Campbellton needs to be a priority, group says Businesses meet to begin spiffing up city’s oldest neighbourhood PAUL RUDAN CAMPBELL RIVER MIRROR
It’s about time Campbellton came first on the city’s priority list, says Brian Shaw. Campbellton, Campbell River’s oldest neighbourhood, has been largely neglected for years, especially in the last decade as the city devoted millions of dollars to upgrade and improve the Willow Point area. Shaw, the branch manager of Cannacord Capital which relocated to Campbellton last year, is among those spearheading the Campbellton First ad hoc committee. The group held its first meeting Wednesday night at the Eagles Hall to begin a yearlong planning process to devise an action plan. “Of course there’s no money yet, but we’ll get there,” said Shaw. economy picks up which will improve city finances to help pay for improvements. For now though, everything’s been done on the cheap. The participants are volunteers and after some initial head-butting with bureaucrats, the city gave the group $3,000 to promote its meetings and training, as well as manpower support. In particular, the city’s land-use manager, Ross Blackwell, is working with the group and was the keynote speaker at Wednesday’s meeting. “Ross has been an immense help,” said Shaw. “He has a vision for the city and he’s got quite a bit of experience in this type of thing. He’s the right guy at the right time.” The planning process will go through stages to ensure all residents and business owners get a chance to have
Next court appearnce will be Aug. 15 Continued from A1 provincial court the following day. He was remanded in custody and has been held behind bars since his arrest. A pre-trial conference took place Wednesday, in B.C. Supreme Court in Nanaimo, and the case was officially transferred to Victoria. It is expected Warren will face trial by judge and jury in B.C. Supreme Court. According to the Nanaimo Court Registry, trial dates have not been set. Trial dates could be set at Warren’s next court appearance, Aug. 15, in Victoria.
their say or, better still, to lend their support to the committee. In the early summer, training sessions will take place for group captains. They will be expected to produce detailed lists/maps of neighbourhood assets and liabilities. This will conclude with a public open house. In the fall, a series of themed “coffee table” discussions will be held to address specific issues affecting the neighbourhood such as esthetics, crime, etc. Finally, in early 2013, the final phase of the process will involve the creation of an action plan. This will create potential projects and options. “There are a lot of projects happening in Campbell River right now, but I don’t think Campbellton should be shoved to the bottom of the list again,” said city Coun. Ron Kerr this spring when council approved the $3,000 in funding. “I think there’s an opportunity in Campbellton and I

Heli-rescue training pays off for injured hiker Specialized helicopter training came in handy for volunteers from Campbell River Search and Rescue (SAR) who plucked an injured hiker off the West Coast Trail. Local rescuers were called Monday, at 2 p.m. to extricate the middleaged man who had suffered an ankle injury during the hike. Rangers from Parks Canada had located the man on a section of the trail near Port Renfrew, but were unable to pack him out due to the difficult terrain. That’s when the call went out to mobilize the heli-rescue team from Campbell River. “We are the only SAR group on Vancouver Island to have this capability,” said rescue manager Grant Cromer. When they arrived by chopper, a rescue technician was lowered onto the beach to assess the injured man who was unable

Our View
North Island College on right track North Island College continues to evolve and increasingly make itself an indispensable part of the fabric of life on the upper section of Vancouver Island. NIC plans to offer specialized rural We say: NIC health care education that other B.C. colleges may not offer. It’s the and VIHA are education version of an intriguing following a concept in health care suggesting that in a time of limited funding similar model smaller hospitals should not pretend they can offer a wide array of specialized services. Instead, one hospital could focus on cancer
treatment for instance and another might concentrate on cardiology. Hospital A (in the Comox Valley?) and Hospital B (Campbell River?) would both offer basic care, but would attract specialists and specialized equipment in certain fields. Patients with certain afflictions might be able to receive treatment closer to home and the hospitals would become known for their specialties. NIC president Dr. Jan Lindsay says the college wants to establish a Centre of Excellence for Rural Healthcare Education. Not a physical building, it would be a cluster of up-to-date programming.
NIC could focus on services tailored to the needs of people in the region, perhaps growing into its own physical space if the college chooses to build a laboratory, for example. The idea has a lot of merit, particularly since the new Comox Valley hospital will apparently be built next to NIC’s main campus in Courtenay. As Lindsay explains, rural health care programming would be developed with $2.75 million over a minimum 10-year period from the Vancouver Island Health Authority. And it would train health care professionals close to home. – BlackPress

Beach fire lament Ms. Westrom, a renter, is requesting council to ban beach fires in front of residences between hidden harbour and the big rock. My family have enjoyed beach fires in front of our beach front properties for almost 50 years. Many years were amidst considerably more beach wood than we have today. Every fire was fully extinguished with a garden hose and built below the high water line. Over the past 10 months, walking the beach walk south of the Big Rock (public beach front), I have extinguished two smoldering fires from the nite previous. What is required is not a bylaw to be attended to by over subscribed law enforcement; rather, an educational campaign by our local fire department of the need to build beach fires below the high water mark (have the high tide help); or at minimum ensure all fires are fully extinguished at the end of the evening. Common sense. Enjoy the fires! John Lewis Campbell River We welcome your opinions on stories and issues published in our pages as well as issues of broader concern encountered elsewhere. Encouraging work instead of welfare Tom Fletcher B.C. Views
The B.C. government has taken some modest steps to tighten up the province’s income assistance system, and to encourage people to work when they are able to. With Premier Christy Clark swooping in to take credit, Social Development Minister Stephanie Cadieux unveiled changes that included fixing the worst mistake in B.C. Liberal policy. Cadieux acknowledged that B.C. was the only province that clawed back all earnings from employable welfare recipients, and she announced that from now on they will be able to earn up to $200 a month without penalty. The exemption for disabled people is increased from $500 to $800 a month.
Another important change is requiring welfare recipients to file income tax returns. People can now do temporary work when it comes along, report the income and take advantage of the various tax credits that come from participating in society instead of just living off it. Any experience earning money is valuable experience. With baby boomers starting to retire in big numbers, the expected labour shortage has begun across Western Canada. And yet, increasing numbers of foreign workers are coming in to do farm and other work, while many young people are unemployed. Finance Minister Kevin Falcon took note of this during his budget
preparations. Increasing numbers of young, employable people were applying for welfare in southern B.C., while jobs go begging in the booming northeast. Falcon mused about setting up a program to provide training and plane fare for these people, an idea quickly dubbed “welfare air.” Another effort to get young people working is Jobfest, a rock-themed road show currently touring northern B.C. towns. It attracts young people with music and souvenirs like drumsticks and guitar picks, and offers them skills assessment using sexy iPad apps and graphics that depict carpentry as cool. If Jobfest and welfare air sound a bit desperate, it’s because they are.
They illustrate our society’s problem. We have a public school system where students pass whether they do the work or not. The culture assumes self-esteem is more important than achievement. The teachers’ union constantly sets an example that the way to get what you want is to stamp your feet and demand it from government. What do we expect young people to learn? And how easy is it for B.C. to slip into a Greece-like tailspin, where a majority expects to be carried on the backs of the shrinking minority who do productive work? Old-timers might recall when Mike Harcourt’s NDP government took over from Continued on A9

Fletcher: NDP looks poised to repeat history a couple of years of this wealth redistribution, 10 per cent of the B.C. population was on welfare, with more piling on every day. Faced with the results of this staggering blunder, Harcourt lashed out at “cheats, deadbeats and varmints” scamming
B.C. taxpayers and launched a crackdown on fraud. Later the NDP cut the basic rate for single employables to $500 a month. Today it stands at $610, and the NDP looks poised to repeat history. Surrey MLA Jagrup Brar did a
month-long publicity stunt in January, living on welfare by wandering from shelter to food bank with TV cameras trailing behind. Brar would have been better off if welfare air had been available. Instead of learning to live off the burgeoning
urban handout industry, he could have gone up to Dawson Creek or Fort St. John and worked as a labourer. Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com tfletcher@blackpress.ca

Movie in the park returns
Heavy metal
Coastal Community invites you to grab a blanket or pull up a lawn chair, and join them for a movie at sunset this July as part of their free outdoor movie series in support of their longstanding community partner, Success By 6. The launch of Coastal Community’s Sunset Cinema, last summer, marked the beginning of something new for our Island communities, as it was the first outdoor movie series on Vancouver Island. With over $7,000 raised through concession sales and donations, thousands of community attendees at each of the events, and the “sea-of-blue” created by their employee volunteers, Coastal Community will build upon the success of their 2011 series by expanding to nine movie nights in nine communities in 2012. Coastal Community looks forward to building on their success in Campbell River with this year’s event on July 5 at Willow Point Park, where they will be featuring a film the whole family will love. Movies begin at dusk with people arriving as early as 7:30 p.m. to claim a piece of grass.
Stephanie Tipple (on the left) donated her old car to the Hospital Foundation to be recycled at ABC Recycling in Campbell River. Unfortunately, her car died the morning she was to drive it to ABC and pose for a picture. Oh well, she’ll find another way to get it there and it will receive the same processing as the car behind her and (from left) ABC Rcycling’s Rock Allcroft, and Katie Barton and Stacey Marsh, Campell River Hospital Foundation executive director. Campbell River Living Stunning longstanding gardens featured on this year’s tour

reating a garden and watching it mature over numerous decades is a delight few experience, but many gardeners aim to achieve. Be inspired July 7 and 8 on the Campbell River Art Gallery’s Garden and Art Tour by some of the area’s longstanding gardens. Linda Webb and Stephen Clayton’s one-acre Black Creek property is about twothirds developed, and there’s always something new to admire. Their latest endeavour is a stunning rose garden. But, rewind 32 years and Webb says there was no garden whatsoever on their completely flat piece of land. “It was like a prairie garden. Its challenge was that it was flat,” Webb says. As a transplanted
den,” says Webb. “It never had a grand plan. We made one bed and then another and then another. We always seem to be carving away at the lawn. It all happened
organically.” The Webb/Clayton garden is one of five new additions to the tour of ten gardens, in a program sponsored by Royal LePage Campbell River as a
benefit for children’s programming at Campbell River Art Gallery. When considering longstanding gardens in Campbell River, Continued on A17

couple’s hard work and creativity and features beautiful perennial beds, fruit trees, vegetable beds and their newest addition, a rose garden. Webb spends eight hours a day gardening, so
creating something so special is not without major time commitment, but she’s reaching the goal of having something of interest happening in the garden each season. “It’s an ad-hoc gar-

PLANNING FOR LIFE
Hip, hip, hooray! Members of River Spirit and BraveHearts dragon boat teams gathered to give three cheers for Canada Day committee chair, Carol Chapman and husband, Ron. The teams are gearing up to present Campbell River’s second annual dragon boat regatta, Race the River, on Saturday, June 30 as part of the Canada Day celebrations. The family event kicks off at 9 a.m. at Dick Murphy Park and will provide a day of fun for everyone. More than 400 paddlers will race in four dragon boats in the river estuary off the Tyee spit. Besides these exciting races there will be a salmon barbecue presented by Marine Harvest, face painting, food vendors and local musicians performing throughout the day. Garden tour: Roderick adored his lawn Continued from A16
many would point to the grounds at HaigBrown House first. Marcy Prior, who’s been the gardener there for 26 years, says the mature trees, massive lawn, Italian garden and stunning rhodo display visitors see today are the result of nearly a century of work. The Pidcock family started the garden in the 1920s and it was developed over many decades by two of Campbell River’s most famous residents - writer and conservationist Roderick HaigBrown and his wife Ann. Roderick, originally from Great Britain, aimed to create a “little piece of England” on the property, and planted birches, English violets, and periwinkle to remind him of home. The Haig-Brown vegetable garden was
abundant so they sold their excess produce to Painter’s Lodge. Ann canned hundreds of jars of food every year and they kept sheep, a cow and chickens on the rural property on the banks of the Campbell River. Roderick adored the 10,000 square foot lawn and tended to it himself. “The lawn was his pride and joy and he put it in with a horse pulling the equipment,” Prior says. Roderick travelled a lot though, so it was Ann who was at the helm of the garden much of the time. One
of her favourite spots was the Italian-style garden, complete with pond, which she was inspired to create after a trip to Europe. Along with having artists on site painting the scenery during the Garden tour, there will be a representative from the Museum at Campbell River available for tours through the Haig-Brown house. You can look forward to seeing both of these mature gardens, along with an inspiring selection of other outstanding properties on Saturday, July 7 and Sunday, July 8 on the Campbell River

First, find the drafts in the house, and stop them by sealing air leaks. • Stop air leaks around doors and windows. A good home door seal can be achieved with weather stripping. • Check attics, basements, and crawl spaces for air leaks. Basement or attic air sealing may require caulk, spray foam, or weather stripping, but taking care of these leaks can make a huge difference on your energy bills. • Add insulation to regulate your home’s temperature. Proper use of home insulation can keep your home cool in the summer and warm in winter, so choose insulation with a good R value, to ensure its efficiency. The easiest place to add insulation is usually the attic. • Replace windows, if necessary, with qualified windows. One of the best ways to improve your home air sealing is to use windows designed to boost efficiency and lower energy costs. In fact, good windows can reduce costs by seven to fifteen percent. Maintaining your home benefits you in many ways: • Saves you money in the long run • Protects and keeps your home safe • Prepares and shows your home in the ‘best light possible’ for sale I have many other helpful home maintenance tips you may want to investigate. • Quick Curb Appeal Tips • Renovations that pay off • How to throw a garage sale • How to pass a home Inspection • Pricing your home right • Which home renos make the most money on return: kitchen; bathroom or exterior? This provides an ideal opportunity for YQQ to host an annual Art exhibition featuring the work of artists in the Comox Valley Airport’s catchment area of Visit www. comoxairport.com and look under Airport Services/Art and Culture Program for more information.

very two years a remarkable festival of choirs, the International Choral Kathaumixw, takes place in Powell River. And every two years Campbell River fans of vocal music benefit from a visit from one of the top notch participating choirs. This year it will be a male youth choir, the Birralee Blokes, which hails from Brisbane, Australia. The Birralee Blokes is a dynamic ensemble
of young men aged 13-22 whose love for singing and communicating good music has captivated audiences around Australia. A highlight of their musical journey was their win in the national ABC Classic
FM Choral Competition in 2006 where they were named Youth Choir of the Year and awarded the Listener’s Choice Award. Island Voices Chamber Choir, the local host for this fine young choir, is proud to able
to showcase them in a performance on Sunday, July 8 at 8 p.m. at the Campbell River United Church. Tickets, $10, will be available at the Campbell River Visitors Centre as well as at the door.

Kick off your summer on the 50th Parallel F
It’s a busy weekend for these two young men as their musical act 50th Parallel will play Island Style Studio on Saturday and Riverfest at Haig-Brown House on Sunday.
iftieth Parallel will be kick starting summer 2012 at Island Style Creative Studio on June 23. Merely three days after the solstice, the island-inspired progressive acoustic sounds of Phil Marchand and Jonathan Hinds will be echoing throughout downtown Campbell River and maybe even across to Quadra Island. An opening slot for the highly-regarded Shane Philip almost a year ago to the day was followed by performances at Big
Time Out and Rhythm On The Rock music festivals. With a 1986 camper van now their primary method of travel, Fiftieth Parallel will be returning to the festival stages this summer. To enhance the duo’s acoustic sounds, Island Style Creative Studio – Shopper’s Row, opposite Foreshore Park – boasts a heavy aged wooden floor and stage. This, coupled with ambient lighting, provides fantastic acoustics, a great atmosphere for a concert and creative vibe
for jamming. As well as the regular live music; photography, costume design, and local art are a part of what this funky studio is known for. Everything creative and Island-styled can be found here – framed against an ocean view across the water to Quadra Island. It is a place where artists and musicians can come together and inspire each other... Where ideas start over coffee, are nurtured, and brought to life through the collective talent of the local arts
community – Island Style! Fiftieth Parallel will be marking the start of summer 2012 on Saturday June 23 at Island Style Creative Studio in Campbell River. Entrance is by donation (sugg. $10), doors open at 8 p.m., and the music will begin around 8:30 p.m. Their 13-track original CD Weapon Of The Future will also be available. For more info: youtube.com/fiftiethparallel; Island Style Creative Studio on Facebook.

Unfortunately, this time what started as a rescue mission, ended tragically with 1,350 birds losing their lives. All the birds were taken to MARS where they were

2X14 It often went something like this: “I’ve stopped you because you don’t have any reflectors.” “But I have lights, I don’t need reflectors!” “What happens if you are stranded at night and can’t turn the lights on? Here’s a repair order for your vehicle.” “Don’t you have anything better to do?” Clearly this driverCHEV felt that his time was TYEE being taken up over a trivial matter. The trouble is, he hasn’t had the experience I had in traffic enforcement. I can point to a fatal collision that I helped investigate where a man might still be alive today if all the reflectors on his disabled vehicle hadn’t been broken. It wasn’t a trivial matter for this man and his family. I often marveled at some vehicle owner’s resistance to spending a few dollars to maintain their vehicle. I also wished that I was able to gently pass along the experiences I had that showed how important maintenance could be. It only takes 6 reflectors, two on each side and two on the rear to bring most vehicles into compliance. The exception to this is with commercial vehicles and some older vehicles. Depending on their size, reflective striping may also be required on commercial vehicles. Older vehicles may not require as many reflectors as modern vehicles do. The author is a retired constable with many years of traffic enforcement experience. To comment or learn more, please visit www.drivesmartbc.ca.

CARVERS’ VISIONS 2011
Last year’s team of carvers were as creative as ever. The subjects that come to mind are always fascinating to see and the carving festival allows spectators to see the concepts take form before their very eyes. Whether they come to the competition with an idea fleshed out or just go with the flow and follow their muse on the spot, the participants in Transformations on the Shore always manage to create great works of art like last year’s (clockwise from left) Frogman, Great Escape, The Lone Wolf, Monument to the Unknown Musician and My Girls. Youthful hobby re-ignited by carving competition S
omething just twigged inside Garnet Underwood as he watched organizers set up fir “berries” for last year’s Transformations On The Shore carving competition. The chunks of clear Douglas fir, ready to be transformed into works of art, brought back childhood memories and rekindled a desire to create something with his hands. “I just saw them last year and thought, ‘Oh yeah, the carving competition,’ so I entered at the last minute,” says the 36-year-old who works as a welder and has lived in Campbell River for 11 years. It was a long time since he last carved. The almostfinished decoy of a bubblehead duck sitting in his home in Campbell River only served as a reminder of how he literally whittled away the nights growing up in the small farm town of Wooler, Ontario. “I still have this bird I worked on as a kid. I’ve got about 90 hours into it. It’s three-quarters done and I’m almost afraid to wreck hit,” he says with a chuckle. At the family farm
house, Underwood had a little place where he could work quietly and alone at his hobby: his bedroom closet. “It was just a spot I had,” he recalls. “My parents let me stay up late and it was quiet.” He carved little song birds and ducks, first using a pocket knife and an Xacto knife given to him by his father. Later, his uncles presented him with hand-me-down chisels which he used to make duck decoys. “I made my own hunting decoys when I was 14 or 15,” he says. “I gave them away to family as Christmas and birthday presents.” And then the passion of a young teen was put aside as girls, cars and work became more important. For two decades the desire to carve remained dormant and then the sight of carvers, sound of chainsaws and the smell of wood chips on the Willow Point foreshore rekindled a need to create. This time though would be different. This time he would bring along a partner – his fiance, Nicole Nesbitt – who helped him carve a larger-than-life-
Campbell River’s own Garnet Underwood rekindled his passion for carving and decided to enter Transformations on the Shore. He obviously hadn’t lost his touch, he and fiance Nicole Nesbitt took first place in the novice division last year. He’ll be back again for the 2012 carving competition.
sized decoy. “I hacked away at it with a chainsaw until it looked like a duck and then she was on the Dremel (rotary tool) doing all the detail work, like the feathers. She was my cheering
team!” he says. And the two did make a great team, taking first place for their duck in the novice division. Underwood is considering moving up to the Amateur division for this
year’s competition and it’s more than just the carving which is bringing him back. “All the other carvers were really open and friendly. It’s like a little community and it made
everything a lot easier,” says Underwood who enjoyed learning from more experienced carvers. Transformations On The Shore takes place June 27 to July 1 at Frank James Park in Willow Point.

Some stories teach, others inspire M
ax Chickite is a Lekwiltok First Nations artist born and raised in Cape Mudge Village on Quadra Island. He began drawing, painting and carving at age 11. His early studies of his First Nations Kwagiulth heritage is reflected in both his paintings and carving. It was Canada Day, 1996 when Max stood carving a stump on the beach in front of Campbell River. A remarkable turn of events was about to unfold. After carving for about 10 hours, a wonderful Octopus was created...Octy was born. Octy was a gift to the city from Max. The community responded with great appreciation for this gift.
Thereafter, many things started to happen. Barb Comeau was watching Max carve that day and after they talked awhile, Barb was instrumental in suggesting a carving competition would be a good idea to pursue.
So Max and Barb and friends Jack and Gladys Minshull established Campbell River Shoreline Arts Society and the Carving Competition started to take shape. In 1997, Max carved Orca to help kick off the first Annual Driftwood Carving Competition held on the Canada Day long weekend. Years later, for the 10th anniversary Max created a new logo for the competition combining Octy with the Canadian Flag (seen left). The event has grown in leaps and bounds since those early day, this year we will celebrate our 16th Annual Competition. Everyone knows if... It’s Canada Day weekend it’s ....It’s carving in Campbell River!
