City makes a grab for part of Area D to resolve sewer issue KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The city is proposing to extend its southern boundary in order to take in Area D and find a solution to sewage problems facing residents. City council met with Bill Bennett, the minister of community, sport and cultural development, Monday at the Union of British Columbia Municipalities convention in Victoria to discuss the possibility of extending sewer service to Area D residents. Area D (Crawford Road-Oyster Bay area) homes are currently on septic systems but for more than six years have expressed interest in hooking up to city sewers. Mayor Walter Jakeway said if the city’s proposal were to proceed, it would need electoral support. “The minister said they (would) like people to come off septic systems, but the matter has to go to referendum,” Jakeway said while in Victoria Wednesday. “It cannot

be done unilaterally.” If it does go to a referendum, it would be the second time Area D residents would have voted on the same issue. In 2006, affected residents in the Ocean Grove and Crawford Road area voted in favour of allowing the Strathcona Regional District (which represents Area D) to borrow $9,350 for the collection and disposal of sewage. Benefiting properties would cover those costs in either one lump sum or spread out over a 25-year period. Brenda Leigh, who represents Area D at the regional district level, said the city presented her with a $22,000 proposal – more than double what was approved at the referendum – on Oct. 11, 2011 to expand city sewer service to Area D. The regional district ultimately turned that down, citing a lack of support. “I took their proposal door-todoor and found that there was no substantial public support in Northern Area D,” Leigh said just Continued on A7
