If you are planning on crashing Rock the Shores, think again.

West Shore RCMP will be on-site and one of their tasks will be to block off the grassy hills leading to the lower hills at West Shore Parks and Recreation.

“With 12,000 people showing up there are going to be a lot of people trying to get a free concert,” said Sgt. Max Fossum.

“We will be in full force.”

RCMP officers have had meetings with other emergency services such as fire departments and they want to make sure there are no additional people other than the 12,000 ticket-holders on the concert grounds.

With the temperatures rising there’s also more of a potential for a fire hazard, Fossum said, explaining the conditions add to the stress of trying to manage such a large group of people.

“Parking might be pretty stressful,” said Fossum, adding concertgoers should give themselves a lot of extra time when arriving for the show, which starts at 4 p.m. today, (July 13).

“Your best bet is to walk, bike or get dropped off.”

B.C. Transit is adding three extra buses, including two double deckers, running from 11 p.m. to 1 a.m. Anyone who cycles to the show will be able to take advantage of the bike valet service and access through the VIP gate.

“We can’t change the roads but we can try to make it easier for people,” Fossum said, adding this is the first time he knows of that more than 12,000 people have been to a single event on the West Shore. charla@goldstreamgazette.com

Spinning blind After losing her sight, potter finds a way to carry on with help from a friend Charla Huber

W

hen Metchosin potter Ann Semple started going blind, she was devastated.

The thought of losing her vision also meant losing her love of art and pottery.

The 64-year-old has been a potter since she was 24 years old and feared she would have to give up her craft and sell all of her tools and supplies when her vision began to drastically deteriorate a year ago.

Semple is a member of the Coast Collective Art Gallery in Colwood.

When painter Linda Anderson, also a member of the gallery, heard a fellow artist was thinking of throwing in the towel, she stepped up to offer support.

For nearly 50 years Anderson has been a volunteer with the Canadian National Institute for the Blind. She has spent much of that time working with blind artists and developing coping strategies to enable them to continue their passions.

The first time the two met, Semple refused to even go into her studio.

She was riddled with depression and couldn’t fathom how she would on the visual ly challenged continue.

“At that point, she hadn’t been in her studio in three months,” Anderson said.

“I used to go in there everyday,” added Semple.

At the second visit, Semple returned to the studio and Anderson started helping her transform the cluttered room into a space where Semple could move freely and grab what she needed without having to see anything.

“I had millions of tools all over the place,” Semple said.

The pair began to organize and place similar tools in small plastic tubs with letters stuck on the outside. Semple could then feel the letter and know what was in each bin.

“If I mixed the wrong ones together they wouldn’t work anymore,” Semple said emphasizing the importance of the labelling.

Once the space was organized the tough part began.

Semple sat down at the potter’s wheel and Anderson asked her what she saw.

With her eyes focused on the wheel, Semple responded, “I see you,” to Anderson who was standing beside her at an angle that Semple’s eyes could still see.

Anderson used her talent for problem solving and placed mirrors all around the wheel so Semple could use the reflections to see what she was working on.

With the mirrors in place Semple has been back working in her studio for the past year.

“Don’t give up, it’s amazing what you can do,” Semple said.

Legally blind Potter Ann Semple is legally blind, meaning she has lost most of her vision but is not completely in the dark.

“In my right eye, sight is very limited. It’s all black and white and warped,” Semple said. “It’s like looking into a fish bowl with a fault in the glass.”

Last summer, Semple began to rapidly lose the vision in her left eye as well. She has Neovascula AMD, which means blood vessels form behind her eye and leak blood into the retina.

When she looks at something the centre of the image is completely black and then gets a bit hazy. The border of the images she looks at come out clear.

She has been receiving some injections from her doctor and her vision has been improving.

“I just assumed (the vision deteriorating) was going to continue,” said Semple.

Proposed new federal electoral boundaries could see a large portion of the West Shore combined with much of the Cowichan Valley to form a new constituency: South Cowichan-Juan de Fuca.

Federal electoral districts are reviewed every 10 years and are altered to reflect changes in population. Independent commissions in each province work to re-establish the boundaries.

The proposed constituency would include much of Metchosin, half of Langford (everything north of the Trans-Canada Highway and west of Veterans Memorial Parkway) and a portion of Colwood (north of Latoria Road and west of Veterans Memorial Parkway). The riding would also cover much of the Cowichan Valley, including Shawnigan Lake, Duncan and part of Ladysmith.

Electoral districts try to represent 104,763 residents, with an allowable deviation of 25 per cent either way. To reflect population changes, the Federal Electoral Boundaries Commission for B.C. is required to create six more electoral districts for a total of 42 districts.

One of the commissioners is Dr. J. Peter Meekison, the chancellor and board chair of Royal Roads University. He said it was an interesting task to figure out how to make the boundaries work while keeping populations, geography, transit routes and regional interests in mind.

“We tried to, when we can, keep certain communities whole, but sometimes you have to say ‘Well, we’ve got to put a line here,’” Meekison said.

“With the CRD region, you’re dealing with a lot of municipalities. If you try to say each one has to be protected it raises some interesting challenges.”

Meekison recognizes there are physical and regional boundaries between the West Shore and the Cowichan Valley and is more than willing to hear from people who have concerns with the proposed constituency.

There will be three public hearings on Vancouver Island. The closest one is at the Victoria Conference Centre (720 Douglas St.) on Wednesday, Oct. 17 at 7 p.m. The commissioners will be at the meetings.

Anyone unable to attend can make a written submission. The information collected will be considered for alterations to the plan, which must be submitted to the House of Commons by Dec. 21.

The commission has the final say on the boundaries.

VIHA videos honoured in New York The Vancouver Island Health Authority’s MultiMedia Services won three awards at the international Questar Festival for excellence in corporate video.

“Grief, Loss and Dementia,” in which family members of people with dementia talk about their losses, grief and the importance of support, won the Questar grand award for best Health Awareness video.

It also won a gold award in the Non-Profit Organizations Health Awareness category.

MultiMedia Services also won gold for “Violence Prevention – What role do I play?” in the category of Non-Profit Organizations Safety.

The video was created for VIHA Occupational Health and Safety and is used by facilitators as part of the Provincial Violence Prevention Curriculum. “It is an honour to be part of this prestigious group of winners,” MultiMedia Services manager Robert Martin said in a release. “Our team of creative experts produces world-class resources for VIHA and it’s gratifying to be recognized internationally.”

Driver busted with stack of driving prohibitions Langford man had already been prohibited from driving 11 times Natalie North News staff

Saanich police are celebrating Christmas in July, but a Langford man with a dozen driving prohibitions isn’t.

Last Saturday evening, as police conducted road checks in support of the Counterattack program dubbed Christmas in July, officers encountered a 29-year-old driving without a licence and a stack of driving prohibitions.

At about 10:15 p.m., police in the 3300-block of Quadra St. watched a white 2005 Chevrolet Cavalier turn abruptly in an attempt to evade the roadblock. A traffic safety unit officer soon located the driver hiding in a nearby underground parking lot.

“On speaking to the driver, he immediately smelled the odour of alcohol,” said Saanich police spokesperson Sgt. Dean Jantzen. “This is once again an example of an individual trying to avoid a roadblock for obvious reasons.”

The man failed two breath tests and was later found to be driving

without a licence. He already had 11 separate driving prohibitions since July 2007, including a requirement to have an ignition interlock device in his vehicle and completing a mandatory rehab program.

Those conditions were obsolete – his driver's licence had long been cancelled.

He received another 90 day immediate roadside prohibition. The Superintendent of Motor Vehicles has suspended the man from driving until June 13, 2015. He also faced an impaired driving charge.

“That single contact in and of itself really does explain why we’re out here doing these things,” Jantzen said.

“Although the rest of the evening was fairly quiet, it’s this one individual here that we were out there looking for and as luck would have it, he drew attention to himself and was contacted by our officers and safely removed from roadways. Hopefully this time for good.”

Three other drivers also received IRPs during the roadblock, two 24-hour suspensions for drug use, and a second related to alcohol and breaching a court condition.

“These are the people that we’re really looking for,” he added. “It’s not the individuals having a glass of wine with dinner.” nnorth@saanichnews.com

“He was a wonderful man and, to have him go, it’s not fair to do to anyone. It feels like having him die all over again,” Duke said, crying as she recalled her father’s death two years ago. “It’s hard to talk about. Jewelry and other items, those are replaceable, but this isn’t. He was the best dad, the best papa.”

Duke and her husband Michel Deschenes are already working at stepping up security in their home by adding an alarm system and cameras. They also advise others to leave valuables with friends or family when going out of town.

The home was broken into through the locked front door, between midnight and 8 a.m., Sunday. The urn has no monetary value. Most of the items stolen from the home were taken from the master bedroom.

“Thieves always go in the master bedroom (during a break and enter),” said Sgt. Max Fossum, of West Shore RCMP. “If you have a portable safe don’t put it in the master bedroom. charla@goldstreamgazette.com

A View Royal family is struggling with losing a family member twice.

The remains of a loving father and grandfather was one of the items stolen during a home invasion, July 8.

“We came home from camping,” said Tiffany Duke. “And my dad was gone.”

Initially, a safe and $10,000 worth of jewelry were reported to West Shore RCMP as stolen.

It wasn’t until after the RCMP left the scene that the family realized the sealed urn, containing the remains of Blaine Matthews, was missing. It was the only item taken from the family’s living room.

“I can’t sit in the living room anymore, we don’t sleep at night,” Duke said, wiping her tears.

“I don’t want (the thieves) to destroy it.

It just makes no sense, please just bring it back.”

Duke is asking for anyone with the urn to return it to her home or the West Shore RCMP detachment.

Pensions for retiring MLAs criticized Veteran B.C. Liberal MLA Murray Coell has added his name to the list of politicians retiring from the B.C. legislature, as the Canadian Taxpayers’ Federation renewed its criticism of the MLA pension plan.

Coell, MLA for Saanich North and the Islands since 1996, announced Wednesday he will not stand for re-election next spring. Surrey-Tynehead MLA Dave Hayer announced the same decision earlier this week, joining Burnaby-Lougheed MLA Harry Bloy, Vancouver-Fraserview MLA Kash Heed and Kamloops-North Thompson MLA Kevin Krueger in retirement from the B.C. Liberal caucus effective May 2013.

On the NDP side, New Westminster MLA Dawn Black and Maple Ridge-Pitt Meadows MLA Mike Sather have indicated they will complete their current terms and retire. More retirements are expected in both parties.

Since pensions are based on an MLA’s highest three earning years, the taxpayers’ federation calculates that Coell’s pension will kick in at $89,000 a year. The CTF says taxpayers contribute $4 for each dollar paid by politicians.

For most people, a tattoo is either an attractive body decoration or a regrettable mistake.

However, a traditional tattoo is an event worth travelling thousands of miles for.

The Pacific Tattoo takes place this weekend, July 14 and 15, at Bear Mountain Arena. A tattoo – a term that predates the body marking – is a demonstration of military drumming, piping and parading, full of fanfare, pomp and pageantry.

The name originally comes from the Dutch phrase for “turn off the tap.”

Drummers used to be sent out at night to call curfew, essentially letting tavern owners know they needed to stop serving drinks and send the soldiers back to base.

The phrase is “doe den tap toe,” which was shortened to “tap-too,” which was anglicized

by British soldiers into “tattoo.”

They brought the idea back to the United Kingdom and the tra-

“In Canada we’ve added a bit to that,” said director Dave Terry. “We’ve taken it inside, we’ve added professional lights and sound, we’ve added some pageantry, some dancers ... we’ll do a little bit of comedy.

So there’s really something for everybody.”

There have been tattoos held in B.C. before, but this is the first Pacific Tattoo, an event that organizers plan to make annual.

It will be the only tattoo event on the west coast of North America and is intended to rival large tattoo events in Halifax, Quebec City and even Edinburgh.

Terry has an extensive history with tattoos, including ones held in Esquimalt and Chilliwack. He said this year’s event will have around 400 participants, but the plan is to expand in the future.

“That’s a little smaller than some, but it doesn’t take away from the quality,” Terry said. “It’s certainly going to attract people from all over the province.”

In fact, there is a word for someone who travels to tattoo events around the world: a “tattourist.”

Terry said there are many people who love tattoo displays and go out of their way to see them.

To see for yourself this weekend, there is one performance at Bear Mountain Arena on Saturday at 7:30 p.m., and two on Sunday, at 1:30 and 7:30 p.m.

Tickets are $37.50 for adults, and $32.50 for seniors, youth and active military personnel.

Chief Robert Sam, 76, died on Monday morning at Victoria General Hospital after complications following a stroke. His accomplishments are inspiring, having been the driving force behind negotiations that advanced the Songhees First Nation to Stage 4 of a complicated treaty process.

He was also a founding member of the First Nations Finance Authority, and a board member of the Greater Victoria Harbour Authority.

He developed bylaws for his community on property tax, fire protection and negotiated an education agreement with the Greater Victoria school board.

But it is Sam’s character and deep commitment to the Songhees Nation that is most deeply missed by the Greater Victoria community.

“He scared the heck out of me, but his humour was unbelievably dry and wonderful and he always had a twinkle in his eye,” said Esquimalt Mayor Barb Desjardins.

Treaties need to have day in court T

he Songhees Nation’s elected leader, Chief Robert Sam, passed away earlier this week as a man who fought tirelessly for his community in Victoria and for aboriginal people across the province.

Sam worked hard to give aboriginal youth the opportunity for a good education and good jobs, understanding both are necessary to break the systemic cycle of poverty of First Nations people.

But as forward thinking as Sam was, he still was fighting injustices of the long past.

In tandem with Esquimalt First Nation, Sam played a crucial role in establishing a $31 million settlement in 2006 from the provincial and federal governments, for land taken away 160 years ago, where the Legislature building now sits.

The settlement, while giving the bands much needed capital, it did little to answer the nagging question of the validity, scope and meaning of the Douglas treaties.

In 1850, Fort Victoria colonial governor James Douglas made a series of land purchases from a number of tribes, for a pittance, giving the British Crown ownership of almost all land in Victoria and Saanich, except aboriginal “village sites and enclosed fields for our own use ... and those who follow after us,” according to treaty text. Aboriginal people also had the right to continue to fish and hunt on unoccupied land.

First Nations people in Victoria, and probably more than a few historians as well, argue the colonial administration broke the terms of these Douglas treaties fairly quickly – aboriginal village surveys weren’t done and land that was supposed to be set aside was absorbed by the colony.

Next May, the Songhees and Esquimalt bands are set to refight this question in court, regarding a village site in Cadboro Bay. Despite an era of reconciliation and new relationships with aboriginal people, the senior governments haven’t pulled their punches in response.

The federal government questions if the Songhees are the rightful descendants of the Chekonein people who lived in Cadboro Bay (the B.C. Ministry of Aboriginal Relations admits they are on its website).

Both governments assert there is a statute of limitations on the agreements and that “village sites” really only meant a village site – the Songhees Indian Reserve.

Fighting a 160-year-old grievance in court may seem absurd and may come down to duelling experts interpreting an imperfect historical record.

At the same time, it would be better if this case isn’t settled out of court. The validity of the Douglas treaties should have a full public airing.

This movie is an event and as much as I’d like to sound cool and pretend I don’t care about it, I’m flipping excited.

The Dark Knight blew everyone away and made gobs of money, so (despite the unimpressive title) The Dark Knight Rises will likely follow suit.

Love it or hate it, the summer movie season is what keeps Hollywood chugging along and, despite the duds (Dark Shadows), this year has been above average so far. So seriously, when you need to beat the heat, dive into your local theatre for some pure escapism. It can be very refreshing.

We often hear how Canada “manages” its natural resources, but how can we do that without sound knowledge about the intricacies of the water cycle?

The timing is also odd.

The ELA is being shut down as the government eviscerates laws and regulations designed to protect freshwater and marine habitat and resources with its omnibus budget bill.

Included in the bill are changes or cuts to the Fisheries Act, Navigable Waters Protection Act, Species at Risk Act, and Canadian Environmental Protection Act, and a complete gutting and rewriting of the Canadian Environmental Assessment Act. Changes to the Fisheries Act are especially troubling. Habitat protection has been removed, and the focus has shifted to economically viable and aboriginal fisheries only.

That has some former fisheries ministers worried.

In a letter to the prime minister, Conservatives Tom Siddon and John Fraser and Liberals Herb Dhaliwal and David Anderson wrote, “Canadians are entitled to know whether these changes were written, or insisted upon, by the minister of fisheries or by interest groups outside the government. If the latter is true, exactly who are they?”

It’s a valid concern. Postmedia obtained government documents showing that Enbridge, the company behind the dual Northern Gateway pipeline proposal, lobbied the government heavily before the changes were brought in.

Documents also indicate that pressure from Enbridge was partly responsible for the government’s decision to pull out of a joint marine-planning process on the Pacific North Coast between industry, First Nations, citizens’ groups, and conservation organizations.

One can’t help but notice that many recent cuts and changes are aimed at programs, laws, or entities that might slow the push for rapid tar sands expansion and

pipelines to the west and south, along with the massive selloff of our resources and resource industry to Chinese state-owned companies, among others. Any research or findings that don’t fit with the government’s fossil fuelbased economic plans appear to be under attack.

The National Round Table on the Environment and the Economy, for example, warned that failing to address climate change would have both economic and environmental consequences. The government also axed that arm’s-length agency, under the guise of saving $5.5 million a year.

Development is important, but when it’s focused on a single polluting industry, at the expense of other economic priorities and the environment, it doesn’t make sense.

When industry and government go to such extreme lengths to promote a short-sighted and narrow interest, it’s an affront to the democratic traditions that Canadians of all political stripes have built over the years. www.davidsuzuki.org.

This is an investment in our community and we should start to save for it today.

It will be expensive, for sure, and we will be in a better position going

forward if we have the largest down payment possible to get it going.

For a tool shed built by a gang of white-collar workers, it looks unexpectedly sturdy and cleanly designed.

Its walls are lined with all manner of tools – pliers, screwdrivers, grips, extension cords, levels, rakes, shovels and hoses, and even earthquake kits. It’s a handyman’s dream and a first shot at making a community tool shed within a Capital Region Housing Corporation townhouse complex.

The community tool shed was conceived and built by a six-person team within a Leadership Victoria 2012 class, modelled on a similar tool sharing project out of Portland, Ore. In partnership with CRHC, the LifeCycles non-profit group was starting a community garden at the Cloverdale Avenue site, so a community tool shed seemed a perfect fit for 26 families in the complex and 26 seniors in an adjacent building.

Over the course of the project from September to May, the Leadership Victoria team fundraised money, had the tools donated and even had time and expertise donated from a contractor and building designer.

The six, who are mainly managers and professionals, also put in sweat and labour.

“There were a lot of weird snags,” said Blair Spencer, a provincial probation officer who speaks for the team. “There is kind of an underground stream

“It was an ongoing joke about six white-collar workers choosing a gritty construction project,” he added. “It definitely took us out of our comfort zone, but part of the program was meant to push our comfort zones.”

Residents at the complex supported the project and were keen to have gardening tools available, but the uptake on borrowing has been slow. Dawn Kennedy, a resident and one of the four people who volunteered to oversee tool checkout, expects people will start doing more home and garden projects as warmer weather arrives.

“It’s really good for the people around here who don’t have a lot of stuff. I don’t carry a lot of tools in my house,” Kennedy said. “It helps fosters a sense of community. ” Amy Jaarsma, a senior man-

ager with CRHC, said community tool sheds are something they’d like to see at other housing sites.

“This is the first tool shed for our properties,” Jaarsma said.

“We might try it again once we get a feel for it. It would be great to try out in a different location.

“We need to have a site that is big enough that people will use it. It’s got to be something driven by tenants. It’s got to be something they want to do.”

With an H-shaped antenna held aloft over his head, Christian Engelstoft strides quickly between garden rows, following a telltale electronic chirp.

Somewhere nearby there is a Western painted turtle.

This is no ordinary turtle. The matriarch did what most people wouldn’t dare – it boldly crossed the Pat Bay Highway, from Swan Lake to the Capital City Allotment Gardens. Engelstoft knows this due to the transmitter attached to her shell.

The turtle is one of four radio-tagged at Swan Lake for an ongoing study that ultimately aims to help preserve the Western painted turtle, a native to Vancouver Island but deemed a species at risk.

“We track them regularly at the lake. We know where they hibernate, where they go, how they use the lake during the summer and fall,” says Engelstoft, a wildlife biologist working with the Habitat Acquisition Trust and the federal Habitat Stewardship Program.

“This year one decided to cross the highway to lay eggs in the Allotment Gardens. One of our objectives was to see if they would cross the highway. Now we know for sure they do.”

After a few minutes of bushwhacking along Swan Creek, which cuts through the community garden land, the transmitter signal allows us to zero in on her location. Soon the lunch-plate sized female emerges from the water and crawls up the creek bank to bask in the sun, with the thumbsized transmitter and long antenna clearly visible on her shell.

The turtle is old, perhaps a couple decades or more due to its size. A few weeks ago, its miraculous journey likely took it either under the highway through a long culvert, or over the top, where it braved the roadway. Given that the highway isn’t littered with turtle carcasses, such migrations are considered rare.

“Turtles don’t like long dark tunnels. It’s more likely it went over the top,” Engelstoft says. “It’s a busy four-lane road. Not a good place to cross.”

But with rich soft soils, the community gardens are an attractive place for turtles to lay eggs, although fraught with risk due to unwitting gardeners digging and planting veggies.

Adult females like this one are important for the species’ overall population dynamics. Due to lengthy breeding cycles and low survival rates, biologists calculate that if 50 females are killed in three years, the population will be extinct in 50 years.

“It takes a long time for them to reproduce at a successful rate,” Engelstoft says.

With limited wetland habitat in Greater Victoria and a major highway next to Swan Lake, Engelstoft admits boosting Western painted turtle numbers will be a tough, long-term effort. He suggested barriers might be needed to keep turtles off the highway and a nesting bed at the Allotment Gardens for breeding.

Todd Carnahan, the land care co-ordinator with HAT, is working with Capital Region homeowners to keep an eye out for Western painted turtles.

“The best way the public can help is to call or email that they’ve seen a turtle," he said. "Getting public reports is better that sticking telemetry devices on turtles.“Ultimately it will pay off for the entire population.”

Don’t be surprised to suddenly see flash ceilidhs on the streets next week in Oak Bay. A bit of the Celt will show up in surprise performances, though they’ll likely show up around noon and before dinnertime.

“We did this in Nanaimo with some success last year,” said Carolyn Phillips Cusson, producer of CeltFest.

Now in its 12th year, CeltFest comes to Victoria for the first time July 14 to 20. It will bring performing artists from around the world in a series of Celtic concerts, workshops and ceilidhs or Celtic jam sessions at the Canadian College of Performing Arts, 1701 Elgin Rd. in Oak Bay. “They’re going to be roving type ceilidhs,” Cusson said, unwavering from the secrecy of what or who might do flash mob-style performances and where. “The whole idea of having the ceilidhs in the community is to get people interacting.”

The CeltFest concert series kicks off July 16, with Lori and Innes Watson: Scots Kith & Kin.

“I was born in Victoria, the bulk of my piping over the years has been in Victoria,” said champion piper and co-producer Rene Cusson. “I’ve had a strong association. I was part of the original City of Victoria Pipe Band … It was very innovative. It was one of the world’s top pipe bands.

“Some of those fellows including Jamie Troy Jr. and Colin Magee are still on the (Greater) Victoria Police Pipe Band. It’s fun to get together with them and we’ll put on a good show together,” he added. “You sort of hit the ground running at festivals … you get this fusion and I think that’s one of the things that makes a festival a unique musical event. They haven’t worked the music to death.”

All concerts begin at 7:30 p.m. at the Canadian College of Performing Arts auditorium and the audience is invited to remain after each concert to participate in the ceilidh. Ticket prices range from $10 to $34.

Producer Roger McGuire and director Dave Tarry have a long history of involvement with military tattoos. McGuire has performed in numerous international tattoos and military festivals.

Tarry organized naval celebrations and royal visits during his years of service, including two military tattoos.

“We are all excited by the creativity that has gone into the development of the show, and by the calibre of the acts that are eager to join us,” said McGuire. “The crowd in Bear Mountain Arena can expect traditional tattoo elements like massed pipes and drums and Celtic dancers, and we have some international crowd-pleasers and surprises in store too.”

Among the tattoo’s attractions will be the Trumpeters of Berittener Fanfarenzug Freckenhorst, the Naden Band of Maritime Forces Pacific, the Regimental Pipes and Drums of the Calgary Highlanders, Canadian Scottish Regiment Pipes and Drums, Greater Victoria Police Pipe Band and Canadian fiddle and step dance star, Stephanie Cadman.

The tattoo also includes special skills demonstrations, a 55-voice choir and a 50-strong team of dancers including jive and Chinese dance groups and the Pacific Tattoo’s own Celtic dance team.

The Peninsula Players are holding auditions for their jubilee production titled Crown Jewels and you're invited.

lake Worsley is no stranger to the intense pressure of international competition as a freestyle swimmer for Canada.

But facing his first Olympics in less than a month, the 24-year-old tries to shake off nerves. Competing in the Games is a goal he dreamt about as a kid, and these days, he’s never felt fitter or faster.

It helps that the handful of Canadian national swimmers based out of Victoria had their main training camp at an aquatics centre in Maui, Hawaii, under the tropical sun in an outdoor 50-metre pool.

As a Canadian national team member since 2009 and an outstanding U.S. collegiate swimmer before that, Worsley lives an unending schedule of competition and training. Prepping for the Olympics is the same, but different, he says – there is

an acute awareness the pool in London is for the best of the best.

“It’s the same principle. You train for a month and taper down for the last month going into a meet,” Worsley says on the phone from Hawaii. “But with the Olympics everything gets harder. They expect you to do well, to do more, to get more out of you for the Olympics.”

Worsley’s training regime involves three to five hours in the pool each day, plus weight training and running. At his peak he’ll consume 8,000 calories per day to keep the engine revving.

At 6’6 and 210 lbs., Worsley’s size and lean build make him a natural for slicing through the water at high speed. In London he’ll compete in the 800-metre relay and hopefully the 200-metre freestyle, one of his strongest disciplines.

Worsley was born and spent part of his youth in Vancouver, playing baseball and hockey, encouraged by his dad. At about

age eight, one fateful day at the North Shore Winter Club, his mom asked him to jump in the pool.

“I was horrified. I did not want to get in the pool with those big kids,” Worsley says laughing. “But my mom told me if I get in now, she’ll take me to McDonald’s afterwards. So I went in.”

His family relocated to Steamboat Springs, Colo., when he was 10. He later excelled at swimming in high school there, coached by his mom. He went on to be one of the best athletes produced by the University of Denver, where he earned a degree in business marketing.

As a senior in 2009, he earned DU’s male athlete of the year and won a second straight male swimmer of the year honours in the Sun Belt Conference.

After moving back to Victoria to train full time with team Canada, Worsley’s past three years have been a constant stream of competition, including world

championships, the Commonwealth Games in India and the Pan Pacific Championships.

On March 27, all the training and meets came down to one shot in Montreal. To be invited to the Olympic team, Worsley had to win the 200-metre freestyle, which he did in 1:49.06. “(Montreal) wasn’t my best day, but to make it through and to get on the team, it was a good day,” he says.

The last few weeks before the Olympics in July, the Canadian swim team will be at a taper camp in Sardinia, Italy, before arriving in London.

“This is the first time I’m going to the Olympics. I’m pretty excited,” Worsley says.

“I’m looking forward to walking out there, to competing for my country. It’s been a dream my whole life to compete in the Olympic Games. I’ll put my best foot forward and do what I can do.” editor@saanichnews.com

The Open Gate Church is kicking off its first summer soccer camp in August at City Centre Park.

The Anglican church wants to offer all kids a chance to play soccer this summer through a week-long soccer camp for just $25.

Already about 40 children have signed up and registration caps off at 75.

“We wanted kids to come experience a soccer camp without breaking the (banks) of families,” said Chris Zoephel, pastor of Open Gate Church.

“We just want to get out in the community and be a blessing to the community with no strings attached.”

For Zoephel choosing to host a soccer camp was an easy choice.

“I love soccer,” said the pastor who played central defender for the North Park University soccer team in Chicago.

Zoephel, 39, started playing soccer year-round when he was five years old.

He still plays the sport and has also been coaching his son Paul’s team.

For the Open Gate soccer camp, the church is also bringing OAKLEY • RAYBAN • MAUI JIM • GUESS • GUCCI • FYSH • KLIIK • EASY CLIP in Zoephel’s former university roommate, Matt Pheneger, to help coach the kids. Pheneger works with the Christian group Ambassador in Sport, an organization run globally teaching soccer skills and Christian morals.

“This is a church camp and the name of Jesus will be present, but soccer is the main component,” Zoephel said adding the camp is open to people of all faith’s.

If it seems like Simon Whitfield is having too much fun, he probably is.

The 37-year-old was the centre of attention on Monday night as a small idea turned into a gathering of hundreds for an Olympic send-off for the veteran triathlete.

Three Point Motors hosted the group ride, dinner and auction, which included three Victoria police motorcycle officers, who escorted the throng of spandexclad riders on an hour-long tour around Victoria and along the waterfront.

“The (cops) were talking to me, the cyclists were talking to me, I just love being around this community of people,” Whitfield said.

The original idea for the event was Whitfield’s, to use the excitement of the Olympics to throw an auction and raise money for KidSport. “(Whitfield) contacted us about 10 days ago, saying ‘Hey why don’t I do something for KidSport?’ It was short notice, but look at the response,” said KidSport board member Steve Turner.

“We had $2,000 in donations just from the group ride, the auction hadn’t even started.”

In the KidSport world, $2,000 will help nearly seven kids register for a season of sport, as each grant is $300.

“On Aug. 8 (the day after the race) I’ll be in a park playing with my kids, whether or not I have a shiny object around my neck.”

The remainder of the donations were still trickling in on Wednesday morning, but were estimated to be at least $3,500.

Speaking of the task at hand, Whitfield said he’s not too nervous on the eve of his third Olympic Games.

“I have two kids, that’s what makes me nervous now.”

If anything, the distraction is a blessing, said one of his coaches, former marathon Olympian Jon Brown. “The longer he’s distracted, the better I think it is.

(Whitfield) just needs to continue doing what he’s doing and not think about what he has to do for as long as he can.”

It’s an attitude Whitfield embraces.

“The way I see it,” Whitfield said, “On Aug. 8 (the day after the race) I’ll be in a park playing with my kids, whether or not I have a shiny object around my neck.”

Whitfield also tipped his hat towards his post-Olympic career, suggesting that he'll enter longer distance triathlons as early as this summer. sports@vicnews.com

Craig Didmon is back with the Victoria Grizzlies after three seasons away.

The former Grizzlies assistant coach to Geoff Courtnall in 2009 will resume that position and more as the assistant coach and assistant general manager to recently appointed head coach and GM Bill Bestwick.

Didmon left after the Grizzlies hosted the 2009 RBC Cup, having lost out on getting Courtnall’s head coaching job to Victor Gervais.

Three years later, a change of ownership and a few good spins on the merry-go-round that is coaching in junior hockey, and Didmon returns to the Grizzlies. Meanwhile, Gervais is not far, as he will guide the rebooted junior B Westshore Wolves, who will also play out of Bear Mountain Arena.

Didmon is giving up his part-time assistant coaching gig with Victoria Royals, but will continue running the West Shore Hockey Academy for students of Spencer middle and Belmont secondary schools.

“This creates an opportunity for a great partnership with the West Shore academy and the Grizz,” Didmon said.

“With where the Grizzlies are at, we have a lot of work to do, and the academy has to get ready to go. But the B.C. Hockey league schedule, which is mostly weekends now, works well with the academy’s schedule.”

A promotion with the Royals, if and when that ever becomes an option, would mean giving up the academy, which Didmon is happy to run.

“The Royals were great, I’d love to go back down the road, probably in a higher position.”

Didmon’s relationship with Bestwick goes back to Didmon’s playing days with the BCHL’s short lived Victoria Warriors.

“He came to the Warriors part way through the 1990-91 season. He was the best junior coach I had.”

Bestwick was the Warriors third coach that season and snuck them into playoffs and past the country’s top-seeded New Westminster Royals,

Didmon continued to lean on Bestwick when he coached the Victoria Cougars to a provincial junior B championship in 2007, prior to joining the Grizzlies.

“Bill taught me a lot, he is a great motivator, he stands behind his players and pushes them to improve. My Cougars teams were a reflection of what the Nanaimo Clippers team was like 10 years ago.”

Lawyer scores windfall for nurses Landmark settlement redefines gender discrimination in ‘David and Goliath’ legal battle Roszan Holmen News staff

n his big day to shine last week, Victoria lawyer Laurence Armstrong was stuck in hospital, undergoing surgery.

For someone not shy of the media glare, the timing was terrible. “It’s so unfair,” said Armstrong, laughing.

On July 3, the Canadian Human Rights Tribunal issued an order awarding Armstrong’s clients – more than 400 Canada Pension Plan nurses – $160 million and counting. It compensates them for nearly 35 years of discrimination.

Armstrong describes it as a simple tale of David and Goliath – with one twist: David is a woman.

On the surface, the win is small in scope compared to previous pay-equity cases, involving thousands of public-sector employees and payouts worth billions of dollars. But the case against the federal government is precedent-setting in that it effectively broadened the way the tribunal defines gender discrimination.

As Armstrong went under the knife, lead complainant and nurse Ruth Walden spoke to the press in Ottawa, where she lives.

“It has taken years of effort by the nurses to get to this day,” she wrote in an email to the News.

“While the agreement reached with our employer doesn’t compensate us for all our losses, I’m very happy that it will compensate all victims of the discriminatory practice.”

The payout could be life changing for CPP nurses employed across the country, including for many of the roughly 65 employed in the Victoria office.

The CPP disability benefits program launched in 1966. At first, the program director only hired doctors to assess applicant files, but soon began hiring registered nurses as ‘medical adjudicators’ to keep up with the mounting workload.

In the years that followed, the doctors sometimes played a supervisory role, but typically, their work differed little from the program’s nurses. Each reviewed applications and had authority to reject or approve claims.

Their job classification in the public service classification system, however, differed greatly. The doctors were classified as health professionals; the nurses were classified as program administrators – a designation that did not recognize the nurses’ professional expertise.

The consequences of this distinction were far-reaching for the nurses, whose careers were mostly stuck at entry level.

They received little funding to update their medical knowledge in a field that demands keeping up to speed on the latest research and practices. As a result, their salary, pension, advancement and other benefits suffered.

By the time Ruth Walden joined their ranks in 1993, CPP nurses had been working to be reclassified as medical professionals for several years.

“I fully believed that there was just some sort of misunderstanding,” she said. “Our employer depends on us every day to use our knowledge, skills and experience to make really tough decisions that affect people’s lives.”

In 2001, the nurses started to organize themselves to form a united front.

Despite being scattered in regional offices across the country, they connected through word of mouth, finding employees willing to speak out in each office.

“Gradually we built a nationwide network,” said Walden. “We were pretty much on call 24-7.”

Through late-night and early-morning emails, they shared information, co-ordinated their approach and supported each other – all without ever meeting in person.

In 2004, Walden filed her complaint, without the backing of her union, the Public Service Alliance of Canada.

Undeterred, she and her team hired their own lawyer, at their own expense.

Walden heard of Armstrong through a gender-discrimination complaint he launched on his own behalf, seeking free prostate cancer screening tests for men.

He later lost that case. But in representing the nurses, Armstrong took a different tack than most of the big genderdiscrimination cases won before. Instead of arguing equal pay for work of equal value, he argued different sections of the Canadian Human Rights Act. Section 7 and 10 forbid employers from treating different groups of employees differently on the basis of discrimination.

His 2007 victory in the tribunal was precedent-setting.

“It really is another way at looking at human rights,” said Philippe Dufresne, director and senior counsel of the Canadian Human Rights Commission’s Litigation Services Division. “It goes beyond pay equity because it talks about classification. It talks about opportunities for career advancement. It talks about training and professional recognition.”

But that landmark ruling was far from the end of the story.

Since 2007, Walden and her team have fought to uphold the original decision through three tribunal hearings, two judicial reviews in federal court and one appeal. “It’s been quite a struggle every step of the way,” she said.

“My daughter, she knows everything about this case,” said Adele McLean, one of the CPP nurses representing the Victoria office. “She’s grown up, literally, hearing about this.”

Her co-representative in Victoria, grey-haired Chuck Morris, joked he had brown hair when he signed up for the job.

Morris, the token male in this fight for women’s rights, helped to keep discussions light by sending jokes over email.

At critical junctions in the case, Morris would consult his “voodoo chicken.” The silly digital persona served as a barometer of who’s happy or not happy, explained Morris, a former military nurse who took a $21,000 cut in pay when he was hired on by the CPP disability benefits program.

The Victoria office is the second-largest in the country.

The group made a point of celebrating the small victories along the way, McLean said. When they were finally reclassified as health professionals in November 2010, they sculpted pigs of papier-mâché, attached pipe-stem cleaner wings, and

The tribunal’s July 3 order prescribes $16,500 in payment for every year worked between 1999 and 2011, as well as smaller lump sums for nurses who worked between 1978 and 1999. Many nurses can expect more than $200,000 from the settlement.

Estimates peg the value of the total compensation at more than $160 million, but the final tally could prove higher, in part because all CPP nurses are eligible for compensation, even those who didn’t register as official complainants. That means hundreds more nurses may step forward to claim their due.

This big payout was an outcome the federal government has fought hard to avoid – in part because of its potential to rally other groups of employees.

It could trigger a similar change in other

departments, causing significant increase in the Public Service payroll, argued a representative of the Treasury Board during the original 2007 hearing.

Ramifications of the Walden decision could also extend to the private sector.

That’s because it proved individuals such as Walden, rather than powerful unions, can file complaints involving systemic issues that extend beyond the individual.

“This is one of the reasons we said this could be precedent setting,” said Dufresne.

Walden’s case is likely the largest gender discrimination case won without union representation.

“They really did this themselves,” said Gary Corbett, president of the Professional Institute of the Public Service Of Canada.

“They had to become their own union, to a certain extent,” he explained, shortly after winning representation over the nurses in 2011. “It’s not easy in this day and age to organize everybody to pull in the same direction. I can tell you that as a union boss … I run an organization of 60,000 people and I would love to see that level of solidarity.”

Whether Walden’s case will open the floodgates to new gender discrimination complaints is yet to be seen, however.

In 2009, the federal government changed the rules of complaint resolution through the Public Sector Equitable Compensation Act. With a stated goal of speeding up the process, the Act requires that complaints about compensation be directed to the Public Service Labour Relations Board.

The change leaves human rights watchdogs and academics skeptical.

“They’re not a human rights tribunal,” said Armstrong.

As he recovered in hospital, Armstrong said he got “rock star” treatment from the nurses, who caught wind of his win for their CPP nursing colleagues.

“I’ve never had so much fun,” he said of the case. “I don’t think I’ve ever had such worthy clients. It’s been an honour to represent them.” rholmen@vicnews.com
