NANAIMO — Nanoose Bay Paralympian Michelle Stilwell returned home via the Nanaimo airport Monday afternon, where she was greeted by family and friends. Stilwell comes home with a gold and silver medal from the games, where she competed in athgletics in the wheelchair 100 and 200 metre events. See STILWELL, page A36

Parksville city council invites all residents to a special committee of the whole meeting this Thursday, September 13. City staff will present several options for updating the city’s water rate billing systems and the current billing system for the French Creek sewage treatment plant. A new tiered billing structure introduced in early 2010 to encourage conservation was hailed as a big success with residential use dropping 23 percent in the first year but it also drew a lot of complaints, especially from the business community. The meeting starts at 6 p.m. in the Parksville Civic and Technology Centre forum where council meetings are held at 100 Jensen Avenue East.
