District to lobby province for funding Need Help?

Water treatment: Plant expected to cost upwards of $4.5 million.

Big money is needed to relieve a big pain.

At this week’s Union of BC Municipalities convention in Victoria, Sicamous council is lobbying the provincial government to provide funding for a water treatment plant.

“We’re working hard and meeting with the ministers next week and will definitely be pushing forward with the province to help us with the plant,” said chief administrative officer Heidi Frank on Friday.

“We appreciate the residents’ patience that they’ve shown during this time.”

Emphasized Mayor Darrell Trouton in a Sept. 18 news release: “This has been identified as a priority in our strategic plan, and we already have meetings confirmed with ministers next week in Victoria to discuss the situation.”

The provincial help is needed, given that

the estimated cost of the plant would be $4-$4.5 million.

In the meantime, Sicamous is expected to remain on a boil water order until sometime this fall or winter, says n public works foreman Marty McLean.

“Just to be cautiouss rather than going backk and forth from a (waterr quality) advisory to (a)) boil water (notice), wee y will probably just stay on a boil water.”

Prior to the Junee 23 flood of Sicamouss nt Creek, water treatment g consisted of adding chlorine to Mara Lake water via a pumphouse on Dabell Street with a chlorine contact tank beneath it. No filtration was required. A water quality advisory was normally only issued in the spring when freshet occurred.

However, the flooding meant that a lot of silt and debris increased the turbidity – or cloudiness – of the water. It wasn’t the high lake level that compromised its purity, McLean added.

During the week of Sept. 10, district staff raised the intake for the Mara water system to a depth of 18 metres, in hopes of lowering turbidity levels. Turbidity

Early last week, turbidity levels were fluctuating between two and six NTU. “It’s fairly decent right now, but there’s still a ‘boil water’ advisory. We’re not sure where the turbidity is

Prior to the flood, the annual average turbidity was less than one NTU. The flood led to turbidity levels ranging from 40 to 116 NTU throughout the summer, a ‘do not use’ order for a couple of days after the flood, a ‘do not consume’ order until Aug.

Currently residents are getting potable water out of three tanks in the community, while some businesses have their own tank systems.

The tanks won’t be staying forever, says Frank, but the district will give a few days’ notice before removing them.

Frank confirmed they are costing the district a significant amount of money, although she wasn’t certain what the total will be.

“I anticipate it will be over $100,000.”

The news release notes that the water treatment plant the district favours is one that would use a membrane technology similar to that used by Kamloops and Revelstoke.

It would be built on the Dabell Street property adjacent to the existing pump station and could be expanded to meet the projected water needs of Sicamous for more than 30 years.

Cyr explained that despite “a few bumps in the summer,” the project is still moving forward and that the corporation has invested $14 million in the property already.

CSRD to highlight impact of cutbacks

Not only do Columbia Shuswap Regional District directors have ideas of what to bring up at the Union of British Columbia Municipalities this week, they have a script.

At the suggestion of CSRD board chair Dave Raven, CAO Charles Hamilton prepared a list of seven key issues directors might wish to raise with provincial officials and other delegates.

Hamilton’s top-seven list separates the issues into two categories – cross-regional and sub-regional.

In the cross-regional category, Hamilton noted rural policing, flood protection and mitigation, the Trans-Canada Highway and funding for critical infrastructure such as water and sewers.

Number one on the cross-regional list, the adequacy of rural police resources has been raised at the board for several years.

In February, the board passed a resolution to send to SILGA (Southern Interior Local Government Association) calling for the province to review its police resourcing model to better serve rural areas.

SILGA endorsed the resolution, which will be raised at this week’s UBCM Convention.

In terms of flood protection and mitigation, Hamilton noted the regional district is currently seeking a legal opinion as to whether provincial legislation requires CSRD to undertake responsibility.

“In the aftermath of the recent flooding in Sicamous and Swansea Point area, various provincial officials have

indicated that the local authority is responsible for carrying out flood protection and mitigation works,” Hamilton wrote. “This position is contrary to Board Policy W-5 which states, among other things, that the regional district will not respond to flooding incidents.”

Next on the list, Hamilton outlined the long history of funding appeals for the TransCanada Highway and the need to four-lane the corridor between Sorrento and Golden.

“Improvements to the Trans-Canada Highway will provide a safer and more efficient journey for all travellers and a competitive corridor for the east-west movement of goods to ports,” he wrote.

Hamilton also reminded directors that the current level of investment in municipal and community infra-

structure does not enable municipalities and regional districts to address deteriorating or obsolete infrastructure.

He notes that gas tax revenue is simply insufficient to fund new, large-scale capital projects such as upgrading abandoned water systems or implementing approved liquid-waste management plans.

Of the remaining three issues, only one in the sub-regional category is cause for local concern – senior government downsizing and insufficient resources to deliver mandates and better enforcement tools on area lakes.

“Staffing cutbacks in federal and provincial agencies such as DFO, Transport Canada, Water Stewardship and ILMB (Integrated Land Management Bureau) are having a profound effect on the ability of governments generally

to enforce regulations,” wrote Hamilton, noting all three levels of government have some form of legal jurisdiction over lakes, rivers and streams.

And while senior governments have stronger legislation and regulations to compel compliance, they do not have adequate staffing to follow up on violations such as illegal docks and buoys ignoring riparian area regulations, harming fish habitat, etc., says Hamilton.

“As a result, residents turn to the regional district to take enforcement action, even though in most instances we do not have the legal authority to impose effective remedies,” he wrote. “We cannot simply remove a buoy or dock that was installed illegally, whereas the federal and provincial government could do so if they chose.”

Lingering heat keeps local fire zone officials on red alert

Fire officials are on high alert and so should the rest of us be.

Wildfire season continues to hold the Salmon Arm Zone of the Kamloops Fire Centre firmly in its grip.

“From altitude 1,000 metres and below to valley bottoms, we’re in extreme or high danger class,” said fire protection officer Larry Osachoff Friday. “Campfires are the only thing we’re permitting and we definitely want people to be cautious.

Burning debris piles and industrial burning are strictly prohibited at this time and the prohibition will not be lifted until the area experiences significant rainfall.

“The entire province is just sitting on edge,” he says, noting that while fire season was late in starting thanks to heavy spring and early summer rains, there has been almost no rain in September – just four mm since Sept.

11. “Since Sept. 1, the Salmon Arm station has only seen one day of moderate danger class

– all the rest have been extreme.”

Osachoff says fire officials are watching the situation very closely.

One fire near Enderby was in mop-up stage Friday, after being spotted and reported the previous day.

It was the result of a lightning strike in August.

“We’re still picking up the occasional fire from the lightning storm that went through Aug. 28,” says Osachoff.

“That’s a fair length of time for fires to hold over and indicates the dryness of the forests.”

Luckily, there has been very little wind and, with cooler nights, the fires have failed to grow to a substantial size.”

“We’ve been fortunate, but if we get a wind, different story,” he says, Kamloops fire Information officer Michaela Swan says the Wildfire Branch of the Ministry of Forests, Lands and Natural Resources has kept additional fire crews and air tankers on hand to deal with the extended fire

season.

There have been 412 fires in the Kamloops Fire Centre with 32 occurring in the Salmon Arm Zone – 20 were caused by lightning and 12 are believed to have been caused by human activity of some kind.

Osachoff says most people have got the message that camp fires should be no greater than a half-metre wide and a half-metre high.

Those who haven’t can expect a visit from

the Fire Protection Branch and get anything from a warning to a fine, depending on the circumstances.

Start a wildfire and you could be stuck with firefighting costs and possibly jail time.

Anyone who sees a wildfire – or someone burning illegally, should call 1-800-663-5555 or *555 on their cell phones.

“We need a good rain, there’s no question about it. We need the

moisture in the ground and then people can get on with their fall cleanup,” he says, cautioning anyone in the forest, be they hunting, fishing, hiking or biking to be very careful. “Municipal and regional district fire departments too, everyone’s sitting on edge.”

OPINION District shouldn’t have to go hat in hand for water

T

his week, Sicamous’ mayor and council are hitting up the B.C. government for funding so the community can finally have a stable, clean water supply.

The mayor and council have arranged to meet with a number of ministers at the Union of B.C. Municipalities convention. Council’s number one priority is water. In particular, they hope to secure funding for a water treatment plant upgrade that is estimated to cost up to $4.5 million.

Granted, this is not a small amount of money for anyone, let alone the supposedly cashstrapped B.C. government. But still, it’s troubling that Sicamous has to go, hat in hand, to the province to seek funding for something that is clearly a need.

For the past thee months, following the debris flow in Two Mile and the flooding from Shuswap and Mara lakes, District of Sicamous residents have been on some form of order restricting water use and consumption. The district, in response, has had to spend thousands of dollars trucking in clean water.

While the district and Interior Health have done a bang-up job in terms of monitoring water quality and keeping the public informed, this doesn’t mean we can ignore the warning of Walkerton, Ont., and what can happen as a result of inadequate water treatment practices.

In May, many of B.C.’s mayors – including Sicamous Mayor Darrell Trouton – met for the first time under the umbrella of the BC Mayor’s Caucus. One of the things this group agreed on was that communities shouldn’t have to go through an ad hoc granting process to acquire funding to meet community needs. Hopefully this group will be vigilant in pushing this point.

And hopefully the B.C. government’s response to the request of Sicamous’ UBCM delegation is one that recognizes the serious nature of the matter, and is not just a heads up on a grant opportunity that wouldn’t be awarded until just right before the next provincial election.

Swapping sociology for socket sets

VICTORIA – Premier Christy Clark’s latest employment announcement sets the tone for one of the big issues in the 2013 election.

Flanked by aircraft technician students at BCIT in Burnaby, Clark announced a $75-million program to upgrade aging trade and technical school facilities and hire instructors. And she did it with some pointed criticism of the career path chosen by many of today’s high school students.

Clark introduced a student electrician, the first woman to win the senior technology education award at her high school, who then went on to get a bachelor’s degree in English and sociology. No job, so she went to BCIT. Her message was clear. The government’s pre-election budget is going to shift priorities to the huge number of skilled trades jobs that are already going begging in the north. More students will get started in high school, instead of being subsidized to wander around and find themselves with an unfocused university degree that still leaves them in need of practical skills.

be tied to skill programs the economy needs now.

And with the government’s financial situation, you can bet that sociology, women’s studies and the rest of the dead-end programs dear to the hearts of last year’s Occupy campers will feel the pinch.

The B.C. Liberal skills training push was partly inspired by last year’s “inequality” protest, after Dawson Creek Mayor Mike Bernier waded into the Occupy Vancouver squat to hand out business cards. They need cooks and labourers as well as pipefitters up there these days, and that’s before the B.C. gas patch goes into a huge expansion for Asian exports.

A version of Kevin Falcon’s “welfare air” idea to move unemployed recipients north was included in last week’s announcement by Clark and her jobs czar, Pat Bell.

Called “Job Match,” it’s a $2.9-million pilot program in the Peace region.

It will deliver basic education and work boots for people in that region before anyone will be flown up from Nanaimo or Nelson.

Cruising along at nearly 50 per cent in the polls, the NDP have also put a heavy emphasis on post-secondary.

But they’re still playing to the urban Occupy crowd, with a promise of a

tax on banks to fund student grants.

Instead of providing loan relief after successful completion, they’re going to hand out money at the front end, just like they did in my student days.

My experience as a student, a job seeker and a parent is that free money encourages aimless study, and the selection of courses that are appealing rather than safe investments. We already have far too much of that, and I think most students today would be better off with a bigger debt and a wellpaying job.

As the new trades plan was being rolled out (and mostly ignored by the Vancouver media), former finance minister Colin Hansen announced he’s retiring.

It was Hansen who started the push for skills training back in 2008, emphasizing that there will be a million new jobs open by 2019, 600,000 of them due to retiring baby boomers.

Hansen made a sales trip to snowy Toronto to launch advertising to lure people to B.C. Region’s boating safety office closing

Columbia Shuswap Regional District directors intend to stir up the waters with a letter to Ottawa after receiving the news that the federal government has pulled the plug on Transport Canada’s Office of Boating Safety in Kelowna.

“They’re consistent-

ly wanting local government to do a job that is their mandate,” said Area E Rural Sicamous director Rhona Martin, who noted that, through a great deal of effort to patrol the lake from all levels of government, behaviour on the lake is changing for the better.

“If one of the players leave, it will change. I am disappointed to see

this and I want to write a letter encouraging the federal government to stay in Kelowna.”

Regional district Parks and Recreation team leader Marcin Pachcinski concurred.

“I think the biggest impact on the lake is a show of force working with the RCMP that obviously will no longer happen,” he said.

Added Martin, “I think this is the first time we’ve seen the boat – since SLIPP (Shuswap Lake Integrated Planning Process) stepped up enforcement. I think it would be sad to go back.”

The regional district was advised of the boating safety office closure in a Sept. 11 letter, which read: “Ef-

fective immediately, all Pacific Region recreational boating safety programs and services are centralized to Vancouver and will be handled by four remaining boating safety officers there.”

I am back in Ottawa for the fall session after a great summer enjoying family, friends and work with the constituents of my riding.

Our agenda this session will be to continue implementation of our jobs and growth Economic Action Plan, our government’s fighting crime agenda, and managing international challenges arising in the Middle East.

Over the summer I found that most constituents were focused on the provincial political scene which is dominating discussion. There has been some discussion on the new electoral boundaries in the riding proposed by the Elections Canada Electoral Boundaries Commission. The commission has made a proposal and now it is up to constituents to comment.

The proposed new federal electoral boundary runs straight up Salmon Valley road, so those on the west side of the road would fall in the re-named Central Okanagan-Coquihalla riding, and those on the east side in the renamed North Okanagan-Shuswap riding.

The boundary meets the Trans-Canada Highway to the west of Salmon Arm and runs through

to Squilax Bridge in Sorrento. Those on the north side of the TCH would fall in the North Okanagan-Shuswap riding, and those on the south side of the TCH in the Central Okanagan– Coquihalla riding.

This exercise is not influenced by your MP. It is a discussion paper presented by an independent commission appointed through Elections Canada. If you do

tive and do have supportive arguments for the boundary changes.

Remember, we are a rural riding but, in some urban ridings, boundaries go down streets and therefore neighbors across the street from each other can have a different Member of Parliament.

The next election is October 2015 and at that time, the riding names will officially change.

The Sicamous Eagles are warming up quickly in regular season play.

To date, the team has gone two for two, with the two losses coming in overtime.

Eagles manager Wayne March is pleased with what he’s seen so far, from the team which this year is benefitted by 11 returning players.

“It’s going to give us a great start and, with the new guys that we’ve got, everybody’s playing really well,” says March.

This notice is published pursuant to section 4 of the Recall and Initiative Act. Approval in principle has been granted on an application for an initiative petition. The Title of the Initiative is: An initiative to amend the Police Act. Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.
