With water levels creeping towards a 50-year high, flood evacuation alerts for residents living in the unprotected areas of Glen Valley have been issued by the City of Abbotsford. In addition, three residents on Walters Road, located between the Matsqui Dyke and the Fraser River, have also been alerted. The Fraser River is expected to hit the 6.38-metre mark at the Mission bridge today (Friday) and the BC River Forecast Centre has issued a notice saying due to tidal influences, the level could reach 6.75 metres by the end of the weekend. People in these areas have been told to be prepared to leave on short notice. Abbotsford Deputy Fire Chief Mike Helmer met with other officials on Thursday afternoon to establish if the evacuation alert should become an order. Once the river hits its potential peak of 6.75 metres, it should begin to decline – for now. “There is going to be a dip after that and then we wait for the weather and see what happens in Prince George,” said Helmer. Helmer said a “pulse” is moving down the Fraser River and the valley is receiving it now. The pulse consists of rain that fell four days ago and once it passes, the river level should decrease. in the next few days, another pulse could be on the way. The last serious flood warnings in Abbotsford were issued in 2007, and those levels have been exceeded this year, Helmer said. However, “Our dykes are approximately a metre higher than in 2007,” he said. In 2007, the Fraser River level hit 6.03 metres. As of Thursday morning, it had already reached the 6.09 mark. The last time the Fraser River surpassed the 6.75 metre mark was in 1972, when the Mission bridge gauge recorded 7.18 metres. During the famed flood of 1948, the river peaked at 7.61 metres. The flood alert is only for the small number of residents living outside of the area protected by the dikes. The president of a society that caused concerns for the local food bank says he is no longer collecting food in the Abbotsford area. Kelly Fowler of the Fraser Valley Grocery Resource Society said he has stopped placin g empty grocery bags on local doorsteps with a request for food donations. “I don’t like stepping on anyone’s toes ... The food bank’s been around a lot longer than we have and they do a very good job,” he said. The issue – reported in yesterday’s edition of The News – arose when
Dave Murray, co-ordinator of the Abbotsford Community Services’ (ACS) Food Bank, was made aware of the grocery bags, which were attached with a note that said, “We support the local food banks.” He said some people assumed the collection was being done on behalf of the ACS Food Bank. The accompanying notes did not indicate the Grocery Resource Society intends to re-sell some of the food items to low-income people, but Fowler said the group’s website is clearly listed and people can obtain the information from
there. Fowler said he formed the society about a month ago, and is currently “stockpiling” food, which is being stored in two donated warehouse spaces in Surrey. He said many of the donations come from businesses with stock nearing its expiry date. He hopes to have a distribution centre in place in the Aldergrove area by the end of the year. Fowler said he distributed the grocery bags in Abbotsford to about 800 homes, but is now focusing on other communities, although he wouldn’t specify which ones.
Once he has collected enough food, Fowler said his website will sell the items at cut-rate prices, and the groceries will be delivered free of charge to low-income seniors from Abbotsford to Langley. “I’d rather just focus on the seniors’ scene because they get ignored ... Nobody is taking care of seniors,” Fowler said. But Murray said no senior is going without support in the Abbotsford area. They can receive help through the ACS Food Bank or through the Meals on Wheels program, which deliv-
ers food to seniors and other people who have difficulty leaving their home. Murray said he finds it “unethical” that Fowler would take donated food and then sell it. “We operate by a code of ethics, as do all food banks in Canada, and we’re definitely not allowed to do that,” he said. Fowler is the co-founder of the Oasis Outreach Society in Chilliwack which runs a store that re-sells donated food items at reduced prices to low-income members. He is no longer associated with that organization.

Bevan Avenue Wells Operation Commencement Notice The City of Abbotsford received approval to increase the capacity of four existing water wells in order to meet peak demand for water during summer months. The wells are located in the southwest corner of Mill Lake Park. The current pumping capacity is 290 L/s. A total of 2,505 million litres of water may be drawn from these wells annually, between May and September. The City of Abbotsford will provide noti¿cation to the public at least two weeks in advance of the annual start-up of the wells. Mayors discuss regional districts The mayors of Abbotsford, Langley Township, Mission and Chilliwack are meeting today (Friday) to hash out difficulties involving relationships with their regional districts. Langley Mayor Jack Froese told a radio station last week that the township “will have an open mind” when he heads into the meeting. He said that on a scale of one to 10, township council “is about a five” in favour of leaving Metro Vancouver. Mission, Chilliwack and Abbotsford belong to the Fraser Valley Regional District. Among the options Froese will discuss is forming a new regional district, abandoning Metro Vancouver, and jumping to the FVRD. Froese said that “there is nothing wrong” with taking a look at the relationship the four municipalities have with their regional districts “to see if we can do a better job. And if we can’t, then just leave things well alone.” Last month, Abbotsford Mayor Bruce Banman said he would welcome a chance to discuss a partnership with Langley. H o w e v e r , Abbotsford has been told by the province that it cannot leave the Fraser Valley Regional District, as it has asked. Instead, the city was given the option to stay with the FVRD or find other communities willing to join them to create a new regional district. Banman said he feels it is his job to examine all the options available to Abbotsford. But joining Metro Vancouver “is not going to happen while I’m sitting in the chair.” Another option, according to Banman, could be to make the FVRD bigger by adding Langley.

Const. Christopher Troughton was the first to show up on the scene after a woman reported that her ex-boyfriend had thrown a rock through a window in her home. The Abbotsford Police officer came across the suspect on South Fraser Way and immediately recognized him as someone who had a violent history and a mental illness. The man was carrying a long pole and he began swinging it, hitting Troughton’s unmarked police car several times. came towards him, swinging the pole at head level. At one point, Troughton fell backwards but rolled to a standing position, just as the suspect swung and released the pole at his head. The man then surrendered and was
arrested without further incident. Troughton was presented at Tuesday’s police board meeting with the Chief Constable’s Commendation, honouring his “skill, judgment and bravery” while his own safety was at risk
during the incident on May 6, 2012. Chief Bob Rich said in 50 per cent of the cases involving a shooting by police, the suspect has a mental illness. He said Troughton is to be commended for “keeping everyone safe” while dealing with such a difficult situation. He moved into position to ensure no civilians were behind the suspect and, even when he fell, he ensured his fingers were appropriately placed on the gun to avoid an accidental discharge, Rich said. T r o u g h t o n described the circumstances as “surreal.” “It was due to the training the department provides that it ended successfully for everyone,” he said.

Wow, there has been a lot of wildlife coming out in Auguston lately. I had a crazy raccoon chase me the other day. They been trying to catch him but he knocks over the cage and eats the food that falls over on the grass. Smart little guy. They are pretty scary. They caught one and it chewed the metal handle off the cage it was in. The guy that caught it showed me it or I would have never believed it.

On Point Father’s Day has passed once again, and if you’d like to know, I had a very nice one, thank you. It’s all about the time spent together. And there’s nothing like a personally written, heart-felt card from his daughter to make this dad all squishy inside. In my younger years, before I became a father, but was considering the concept – as opposed to just frequently thinking about the activity that can result in the title – I thought I’d prefer to have a son. Stereotypically male, I know. A boy would be more fun, I reasoned. I could teach him how to cast a lure, and shoot a gun, and paddle a canoe, and pitch a tent, and make a fire, and belch really loud. We’d embark on spontaneous father-son excursions, go shopping for tools and guy-toys and other stuff we didn’t really need, and
then hang out in the garage and build things. And we’d have long conversations about the complexities of women, and the meaning of life, and the question of when desert brown camo gear is better than jungle leaf. But, wouldn’t you know it, when the all the conceptualizing led to conception, I was dealt a daughter. All the early-years envisioning was out the window. Fatherhood was about to undergo reform. Or was it? Didn’t my wife enjoy the same things I did? OK, maybe not ashopping for tools. And nix to the belching, as well. However, as for all the other stuff, gender had little to do with it. And so it was, I taught my daughter how to cast a lure, and shoot a gun, and paddle a canoe, and pitch a tent, and make a fire. We shopped for tools and toys and other stuff, and we hung out in the garage and built things. We embarked on spontaneous fatherdaughter excursions, and happily, still do. In the process, some adjustments
had to be made, of course. You can’t very well discuss the complexities of women with a girl who instinctively knows all the secrets. Instead, we spent endless hours in her make-believe worlds, conjuring up stories involving favourite stuffed animals.
It takes a mountain of commitment and time and love to be a good dad. It’s ridiculously easy to be a lousy one. We curled on the couch and read, and read some more – and occasionally watched princess movies. Fishing in the rain gave way to soccer in the rain. And somehow, it seemed the years began to speed up. Three turned to six, which zoomed to 10, and then flashed to teen. Imaginary tales morphed into home-
work help – toothpick bridge projects, and essays about ancient civilizations. Without any warning or pre-shock preparation, there she was in high school. Most of dad’s teaching is done. The character is cast. If the next few years go by as blindingly fast as the past 15, Anna is breathtakingly close to being grown. Fatherhood will be reduced to watching from the sidelines, ready when required. I so miss my little girl. I am so immensely proud of my teen. I am so glad to have experienced fatherhood, and I am so thankful I didn’t make a mess of it. If I have any advice for men who aren’t yet celebrating Father’s Day, it’s this: Be absolutely positive that being a father is what you want. If not, don’t. It takes a mountain of commitment and time and love to be a good dad. It’s ridiculously easy to be a lousy one. But if you’ve made the decision you want to become a father, you are about to embark on the most important job of your life – and the most rewarding.

letters Help people out of addiction I read Kevin Mills’ article (May 31, Council continuing to consider needle exchange) with interest. The “harm reduction� cronies have come into town to bash a few heads at the city council for the audacity of saying that “harm reduction� is bad public policy. Indeed, our city is leading the way in excellent public policy by helping people out of addiction, not through giving out free needles, but through real help such as found in recovery centers. It costs an addict only 49 cents for a needle and only 29 cents for a replace-
ment needle tip. These can be purchased at the local pharmacy 24 hours a day without a prescription. The argument that a free needle exchange is vital to public health and reducing the incidence of disease is ridiculous. Addicts spend hundreds of dollars feeding their habit. It would cost them more time and money to get to a publicly funded needle exchange than it would cost to buy a clean needle at the local pharmacy. Addiction can only be solved by dealing with the underlying issues within a person that leads them to
self-medicate through drugs (legal and illegal). The argument that a needle exchange is somehow a clean pathway to a changed life is a fantasy and is not a scientific fact. Similarly, the use of methadone and other so called harm reduction drugs only prolongs the suffering of addicts. We have an army of people in this city ready to help addicts that genuinely want to stop taking drugs. The help addicts really need is not to enable their current lifestyle, but to be challenged to break free. Sometimes people have to hit bottom
before they look up for help. We have chosen not to be a co-dependent city and this is the most loving decision we can make. There may be a little pain upfront during detox, but many hundreds in our city can attest that it is the first real step into a brighter tomorrow. I urge our city council to continue to reject the harm reduction philosophy. We applaud council’s efforts in getting detox center funding for Abbotsford. Funding for repair of Blue Jay playground The Abbotsford school district has received $50,000 in the final phase of funding for the repair, improvement and replacement of the playground equipment at Blue Jay elementary. Abbotsford West MLA Mike de Jong made the announcement Thursday at the school. The funding is part of an additional $3.3 million being provided to 80 schools across all 60 school districts. It is the final phase of an $8 million funding commitment made by Premier Christy Clark and Education Minister George Abbott last September.

Hatchery hosts Connections
The summer edition of Chamber Connections will be hosted by the Fraser Valley Trout Hatchery. Connections is a monthly Abbotsford Chamber of Commerce networking event held at various local businesses. week. But there will not be a vote to adopt the bylaw at the June 26 meeting, which will go back to FVRD directors and staff for further work that
could take the rest of the year to complete. “T he newly developed bylaw will protect our region’s most sensitive areas and ensure that any gravel removal is
carried out in the most sustainable and environmentally sound manner that has our public’s best interest in mind,” FVRD chair Sharon Gaetz said in a news

“moves rapidly to introduce measures for accountability, inclusion and transparency, it seems probable that impacted residents ... will take the gloves off.” He charged that FVRD directors are “being used as corporate whips to clear the way for corporate profit at the expense of ordinary citizens, their rights and the environment which sustains us all.” Even before Gaetz’s release, residents opposed to the Aggregate Pilot Project (APP) – which proposes a tri-colour mapping scheme where future gravel pits may be allowed – were scrapping with Abbotsford-Mission MLA Randy Hawes by email. Hawes is a former FVRD chair and minister of state for
mining who started APP negotiations back in 2004 with the gravel industry, the FVRD and the B.C. government. But those negotiations took place behind closed doors, with no public input, a fact that continues to irritate residents and raise allegations of collusion. Lake Errock resident Tony Rees sent an email last week urging FVRD residents to attend the Chilliwack meeting and protect the region’s water resources, which he believes are endangered by gravel mining. Hawes said the APP is about planning future g ravel operations, and gives local governments “much more say” in permit conditions over removal operation like noise and dust control.

Gathering Art Car project at Canada Day will return to Tradex The Reach Gallery Museum Abbotsford will be creating an “Art Car” at this year’s Canada Day celebration at Abbotsford Exhibition Park. In order to complete the project, organizers are
Tsawwassen First Nation and Stó:lo Communities are hosting the 36th annual Elders Gathering on July 10-12 at Tradex in Abbotsford. The theme is “Letsemót” One Heart, One Mind, One Family. There will also be traditional food and ceremonies at the Semath Long House during the three day event. After a successful 35th annual event, which had more than 1,500 participates per day and an opening ceremony of 3,000 guests, the Stó:lo people have partnered with Tsawwassen First Nation to host the 2012 gathering. This year’s King and Queen have already been chosen. Queen “Ya Yuts Kii Ya” (Audrey Kelly) and King “Mi:mel Spath”
(Roger Andrews) are from Shxw’ow’hamel Indian Band. The Elders Gathering takes place and each year in B.C. and hosted by different First Nation communities. The purpose of gathering is for Elders to come together and take their rightful place as advisors, teachers, and leaders. Many Elders are involved and work at the community level throughout the year. They participate at meetings, workshops and various events to support youth, education committees and band councils. On Feb. 25, Joel Friesen hit one of the biggest shots in UFV basketball history – a buzzer-beating threepointer to lift the Cascades to a 69-68 win over the Lethbridge Pronghorns and into the Canada West Final Four. In that euphoric moment, few people – including Friesen himself – could have imagined that it would be the last shot the Abbotsford native would hit at the Envision Athletic Centre as a member of the Cascades. But on June 4, head coach Barnaby Craddock departed UFV to take over the men’s basketball program at the University of Alberta, and Friesen told The News this week that he’s decided to follow him to Edmonton. The 6’4� guard will have to redshirt the upcoming season due to transfer rules, but he’ll be eligible to make his Golden Bears debut

and coaches for building into his life over the years. “It’s a lot tougher to even think about (transferring) than most people would think. “I just tried to weigh out everything that I think is going to be the best opportunity for me to be successful as more than just a basketball player, but as a man and in my future career past university.� When Friesen signed with the Cascades after helping the Yale Lions win a B.C. AAA high school title in 2008, he was arguably the most highly touted recruit in the program’s history. Over the course of three seasons at UFV, he grew into a bona fide star at the university level – a hometown boy who made good. His exit strips a key component from a Cascades team which had been expected to contend for a national title after a breakthrough 2011-12 campaign. UFV won the Canada West silver

Through HAFI, homeowners and landlords with eligible tenants can apply for ďŹ nancial assistance of up to $20,000 for improvements that make their home more accessible and safe. The goal of the program is to enable people who have physical limitations to live at home longer. Naylor, a Kamloops native, can play either guard spot. “He’ll be another big scorer for us,” Martens said. “He’ll fit really well into our team culture and what we’re trying to do at CBC.” Zak is finishing off his Grade 12 year at Nelson’s L.V. Rogers Secondary. “He’s a gym rat,” Martens said. “He wants to get better, and he’s a great character guy.”

Friesen said Craddock’s departure caused him to evaluate his options. His goal is to become a high school teacher, teaching phys-ed and/or French, but he’d been unable to switch from UFV’s bachelor of arts program to kinesiology after applying multiple times. At the U of A, he’s already been accepted into the faculty of education. Friesen, who has two years of basketball eligibility left, emphasized that his departure shouldn’t be interpreted as dissatisfaction with the hiring of former assistant coach Adam Friesen (no relation) to replace Craddock. “Adam has been a huge part of my basketball life,” Friesen said, alluding to the fact that his game matured at Yale Secondary under the tutelage of Adam and his father Al. “I know he’s going to do a great job (at UFV).” Adam Friesen said
he tried to convince Joel to stay on the basis of his familiarity with the team and the quality of it. He noted that with Friesen out of the picture, fellow Yale Secondary alums Jordan Blackman and Nathan Kendall will have to step up. “He made his decision,” Adam Friesen said of Joel, “and we wish him the best.” For longtime followers of UFV basketball, Friesen’s transfer is a bit of déjà vu. The last time the Cascades made a coaching change was in 2007, when the coaching duo of Pat Lee and Tom Antil was jettisoned prior to Craddock’s arrival. That turn of events prompted leading scorer Jamie Vaughan to leave for Trinity Western University. Ironically, weeks before Craddock’s departure, Friesen was already planning a trip to Edmonton for the Canada Quest threeon-three tournament, which ran June 9-10. OBITUARIES
Froese Lisa (Lainchbury) July 23rd 1972 June 18, 2012 It is with profound sadness that we announce the passing of Lisa Froese, beloved wife of Rob, mother of Marek and Dominic, daughter of Errol and the late Patricia Lainchbury, sister of Mark, and niece of Margaret. She will also be deeply missed by all other members of her family and her many friends. Lisa will be remembered as a loving wife who showed immeasurable love for her two young boys. Lisa will also be remembered as a passionate and dedicated teacher in the Abbotsford School District. The Froese family would like to extend their deepest gratitude to those known and unknown who showed incredible generosity during the past two and a half years. TOEWS, Anne, (nee Voth), born in R.M. of Hanover, MB on May 16, 1932, passed into glory on June 19, 2012. She is now at home with Jesus, whom she accepted and has served faithfully since she was a young child. When she was very young, the family moved to Readymade, AB and later on settled in Chilliwack, B.C., where she found work as a “Blue Girl” at the Chilliwack General Hospital. As a young woman, she moved to Vancouver and put down roots. It was while attending Vancouver MB Church that she met the love of her life, John Toews. They were married on April 23, 1960 in Chilliwack MB Church. They lived in Vancouver for many years and raised 5 daughters there. In 1983, John and Anne moved to Abbotsford, where Anne began volunteering at the MCC Thrift Store. She was thankful for the many years of meaningful work there, especially after John passed away in April of 2002. She enjoyed being a member of the Ross Rd. Community Church. Anne will be greatly missed by her children, Ruth (Paul) Fast, Lorna (Walter) Krueger, Marian Toews, Linda (Greg) Huebner and Anita (Dan) Spenst; 19 grandchildren, 7 great-grandchildren, her extended family and many dear friends. Visitation for family and friends will be from 7 - 9 pm on Sunday evening, June 24, in the chapel of First Memorial Funeral Services, 27555 31st Ave., in Aldergrove. A graveside service will be held at Maclure Rd. Cemetery in Abbotsford, at 10:00 am on Monday, June 25, followed by a Memorial Service at the Ross Rd. Community Church at 11:00 am. Rev. David Entered into the presence of his Lord on Father’s Day June 17, 2012. Born in the Ukraine on February 24, 1927. At the age of four he immigrated and homesteaded with his family in Paraguay, S.A. Later he trained as a Tin Smith, met and married Helene Bahnmann on June 26, 1947. Then immigrated to Canada and together they raised six children, Anne (Sonny), Peter (Cindy), Hank (Kim), Abe (Zsuzsi), Frieda (Rick) and Rudy (Evelyn), eighteen grandchildren and 26 great grandchildren. David was predeceased by his parents, six sisters, two brothers and two grandchildren. He is survived by his wife Helene, his children, brother Peter as well as many nieces and nephews. A graveside service will be held at 11:00 am June 23, 2012 at the Westbank Cemetery followed by a memorial service at 1:00 pm at Everden Rust Funeral Services, 1910 Windsor Road Kelowna. A Life Well Lived David Loeppky born on November 12, 1919 in Halbstadt Manitoba, passed away peacefully on June 16, 2012 at Worthington Pavilion in Abbotsford BC. David’s journey began as being 1 of 18 children in rural Manitoba. After years of service on the family farm, David moved to Winnipeg where he met the love of his life, Olive (Olga Serhan). Family life began with marriage to Olive and father to children Maxine and Dennis. In early years, Dave enjoyed working in the role of: grocery delivery clerk, cook and 16 years with the railroad to support his family. Beautiful British Columbia called to Dave and Olive and so they decided to head West and make it home. Dave and Olive owned motels on the Sunshine Coast and in the Kootneys. They then managed a number of apartments and Dave contracted out cleaning service for numerous malls in the Fraser Valley. As years rolled by, Dave and Olive retired, and enjoyed spending time in Arizona and cruising in their RV visiting friends and relatives throughout the country. Dave occupied his time by gardening, reading, writing poetry, orchard picking /canning, and building/Àxing clocks. Dave also enjoyed having both dog and bird pets as companions. Dave is well renowned for his vivid story and joke telling abilities and uncanny memory of past events. Dave was known to be a person of optimism, patience, eternal hope, and always seeing the good in others. Dave will be remembered as a philanthropist, with huge heart and soul. Nothing ever competed with Dave’s love of family, and especially those of children, grandchildren and greatgrandchildren. He was the consummate Grandfather and loved the role entirely. David is predeceased by his loving wife, Olive and by siblings: Jake, John, Henry, Died, Ben, Bill, Sarah, Helen, Agatha, Trudy, and Mary. David is survived by: Daughter Maxine Wenger and grandchildren Garth (Vicki) Wenger, great grandchildren Bo and Kristi Ann; Eric (Carla) Wenger, great grandchildren Nicole and Ben; Craig (Lori) Wenger, great grandchildren Ryan (Àancée Kathleen) and Mathew; and Joy (Tony) Aelbers, great grandchildren Casey and Darcy. Son Dennis (Valerie) Loeppky and grandchildren Maria (Àancé Andrew) and Angela (Shawn) Veters, great grandchildren Juliana and baby boy due in August, 2012. David is survived by siblings: Eva, Hilda, Johanna, Bernie, Tony, and Ed. Dave’s many sisters and brothers-in-law, nieces and nephews were also very dear to him. A special thank you to Laverna who always found time to prepare his favorite foods and visit with her uncle. A note of gratitude as well to the staff at the Worthington Pavilion for the care they bestow on the residents and their loved ones. While David’s life took him to many beautiful places, his Ànal journey has taken him into the arms of the Lord, loving wife Olive and all of those that past before him. Dave’s integrity and zest for life, is a walk to remember and follow.
