Heat turned up for new pool

The Aldergrove Pool Committee is rallying community support again to push for Township council’s approval of a plan to construct a community recreation facility in this town.

Committee spokesperson Joanne Nicolato says they will be hosting a booth at this weekend’s Aldergrove Fair Days to update citizens on the campaign and to encourage the public to attend Monday afternoon’s council meeting.

The council meeting on July 23 at 4 p.m. at Township Hall will hear a report from the Township recreation department

on proposed plans for a community centre that could include a swimming pool, exercise rooms and a new ice arena.

The council meeting is open to the public and Nicolato says it’s vital that Aldergrove residents turn up and show their support.

On Monday council will receive a presentation by Bruce Carscadden and Glen Stokes of Bruce Carscadden Architect Inc. regarding the Aldergrove Community Centre that is proposed for the former Aldergrove Elementary School site on Fraser Highway. The consultants conducted a feasibility study to explore options for the construction of a multi-

use aquatic centre, ice arena, and community centre that would replace the aging Aldergrove Outdoor Pool and Aldergrove Community Arena.

Council had directed staff to take the preferred concept plan and program from their 2007 study and provide an updated site analysis of this plan to conform to the Aldergrove Elementary School site, as well as provide cost estimates for design options. Heritage considerations are being made as well with respect to the original 1912 school building at the site.

The new all-weather “Astroturf” fields haven’t even been installed yet and already vandals are trying to destroy them.

The two new sports fields at Aldergrove Athletic Park and Betty Gilbert Middle School had three holes burned into them on Sunday night, says Reid Mcdonald.

He’s pleading for residents to keep an eye on the park and to call 9-1-1 if they spot any potential trouble in the park.

Mcdonald, who has been leading public campaigns for the creation of the park and subsequent upgrades for several years, says it’s devastating to see all the hard work go up in flames.

He says the Astroturf Canada contractors who have been working on the field project have been having problems with vandals smashing windows out of the heavy equipment, such as excavators, rollers and Bobcats parked at the site overnight. The eight foot tall perimeter fencing has frequently been pushed over too.

However, on Sunday night the artificial turf fields were somehow torched in three places, and the crew had to spend Monday fitting new pieces in place of the burned sections. Vandals had also slashed open bags of materials, rubber and silica, that were meant for the second field.

“This is a $1.3 million project that the community has committed to help the Township pay for,” says Mcdonald. “This will enable the youth in our community to play soccer year-round, without damaging the real turf fields.”

Mcdonald said vandals had caused arson fires several years ago to the Rotary Field House at the park when it was under construction, but these problems had faded away in recent years.

“I figured the kids must have grown up but it appears they’re back, or there’s a new crop of them,” says Mcdonald.

Barring any catastrophes the first artificial turf field should be completed in 10 days and the second field by August 20.

Hana and Hani are the Greater Vancouver Zoo’s newest addition to their cat family.

Hana and Hani are Siberian tigers, also known as Amur tigers.

The sisters were born on May 22, 2011 and now weigh in at approximately 180 lbs. and 130 lbs., respectively.

This is the Greater Vancouver Zoo’s first animal exchange between their sister zoo, Seoul Grand Park Zoo in South Korea, a partnership that was formed in November 2010, according to zoo spokesperson Jody Henderson.

“Our hope for the sisters is that they can become part of the Species Survival Plan (SSP) program, which works to cooperatively manage specific, and typically threatened or endangered, species population,” said Henderson.

Typically these animals are solitary animals unless they are family related or mating.

Originally there were nine tiger subspecies and now we are down to six subspecies, which all are categorized as endangered.

The tiger range has appeared to be declining by over 50 per cent

over the last three generations and the tiger population also suggests a decline by at least 50 per cent over a similar period.

There used to be hundreds of thousands of the different species of tigers, whereas now there are probably 3,000 to 5,000 in the world.

Partner for zoo’s giraffe arrives Aldergrove Star

Staff and volunteers at the Greater Vancouver Zoo welcomed the latest member to the African Savannah last week.

The five year male Rothschild giraffe has travelled over 4,000 kms from the African Lion Safari in Cambridge, Ontario to be company for the zoo’s male giraffe Jafari, after Jafari’s mate passed away in

November. He is approximately 3.96 metres (13’ 6”) tall and packing a mere 772.11 kgs (1,700 lbs).

The newest male is used to being around other males, as he was in a bachelor herd at the African Lion Safari.

Jafari has welcomed his new friend with lots of neck hugs, nose sniffing, a few horn butts and plenty of giraffe vocalization through the

barrier fence that separates them while they are getting used to each other.

The sections where the newest giraffe has access to will be reviewed and changed accordingly until it is shown that he is acting comfortably within each area, and is at ease with Jafari.

Bid in for proposed recreation centre site

David Leavers, director of Township Recreation, Culture, and Parks, said, “As this is the last council meeting prior to September, I wouldn’t expect an immediate council action to result, but the presentation will provide a sense of whether the preferred concept plan and program is achievable on this site, and will provide an updated estimate of the funding challenge council faces in moving forward with implementation.”

“This (property) sale has to go through,” said Nicolato. “Adapting the 2007 plans to fit will be moot if we don’t get the site.”

Nicolato says the pool committee’s campaign over the past year resulted in a survey of 1,282 residents, who were overwhelmingly — 84 per cent — in

support of a 50-metre leisure pool, as the first phase of the community centre.

Survey respondents also wished to see a larger exercise room than is currently offered in the Kinsmen Community Centre, as well as an indoor walking track.

The Township sees a new ice arena as a future addition, as it would greatly reduce heating and cooling costs if the arena and pool shared the same heat exchange system.

The indoor swimming facilities are the first priority, says Nicolato, who notes that the small, existing outdoor pool is seasonal, and is so popular during the summer months that often children are turned away because of overcrowding.

“We want this pool and we really have to start voicing our support,” says Nicolato.

Bradner blasts council over drainage, industrial plan

Hot rural residents vented some steam at Abbotsford council on Tuesday evening.

Some 300 rural residents packed Bradner Hall for a town hall meeting that lasted more than three hours, but covered only two topics: ditching and drainage, and a proposed 225acre industrial park.

The language was often colourful. Council was told to “stuff it,” and twice Mayor Bruce Banman had to reprimand people who used profanity.

Dawne Marie Stappler noted that if Abbotsford could leave the Fraser Valley Regional District, then Matsqui could go back to being separate from Abbotsford – the municipalities merged in 1995.

“We want our building (city hall) back, and you can put your offices in the sports and entertainment centre,” she told council.

Banman responded: “I’ve got to admit, that’s pretty good.”

Banman opened by apologizing to the crowd for a letter the city mailed to rural upland residents, which advised the city would no longer take responsibility for maintaining ditches adjacent to their properties.

“I want to apologize for that letter. I read that letter, and if I got it I would want to be feeding it through someone’s front teeth,” he said, and received a round of applause.

Nonetheless, everyone who approached the microphone was critical of city hall asking rural upland residents – those in Bradner, Mt. Lehman and Sumas Mountain – to either pay a ditching and drainage levy, when it is a service they have always received, or maintain their own ditches, as the letter also suggested.

Stappler warned that other municipalities have been sued

because of flooding on private properties, and Abbotsford could find itself in legal trouble.

“If council can vote 15 and 20 per cent raises for staff, why can they not find money to clean our ditches?” asked Cherry Groves.

Rob Isaac, the city director of wastewater, drainage and asset engineering, explained that in 2009 council suggested a drainage levy of approximately $900,000 per year in the areas, and it was opposed by the property owners. Since then, city hall has not maintained the ditches.

“Tell us about it,” said one member of the audience.

Isaac noted there are about 110 requests that the city address drainage issues in the areas each year – about 100 from Bradner/Mt. Lehman.

Daren Alary, MC for the evening, noted the city had been budgeting approximately $200,000 for ditch work in the

The park would involve 22 individual properties, and is being proposed by the Emerson Real Estate Group.

City economic development officer Jay Teichroeb explained that getting approvals for the park, which is in the Agricultural Land Reserve, will be a long process, and there will be ample opportunity for future public input at hearings.

Patrick Selinger, one of the 22 property owners who would sell to the developers, noted his farmland and that of the general area, has thin soil.

As farm property, it would only be suitable for raising animals in a barn.

He was heckled to the point that Banman had to intervene on his behalf, and finished by urging councillors to consider the facts, and not the “knee-jerk” and “emotional” reactions they will get to the industrial park.

Stewart, Guy appointed as assistant superintendents

Aldergrove Community Secondary School is shopping for a new principal, now that Gord Stewart has taken a job as assistant superintendent at the Langley School District.

The announcement came Monday.

Stewart will be joined by Claire Guy, who was also hired as assistant superintendent. Both will work with new superintendent Suzanne Hoffman.

The positions were filled following a search and interview process undertaken to replace the role vacated by Hoffman, with her recent appointment as superintendent and to incorporate senior staff restructuring at the district level.

Police demanded that he stop and raise his hands, but he did not comply.

He then pulled out a semi-auto-

matic handgun and threw it about 40 feet away.

He was arrested, and a search revealed that a holster was located on his belt, along with tie straps in his pocket.

“Our officers showed remarkable restraint and we are fortunate that this incident did not have tragic consequences,” said Supt.

His next court appearance is scheduled for July 18 in Surrey provincial court.

A West Abbotsford home was badly damaged by fire on Sunday morning.

Abbotsford Fire Rescue Service crews were called to the home at 7902 Satchell St. at about 7:30 a.m.

When they arrived, flames and heavy smoke were coming from the second floor of the house.

All residents has escaped safely.

Crews were able to extinguish the blaze, although the home suffered heavy fire and water damage, estimated at $100,000. The cause is not believed to be suspicious but is still under investigation.

‘Wild’ weekend at Critter Care

More than 6,000 people from around the Lower Mainland came out to Critter Care rehabilitation centre’s annual open house on Saturday and Sunday.

This is Critter Care’s largest fundraiser and Gail Martin, founder of wildlife centre, was pleased with the turnout.

Thousands were given the rare chance to get up close and personal with B.C.’s wildlife, including seeing fawns, baby raccoons horsing around, baby skunks and river otter.

There was also plenty to see and do from pony rides to getting to ride in a fire truck, watch a dog show, meet RCMP and more.

Critter Care takes in around 700 injured and orphaned wildlife, including 16 black bear cubs this year.

It relies solely on donations and the dedicated work of international interns to keep operations running.

Although the initial stages required effort on all levels to apply the changes in the flow of materials, and monitoring for contamination, the outcome is rewarding with a cost saving to the business and a true commitment to the environment and the community being achieved.

VICTORIA – By the time you read this I should be in Vanderhoof, the geographical centre of B.C., to visit relatives.

Born in the Okanagan, raised in the Peace country and working for 20 years in Metro Vancouver, I’ve driven from one end of the province to the other more times than I can count.

A similar trip last year began just as a huge mudslide was cleared near Chilliwack.

Other drives have featured mid-summer hail piled 10 centimetres deep on the Coquihalla, a near miss between two moose in the Pine Pass, plus the usual blizzards and hundreds of traffic jams for construction, accidents and growing urban volume delays.

This time I’ve got a new tool on board, the mobile version of DriveBC.ca on my BlackBerry. Launched two years, ago, the mobile site has taken off with the surging popularity of smartphones.

In the past year, DriveBC’s online traffic averaged 1.2 million visits a month, about half to the five-year-old desktop site and half from mobile users. It’s by far the most popular B.C. government website.

I asked DriveBC technical leader Nainesh Agarwal for these stats, and he said even he was surprised by the surge in mobile traffic in recent months. But trying out the

mobile site, it’s easy to see the appeal.

With a few clicks, the phone displays incident reports and web camera images for my chosen route.

Webcams have been added steadily all over the province, and now watch 18 key locations on Vancouver Island, 93 in the Lower Mainland, 73 in the Southern Interior, 35 in the North and 13 at CanadaU.S. border crossings. At a glance, you can check anything from the traffic at the Lions Gate Bridge to the lineup for the Skidegate ferry on Haida Gwaii.

Most pictures update every two minutes, offering a realtime look at traffic, weather and road conditions. A recent addition is “replay the day,” which shows the last 24 hours of pictures in a few seconds.

Another new feature is an email alert that can be customized. You can subscribe to a particular region or highway and receive notices as soon as they are posted to the DriveBC network. And of course there is an @drivebc Twitter feed, where between 6:30 a.m. and midnight, staff update conditions and respond to inquiries.

(Major events are automatically tweeted overnight.)

Verified reports are fed from highways staff and contractors all over the province and co-ordinated through the provincial highways condition centre in the Lower Mainland.

It’s become a primary source of information for radio and TV traffic and news reporters around B.C. The mobile service now has an option for drivers to report new problems they encounter. After determining your smartphone’s location, the site displays the name and phone number of the local maintenance contractor who can take the report.

For those who haven’t joined the smartphone era, there is an old-fashioned option. Dialing 5-1-1 anywhere in the province gives access to a toll-free line that connects to recorded DriveBC messages.

Agarwal said use of that service has been declining as phones with web access become more popular. The 5-1-1 service also requires you to use the keypad to select your route from a numerical list, so drivers would have to pull over rather than breach the new restrictions on using handheld devices while driving.

The 5-1-1 system still gets surges of heavy use during major events like the recent flooding. The plan is to upgrade the system to allow voice recognition, so drivers can use headsets to get updates on the move.

The long-awaited public consultation process on the proposed expansion of the Trans Mountain pipeline is set to start in September, said a Kinder Morgan Canada spokesperson.

The company plans to twin the pipeline, which runs from Edmonton to Burnaby, (through Abbotsford), increasing capacity from the current 300,000 barrels per day (bpd) to 750,000 bpd to allow for increased exports overseas of bitumen crude oil from the Alberta oil sands.

Lexa Hobenshield, the company’s external relations manager, said if the expansion proceeds, 510,000 bpd of that capacity would serve the fixed 20-year contracts customers recently committed to, while the rest would serve month-to-month customers.

Those would include Chevron’s Burnaby refinery and others that have struggled in the last couple years with the limitations of a pipeline that has been “oversubscribed.”

Hobenshield explained that 25 to 30 per cent of the existing 1,150-km pipeline is already twinned, so the company will be applying to the National Energy Board (NEB) to twin the remaining 900 km.

Kinder Morgan will file its expansion application with the NEB in late 2013, which will include a “potential corridor.” If the NEB gives the go-ahead to the project, then the company would come up with a detailed specific route which would go through its own NEB approval process.

Burnaby-Douglas NDP MP Kennedy Stewart has been raising awareness of the potential for property along the route to be expropriated for the project if it goes ahead.

“The Lower Mainland is a very good example of an area where we will need to look at alternatives (to the existing corridor),” Hobenshield said.

“Final decisions on routing will be done both through our consultation process and through routing studies.”

The 60-year-old pipeline has long had easement agreements with landowners along the route. “With our proposed expansion process, our goal is to negotiate mutually agreeable arrangements with individual landowners if they are impacted by our expansion plans.”

It’s too early to know what the proposed routing is and what properties might be impacted, she said, noting factors to be considered include urban development, geography, such as rivers and steep mountains, and locations between highways and railroads.

“In lots of areas it’s not going to be practical to route within the existing right of way,” she said, adding one possibility the company might look at is running the sections of new pipeline within other transportation or utility corridors.

Its NEB application late next year will provide a general idea of where the pipeline may run, she said, noting it will be applying for a 150-metre (492-foot) wide corridor.

If approved by the NEB, it would then seek approval for a specific route within that corridor, that typically requires a right-ofway 18 metres (60 feet) wide.

It would be another year, around late 2014, before the specifics of the route are determined.

In the next couple of weeks, the company will make a commercial tolling application, seeking NEB approval of its fee, or tolling, structure for the post-expansion pipeline, essentially asking it to approve the fees on the agreements it signed in the fixed contracts.

If it receives all the required approvals, Kinder Morgan will spend $4 billion and two years building the expansion, which would then go into service in late 2017.

In Abbotsford, the pipeline runs to a pumping station on Sumas Prairie, up to a tank farm on Sumas Mtn., past the Auguston area, and down to Matsqui Prairie, where it generally follows the Fraser River to Burnaby.

A 110,000-litre spill took place at the Abbotsford tank farm in January of this year.

Youths are trying to be good role models Editor: I am writing this letter in response to one posted last week regarding “begging not a proper role model”.

We, the Friendship Hockey group, are one of many local community groups that raise money in efforts to bring our kids great opportunities.

I have been very involved in the Peewee International Friendship Hockey Tournament since 2008. This tournament is held around the world every second year and it enables young, recreational league hockey players from Aldergrove to experience cultural differences by meeting, living with and playing teams from around the world. Aldergrove has been involved in and attending this tournament since its inception in 1989. Aldergrove is one of only two associations in Canada that hold an open invite to this event (Cranbrook is the other).

In March of 2013 we will be hosting the world here in Aldergrove. There will be 14 teams from six different countries attending our event from March 15-25.

Of course with any major event that is hosted or attended we need to fundraise in efforts to make this a world class event. Our budget is pegged at just under $90,000 for this tournament.

We sincerely apologize if we offended anyone in our community, however, I do hope I have been able to shed a little light on our major efforts to host the world and give our Aldergrove families and the entire community a chance of a lifetime.

‘Grocery society’ sells donated items Black Press

The president of a society that caused concerns for the local food bank says he is no longer collecting food in the Abbotsford area.

Kelly Fowler of the Fraser Valley Grocery Resource Society said he has stopped placing empty grocery bags on local doorsteps with a request for food donations.

“I don’t like stepping on anyone’s toes ... The food bank’s been around a lot longer than we have and they do a very good job,” he said.

The issue – reported earlier in The Abbotsford News – arose when Dave Murray, co-ordinator of the Abbotsford Community Services’ (ACS) Food Bank, was made aware of the grocery bags, which were attached with a note that said, “We support the local food banks.”

He said some people assumed the collection was being done on behalf of the ACS Food Bank.

The accompanying notes did not indicate the Grocery Resource Society intends to re-

sell some of the food items to low-income people, but Fowler said the group’s website is clearly listed and people can obtain the information from there.

Fowler said he formed the society about a month ago, and is currently “stockpiling” food, which is being stored in two donated warehouse spaces in Surrey. He said many of the donations come from businesses with stock nearing its expiry date.

He hopes to have a distribution centre in place in the Aldergrove area by the end of the year.

Fowler said he distributed the grocery bags in Abbotsford to about 800 homes, but is now focusing on other communities, although he wouldn’t specify which ones.

Once he has collected enough food, Fowler said his website will sell the items at cut-rate prices, and the groceries will be delivered free of charge to lowincome seniors from Abbotsford

to Langley.

“I’d rather just focus on the seniors’ scene because they get ignored ... Nobody is taking care of seniors,” Fowler said.

But Murray said no senior is going without support in the Abbotsford area. They can receive help through the ACS Food Bank or through the Meals on Wheels program, which delivers food to seniors and other people who have difficulty leaving their home.

Murray said he finds it “unethical” that Fowler would take donated food and then sell it.

“We operate by a code of ethics, as do all food banks in Canada, and we’re definitely not allowed to do that,” he said.

Fowler is the co-founder of the Oasis Outreach Society in Chilliwack which runs a store that re-sells donated food items at reduced prices to low-income members.

He is no longer associated with that organization.

Family ‘works’ for hospital

Shelley and Jeff Dixon and their children, Dylon and Ava, are holding their second annual fundraiser for the Neonatal Intensive Care Unit at B.C. Women’s Hospital this Saturday.

The “Bentley 4 Babies” event is in memory of their son and sibling, Bentley, who only lived 28 days before succumbing to the problems of premature birth early last year.

For those 28 days Bentley received the best care possible at Women’s Hospital, and the Dixon family wants to repay that “debt” to the hospital.

Their first Bentley 4 Babies event at the Aldergrove Legion last August was a huge success, raising $3,593.88 for the cause.

“It was amazing to see everyone come together for such an important cause and to hear other people’s stories; it is comforting to know that we are not alone in this and our son Bentley will never be forgotten,” said the family in a statement last year.

President’s Messages: I would like to personally invite you to the 100th Anniversary of the Aldergrove Fair Days where you will meet the unusual, the amazing, the exceptional, and of course your friends.

Our fair is unique because we offer hands-on experiences and good old fashioned fun for the entire family. We have brought in Fraser Amusements with a special focus on the younger crowd and Party Works will bring in Laser Tag and Euro Bungee for the older and more adventurous.

The Outdoor Living Network will be on hand taping a 30 minute TV episode while 2 hosts compete in the Farmhand Challenge. For anyone over 16, this is designed for equal opportunity where fun overmatches skill or strength with events such as Leafblower Sheep Herding, DriveOn Lawnmower Slalom Race and of course the always popular “Laundry Hanging” with 4 other events rounding out the Challenge.

This great hands-on event is just one of the many "family" friendly events we are offering up all weekend for our 100th year anniversary. "There is the Show N Shine on Friday night, the Parade Saturday morning, the Kid's Zone, Pony Rides, Agricultural Displays, Canadian Fast Draw Championship, Antique Tractor Pull and a Hot Air Balloon ride to look over the Fair...and..."

On Saturday evening between 6:30 and 8:30 pm, music officianados will be able to enjoy the quintessential sounds of the musical icon, Dal Richards leading his orchestra of talented musicians in a blend of the big band era, along with jazz, rock and pop standards from the 1930s to today. We are ecstatic to have such a high calibre show perform in what is sure to be a great evening of entertainment for all fair goers. So bring your dancing shoes, your happy feet, or just a comfortable pair of loafers and relax beneath a canopy of early evening stars.

Why not make a day of it or a weekend. Every day is unique and Admission is by a “reasonable” donation which opens the door to a day full of rooting tooting cowboys, cows and chickens galore, dare devil tricks on the Euro Bungee ride, staggering remote control car stunts and of course the first 500 people will benefit from the Sunday morning pancake breakfast."

So as the buskers in 1912 would shout to the crowds "Come One, Come All to the Aldergrove Agriculture Fair. After all, 100 years only comes once in a lifetime, unless you're Dal Richards.”

On behalf of the Aldergrove Agricultural Association, it is my pleasure to welcome you to this year’s Aldergrove Fair Days!

This year’s fair is nothing short of amazing, and I would like to thank the many volunteers who put in the hours to make it all happen. One hundred years ago, in September 1912, the very first Aldergrove Fair was held. It started as a place where the community gathered, where farmers showed off their crops, and where housewives showed off their preserves and crafts.

The Fair has been held in many locations over the years, from the original hall and Fairgrounds, to the Elks Hall, to the Aldergrove Arena, to the OAP Hall, and finally to the current location at South Aldergrove Park.

The Fair has come a long way, even surviving the depression and wartime. I invite you to come to the Fair, to take in the animal and craft exhibits, to visit the vendors, to catch the spectacular entertainment, and to learn about the amazing history of this event.

This weekend, the Aldergrove Fair is celebrating its 100th anniversary.

In exercising its mandate, Industry Canada believes that it is important that antenna systems be deployed in a manner that considers local surroundings. In this regard, Industry Canada requires proponents of cell towers to follow local government policies with respect to public notification.

In the Township of Langley, local requirements are contained in the Telecommunications Tower Master Plan Policy, which requires proponents to hold a community consultation meeting as part of the public consultation process. Residents with questions or comments about the proposed tower can make their views known through this public consultation process. Public input obtained by the proponents at the meeting is passed on to Township staff, for presentation to Township Council.

Council does not have the authority to approve or reject cell tower applications. Council’s ability is limited to either objecting or not objecting to such installations in its referrals to Industry Canada.

Council does not have legislated authority to do anything else.

Should Council have no objection to the proposed installation, the proponent will be permitted by Industry Canada to proceed, subject to compliance with their requirements. In the event that Council expresses objections that are considered by Industry Canada to be relevant and the proponent still wishes to proceed with an installation, Industry Canada will make a final decision as to whether to: • • • •

approve the application; or reject the application; or require amendments to the application, including re-submission; or refer the matter to an alternate dispute resolution process in order to come to a final decision.

Industry Canada requires that local government decisions be limited in scope to the impact that will be had on particular amenities or important characteristics of the area surrounding the proposed site.

Langley Blaze looking for players Aldergrove Star

The Langley Blaze Fall Ball program is accepting applications for baseball players between the ages of 13 and 18.

With 29 players — including three first rounders in the past four years — drafted by Major League Baseball teams since 2001, the Blaze are one of the premier programs across the country.

The fall ball program sees the players play 24 games beginning in late August until mid October.

Following that, the team heads indoors to the Blaze’s winter facilities to refine their skills and work with trainers on their physical conditioning.

The Blaze head to Arizona for their annual spring training schedule, which includes games against professional players at the rookie and Class A levels and against U.S. college teams.

The team also takes an annual trip to Los Angeles for more elitelevel competition during the sum-
