles, and more literal objects, such as the Ark of the Covenant.

“A lot of it is symbolic. The lamb is a symbol of Jesus, bread represents the body of Christ and bread is a symbol for food. Smoke that rises (from incense) represents the prayers of the saints,” said Leinneweber.

About 30 volunteers from the Seventh Day Adventists spent three days assembling the temple. The sanctuary tours are free and open to anyone, religious or not.

angford will welcome some of the best rugby players of the Western Hemisphere beginning next weekend when Westhills Stadium plays host to Rugby Canada and the 2012 IRB Americas Rugby Championship (ARC).

The International 15s tournament will bring the U.S., Argentina and Uruguay teams to Vancouver Island, to join Canada in a three-day round-robin tournament Oct.12, 16 and 20.

This will mark the third time the Americas Rugby Championship has been held, including the inaugural year in 2009. The championship skipped last year because of the 2011 Rugby World Cup in New Zealand.

Canada, the U.S. and Uruguay will be in tough against the Argentinian squad, defending two-time champions after winning the tournament in both 2009 and 2010.

“Hosting international rugby in Canada is always an exciting opportunity and to be able to bring it to Rugby Canada’s home of High Performance on the Island makes it that much more special,” Rugby Canada CEO Graham Brown said in announcing the event.

“We have had so much support from the entire community since we moved our facility here, we know this tournament is going to be a great success for Canadian rugby and for the local community.”

The tournament will kick off on Oct. 12, when the local crowd will see USA take on Argentina at 5:30 p.m. in the first of three double-headers; Canada and Uru-

anada’s entry into the Americas Rugby Championship will include a few local faces on the 25-man roster when the team squares off against USA, Uruguay and Argentina at Westhills Stadium later this month.

Made up entirely of Canadian Rugby Championships players, the team includes four Vancouver Island players, Connor Braid (James Bay AA/Pacific Tyee), Michael Fuailefau (Castaway Wanderers RFC/Pacific Tyee), Sean White (James Bay AA/Pacific Tyee) and Duncan’s Pat Kay (Cowichan RFC/ Pacific Tyee).

The Ontario Blues, 2012 CRC Champions, will see 10 of their players on the roster amongst the 25 that have been named.

The remainder of the squad will be composed of CRC players from the CRC runner-up, Prairie Wolf Pack, the thirdplace CRC finisher, The Rock, and the local Pacific Tyee.

“The performance by CRC players made the selection of the team a very competitive process,” said National Senior Men’s coach Kieran Crowley, who will be coaching the Canadian side at the tournament.

“Some players have really stood out and they now get an opportunity at the ARC, which will be another step up from CRC. “In addition, I am pleased with the performance of the younger players who were given an opportunity to play by their CRC teams and have now been rewarded with their selection to the ARC side.”

Gareth Rees, National Men’s Program Manager, said the ARC is a great opportunity to see Canada’s national-level athletes in action. “To host the tournament in Langford, our training home base, and the Victoria community is an added bonus and the best chance in many years for this part of the country to participate in international rugby. It should be an amazing celebration of the game for all six matches throughout the nine day period.”

hough Uruguay has had a history of playing the toughest teams from around the world since they debuted in 1948, their squad continues to show the world they are one of the strongest South America has to offer.

The Teros first met Canada in the Capital City of Montevideo in March, 1995. Although the Canadian squad posted a 28-9 victory over their hosts, Uruguay was never completely out of the match and showed a lot of promise for the years to come.

Uruguay would earn their first victory over Canada in August, 2002 during World Cupqualifying action at Montevideo. It was one

of the closest and most exciting matches in Canadian rugby history and the Teros edged out a 25-23 victory in spectacular fashion.

In total, Canada has faced Uruguay eight times since 1995, with the most recent match a 48-6 win during the Churchill Cup competition in June, 2010. Though Canada boasts a 7-1 record over Uruguay, it is not reflective of the sheer strength and tenacity the Teros display every time they step on the pitch.

Uruguay has qualified for the World Cup in 1999 and 2003, posting 1-2 and 1-3 records, respectively. The Teros are the only team other than Argentina to win the South American Championship after taking the competition by

storm in 1981, and they’ve never finished outside the top three. The Teros currently sit at 21 in the IRB world standings and have no where to go but up, as the popularity of rugby has steadily increased in the nation since 2003.

Canada will have to bring their best game when they face off against Uruguay in Langford on the first day of ARC competition, as any mistake can lead to a spectacular victory for the Teros. Uruguay will bring to the competition the skill and experience that comes from one of the most storied squads in South America and a championship victory is within their grasp.

Canada will host the U.S., Argentina and Uruguay at Westhills Stadium.

he United States has a similar rugby history to Canada. The sport took off in the late 19th century, and has maintained a small but powerful community ever since. As a result of this shared history and their proximity, Canada and the US have enjoyed one of the most heated rivalries in North American sports.

The Eagles’ first international match was against Australia in November, 1912 when their intensity shocked the Wallabies, who managed a win of just 12-8 and the United States would move on to become a force to be reckoned with in international rugby.

The Eagles developed into a lethal squad in the early 20th century, winning gold in the 1920 and 1924 Olympics, defeating powerful squads from France both times. Although rugby union was eventually overshadowed by American football, the Eagles would continue to show the

world they are one of the best national squads to step on the pitch.

Canada and the U.S. have played each other more than any other team, with 48 recorded matches since Canada first hosted the U.S. in May 1977 at historic Swangard Stadium. The U.S. was never out of the match, but Canada would eventually emerge on top 17-6. The Eagles made a statement the following year when they hosted Canada at Burdick Field in Baltimore where the Eagles would narrowly win 12-7. It was the start of a rivalry that continues today.

Canada currently enjoys a record of 35-12-1 against their counterparts to the South, though the Eagles enjoy the most recent victory, having bested Canada in Charleston, South Carolina in 2009.

Eagles lightly and matches between the two are always exciting.

The United States currently sits at 17th in International Rugby Board world rankings but their position in the standings is an understatement to the physical prowess the Eagles bring to the field. The squad has earned big wins over France and Fiji in the past, and are never completely out of a match when they square off against a top 20 team.

When the Eagles take on Canada for the ARC, fans should expect no less than a physical, fast-paced match. North America’s greatest rugby rivalry is often followed by fans around the world, as it carries such historical stakes not unlike England against Wales, or South Africa versus New Zealand.

Canada is honoured to host the Eagles once again and continue a historic rugby tradition.

rgentina boasts the most successful rugby union in South America and one of the best in the world. Their record against Canada is a testament to their prowess on the pitch.

The Pumas first met Canada at the historic Gimnasia y Esgrima de Buenos Aires in Argentina’s capital in October, 1981. It was Canada’s first-ever tour of the South American nation, and they were welcomed with some of the most skilled rugby they have ever seen.

Argentina scored five tries against Canada and would win the match 35-0 but it would only be the first of many games between the two squads.

Nine years later, Argentina travelled to British Columbia, meeting their Canadian hosts in front of 4,000 fans at Swangard Stadium for 1991 World Cup-qualifying action in March, 1990. It was tough match for both teams, but Canada would record the win with a score of 15-6. Later that year, Canada travelled to Buenos Aires for a rematch; it proved an even tougher game for both teams but Canada would once again finish ahead, posting a 19-15 win.

However 1990 would be the last year Canada would record a victory against the Pumas. From 1995 to 2003, Argentina beat Canada five times, most recently with a 62-22 defeat in Buenos Aires in August, 2003.

In total, Argentina boasts a 6-2 record against Canada, with an average points per game of 32.75. The closest Canada has come to beating the Pumas during the five-game losing skid was in 1995 when Canada lost a tight 29-26 battle at the Pan-American championship in Buenos Aires.

The Canadian squad will once again have their hands full when they welcome the Pumas, meeting them on Day 3 of ARC play, Oct. 20. Although defeating the Pumas may be a tall order, it’s not out of the realm possibility. Since 2003, Canada has experienced tremendous growth and currently boasts an arsenal of players with experience in Europe and now South Africa. The Maple Leafs should expect nothing less than worldclass rugby however, as they play against the storied nation for the ninth time.

Rugby 101 W ith 15s, a rugby team has 15 players, divided into forwards and backs, all on the field at the same time. Teams play two 40-minute halves.

Sevens is an abbreviated game that follows the same rules, except each half is seven minutes long and each team fields only seven players, making for a fast, wide-open contest. Sevens becomes an Olympic sport in 2016.

Forwards are usually the larger, stronger players whose main job is to win possession of the ball. Backs are often smaller, faster, and more agile and typically exploit the ball possessions.

The match starts with a kickoff. The receiving team generally tries to move the ball downfield to score.

In attempting to score, the team cannot pass

the ball forward; it must be passed back.

Once tackled, the ball carrier must release the ball immediately. Because a tackle does not stop play in rugby (unlike football), following a tackle players scramble for the ball to try to gain possession. Any player may pick up the ball.

Sometimes the ball is buried during a tackle, or a player commits a minor infraction (or penalty). If the non-offending team doesn’t gain the advantage, the referee will stop play and call for a scrum to restart the match.

Because the non-offending team has the advantage of putting the ball into the scrum, it will most often win possession.

pressure, called a try. Each try is worth five points and after each try, the scoring team has the opportunity to score two more points with a conversion.

Drop Kick – A kick made after the ball has reached or bounced off the ground. Worth three points if it clears the goalposts; also used to restart play after a score or certain other occasions.

Pitch: The field rugby is played on.

Ruck: When players from both sides fight for the ball when it is on the ground.

Scrum: Used to restart a match following a penalty. The ball must be worked backwards without the players’ hands touching the ball.

When it emerges, open play resumes. Players not involved in the scrum must stay behind their respective offside line.

Put in – Rolling the ball down the centre of the scrum tunnel.

Lineout – Restarts play after the ball goes out over the touchline (the side boundary of the field). The team that didn’t touch the ball last has the throw-in.

Try: How rugby is scored – like a touchdown and literally touched down after player crosses the line. Five points are awarded for a try, with the opportunity for teams to kick a two point conversion.

Sex-worker support centre struggles to make ends meet Daniel Palmer News staff

PEERS Victoria is fighting hard to keep its doors open to some of the Capital Regional District’s most vulnerable people.

In the past three years, the nonprofit organization, which helps more than 500 sex workers each year, has seen its provincial funding shrivel from $32,000 to $6,000.

“Our bare-bones budget is $16,000 a month, but we’re continuing to oper-

ate on our $6,000 funding because we believe there will be a way to get through this,” said PEERS executive director Marion Little.

The funding shortage is a result of the provincial government’s shift in April from annual grants to a fee-

for-service system, where non-profits must apply for individual program grants and register their users in an integrated system.

Historically, PEERS employed former sex workers to mentor new users. But with a reduction in staff hours, that model is postponed due to a lack of supervision, Little said.

“We work with streetinvolved people, as well as those who are working at escort agencies, ensuring they have access to medical care and can ask the questions hey need to ask.”

The organization delivers programs ranging from computer literacy courses to abuse and trauma workshops.

Little spoke at the Esquimalt council meeting last Monday and pleaded with councillors to include PEERS in its annual list of permissive tax exemptions, after the nonprofit inadvertently missed the application deadline.

“A tax exemption is about $10,000 a year to us. That’s a big deal,” she said.

Councillors Dave Hodgins and Tim Morrison opposed the inclusion of PEERS in tax exemptions, reasoning that council needs to take a stand against the downloading of costs from higher levels of government.

“The more we step in to fill that void, the more downloading will occur,” Hodgins told council.

While Mayor Barb Desjardins agreed that cost downloading is a problem, she said the one-year tax exemption will give PEERS a chance to source out new funding. “This is a group that are situated in Esquimalt, and they are a group that are going to come out and participate at the Celebration of Lights and are involved in other events,” she said.

Independent Camas Books thrives outside the mainstream Edward Hill News staff

If Camas Books adopted the corporate lingo of mainstream advertising, the store might be tagged “new and improved.”

Or that might make its collective members collectively cringe. Victoria’s non-hierarchical hub of anarchist, anti-capitalist, anti-colonial and radical literature has relocated to a space half a block north from its former home at the corner of Quadra Street and Kings Road.

Walls in the new space are splashed with grand, sweeping murals of nature – a humpback whale arches across the back wall, a cougar guards the cash register – while scattered boxes of books attest to the chaos of moving. A volunteer work party was expected to have the store in order and reopened by Wednesday.

“I’m interested in discovering what the culture on this side of the street is like,” jokes Kim Croswell, a volunteer and member of the Camas Books collective, referring to their relocation to the north side of Kings Road. “We’re fortunate that we don’t have to leave the neighbourhood. We like

Camas Books has survived for five years on a business model that matches the philosophy of its book inventory. It’s a nonprofit society run by a collective, where 24 members come to consensus on decision making through discussion and debate.

“We have a broad base of community support. It’s reflected in the size of the collec-

tive, and volunteers give their time, skills and expertise to keep it going,” said Allan Antliff, one of the founding members of Camas Books and a University of Victoria professor of art history.

“The books we carry aren’t carried in any other book store in Victoria. We have a strong identity in the radical community, and a strong indigenous orientation. It all comes together to create a viable operation,” he says.

Camas Books will fundraise to help pay for the move, but Croswell said in general, the store is financially self-sustaining through book sales and community events, such as art shows, book readings and film launches. Its volunteer base is dedicated and loyal, and more than enough to staff the store seven days per week.

“We’re a mixture of teachers, high school and university students, writers, cab drivers, people who work two jobs and then come here and do shifts. It’s people from all walks of life,” says Croswell, who teaches distance learning.

Camas Books takes its name from the camas plant, a traditional aboriginal food source. In keeping with its mandate of pro-

moting indigenous rights, the store makes a point of describing its location on traditional Lekwungen (Songhees and Esquimalt First Nation) territory.

“The mandate is to promote alternative knowledge and books. A huge element is the indigenous section and the decolonization section,” Croswell noted.

Antliff, a Canada Research Chair and an expert in anarchist history, and others, started the bookstore by renting shelf space at Dark Horse Books in downtown Victoria, and eventually raised enough money to open a retail space in Quadra Village in 2007.

Despite being a founding member, these days Antliff takes a back seat helping guide the collective.

“I do a lot of grunt work. I mop the floor and clean up. I leave the leadership to others. There are very talented people in the collective,” Antliff says. “I’m interested in art and social change. For me, it’s a good fit.”

Fragments and Masks is a two-person exhibition of photographs and paintings that explore the way people are presented by the artist’s image.

by Richard Motchman opens Friday, Oct. 5, at 7 p.m. at the Xchanges Gallery, 2333 Government St. These artists use different media but their figurative work is related in that they both focus only on portions of the body in their portraits. When people pose for a portrait they decide what part of themselves to expose and what to hide.

The person performs for the artist. The artist then records the performance and manipulates it to produce an image that will be exposed to a future viewer.

These images are a representation of reality and provide the viewer with clues to initiate a personal narrative and form a conception of the person.

Herring uses traditional black and white darkroom techniques to create portrayals of a fragment of a person or he cuts fragments from portraits and recombines them. In this way, he examines how the eye, brain and memory construct an artificial image and not an exact or

Joan Hirons has always been an energetic, vibrant woman - enjoying activities like line dancing, tap dancing and working as a volunteer at the Monterey Centre in Oak Bay. At age 78 she felt Åt and ready to meet the world.

Then last July, Hirons was at the entrance to the centre when she twisted her body without moving her feet and broke her hip. "It wasn't a fall, or an accident of any kind," she said. "I just planted my feet and turned."

She was still recovering from that injury

when in October, she broke her other hip while at home.

Hirons was eventually diagnosed with osteoporosis, a chronic disease that is characterized by low bone mass and the deterioration of bone tissue. She was told that she faced a signiÅcant period of recovery at Royal Jubilee Hospital.

"I had no idea that I had a problem," Hirons said. "I wasn't feeling weak or anything like that. It's one of those silent things that can affect you without a lot of warning."

COLUMNIST I come by this senior reÆection honestly enough. Like most of you I have been bombarded by Internet photos of Prince Harry romping around his Las Vegas hotel suite in the buff.

In the conservative shelter of my reclining years these photos remind me that I was pretty cheeky when I was a younger man. They also remind me that one of my truly cheeky professional moments came during a conversation with Harry’s mom when he was just a baby.

In my defence, I was fully dressed.

Let me take you back more than a quarter century. Five years after their “wedding of the century” Prince Charles and Princess Diana came to B.C. for Expo ’86. In Victoria the Lieutenant Governor hosted a media reception.

I had covered the wedding in London for the Vancouver Sun and was struck then by how powerfully Lady Di radiated her shy bewilderment at the spectacle in which she was the centre piece. At the reception Åve years later, I was immediately aware that

the beautiful shyness was gone from her eyes.

"I don't want to get frail," she said. "You can never be too Åt."

"There are wonderful success stories like Joan's out there, and we like to focus on them," said Funnel. "Still, education is key, especially for men. Men are statistically more likely to die from complications arising from osteoporotic fractures than they are to succumb to prostate cancer. But they'll have heard all about that cancer but know nothing about osteoporosis."

Anne Trick came to Victoria to attend the University of Victoria in 1965. Her first job in Victoria was working as an elevator operator at the Fairmont Empress Hotel.

“Fun job. Not much pay,” she said. Trick worked for many years in the University of Victoria Library and the Greater Victoria Library, she also worked in a research and development company and was a police and 911 dispatcher. She now keeps busy volunteering. She has been a member of Langford’s Emergency Support Services group for seven years and is also the volunteer coordinator for the Thrifty Foods SENDIAL program, coordinating the more than 600 volunteer shoppers

My proudest achievement was learning to read. It opens so many doors, from simple entertainment to learning and doing anything at all. My mom told me that I learned to read when I was just past three years old. This led to a career involving books, working at the University of Victoria McPherson Library and now as a relief driver for delivering books for the GVPL – which is karmic because the library used to send me books wrapped in brown paper as a child – it was like getting a wonderful present every month.

What “words of wisdom” have you cherished from your parents?

Watching the amazing changes in our city – from a perception to the reality that we now have. I remember when the area of Home Depot was a garden nursery and the corners near the Loghouse Pub were two car graveyards – they are now cleaned up. There is now a shopping plaza at the bottom of the hill where we can find most everything we need, good wine, good bread and food. There have been huge improvements in eating places in Langford – it’s almost hard to try them all. Access to Thetis Lake park is wonderful – and it’s at the end of my street.

My parents taught me so much – and would be pleased to know that I am happy, doing well and enjoying my life.

They would be proud that I always try to tell the truth, I did not go to jail, do drugs or intentionally hurt anyone else.

A combination of thrillers and romance novels. I usually have more than one book going at a time. I am currently reading The Dressmaker of Khair Khana by Gayle T Lemmon and just finished The Council of Dads by Bruce Feiler and The Alexander Cipher by Will Adams, a book about archaeology which is something I’ve always been interested in. I read both versions, e-reader and regular books from the library. There is always an opportunity to read during my days. O

Making a difference Volunteer quilt instructor, Juan de Fuca Senior Citizens Activity Centre Marilyn Fuller Age 62 Since learning to sew at three years old, Marilyn Fuller hasn’t been able to stop. The avid-quilter is the Vancouver Island rep of Quilts of Valour Canada, providing quilts for injured soldiers, and the B.C. rep of the Canadian Quilters’ Association. Fuller and about 50 students presented 12 quilts to veterans of Cockrell House in July, as well as 56 quilts to QoV in August. The charity sewing group also provides items to several local organizations, such as the Victoria Women’s Transition House. Fuller, a Langford resident, stays healthy and active by doing tai chi, rowing and walking. O

After retiring from Belmont Secondary in 2006, Gidney began volunteering in her community of Metchosin. She’s the organizer of Metchosin Day, president of the Metchosin Arts and Cultural Centre Association, and a volunteer cook with the local Åre department. She’s also involved with October’s Active Aging Month, a district initiative to build a more senior-friendly Metchosin. To stay healthy and active, Gidney hits the gym, cycles and walks.

In her spare time, she likes to knit and do rug hooking. She also loves to bake. O

A retired nurse, Barbara Warnock has been a newspaper carrier with the Goldstream News Gazette since last September. “I thought it would be a good idea to get some exercise and get to know my neighbours,” she says. The Langford resident has been a volunteer with the Mustard Seed for more than 20 years. She’s also a volunteer with the Victoria Epilepsy and Parkinson’s Centre. Warnock has assisted with churchrelated activities in the past, and often helps neighbours run errands or get to appointments. In her spare time, Warnock enjoys knitting, reading, and doing crafts with her grandchildren. O

With apologies to the old adage, but it’s records, not rules, which are meant to be broken.

Three of the Goodlife Fitness Victoria Marathon’s bigger records were reset last year, one of them 22 years old.

And this Sunday there’s no reason those three records, plus more, can’t be broken once more in the marathon’s 33rd year.

“There’s a very good chance the men’s and women’s marathon records could fall once again,” said Jonathan Foweraker, marathon’s elite athlete coordinator.

The marathon’s board of directors made a bold choice this year by loosening the regulations for the cash bonus to course record-breakers. Previously, the course record bonus of $5,000 was reserved to Canadian citizens, meaning last year’s winner, Thomas Omwenga, who earned $3,000 for the win, was unable to collect the added $5,000 course bonus.

That changes this year as the men’s and women’s marathon bonuses, including $1,000 for the half-marathon, are extended to permanent residents and refugees who have been domiciled in Canada for at least a year.

Omwenga returns after breaking Steve Osadiuk’s 2006 time of two hours, 16 minutes and 49 seconds last year with a time of 2:14:33.

“Omwenga has a better personal-best than that, and we must note that in 2011 he ran a marathon in Montreal the week before. This time he’s rested up,” Foweraker said.

The Canadian-based Kenyan has won two marathons already this year, in Manitoba and Quebec, and his last race was Niagara’s Run for Grapes half-marathon, which he won on Sept. 23.

The competition is tight in the men’s elite pack with 2010-winner Philip Samoei, who came second last year at 2:25:41 and, Cache Creek’s Ryan Day, who was third last year at 2:26:42 also returning.

Elites keying in on the women’s marathon are Gillian Clayton, an Ironman triathlete who has a personal best of 2:54 from 2011, Hallie Jansen, the 2004-winner, who ran 2:45 in 2011, 2010-winner Catrin Jones, who ran 2:48 last year and Nadyia Fry, third in 2011 with 2:55.

Eyeing up first in the women’s half-marathon is another Canadian-based Kenyan, Lucy Njeri, who smashed the marathon record of with a time of 2:37:56 in 2011.

Cracking the women’s half-marathon record might be beyond Njeri, however, as Natasha Wodak set the bar high with her course record of 1:15:27 last year.

Other notables for Sunday: the masterful movement of Jim Finlayson. Now 40, the local runner joins the masters ranks. For the fourth year in a row the Victoria Marathon will act as the B.C. Championships. The advent of an expanded Elite B category means free entry to more runners, particularly women, from the local scene, rather than just international runners. sports@vicnews.com

SPORTS NEWS IN BRIEF Jamie Benn goes to German elite league Peninsula minor hockey product Jamie Benn has signed on to play with the Hamburg Freezers of Germany’s premier hockey league, the Deutsche Eishockey Liga.

Benn’s contract enables him to return to the Dallas Stars, where he was an NHL all-star last season, if the NHL lockout ends during the German hockey season.

Stars beat writer Mike Heika came across the signing on Tuesday through the Freezers’ website.

Benn makes his debut today (Oct. 5). Also on the Hamburg Freezers is exNHLer Matt Pettinger of Victoria, who last played for the Vancouver Canucks in 2010.

Japanese visit Tide comes for 40th Royal Athletic Park will host a 40th anniversary on Saturday when the Victoria’s Ebb Tide, the over-40 rugby club, returns to the pitch where it made its debut in 1972.

Two visiting Japanese teams, the Osaka Gentlemen and Tenri Old Bears will each play an over-55 game against an Ebb Tide squad that will change throughout the day,

followed by an over-40 game.

“Spectators shouldn’t expect sparkling rugby, that’s left for the young, although the over-40 game may have flashes of brilliance,” said Ebb Tide member Mark Bryant.

The event starts Saturday at 1 p.m. with the over-55 games beginning at 1:30 p.m. and the over-40 match at 3 p.m., followed by a traditional rugby reception and dinner at Four Points Sheraton at 6 p.m.

Greater Victoria has been left out of the running in the contest to be the new home of Ironman Canada.

Several factors came into play against bringing the world-class long distance triathlon to Elk Lake but the biggest was getting 10 municipalities on board in time for the deadline of an Oct. 13 annoucment.

“We were disappointed,” said Hugh MacDonald of SportHost Victoria. He submitted the proposal to the World Triathlon Corporation by Sept. 24, which owns the Ironman licences, on behalf of Greater Victoria.

The WTC released a shortlist on Monday of Whistler, Vernon and Huntsville, Ont., as the final three cities.

“While Victoria as a venue was ranked at the top, (WTC) didn’t have the confidence that we could get the permits and required support from 10 municipalities within five to 10 days,” MacDonald said.

“We weren’t surprised, it’s a lot of hoops to go through in our community to get events.”

The WTC told MacDonald the chances of bringing Ironman Canada to Victoria were much better if the race could wait until 2014.

But with competitors chomping at the bit to sign up, WTC is moving fast to find a new 2013 home for the race that lived in Penticton from 1982 to 2012.

“There will be some discussion about the result,” MacDonald said. “We were being encouraged by different groups, we were looking at August but were encouraging WTC to look earlier or later.”

In one way, MacDonald can wipe his brow over the loss of stress.

There was no shortage of support from the triathlon and non-triathlon community to bring Ironman here. But there was legitimate concern, said MacDonald, of just when to fit the massive migration of triathletes and their supporters into the summer event calendar.

“2013 is an exceptionally busy year, some events haven’t been officially awarded yet.”

The World Youth Climbing Championships are coming Aug. 10 to 18, bringing as many as 2,000 people from 45 countries for the event hosted at Stelly’s secondary.

The Subaru Western Triathlon Series also runs the Sookie International half-Ironman, usually the third Saturday in August.

Soon to be confirmed is the Canadian Dragon Boat Championships at Elk Lake, which MacDonald is committed to bringing here, for the weekend of Aug. 24 to 26.

Victoria already has the International Dragon Boat festival, with 70 teams on the Inner Harbour, Aug. 10 to 12. And though it’s not as major a factor, the Canadian Amateur Golf Championships at Royal Colwood Golf course are Aug. 11 to 15. sports@vicnews.com

A cold goodbye to gold medal coach Rowers upset with Rowing Canada coach’s dismissal Travis Paterson News staff

Mike Spracklen had his share of detractors, but he didn’t think it was enough to tip him out of the boat.

Earlier this week Rowing Canada made a bold decision to fire the decorated coach. Off-and-on since 1990, Spracklen guided Canadians to multiple Olympic and World Championship gold medals, helping Silken Laumman to fame in the 1990s and, in recent years, the crews of the men’s heavyweight eight and pairs to the Olympic podium.

The national program is restructuring, which includes hiring a new performance director for the heavyweight men’s program, based at Elk Lake, to be announced later.

“Mike has left a significant legacy and we respect and celebrate his many achievements,” said Peter Cookson, the high performance director.

“Two medals (in London) does not meet our expectations – we are driven to improve on this.”

“Certainly I was surprised,” Spracklen said from his Sidney home on Tuesday. “I still have something to offer, providing my health stays good then I’ll continue coaching. I want to go and help people who want my help, and I’ll continue to do what I can for them.

“If they don’t want my help, I don’t want to be with them.”

Just as several current rowers stepped forward to defend Spracklen on Tuesday, he’s also been the target of controversy since about 2010, mainly from men’s pair of Dave Calder and Scott Frandsen, who’ve openly criticizing his style of coaching.

The CBC published a letter on Tuesday from Frandsen in support of Spracklen’s removal, but he and Calder passed up a request for comment to the News.

From the CBC letter, Frandsen voiced harsh words, accusing Spracklen of creating an inner circle of rowers, with an “us against them” mentality against the rest of the rowing team, and for employing an unfair selection process for the international boat crews.

But current rower and 2012 Olympian Lindsay Jennerich – who fought and won against Rowing Canada for the right as the only women’s boat to train at Elk Lake under Spracklen – and Kevin Light, a member of the 2008 Olympic gold-medal heavyweight eight, are among

CARRIERS SHOW THEIR SUPPORT FOR SPORT during Jersey Day, part of Sports Day in Canada Black Press community newspaper carriers showed their support for sport last Friday by donning a favourite team jersey while they delivered their paper routes, as part of national Jersey Day. Recognizing both the hard work of the dedicated carriers to deliver the local news every week and the importance of sport in the life of a vibrant community, Black Press asked its 1,100 carriers to submit photos of themselves “on the job” in their team colours, says Black Press Director of Circulation Bruce Hogarth.

A flood of photos arrived, showing carriers in action while delivering the Oak Bay News, Victoria News, Saanich News, Goldstream News Gazette, and Peninsula News Review. A sampling of the submissions is printed here for our readers to enjoy.

As a volunteer, you can make a real difference in our community.

What We Do! Pacific Centre Family Services is dedicated to maintaining outstanding services for the people we work with through education, counselling and creative programming. We have locations in Langford, Colwood and Sooke and feature the following programs: • Alcohol and Other Drugs Program (counselling and referrals for adults) • Affordable Counselling (counselling for community) • Community Outreach Prevention and Education (support for youth) • Safer Families Programs (family and individual counselling to address family violence) • Youth Services (outreach and counselling for youth) • REACH day care (for young parents completing education) • Stopping the Violence (counselling for women dealing with abuse) • Sexual Abuse Intervention Program (youth and child counselling and expressive therapy program) For info tel: 250.478.8357

Fall Programs These are some highlights of group programs being delivered by PCFSA starting this fall: Seeking Safety Group Sooke: Mondays starting Oct 1, 2012.

West Shore: Wednesdays starting Oct 3, 2012.

These groups are for women suffering from current or past addiction and trauma issues.

Employment Services Program @ Worklink office: Fridays at 9:30 a.m., @ Beecher Bay: Tuesdays 9:30-1:30 p.m.

An upcoming Men’s Group (Family Violence Program) will be running in the fall. We are currently hiring for a facilitator.

Youth Services Team will be running a Boy’s Group co facilitated with Scott Rothermell West Shore RCMP: Mondays 11 – 1 p.m.

We will be consulting with youth around current issues such as how to connect with a counsellor, how to be involved in the West Shore Task Force and what do youth think should be our plans for the future.
