Organizers set for Terry Fox Run on Sunday

PRINCE RUPERT - This Sunday people across the country will take to the streets to honour the legacy of Terry Fox. In Prince Rupert, the Terry Fox Run will get underway with registration at noon at Northern Savings Credit Union, which is once again hosting the local event. The run itself will begin at one p.m. with people being invited to walk, bike, run, roller blade or skateboard the course.

There is no minimum donation to participate in the run, as

organizers want it to be a fun day with friends and family to honour those who have lost their lives to cancer and those who continue to battle cancer. Following the run, there will be a barbecue and door prizes for the community, and there will also be t-shirts for sale to support the cause.

Joining the Prince Rupert Terry Fox Run this year will be Jim Terrion, who has raised more than $500,000 for the Terry Fox Foundation and ran last year in Terry Fox’s home town to mark the 25th anniversary of the run. Terrion has already been busy hitting the streets around

Prince Rupert as he moves toward his goal of raising $1 million.

The Terry Fox Run will take place rain or shine, and currently the forecast for Sunday is calling for sun and highs of 16 degrees.

Just 18 at the time of his diagnosis, Terry Fox was an active, athletic teenager who was forced to undergo the amputation of his right leg due to bone cancer. Throughout his treatment Fox witnessed the struggle of many young cancer patients, which ignited his desire to contribute in a meaningful way to the cause.

Fox left Newfoundland in June of 1980 with little outside support, but all that changed very quickly as the courageous amputee skip-hopped through the Atlantic provinces, Quebec and part of Ontario before having to stop on September 1. Finding out that the cancer had spread to his lungs, Fox vowed to return to finish his run when healthy enough.

That time would not come, however, as Fox succumbed on June 28, 1981 at just 22 years of age.

Cash, land and self gov’t on table for two First Nations

TERRACE - The Kitsumkalum First Nation stands to receive more than $40 million and the Kitselas First Nation more than $30 million and each will receive thousands of hectares around Terrace, according to documents released Sept. 10.

The documents take the form of a draft or preliminary agreement in principle for each First Nation and will, if approved, pave the way to negotiations for final treaty settlements.

Each First Nation will also receive substantial self-governing powers over lands and resources and services such as health care and education.

“This will be a huge benefit to the City of Terrace and to the region,” said Gerald Wesley, the chief treaty negotiator for the Kitsumkalum and Kitselas, of the certainty for economic and social development that will come from final settlements.

He encouraged residents of the area to read and understand details of the two draft agreements.

Final treaty agreements for the Kitselas and Kitsumkalum would, when taken together with the Nisga’a treaty of 2000, provide certainty for economic development on a level not seen elsewhere in the province.

The lack of land ownership clarity in B.C. stemming from unresolved aboriginal rights and title has long been regarded as a hindrance to investors.

But much work still needs to be done leading to final agreements, cautioned Wesley and oth-

ers involved in negotiations which so far have taken 15 years of actual talks.

The draft agreements in principle released this week will now be reviewed by government officials before being initialed as complete.

Members of the two First Nations must then approve of the agreements in community votes to be held next February. If passed by Kitsumkalum on Feb. 23, 2013 and Kitselas on Feb. 24, 2013, the agreements will then be approved by the federal and provincial governments, enabling negotiators to start on final agreements.

A rejection by one First Nation of its agreement in principle does not affect the agreement of the other if it is approved.

Kitsumkalum and Kitselas members will again be asked to approve of final agreements in separate votes and the agreements must receive legislative consent by B.C. and Canada.

Wesley said it could be three to five years yet before final settlements are concluded once agreements in principle are approved. “We can always hope it’s less than that, but it’s probably two years at a bare minimum,” he said.

And although the draft agreements in principle contain the essential elements of final agreements, there still might be changes as negotiations proceed.

The land, 45,406.3 hectares or 454 square miles for Kitsumkalum and 36,158.7 hectares or 362 square miles for Kitselas, comes from the provincial Crown and does not involve private land holdings.

Voting details

Under treaty negotiations principles in BC, the province is responsible for land and resource elements while the federal government provides the cash which works out to $44.2 million for Kitsumkalum and $34.7 million for Kitselas These are called capital transfers and the money won’t replace that which already flows to the Kitselas and Kit-

sumkalum for health and education and other services.

The negotiations have so far cost the Kitsumkalum and Kitselas nearly $5 million. It’s money borrowed from the federal government and will be repaid from the cash portion of final agreement provisions.

These negotiations have been unlike others in B.C. because they involve two neighouring

communities, essentially resulting in two agreements for the price of one.

Wesley said it made sense for Kitsumkalum and Kitselas to combine efforts for better efficiency and to better share resources.

The negotiations diverged when specific Kitselas and Kitsumkalum interests needed to be addressed.

“Eventually there

will be a treaty for each individual First Nation,” said Wesley.

Wesley said he will be voting in favour of

the agreement in principle for his home First Nation of Kitsumkalum and will be urging others to vote ‘yes’ as well.

TERRACE - The voting by the Kitsumkalum and Kitselas First Nations to approve agreements in principle will take place among those who are over the age of 18.

A simple majority – 50 per cent plus one – is needed for the respective agreements in principle to pass.

Kitsumkalum has 708 registered members (239 living on-reserve) and Kitselas has 584 registered members (273 living on-reserve).

Provided the agreements in principle are passed by the two First Nations and negotiations then proceed to final agreements (which also need to be approved by First Nations voters), members will continue to be status Indians for the purposes of programs and services, such as health and education, except in regards to the taxation as explained above.

KITIMAT - Enough councillors had cold feet over a motion by Phil Germuth to table it, but the question of getting waterfront land from Rio Tinto Alcan (RTA) will still be asked in the coming weeks.

Germuth put forward a motion that would have had the District of Kitimat asking RTA to donate “Alcan Beach and the Alcan Boat Launch to the District...as part of Kitimat’s 60th anniversary celebrations.” “This has been Kitimat’s only no-cost public boat launch. It is the only sizeable sandy beach on the north end of the Douglas Channel,” Germuth told the council.

With the proposed developments for the west side of the channel he said acquiring the land is important to preserve the area for the public’s benefit, and would not negatively impact the modernization project. He also added that there would be little financial impact because the land is already developed. The proposal, he thought, would be win-win for both sides.

Councillor Mary Murphy had a different idea, and suggested that as the District is in the middle of relationship building with RTA, it would be best to approach RTA directly through a series of meetings already scheduled between the two sides with this idea.

Rob Goffinet was also not prepared to move ahead on the motion. While not opposed to the idea, he didn’t want council to get locked into what could be perceived as a demand from RTA. Murphy added after Goffinet that there are other areas they may want to discuss with RTA and she doesn’t want to lock discussion to the Hospital Beach land.

Corrine Scott stood by Germuth, emphasizing the motion was simply a request.

City of Prince Rupert considering selling the golf course

PRINCE RUPERT - Prince Rupert City Council will be looking into the possibility of selling the Prince Rupert Golf Course back into private ownership.

The idea was proposed by Mayor Jack Mussallem during Monday’s council meeting not only as a way to save taxpayers’ money, but also to help pay for land for a new emergency services building.

“We own the land there. If we can get money for the land and the improvements and get it on the tax roll, we can take that money and use it for the development of an emergency services building. Because in all likelihood we’re going to have to buy some land, and this will make it easier on the tax payers,” says Mussallem.

The city had examined the option of using the municipal tennis courts and Moose Tot Lot properties as a location for the new emergency

buildings because it owns them, but that was met with a public backlash to the idea.

Regulations allow for money from the sale of City land to be used to purchase new property. Mussallem’s believes that the sale of the golf course could possibly pay for a new location for the RCMP building, which has a government deadline looming.

The fire hall would be left to be funded by money approved in a borrowing bylaw referendum.

The golf course is one of the “Big Six”; which are all large cityowned properties that are permanently exempt from paying property taxes. Other members of the Big Six include the library, the Digby Ferry docks and the museum.

If the golf course could be sold back into the private sector, it could be put back on the roll and it would make the City an extra $22,000 a year. The City would also no longer be responsible for paying the golf course staff whose salary are

in excess of $75,000 a year, or buying new equipment, which has cost $40,000 this year.

“Golf is a popular game. If someone took it over and made it into a business it would reduce our annual subsidy, in fact, it would eradicate it. Further, if someone took it over, they could inject some cash into it, improve it and attract even more people here,” said Mussallem.

The mayor also said that his suggestion was not a criticism of the Prince Rupert Golf Society, which runs the golf course for the city, but is a matter of practicality.

Councilors seemed quite open to examining the idea, but no motion was taken on the idea, so when, or if, the council will discuss it is unknown.

KITIMAT - The people at Lapointe Engineering Ltd. say they are honoured to receive the best overall award as part of the Kitimat Business Recognition Program.

NEW HAZELTON - On Sept. 6 at 4pm, emergency services responded to an all-terrain vehicle accident on the Gale Forest Service Road in the Hazelton area.

Two adult females were operating the ATV when it rolled.

The primary operator, a resident of Gitanmaax, suffered fatal injuries.

The passenger of the ATV, a resident of New Hazelton, received serious injuries and is being treated in hospital. The accident is currently under investigation by New Hazelton RCMP. Names of those involved are not being released.

TERRACE - The 2012 drag racing season wound up last weekend with the final race of the season at the Terrace regional airport.

With the weather threatening on Sunday, the year long point series was run on Saturday rather than Sunday so that there was no chance that the final race in the series would not be run.

In “Super Pro” Kris Barnett in his altered took home 1st place on Saturday with a win over Terry Frizzell in his slingshot dragster. Barnett won the year long points series in “Super Pro”.

“Pro” class racing was won by Randy Baker in his Malbu. second place was Ron Nuis in his beautiful 1932 Hudson coupe. Baker came from behind in the points series to win the year long points series in “Pro” “Sportsman” was won by Dana Amado as she also took home the win in the year long points series in “Sportsman”. Racing in his first race ever, Randy Lloyd came in second place in “Sportsman” Saturday.

Dana Amado lights up the tires in her way to a win in “Sportsman” class Saturday. This is the second year in a row Dana has won the “Sportsman” championship nal. Ribero’s 2nd place finish was enough for her to win the year long points series with two wins and a second place finish in racing this year.

Her dad, long time racer Doug Ribero said after the race was over “Now I’m the only one in the family that hasn’t won a championship”.

25th annual Fish Derby a success Contributed THE NORTHERN CONNECTOR

KITIMAT - The 25th Annual Kitimat Fish Derby set a new record for the event which saw over 500 participants this year.

Organizers took the 25th anniversary event to heart, and among the numerous prizes awarded throughout the derby were 25 bicycles and 25 fishing rods.

The business community helped pitch in to provide 140 random prize draws.

Local community groups also pitch in for the event, including the Kitimat Child Develop-

ment Centre, the Kitimat Community Humane Society, and Kitimat Community Services Society’s Food Share program.

The full results of the derby are as follows: Largest coho, at 12lbs 10oz, went to Steven Pisiak, for $1,000.

The largest halibut was 66lbs and was caught by Sam Avila, also for a $1,000 prize.

In the women’s category, the largest coho was 11lbs 3oz and was caught by Kristine Moon. For the youth, Adam Langeger caught an 11lbs 5oz coho.

Industry and Trades Authority essential skills program is linked into our PLATO on-line, computer-based training and tracking system. Students may work towards obtaining an adult dogwood diploma with an experienced adult education specialist. Port Authority CEO comments on five years of Fairview

PRINCE RUPERT - On September 12, 2007, Prince Rupert Port Authority president and CEO Don Krusel stood on stage before an appreciative crowd of Prince Rupert residents and spoke of what the new container terminal meant to people in the community and in the region.

Five years later, Krusel said the excitement of cutting the ribbon was shared with a bit of concern about how the terminal would perform.

“We certainly had a lot of hope and desire to see the port grow as a container port, but there was also a lot of anxiety being felt as the terminal opened. I recall there were a lot of skeptics who didn’t believe Prince Rupert could be a viable container port to access the Asia-Pacific...

And just as the ribbon was being cut the global economy was falling and container volumes along the west coast of North America were declining, so it was a volatile time to be opening a new terminal,” he said.

“Looking back, it is quite a remarkable feat because we have not only convinced the skeptics that the business model we proposed 10 years ago works, we’ve defied the probability by becoming the fastest growing container terminal in North America...

This year, 2012, we will exceed the original design capacity and will ship more than 500,000 TEUs, so it truly is remarkable.”

As well as coming at a time when the global economy was experiencing difficulties, it was also a time when the local economy was seeking an identity. The pulp mill had closed nine years ago, and other terminals in Prince Rupert had volume challenges of their own.

“We quickly forget that Prince Rupert was on its knees economically until the opening. I speak of the anxiety I felt about the opening, but I think it is fair to say that the community as a whole was anxious about the future of Prince Rupert,” said Krusel.

“Fairview Terminal has been a real game changer for Prince Rupert...Our own economic impact study shows that 900 new jobs have been created across northern BC as a result of the terminal operations, and

a large portion of those jobs is in Prince Rupert.

I think it is safe to say that Fairview Terminal brought back some economic certainty to the community.”

Along with the jobs related to Fairview Terminal and containerization, Krusel notes that the success of Fairview Terminal has really opened the eyes of the shipping industry to what Prince Rupert can offer in terms of access to Asia.

“Before Fairview Terminal opened, the port of Prince Rupert was not well known internationally. Even when we were promoting Prince Rupert as a container terminal, we would have to go to the shelf and get an atlas to show people where it was. We don’t have to worry about that anymore,” he said, pointing to the recent Federal Maritime Commission report as proof of Prince Rupert’s importance in trade.

“As commercial trade and bulk good movement grows, Prince Rupert plays a dominant role and that is what draws LNG proposals, expanded coal capacity and a number of other bulk shippers to look at Prince Rupert as a solution to trade and transportation.”

No one entity, however, can claim responsibility for the success of Fairview Terminal.

Krusel said the worldclass facility operated

by Maher Terminals and the reliable movement of goods by CN need to be acknowledged, as do the people on the ground working the ships that come in.

“I can’t speak highly enough of the men and women at the terminal.

One of the great success stories of Prince Rupert is the productivity of the people that has given us one of the highest productivity rates in North America. Sure some of that has to do with the equipment, but a lot of it has to do with the commitment of the workforce,” he said.

“Our success is tied directly to the loyalty and dedication of the workforce.”

And while there have been a lot of memorable milestones in the life of Fairview Terminal, Krusel said his most memorable moment has to do with the first ship to call on Prince Rupert, the COSCO ANTWERP. “My most memorable moment was standing on the bridge of the

ship and watching containers being offloaded and the business of the terminal,” he said.

“Before that I had stood on terminals around the world in cities like Hong Kong and Los Angeles and Seattle, and I had to pinch myself and realize this wasn’t a big city like Hong Kong or LA – it was the little city of Prince Rupert where this was happening.”

With five years at the terminal now in the past, Krusel anticipates even more success going forward.

“We are in the final stages of working with

Maher Terminals on the commencement of construction that would take Fairview Terminal to a 1.2 million to 1.3 million TEU capacity...There is no indication that the growth in the next five years will be interrupted, and the challenge now is to manage that growth,” he said.

“The success of the past five years has set the stage for dramatic expansion of volume through Prince Rupert for other commodities. I see an exciting future for Fairview Terminal, but I see an even more exciting future for the port of Prince Rupert.”

Minister to probe method of how jobless are counted

By Staff Writer THE NORTHERN CONNECTOR

TERRACE - Jobs minister Pat Bell has repeated a commitment to find out why the jobless rate for the northwest remains in the double digits despite major projects now underway or about to start.

Speaking Sept. 7, Bell said August’s posted jobless rate of 11.8 per cent seems at odds with anecdotal evidence he’s heard – and seen – about activity in the area.

“We know the opportunities for the TerraceKitimat area are significant,” said Bell, adding he expects the jobless number to shrink in the coming months.

Bell said he’s directed his officials to speak with officials from Statistics Canada, the federal agency that compiles the figures, to probe what he termed “anomalies” with the numbers.

Bell made similar comments last month when the July double-digit numbers came out.

He said the problem may rest with how people who are coming from other areas to work on projects here are counted.

Still, Bell held the line at conducting audits of companies to determine where their employees actually live.

Statistics Canada’s reported jobless rate of 11.8 per cent is virtually unchanged from July’s 11.9 per cent and June’s 12.2 per cent for the area running from the north coast to just west of Vanderhoof.

The number of people working has also dropped – to 38,100 in August compared to 38,400 in July at a time when major economic projects are either underway or about to start up.

Last August the jobless rate was 8.7 per cent and there were 44,900 people working.

The northwest was the only region in the province in August to have a jobless rate in the double digits.

If Bell was questioning the northwest jobless numbers and going to have his officials look into the rate and how the numbers are calculated, he was more comfortable with talking about other regions in BC and the overall provincial picture.

“It’s a very good month for jobs in BC,” said Bell in citing figures indicating the province has gained 51,700 jobs in the last year.

“We’re No. 1 in all of Canada,” he said.

Alberta ranks second and Quebec third in job cre-

ation, Bell continued.

The provincial jobless rate was 6.8 per cent while it was 6.1 per cent on Vancouver Island, 7 per cent in the lower mainland, 4.7 per cent in the ThompsonOkanagan, 7.8 per cent in the Kootenays, 8.6 per cent in the Cariboo and

4.8 per cent in the energyrich northeast.

The Sept. 7 release of jobless figures follows a provincial cabinet shuffle in Victoria this week in which Premier Christy Clark handed responsibility for skills training to Bell.

Bell, who is also in

charge of tourism and who was also handed the labour portfolio in the shuffle, has spoken before of the need to increase the training and educational level of northwestern residents to better their chances of finding work.

The figures released Sept.

7 are not those of people collecting Employment Insurance.

They’re the product of Statistics Canada employees interviewing people over the age of 15 and those considering themselves part of the workforce are people with a

job or who are looking for work.

People withdraw from the workforce for any number of reasons, and not all of those reasons are associated with having employment or not.

The region has never quite recovered from the

collapse of the forestry industry in the late 1990s which resulted in the closure of pulp mills and sawmills.

Loss of employment meant that people moved away to find work in other areas of the province or country.

VICTORIA - The Ministry of Health has asked the RCMP to investigate allegations of inappropriate conduct, contracting and data-management practices involving ministry employees and drug researchers.

Health Minister Margaret MacDiarmid said today that the ministry has provided the RCMP with interim results of an internal investigation, which was supported by a lead investigator from the Office of the Chief Information Officer, Ministry of Citizens’ Services and Open Government.

It examined contracting and research grant practices between ministry employees and researchers at the University of British Columbia and the University of Victoria.

“We take all allegations of this nature very seriously,” she said. “I have instructed the ministry to continue to take whatever steps are necessary to respond to these matters thoroughly. We must ensure confidence is maintained in the integrity of the public service to execute its responsibilities in a manner that meets the high standards of conduct expected by the public.”

The formal investigation, which commenced in May 2012, examined financial controls, contracting, data management and employee/contractor relationships, and produced evidence of potential conflict of interest, and inappropriate contract management and data access with external drug researchers.

As an immediate response, the ministry took the following steps, pending the completion of an ongoing formal investigation into this matter: * Four employees have been terminated and three have been suspended without pay - and their access to ministry data and government assets has been frozen. * Two contractors had their contracts and data access suspended. * All ministry data sharing with drug and evidence development researchers has been temporarily suspended.

Mary Kelley Mary Jean Kelley, daughter of Jim and Jean Kelley was born at Spokane Washington on October 15, 1954. She passed away on August 28, 2012.

Mary is survived by eldest son Kirk (Lisa) Kelley, of Red Deer, Alberta, daughter Kelley Galloway of Calgary, Alberta, and youngest son Edward Galloway of Haida Gwaii. Sister Sue (Dean) Bergstrom of Terrace, B.C. and 2 grandchildren. Mary also has 5 step brothers and 2 step sisters and 2 nephews in various parts of the country. Mary was predeceased by both parents, a step brother, a step sister and a grandson.

Mary lived on Haida Gwaii for many years in Sewell Inlet and Charlotte City before moving her family to Three Hills Alberta.

She went from there to Red Deer ending up as a tech in the Visual Arts Dept. at Red Deer College. She moved to Terrace several years ago and started her own studio called “For the Love of Mud� where she taught and produced her highly sought ‘functional ware’! Mary then returned to Red Deer College and unfortunately was diagnosed with cancer in Oct.2011. She returned to Terrace to stay with her sister Sue while she received treatment but succumbed to the disease.

A Celebration of Mary’s life was held at the home of Sue and Dean on Sat. Sept.1/12 amidst great friends and awesome weather. Mary will be greatly missed by all that knew her.

Phyllis passed away peacefully on September 6, 2012 in Acropolis Manor with her daughter, Maureen, and relatives, Theo and Mary Wesley, at her bedside.

Phyllis was predeceased by her husband, Gerald Alexander DuDoward; son, Brian Olaf DuDoward; brother, Thomas Alfred Greene; and, sister Helen Marion Robson (Greene). Survived by her daughter, Maureen (Lorne); sons, Thomas (Laura), Robert (Heather), and Douglas (Leanne); granddaughters Melissa, Kimberly, and Shoshannah (Tommy); Paige and Kaisha (Robert); grandsons, Alexander and Thomas (Maureen); great grandson Steven (Kimberly); step-granddaughters Alexis, Judy, and (Douglas); many nieces and nephews; and her brother, William ‘Bunty’ Greene (Wendy).

Thank you to Queen Charlotte medical community and hospital staff; Dr. Tse, and Acropolis Manor for your kindness and care of Phyllis.

Memorial services will be held in United Church, Prince Rupert, September 15, 2012 at 2 p.m.; and Skidegate Community Hall, September 22, 2012 at 2 p.m.

KITSELAS BAND ADMINISTRATION Full Time

BAND SOCIAL DEVELOPMENT WORKER SCOPE: Reporting to the Band Manager, the Band Social Development Worker is responsible for the management of the Kitselas Social Assistance Program. Due to the sensitivity, confidentiality and demanding nature of the program, this position requires the Band Social Development Worker to be understanding and compassionate, while displaying a balance of firmness, fairness and patience.

DUTIES: 1. Is responsible to administer and implement the Social Assistance Programs as outlined in Aboriginal Affairs and Northern Development Canada’s (AANDC) Policy Directives and is funded by AANDC and Health Canada. Therefore, working knowledge of these programs is an asset.

2. Meets with Band Council on an annual basis to present an annual Work Plan and an annual Budget/ Cash Flow for the Social Assistance Program for Council adoption and ratification.

3. Provides Project Briefs, Work Plans and Budget/Budget Cash Flows for new programs and projects for Council adoption and ratification.

4. Submits a monthly Financial Report to the Director of Administration and Band Council along with a Case Load Report for each of the Social Assistance Programs.

5. Work with the Ministry for Children and Family Services as required.

6. Ensures that departmental budgets are on target and that all funding reimbursement claims are in accordance to plan.

7. Provide referral for clients that may require counselling. Consultations are carried out in the office and in the client’s homes.

8. Be prepared to work evenings and possible weekends when required.

9. Performs other related duties as assigned by the Director of Administration.

QUALIFICATIONS 1. Education in Social Work. Masters or Bachelor Degree preferred.

2. 3-5 years work experience in the social work field.

3. Experience working in a First Nations organization an asset.

4. Complete a successful Criminal Record Check 5. Valid Driver’s Licence and access to a vehicle.

Salary is dependant upon qualifications and experience.

Northwest tackles the Ironman

PENTICTON - Two athletes from the Northwest competed at Ironman Canada (IMC) on August 26 in Penticton.

The iconic triathlon event consists of a 3.8km swim in Okanagan Lake, then a 180km bike ride through the Okanagon, and finally a

42.2km marathon run along Skaha Lake to Okanagon Falls and back to Penticton.

Fred Lambright, 42, from Terrace and Al Marleau, 53, from Kitimat competed at the 30th anniversary of IMC. Both athletes placed well.

Lambright placed 256th overall with a time of 10:49:10 and Marleau 381st overall with a time of

11:12:55.

Lambright had a phenomenal time of five hours and six minutes for the 180km bike portion of the Ironman, finishing with the 47th fastest time out of 2,700 competitors.

Marleau also had a great time on the 42.2 marathon portion of the event with a time of three hours 42 minutes, finishing 123rd fastest out

of 2,700 competitors.

This was the last Ironman Canada event to be held in Penticton.

City council there decided this year not to buy the licensing rights from Ironman, as they have in years past.

Instead, they opted to go with the Challenge Family Triathlon, home to a series of European events like the largest triathlon held in

Roth, Germany.

So, next year the event will celebrate its 31st birthday under the new banner of Challenge Penticton.

The Challenge Family holds about a dozen international events and the Penticton event will be the group’s first foray into North American events.

The event will be held Aug. 25, 2013.

TERRACE - As the motocross season nears the finish line, with just one more weekend of racing this Sept.

15 and 16 in Prince George, Terrace Motocross Association (TMXA) riders are sitting high in the provincial standings.

Terrace’s riders travel around the province all spring and summer to British Columbia Motocross Association (BCMA) events.

This season saw eight weekend events in Prince George, Quesnel, Williams Lake, Smithers and here in Terrace.

Each weekend includes two full motocross races (one Saturday and one Sunday) for a total of 16 motos each sea-

son. Each moto consists of two races, one in the morning and one in the afternoon in each class.

“Many riders ride in 2 or 3 events which normally means 4 or 6 races each day,” said Ken Parkes of the TMXA. The riders who attend these events “have represented Terrace well,” he said.

“These riders promote our track and our area, and in turn many of the provincial riders learn about the Terrace track and are encouraged to come to Terrace for our two events” he said, noting that the race in July hosted many people from out of town who stayed an extra week to camp and fish.

“The TMXA has spawned several new riders

in the Terrace/Kitimat area that are now going out and making a mark on the provincial scene and placing high in the Provincial BCMA standings,” he said.

Here are the standings: Ty Calcutt is sitting in first place in Jr. MX1 and Jr. MX3. Rice Brandt and Evan Pinto are first and second place respectively in Jr. B. Andrew Kennedy is first place in MX1. Jessie Lanterman is second place in schoolboy. Joey Parkes is second place in 85cc 12 16-year-old.

Austin Devost holds third place in a tight battle for the 65cc class and seven-yearold Connor McCarron is ranked third in 50cc seven to eight-year-old class, for his first year racing.

Seabridge Gold is frequently asked what happens after it submits its Environmental Assessment (EA) application for the KSM Project this fall.

First, it’s important to remember that the KSM Project is undergoing a joint federal and provincial environmental review, which is typical for major mining projects. While the Canadian Environmental Assessment Agency (CEAA) and the BC Environmental Assessment Of¿ce (BC EAO) assess many similar areas, their legislative focus is different.

The EAO and CEAA will each complete a report documenting their respective ¿ndings from the application, including how project concerns have been addressed and whether there are any outstanding issues. Assessment reports are then posted on each of the websites. Seabridge is actively involved in these reviews, presenting aspects of the Project and answering questions from reviewers.

Screening period Under the joint review, Seabridge will submit one combined EA application to the BC EAO and the CEAA. The BC EAO and CEAA then conduct an initial screening to ensure the application is complete and that it addresses the information required in the Application Information Requirements (AIR) or terms of reference.

Application reviews The application review period begins once the government agencies agree the application is complete and has all the necessary project information.

The application includes a detailed project description, environmental baseline studies (soils, vegetation, water, wildlife, ¿sh, aquatics, climate, air and noise, archaeology and traditional use studies among others), as well as predicted impacts of the KSM Project on the environment (physical and social) and the actions Seabridge has taken to avoid, prevent or mitigate potential impacts. During this time, the BC EAO, CEAA, Provincial and Federal regulators, Treaty and First Nations and general public review the application.

The BC EA review period is 180 days and includes 30 days for the general public to review the application and provide comments to the government.

Minister’s decision period The BC EAO and CEAA forward the assessment reports to their respective ministers, along with a recommendation from the EAO about whether or not to issue an EA certi¿cate. The EAO ministers have 45 days to make their decision. The CEAA Minister of the Environment makes a decision within a similar time period.

Once a decision is made There’s a common misperception that once an EA certi¿cate is granted, a company can immediately begin building a mine. That’s not the case. The Environmental Assessment is a systematic analysis and evaluation of the impacts of a proposed project in terms of its environmental, economic and social sustainability. Once an EA certi¿cate is granted, a proponent then has to apply for the necessary permits, licenses and land-use approvals (federal and provincial) in order to build and operate the mine.

KMP must expand it’s reach for skilled tradespeople

The Kitimat Modernization Project is quickly ramping up to peak construction period and the local pool of skilled tradespeople is near capacity.

KMP is working in coordination with participating unions to fill the need for skilled trades. Tradespeople are being recruited through union branches from across the province, the country, and the United States - in that order.
