Faulty switch started Ruskin Mill fire Fire department, insurance company same conclusion

The fire that burned down the Waldun Forest Products cedar shake and shingle mill was started by a faulty electrical switch, the Maple Ridge Fire Department has concluded.

The local fire department has completed its investigation of the fire, as has the mill’s insurance company, with both coming to the same conclusion, said assistant fire chief Mark Smitton.

“The main [electrical] feed coming into the mill had an on/off switch … and something in that switch failed, causing the fire,” he said.

Smitton added the fire was not related to maintenance work being performed in the mill near the fire’s source, the day before the fire occurred. see Fire, p14

Shooting victim remains in hospital In critical, but stable condition, according to RCMP; no suspect

A 30-year-old man is still in hospital after being shot in Maple Ridge early Sunday.

The victim, who has yet to be named, was rushed to Ridge Meadows Hospital, where he underwent surgery.

A police spokesperson said the victim is in critical, but stable condition, as of Tuesday afternoon.

“He’s not out of the woods yet,” the spokesperson said.

the Royal Terrace apartment building on 225th Street, near North Avenue, in the building’s underground parking lot.

Police had the area cordoned off while they investigated the shooting all day.

No arrests have been made and Ridge Meadows RCMP do not have a description of a suspect.

A police spokesperson said officers have been unable to conduct a full interview with the victim due to the seriousness of his injuries.

Making way for new fish hatchery Demolition of old barn building starts this week

T

he old Bell-Irving Fish Hatchery has served well for a long time, considering it was actually built as a barn rather than a place to nurture salmon stocks.

But now it’s so old it’s got mold and had to be closed to the public last year.

And soon it will be no more as the Kanaka Education and Environmental Partnership Society activates Part 1 of its plan.

“We’ve got $270,000 in for the re-building of the Bell-Irving hatchery,” long-time volunteer Dave Smith said Friday.

That money will kickstart demolition of the hatchery this week – followed by the building of a new hatchery over the winter.

Once the new hatchery’s in place, Part 2 of the plan kicks in: completion of the Kanaka Creek Watershed Stewardship Centre, or Kanaka Centre, a project that will be bring the total cost to $1.4 million.

“We’re still fundraising, that’s right,” for that project, said Smith.

Oceans Canada and Metro Vancouver has already resulted in some big dollars committed.

half a million dollars for the hatchery and the new centre, located in the heart of Maple Ridge’s and Metro Vancouver’s Kanaka Creek Regional Park, at 11450 – 256th St. The Pacific Salmon Foundation has also chipped in $50,000, while over the last decade Fisheries and Oceans Canada has given $35,000 (from fine revenue). KEEPS will kick in $50,000, as well.

The target is to get about $700,000 in the bank before starting the Kanaka Centre. So far about half the money is there.

Smith said he wants to talk to realtors and developers and builders to see if they want to get in on the project. The Pacific Parklands Foundation also raises money for regional parks.

Last year, the old hatchery drew more than 360,000 visitors from the Lower Mainland as students and the public checked out the rearing of the fish and learned about the importance of fish habitat.

After three decades of operation, the hatchery has released almost eight million fish.

A new centre will allow more room for visitors, classroom presentations, exhibits and programming.

It also will be built using green technology to inspire local builders to follow suit.

A request to Fisheries Minister Keith Ashfield during his recent visit to Pitt Meadows didn’t produce any more dollars for the

cause.

“We’ve talked to them five times about trying to find any money at all.

“Wonderful words of praise,” Smith says, before he starts laughing. “I don’t mean to be cynical, but you know.

“Not even a nickel or a dime.”

Local fundraising is an important part with everybody chipping in whatever they can.

“It’s an amazing group of people who are committed to it, and despite government, not so much with them, but despite government.”

He said KEEPS has a long-term vision for the Kanaka watershed and that Metro Vancouver recognizes that commitment.

It’s a matter of a bit of short-term pain this fall, for lots of gain for a long time by having a new road and sidewalks on 122nd Avenue and Mountainview Crescent near Maple Ridge secondary.

Construction started in early August with a result that crews were well into their work when school started Tuesday.

But Maple Ridge district had thought of that and found some ways to help the students and drivers who are now converging on the school.

District spokesman Fred Armstrong said a traffic plan will help people navigate the construction site during Phase 1 of the project, which takes place across from Maple Ridge secondary.

Two drop-off zones have been created – the most convenient one set up on the north side of the school on 124th Avenue, at Merkley Park.

Above all, please obey the traffic signs and flaggers and know that district staff will make adjustments to the traffic plan throughout the first few days to ensure the safety of students and staff.�

A better year ahead Students and teachers are back to school, and hopefully this will be a better year in the public school system than 2011-12 was.

One of the most disappointing things about the past school year was a year-long work-torule campaign by teachers, who were upset that they were getting nowhere in negotiations with the provincial government over a new contract.

While their frustration was understandable, the length of the job action and the effect on students and families was disturbing. Teachers refused to do report cards and would only in special circumstances meet with parents to let them know how their child was doing in school.

Thus, for most students, there was no co-ordinated approach to learning from school and home.

Study after study has shown that when teachers and parents are able to work together, students will learn more and get much further ahead.

Thankfully, the B.C. Teachers Federation and the provincial education bargaining authority reached an agreement over the summer months, and there will be no job action this year. The BCTF is still angry with the government and will be working toward its defeat, as is its right, but there is a contract in place. Whether a new government, should one be elected, will come up with a better deal remains to be seen.

There should be report cards and proper consultation with parents this school year, and that is to the benefit of everyone — teachers, students and parents.

Education has never been as important as it is today. The ability of young people to live independent lives as adults is directly related to a good education, and the school system is a key part of that.

Here’s hoping for a successful school year.

Separating oil from manure VICTORIA – I was as surprised as anyone to hear about the plan by this newspaper’s owner, David Black, to begin regulatory work on an oil refinery for Kitimat.

I’ll leave it to others to comment on the practicality of that plan, and whether it would make the pro- B.C. Views posed Northern Gate- Tom Fletcher way pipeline project more acceptable to B.C.’s government and population.

Black Press news coverage, columns, letters to the editor and other reader comments are not affected by this project, and there has been a range of views expressed already.

Whatever the merits of the refinery idea, it has advanced the debate over pipelines and the place of oil in our society.

And that’s a good thing, because as someone with a basic knowledge of chemistry and some experience in oil refining, I have noticed a lot of ignorance about the subject.

Today I’d like to address some of the main misconceptions, which have been exploited by some opponents.

The first one is oil pollution in general and how it gets into the environment.

A global study by the Smithsonian Institution in 1995 calculated the amount of oil making its way into oceans this way: Big tanker spills accounted for 37 million gallons a year, about five per cent of the total marine oil pollution identified.

By far the largest source was oil runoff

from land into drains, from oil changes, municipal and industrial wastes and other sources: 363 million gallons.

Bilge cleaning and other routine ship maintenance added 137 million gallons, four times the tanker spill average.

Air pollution from vehicles and industry deposited hydrocarbon particles equal to another 97 million gallons; natural seeps added 62 million gallons; offshore drilling discharges accounted for 15 million gallons.

So that’s the first thing to understand.

It’s not tankers and pipelines doing most of the polluting. It’s you and me.

Then there is the propaganda about greenhouse gas emissions from the oil sands crude.

Actor Robert Redford is one of the highest-profile pitchmen for the false notion that “tar sands” oil generates three times the greenhouse gases as conventional oil.

The facts are clear. The most widely cited source is a graph prepared by Cambridge Energy Research Associates, which shows that 75 per cent of greenhouse gases from all types of crude occur when the gasoline, jet fuel and diesel are burned by the end user.

Yes, there are variations in emissions on the remaining quarter. Emissions from mined oil sands crude are slightly higher than steam extraction, which is slightly higher than conventionally drilled and pumped crude.

The most greenhouse gas-intensive crude used in North America is California heavy crude, which is conventionally drilled.

Burning coal produces far more greenhouse gases than oil, as University of Victoria climate scientist Andrew Weaver

has calculated.

Two U.S. environmental groups, including the one fronted by Redford, have lately been promoting a study that suggests oil sands crude is more corrosive to pipelines.

False, says the industry, showing analysis of pipes that have carried diluted bitumen for decades.

“The Trans-Mountain pipeline has been carrying crude from Alberta to Burnaby and Washington state for more than 60 years.”

It has periodically carried heavy crude for 40 years, and diluted bitumen for 25 years.

Some of that crude is refined in Washington and the gasoline and diesel barged up to supply B.C. gas stations.

And, of course, Vancouver Island, Haida Gwaii and all other B.C. islands depend on marine fuel shipments.

And let’s not forget the most common heavy oil used in B.C. It’s called asphalt.

The News/letters ‘How much more can we squeeze out?’

Editor, The News: Based on the response to my previous letters, I give up.

The sheep of Pitt Meadows will continue to pay higher and higher taxes while going ‘baa baa.’

The mayor and council have played it smart and just kept out of the spotlight, waiting for the protest and petition to turn to dust and blow away. Leadership at its best.

I can just see it now, in a few years the sheep will realize that they have been sheared and wonder how things became this bad. Well, Pitt Meadows taxpayers, look in the mirror and you will see who to blame.

At least Mission is making an effort. In Pitt Meadows, it’s just ‘how much more can we squeeze out of our residents.’

‘Do as I say, not as I do’ Editor, The News: Let me get this right. Organized bicycle groups want me, as a taxpayer, to pay for bike lanes etc., yet they don’t want to set a great example by wearing helmets.

In another area, nurses want me, as a taxpayer, to keep raising their pay, almost on a weekly basis, yet do not want to show respect and care for their patients during flu season by wearing protective face coverings.

The members of these same groups disrespect politicians for not showing care or leadership.

The old `do as I say, not as I do’ at work.

Why was font so small?

Editor, The News: Just wondering why the font size has been changed in the Maple Ridge-Pitt Meadows News? It looks to me that the font has been reduced in size, making it very difficult to read.

It’s personal attacks such as those made by Randy Hawes that turn people off of politics and make it less likely that good people will want to run for office. How someone with an attack dog mentality keeps getting elected is beyond me. This ‘us and them’ attitude turns politics into an ideological circus and undermines the possibility of having sensible cross-party debate for the benefit of the electorate.

Mike Sather was elected by a majority in his constituency and when anybody insults him, they are also insulting the voters and the democratic process. When Hawes resorts to personal attacks, he is revealing himself as desperate, petty and mean. Sad qualities to find in anybody, but especially sad in an elected representative.

The infernal propane cannon A

nother summer, another artillery war in the blueberry fields.

Like all wars, this one must come to an end. And it will, some day, when reason and regard for human wellbeing eventually overcome politics Commentary Andrew Holota and profit.

I refer, of course, to the infernal propane cannon.

It is unfathomable how the absurd notion of creating a succession of deafening blasts all day long to scare off birds could become a standard farming practice – actually protected by law.

How is it possible that someone in authority and in full control of their faculties did not consider this concept in its infancy, shake his or her head, and crisply administer the “Rejected” stamp?

No doubt the appalling proliferation of these dastardly devices was never envisioned back when they were first developed.

What began as a handful of farmers with a few acres of blueberries here and there has become an agricultural juggernaut – a crop worth $150 million in the Lower Mainland.

And money, of course, justifies many things – among them a ridiculous practice that even the growers and their guardian politicians admit is highly invasive and disruptive to

others within earshot (a most appropriate term under the circumstances.)

Those who are subjected to this audible torture can take some measure of encouragement – however slight – that some gains have been made over the years in terms of restricting the hours and frequency of the cannons’ barrages.

The mere fact that blueberry growers have an representative who does nothing else but respond to cannon complaints is an acknowledgement that they are engaging in a highly objectionable practice.

The old argument of “if you don’t like the noise, you shouldn’t have moved close to a blueberry farm” simply doesn’t reflect reality any longer.

Hundreds of thousands of acres of land that used to be planted in raspberries or corn or any number of other crops have been converted to the lucrative blueberry.

Thousands of formerly peaceful homes in the region are now under siege for three months of the year, or longer.

Many of those folks probably never even knew what a propane cannon was before one or more opened fire next door. It’s not quite like buying a home next to an airport.

Yet, even in that case, when flight paths are changed or flights are added, laying down new layers of noise over neighbourhoods, the outcry from those homeowners can be heard over the jets.

I wonder if the folks who so lightly dismiss the helpless victims of propane cannons would be so smug or stoic if they were subjected to the

same or similar inescapable noise.

Highly doubtful.

I had to shake my head at a recent web comment on Coun. John Smith’s intention to table a new bylaw that would toughen restrictions on propane cannons.

Some fellow suggested he ought to mind his own business.

Remarkable.

I’d suggest this issue is very much the councillor’s business, particularly considering provincial agriculture ministers have long just bowed to old “right to farm” legislation, as though it was a papal decree. (Even if it was, the Pope has to change with the times, too.)

Smith wants to pare down the operating times of the cannons, and hike fines for non-compliance. More power to him, and any other politician with the backbone to tackle this unholy grail.

It’s not as though there aren’t viable alternatives – quite a few, actually.

There are many blueberry growers (bless their peaceful hearts) who do just fine using other options to deal with birds.

Either that, or they’re willing to accept the fact that Mother Nature and farmers often have a less than ideal relationship, and conflicting imperatives just go with the turf (pun intended).

Good on Coun. Smith, and all others like him, I say.

March into the breach, brave souls, and muzzle those cannons.

Are there any mail boxes left on 224th St.?

Editor, The News: You want feedback on the downtown core, here’s mine, and I think I speak for many.

As a senior who is still able to drive, I thankfully have the option to shop and do business along 224th Street, or not. At the moment, I choose not to.

As a resident of this community for 43 years, I no longer feel comfortable going to my bank and favourite bakery.

In the past few months I have been hit up for change and cigarettes and have to step around or over sidewalk sitters.

I’m especially uncomfortable leaving the bank.

And where I have always dropped off all my letters, the mail box has been removed, because of constant vandalism. Are there any mail boxes left on 224th Street?

This should tell you some-

thing.

Also, the sidewalks are no longer walkable. I have nearly been hit three times by adults riding bikes on the sidewalks, pulling carts, going too fast, and breaking the law by not wearing helmets.

I find it almost amusing that the police state that they cannot confiscate bikes unless they are suspected of being stolen. Yet if a car driver breaks the law,

their car can be impounded.

If we have laws, such as loitering, panhandling, helmet wearing, enforce them or get rid of them.

Otherwise we are teaching our children that there is no consequence for breaking the law.

Council, please take care of the small things and the bigger ones will be eliminated.

Not eating GMO foods will hurt your pocket book Editor, The News: It is unfortunate the science programs at schools do not have enough time to teach more about the many, many new scientific improvements in this world of high technology.

Information about GMO foods is an example of the public’s lack of understanding of science.

Two recent writers have quoted misinformation that GMO foods are somehow different than other food and

can be a danger to people.

This is totally incorrect and this incorrect information is too commonly sold to the public by extremists seeking attention and profit.

Pushing fear is very profitable. For instance the Fox network pushes economic and political fears to those with limited economic understanding and profits greatly.

My best friend owned a health food store and his belief in non-scientific cures

cost him his life.

Much of the food we eat is GMO, and it is no more dangerous than foods modified by cross pollination or natural evolution.

Not eating GMO foods (if that were possible) will only hurt your pocket book.

Some countries have, for political reasons, banned GMO foods to support farmers who are unable or unwilling to upgrade farming practices. This is one reason for Europe’s economic problems

– refusing to make technological improvements.

If it were possible to ban the production of all GMO foods, we would have mass starvation as food costs would dramatically increase in price.

I would suggest that if you have a bad impression of GMO foods that you read scientific information and not politically motivated information.

A 15-year-old hiker had to spend the night on the Golden Ears trail before being airlifted to safety after badly spraining her ankle on the weekend.

Ridge Meadows Search and Rescue received a call for an injured hiker at 6:30 p.m. Sunday evening on the trail to the Golden Ears summit in Golden Ears Provincial Park.

Volunteer rescue crews found the hiker six kilometres from the trail head.

“We were able to ascertain she

was somewhere above the Alder Flats area,” said Rick Laing, team manager for Ridge Meadows Search and Rescue.

An air ambulance helicopter was called in, however, with daylight waning, the decision was made to wait until morning to fly out the injured hiker.

“Given her injuries, we felt it best to keep her there overnight and fly her out first thing in the morning,” said Laing.

He estimated it would have taken the injured hiker close to four hours to make it down the trail in her condition.

who had brought camping gear along for the hike.

“They had intended on camping, so they were prepared to spend the night,” Laing said.

He added that all hikers attempting to reach the Golden Ears summit should be prepared with camping gear, in case they have to spend the night on the trail unexpectedly.

The rescue was Ridge Meadows Search and Rescue’s only call over the long weekend, typically a busy time for volunteers.

“It’s been really quiet for us,” said Laing. “Everybody has been playing safe.”

Packaging, paper next on recycling list Consumers though shouldn’t notice It began decades ago with the recycling of old newspapers. Next spring, the circle will be almost complete, when packaging and printed paper is required by B.C. to be recycled – everything from wrapping on bars of soap, to wrappers on bars of chocolate to the chesterfield you’re about to bring home.

You won’t notice much in your own blue box and recycling bags however, nor at the till when you’re buying your groceries or goodies.

What could change is the money flow behind the production, collection and recycling of the mega tonnes of stuff that’s bought and tossed away daily.

What still has to bet worked out is “just who’s paying for it,” said Kim Day, executive-director at Ridge Meadows Recycling Society.

Multi Material B.C. is the umbrella agency involving retailers and manufacturers, charged with preparing a recycling plan for packag-

ing and printed paper (office paper, newsprint, telephone books, etc.) and presenting it to the Ministry of Environment by Nov. 19. Implementation comes six months later.

The brainstorming is still going on but consumers and businesses might not even notice the difference once a new system is in place.

Allen Langdon with Multi-Material, said a company’s recycling charge will be based on the amount of packaging used on its products and the type of material, whether it’s plastic or cardboard or paper.

Calculated on a perunit basis would work out to a negligible charge for each item sold, said Langdon, meaning it wouldn’t be worthwhile to pass on to consumers.

“It’s unlikely because the cost would be less than a cent a unit.”

Each company will have to decide how to recoup costs but they won’t appear in the form of a surcharge or levy on consumer items.

“Nothing the consumer will ever see. We’re not going to see visible

surcharges.”

Langdon though said Multi-Material B.C. wants to have a say in the collection of recyclables to see if there is a more efficient way, noting recycling operations now are set up along municipal boundaries.

“There’s no chance to optimize the systems because each municipality runs its own system.”

He notes the Capital Regional District in Victoria manages all of the recycling for the area.

“The goal is to try to make this as seamless as possible.”

Currently, four industry associations and four companies make up Multi-Material but membership could grow into the thousands once the system’s in place.

Day pointed out a similar system’s already in place in Ontario and Manitoba, but B.C. is the only province where manufacturers have to pay all of the cost of recycling the products.

“We’re one of the leaders in putting it forward with 100 per cent paid by manufacturers.”

Just what local recy-

clers’ role, such as the Ridge Meadows Recycling Society will be, is difficult to predict.

“It’s hard to say,” said Day. “It’s a whole range of, “we might not be involved in it anymore to nothing will change.”

One scenario could see Multi Material B.C. pay Ridge Meadows Recycling for its recyclables. That could reduce the amount of funding from the municipality.

Currently about half of depot’s revenue comes from selling commodities (such as plastic) and from recyclables collected under extended producer responsibility programs.

Day said the goal of the government is to dissuade manufacturers from using non-recyclable packaging and to reduce their packaging.

For instance, Tetra-type drink or soup containers are difficult to recycle, which could persuade manufacturers to use simpler packaging.

Packaging could change, soon, if manufacturers are hit in the pocket book.

“They won’t be packaging the same way. It’s wasteful packaging.”

Former HA associate loses appeal Ryan Holden was initially sentenced to 10 years for manslaughter

A former associate of the Maple Ridge Hell Angels has lost his appeal to have his sentence reduced after being convicted of manslaughter in the shooting of a rival drug dealer, also believed to be working for the Hells Angels.

Ryan Randolph Holden, 31, shot and killed Kelly Roney, 60, in Dawson Creek in 2007, believing Roney to be responsible for a previous attempt on his life.

Holden was convicted of manslaughter and given a 10-year sentence, but had that reduced to two years after being given eight years credit for his time spent in pre-trail custody.

However, his defense team argued in the appeal that Holden should have received a sentence of eight years, resulting in time served, due to the violence he suffered in pre-trail custody, and his resulting mental illness.

According to B.C. Court of Appeal documents, Holden, a col-

lege graduate who once worked in the natural gas industry, turned to drug dealing, and at one time worked for the Maple Ridge chapter of the Hell Angels biker gang and made $40,000 per month selling cocaine in Northern B.C. However, that arrangement was eventually foiled by rival drug dealer Roney, Holden believed. In 2004, an associate of Roney drove his car into Holden’s house, and Holden’s car was later set on fire in his driveway.

In June 2007, Holden spotted Roney’s truck outside a pub in Dawson Creek. Holden then retrieved his father’s rifle, and laid in wait for Roney.

When Roney exited the pub, Holden shot him once through the heart.

Holden disposed of the rifle, took funds from his bank and fled B.C. He was eventually arrested in Sault Ste. Marie, Ont. At the trial, Holden claimed he was aiming for Roney’s leg, and was convicted of manslaughter, despite being charged with first degree murder.

“It was clear from the evidence led at trial, Mr. Holden’s address to the jury ... and the judge’s findings, that Mr. Holden has no re-

morse or regret for what he did,” said Madam Justice Elizabeth Bennett in her decision to the appeal. “In his view, Mr. Roney deserved what he got.”

After his arrest, Holden was detained in pretrial custody for four years, where he was severely beaten by other prisoners, and possibly suffered brain damage, according to the appeal ruling. He was eventually diagnosed with a delusional disorder.

Holden’s defense team argued, “the sentencing judge failed to give adequate weight to rehabilitation and mitigating factors, including the pre-trial custody, his mental illness, education, employment history and supportive family.”

Specifically, Holden should have been given enhanced credit for the time he spent in pre-trial custody, beyond the standard two-to-one.

However, in her deci-

sion, Bennett stated that enhanced credit is rare, and at the discretion of the sentencing judge.

“In my view, the judge committed no error in principle when he concluded that enhanced credit was not appropriate in this case.”

Restoration work Katzie Slough is an urban stream that’s struggling. The Alouette River Management Society and the Katzie First Nation want to improve its health and have launched a five-year restoration program, funded by the Pacific Salmon Foundation.

Nicole Driedger (above) of the Alouette River Management Society sampled water in Katzie Slough, near Golden Ear Bridge, on Friday. Drieger, with help from Anthony Florence, Ashley Adams and others, also put five traps into Katzie Slough and Blind Channel along Airport Way. The traps caught small numbers of stickleback and some unknown fish, one tadpole, but no salmon.

They found, stickleback, and unknown fish, pumpkin seeds.

The water quality in the channel wasn’t poor, but the slough was turbid.

One concern is that the paved pathway that runs parallel to the slough is cutting off ground water flow into the stream, choking it of its water supply.

‘No more falling behind’: BCGEU boss One-day strike hits government

A one-day strike today sees 27,000 unionized government workers walk off the job in a bid to apply more pressure in negotiations with the province.

Courts, jails, ICBC offices and government liquor stores are among more than 1,700 affected worksites, although essential services will be maintained.

The job action was ordered by leaders of the B.C. Government and Service Employees Union (BCGEU), the Professional Employees Association and the Canadian Office and Professional Employees Union.

“We do not take this action lightly,” said BCGEU president Darryl Walker. “There will be no more falling behind for government workers.”

The BCGEU is seeking a 3.5 per cent pay hike this year and a cost of living increase in 2013, following the

expiry of its last contract on March 31.

The province had offered two per cent in the first year and 1.5 per cent in the second – a package Victoria has since taken off the table.

The union contends its members lost ground against inflation over the past two years due to the previous contract signed in 2010 under a net-zero mandate as B.C. was struggling to recover from recession.

“We took two zeros in 2010 and 2011 that really look at a wage cut

of around five per cent when you look at the cost of living,” Walker said.

The government has countered it made a fair and reasonable offer given that B.C. remains under fiscal pressure due to the lacklustre global economy.

Smaller single-day strikes have been staged at more selective public sector targets earlier this summer.

The BCGEU has also proposed fiscal reforms such as Sunday liquor store openings and the use of sheriffs for traffic enforcement.

Public Input Session Maple Ridge Transportation Plan Update The District of Maple Ridge is currently in the process of updating the Transportation Plan. The District’s existing Long-Range Transportation Plan was developed in 2003. Since the existing Transportation Plan was adopted, there have been a number of changes to land use patterns and the transportation network within Maple Ridge and the surrounding area, including the Golden Ears Bridge and new Pitt River Bridge.

Updating the Transportation Plan will guide decision-making for transportation over the next 25 years and beyond, and will recommend improvements for all modes of transportation, including walking, cycling, public transit, and vehicles.

This process is important to ensure that transportation investments work towards achieving the District’s strategic goals, make the best use of our tax dollars and help shift towards a more sustainable future.

We want your input! There will be several opportunities for input during the process of updating the Transportation Plan. “There was some welding being done … but it had nothing to do with the fire,” he said.

The fire started shortly after midnight Aug. 26 at the mill on 287th Street and Lougheed Highway in Ruskin, near the Mission border.

At the height of the blaze, flames stretched 30 me-

tres into the night sky and could be seen from Abbotsford.

The family-run mill had been in operation in Ruskin for almost 40 years.

It was built in 1974 by Wynn Walker, before a Maple Ridge bylaw requiring sprinklers.

According to the company website, Walker eventually merged three mills to

form the Waldun Group.

Waldun Forest Products is now one of the largest operations in the shake and shingle industry.

Waldun is considering leasing another mill to maintain production lost in the Ruskin fire and keep those employees working.

No decision has been made regarding whether to rebuild the mill.

Between September 1971 and December 1974, Don Waite operated a small camera store and portrait studio on 119th Avenue, on the north side of what is today the Haney Bingo Plex. One day a man entered his shop and asked Waite to photograph a sword. Waite believes he was told the had been found in Pitt Meadows. Ladies donate to therapeutic riding The Meadow Gardens Ladies Club has donated $11,200, raised at its annual charity golf tournament, to the North Fraser Therapeutic Riding Association.

“Therapeutic horseback riding enriches the lives of physically, emotionally and developmentally challenged children and adults,” said Judy Ennis, captain of the ladies club at Meadow Gardens Golf Club.

“Their quality of life is improved by the physical and emotional benefits of horseback riding.”

NFTRA is a non-profit, charitable organization that provides safe and professional therapeutic riding courses to children and adults

with disabilities who live anywhere in the Lower Mainland.

• The Ridge Meadows South Asian Cultural Society has donated $2,000 to the Family Education and Support Centre.

The two organizations, along with the Maple Ridge library, have partnered to provide Diwali celebrations for Maple Ridge and Pitt Meadows for the past three years and share a commitment and vision to promote multicultural activities and an appreciation for diversity.

Polite letter about MP pensions OK’d

Council has decided to send a polite letter to Pitt MeadowsMaple Ridge-Mission MP Randy Kamp and the prime minister to review pensions for Members of Parliament.

It did so Monday after receiving a letter from John Kelly on the topic. The letter pointed out that MPs only have to serve six years to collect a pension at age 50 and that taxpayers contribute $23 for every $1 that MPs contribute.

“I think it’s fair to ask the question,” said Coun. Cheryl Ashlie.

believably generous,” she added.

However, the process of raising MP contributions is already underway, Kamp said earlier.

Food security Maple Ridge is joining with Kwantlen Polytechnic University, along with other cities, farm and industry groups to develop a food security system.

The participation means Maple Ridge will be chipping in $4,000 a year for three years

for the project. The money will come from leftover funds from the agricultural committee.

Kwantlen wants to develop a regional food system for southwest B.C. Total cost for the project is $1.5 million. The Real Estate Foundation is kicking in $300,000, while universities are contributing $627,000.

Such a plan would maximize local agricultural advantages and is expected to reduce reliance on food imports and create commercial and employment opportunities.

Transit fare evaders will face higher fines down the road if they refuse to pay their tickets for being caught without proof of payment in a fare-paid zone.

On Friday, TransLink unveiled escalating fines that start at the same initial level of $173, but will now climb to $213 after six months and $273 if they’re unpaid after a year.

The province this year gave TransLink authority to collect fare evasion fines after Transportation Minister Blair Lekstrom vowed to fix a long-running enforcement gap that let scofflaws ignore their fines.

Now TransLink will have the power to send unpaid fines to a collection agency and ICBC will refuse to issue or renew a driver’s licence or vehicle insurance to customers who owe unpaid fines.

“It allows us to enforce fares a lot more stringently,” TransLink Chief Operating Officer Doug Kelsey said. “The people who pay should not be subsidizing the small group who don’t pay.”

Previously, fare evasion fine collection was the province’s responsibility, but the tickets were going into a black hole, with ICBC, for example, not doing anything to spur payment.

As a result, most people who were handed tickets never paid them and about $4 million in unpaid fines stacked up each year.

Transit Police last year issued 57,000 fare evasion tickets or nearly $10 million worth – more than in most previous years – and the force has continued to step up fare enforcement this year.

Until now, Transit Police were the only officers who could issue fare evasion tickets. But under the new rules, Coast Mountain Bus Co. transit security officers will also have that power, extending more fare enforcement to buses.

TransLink will also keep all money from fine revenue – previously it went to Victoria.

TransLink is also opening a new website (www. translink.ca/fareinfraction) for riders to pay fines, dispute tickets or appeal decisions.

Fare gates are also being installed that will next year bar entry to the open SkyTrain stations without proper payment.

Past audits have estimated four to six per cent of transit riders don’t pay their fares, resulting in a loss of $18 million compared to total fare revenue of $412 million.

The continued revival of Port Haney I n 1910, Port Haney was booming. R.L. Carter’s general store was the second store in the immediate vicinity with the other being Charlton’s store on the wharf.

Mrs. Charlton, whose house was upslope of the frontage street, was building a commercial building in her front yard, right on River Road, which was to be leased to the Bank of Montreal for its first location in Looking Back Val Patenaude Haney.

In today’s picture we also see another building in the background facing onto 224th Street – Ontario Street, at the time – that was a combined pool hall, barber shop and sometime movie theatre, where magic lantern slides were shown and later, moving pictures projected onto a sheet tacked to the wall.

Much of our detail about life in Port Haney in 1910 came to us from Howard Legatt, whose family moved into the upstairs of the pool hall building in 1908. Howard was a real gem with a terrific memory and he shared many stories with the community archives before he passed away.

The building with “Haney” written on it was the CPR station – the third in that location. What appears to be a power pole at the west end of the station is actually carrying telegraph wires. The Stave Falls power plant was not operating yet, so there was no electricity available.

The station gardens were beautiful and awardwinning. CP had competitions across the country for these gardens and Haney won more than once.

At the lower left of the picture you can see part of the word “Haney” spelled out in white rocks. It is not clear who was responsible for the garden. It was

likely the station manager and his family primarily, perhaps aided by other community members.

The main idea behind the gardens was to make communities attractive to people passing by on the train in the hopes that they would perhaps return as residents. It is also possible that CP wanted to keep its staff busy between trains.

Now, the station is gone and its replacement is somewhat to the west. About the only elements that remain are the bank building, which is now the Billy Miner Pub, and River Road itself.

Just a bit over 30 years ago, the Haney Bypass cut diagonally across the old Port Haney neighbourhood. Despite a hard-fought battle by the Maple Ridge Historical Society and other friends of Port Haney, the old townsite, which had been the commercial centre for Haney right up to the construction of the Lougheed Highway, was severed from the industrial part of the neighbourhood to the east.

In one fell swoop, the industrial lands were converted to residential and parkland on the east side, while the old commercial district was effectively orphaned on the other.

For a long time, this blow had defeated the old neighbourhood and it went into decline. But good causes are never lost forever and people missed the sense of community to be found in a functioning neighbourhood. A group called the Port Haney Change Initiative formed in 2010 and is working hard to revitalize the neighbourhood and build a new identity based on the old. Members will be holding their second annual Port Haney Day at Haney House Museum and Callaghan Park on Sunday, Sept. 9 from noon to 3 p.m. Please join us for history, food, and children’s activities and to meet the people who are driving the revival process.

Shared wheels concept stuck in first Car-share services slow to reach ‘burbs

While the City of Vancouver has bloomed as a mecca for car-sharing – three services rent out more than 700 vehicles to users who typically forgo owning their own car – the concept has been much slower to roll into Metro Vancouver’s more car-dependent suburbs.

Modo, Vancouver’s original car-share co-op, just added its third and fourth cars based in Surrey – both at the new Quattro housing project and they were both paid for by the developer.

The other two are at nearby Surrey SkyTrain stations and are Modo’s only four car-share vehicles offered south of the Fraser so far.

Another Modo minivan has recently been added at the River Market in New Westminster, its fifth shared vehicle in that city.

But the bulk of the coop’s 275 vehicles are in Vancouver proper, with a small smattering in North Vancouver and in Burnaby near SkyTrain stations.

Even the Canada Line hasn’t yet brought Modo into Richmond, although the co-op aims to be there soon.

Marketing director Bernice Paul said car-share vehicles first need to be authorized to use onstreet parking and a bylaw is expected to come to Richmond council this fall.

She said Modo will also look to Port Moody and Coquitlam once SkyTrain arrives with the Evergreen Line.

But she said most of Modo’s 9,000 members are in Vancouver and the co-op must provide cars where they’re wanted.

“We don’t have the luxury of pushing demand – buying and placing a car somewhere to try to build up membership,” Paul said.

While Modo and forprofit services Zipcar and Car2Go might seem a natural fit in neighbourhoods with less frequent bus service, observers say the opposite is true.

Good transit and dense, walkable neighbourhoods are essential because those are areas where more residents are apt to give up their own wheels and opt to rent for just occasional trips.

Users save the cost of owning, maintaining and insuring a vehicle they might rarely use and in-

stead typically pay about $13 an hour, with gas and parking costs included.

They can rent the vehicle that suits their trip – car, minivan, SUV or truck – rather than being limited to the one they own.

Mike Soron, a Chinatown resident and executive director of the nonprofit Sustainable SFU, uses only car-sharing services to get around when he isn’t walking, biking or taking transit.

He and his partner have memberships in both Zipcar and Car2Go so they can walk up to either service’s unreserved car,

scan in and drive away.

“We have zero vehicles but we have all these vehicles to choose from.”

He sees plenty of potential for suburban growth, particularly in corridors where transit is slated to improve, and says cities can do more to help by relaxing parking requirements for developments that add car-share offerings.

Clark Williams-Derry, research director at the Seattle-based Sightline Institute, said the traditional car-share outlets are limited in their ability to expand rapidly.

But he’s a big proponent

of an emerging new option, called peer-to-peer car sharing.

Under that model, people rent our their own vehicles to people they connect with through a service like San Francisco-based Getaround, which handles the transaction and provides insurance for a 40 per cent commission.

“The suburbs are perfect for this kind of thing,” Williams-Derry said.

Getaround claims its owner members earn an average of $350 a month and the service saw huge growth this summer after launching in Portland.

The decision to build â&#x20AC;&#x201C; and toll â&#x20AC;&#x201C; the new Port Mann Bridge will stand as Kevin Falconâ&#x20AC;&#x2122;s most tangible legacy for Metro Vancouverites, observers say.

The $3.3-billion Port Mann/Highway 1 improvement project will open in December without the resigning finance minister in cabinet or seeking reelection.

Falcon spearheaded the project as transportation minister, saying it was critical to ease all-day congestion on the freeway and aid goods movement through the growing port.

But he also championed the controversial tolls, citing a slim majority of the public who backed them in consultations, as well as the need to pay for the project and keep the 10-lane bridge from quickly recongesting with induced traffic. â&#x20AC;&#x153;People were so desperate to get that bridge going I think there was a majority of people who would have signed on for anything South of the Fraser,â&#x20AC;? said the Canadian Taxpayersâ&#x20AC;&#x2122; Federationâ&#x20AC;&#x2122;s Jordan Bateman, who argues motorists pay too much in gas tax already and opposes Port Mann tolls. â&#x20AC;&#x153;I suspect they would have liked to have that decision back,â&#x20AC;? he said. â&#x20AC;&#x153;I think the tolling is going to come back to haunt them politically.â&#x20AC;?

Surrey residents are increasingly angry all three Fraser River crossings into their city may end up tolled if the Pattullo Bridge is also rebuilt with tolls.

And thereâ&#x20AC;&#x2122;s growing fear on both sides of the river â&#x20AC;&#x201C;Â based on the Golden Ears Bridge experience â&#x20AC;&#x201C;Â that congestion will worsen on other routes through Surrey, Burnaby and New Westminster as many drivers avoid paying tolls.

Bateman said the Liberals should have tolled the Seato-Sky Highway after its $600-million upgrade, with some protection for Squamish and Whistler residents.

Bateman also said Falconâ&#x20AC;&#x2122;s decision to scrap the elected TransLink board in 2008 and replace it with a governance model headed by unelected professional directors has failed to produce better results. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s probably another piece of his legacy heâ&#x20AC;&#x2122;d like to have back,â&#x20AC;? he said.

SFU City Program director Gordon Price, who has long criticized the Port Mann project as one that will fuel car use and suburban sprawl when much improved transit could have been built instead, nevertheless called it a â&#x20AC;&#x153;magnificentâ&#x20AC;? achievement. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s no question the bridge is spectacular, a generational icon,â&#x20AC;? he said. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;ll be able to bask in glory over the Port Mann, as much as I think it was a misallocation of resources.â&#x20AC;?

The Port Mann project was originally to be a twinned bridge, at a cost of $1.5 billion, but was redrawn as one 10-lane bridge on the advice of the P3 private partners and then the province had to step in and take over the financing amid the global financial crisis when the financiers pulled out. (The actual bridge and highway capital cost is $2.46 billion; $3.3 billion includes the operation, maintenance and financing costs over 45 years.)

The piecemeal tolling of local bridges has led area mayors to propose regional tolling or road pricing reforms and Price hopes the completion of Falconâ&#x20AC;&#x2122;s highway expansion mega-projects will let the region refocus on rapid transit expansion and how to pay for it.

Burnaby Mayor Derek Corrigan, a longtime Falcon foe, said unintended consequences of tolling are one symptom of what he called Falconâ&#x20AC;&#x2122;s penchant for â&#x20AC;&#x153;back-of-the-envelopeâ&#x20AC;? decision making, where he ordered costly initiatives without enough supporting evidence or a clear-eyed look at alternatives.

Another example, he said, was Falconâ&#x20AC;&#x2122;s directive, after a trip to London, that TransLink install faregates at a huge cost compared to the unpaid fares that might be captured. â&#x20AC;&#x153;Kevin Falconâ&#x20AC;&#x2122;s legacy is the idea that government is all about politics,â&#x20AC;? Corrigan said. â&#x20AC;&#x153;I disagree with that.

Government is all about planning, strategy and doing the right thing.â&#x20AC;?

Despite Falconâ&#x20AC;&#x2122;s departure from provincial politics to be closer to his young and growing family, nobody is betting against an eventual comeback.

Tillers’ Folly wins big at IMA awards Maple Ridge trio wins Independent Music Award for Top Song in the Social Cause Category staff reporter

Maple Ridge’s own Tillers’ Folly beat out hundreds of acts to take home the top prize at the 11th annual Independent Music Awards Vox Pop Poll in the coveted Top Song in the Social Cause category.

Tillers’ Folly joins more than 70 exceptional self-released and independent label artists, as well as former major label acts lifted from a nominated list of more than 340 acts to win the in the prestigious awards program, voted online by more than 60,000 music fans from around the globe.

The local acoustic roots band won for its song Death & Taxes, which finds members paired with guest vocalists Josh Shilling (Mountain Heart) and legendary singer John Cowan (New Grass Revival, Doobie

Brothers).

Bruce Coughlan, Tillers’ Folly’s songwriter and lead vocalist, says he knew Death & Taxes had the potential to be something very special. But it was not until the band and manager Brian Smith were discussing options for recording the song and Smith floated the idea of having Cowan and Shilling add their talents that the bands excitement level rose.

Cowan and Shilling were also excited to take part.

“Singing on Death & Taxes was a huge honor for me simply because I found out I’d be singing with one of my heroes, John Cowan,” says Shilling.

“Then, I heard the tune and was blown away by the songwriting and how original the band’s sound was.”

The honour the song has received is wellearned, given Coughlan’s skills as a songwriter, says Cowan.

“Bruce seems to be concerned with and committed to ‘the song’. In the same regard that Gordon Lightfoot, Lyle Lovett, Townes Van Zandt, Guy Clark, Rodney Crowell,

Jackson Browne, James Taylor, Joni Mitchell and folks like Darrell Scott are,” he says.

“He works at it with discipline, a sense of wonder, and trying to honor the very craft of it. I think his results speak for themselves.”

The other 11th IMA winners, along with Tiller’s Folly, are an eclectic mix of established artists and artists on the rise, covering a broad spectrum of today’s global independent music scene. The nominees, in more than 70 song, album, music video and design categories were culled from thousands of submissions from North America, South America, Asia, Africa, Australia and Europe.

“The Independent Music Awards celebrate musicians who follow their own muse and empower music fans who support these extraordinary recording artists,” says IMA Executive Director Martin Folkman. “The Vox Pop Award is one of the many ways The IMA’s motivates fans to discover and support incredible, independent talent.”

Maple Ridge’s Stein wins Paralympic silver Haney Neptunes coach sets personal best 50-metre freestyle Staff Reporter

Maple Ridge’s Nathan Stein swam his way to a silver medal at the London 2012 Paralympic Games on Friday, finishing the 50-metre freestyle final in 23.58 seconds.

Stein’s time was less than a half second behind Brazilian Andre Brasil, who set a world record with a time of 23.16 seconds. ‘’First Paralympics, can’t ask for more,’’ said Stein, 20. ‘’I tried to stick with Andre. He is an amazing swimmer. I went a lot faster than I thought I was going to go. The goal was to go 23.9 at the Games and to go 23.58, nothing but good news.’’

Stein competed in the S10 classification race, which applies to competitors who have minimal weakness affecting the legs, including restrictions in hip joint movement, swimmers with both feet deformed, swimmers with one leg amputated below the knee, or swimmers missing one hand.

At age 12, Stein was diagnosed with osteochondritis dissecans, a condition that has required 11 surgeries on his leg. He started swimming lessons at age nine and quickly became hooked on the racing aspect because

London 2012 is the first Paralympic Games for Stein, who only started swimming competitively less than three years ago, quickly showing he was on a path that would lead him to the podium.

Stein was a revelation this past spring at the Paralympic trials,

where he challenged Canadian star Benoit Huot in several events and took the gold in Canadian record time in the 50-metre freestyle. While he struggled at times last season, Stein put a solid cap on 2011 with a bronze medal performance in the 100-metre breaststroke at the Para Pan Pacific Championships.

Stein, 20, is a coach with the Haney Neptunes swim club in Maple Ridge, and swims with the Surrey Knights Swim Club.

Haney Neptunes members and their parents came out to help send Stein to London with a swim meet fundraiser in June that featured the adults swimming in a parents-only relay.

Maple Ridge’s Alex Rowley scored his first goal for the Simon Fraser University men’s soccer team as the Clan Rowley trounced the Thompson Rivers University Wolfpack 6-0 in their 2012 home opener at Terry Fox Field, Friday night.

The SFU freshman and Samuel Robertson Technical Secondary School graduate fired six shots in his first game with the NCAA Division 2 team, three of them on net. Rowley is a product of the Vancouver Whitecaps FC U-18 residency program, which is based at SFU, and competed for

the B.C. U-16 team.

However, the man of the match was Carlo Basso of Coquitlam, who came close to setting a school record with five goals, four of which came in a 27-minute span in the first half.

“It was a great start to the season after a pre-season where at times, we didn’t play our best,” said SFU head coach Alan Koch.

Knuttila gets BMS Scholar Athlete Award Maple Ridge’s Lyndon Knuttila has earned himself the Burnaby Mountain Selects Scholar Athlete Award, developed to help celebrate academic achievement and on-field excellence for each scholastic year.

Brent Hoskins, head coach of the Simon Fraser University men’s lacrosse program and ex-

ecutive director of the Burnaby Mountain Lacrosse Elite Development Program, made the announcement last week.

To be eligible for the award, student-athletes must have competed in the Fall 2011 and/or Summer 2012 BMS Elite Touring Program and achieved an academic average of 80 per cent or higher for the 2011-2012 school year.

In all, 85 student athletes from across B.C. and Washington State received the award this year.

Knuttila is a Grade 12 student at Thomas Haney Secondary and a member of the boys’ elite touring team, for which he plays attack.

Knuttila will receive an award certificate at the next Maple Leaf Awards Dinner on Saturday, January 26, 2013, an annual event that celebrates youth and collegiate field lacrosse in British Columbia.

Kamloops Blazers torch Victoria Royals in WHL action at Cam Neely Arena

The Kamloops Blazers’ JC Lipon notched a hat trick as the visiting Western Hockey League club downed the Victoria Royals 5-3 Friday night at the Cam Neely Arena in Maple Ridge.

The Royals may have been looking for revenge age last year’s season-ending sweep at the hands of the Blazers in the opening round of the Western Conference quarter-finals, but it was the Blazers who bested Victoria for the fifth time in as many meetings.

The Royals opened the scoring less than three minutes into the first period with a powerplay goal from Clay Spencer.

Lipon tallied his first goal of the night just three minutes later with a powerplay goal of his own to tie things up at one apiece.

The Blazers broke the game open in the second period thanks to a powerplay goal from Chase Souto and Lipon’s second marker of the night to take a 3-1 lead.

with the Royals back in town this Friday, Sept. 7, to take on the Kelowna Rockets.
