Summer holidays are here and major infrastructure projects in the District of Lake Country are in full swing. Here are three projects that will impact the dayto-day life of residents over the summer.

SWALWELL PARK The recent heavy rains have delayed the paving of the Swalwell Park parking lot. Steve Schaffrick, parks director with the District of Lake Country, had hoped the paving would be complete

LODGE ROAD The Lodge Road traffic circle project is on track and progressing well, said Greg Buchholz, operations manager with the District of Lake Country. After the long weekend, the road will be closed to all but locals who live on the road. The district will open a

portion of Lodge Road to farm-gate sales towards the end of the July, so the businesses will be able to serve customers. “We are a bit ahead,� Buchholz said. “The contractor got an early start. The upgrade and roundabout should be substantially complete, prior to the start of school. “Our goal is a safe place for kids to walk with bike lanes� Buchholz said.

CAMP ROAD There have been ongoing issues with flooding and drainage on

Camp Road. The signs went up about a month ago telling Camp Road users about the upcoming project. The flooding came about because the old creek bed had been filled in with years of development leaving no water drainage route until the current upgrades are complete. The district is having an entire drainage network installed so water will run off into the ground. As well, “whenever we do a road improvement project we are looking to incorporate active transportation,� explained

Buchholz. To reach that goal, a paved pathway along Camp Road is being installed, because of the speed of traffic. Work on Camp Road started a week ago Monday. It will be completed in three parts—drainage work, road grinding and resurfacing, then the path. There will be single lane alternating traffic during most of the project with several days of detours during the resurfacing. Residents along Camp Road were visited by district staff who ex-

plained the project and expected impact on residents’ travel patterns. “We’re trying to do a better job of communicating about why we are doing it and what it is going to look like,� Buccholz said. Buchholz would like to remind residents and drivers, to please be patient and respect the workers as there have been issues with speeding and rudeness towards the people doing their jobs. “Most people are good to the crews; we just want to remind people this project is to benefit the community.�

When comparing the numbers year-over-year, it is also noteworthy that 2011 was slower than prior years. In 2008, we had four inspectors plus two clerical T staff. So the building department is half the size of three years ago. â&#x20AC;&#x153;We canâ&#x20AC;&#x2122;t go much smaller in the department. Currently the development has about 16 T starts on the go, with T several more sold since the beginning of 2012. The sales centre at The Lakes is getting some pretty good traffic, and it is estimated most buyers are coming from within the Okanagan Valley. Speaking on background, one of the sales team said that families are the most prolific home buyers right now, but builders have a strong mix of spec homes available. The Lakes has kept prices steady and consistent.

The communities of Lake Country and West Kelowna are eligible to receive a total of $14,200 for projects to help grow tourism. The funding comes from the B.C. Liberal government’s Community Tourism Opportunities (CTO) program administered here by the Thompson Okanagan Tourism Association. Lake Country is to receive $5,000 to implement branding strategy. “This is a great investment in Kelowna and Lake Country tourism,” Kelowna-Lake Country MLA Norm Letnick said in the province’s press release. “This funding will help with brand implementation for marketing materials, local imagery and promotion, website enhancements, creating image banks, print ma-

Jobs Plan. B.C.’s new tourism strategy builds on the Jobs Plan, providing a framework for government and industry to work together to attract more visitors and create jobs for B.C. The strategy focuses on increasing the number of visitors by building on the global awareness generated by the 2010 Olympic Winter Games. The Community Tourism Opportunities program is administered by the province’s six regional destination marketing organizations which receive the funding from the Ministry of Jobs, Tourism and Innovation. Successful applicants had to have matching funds for their projects and they receive their funding after the suc-

cessful completion of their projects. This is the fifth year the CTO program has been in operation. Both marketing and development projects are eligible under the program which reimburses communities after the successful completion of their approved

projects. In its press release, the B.C. government said it is providing over $1 million to be shared among 307 grassroots projects. More than 100 communities in all parts of the province have projects that are eligible for funding.

The Battle of Santiago (TBOS) is playing the Creekside Theatre, Thursday, July 12. It is one of five British Columbia dates for this fusion band that is known for its wildly unique blending of Latin beats with reggae, jazz and some Santana. This band has pulled together professional musicians from the Toronto music scene. It is a mix of immigrants from Central and South America along with classic Canadian rockers and jazz musicians. The result is a sound and performance that is instantly accessible yet alluringly, tantalizingly new. This past week The Battle of Santiago hit No. 1 on the National College radio charts for international music. They also hit many top 10 and top 30s across the country on the college radio charts. It is easy to hear why TBOS is making its way up the charts. The tunes on their latest release are ripe for playing at a barbecue, provide backup for a workout or commute, or after work when you are interested in a transition in your day

that will perk you up. The show at the Creekside promises to be excellent. TBOS bass player Michael Owen admited: “We are all workaholics, all we do is play music.” Band members have backed up music greats including Oscar Peterson, Tito Puente and I Mother Earth. This gig is a chance for locals to watch the pros play what they love in a groundbreaking sound and style. This sort of evening is rare as TBOS is on the radar in a big way out East and the opportunity to see a new group like this as they build a name in Western Canada doesn’t come along very often. “We’ve been noted for one of the tightest percussion sections in Toronto, if not the country,” said Michael Butler, flute as well as tenor and soprano saxophone player. The band started when some of the members had the opportunity to catch up and see where their colleagues were travelling musically with the thought of possibly pulling a few recordings together. To the editor: Dirt-bikes have no place on Spion Kopje. I have lived on Oyama Road since the late 1980s, and I can tell you, that any dirt-biking over on Highway 97 on the west side of Wood Lake is heard loud and clear over on the east side of the lake. I have been on Spion Kopje three or four times over the past two decades. The view from there is spectacular. It should be a major part of the Wood Lake recreation project—whatever that is called these days. In my opinion, Spion Kopje should be a designated park space, as should the entire ridge north of Spion Kopje. Nothing should be allowed to spoil the view of that ridge from the east or west side. BC Ferries bottom line still in the hold BC ‘‘ Ferries has begun its summer schedule, ramping up sailings for the vacation season that is crucial to the fleet’s bottom line. It’s been rough sailing for BC Ferries so far this year. The corporation released its financial results in June, reporting a net loss of $16.5 million, compared to net earnings of $3.8 million the previous year. Last year’s earnings were boosted by the sale of the former corporate headquarters for $9.3 million, preventing a loss there as well. In the fiscal year that ended March 31, vehicle traffic was down 3.5 per cent and walk-on passengers were down 2.8 per cent. As a result, BC Ferries is forecasting a “small loss” for this year as well. The spring Coast Saver sale has just ended. That’s a 37-per-cent discount offered Fridays through Mondays, May 25 to June 25 on the major runs from the mainland to Victoria and Na-

naimo. The discounts allowed a foot passenger to cross for $9.95 and a car and driver for $39.95. I asked BC Ferries CEO Mike Corrigan last week how the sale went. He didn’t have final figures yet, but he allowed that the boost in traffic was marginal. It’s the second year that the spring sale has been offered over weekends, when people are more likely to travel. But instead of generating additional trips, Corrigan said the main effect has been to shift traffic from midweek to weekends. One of the primary

reasons for this spring’s poor performance is the lousy weather that kept people at home. Gasoline at $1.40 a litre is another big one. Hotels and other tourism services tell the same story. Here’s another problem: Student traffic on the ferries was down by a third this spring, because teachers cancelled field trips as part of their lengthy work-to-rule campaign. The simplistic political debate about ferry service starts and ends with rising fares, with occasional fits of temper over executive salaries and ignores the other factors.

Just cut the fares and increase the taxpayer subsidy, say the NDP and their local echo chambers. Of course, taxpayers are already pitching in an extra $80 million this year, bringing the subsidy to the ferries close to $200 million. That’s how Transportation Minister Blair Lekstrom sweetened the pot as he unveiled new powers for B.C. Ferry Commissioner Gord Macatee to set service levels as well as regulate fares. Macatee’s task now is to travel the coast and endure the demands of island dwellers who want the rest of us to subsidize their splendid isolation. The proposition for them will boil down to this: You can pay more or you can have fewer sailings. And where the boat is a third full, you will have fewer sailings. This consultation period is an opportunity to ask some hard questions. For instance, does Saltspring Island really need three ferry terminals?

And why is there no passenger-only service? Macatee’s term as commissioner started with a detailed review last year that pointed to some other ways to save serious money. But CEO Corrigan says there are no quick fixes. FortisBC has offered an $11-million incentive for conversion of marine vessels to natural gas, which would give the fleet significant relief from spiraling fuel costs. But a ferry conversion would take six months or more and another vessel would be needed in the meantime. Another promising suggestion is overhauling the ferry reservation service, making reservations free and charging extra for those who just show up. Corrigan says a computer reservation overhaul is underway, but it will take three years. I saw many varieties of sound-suppression barriers on the sides of highways going through residential areas. Rounded, scalloped, rippled, cantilevered, curved walls made of a variety of materials, as well as the standard high masonry walls like we see in many areas of Vancouver on the sides of freeways in residential areas. I sincerely hope that the Highway 97 fourlaning project from the north Winfield area to north of Oyama land T bridge, includes plans for sound suppression of highway noise. Often times, language can make or break the mysticâ&#x20AC;&#x2122;s vibe

I

may be doing the Scots an injustice here, but I donâ&#x20AC;&#x2122;t believe I have ever heard of a Scottish mystic. Mystics seem to have a direct connection to the divineâ&#x20AC;&#x201D;through visions, trances, meditation. Yes, there are holy places in Scotland. And in Ireland. All through the British Isles, in fact. But aside from Julian of Norwich, few mystics used the English language. Eric McLuhan, son of and collaborator with media guru Marshall McLuhan, suggests this may have something to do with the language itself. Among linguists, English is sometimes called the â&#x20AC;&#x153;hissing tongue.â&#x20AC;? It uses a lot of sibilantsâ&#x20AC;&#x201D;those â&#x20AC;&#x153;sssâ&#x20AC;? sounds made by squishing air between the front teeth and the tongue. To which the Scots and Irish add those â&#x20AC;&#x153;achâ&#x20AC;? fricatives at the back of the throat. Compare those sounds with the classic Asian chants, such

â&#x20AC;&#x2DC;â&#x20AC;&#x2DC; Life and Faith

The cavities in your head amplify the musical vowels, until they drive lesser thoughts from your mind. In that state of mild self-hypnosis, you can begin to hear rhythms underlying the frenetic busyness of everyday thoughts. It wonâ&#x20AC;&#x2122;t happen in English, though. Those

I remember visiting a residence for retired Catholic priests. They had invited some visiting clerics from China, priests never exposed to the reforms of Vatican II, to lead a mass. It did it, of course, in Latin. Several of the retired Canadians were moved to tears. Perhaps it was just nostalgia. But even I, an outsider to whom Latin might as well be

Artists in attendance to talk about their exhibition Politicians defend Shift, a collaborative exhibition by Okanagan artists Roja Aslani and Cindy Marshall is showing at The Lake Country Art Gallery starting July 19 Shift explores textbased art, minimalism, etymology and cultural trends. To shift is to move from one place to another, to change your point of view and see

something from a new perspective. Shift, the exhibition, is a body of work that invites the audience to consider the etymology of singular wordsâ&#x20AC;&#x201D;their origin, their transitions and how they serve us in their current use. Through the use of a narrative archive, each work takes into consideration the transitory aspects of both art and lan-

guage. For example, one could reflect on the shifts in the use and display of language from the days of the Egyptian tablet to our current smart tablet. Combining traditional art-making techniques with newer and sometimes controversial contemporary methods, the artists focus attention on the extent to which current cultural trends are informed by repurposed

everyday practices. In their process, the artists â&#x20AC;&#x153;repurposeâ&#x20AC;? art imagery, concepts and everyday objects to demonstrate the similar adaptations of simple words. While there is often resistance in embracing change, Aslani and Marshallâ&#x20AC;&#x2122;s work creates intimate moments for the viewer to reflect on the shifts that have defined

our culture. compensation RICHARD ROLKE The District of Lake Country has released financial information for 2011 including how much council members were paid for their duties. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re not high and weâ&#x20AC;&#x2122;re not low,â&#x20AC;? said Mayor James Baker. â&#x20AC;&#x153;For the size of community and the growth we have, we are where we should be. Weâ&#x20AC;&#x2122;re not looking at increasing it.â&#x20AC;? In 2011, Baker had taxable remuneration of $26,090, a non-taxable allowance of $13,045 and expenses of $10,294. In terms of current councillors, Lisa Cameron, Owen Dickie and Rob Geier had taxable remuneration and nontaxable allowance of $1,032 and expenses of $264. Penny Gambell had remuneration (taxable and non-taxable) of $15,369 and expenses of $2,327, while it was $15,369 in remuneration for Barb Leamont and $1,073 for expenses.

For Jamie McEwan, there was $1,032 in remuneration and $876 in expenses. For former councillors, there was $14,437 in total for Noreen Guenther, Geoff Greenwell, Alice Rees and Bill Scarrow. In terms of expenses, there was $7,528 for Greenwell, $3,006 for Guenther, $3,075 for Rees and $3,818 for Scarrow. Financial information has also been released for district staff. w There were 15 employees who earned more than $75,000 in 2011 including chief administrative officer Alberto De Feo at $145,532 and chief financial officer Stephen Banmen at $130,118. â&#x20AC;&#x153;We need a price competitive with other communities,â&#x20AC;? said Baker of the need to attract employees with the education and experience necessary for the municipality. Plants are loving the cooler weather BURNETT FROM A6 unusual for the Okanagan but to put a positive spin on it first of all we can always use the water and it has given us ideal planting conditions for this time of the year. Iâ&#x20AC;&#x2122;ve even done some transplanting in the perennial garden which normally would not have been done due to heat. Please donâ&#x20AC;&#x2122;t, however, become complacent when it comes to watering new plantings even though we are getting this rain. A new plant can only get the water it needs directly from its root system and when the roots do not reach out it doesnâ&#x20AC;&#x2122;t matter how much

rain we get the plant will suffer. Give newly transplanted plants a drink directly at the root zone regularly until they become established. Often this takes a month or two. If you have any bare spots in your lawn due to dog spotting or heavy traffic this weather is perfect for re-seeding. Just scratch up the area with a rake or cultivator and apply some top dress composed of half peat and half sand. You can also use a good clean sandy top soil. Broadcast the grass seed over the area and

March 26, 1914 – June 22, 2012 How does one put into words the life of one so precious…to capture the essence of the “dash” between birth and passing from this life. In mom’s words…”I’ve had a wonderful life. I truly believe God had a hand in it. There is nothing I regret and I wouldn’t change a single thing.” Born on Alberta Street in New Westminster to Alice and Vic Ingle, she attended Richard McBride School then on to Trapp Tech. After attending Sprott College she worked as a receptionist and clerk. She met her future husband Andrew (Scotty) Knox at the roller rink in New Westminster and married on September 25, 1936 after 7 years of courting. The family home on London St. in the West End was where they raised Bob, Betty and Drew. Scotty built the home in what was then known as “Honeymoon Heights” and they lived there until his retirement in 1971. Except for brief jobs in the cannery she was a stay-at-home mom. They led a tranquil but very social life on the lake in Winfield and in 1984 she was widowed. Reita remained there until 2008 where she went to independent living at Lake Country Manor. Reita led a vibrant life, always positive and caring. She put others first and her attitude at the end was an inspiration to family and her many friends. Would we all mark the end of our days with such courage, determination and tranquility. She simply did not fear death but felt a better place was waiting. Predeceased by her husband Scotty (1984), son Robert (2010) and survived by daughter Betty Feist and Willy, son Drew Knox and Joyce. She leaves behind countless memories for grandchildren: Brent, Cathie, Linnea, Lisa, Mike, Robbie, Eli and Bonnie. Thirteen children call her “GG” as well as two great-great grandchildren. “Blessed are we who call her mom, grandma, GG or friend.” A cancer survivor at 94, in lieu of flowers, please send donations to the Canadian Cancer Society or KGH Foundation. A private family gathering will be held to celebrate Reita’s life. Condolences may be sent to the family by visiting www.mem.com. and searching her name under stories. Permanent Full Time Human Resources and Safety Advisor The District of Lake Country is seeking a permanent full-time Human Resources and Safety Advisor to join their team. The Human Resources and Safety Advisor will administer day-to-day human resource activities and work with managers, employees and their representatives to develop and foster effective working relationships. This position is accountable for a variety of human resource activities including staffing, planning and administration, employee relations, safety, training and development, and compensation. This position will be responsible for the overall development and coordination of safety programs within the District of Lake Country. Fostering relationships with staff and management will be a key success factor for this position. The ideal candidate will have a minimum of a degree in Human Resources or a related field, four years of experience in the human resources or labour relations settings, preferably in a unionized environment. A strong understanding of WorkSafe BC regulations and experience in developing and managing a safety program is required. The salary will commensurate to the position and to the candidate and we offer a comprehensive benefit package.

Now that school is out for the summer, the planned upgrades to Lodge Road and construction of a roundabout at the intersection of Bottom Wood Lake Road and Lodge Road can move ahead at full speed. While the project will provide an improved transportation network, there will be a brief period of inconvenience this summer as traffic is re-routed around the project. Pay attention to signage and traffic flagging personnel. Plan your route and travel time to consider possible delays. Transit Service: regular route #23 will continue with the addition of the shuttle service running Monday to Friday between 6:00 am and 10:00 am and 3:00 pm and 7:00 pm during the duration of the project from July 2 to Sept 4.
