The West Highlands continues to grow as the newest of Kamloops communities offers homebuyers and builders the chance to own their dream homes.

This area of Aberdeen — being developed by the Aberdeen Highlands Development Corp. — has three phases of the development, with phase 1 selling out within months of opening its 34 lots.

Phase 2 consists of 28 sites for sale on Crosshill Drive, many of which feature tremendous views of the city and future parkland where duffers once teed off at Aberdeen Hills Golf Course.

Lots range in price from $150,000 to $185,000 — HST not included — and in size from 5,240 square feet to 10,645 square feet.

With a variety of lot sizes, residents can also build their customized home with one of Aberdeen Highlands’ builders or a builder of their own choosing.

“There’s lots of different options for people up here,”

said Chris Bebek, general manager of Aberdeen Highland Development Corporation.

“Whatever somebody can dream up, we can do, we can make it happen,” she said. “And, if they’re not sure how to make that dream come true, we can figure that one out for them, too.”

There are also established homes available, an option for those who want to become residents immediately.

In phase 2, there are eight homes under construction, with tremendous view lots still available.

Phase 3 is on its way and is located on Dunbar Drive.

It will feature 22 single-family lots within the next two months, allowing for more variety, according to Bebek.

She said some of the lots are authorized for legal suites, though their cost will lean toward the higher end. Lots with views include $15,000 to $30,000 worth of retaining-wall work in their prices.

“So, great value there,” said Bebek, noting the lots are in a great location, with close proximity to the new park and Pacific Way elementary.

Parts of the new park, including soccer fields, are already

being laid out.

Homeowners who want to downsize can still find that option in the Aberdeen Highlands.

Carradale Court is a 48-unit single-family strata that is still under construction and offers a variety of housing units from which to choose.

These are smaller, low-maintenance homes designed by Grant Bergman and built by D&T Developments.

Also selling right now is Stirling Heights, a 34-unit duplex built by A&T Project Developments with stunning views of the future Aberdeen park.

Another development in West Highlands is a 26-unit townhouse development now under construction. It will have a commercial day-care centre, with units expected to become available next summer.

“The day care is something that is quite an attraction to the neighbourhood, being that Pacific Way elementary school is just on the other side of the firehall site” said Bebek.

“There’s a lot of families that live in the neighbourhood, so the day care comes in quite handy.”

Kamloops area home sales jump in July Sahali was stellar in July when it came to selling homes in Kamloops.

The neighbourhood led the way in sales, registering 32 in July.

Brocklehurst was next, with 24 sales, followed by Aberdeen (18), North Kamloops (14) and Batchelor Heights (12) and

South Kamloops (12).

All data is from the Kamloops and District Real Estate Association.

In total, the 28 subareas monitored by the Kamloops and District Real Estate Association recorded 188 sales in July, compared to 153 in June.

According to the

Kamloops and District Real Estate Association, the median sale price was $360,000 (not including mobile homes and condos).

Of the 188 sales in July, 30 were transactions between $290,000 and $319,999, a price range that boasted the most deals.

The federal government’s new mortgage measures took effect in July — and a survey

by BMO Bank of Montreal reveals many Canadians are unfamiliar with the new mortgage rules.

The rule changes for government-insured mortgages include reducing the maximum amortization to 25 years from 30 years and lowering the amount of equity that can be borrowed against a home to 80 per cent from 85 per cent of the property’s value.

The poll, conducted by Pollara, revealed: • Nearly half (49 per cent) of Canadians are unfamiliar with the new measures put in place by Finance Minister Jim Flaherty; • The majority of Canadians do not know the maximum amortization period for government-insured mortgages in Canada, with only 45 per cent correctly identifying it as 25 years • One-quarter (26 per cent) of Canadians believe the maximum amortization period for government-insured mortgages is 30 years or more.

The results contrast with the fact twothirds of respondents (66 per cent) indicated they are familiar with the current mortgage rules in Canada.

Laura Parsons, a mortgage expert with BMO Bank of Montreal, noted it is important that Canadians remain up-to-date on rules and regulations that can have a direct impact on their financial plans, goals and overall stability.

“For two years now, we’ve been talking to our customers about the financial implications of carrying debt over the long term and how opting for a maximum 25-year amortization can help them manage and meet their long term goals,” said Parsons.

“The recent changes are prudent, measured, responsible and timely, and will have an effect on how Canadians purchase property, so it’s more important now than ever to seek clarity on the current guidelines in place.”

BMO Economics noted the new measures will help ease the overall burden of household debt in Canada and will have a significant impact on moderating the Canadian real estate market.

“By our estimate, to neutralize the impact on mortgage payments of the amortizationrule change, average home prices would need to fall about three per cent,” said Sal Guatieri, senior economist with BMO Capital Markets.

“By helping to cool the market now, the rule changes should increase the odds of a soft, rather than hard, landing.”

The poll also revealed how the new guidelines will affect buying intentions and

behaviour and found: • 14 per cent of prospective homebuyers say the latest changes make it less likely they will buy a new home in the next five years; • 41 per cent of those still planning to buy in the next five years say these changes make it more likely they will spend less on a home than they would have otherwise; • Nearly half (45 per cent) say it makes it more likely they will take out a smaller mortgage Parsons noted the news rules appear to be having the desired effect if, as the numbers imply, Canadians borrow less and buy less-expensive homes as a result of the changes.

BMO Bank of Montreal is encouraging Canadians to ensure they understand the financial implications of the new mortgage rules, including the benefits of choosing a 25-year amortization: What has changed?

Amid rising concerns regarding household debt in Canada, the fedreal government announced it is reducing the maximum amortization for government-insured mortgages to 25 years from 30 years.

What does a shorter amortization mean?

The amortization period is the length of time it will take to pay off an entire mortgage. With a shorter amortization, you can save thousands of dollars in interest costs and become debt-free faster.

How does a shorter amortization help improve the household balance sheet for Canadian homeowners?

The shorter the life of the mortgage, the less you pay in interest. A maximum 25-year amortization can save thousands of dollars in interest costs over the life of your mortgage.

A shorter amortization period allows homeowners to begin building home equity sooner. This equity can then be used to finance other important life events, such as post-secondary education for your children, a family vacation property or renovation and expansion of your current home.

A maximum 25-year amortization also means you can have a mortgage-burning party sooner — allowing you to get a headstart on other financial goals, such as saving for retirement.

The survey was conducted online between June 29 and July 4, with a random sample of 1,000 Canadians 18 years of age and older. A probability sample of this size would yield results accurate to +/- 3.1 per cent, 19 times out of 20.

Buying a new home? Check out the builder

F YOU’RE considering buying a new home, you’ve likely already spent time researching its floor plan, materials and financing options.

But, how thoroughly have you checked out the builder?

This could be the most important of your research tasks, as the quality and performance of your new home will directly affect your comfort, safety and financial investment.

Most B.C. homebuilders are reputable professionals who provide a quality product, and the Homeowner Protection Office can help you ensure your builder is among that group.

A branch of BC Housing, the HPO offers a range of information and resources to those buying a new or resale home, including the free 38-page Buying a Home in British Columbia: A Consumer Protection Guide, available online at hpo.bc.ca.

Tips for checking out your builder include: • Check the Public Registry of Licensed Residential Builders at the HPO website (“builders” section) to ensure the builder is licensed.

• Check the New Homes Registry at the HPO website (“homebuyers” section) to see if the home is covered by home-warranty insurance and was built by a licensed residential builder.

• Visit the company’s website or do an Internet search to learn more about the builder. Find out how long the builder has been in business and how many homes the builder has constructed that are similar to the type you are considering.

• Request a list of homes or projects completed by the builder in the last few years and get references from homeowners living

in homes constructed by the builder. Find out if the owners made any claims for construction defects.

• Ask the builder and former clients about the builder’s after-sales service program. Attention to details, good after-sales service and quality construction comes at a price, so it is not wise to select a home based on its price and features alone.

• Find out if the builder is a member of an industry

organization, such as the Canadian Home Builders’ Association, Urban Development Institute, Independent Contractors’ Association of B.C. or B.C. Construction Association.

Membership in these organizations may indicate a commitment to professionalism and industry involvement and experience.

• Contact the Better Business Bureau to find out if any complaints have

been registered against the builder in the past three years and whether or not the complaints were resolved.

• Visit the “enforcement actions” page of the “compliance ” section of the HPO website to see if your builder appears on the list of builders who have been the subject of convictions, compliance orders or monetary penalties under the Homeowner Protection Act. • Do a court search to find out if any legal action has been brought against the company, and discuss any concerns with the builder.

• The guide also refers home buyers to the Canadian Home Builders’ Association’s website (chba.ca) and the Canada Mortgage and Housing Corporation website (cmhc. ca, About Your House publication) for more information on selecting a homebuilder.
