The numbers are in. With a “strong” police presence throughout the Shambhala Music Festival the province’s finest were able to uncover a little bit more caseload for the court systems. During Aug. 6-14 RCMP orchestrated numerous traffic road checks, as well as enforcement and patrols conducted within Salmo and on the surrounding roadways within the Kootenay Boundary Regional Detachment area (Highway 3, Highway 3A and Highway 6). “In an effort to keep area roadways safe, police maintained a strong presence on the highways prior to, during and immediately following Shambhala,” said RCMP staff Sgt. Dan Seibel in a press release. Shambhala is the largest event in the West Kootenay—held annually on a 200-acre private property site off of Highway 3 near Salmo—and attracts over 10,000 people for its four days. The festival was

After attending the Kidney Walk for the last two years, Karen Fontaine will be able to participate in the walking portion for the first time. Over the course of the last two years that Fontaine participated, she was recovering from health problems ranging from kidney and pancreas failure to Riddle Diabetes to creating a Fistula and even Ielets. As a result, she could

only fundraise money for the cause. On Sunday, August 26, the Trail Kidney Walk will take place in Gyro Park between 8 a.m. and 12 p.m. The scope of problems that she suffered drained her so much that she doesn’t actually remember a lot of the last ten years. “I spent more time in the hospital than at home,” she said. “But the pancreas transplant changed my life.”

Fontaine received a call less than one year after her kidneys failed indicating that she could come into the hospital for the pancreas, but that the staff didn’t know if the organ donor’s kidneys could be used. “When I woke up, I was told that I got both,” she said excitedly. “But I never had kidney disease very long. Some people have it for several years before they get a transplant.”

Carley Henniger is crowned one of the three B.C. Ambassadors during the ambassador program’s final show in Merritt on Saturday.

For the first time in the history of the Silver City one of its own will be representing the province in the B.C Ambassador program. Carley Henniger, the Trail Princess from 2009, was dubbed royalty at the 2012 version of the show at the Merritt Civic Centre on Saturday. After a week-long competition the B.C. Ambassador program (BCAP) crowned three girls to represent the province, including Castlegar’s Mariah Morris and Kamloops’ Acacia Schmietenknop along with Henniger. “It was really stressful,” the 20-year-old Henniger said in Gyro Park on Monday. “All of the girls were really talented, and I was so surprised that I won.” But the win didn’t come easily. Henniger said the week was one of the hardest in her life, and it began on Aug. 17 with a speaking competition and talent

showcase. That was followed by a three-hour knowledge test about the government, major exports and sports teams, national parks as well as the geography of the province. On Aug. 18, all 14 candidates participated in personal interviews with the judges, modeled their gowns and participated in an impromptu questionnaire.

Roger and Donna Prior had to remove a tree from their yard but not before they rescued the baby robins. They cut the branch and put the nest on a ladder and progressively moved the ladder away from where we were working. Not certain if the parent birds would abandon them or not, we started to feed them a concoction of liquified dog food. The parents found them and have taken over the feeding. The little ones are doing fine and should be testing wings soon. “We still go out in the hot afternoons and give them each a few drops of water from a dropper - so gone is the myth of parent birds (well, robins anyway) abandoning their young if people get too close, said Donna.

Two-level over notrump competition When opponent’s compete over partner’s one notrump, we have already seen that a cuebid of the bid or implied suit is Stayman. Furthermore, any two-level bid is to play, any direct threelevel bid is forcing to game showing a five-card suit and a double is for penalty. The bidding: North, with a balanced 17 points opens one notrump. East and West are using transfers over opponent’s notrump to get the notrump opener on opening lead. This is often worth a trick. East, with a good heart suit, transfers using two diamonds. South, with less than 10 points and at least a good five-card suit bids at the twolevel to play. The opponents compete to three hearts. West should have three hearts, but he is not vulnerable. South repeats his spades. South has a good suit, five points, a doubleton and a

singleton. He is right to compete to the three-level. The one notrump opener takes two spades and three spades as to play and passes. Since South has six spades, his bid over two diamonds could have been four hearts, a Texas transfer to four spades. However, the vulnerability and his holding the boss suit, spades, made him careful. The contract: Three spades by South. The opening lead: The

king of hearts The play: Declarer takes his heart ace and ruffs a heart to take the spade finesse which loses. East returns a heart and South ruffs. West, fortunately, has no more trump. South draws trump and leads a diamond to the dummy. West ducks and the king wins. Declarer ruffs the last heart

and plays another diamond towards dummy. West takes his ace. West exits the jack of clubs. North knows West would not lead jack from King, jack and ten and plays the ace dropping the king. Declarer discards a club and concedes a club. Declarer loses a spade, a diamond and a club. Without competition, if North had one more spade and a doubleton somewhere, he would have superaccepted and South would have gone to game. North could have gone to game here but his four triple three hand stopped him from doing so. The result: Three spades by South plus one for +170 Note: Do you have a question or a hand of note that occurred at your bridge table? LOCAL Top spot reached in all categories for Henniger FROM PAGE 1 “I was really worried for the three-hour knowledge test because I don’t usually test well,” said Henniger. “But my grade was actually in the top five.” In fact, Henniger placed in the top five for every category except for the talent show. “But that’s okay,” she said, while praising her competitors. “All of the girls worked so hard and I’m so glad I got to know all of them.” The aim of the BCAP is to nurture provincial leaders of the future, promote and assist with the expenses of post-secondary education and to forge links of understanding and friendship throughout B.C. communities. Henniger is halfway through a double-major degree in political science and international studies at University of Northern B.C. (UNBC), which tied perfectly into the mandate of the program. Her efforts have not been ignored: Henniger will receive a scholarship at the end of the year. “That’s why I want my reign and my title to represent all of the candidates and the past ambassadors. I want it to represent their commitment and all of their hard work as well. They’re my motivation for this year.” Henniger plans to return to the UNBC this fall, continue volunteer work in both Greater Trail and Prince George and she plans to attend more than 20 pageants to raise awareness about the BCAP over the next year, starting on Friday. “Prince George doesn’t have a program yet,” she said. “So I’d like to raise awareness about it up north and I’m going to help coach some of the girls in Trail while I’m back.” Henniger was pleased about the support she received from the community and expected to see the program flourish in the area. The BCAP is an annual event open to anyone between the ages of 17 and 23 who have previously held an ambassador title within the province. For more information about BCAP visit http:// www.bcambassador.com/2012-bc-candidates.

Have a say on B.C.’s changing federal electoral map TIMES STAFF The Federal Electoral Boundaries Commission for British Columbia will hold public hearings so residents can share their views on the new federal electoral map it recently proposed. The commission’s proposal focuses on the creation of six new electoral districts as a result of the increase in the province’s population. Everyone is invited to attend the public hearings. Those wishing to make a representation must send the commission written notice no later than August 30, 2012. The commission is also accepting written comments until Oct. 18. To read the proposal, get the hearing dates and locations or send a notice of representation, visit www.federal redistribution.ca/ or call 1-855-7477236 (toll-free).

Kidney Walk Sunday raises awareness FROM PAGE 1 As a result, she spends a little more time at home. During kidney dialysis, she spent three days a week in the hospital for four hours each day so that her blood could be removed and cleaned. “By the time you start feeling better, you’re ready to start your next treatment,” she explained. People living with kidney disease often have to spend as much as 15 hours each week on dialysis. It is difficult for people with kidney disease and their families. The 2.5 and 5 kilometre walks in Greater Trail are geared to raise awareness about the dehabilitating disease. Show your support by joining the Trail Kidney Walk at 10 a.m., after an 8 a.m. pancake breakfast and 9 a.m. registration. For more information, visit www. trailkidneywalk.ca.

WALKING ROUTES FOR THE TRAIL KIDNEY WALK 2012 Route 1: From Gyro Concession along riverside sidewalk to Bingay Bay Park Sunningdale and return same way. This is not a competitive walk. It is more symbolic -- it’s about getting together for a common cause re: kidney disease & organ donation awareness. Participants can walk only a block if they wish, or run the whole route, it is up to the individual participant. They can use their walkers, wheelchairs, bring their dogs, etc ... it is for fellowship and fun! Route 2: From Gyro Concession to Bingay Bay Park - Sunningdale - then along Hazelwood Drive and loop around Marianna Crescent, down Hillside Drive and back to Bingay Bay and the Gyro Concession Stand.

Government unions bring rotating strikes to Nelson BY MEGAN COLE Nelson Star

Picket lines were up in Nelson on Monday as job action by the BC Government Employees Union and the Professional Employees Association’s Government Licensed Professionals reached the West Kootenay. Both unions have been in negotiations with the provincial government since

January. “We’ve been doing rotating strikes so this is our first action up in the Kootenays,” said Doug Kinna with BCGEU. “We are on strike for a fair and reasonable contract. The government has no wage offer on the table and they said if we went on strike they would pull it. Their second wage offer after our strike vote was worse than the one and a half

per cent each year that they give to us originally. It’s just going in a downwards spiral.” Kinna said the union offered a potential solution that would allow for wage increases but it was rejected. The Professional Employees Association announced one-day strike action on Thursday at five locations Burns Lake, Cranbrook, Nelson and Dawson Creek.

PROVINCIAL Illegal fishing guides need to be reeled in: angling assoc.

A LOOK AROUND THE PROVINCE

Health protest A group of doctors and other health care professionals are picketing a private surgery centre in Vancouver over billing practices. The group says 30 days has passed since the Medical Services Commission ordered the Cambie Surgery Centre to stop billing people for services already covered by the public health system. The centre’s co-founder Doctor Brian Day refuses to stop the extra billing practice, saying he’s giving patients a choice to receive timely health care. Day says the business takes pressure off the public system, which is overburdened with long wait lists. (The Canadian Press)

Salmon Arm crash All five members of a Calgary family are making good progress as they recover from a serious crash near Salmon Arm. They were critically injured late Saturday afternoon when their vehicle veered off Highway One, near Blind Bay, about 30 kilometres north of Salmon Arm. RCMP blame driver fatigue for the crash and say seatbelt misuse contributed to the severity of the injuries. The family — which was travelling from Calgary to Vancouver — hasn’t been named, but police say they include a mother, father and three children aged eight, 14 and 16. (The Canadian Press)

NHL labour Calgary Flames captain Jarome Iginla and Shea Weber of the Nashville Predators are just two of the nearly 40 players meeting behind closed doors in Kelowna during two days of labour talks with the NHL. NHL Players Association Executive Director Donald Fehr is expected to update them on negotiations. Fehr says it makes sense to fly into the Okanagan for two days of meetings considering a large number of players make Kelowna their off-season home. Both sides are trying to reach a new collective bargaining agreement and avoid a lockout.

VANCOUVER - A different kind of fishing tale is being told all over British Columbia, and the biggest lies don’t involve the size of a rainbow trout. Illegal fishing guides are operating in the province with great frequency and conservation officers and legal guides alike say often the offenders come from the U.S. and Europe. “There’s a whole bunch of it,” said Jezz Crosby of the Pioneer Fishing Lodge, who is also the chairman of the Skeena Angling Guides Association. “We get Europeans coming over here . . . guiding and saying they’re not a guide, but if they look like a guide and smell like a guide - they’re a guide.” Conservation Officer Gareth Scrivner said he gets about 20 reports of suspected or illegal guiding each year in his jurisdiction on the North Coast around Terrace, and those are just the reported cases. Guides who know the rivers where they operate not only need to buy a license, they also undergo an examination and vetting before becoming official. Certain rivers have rod days - specific days in which a guide can take customers on a stretch of river - that could cost thousands for rights plus royalties to the B.C. government. The guides get their license to operate inland, such as in rivers and lakes, from the province, while ocean or salmon fish-

Scrivner said the popularity and high cost of fishing in the region supplies a healthy customer base for rogue guides who undercut fees charged by legal guides. “It’s a global destination for steelhead fishing, it’s pretty much one of the places to come if you’re a big fly fisherman or steelhead fisherman,” said Scrivner.

“But with that comes a lot of people who really would like to fish this resource, but perhaps don’t have enough money to do it all legally.” He said a lot of clients are people who used a legal guide on their first trip to B.C. and crossed paths with someone doing it illegally. On their return trip, they take the cheaper option. Crosby said he’s heard people from outside of Canada round up clients from their own countries and fly over with them. If anyone asks questions, they’re told the group is friends or family on a fishing trip. The cheating angers legal guides who pay more than $10,000 per year each for their licenses, mandatory liability insurance and operational costs, Crosby said. In April, a man caught guiding illegally on the Copper River, near Smithers, pleaded guilty for guiding illegally and was fined $1,000 and ordered to make a $9,000 donation to a local conservation fund. Earlier this month near Fernie, a man from Utah was caught and charged for guiding without a license. Authorities accuse him of guiding 12 clients in the area. Joe Caravetta, an East Kootenay conservation officer, also said detecting the unlicensed guides is an issue of concern in his region. “We suspect it’s happening but it’s difficult to ascertain and get a handle on completely,” said Caravetta.

Plan needed to protect drug supply, prevent shortages: editorial BY SHERYL UBELACKER THE CANADIAN PRESS

TORONTO - Ottawa needs to take the lead in formulating a national plan to manage Canada’s prescription drug supply and deal with ongoing unpredictable medication shortages, argues an editorial jointly published Monday in two medical journals. The editorial in the Canadian Medical Association Journal (CMAJ) and the Canadian Pharmacists Journal (CPJ) says the federal government needs to take action to ensure patients across the country get the medications they need. “It is ridiculous and intolerable that a wealthy, developed nation like Canada cannot reliably provide medicines to its people,â€? write CMAJ deputy editor Dr. Matthew Stanbrook and Rosemary Killeen, the CPJ’s editor-in-chief. As with most countries worldwide, Canada has been experiencing shortages of many critical medications, among them chemotherapy drugs, antibiotics, anesthetics and pain killers. The drug shortage was compounded early this year when Sandoz Canada, which provides 80 per cent of generic injectable medications used by hospitals, cut production at its Boucherville, Que., plant to upgrade the facility due to qualitycontrol issues. A subsequent fire at the plant further eroded its ability to supply its full range of products. “What’s changed about this issue is the scope and extent of shortages,â€? Stanbrook, a respirologist at Toronto’s University Health Network, said in an interview Monday. “We’ve always had occasional shortages in the past. But in the past two years there’s been nothing like the number of drugs affected at any one time, and the fact that they’re continuing to occur,â€? he said. “These trends are going to continue and that’s the reason why we need to start taking it more seriously.â€? In their editorial, Stanbrook and Killeen argue that Ottawa should make it mandatory for pharmaceutical companies to report impending drug shortages instead of relying on voluntary systems now in place. Stanbrook said that after U.S. President Barack Obama issued an executive order last fall requiring mandatory advance reporting of manufacturing stoppages that could lead to shortages, the number of drugs in short supply was cut in half. “That’s the kind of action that we’d like to see in Canada,â€? he said. Federal Health Minister Leona Aglukkaq was not available to comment Monday, but a spokesperson for her office said by email: “We are pleased with the progress on voluntary reporting and will continue to monitor the situation.â€? The authors of the editorial say other concrete steps could be taken to ensure doctors and pharmacists aren’t left scrambling for the appropriate drugs to treat patients, among them: • Expanding the federal pharmaceutical stockpile to include more drugs that are deemed essential to health care •Establishing contingency plans whereby provinces and territories could share supplies across the country and restock from alternate international suppliers quickly if a shortage occurs • Requiring that supply contracts for all essential drugs be made with a minimum of two suppliers Stanbrook said pharmaceutical companies could also be offered incentives to manufacture drugs in short supply, many of them generic versions that are less profitable than patented brandname products. Contracts could also include built-in penalties that would come into play if a manufacturer fails to meet its supply targets, he said. “The provinces and territories need someone to follow, to take the lead here and co-ordinate Canada’s response to this.â€?

Feds looking to collect on millions of unpaid fines vides a breakdown of the outstanding balances: • 2,009 people owed more than $10,000; • 1,049 people owed between $5,000 and $10,000; • 4,530 people owed between $1,000 and $5,000; • 3,702 people owed between $500 and $1,000; • 5,129 people owed between $250 and $500; • 5,894 people owed less than $250. The Atlantic provinces had the most outstanding accounts, with 6,618, followed by Alberta with 4,129 and Quebec with 3,132. Before 1996, the Criminal Code called for people to automatically be sent to jail for not paying fines, according to a spokesman for the Public Prosecution Service of Canada. But changes to the Code ended that practice. Up until 2002, the federal prosecution service ran a pilot pro-

BY STEVE RENNIE THE CANADIAN PRESS

OTTAWA - The federal government is looking to hire a collection agency to recoup millions of dollars in unpaid fines. A letter of interest posted on a government contracting website shows 22,313 people owed close to $129 million in unpaid fines as of March 31, 2011. “The (Public Prosecution Service of Canada) requires the services of firm or agency specialized in collection services, the document says. “Specific services of PPSC are required to collect outstanding federal fines owed to Canada, including Criminal Code fines, surcharges and court costs ordered with the federal fine at sentencing. This includes legal costs where applicable, using appropriate collection methods. The letter of interest pro-

ject to recover unpaid federal fines. The National Fine Recovery Program started in 2002 to collect money from people convicted of crimes under federal law. The program is administered by the Public Prosecution Service of Canada. There are small finerecovery teams in eight cities: Vancouver, Edmonton, Saskatoon, Winnipeg, Toronto, Ottawa, Montreal and Halifax. The program employs about 19 paralegals and clerks as well as part-time prosecutors, the document says. But funding for the program ends next March, the letter of interest says. The Public Prosecution Service of Canada did not immediately answer questions about the letter of interest. The federal government currently has several options to collect outstanding fines.

They include negotiating a payment schedule with the debtor, seizing assets or garnisheeing wages, setting off the debt against any incometax refunds and sales-tax credits, suspending or denying federal licences and permits, or - as a last resort - sending a debtor to jail. The Public Prosecution Service of Canada’s most recent annual report says federal debt collectors have recouped $56 million in unpaid fines since 2002. In 2010-11, the report says debt collectors recovered just $5 million - down 15 per cent from the previous year. Nearly all fines collected were in the $5,000 range, and the government closed 1,600 case files. Around 150 people were jailed between April 2010 and March 2011 for refusing to pay their fines, the annual report notes.

Case for replacement subs draws skepticism in Ottawa BY MURRAY BREWSTER THE CANADIAN PRESS

OTTAWA - Naval planners have started to lay the groundwork for the possible replacement of the country’s second-hand, glitchprone Victoria-class submarines, arguing such warships are a necessary part of Canada’s arsenal. Planners say the country will likely need bigger, quieter boats that can perform stealth missions, launch undersea robots and fire guided missiles at shore targets. A nine-page briefing note for the country’s top military command-

er last year sets out the justification for keeping a submarine capability, and comes at a time when the Harper government wants budget savings in both the near- and long-term. The report looks at what kinds of boats will be on the market between 2020 and 2050. Ottawa was awash in rumours last spring that the current submarine program was on the chopping block because of its enormous expense and repeated setbacks, including a fatal fire aboard one boat in 2004. “Submarines are the ultimate stealth plat-

form, able to operate in areas where sea and air control is not assured, and to gain access to areas denied to other forces, said a May 9, 2011, briefing for Chief of Defence Staff Walt Natynczyk. “A capable submarine force creates uncertainty; countering them is difficult, expensive and cannot be guaranteed. Investing in submarines is prudent because “in the event of global tensions these relatively cheap assets will counter projection of power and hinder freedom of movement and action.

According to defence experts, that was a veiled reference to Arctic sovereignty, which the Harper government has made key policy platform. Dan Middlemiss, who has written extensively on naval strategy, said the government clearly sent a message to the navy last year about the current, troubled fleet, warning: “Get these boats in the water - or else. That the program has been in jeopardy was subtly underscored by the navy’s top commander, Vice-Admiral

Paul Maddison, during an appearance before a Senate committee earlier this year. “Assuming that Canadians will continue to see a submarine capability as a critical capability for our Canadian Forces, he said, “I would envision initiating a next-generation submarine discussion within the next three or four years. Maddison said he didn’t envision replacing the four existing boats, purchased from the Royal Navy in 1998, until the late 2020s.

T

wo months ago, the United States Department of Agriculture forecast the biggest maize (corn) harvest in history: 376 million tonnes. After two months of record heat and drought in the US Midwest, it has dropped its forecast to 274 million tonnes. So by early July it was predicting that the price per bushel of maize would exceed $8 for the first time in history, and it’s now forecasting $8.90. The heat wave in Russia, while nowhere near as bad as the one in 2010, is also cutting deeply into Russian wheat production. There will still be enough for domestic consumption, but Andrei Sisov of the Moscow-based farming consultancy SovEcon said last week that he expected Russian wheat exports to drop from 28 million tonnes to only 13 million. For this and other weather-related reasons, wheat prices are on their way up too. High wheat prices hit human consumers directly, but high maize prices hit even harder in the long run because huge amounts of maize are used to feed

GWYNNE

DYER World Affairs animals and provide oil for processed foods. World food prices in general are on the way back up, and it’s beginning to look like a pattern, not a series of accidents. The last big price spike, in 2007-09, had a huge impact in developing countries, where many people spend around 40 percent of their income on food (compared with only about 10 percent in developed countries). If you’re already spending almost half your income on food and the price soars, you just have to give your children less food – which is why some people see the revolutions of the “Arab Spring” as delayed reactions to the last spike. Meanwhile, on a different planet entirely, the McKinsey Global Institute,

the business and research arm of management consultancy McKinsey & Company, published another report in June. It’s the latest in an endless series of ever-bolder estimates by various “global institutes” of how fast the demand for goods and services is growing around the world. The themes of McKinsey’s new report, “Urban World: Cities and the Rise of the Consuming Class”, are familiar enough. The world’s economic centre of gravity is moving to Asia; huge numbers of new “consumers” – people with average annual incomes over $3,600 who buy more than just food and basic shelter – will be joining the global market by 2025; there are wonderful opportunities out there for clever investors. The only new wrinkle in this document is the bit about how 65 percent of “global growth” to 2025 will happen in the “City 600”, as they call it: the world’s 600 biggest cities. And what McKinsey calls “the Emerging 440 cities” – those among the 600 that are in the rapidly developing countries – will account for almost half of

the total growth in world demand to 2025. Then come the numbers. As the emerging economies grow, they’ll all start buying fridges and baby food and, eventually, cars. Whoopee! We’ll all get rich selling things to the Chinese! But nowhere in the report does McKinsey deal seriously with the impact of a predicted total of 2.6 billion consumers, up from only 0.8 billion now, on world demand for food. Yet meat consumption soars as incomes rise. Feeding animals to produce meat puts huge pressure on grain resources, so all food prices rise, for rich and poor alike. Combine the rise in meat consumption with an extra billion people and severe constraints of food production, most of them related to climate change, and world food prices in 2025 could be two to three times higher in real terms than they are now. That means that the poorest starve, and that a lot of McKinsey’s promised new “consumers” – those who can spend on other things than sheer survival – don’t make it into the middle class after all. The same rationing by

price is likely to apply to everything else that matters. Indeed, the prices of energy and raw materials, which fell consistently through most of the 20th century, are already back up to where they were in real terms a century ago. There are not going to be 1.8 billion new consumers in thirteen years’ time, and the poor will be more desperate than ever, and political stability in many developing countries will be just a memory. The demands of consumers, like the sheer number of human beings, can in theory expand indefinitely, but on a finite planet with dwindling resources and a changing climate the cost of meeting consumer demand is going to go up very steeply. It is probably going to get very ugly out there. And as for China, the poster child for miraculously fast economic growth – well, China has oneseventh as much water and one-tenth as much arable land per capita as North America. When things get tough, that is going to matter a lot. Gwynne Dyer is a London-based independent journalist whose articles are published in 45 countries.

Nothing to make light of To the Editor: Re: August 10, 2012 Opinion Piece Stop Bleeding Money to the US. I was disturbed to read the Aug. 10 op-ed by Ray Maslek, Stop Bleeding Money to the United States, and the dismissive approach he takes to opposition regarding the proposed Enbridge pipeline. Having hundreds of super tankers navigating a route of over 300 kilometres towards the open sea through the fourth most dangerous waterway in the world is, in my opinion, sheer madness. Perhaps the author is being unduly influenced by Enbridge’s public video and map where 1,000 square km. of islands have been removed in a seeming attempt to make the tanker route appear more open and far less treacherous than it is. In theory, and depending how it is done, it makes a certain sense to find other markets considering that under NAFTA we are obliged to export our oil and natural gas to the US at relatively low prices. However, it is irresponsible to make light of the seriousness of the risks involved or ignore the concerns of those whose lives and livelihoods stand to be most affected when things go wrong. In the words of Edward Wray, a retired West

Coast sea captain that has navigated every part of our Northern Coast, “Why would anyone in their right mind ever consider running super tankers through the seascape around Kitimat? In The Douglas Channel Watch (DCW) submission to the Joint Review Panel they mention that for normal oil spills a good recovery rate is 30 per cent but for raw bitumen it is only seven per cent. The consequences of a bitumen spill on local fishing and tourism economies would be devastating. DCW also notes that the projected four-hour containment time for an oil spill in the coastal BC mountains is unrealistic given that it took 14 hours just to locate a 3.8 million litre spill in the flat farming country of Alberta. For example, the slopes of Mt. Hoult, where the proposed pipeline is to pass, are deeply cut by very active avalanche, rockfall and debris chutes. Clearly, it’s time to get serious about alternatives to pushing raw bitumen pipelines and massive super tankers through our pristine forests and waterways as a way to shore up the economy. VANCOUVER - The provincial government will be soon be stepping up its campaign to bar extra billing at a well-known private health clinic, but the owner of the clinic says he’s keen for the fight. The B.C. Medical Services Commission gave the Cambie Surgery Centre 30 days to stop charging patients for services already offered in the public system. That deadline ran out Friday. Ryan Jabs, from the B.C. Ministry of Health, said the province will be proceeding with an injunction to enforce the order “shortly.

Jabs couldn’t elaborate. Dr. Brian Day, who runs the clinic, said he welcomes the injunction application because it will speed up his case and he’s confident of victory. An injunction will give Day a court platform to argue why he believes the service he provides is necessary. Day was part of a constitutional challenge launched in 2009, arguing the bar against allowing people to pay for private health care violates their democratic rights. “How are you going to argue that a 79-year-old cancer sufferer with terminal cancer should be forced to wait 18 months? he

said. “‘Cause that’s what they’re going to have to argue. More than a dozen doctors and health-care professionals protested outside Day’s clinic Monday, calling on the B.C. government to enforce the law and stop the centre from extra billing. The group’s spokesman, Dr. Bob Woollard of Canadian Doctors for Medicare, said the federal government should withhold health payments to B.C. until the law is enforced. The commission said an investigation last month revealed that more than 200 patients had been billed for surgeries valued at around $500,000.

PEOPLE OBITUARIES MACFADDEN, JACK HYLTON — 1921 - 2012. We are sad to announce the passing of our much loved father, grandfather and greatgrandfather at the age of 90. Jack was predeceased by his wife Aileen and sister Bernice. He is survived by his daughters Aleta and JoAnne (Greg), his granddaughters Renee (Al) and Ashley (Kyle), his great-grandchildren Finnegan and Presley, good friend Ray and many Hayden in-laws. Jack was born in Lethbridge, AB but grew up in Cranbrook where he met his future wife. After graduation from normal school, he taught for a year at Glenbank Elementary near Nakusp. He then joined the RCAF as a navigator and was sent to Britain. Jack completed a full tour of duty and was awarded the Distinguished Flying Cross. After the war, Jack attended UBC where he earned his engineering degree in metallurgy. In 1948, he and Aileen were married and then moved to Trail where he worked for Cominco until his retirement in 1982. Jack was active in the Trail United Church, serving on many committees over the years. He also volunteered with the United Way, the Royal Canadian Legion and Scouts Canada. In his spare time he golfed and curled and spent time at Christina Lake with the family. He also enjoyed working on his garden and playing bridge. Jack lived a long and full life, but we will miss him dearly. The family would like to thank Rev. Simmonds for the comfort he gave Jack in his final days. We would also like to thank the staff at Poplar Ridge for the care given to Jack over the last three years. It was comforting to us to know that he was treated with kindness, respect and affection. A funeral service will be held on Saturday, August 25th at 1:00pm at Trail United Church with Reverend Keith Simmonds, celebrant. A reception will follow in the church hall. Sarah Greenwood of Alternatives Funeral and Cremation Services has been entrusted with arrangements. In lieu of flowers, a donation in Jack’s name may be made to the Trail & District United Way, #2, 803 Victoria St., Trail BC. V1R 3T3, or to the Poplar Ridge recreation fund.

Phyllis Diller, tart-tongued comedian with machine-gun laugh, dies at 95 BY SANDY COHEN THE ASSOCIATED PRESS

LOS ANGELES - Phyllis Diller, the housewife turned humorist who aimed some of her sharpest barbs at herself, punctuating her jokes with her trademark cackle, died Monday morning in Los Angeles at age 95. “She died peacefully in her sleep with a smile on her face,” her longtime manager, Milton Suchin, told The Associated Press. Diller suffered a near-fatal heart attack in 1999. The cause of her death has not been released. She was a staple of nightclubs and television from the 1950s when female comics were rare indeed - until her retirement in 2002. Diller built her stand-up act around the persona of the cornercutting housewife (“I bury a lot of my ironing in the back yard”) with bizarre looks, a wardrobe to match (by “Omar of Omaha”) and a husband named “Fang.” Wrote Time magazine in 1961: “Onstage comes something that, by its own description, looks like a sackful of doorknobs. With hair dyed by Alcoa, pipe-cleaner limbs and knees just missing one another when the feet are wide apart, this is not Princess Volupine. It is Phyllis Diller, the poor man’s Auntie Mame, only successful female among the New Wave comedians and one of the few women funny and tough enough to belt out a ‘standup’ act of oneline gags.” “I was one of those life-ofthe-party types,” Diller told The Associated Press in 1965. “You’ll find them in every bridge club, at every country club. People invited me to parties only because they knew I would supply some laughs. They still do.”

She didn’t get into comedy until she was nearly 40, after her first husband, Sherwood Diller, prodded her for two years to give up a successful career as an advertising and radio writer. Through it all, she was also a busy mother. “We had five kids at the time. I don’t how he thought we’d handle that,” she told the AP in 2006. A Chicago Tribune columnist, describing her appearance at a nightspot there in 1958, noted she was from San Francisco, hailed her as “the weirdest, wildest yet” - and made sure to mention her five youngsters. Her husband managed her career until the couple’s 25-year marriage fell apart in the 1960s. Shortly after her divorce she married entertainer Warde Donovan, but they separated within months. Through both marriages and other relationships, the foibles of “Fang” remained an integral part of her act. “Fang is permanent in the act, of course,” she once said. “Don’t confuse him with my real husbands. They’re temporary.” She also appeared in movies, including “Boy, Did I Get a Wrong Number” and “Eight on the Lam” with Bob Hope. In 1966-67, she was the star of an ABC sitcom about a society family trying to stave off bankruptcy, “The Pruitts of Southampton.” Gypsy Rose Lee played a nosy neighbour. In 1968, she was host of a short-lived variety series, “The Beautiful Phyllis Diller Show.” But standup comedy was her first love, and when she broke into the business in 1956 it was a field she had largely to herself because female comics weren’t widely accepted then.

ASSOCIATED PRESS FILE PHOTO

In this in this March 18, 1966 file photo, comedian Phyllis Diller models one of her 300 hats in Hollywood. Although she could be serious during interviews, sooner or later a joke would pop out, often as not followed by that outrageous “AH-HHAAAAAAAAAAAA-HAHA-HA!” laugh. “It’s my real laugh,” she once said. “It’s in the family. When I was a kid my father called me the laughing hyena.” Her looks were a frequent topic, and she did everything she could to accentuate them - negatively. She wore outrageous fright wigs and deliberately shopped for stage shoes that made her legs look as skinny as possible. “The older I get, the funnier I get,” she said in 1961. “Think

what I’ll save in not having my face lifted.” She felt different about plastic surgery later, though, and her face, and other body parts, underwent a remarkable transformation. Efforts to be beautiful became a mainstay of her act. Commenting in 1995 about the repainting of the Hollywood sign, she cracked, “It took 300 gallons, almost as much as I put on every morning.” She said her home “used to be haunted, but the ghosts haven’t been back since the night I tried on all my wigs.” She recovered from a 1999 heart attack with the help of a pacemaker, but finally retired in 2002, saying advancing age was making it too difficult for her to spend several weeks a year on the road. “I have energy, but I don’t have lasting energy,” she told The Associated Press in 2006. “You have to know your limitations.” After retiring from standup, Diller continued to take occasional small parts in movies and TV shows (“Family Guy”) and pursued painting as a serious hobby. She published her autobiography, “Like a Lampshade in a Whorehouse,” in 2005. The 2006 film “Goodnight, We Love You” documented her career. Her other books included “Phyllis Diller’s Housekeeping Hints” and “Phyllis Diller’s Marriage Manual.” When she turned 90 in July 2007, she fractured a bone in her back and was forced to cancel a planned birthday appearance on “The Tonight Show With Jay Leno.” But it didn’t stop her from wisecracking: “I still take the pill ‘cause I don’t want any more grandchildren.”

Actor-filmmaker Paul Gross plans to leave Whizbang Films THE CANADIAN PRESS TORONTO - Actor-filmmaker Paul Gross plans to leave Whizbang Films, the production company he cofounded, by the end of this month. The writer, director and star of “Passchendaele” says he wants to concentrate his “energies on a few select projects.” Gross joined forces with producer Frank Siracusa in 1999 to launch Whizbang, which is behind films including the Genie Award-winning “Passchendaele” as well as “Men with Brooms” and “Hobo with a Shotgun.” Its TV credits include “ZOS: Zone of Separation” and “The Yard.” The company’s 2012/2013 lineup includes the film “Cottage Country” and the TV projects “The Horses of McBride” and “Beauty and the Beast.”

Gross plans to begin shooting “Hyena Road” - in which he’s the writer, director, producer and star - in January. “We created some wonderful projects during my time with Whizbang and I am very proud of the contributions our company has made to our industry,” Gross said Monday in a statement. “But I feel the time has come to concentrate my energies on a few select projects. While I will miss Whizbang enormously, I will watch their progress with enthusiastic pride.” Siracusa credited Gross with playing “a major role in shaping the values of the company.” “His depth of understanding the art of storytelling helped set the bar in deciding the projects Whizbang participates in,” he said.

BORDER WARS CONTINUE AT REDSTONE

SUBMITTED PHOTO

Sixteen U.S. golfers invaded Redstone earlier this month to tee off against 16 of their Canadian counterparts from Greater Trail for the coveted Border Cup, an exact replica of the Ryder Cup. The U.S. team was made up of golfers from Texas, Wisconsin, Colorado, Wasington California, Minnesota and Nevada. This friendly cross-border epic battle started with skiing buddies who had bought winter homes at Red Mountain. The teams battled over a three-day competition that teed off at Christina Lake Golf Course and Redstone. After 32 matches, following the Ryder Cup match-play format , the U.S. prevailed by the narrowest of margins, winning by one-and-a-half matches.

LITTLE LEAGUE

Trail team looks ahead Canada eliminated THE ASSOCIATED PRESS

BY JIM BAILEY Times Sports Editor

As Team B.C. from Hastings competed for its Little League World Series lives Monday, Trail Little Leaguers were following it closely. Despite losing a heartbreaking 4-3 match to the Caribbean Monday afternoon, Trail Allstar coach D. J. Ashman recognized the depth and quality of the Hastings team when it won the B.C. Little League championship at Andy Bilesky Park in Trail last month. The team from Vancouver-Burnaby then waltzed through the Canadians to make its second pilgrimage to Williamsport in the past four years. “I think they can do really good,” said Ashman before the loss. “Mike (Boisvert) and I were just talking about it. In our five years of coaching this is the best team to come out of B.C.” Ashman knows what it’s like to win a Canadian title; he was part of the last Trail team to make the trip to the Little League World Series in Williamsport, Pa. in 1990. “It was unbelievable, you are basically treated like a rock star,” he said. In addition to playing in the hallowed confines of Lamonde Stadium, the players received new uniforms, bats, and other equipment, as well as garnering ample attention from the fans. “It was nice, and then people are asking you for autographs and you’re 12-years-old, like it was weird.” In 1990 there were just four

American teams and four international teams engaged in a single knockout tournament, compared to the16 team, doubleknockout in today’s Series. The 1990 Trail Allstars beat Mexico in the opening game before falling prey to a suspected over-age squad from Taipei that was disqualified two years later for illegal players. Protocol has changed drastically since then, just ask the team from Uganda that was denied entry into the World Series last year because D. J. of incomplete paper ASHMAN work. “That’s why, when we do our roster to Little League Canada we have to have a Google map to the people’s house, you have to prove not only the kid’s birth certificate - but for your parents, you have to have a tax assessment and a utility bill, it’s crazy,” said Ashman. Despite losing to Hastings in the provincial tournament, Ashman believes that Trail is not far from winning another provincial title and even making another foray to the promised land. At the provincials, Hastings manager Vito Bordignon told the Times that getting out of the provincial tournament was the toughest test on the road to

Williamsport. “The B.C. championship is the most difficult challenge we’ll have to face. Not taking anything away from the Canadians, but B.C. we have a fine program.” Hastings did have an easier time winning the Canadian championship than it did the provincials, a good indication that Trail Little League is at least on par with the best Canadian teams. “We really are, and I keep telling everybody, we are that close and it’s just a matter of a good run,” said Ashman. “Andy Bilesky in 50-plus years of coaching had 12 provincial champions and five Canadian champions, so he had those five teams that were just that good. I have this feeling that I’m going to get a couple of these teams and I’m going to go to this World Series.” Trail Little League has begun to concentrate more on the younger generation, running Teaching for Tomorrow camps and spending more time developing Little League minor players. “It’s all about teaching the five, and six and seven and eight year olds the fundamentals so when they get to the nine and 10 level they already know how to play first base, and I’m not teaching them at 12 years old.” Ashman and his coaching staff of Boisvert and Jason Startup are committed, and if they can generate as much passion and enthusiasm from their players as they possess, the future indeed looks bright for the Trail Little League Allstars.

SOUTH WILLIAMSPORT, Pa. - Christopher Koeiman drove in two runs with a tying sacrifice fly and Mychellon Jansen hit a tiebreaking solo homer as the team Willemstad, Curacao, eliminated the Canadian representatives from Hastings-Vancouver 4-3 on Monday at the Little League World Series. Trailing 3-1 entering the fifth, Curacao had runners on second and third when Koeiman hit a fly ball to left with one out. Carter Kada-Wong fell backward to make the catch, but both runners had enough time to score. Jansen then homered to give Curacao the lead for good. Reliever Rallison Bentura pitched 2 2-3 scoreless innings to get the win. “I had the attitude that nobody could hit me,” the 12-year-old righthander said through an interpreter. Cole Dalla-Zanna was the hard-luck loser for Canada, striking out nine. “Our pitcher threw unbelievable. I’m not unhappy with the effort, that’s for sure,” Canadian manager Vito Bordignon said. Canada took a 3-1 lead in the fourth when Noah Hanson-Stafford came off the bench to hit a two-run homer. Canada was eliminated but Bordignon wants his players to be proud of their showing this year, which included a 13-9 win over formidable Mexico.

TRAIL SMOKE EATERS

Rookies face off BY TIMES STAFF Close to 50 young skaters will take to the ice at the Cominco Arena Wednesday for the Trail Smoke Eaters rookie camp. The camp will give the coaching staff a good look at promising up and comers and a few that will surely lace them up for the Smokies at some point this season. “Their will be some that definitely will come to the main camp (starting Friday), maybe a couple of those into exhibition, but time will tell, it’s all up to the kids now,” said Smokies coach and GM Bill Birks.

The rookies will be split into three teams with check in at 10 a.m. Wednesday. Team 1 plays Team 2 from 12:30-1:45 p.m. Wednesday, followed by Team 2 vs Team 3 at 2:15 to 3:45, Team 1 vs Team 3 from 5:45 to 7 p.m. and Team 1 vs 2 from 7:30-8:45 p.m. On Thursday Team 2 takes on Team 3 from 10:30 a.m.- noon, and Team 1 goes against Team 3 from 1-2:30 p.m. An all-star game between the Team Black vs Team Orange is scheduled for Thursday from 7-9 p.m.

Sergio Garcia, of Spain, holds the Sam Snead Cup after winning Wyndham Championship golf tournament in Greensboro, N.C., Monday. THE ASSOCIATED PRESS GREENSBORO, N.C. - Rainy weather left Sergio Garcia stuck in central North Carolina for an extra day. Turns out, it was worth the hassle - because he’s leaving with his first PGA Tour victory in four years. Garcia claimed a two-stroke win Monday in the water-logged Wyndham Championship for his first victory on tour since the 2008 Players Championship. He finished with a 66 to wind up at 18-under 262, claim $936,000 in prize money and maybe seal a spot on the European Ryder Cup team. “I think there were a lot of things going on. It shows a lot to me,” Garcia said. “Hopefully, this will secure my spot on the Ryder Cup team, and winning is always nice.” Tim Clark was at 16 under following his 67 in the final tour event before the playoffs, and Bud Cauley finished 15 under after his 68. Graham DeLaet of Weyburn, Sask., shot a final-round 68 to finish at 9-under 271 in a tie for 22nd. Garcia led both after the third

round and when the fourth round was held up overnight due to a persistent downpour. He had three straight late-round birdies after a bogey briefly dropped him into a tie for the lead, and cruised to his eighth career PGA victory. Garcia began the decisive surge on the par-4 No. 13, plopping his chip roughly a foot from the flagstick and tapping it in for birdie. He added another birdie on No. 15 - a pretty chip from a greenside bunker left him with a 5-foot putt and followed that with another birdie on the par-3 16th after his tee shot stopped closer than 2 feet from the stick. He added a birdie on No. 17 to move to 19 under, leaving his bogey on the final hole inconsequential. It was a bit of redemption for the 32-year-old Spaniard, who in his last appearance in Greensboro in 2009 held a share of the lead after three rounds and was up by three strokes midway through the round, but let it slip away. He finished in fourth place. Yet he didn’t necessarily come back thinking Donald Ross’ course at Sedgefield Country Club owed him one. “That year, I was pretty much in control and I lost it myself,” Garcia said. “The course didn’t do anything wrong to me.” This time, he finished strong to give a huge boost to his Ryder Cup candidacy. The 10 automatic qualifiers will be set following the Johnny Walker Invitational with Jose Maria Olazabal making two captain’s picks. “We’ll see when the team comes out, but I think my chances are a little better now,” Garcia said. Nicolas Colsaerts - whose 66 left him at 13 under - wants a spot, too. “When you get yourself in position like this and make the most of it, it just shows how much you want it,” Colsaerts said.

Controversial hurler not done yet THE ASSOCIATED PRESS HOUSTON - Roger Clemens isn’t done with baseball quite yet. The 50-year-old Clemens signed with the Sugar LandSkeeters of the Atlantic League on Monday and he is expected to start for the minor league team on Saturday at home against Bridgeport.

“His fastball was clocked at 87 mph; all of his pitches were working,” said Randy Hendricks, Clemens’ agent. “He threw a three-inning simulated game after an extensive workout warm-up.” Clemens and Skeeters manager Gary Gaetti have been talking about this “for

months,” Hendricks said. Clemens is expected to discuss his decision Tuesday during a news conference in Sugar Land, about 20 miles southwest of Houston. Clemens, who was acquitted in June of charges he lied to Congress when he denied using performance-enhancing drugs, hasn’t played for a team since pitching for the Yankees in 2007 at the

age of 45. Clemens had two great seasons with the Astros after he turned 40, going 18-4 with a 2.98 ERA in 2004 to win his record-tying seventh Cy Young Award. He was 13-8 with a career-low 1.87 ERA in 2005. Clemens earned $160 million and won 354 games in a 24-year career with the Red Sox, Yankees, Blue Jays and Astros.

THE ASSOCIATED PRESS NEW YORK - A watchdog group says broadcast television is implying a lot more nudity in prime time than it used to. The Parents Television Council said Monday that its researchers found 76 instances where a person appeared nude, with private parts obscured, in prime time last season. It happened on 37 different shows. The group says that’s a sharp rise from the 15 instances the networks aired the season before that. Examples include a couple skinny-dipping on ABC’s “The Bachelor,” Howie Mandel jokingly appearing nude in his dressing room at NBC’s “America’s Got Talent” and a naked man jumping out of a car trunk in the candid camera show “Betty White’s Off Their Rockers” on NBC. In each case, the full nudity is obscured by pixilation or strategically placed objects. The parents group, which also monitors language and sexually suggestive content on broadcast television, said it will complain about the development to the Federal Communications Commission.

LEISURE

Be patient with husband’s immature children Dear Annie: My husband of nine years was married to his first wife for 30 years when she left him for another woman. She apparently was a lesbian, but he had no knowledge of it until their marriage fell apart. His two adult kids blame him for the divorce. They also blame me because I married him a year after the divorce was final. We both have been treated shamefully by his children. My husband was totally ignored by his son on Father’s Day, and the year before, neither child acknowledged him. I am sick of seeing how much this depresses my husband, yet I can say nothing to these self-centered “adults” about it. I have offered to step out of the family to bring peace, but my husband says no. Please help. -- Heartsick in Vermont Dear Vermont: Try to understand that

these kids are hurting, and they aren’t mature enough to deal with their anger and sadness in a healthy way. There is nothing you can do about it other than be very patient and let your husband know how much you love and appreciate him. Please continue to reach out to these children when the opportunity presents itself. We hope they will come around. Dear Annie: My wife’s 35th high school reunion is coming up. I was trying to think of a reason to get out of attending. But before I could come up with one, she told me I shouldn’t bother to go. She said she’d be with her two

out-of-state girlfriends the entire time and I’d be bored silly. I happen to know that only one of those girlfriends is attending the reunion, and she has a brother-inlaw who graduated in that class and will be there, as well. My wife is gaga over this guy. She doesn’t know that I’ve seen how excited she is to open his Facebook messages on the reunion site. She doesn’t open anyone else’s. I asked my wife if there was someone else she wanted to see, and she became angry and defensive. Instead of telling me to come with her and see for myself, however, she said, “Fine, I won’t go.” I feel she is hiding something. What’s your take? -- Unconvinced in Chicago Dear Unconvinced: Reunions where classmates get together without spouses have been known to trigger affairs that otherwise

would never have happened. Here’s our take: Your wife has a crush on this guy. She’d like to flirt with him and would be more comfortable doing it without you. But she isn’t willing to risk her marriage for the chance. Our advice is to attend the reunion with your wife, and be charming and personable. Let her see the other guy and get it over with so she isn’t resentful and you aren’t wondering “what might have been” for the rest of your life. Dear Annie: My heart ached when I read the letter from “Washington,” who said after years of neglect by her husband, the feelings are gone. She is me. I spent years trying to make my husband understand that communication is part of the intimacy of making love. It’s not watching a ballgame seven nights a week and then expecting to have sex. We tried counseling and

Marriage Encounter. But my husband told me it was too much work, which meant I wasn’t worth the effort. So, after 33 years, I gave up the fight. Our marriage died, and he let it. We do things together, but live like

roommates. I miss being loved, but can’t bring myself to cheat. It’s too late to rekindle any romance. Counseling won’t help me, because there is nothing to fix. Everything is gone. Instead of being lonely and depressed,

I’ve made a life without him. I travel with my friends and have my own interests. I hope Washington does the same. She tried to make her marriage work, but it takes two. -- New York

REGIONAL Stats reveal Nakusp and area aging dramatically

Mount Thompson now 100 per cent contained CRESTON VALLEY ADVANCE Three helicopters and 32 fire suppression personnel was still working a forest fire on the west face of Mount Thompson Monday. An early morning lightning strike started the fire east of Creston on Aug. 8, and had grown to 56 hectares (138 acres). The active fire is 100 per cent contained. The fire was burning on steep, difficult terrain, and although it was very visible, “no communities or structures are threatened, said Karlie Shaughnessy, fire information officer with the Southeast Fire Centre, in an email. For more information, visit the Ministry of Forests and Range website.

904 Redstone Drive, Rossland

$489,000

As Statistics Canada continues to release data from the 2011 census, the reality continues to hit home that our region’s population is aging. The village of Nakusp showed a small amount of growth between 2006 and 2011, with the population increasing from 1,524 to 1,569. The growth, however, was recorded almost exclusively in age groups from 40 and above. As baby boomers are now running headlong into retirement with the first of the GenerationXers not far behind, senior demographics are rapidly expanding at the expense of working-age (15-to-64) groups. Nakusp, for example, has seen an increase in the population of 70-to-74 year-olds from 60 in 2006 to 105 in 2011, while the population of 35-to-30 year-olds fell from 125 to just 65. The median age of Nakusp’s population rose over ten per cent over the past five years from 45.8 to 50.6 – nearly a decade higher than the provincial median age of 41.9. The implications of such numbers on the taxpayer base, especially in a small town with economic challenges, are huge.
